146 The Activity of Mergers and Acquisitions in Romania in the 2000-2010 Decade, First Stage: Toward the Maturity of the Market (2000-2004)
Authors: Alina Badulescu, Mariana Vancea
Abstract:
The paper investigates the main issues concerning the activity of mergers and acquisitions in Romania in the period 2000- 2004. As in the first decade after the failure of the socialist economy the market of M&A was living its infancy based exclusively on privatization transactions, after 2000 the market entered in a stage of maturity. We are investigated both the registered evolutions in terms of number and value of transactions, and some sectoral issues, concerning the most important industries affected by the M&A process.

Authors: Adam Niewiadomski
Abstract:
The research objective of the project and article “European Ecological Network Natura 2000 – opportunities and threats” Natura 2000 sites constitute a form of environmental protection, several legal problems are likely to result. Most controversially, certain sites will be subject to two regimes of protection: as national parks and as Natura 2000 sites. This dualism of the legal regulation makes it difficult to perform certain legal obligations related to the regimes envisaged under each form of environmental protection. Which regime and which obligations resulting from the particular form of environmental protection have priority and should prevail? What should be done if these obligations are contradictory? Furthermore, an institutional problem consists in that no public administration authority has the power to resolve legal conflicts concerning the application of a particular regime on a given site. There are also no criteria to decide priority and superiority of one form of environmental protection over the other. Which regulations are more important, those that pertain to national parks or to Natura 2000 sites? In the light of the current regulations, it is impossible to give a decisive answer to these questions. The internal hierarchy of forms of environmental protection has not been determined, and all such forms should be treated equally.

Authors: Jinrui Ren, Li Wu
Abstract:
Anthropogenic activities and changes of underlying surface affect the temporal and spatial distribution of surface temperature in Kunming. Taking Kunming city as the research area, the surface temperature in 2000, 2010 and 2020 as the research object, using ENVI 5.3 and ArcGIS 10.8 as auxiliary tools, and based on the spatial autocorrelation method, this paper devoted to exploring the interactions among the changes of surface temperature, urban heat island effect and land use type, so as to provide theoretical basis and scientific basis for mitigating climate change. The results showed that: (1) The heat island effect was obvious in Kunming City, the high temperature area increased from 604 km2 in 2000 to 1269 km2 in 2020, and the sub-high temperature area reached 1099 km2 in 2020; (2) In terms of space, the spatial distribution of LST was significantly different with the change of underlying surface. The high temperature zone extended in three directions: south, north and east. The overall spatial distribution pattern of LST was high in the east and low in the west. (3) The inter-annual fluctuation of land surface temperature (LST) was large, and the growth rate was faster, from 2000 to 2010. The lowest temperature in 2000 was 13.45 ℃, which raised to 19.71 ℃ in 2010, and the temperature difference in 10 years was 6.26 ℃. (4) The land use/land cover type has a strong effect on the change of LST: the man-made land made a great contribution to the increase of LST, followed by grassland and farmland, while forest and water have a significant cooling effect on LST. To sum up, the variation of surface temperature in Kunming is the result of the interactions of human activities and climate change.

Authors: E. Rahmathulla Noufal
Abstract:
Investigating the dynamic responses of high rise structures under the effect of siesmic ground motion is extremely important for the proper analysis and design of multitoried structures. Since the presence of infilled walls strongly influences the behaviour of frame systems in multistoried buildings, there is an increased need for developing guidelines for the analysis and design of infilled frames under the effect of dynamic loads for safe and proper design of buildings. In this manuscript, we evaluate the natural frequencies and natural periods of single bay single storey frames considering the effect of infill walls by using the Eigen value analysis and validating with SAP 2000 (free vibration analysis). Various parameters obtained from the diagonal strut model followed for the free vibration analysis is then compared with the Finite Element model, where infill is modeled as shell elements (four noded). We also evaluated the effect of various parameters on the natural periods of vibration obtained by free vibration analysis in SAP 2000 comparing them with those obtained by the empirical expressions presented in I.S. 1893(Part I)- 2002.Keywords: Infilled frame, eigen value analysis, free vibration analysis, diagonal strut model, finite element model, SAP 2000, natural period.

Abstract:
The winding hot-spot temperature is one of the most critical parameters that affect the useful life of the power transformers. The winding hot-spot temperature can be calculated as function of the top-oil temperature that can estimated by using the ambient temperature and transformer loading measured data. This paper proposes the estimation of the top-oil temperature by using a method based on Least Squares Support Vector Machines approach. The estimated top-oil temperature is compared with measured data of a power transformer in operation. The results are also compared with methods based on the IEEE Standard C57.91-1995/2000 and Artificial Neural Networks. It is shown that the Least Squares Support Vector Machines approach presents better performance than the methods based in the IEEE Standard C57.91-1995/2000 and artificial neural networks. Keywords: Artificial Neural Networks, Hot-spot Temperature, Least Squares Support Vector, Top-oil Temperature.

Authors: Michaela Wang
Abstract:
Since British established colonial settlements across the East Coast, Native Americans have suffered stark socio economic disparities in comparison to their neighboring communities. This paper employs the 1990, 2000, and 2010 United States Decennial Census to assess whether and to what extent the casino economy helped to close this socioeconomic gap between the Mohegan tribe and its surrounding community. These three Decennial Censuses cover two decades, from six years prior to the erection of Mohegan Sun casino to 14 years afterwards, including the Great Recession 2007-2009. Income, employment, education and housing parameters are selected as socio economic indicators. The profitable advent of the Mohegan Sun in 1996 dramatically improved the socio economic status of the Mohegan Tribe between 1990 and 2000. In fact, for most of these indicators––poverty, median household income, employment, home ownership, and car ownership––disparities shifted; tribal socioeconomic parameters improved from well below the level of New London County in 1990, to the same level or above the county rates in 2000. However, economic downturn in 2007-2009 Great Recession impacted Mohegan people remarkably. By 2010, disparities for household income, employment, home ownership, and car ownership returned. The casino bridged socio economic inequalities, but at the face of economic crises, the mono-product economy grew vulnerable. Keywords: Indigenous tribe, socio economic inequalities, casino, native American.

Authors: G. S. Walia, H. P. Singh, Padma D.
Abstract:
The integration of wide variety of communication services is made possible with invention of 3G technology. Code Division Multiple Access 2000 operates on various RF channel bandwidths 1.2288 or 3.6864 Mcps (1x or 3x systems). It is a 3G system which offers high bandwidth and wireless broadband services but its efficiency is lowered due to various factors like fading, interference, scattering, absorption etc. This paper investigates the effect of diversity (MRC), roll off factor in Root Raised Cosine (RRC) filter for the BPSK and QPSK modulation schemes. It is possible to transmit data with minimum Inter symbol Interference and within limited bandwidth with proper pulse shaping technique. Bit error rate (BER) performance is analyzed by applying diversity technique by varying the roll off factor for BPSK and QPSK. Roll off factor reduces the ISI and diversity reduces the Fading.

Abstract:
In this paper, the implementation of low power, high throughput convolutional filters for the one dimensional Discrete Wavelet Transform and its inverse are presented. The analysis filters have already been used for the implementation of a high performance DWT encoder [15] with minimum memory requirements for the JPEG 2000 standard. This paper presents the design techniques and the implementation of the convolutional filters included in the JPEG2000 standard for the forward and inverse DWT for achieving low-power operation, high performance and reduced memory accesses. Moreover, they have the ability of performing progressive computations so as to minimize the buffering between the decomposition and reconstruction phases. The experimental results illustrate the filters- low power high throughput characteristics as well as their memory efficient operation. Keywords: Discrete Wavelet Transform; JPEG2000 standard; VLSI design; Low Power-Throughput-optimized filters

Authors: Saemee Han, Kittipong Buranakulpairoj
Abstract:
Many new experimental films which were free from conventional movie forms have appeared since Nubellbak Movement in the late 1950s. Forty years after the movement started, on March 13th, 1995, on the 100th anniversary of the birth of film, the declaration called Dogme 95, was issued in Copenhagen, Denmark. It aimed to create a new style of avant-garde film, and showed a tendency toward being anti-Hollywood and anti-genre, which were against the highly popular Hollywood trend of movies based on large-scale investment. The main idea of Dogme 95 is the opposition to 'the writer's doctrine' that a film should be the artist's individual work and to 'the overuse of technology' in film. The key figures declared ten principles called 'Vow of Chastity', by which new movie forms were to be produced. Interview (2000), directed by Byunhyuk, was made in 2000, five years after Dogme 95 was declared. This movie was dedicated as the first Asian Dogme. This study will survey the relationship between Korean film and the Vow of Chastity through the Korean films released in theaters from a viewpoint of technology and content. It also will call attention to its effects on and significance to Korean film in modern society.

Abstract:
Heat transfer and laminar air flow over a double backward-facing step numerically studied in this paper. The simulations was performed by using ANSYS ICEM for meshing process and using ANSYS fluent 14 (CFD) for solving. The k-ɛ standard model adopted with Reynolds number varied between 98.5 to 512 and three step height at constant heat flux (q=2000 W/m2). The top of wall and bottom of upstream are insulated with bottom of downstream is heated. The results show increase in Nusselt number with increases of Reynolds number for all cases and the maximum of Nusselt number happens at the first step in compared to the second step. Due to increase of cross section area of downstream to generate sudden expansion then Nusselt number decrease but the profile of Nusselt number keep same trend for all cases where increase after the first and second steps. Recirculation region after the first and second steps are denoted by contour of streamline velocity. The higher augmentation of heat transfer rate observed for case 1 at Reynolds number of 512 and heat flux q=2000 W/m2.

Abstract:
Many medical devices are driven by motor pumps. Some researchers reported that the vibration mainly affected medical devices using a motor pump. The purpose of this study was to examine the effect of stiffness and damping coefficient in a 3-dimensional (3D) model of a motor pump and spring. In the present paper, experimental and mathematical tests for the moments of inertia of the 3D model and the material properties were investigated by an INSTRON machine. The response surfaces could be generated by using 3D multi-body analysis and the design of experiment method. It showed that differences in contours of the response surface were clearly found for the particular area. Displacement of the center of the motor pump was decreased at K≈2000 N/M, C≈12.5 N-sec/M. However, the frequency was increased at K≈2000 N/M, C≈15 N-sec/M. In this study, this study suggested experimental technique for vibration reduction for a motor pump in medical device. The combined method suggested in this study will greatly contribute to design of medical devices concerning vibration and noise intervention.

Authors: Mosses E. Lufuke, Lorna M. Kamau
Abstract:
This paper attempted to assess whether the size of the regional economic bloc has an impact to the flow of trade to a particular country. Two different sized blocs (COMESA and EAC) and one country (Tanzania) have been used as the point of references. Using the results from of the analyses, the paper also was anticipated to establish whether it was rational for Tanzania to withdraw its membership from COMESA (the larger bloc) to join EAC (the small one). Gravity model has been used to estimate the relationship between the variables, from which the bilateral trade flows between Tanzania and the eighteen member countries of the two blocs (COMESA and EAC) was employed for the time between 2000 and 2013. In the model, the dummy variable for regional bloc (bloc) at which the Tanzania trade partner countries belong are also added to the model to understand which trade bloc exhibit higher trade flow with Tanzania. From the findings, it was noted that over the period of study (2000-2013) Tanzania acknowledged more than 257% of trade volume in EAC than in COMESA. Conclusive, it was noted that the flow of trade is explained by many other variables apart from the size of regional bloc; and that the size by itself offer insufficient evidence in causality relationship. The paper therefore remain neutral on such staggered switching decision since more analyses are required to establish the country’s trade flow, especially when if it had been in multiple membership of COMESA and EAC.Keywords: Economic Bloc, Flow of Trade, Size of Bloc, Switching.

Authors: Kaveh Mollazade, Hojat Ahmadi, Mahmoud Omid, Reza Alimardani
Abstract:
Recently, the issue of machine condition monitoring and fault diagnosis as a part of maintenance system became global due to the potential advantages to be gained from reduced maintenance costs, improved productivity and increased machine availability. The aim of this work is to investigate the effectiveness of a new fault diagnosis method based on power spectral density (PSD) of vibration signals in combination with decision trees and fuzzy inference system (FIS). To this end, a series of studies was conducted on an external gear hydraulic pump. After a test under normal condition, a number of different machine defect conditions were introduced for three working levels of pump speed (1000, 1500, and 2000 rpm), corresponding to (i) Journal-bearing with inner face wear (BIFW), (ii) Gear with tooth face wear (GTFW), and (iii) Journal-bearing with inner face wear plus Gear with tooth face wear (B&GW). The features of PSD values of vibration signal were extracted using descriptive statistical parameters. J48 algorithm is used as a feature selection procedure to select pertinent features from data set. The output of J48 algorithm was employed to produce the crisp if-then rule and membership function sets. The structure of FIS classifier was then defined based on the crisp sets. In order to evaluate the proposed PSD-J48-FIS model, the data sets obtained from vibration signals of the pump were used. Results showed that the total classification accuracy for 1000, 1500, and 2000 rpm conditions were 96.42%, 100%, and 96.42% respectively. The results indicate that the combined PSD-J48-FIS model has the potential for fault diagnosis of hydraulic pumps. Keywords: Power Spectral Density, Machine ConditionMonitoring, Hydraulic Pump, Fuzzy Logic.

Authors: Yen-Yu Chen, Pao-Ching Chu, Ya-Ling Tsai
Abstract:
The algorithm represents the DCT coefficients to concentrate signal energy and proposes combination and dictator to eliminate the correlation in the same level subband for encoding the DCT-based images. This work adopts DCT and modifies the SPIHT algorithm to encode DCT coefficients. The proposed algorithm also provides the enhancement function in low bit rate in order to improve the perceptual quality. Experimental results indicate that the proposed technique improves the quality of the reconstructed image in terms of both PSNR and the perceptual results close to JPEG2000 at the same bit rate.

Abstract:
During the last decade some long lasting changes and developments are shaping the global society. The world is entering a new society which is already named as information or knowledge society. In the paper, information/knowledge society is elaborated first. Starting in the year 2000, European Union has initiated some special projects such as eEurope and eEurope+ and activities such as Bologna Process and Socrates/Erasmus Program . The paper will review these activites in relation with information or knowledge society . Before paper ends with a conclusion, some views relevant to the topic are also presented. Keywords: Bologna Process, Erasmus/Socrates Program, information/knowledge society , Lisbon objectives.

Authors: Iosif-Viorel Onut, Bin Zhu, Ali A. Ghorbani
Abstract:
We propose a novel graphical technique (SVision) for intrusion detection, which pictures the network as a community of hosts independently roaming in a 3D space defined by the set of services that they use. The aim of SVision is to graphically cluster the hosts into normal and abnormal ones, highlighting only the ones that are considered as a threat to the network. Our experimental results using DARPA 1999 and 2000 intrusion detection and evaluation datasets show the proposed technique as a good candidate for the detection of various threats of the network such as vertical and horizontal scanning, Denial of Service (DoS), and Distributed DoS (DDoS) attacks. Keywords: Anomaly Visualization, Network Security, Intrusion Detection.

Authors: T. Pavic Kramaric, M. Kitic
Abstract:
The purpose of this article is to analyze the market structure as well as the degree of concentration in insurance markets in new EU member states. The analysis was conducted using several most commonly used concentration indicators such as concentration ratio, Herfindahl-Hirschman index and entropy index. These indicators were calculated for the 2000-2010 period on the basis of total gross written premium as the most relevant indicator of market power in insurance markets. The results of the analysis showed that in all observed countries the level of concentration decreased, though with significantly different intensity. Yet, in some countries, the level of concentration remains very high.

Authors: R. N. Rao, S. L. Tulasi Devi
Abstract:
Tribological behavior and wear regimes of ascast and heattreted Al-Cu-Mg matrix composites containing SiC particles were studied using a pin-on-disc wear testing apparatus against an EN32 steel counterface giving emphasis on wear rate as a function of applied pressures (0.2, 0.6, 1.0 and 1.4 MPa) at different sliding distances (1000, 2000, 3000, 4000 and 5000 meters) and at a fixed sliding speed of 3.35m/s. The results showed that the composite exhibited lower wear rate than that of the matrix alloy and the wear rate of the composites is noted to be invariant to the sliding distance and is reducing by heat treatment. Wear regimes such as low, mild and severe wear were observed as per the Archard-s wear calculations. It is very interesting to note that the mild wear is almost constant in all the wear regimes. Keywords: Aluminum, matrix, regimes, wear.
