356 The Regional Concept, Public Policy and Policy Spaces: The ARC and TVA
Authors: Jay D. Gatrell, Robert Q. Hanham, Jeff Worsham, Maureen McDorman
Abstract:
This paper examines two policy spaces–the ARC and TVA–and their spatialized politics. The research observes that the regional concept informs public policy and can contribute to the formation of stable policy initiatives. Using the subsystem framework to understand the political viability of policy regimes, the authors conclude policy geographies that appeal to traditional definitions of regions are more stable over time. In contrast, geographies that fail to reflect pre-existing representations of space are engaged in more competitive subsystem politics. The paper demonstrates that the spatial practices of policy regions and their directional politics influence the political viability of programs. The paper concludes that policy spaces should institutionalize pre-existing geographies–not manufacture new ones.

Abstract:
In mobile communication systems, performance and capacity are affected by multi-path fading, delay spread and Co-Channel Interference (CCI). For this reason Orthogonal Frequency Division Multiplexing (OFDM) and adaptive antenna array are used is required. The goal of the OFDM is to improve the system performance against Inter-Symbol Interference (ISI). An array of adaptive antennas has been employed to suppress CCI by spatial technique. To suppress CCI in OFDM systems two main schemes the pre-FFT and the post-FFT have been proposed. In this paper, through a system level simulation, the behavior of the pre-FFT and post-FFT beamformers for OFDM system has been investigated based on two algorithms namely, Least Mean Squares (LMS) and Recursive Least Squares (RLS). The performance of the system is also discussed in multipath fading channel system specified by 3GPP Long Term Evolution (LTE).

Abstract:
In remote sensing, shadow causes problems in many applications such as change detection and classification. It is caused by objects which are elevated, thus can directly affect the accuracy of information. For these reasons, it is very important to detect shadows particularly in urban high spatial resolution imagery which created a significant problem. This paper focuses on automatic shadow detection based on a new spectral index for multispectral imagery known as Shadow Detection Index (SDI). The new spectral index was tested on different areas of WorldView-2 images and the results demonstrated that the new spectral index has a massive potential to extract shadows with accuracy of 94% effectively and automatically. Furthermore, the new shadow detection index improved road extraction from 82% to 93%.

Abstract:
This paper presents a CFD analysis of the flow field around a thin flat plate of infinite span inclined at 90° to a fluid stream of infinite extent. Numerical predictions have been compared to experimental measurements, in order to assess the potential of the finite volume code of determining the aerodynamic forces acting on a bluff body invested by a fluid stream of infinite extent. Several turbulence models and spatial node distributions have been tested. Flow field characteristics in the neighborhood of the flat plate have been investigated, allowing the development of a preliminary procedure to be used as guidance in selecting the appropriate grid configuration and the corresponding turbulence model for the prediction of the flow field over a two-dimensional vertical flat plate. Keywords: CFD, vertical flat plate, aerodynamic force

Abstract:
We introduce an effective approach for automatic offline au- thentication of handwritten samples where the forgeries are skillfully done, i.e., the true and forgery sample appearances are almost alike. Subtle details of temporal information used in online verification are not available offline and are also hard to recover robustly. Thus the spatial dynamic information like the pen-tip pressure characteristics are considered, emphasizing on the extraction of low density pixels. The points result from the ballistic rhythm of a genuine signature which a forgery, however skillful that may be, always lacks. Ten effective features, including these low density points and den- sity ratio, are proposed to make the distinction between a true and a forgery sample. An adaptive decision criteria is also derived for better verification judgements. Keywords: Handwritten document verification, Skilled forgeries, Low density pixels, Adaptive decision boundary.

Authors: Salam Khalifa, Naveed Ahmed
Abstract:
We present a new method to reconstruct a temporally coherent 3D animation from single or multi-view RGB-D video data using unbiased feature point sampling. Given RGB-D video data, in form of a 3D point cloud sequence, our method first extracts feature points using both color and depth information. In the subsequent steps, these feature points are used to match two 3D point clouds in consecutive frames independent of their resolution. Our new motion vectors based dynamic alignement method then fully reconstruct a spatio-temporally coherent 3D animation. We perform extensive quantitative validation using novel error functions to analyze the results. We show that despite the limiting factors of temporal and spatial noise associated to RGB-D data, it is possible to extract temporal coherence to faithfully reconstruct a temporally coherent 3D animation from RGB-D video data.

Natural convection heat transfer from a heated horizontal semi-circular cylinder (flat surface upward) has been investigated for the following ranges of conditions; Grashof number, and Prandtl number, . The governing partial differential equations (continuity, Navier-Stokes and energy equations) have been solved numerically using a finite volume formulation. In addition, the role of the type of the thermal boundary condition imposed at cylinder surface, namely, constant wall temperature (CWT) and constant heat flux (CHF) are explored. The resulting flow and temperature fields are visualized in terms of the streamline and isotherm patterns in the proximity of the cylinder. The flow remains attached to the cylinder surface over the range of conditions spanned here except that for and ; at these conditions, a separated flow region is observed when the condition of the constant wall temperature is prescribed on the surface of the cylinder. The heat transfer characteristics are analyzed in terms of the local and average Nusselt numbers. The maximum value of the local Nusselt number always occurs at the corner points whereas it is found to be minimum at the rear stagnation point on the flat surface. Overall, the average Nusselt number increases with Grashof number and/ or Prandtl number in accordance with the scaling considerations. The numerical results are used to develop simple correlations as functions of Grashof and Prandtl number thereby enabling the interpolation of the present numerical results for the intermediate values of the Prandtl or Grashof numbers for both thermal boundary conditions. Keywords: Constant heat flux, Constant surface temperature, Grashof number, natural convection, Prandtl number, Semi-circular cylinder

We define the criteria for sentence intelligibility according to answers of testing subjects (deaf people). In our tests we use 30 sample videos coded by H.264 codec with various bit-rates and various speed of cued speech. Additionally, we define the criteria for consonant sign recognizability in single-handed finger alphabet (dactyl) analogically to acoustics. We use another 12 sample videos coded by H.264 codec with various bit-rates in four different video formats. To interpret the results we apply the standard scale for subjective video quality evaluation and the percentual evaluation of intelligibility as in acoustics. Abstract:
In this study, hyaluronic acid (HA) microgels were developed for the goal of protein delivery. First, a hyaluronic acid-tyramine conjugate (HA-TA) was synthesized with a degree of substitution of 13 TA moieties per 100 disaccharide units. Then, HA-TA microdroplets were produced using a water in oil emulsion method and crosslinked in the presence of horseradish peroxidase (HRP) and hydrogen peroxide (H2O2). Loading capacity and the release kinetics of lysozyme and BSA, as model proteins, were investigated. It was shown that lysozyme, a cationic protein, can be incorporated efficiently in the HA microgels, while the loading efficiency for BSA, as a negatively charged protein, is low. The release profile of lysozyme showed a sustained release over a period of one month. The results demonstrated that the HA-TA microgels are a good carrier for spatial delivery of cationic proteins for biomedical applications.

Abstract:
This paper proposes an alternative control mechanism for an interactive Pan/Tilt/Zoom (PTZ) camera control system. Instead of using a mouse or a joystick, the proposed mechanism utilizes a Nintendo Wii remote and infrared (IR) sensor bar. The Wii remote has buttons that allows the user to control the movement of a PTZ camera through Bluetooth connectivity. In addition, the Wii remote has a built-in motion sensor that allows the user to give control signals to the PTZ camera through pitch and roll movement. A stationary IR sensor bar, placed at some distance away opposite the Wii remote, enables the detection of yaw movement. In addition, the Wii remote-s built-in IR camera has the ability to detect its spatial position, and thus generates a control signal when the user moves the Wii remote. Some experiments are carried out and their performances are compared with an industry-standard PTZ joystick. Keywords: Bluetooth, Infrared, Pan/Tilt/Zoom, PTZ Camera, Visual Surveillance, Wii Remote

The automobile incentive policy in Brazil since the 1950s creates several problems in its cities, more visible in large centers such as São Paulo or Rio de Janeiro, but also strongly present in smaller cities, resulting in an increase in social and spatial inequality, together with a drop in the quality of life. The analyzed city, Campo Mourão, reflects these policies, a city that is initially planned to be compact and walkable, took other directions and currently suffers from urban mobility and social inequality in this urban environment, despite being a medium-sized city in Brazil. The research aims to understand and diagnose how these policies shaped the city and what are the results in Brazilian`s inland cities. Abstract:
The ultrasound imaging is very popular to diagnosis the disease because of its non-invasive nature. The ultrasound imaging slowly produces low quality images due to the presence of spackle noise and wave interferences. There are several algorithms to be proposed for the segmentation of ultrasound carotid artery images but it requires a certain limit of user interaction. The pixel in an image is highly correlated so the spatial information of surrounding pixels may be considered in the process of image segmentation which improves the results further. When data is highly correlated, one pixel may belong to more than one cluster with different degree of membership. There is an important step to computerize the evaluation of arterial disease severity using segmentation of carotid artery lumen in 2D and 3D ultrasonography and in finding vulnerable atherosclerotic plaques susceptible to rupture which can cause stroke.

Abstract:
This paper proposes a new design of spatial FIR filter to automatically detect water level from a video signal of various river surroundings. A new approach in this report applies "addition" of frames and a "horizontal" edge detector to distinguish water region and land region. Variance of each line of a filtered video frame is used as a feature value. The water level is recognized as a boundary line between the land region and the water region. Edge detection filter essentially demarcates between two distinctly different regions. However, the conventional filters are not automatically adaptive to detect water level in various lighting conditions of river scenery. An optimized filter is purposed so that the system becomes robust to changes of lighting condition. More reliability of the proposed system with the optimized filter is confirmed by accuracy of water level detection. Keywords: water level, video, filter, detection.

Authors: Xindong An, Kai Gu
Abstract:
Urban intensification is regarded as the prevalent strategy in many cities of the world to ease the pressures of urban sprawl and deliver sustainable development through increasing the density of built form and activities. However, within the context of intensive development, planning and design control measures that help to maintain and promote the character of existing residential environments have been slow to develop. This causes the possible loss of the character of an area that makes a place unique and distinctive. The purpose of this paper is to explore the way of identifying the character of an urban area for the planning of urban landscape in the implementation of intensification. By employing the theory of urban morphology, the concept of morphological region is used for the analysis and characterisation of the spatial structure of the urban landscape in terms of ground plans, building types, and building and land utilisation. The morphological mapping of the character of urban landscape is suggested, which lays a foundation for more sensitive planning of urban landscape changes.

Authors: Daniel Rowe, Christopher R. Vogel, Richard H. J. Willden
Abstract:
This study documents the hydrodynamic characteristics of a recirculating water flume in preparation for experimental testing of horizontal axis tidal stream turbine models. An Acoustic Doppler Velocimeter (ADV) was used to measure the flow at high temporal resolution at various locations throughout the flume, enabling the spatial uniformity and turbulence flow parameters to be investigated. The mean velocity profiles exhibited high levels of spatial uniformity at the design speed of the flume, 0.6 ms−1, with variations in the three-dimensional velocity components on the order of ±1% at the 95% confidence level, along with a modest streamwise acceleration through the measurement domain, a target 5m working section of the flume. A high degree of uniformity was also apparent for the turbulence intensity, with values ranging between 1-2% across the intended swept area of the turbine rotor. The integral scales of turbulence exhibited a far higher degree of variation throughout the water column, particularly in the streamwise and vertical scales. This behaviour is believed to be due to the high signal noise content leading to decorrelation in the sampling records. To achieve more realistic levels of vertical velocity shear in the flume, a simple procedure to practically generate target vertical shear profiles in open-channel flows is described. Here, we arranged a series of non-uniformly spaced parallel bars placed across the width of the flume and normal to the onset flow. By adjusting the resistance grading across the height of the working section, the downstream profiles could be modified accordingly, characterised by changes in the velocity profile power-law exponent, 1/n. Considering the significant temporal variation in a tidal channel, the choice of the exponent denominator, n = 6 and n = 9, effectively provides an achievable range around the much-cited value of n = 7 observed at many tidal sites. The resulting flow profiles, which we intend to use in future turbine tests, have been characterised in detail. The results indicate non-uniform vertical shear across the survey area and reveal substantial corner flows, arising from the differential shear between the target vertical and cross-stream shear profiles throughout the measurement domain. In vertically sheared flow, the rotor-equivalent turbulence intensity ranges between 3.0-3.8% throughout the measurement domain for both bar arrangements, while the streamwise integral length scale grows from a characteristic dimension on the order of the bar width, similar to the flow downstream of a turbulence-generating grid. The experimental tests are well-defined and repeatable and serve as a reference for other researchers who wish to undertake similar investigations.

Abstract:
In Secondary Surveillance Radar (SSR) systems, it is more difficult to locate and recognise aircrafts in the neighbourhood of civil airports since aerial traffic becomes greater. Here, we propose to apply a recent Blind Source Separation (BSS) algorithm based on Time-Frequency Analysis, in order to separate messages sent by different aircrafts and falling in the same radar beam in reception. The above source separation method involves joint-diagonalization of a set of smoothed version of spatial Wigner-Ville distributions. The technique makes use of the difference in the t-f signatures of the nonstationary sources to be separated. Consequently, as the SSR sources emit different messages at different frequencies, the above fitted to this new application. We applied the technique in simulation to separate SSR replies. As cerebellar ataxia is associated with impairment of precise motor movement control as well as motor imagery, ataxia is an ideal model system in which to study the role of the cerebellocortical circuit in rhythm control. We hypothesize that the EEG characteristics of ataxic patients differ from those of controls during the performance of a Brain-Computer Interface (BCI) task. Ataxia and control subjects showed a similar distribution of mu power during cued relaxation. During cued motor imagery, however, the ataxia group showed significant spatial distribution of the response, while the control group showed the expected decrease in mu-band power (localized to the motor cortex).

Abstract:
Over the past years, the EMCCD has had a profound influence on photon starved imaging applications relying on its unique multiplication register based on the impact ionization effect in the silicon. High signal-to-noise ratio (SNR) means high image quality. Thus, SNR improvement is important for the EMCCD. This work analyzes the SNR performance of an EMCCD with gain off and on. In each mode, simplified SNR models are established for different integration times. The SNR curves are divided into readout noise (or CIC) region and shot noise region by integration time. Theoretical SNR values comparing long frame integration and frame adding in each region are presented and discussed to figure out which method is more effective. In order to further improve the SNR performance, pixel binning is introduced into the EMCCD. The results show that pixel binning does obviously improve the SNR performance, but at the expensive of the spatial resolution. Keywords: EMCCD, SNR improvement, pixel binning
