6274 Analysis of Cost Estimation and Payment Systems for Consultant Contracts in the US, Japan, China and the UK

Abstract:
Determining reasonable fees is the main objective of designing the cost estimation and payment systems for consultant contracts. However, project clients utilize different cost estimation and payment systems because of their varying views on the reasonableness of consultant fees. This study reviews the cost estimation and payment systems of consultant contracts for five countries, including the US (Washington State Department of Transportation), Japan (Ministry of Land, Infrastructure, Transport and Tourism), China (Engineering Design Charging Standard) and UK (Her Majesty's Treasure). Specifically, this work investigates the budgeting process, contractor selection method, contractual price negotiation process, cost review, and cost-control concept of the systems used in these countries. The main finding indicates that that project client-s view on whether the fee is high will affect the way he controls it. In the US, the fee is commonly considered to be high. As a result, stringent auditing system (low flexibility given to the consultant) is then applied. In the UK, the fee is viewed to be low by comparing it to the total life-cycle project cost. Thus, a system that has high flexibility in budgeting and cost reviewing is given to the consultant. In terms of the flexibility allowed for the consultant, the systems applied in Japan and China fall between those of the US and UK. Both the US and UK systems are helpful in determining a reasonable fee. However, in the US system, rigid auditing standards must be established and additional cost-audit manpower is required. In the UK system, sufficient historical cost data should be needed to evaluate the reasonableness of the consultant-s proposed fee

Abstract:
Malignant Melanoma, known simply as Melanoma, is a type of skin cancer that appears as a mole on the skin. It is critical to detect this cancer at an early stage because it can spread across the body and may lead to the patient death. When detected early, Melanoma is curable. In this paper we propose a deep learning model (Convolutional Neural Networks) in order to automatically classify skin lesion images as Malignant or Benign. Images underwent certain pre-processing steps to diminish the effect of the normal skin region on the model. The result of the proposed model showed a significant improvement over previous work, achieving an accuracy of 97%.

Abstract:
The paper presents a complete discrete statistical framework, based on a novel vector quantization (VQ) front-end process. This new VQ approach performs an optimal distribution of VQ codebook components on HMM states. This technique that we named the distributed vector quantization (DVQ) of hidden Markov models, succeeds in unifying acoustic micro-structure and phonetic macro-structure, when the estimation of HMM parameters is performed. The DVQ technique is implemented through two variants. The first variant uses the K-means algorithm (K-means- DVQ) to optimize the VQ, while the second variant exploits the benefits of the classification behavior of neural networks (NN-DVQ) for the same purpose. The proposed variants are compared with the HMM-based baseline system by experiments of specific Arabic consonants recognition. The results show that the distributed vector quantization technique increase the performance of the discrete HMM system.

This paper presents Qmulus- a Cloud Based GPS Model. Qmulus is designed to compute the best possible route which would lead the driver to the specified destination in the shortest time while taking into account real-time constraints. Intelligence incorporated to Qmulus-s design makes it capable of generating and assigning priorities to a list of optimal routes through customizable dynamic updates. The goal of this design is to minimize travel and cost overheads, maintain reliability and consistency, and implement scalability and flexibility. The model proposed focuses on reducing the bridge between a Client Application and a Cloud service so as to render seamless operations. Abstract:
A sliding door system is used in commercial vehicles and passenger cars to allow a larger unobstructed access to the interior for loading and unloading. The movement of a sliding door on vehicle body is ensured by mechanisms and tracks having special cross-section which is manufactured by roll forming and stretch bending process. There are three tracks and three mechanisms which are called upper, central and lower on a sliding door system. There are static requirements as strength on different directions, rigidity for mechanisms, door drop off, door sag; dynamic requirements as high energy slam opening-closing and durability requirement to validate these products. In addition, there is a kinematic requirement to find out force values from door handle during manual operating. We present a genetic approach for finding efficient solutions to the problem of cell formation for products having multiple routings. Abstract:
Due to the continuous increment of the load demand, identification of weaker buses, improvement of voltage profile and power losses in the context of the voltage stability problems has become one of the major concerns for the larger, complex, interconnected power systems. The objective of this paper is to review the impact of Flexible AC Transmission System (FACTS) controller in Wind generators connected electrical network for maintaining voltage stability. Wind energy could be the growing renewable energy due to several advantages. The influence of wind generators on power quality is a significant issue; non uniform power production causes variations in system voltage and frequency. Therefore, wind farm requires high reactive power compensation; the advances in high power semiconducting devices have led to the development of FACTS. The FACTS devices such as for example SVC inject reactive power into the system which helps in maintaining a better voltage profile. The performance is evaluated on an IEEE 14 bus system, two wind generators are connected at low voltage buses to meet the increased load demand and SVC devices are integrated at the buses with wind generators to keep voltage stability. Mobile learning (m-learning) is a new method in teaching and learning process which combines technology of mobile device with learning materials. It can enhance student's engagement in learning activities and facilitate them to access the learning materials at anytime and anywhere. In Kolej Poly-Tech Mara (KPTM), this method is seen as an important effort in teaching practice and to improve student learning performance. The aim of this paper is to discuss the development of m-learning application called Mobile EEF Learning System (MEEFLS) to be implemented for Electric and Electronic Fundamentals course using Flash, XML (Extensible Markup Language) and J2ME (Java 2 micro edition). System Development Life Cycle (SDLC) was used as an application development approach. It has three modules in this application such as notes or course material, exercises and video. MEELFS development is seen as a tool or a pilot test for m-learning in KPTM.

Abstract:
Most of the collision warning systems currently available in the automotive market are mainly designed to warn against imminent rear-end and lane-changing collisions. No collision warning system is commercially available to warn against imminent turning collisions at intersections, especially for left-turn collisions when a driver attempts to make a left-turn at either a signalized or non-signalized intersection, conflicting with the path of other approaching vehicles traveling on the opposite-direction traffic stream. One of the major factors that lead to left-turn collisions is the human error and misjudgment of the driver of the turning vehicle when perceiving the speed and acceleration of other vehicles traveling on the opposite-direction traffic stream; therefore, using a properly-designed collision warning system will likely reduce, or even eliminate, this type of collisions by reducing human error. This paper introduces perceptual framework for a proposed collision warning system that can detect imminent left-turn collisions at intersections. The system utilizes a commercially-available detection sensor (either a radar sensor or a laser detector) to detect approaching vehicles traveling on the opposite-direction traffic stream and calculate their speeds and acceleration rates to estimate the time-tocollision and compare that time to the time required for the turning vehicle to clear the intersection. When calculating the time required for the turning vehicle to clear the intersection, consideration is given to the perception-reaction time of the driver of the turning vehicle, which is the time required by the driver to perceive the message given by the warning system and react to it by engaging the throttle. A regression model was developed to estimate perception-reaction time based on age and gender of the driver of the host vehicle. Desired acceleration rate selected by the driver of the turning vehicle, when making the left-turn movement, is another human factor that is considered by the system. Another regression model was developed to estimate the acceleration rate selected by the driver of the turning vehicle based on driver-s age and gender as well as on the location and speed of the nearest approaching vehicle along with the maximum acceleration rate provided by the mechanical characteristics of the turning vehicle. By comparing time-to-collision with the time required for the turning vehicle to clear the intersection, the system displays a message to the driver of the turning vehicle when departure is safe. In this paper we focus on event extraction from Tamil news article. This system utilizes a scoring scheme for extracting and grouping event-specific sentences. Using this scoring scheme eventspecific clustering is performed for multiple documents. Events are extracted from each document using a scoring scheme based on feature score and condition score. Similarly event specific sentences are clustered from multiple documents using this scoring scheme. The proposed system builds the Event Template based on user specified query. The templates are filled with event specific details like person, location and timeline extracted from the formed clusters. The proposed system applies these methodologies for Tamil news articles that have been enconverted into UNL graphs using a Tamil to UNL-enconverter. Abstract:
Analysis of reciprocating equipment piston rod leads to nonlinear elastic-plastic deformation analysis of rod with initial imperfection under axial dynamic load. In this paper a new and effective model and analytical formulations are presented to evaluate dynamic deformation and elastic-plastic stresses of reciprocating machine piston rod. This new method has capability to account for geometric nonlinearity, elastic-plastic deformation and dynamic effects. Proposed method can be used for evaluation of piston rod performance for various reciprocating machines under different operation situations. Rod load curves and maximum allowable rod load are calculated with presented method for a refinery type reciprocating compressor. The concentration levels of six heavy metals (Cd, Cr, Fe, Ni, Pb and Zn) and two mineral elements (Ca and Mg) were determined in soil samples collected from the vicinity of two auto mechanic workshops in Sabon-Gari, Kaduna state, Nigeria, using Atomic Absorption Spectrometry (AAS), in order to compare the gradation of their concentrations with distance and depth of soil from the workshop sites. At site 1, concentrations of Lead, Chromium, Iron and Zinc were generally found to be above the World Health Organization limits, while those of Nickel and Cadmium fell within the limits. Iron had the highest concentration with a range of 176.274 ppm to 489.127 ppm at depths of 5 cm to 15 cm and a distance range of 5 m to 15 m, while the concentration of cadmium was least with a range of 0.001 ppm to 0.008 ppm at similar depth and distance ranges. In addition, there was more of calcium (11.521 ppm to 121.709 ppm), in all the samples, than magnesium (11.293 ppm to 21.635 ppm). Similar results were obtained for site II. The concentrations of all the metals analyzed showed a downward gradient with increase in depth and distance from both workshop sites except for iron and zinc at site 2. The immediate and remote implications of these findings on the biota are discussed.

Abstract:
A continuous copper precipitation treatment (CCPT) system was conceived at Intel Chandler Site to serve as a first-of-kind (FOK) facility-scale waste copper (Cu), nickel (Ni), and manganese (Mn) co-precipitation facility. The process was designed to treat highly variable wastewater discharged from a substrate packaging research factory. The paper discusses metals co-precipitation induced by internal changes for manufacturing facilities that lack the capacity for hardware expansion due to real estate restrictions, aggressive schedules, or budgetary constraints. Herein, operating parameters such as pH and oxidation reduction potential (ORP) were examined to analyze the ability of the CCPT System to immobilize various waste metals. Additionally, influential factors such as influent concentrations and retention times were investigated to quantify the environmental variability against system performance. A total of 2,027 samples were analyzed and statistically evaluated to measure the performance of CCPT that was internally retrofitted for Mn abatement to meet environmental regulations. In order to enhance the consistency of the influent, a separate holding tank was cannibalized from another system to collect and slow-feed the segregated Mn wastewater from the factory into CCPT. As a result, the baseline influent Mn decreased from 17.2+18.7 mg1L-1 at pre-pilot to 5.15+8.11 mg1L-1 post-pilot (70.1% reduction). Likewise, the pre-trial and post-trial average influent Cu values to CCPT were 52.0+54.6 mg1L-1 and 33.9+12.7 mg1L-1, respectively (34.8% reduction). However, the raw Ni content of 0.97+0.39 mg1L-1 at pre-pilot increased to 1.06+0.17 mg1L-1 at post-pilot. The average Mn output declined from 10.9+11.7 mg1L-1 at pre-pilot to 0.44+1.33 mg1L-1 at post-pilot (96.0% reduction) as a result of the pH and ORP operating setpoint changes. In similar fashion, the output Cu quality improved from 1.60+5.38 mg1L-1 to 0.55+1.02 mg1L-1 (65.6% reduction) while the Ni output sustained a 50% enhancement during the pilot study (0.22+0.19 mg1L-1 reduced to 0.11+0.06 mg1L-1). pH and ORP were shown to be significantly instrumental to the precipitative versatility of the CCPT System.

Abstract:
The paper focuses on the area of context modeling with respect to the specification of context-aware systems supporting ubiquitous applications. The proposed approach, followed within the SIMPLICITY IST project, uses a high-level system ontology to derive context models for system components which consequently are mapped to the system's physical entities. For the definition of user and device-related context models in particular, the paper suggests a standard-based process consisting of an analysis phase using the Common Information Model (CIM) methodology followed by an implementation phase that defines 3GPP based components. The benefits of this approach are further depicted by preliminary examples of XML grammars defining profiles and components, component instances, coupled with descriptions of respective ubiquitous applications.

Giving birth is a natural process and most women have to go through it. Gynecologist or Midwife usually uses the leg holder to position the cervix in the stitching process. In some part of rural areas in Indonesia, the labor process normally being done at homes by calling in a midwife or gynecologist. The facilities for this kind of labor process is not yet sufficient, as the use of leg holder supposedly on the obstetric bed. The reality is that it is impossible to bring in the obstetric bed to the patient-s house at the time they call for giving birth or the time when the stitching of the cervix need to be done. This research is redesigning the leg holder through Biomechanics and ergonomic approaches to obtain the optimal design which is suitable to the user of a developing country such as Indonesia.

Solar photovoltaic (SPV) power systems can be employed as electrical power sources to meet the daily residential energy needs of rural areas that have no access to grid systems. In view of this, a standalone SPV powered air cooling system is proposed in this paper, which constitutes a dc-dc boost converter, two voltage source inverters (VSI) connected to two brushless dc (BLDC) motors which are coupled to a centrifugal water pump and a fan blower. A simple and efficient Maximum Power Point Tracking (MPPT) technique based on Silver Mean Method (SMM) is utilized in this paper. Abstract:
Soekarno-Hatta International Airport (Soetta IA) is a primary airport of Greater Jakarta, the busiest airport in Indonesia and the 12th rank of busiest airport in the world. In 2010, the number of air passengers significantly grows and being the second highest one in the world. To anticipate the demand, Greater Jakarta needs a multi airports system (MAS). Ministry of Communication and Government of West Java Province choose different airport for being positioned as the second airport, whether Karawang Airport or Majalengka Airport. The present study predicts that, in 2019, the number of air passengers origin from Greater Jakarta and departure from Karawang IA is going to be considered, namely between 5-20 million passengers, meanwhile that of Majalengka Airport is going to be less than two million passengers. The present study concludes that Karawang Airport is more suitable for being positioned as the second airport in MAS Greater Jakarta than such plan for Majalengka Airport.

A subsea hydrocarbon production system can undergo planned and unplanned shutdowns during the life of the field. The thermal FEA is used to simulate the cool down to verify the insulation design of the subsea equipment, but it is also used to derive an acceptable insulation design for the cold spots. The driving factors of subsea analyses require fast responding and accurate models of the equipment cool down. This paper presents cool down analysis carried out by a Krylov subspace reduction method, and compares this approach to the commonly used FEA solvers. The model considered represents a typical component of a subsea production system, a closed valve on a dead leg. The results from the Krylov reduction method exhibits the least error and requires the shortest computational time to reach the solution. These findings make the Krylov model order reduction method very suitable for the above mentioned subsea applications.

Abstract:
In this paper, a worm-like micro robot designed for inpipe application with intelligent active force control (AFC) capability is modelled and simulated. The motion of the micro robot is based on an impact drive mechanism (IDM) that is actuated using piezoelectric device. The trajectory tracking performance of the modelled micro robot is initially experimented via a conventional proportionalintegral- derivative (PID) controller in which the dynamic response of the robot system subjected to different input excitations is investigated. Subsequently, a robust intelligent method known as active force control with fuzzy logic (AFCFL) is later incorporated into the PID scheme to enhance the system performance by compensating the unwanted disturbances due to the interaction of the robot with its environment. Results show that the proposed AFCFL scheme is far superior than the PID control counterpart in terms of the system-s tracking capability in the wake of the disturbances.Keywords: Active Force Control, Micro Robot, Fuzzy Logic, In-pipe Application.

Abstract:
Construction knowledge can be referred to and reused among involved project managers and jobsite engineers to alleviate problems on a construction jobsite and reduce the time and cost of solving problems related to constructability. This paper proposes a new methodology to provide sharing of construction knowledge by using the Building Information Modeling (BIM) approach. The main characteristics of BIM include illustrating 3D CAD-based presentations and keeping information in a digital format, and facilitation of easy updating and transfer of information in the 3D BIM environment. Using the BIM approach, project managers and engineers can gain knowledge related to 3D BIM and obtain feedback provided by jobsite engineers for future reference. This study addresses the application of knowledge sharing management in the construction phase of construction projects and proposes a BIM-based Knowledge Sharing Management (BIMKSM) system for project managers and engineers. The BIMKSM system is then applied in a selected case study of a construction project in Taiwan to verify the proposed methodology and demonstrate the effectiveness of sharing knowledge in the BIM environment. The combined results demonstrate that the BIMKSM system can be used as a visual BIM-based knowledge sharing management platform by utilizing the BIM approach and web technology.

Abstract:
This study is aiming at establishing the relationship between the optical signal of flame and an equivalent ratio of flame. In this experiment, flame optical signal in a furnace is measured using photodiode. The combustion system is composed of metal fiber burner and vertical furnace, and flame chemiluminescence is measured at various experimental conditions. In this study, the flame chemiluminescence of laminar premixed flame is measured using commercially available photodiode. It is experimentally investigated the relationship between equivalent ratio and photodiode signal. In addition, the strategy of combustion control method is proposed using the optical signal and fuel pressure. The results showed that certain relationship between optical data of photodiode and equivalence ratio exists, and this leads to the successful application of this system for instantaneous measurement of equivalence ration of the combustion system.

Abstract:
FACTS devices are used to control the power flow, to increase the transmission capacity and to optimize the stability of the power system. One of the most widely used FACTS devices is Unified Power Flow Controller (UPFC). The controller used in the control mechanism has a significantly effects on controlling of the power flow and enhancing the system stability of UPFC. According to this, the capability of UPFC is observed by using different control mechanisms based on P, PI, PID and fuzzy logic controllers (FLC) in this study. FLC was developed by taking consideration of Takagi- Sugeno inference system in the decision process and Sugeno-s weighted average method in the defuzzification process. Case studies with different operating conditions are applied to prove the ability of UPFC on controlling the power flow and the effectiveness of controllers on the performance of UPFC. Abstract:
Grid networks provide the ability to perform higher throughput computing by taking advantage of many networked computer-s resources to solve large-scale computation problems. As the popularity of the Grid networks has increased, there is a need to efficiently distribute the load among the resources accessible on the network. In this paper, we present a stochastic network system that gives a distributed load-balancing scheme by generating almost regular networks. This network system is self-organized and depends only on local information for load distribution and resource discovery. The in-degree of each node is refers to its free resources, and job assignment and resource discovery processes required for load balancing is accomplished by using fitted random sampling. Simulation results show that the generated network system provides an effective, scalable, and reliable load-balancing scheme for the distributed resources accessible on Grid networks.

Abstract:
It is important for a commander to have real-time information to aware situations and to make decision in the battlefield. Results of modern technique developments have brought in this kind of information for military purposes. Unmanned aerial vehicle (UAV) is one of the means to gather intelligence owing to its widespread applications. It is still not clear whether or not the mini UAV with short-range wireless transmission system is used as a reconnaissance system in Taiwanese. In this paper, previous experience on the research of the sort of aerial vehicles has been applied with a data-relay system using the ZigBee modulus. The mini UAV developed is expected to be able to collect certain data in some appropriate theaters. The omni-directional antenna with high gain is also integrated into mini UAV to fit the size-reducing trend of airborne sensors. Two advantages are so far obvious. First, mini UAV can fly higher than usual to avoid being attacked from ground fires. Second, the data will be almost gathered during all maneuvering attitudes.

Abstract:
This study assessed the correlation between Normalized Difference Vegetation Index (NDVI) and Land Surface Temperature (LST) in Phnom Penh City (Cambodia) from 2016 to 2020. Understanding the LST and NDVI can be helpful to understand the Urban Heat Island (UHI) scenario, and it can contribute to planning urban greening and combating the effects of UHI. The study used Landsat-8 images as the data for analysis. They have 100 m spatial resolution (per pixel) in the thermal band. The current study used an approach for the statistical analysis that considers every pixel from the study area instead of taking few sample points or analyzing descriptive statistics. Also, this study is examining the correlation between NDVI and LST with a spatially explicit approach. The study found a strong negative correlation between NDVI and LST (coefficient range -0.56 to -0.59), and this relationship is linear. This study showed a way to avoid the probable error from the sample-based approach in examining two spatial variables. The method is reproducible for a similar type of analysis on the correlation between spatial phenomena. The findings of this study will be used further to understand the causation behind LST change in that area triangulating LST, NDVI and land-use changes.

The tremendous increase in the population of the world creates the immediate need for the energy resources. All the people in the world need the sustainable energy resources which have low costs. Solar energy is appraised as one of the main energy resources in warm countries. The areas in the west of India like Rajasthan, Gujarat, etc. are immensely rich in solar energy resources. This paper deals with the development of dual axis solar tracker using Arduino board. Depending on the astronomical estimates of the sun from the GPS and sensor image processing outcomes, a methodology is proposed to locate the position of the sun to obtain the maximum solar energy. Based on the outcomes, the solar tracking system figures out whether to use image processing outcomes or astronomical estimates to attain the maximum efficiency of the solar panel. Finally, the experimental values obtained from the solar tracker for both the sunny and the rainy days are being tabulated.
