3077 Forecasting Optimal Production Program Using Profitability Optimization by Genetic Algorithm and Neural Network

Abstract:
In our business field today, one of the most important issues for any enterprises is cost minimization and profit maximization. Second issue is how to develop a strong and capable model that is able to give us desired forecasting of these two issues. Many researches deal with these issues using different methods. In this study, we developed a model for multi-criteria production program optimization, integrated with Artificial Neural Network.
The prediction of the production cost and profit per unit of a product, dealing with two obverse functions at same time can be extremely difficult, especially if there is a great amount of conflict information about production parameters.
Feed-Forward Neural Networks are suitable for generalization, which means that the network will generate a proper output as a result to input it has never seen. Therefore, with small set of examples the network will adjust its weight coefficients so the input will generate a proper output.
This essential characteristic is of the most important abilities enabling this network to be used in variety of problems spreading from engineering to finance etc.
From our results as we will see later, Feed-Forward Neural Networks has a strong ability and capability to map inputs into desired outputs.

Abstract:
Dedicated Short Range Communication (DSRC) is a key enabling technology for the next generation of communication-based safety applications. One of the important problems for DSRC deployment is maintaining high performance under heavy channel load. Many studies focus on congestion control mechanisms for simulating hundreds of physical radios deployed on vehicles. The U.S. department of transportation-s (DOT) Intelligent Transportation Systems (ITS) division has a plan to chosen prototype on-board devices capable of transmitting basic “Here I am" safety messages to other vehicles. The devices will be used in an IntelliDrive safety pilot deployment of up to 3,000 vehicles. It is hard to log the information of 3,000 vehicles. In this paper we present the designs and issues related to the DSRC Radio Testbed under heavy channel load. The details not only include the architecture of DSRC Radio Testbed, but also describe how the Radio Interfere System is used to help for emulating the congestion radio environment.Keywords: DSRC, UDP, WAVE, Radio Testbed

Abstract:
This paper presents 15-year trends for scientific studies in a scientific database considering 3D and vehicle words. Two words are selected to find their associated publications in IEEE scholar database. Both of keywords are entered individually for the years 2002, 2012, and 2016 on the database to identify the preferred subjects of researchers in same years. We have classified closer research fields after searching and listing. Three years (2002, 2012, and 2016) have been investigated to figure out progress in specified time intervals. The first one is assumed as the initial progress in between 2002-2012, and the second one is in 2012-2016 that is fast development duration. We have found very interesting and beneficial results to understand the scholars’ research field preferences for a decade. This information will be highly desirable in smart city-based research purposes consisting of 3D and vehicle-related issues.

Abstract:
Recently, there are significant improvements in the capabilities of mobile devices; rendering large terrain is tedious because of the constraint in resources of mobile devices. This paper focuses on the implementation of terrain rendering on mobile device to observe some issues and current constraints occurred. Experiments are performed using two datasets with results based on rendering speed and appearance to ascertain both the issues and constraints. The result shows a downfall of frame rate performance because of the increase of triangles. Since the resolution between computer and mobile device is different, the terrain surface on mobile device looks more unrealistic compared to on a computer. Thus, more attention in the development of terrain rendering on mobile devices is required. The problems highlighted in this paper will be the focus of future research and will be a great importance for 3D visualization on mobile device.Keywords: Mobile Device, Mobile Rendering, OpenGL ES, Terrain Rendering.

Abstract:
This paper explains a project based learning method where autonomous mini-robots are developed for research, education and entertainment purposes. In case of remote systems wireless sensors are developed in critical areas, which would collect data at specific time intervals, send the data to the central wireless node based on certain preferred information would make decisions to turn on or off a switch or control unit. Such information transfers hardly sums up to a few bytes and hence low data rates would suffice for such implementations. As a robot is a multidisciplinary platform, the interfacing issues involved are discussed in this paper. The paper is mainly focused on power supply, grounding and decoupling issues.

The Indian subcontinent is facing a massive challenge with regards to the energy security in member countries, i.e. providing a reliable source of electricity to facilitate development across various sectors of the economy and thereby achieve the developmental targets it has set for itself. A highly precarious situation exists in the subcontinent which is observed in the series of system failures which most of the times leads to system collapses-blackouts. To mitigate the issues related with energy security as well as keep in check the increasing supply demand gap, a possible solution that stands in front of the subcontinent is the deployment of an interconnected electricity ‘Supergrid’ designed to carry huge quanta of power across the sub continent as well as provide the infra structure for RES integration. This paper assesses the need and conditions for a Supergrid deployment and consequently proposes a meshed topology based on VSC HVDC converters for the Supergrid modeling.

Abstract:
The results of dissertation research "Preventing and combating corruption in public procurement" are presented in this publication. The study was conducted 2011 till 2013 in a Member State of the European Union– in the Republic of Latvia. Goal of the thesis is to explore corruption prevention and combating issues in public procurement sphere, to identify the prevalence rates, determinants and contributing factors and prevention opportunities in Latvia. In the first chapter the author analyzes theoretical aspects of understanding corruption in public procurement, with particular emphasis on corruption definition problem, its nature, causes and consequences. A separate section is dedicated to the public procurement concept, mechanism and legal framework. In the first part of this work the author presents cognitive methodology of corruption in public procurement field, based on which the author has carried out an analysis of corruption situation in public procurement in Republic of Latvia. In the second chapter of the thesis, the author analyzes the problem of corruption in public procurement, including its historical aspects, typology and classification of corruption subjects involved, corruption risk elements in public procurement and their identification. During the development of the second chapter author's practical experience in public procurements was widely used. The third and fourth chapter deals with issues related to the prevention and combating corruption in public procurement, namely the operation of the concept, principles, methods and techniques, subjects in Republic of Latvia, as well as an analysis of foreign experience in preventing and combating corruption. The fifth chapter is devoted to the corruption prevention and combating perspectives and their assessment. In this chapter the author has made the evaluation of corruption prevention and combating measures efficiency in Republic of Latvia, assessment of anti-corruption legislation development stage in public procurement field in Latvia.

Based on statistics released by Islamic Republic of Iran Police (IRIP), from among the total 9555 motorcycle accidents that happened in 2007, 857 riders died and 11219 one got injured. If we also consider the death toll and injuries of other vehicles' accidents resulted from traffic violation by motorcycle riders, then paying attention to the motorcycle accidents seems to be very necessary. Therefore, in this study we tried to investigate the traits and issues related to production, application, and training, along with causes of motorcycle accidents from 4 perspectives of road, human, environment and vehicle and also based on statistical and geographical analysis of accident-sheets prepared by Iran Road Patrol Department (IRPD). Unfamiliarity of riders with regulations and techniques of motorcycling, disuse of safety equipments, inefficiency of roads and design of junctions for safe trafficking of motorcycles and finally the lack of sufficient control of responsible organizations are among the major causes which lead to these accidents.Keywords: Motorcycle, Motorcycle riders, Road accidents, Statistical analysis of accidents.

Abstract:
This paper looks at transgender identities and the law in the context of marriage. It particularly focuses on the role of language and definition in classifying transgendered individuals into a legal category. Two lines of cases in transgender jurisprudence are examined. The former cases decided the definition of 'man' and 'woman' on the basis of biological criteria while the latter cases held that biological factors should not be the sole criterion for defining a man or a woman. Three categories were found to classify transgender people, namely male, female and "monstrous". Since transgender people challenge the core gender distinction that the law stresses, they are often regarded as problematic and monstrous which caused them to be subjected to severe legal consequences. This paper discusses these issues by analyzing and comparing different cases in transgender jurisprudence as well as examining how these issues play out in contemporary Hong Kong.

Abstract:
This study discusses the stumbling blocks stifling the adoption of GPS technology in the public sector of Pakistan. This study has been carried out in order to describe the value of GPS technology and its adoption at various public sector organisations in Pakistan. Sample size for the research conducted was 200; personnel working in public sector having age above 29 years were surveyed. Data collected for this research has been quantitatively analysed with the help of SPSS. Regression analysis, correlation and cross tabulation were the techniques used to determine the strength of relationship between key variables. Findings of this research indicate that main hurdles in GPS adoption in the public sector of Pakistan are lack of awareness about GPS among masses in general and the stakeholders in particular, lack of initiative on part of government in promoting new technologies, unavailability of GPS infrastructure in Pakistan and prohibitions on map availability because of security reasons.Keywords: Adoptability issues, Growth of GPS, GPSinfrastructure, Public sectors in Pakistan

Abstract:
Telecenter is a place where communities can access computers, the Internet, and other digital technologies to enable them to gather information, create, learn, and communicate with others. However, previous studies found that sustainability issues related to economic, political and institutional, social and technology is one of the major problem faced by the telecenter. Based on that problem this research is planning to design a possible solution on rural telecenters sustainability with the support of business intelligence (BI). The empirical study will be conducted through qualitative and quantitative method including interviews and observations with a range of stakeholders including ministry officers, telecenters managers and operators. Result from the data collection will be analyzed using causal modeling approach of SEM SmartPLS for the validity. The expected finding from this research is the Business Intelligent Requirement Model as a guild for sustainability of the rural telecenters.

Abstract:
we propose a new normalized LMS (NLMS) algorithm, which gives satisfactory performance in certain applications in comaprison with con-ventional NLMS recursion. This new algorithm can be treated as a block based simplification of NLMS algorithm with significantly reduced number of multi¬ply and accumulate as well as division operations. It is also shown that such a recursion can be easily implemented in block floating point (BFP) arithmetic, treating the implementational issues much efficiently. In particular, the core challenges of a BFP realization to such adaptive filters are mainly considered in this regard. A global upper bound on the step size control parameter of the new algorithm due to BFP implementation is also proposed to prevent overflow in filtering as well as weight updating operations jointly.

Abstract:
Some physical properties of musk lime (Citrus microcarpa) were determined in this study. The average moisture content (wet basis) of the fruit was found to be 85.10 (±0.72) %. The mean of length, width and thickness of the fruit was 26.36 (±0.97), 26.40 (±1.04) and 25.26 (±0.94) mm respectively. The average value for geometric mean diameter, sphericity, aspect ratio, mass, surface area, volume, true density, bulk density and porosity was 26.00 (±0.82) mm, 98.67 (±2.04) %, 100.23 (±3.28) %, 10.007 (±0.878) g, 2125.07 (±133.93) mm2, 8800.00 (±731.82) mm3, 1002.87 (±39.16) kgm-3, 501.70 (±22.58) kgm-3 and 49.89 (±3.15) % respectively. The coefficient of static friction on four types of structural surface was found to be varying from 0.238 (±0.025) for glass to 0.247 (±0.024) for steel surface.Keywords: Musk lime, Citrus microcarpa, physical properties.

Work-related illnesses and disorders have been a constant aspect of work. Although their nature has changed over time, from musculoskeletal disorders to illnesses related to psychosocial aspects of work, its impact on the life of workers remains significant. Despite significant efforts worldwide to protect workers, the disparity between changes in work legislation and actual benefit for workers’ health has been creating a significant economic burden for social security and health systems around the world. In this context, this study aims to propose, test and validate a modular prototype that allows for work environmental aspects to be assessed, monitored and better controlled. The main focus is also to provide a historical record of working conditions and the means for workers to obtain comprehensible and useful information regarding their work environment and legal limits of occupational exposure to different types of environmental variables, as means to improve prevention of work-related accidents and disorders. We show the developed prototype provides useful and accurate information regarding the work environmental conditions, validating them with standard occupational hygiene equipment. We believe the proposed prototype is a cost-effective and adequate approach to work environment monitoring that could help elucidate the links between work and occupational illnesses, and that different industry sectors, as well as developing countries, could benefit from its capabilities.

Does the spatial perspective provide a common thread for rural sociology? Have rural sociologists succeeded in bringing order to their data using spatial analysis models and techniques? A trial answer to such questions, as touchstones of theoretical and applied sociological studies in rural areas, is the point at issue in the present paper. Spatial analyses have changed the way rural sociologists approach scientific problems. Rural sociology is spatial by nature because much, if not most, of its research topics has a spatial “awareness." However, such spatial awareness is not quite the same as spatial analysis because it is not typically associated with underlying theories and hypotheses about spatial patterns that are designed to be tested for their specific spatial content. This paper presents pressing issues for future research to reintroduce mainstream rural sociology to the concept of space.

WiMAX belongs to a family of (IEEE 802.16) standards and is evolving as a fourth generation technology. WiMAX is the next generation technology that offers wireless access over long distances. MBS zone, which is a group of base stations that are broadcasting the same multicast packets which defines Multicast and Broadcast services. Handover is a process of transferring an ongoing call or data session from one channel connected to the core network to another channel. The handover causes authentication, delay, packet loss, jitter that mainly affects the communication. Diverse Page Rank based algorithms like Page Rank (PR), Weighted Page Rank (WPR), Weight Page Content Rank (WPCR), Hyperlink Induced Topic Selection (HITS), Distance Rank, Eigen Rumor, Distance Rank Time Rank, Tag Rank, Relational Based Page Rank and Query Dependent Ranking algorithms are discussed and compared.

The cutting edge knowledge mediation system called ‘ePLANETe’ provides a framework for building knowledge, tools, and methods for education, research, and sustainable practices, as well as the deliberative assessment support for Higher Education, Research Institutions, and elsewhere e.g., the collaborative learning and research on sustainability and biodiversity issues of territorial development sectors. The paper is to present the analytical perspective of the ‘ePLANETe’ concept and functionalities as an experimental platform for contributing to sustainability assessment. Now the ‘ePLANETe’ can be seen as experimentation of the challenges of “ICT for Green”. The digital technologies of ‘ePLANETe’ are exploited (i) to facilitate collaborative research, learning tools, and knowledge for sustainability challenges, and (ii) as deliberation support tools in pursuing of sustainability performance and practices in territorial governance, public policy, and business strategy, as well as in the higher education sectors itself. The paper investigates the dealing capacity of qualitative and quantitative assessment of agriculture sustainability through the stakeholder-based integrated assessment. Specifically, this paper focuses on integrating system methodologies with Deliberation Support Tools (DST) and INTEGRAAL method for collective assessment and decision-making in implementing regional plans. The report aims to identify the effective knowledge and tools to enable deliberations methodologies regarding practices on the sustainability of agriculture and biodiversity issues, societal responsibilities, and regional planning, concentrating on the question: “How to effectively mobilize resources (knowledge, tools, and methods) from different sources and at different scales regarding on agriculture and biodiversity issues to address sustainability challenges” that will create the scope for qualitative and quantitative assessments of sustainability as a new landmark of the agriculture sector.

Abstract:
Lung cancer accounts for the most cancer related deaths for men as well as for women. The identification of cancer associated genes and the related pathways are essential to provide an important possibility in the prevention of many types of cancer. In this work two filter approaches, namely the information gain and the biomarker identifier (BMI) are used for the identification of different types of small-cell and non-small-cell lung cancer. A new method to determine the BMI thresholds is proposed to prioritize genes (i.e., primary, secondary and tertiary) using a k-means clustering approach. Sets of key genes were identified that can be found in several pathways. It turned out that the modified BMI is well suited for microarray data and therefore BMI is proposed as a powerful tool for the search for new and so far undiscovered genes related to cancer.

As a result, telehealth represents an opportunity to redesign the way health services are delivered. The research objective is to discover a new business model for digital health services and related industries to participate with telehealth solutions. The business opportunity is valuable for healthcare investors as a startup company to further investigations or implement the telehealth platform. The paper presents a digital healthcare business model and business opportunities to related industries. These include digital healthcare services extending from a traditional business model and use cases of business opportunities to related industries. Although there are enormous business opportunities, telehealth is still challenging due to the patient adaption and digital transformation process within a healthcare organization.

Abstract:
Autism Spectrum Disorder (ASD) is a condition related to issues with brain development that affects how a person recognises and communicates with others which results in difficulties with interaction and communication socially and it is constantly growing. Early recognition of ASD allows children to lead safe and healthy lives and helps doctors with accurate diagnoses and management of conditions. Therefore, it is crucial to develop a method that will achieve good results and with high accuracy for the measurement of ASD in children. In this paper, ASD datasets of toddlers and children have been analyzed. We employed the following machine learning techniques to attempt to explore ASD: Random Forest (RF), Decision Tree (DT), Na¨ıve Bayes (NB) and Support Vector Machine (SVM). Then feature selection was used to provide fewer attributes from ASD datasets while preserving model performance. As a result, we found that the best result has been provided by SVM, achieving 0.98% in the toddler dataset and 0.99% in the children dataset.

Abstract:
A simple model for studying convectional lifting processes in the tropics is described in this paper with some tests of the model in dry air. The model consists of the density equation, the wind equation, the vertical velocity equation, and the temperature equation. The model domain is two-dimensional with length 100 km and height 17.5 km. Plan for experiments to investigate the effects of the heating surface, the deep convection approximation and the treatment of velocities at the boundaries are discussed. Abstract:
Event-related potential (ERP) is one of the useful tools for investigating cognitive reactions. In this study, the potential of ERP components detected after auditory and visual stimuli was examined. Subjects were asked to respond upon stimuli that were of three categories; Target, Non-Target and Standard stimuli. The ERP after stimulus was measured. In the experiment of visual evoked potentials (VEPs), the subjects were asked to gaze at a center point on the monitor screen where the stimuli were provided by the reversal pattern of the checkerboard. In consequence of the VEP experiments, we observed consistent reactions. Each peak voltage could be measured when the ensemble average was applied. Visual stimuli had smaller amplitude and a longer latency compared to that of auditory stimuli. The amplitude was the highest with Target and the smallest with Standard in both stimuli.

Abstract:
The article deals with one of the most significant issues concerning the functioning of the public sector in the European Union. The objectives of good governance were formulated by the EU itself and also the Scholars in reaction to the discussion that started a decade ago and concerned the role of the government in 21st century, the future of integration processes and globalization challenges in Europe. Currently, the concept of good governance is mainly associated with the improvement of management of public policies in the European Union, concerning both domestic and EU policies. However, it goes beyond the issues of state capacity and effectiveness of management. Good governance relates also to societal participation in the public administration and verification of decisions made in public authorities’ (including public administration). Indirectly, the concept and practice of good governance are connected to societal legitimisation of public bodies in the European Union.

Abstract:
This research work is concerned with the eigenvalue problem for the integral operators which are obtained by linearization of a nonlocal evolution equation. The purpose of section II.A is to describe the nature of the problem and the objective of the project. The problem is related to the “stable solution" of the evolution equation which is the so-called “instanton" that describe the interface between two stable phases. The analysis of the instanton and its asymptotic behavior are described in section II.C by imposing the Green function and making use of a probability kernel. As a result , a classical Theorem which is important for an instanton is proved. Section III devoted to a study of the integral operators related to interface dynamics which concern the analysis of the Cauchy problem for the evolution equation with initial data close to different phases and different regions of space.

Abstract:
The purpose of this paper is to examine the financing practices of SMEs in Libya in two different phases of business life cycle: start-up and matured stages. Moreover, SMEs- accessing bank loan issues is also identified. The study was conducted by taking into account the aspect of demand. The findings are based on a sample of 76 SMEs in Libya through the adoption of questionnaires. The results have pinpointed several things- evidently, SMEs use informal financing sources which prefer personal savings; SME owners are willing to apply for bank loan, that the most pressing problem has been identified, not to apply bank loan is loan with interest (religion factor).Keywords: SMEs, Formal Finance (loan from bank), Informal Finance, Loan with interest (religion factor), Libya.

Abstract:
The scientific achievements coming from molecular biology depend greatly on the capability of computational applications to analyze the laboratorial results. A comprehensive analysis of an experiment requires typically the simultaneous study of the obtained dataset with data that is available in several distinct public databases. Nevertheless, developing a centralized access to these distributed databases rises up a set of challenges such as: what is the best integration strategy, how to solve nomenclature clashes, how to solve database overlapping data and how to deal with huge datasets. In this paper we present GeNS, a system that uses a simple and yet innovative approach to address several biological data integration issues. Compared with existing systems, the main advantages of GeNS are related to its maintenance simplicity and to its coverage and scalability, in terms of number of supported databases and data types. To support our claims we present the current use of GeNS in two concrete applications. GeNS currently contains more than 140 million of biological relations and it can be publicly downloaded or remotely access through SOAP web services.Keywords: Data integration, biological databases

This paper is a survey of current component-based software technologies and the description of promotion and inhibition factors in CBSE. The features that software components inherit are also discussed. Quality Assurance issues in componentbased software are also catered to. The feat research on the quality model of component based system starts with the study of what the components are, CBSE, its development life cycle and the pro & cons of CBSE. Various attributes are studied and compared keeping in view the study of various existing models for general systems and CBS. When illustrating the quality of a software component an apt set of quality attributes for the description of the system (or components) should be selected.
