276 Assessment of Climate Policy and Sustainability in Hungary

Abstract:
The last Assessment Report of the Intergovernmental Panel on Climate Change, stating that the greatest risk in climate change affects sustainability is now widely known and accepted. However, it has not provoked substantial reaction and attention in Hungary, while international and national efforts have also not achieved expected results so far. Still, there are numerous examples on different levels (national, regional, local, household) making considerable progress in limiting their own emissions and making steps toward mitigation of and adaptation to climate change. The local level is exceptionally important in sustainability adaptation, as local communities are often able to adapt more flexibly to changes in the natural environment.The aim of this paper is to attempt a review of the national climate policy and the local climate change strategies in Hungary considering sustainable development.Keywords: adaptation, climate policy, mitigation, localsustainability.

Abstract:
From a long time age, human beings have chosen their place of residence and comfort so that those places would have relatively ideal natural and climatic conditions. For this reason, from the beginning, the civilizations have been formed in the susceptible natural regions such as Mesopotamia in Iran and Nile coasts in Egypt. Also, the core of human density has been made in the form of an oasis in the deserts. Regarding the formation and combination of the native architecture in different regions of Iran, we find that different properties of these climates have affected frequently the formation of cities and the architectural combinations of these regions. Thus, the precise determinations of climatic areas and attaining the climatic properties of different regions have a great deal of importance in presenting appropriate and compatible-with-climate designs.Keywords: climate and architecture, energy Optimizing, Greenhouse

Abstract:
This work proposes a set of actions to assist redesign procedure in existing products of Electric and Electronic Equipment (EEE). The aim is to improve their environmental behavior after their withdrawal in the End-of-Life (EOL) phase. In the beginning data collection takes place. Then follows selection and implementation of the optimal EOL Treatment Strategy (EOL_TS) and its results- evaluation concerning the environment. In parallel, product design characteristics that can be altered are selected based on their significance for the environment in the EOL stage. All results from the previous stages are combined and possible redesign actions are formulated for further examination and afterwards configuration in the design stage. The applied method to perform these tasks is Lean Thinking (LT). Abstract:
The company-s ability to draw on a range of external sources to meet their needs for innovation, has been termed 'open innovation' (OI). Very few empirical analyses have been conducted on Small and Medium Enterprises (SMEs) to the extent that they describe and understand the characteristics and implications of this new paradigm. The study's objective is to identify and characterize different modes of OI, (considering innovation process phases and the variety and breadth of the collaboration), determinants, barriers and motivations in SMEs. Therefore a survey was carried out among Italian manufacturing firms and a database of 105 companies was obtained. With regard to data elaboration, a factorial and cluster analysis has been conducted and three different OI modes have emerged: selective low open, unselective open upstream, and mid- partners integrated open. The different behaviours of the three clusters in terms of determinants factors, performance, firm-s technology intensity, barriers and motivations have been analyzed and discussed.Keywords: Open innovation, R&D management, SMEs.

Abstract:
In general, small-scale vegetables farmers experience problems in improving the safety and quality of vegetables supplied to high-class consumers in modern retailers. They also lack of information to access market. The farmers group and/or cooperative (FGC) should be able to assist its members by providing training in handling and packing vegetables and enhancing marketing capabilities to sell commodities to the modern retailers. This study proposes an agri-food supply chain (ASC) model that involves the corporate social responsibility (CSR) activities to cultivate the capabilities of farmers to access market. Multi period ASC model is formulated as Weighted Goal Programming (WGP) to analyze the impacts of CSR programs to empower the FGCs in managing the small-scale vegetables farmers. The results show that the proposed model can be used to determine the priority of programs in order to maximize the four goals to be achieved in the CSR programs.Keywords: agri-food supply chain, corporate social responsibility, small-scale vegetables farmers, weighted goal programming.

The issue of Guideline of Chinese Corporate Social Responsibility Report promotes greatly corporation to take social responsibility. Abstract:
This paper contributes to the field of Environmental Awareness Training (EAT) evaluation in terms of military activities. Environmental management of military activities is a growing concern for defence forces worldwide and the importance of EAT is becoming widely recognized. As one of Australia-s largest landowners, the Australian Defence Force (ADF) is extremely mindful of its duty as a joint environmental manager. It has an integrated Environmental Management System (EMS) to assist environmental management and EAT is an essential part of the ADF EMS model. This paper examines how EAT was conducted during the exercise Talisman Saber in 2009 (TS09) and evaluates its effectiveness, using Shoalwater Bay Training Area (SWBTA), one of the most significant military training areas and a significant protected area in Australia, as a case study. A questionnaire survey conducted showed, overall, that EAT was effective from the perspective of a sample of participants. Abstract:
The transition to sustainable development requires considerable investments from stakeholders, both financial and immaterial. However, accounting for such investments often poses a challenge, as ventures with intangible or non-financial returns remain oblivious to conventional accounting techniques and risk assessment. That such investments may significantly contribute to the welfare of those affected may act as a driving force behind attempting to bridge this gap. This gains crucial importance as investments must be also backed by governments and administrations; entities whose budget depends on taxpayers- contributions and whose tasks are based on securing the welfare of their citizens. Besides economic welfare, citizens also require social and environmental wellbeing too. However, administrations must also safeguard that welfare is guaranteed not only to present, but to future generations too. Abstract:
20 years of dentistry was a period of transition from communist to market economy but Romanian doctors have insufficient management knowledge. Recently, the need for modern management has increased due to technologies and superior materials appearance, as patient-s demands. Research goal is to increase efficiency by evaluating dental medical office cost categories in real pricing procedures. Empirical research is based on guided study that includes information about the association between categories of cost perception and therapeutic procedures commonly used in dental offices. Due to the obtained results to identify all the labours that make up a settled procedure costs were determined for each procedure. Financial evaluation software was created with the main functions: introducing and maintaining patient records, treatment and appointments made, procedures cost and monitoring office productivity. We believe that the study results can significantly improve the financial management of dental offices, increasing the effectiveness and quality of services.Keywords: costs, financial methods, management.

Abstract:
This paper presents initiatives of Knowledge Management (KM) applied to Forensic Sciences field, especially developed at the Forensic Science Institute of the Brazilian Federal Police. Successful projects, related to knowledge sharing, drugs analysis and environmental crimes, are reported in the KM perspective. The described results are related to: a) the importance of having an information repository, like a digital library, in such a multidisciplinary organization; b) the fight against drug dealing and environmental crimes, enabling the possibility to map the evolution of crimes, drug trafficking flows, and the advance of deforestation in Amazon rain forest. Abstract:
According to the governmental data, the cases of oral cancers doubled in the past 10 years. This had brought heavy burden to the patients- family, the society, and the country. The literature generally evidenced the betel nut contained particular chemicals that can cause oral cancers. Research in Taiwan had also proofed that 90 percent of oral cancer patients had experience of betel nut chewing. It is thus important to educate the betel-nut hobbyists to cease such a hazardous behavior. A program was then organized to establish several training classes across different areas specific to help ceasing this particular habit. Purpose of this research was to explore the attitude and intention toward ceasing betel-nut chewing before and after attending the training classes. 50 samples were taken from a ceasing class with average age at 45 years old with high school education (54%). 74% of the respondents were male in service or agricultural industries. Experiences in betel-nut chewing were 5-20 years with a dose of 1-20 pieces per day. The data had shown that 60% of the respondents had cigarette smoking habit, and 30% of the respondents were concurrently alcoholic dependent. Research results indicated that the attitude, intentions, and the knowledge on oral cancers were found significant different between before and after attendance. This provided evidence for the effectiveness of the training class. However, we do not perform follow-up after the class. Noteworthy is the test result also shown that participants who were drivers as occupation, or habitual smokers or alcoholic dependents would be less willing to quit the betel-nut chewing. The test results indicated as well that the educational levels and the type of occupation may have significant impacts on an individual-s decisions in taking betel-nut or substance abuse.Keywords: Oral cancer, betel-nut ceasing class, attitude, intention

Tourism industries are rapidly increased for the last few years especially in Malaysia. In order to attract more tourists, Malaysian Governance encourages any effort to increase Malaysian tourism industry. One of the efforts in attracting more tourists in Malacca, Malaysia is a duck tour. Duck tour is an amphibious sightseeing tour that works in two types of engines, hence, it required a huge cost to operate and maintain the vehicle. To other country, it is not so new but in Malaysia, it is just introduced, thus it does not have any systematic routing yet. Therefore, this paper proposed an optimization technique to formulate and schedule this tour to minimize the operating costs by considering it into Travelling Salesman Problem (TSP). With the rapid expansion of city scale and the excessive concentration of population, achieving relative equality of extracurricular education resources and improving spatial service performance of relevant facilities become necessary arduous tasks. In urban space, extracurricular education facilities should offer better service to its targeted area and promote the equality and efficiency of education, which is accomplished by the allocation of facilities. Based on questionnaire and survey for local students in Hangzhou City in 2009, this study classifies extracurricular education facilities in meg-city and defines the equalization of these facilities. Then it is suggested to establish extracurricular education facilities system according to the development level of city and demands of local students, and to introduce a spatial analysis method into urban planning through the aspects of spatial distribution, travel cost and spatial service scope. Abstract:
The aim of the study was to identify seat belt wearing factor among road users in Malaysia. Evidence-based approach through in-depth crash investigation was utilised to determine the intended objectives. The objective was scoped into crashes investigated by Malaysian Institute of Road Safety Research (MIROS) involving passenger vehicles within 2007 and 2010. Crash information of a total of 99 crash cases involving 240 vehicles and 864 occupants were obtained during the study period. Statistical test and logistic regression analysis have been performed. Results of the analysis revealed that gender, seat position and age were associated with seat belt wearing compliance in Malaysia. Males are 97.6% more likely to wear seat belt compared to females (95% CI 1.317 to 2.964). By seat position, the finding indicates that frontal occupants were 82 times more likely to be wearing seat belt (95% CI 30.199 to 225.342) as compared to rear occupants. It is also important to note that the odds of seat belt wearing increased by about 2.64% (95% CI 1.0176 to 1.0353) for every one year increase in age. This study is essential in understanding the Malaysian tendency in belting up while being occupied in a vehicle. The factors highlighted in this study should be emphasized in road safety education in order to increase seat belt wearing rate in this country and ultimately in preventing deaths due to road crashes.Keywords: crash investigation, risk compensation, road safety, seat belt wearing, statistical analysis.

Debates on residential satisfaction topic have been vigorously discussed in family house setting. Nonetheless, less or lack of attention was given to survey on student residential satisfaction in the campus house setting. This study, however, tried to fill in the gap by focusing more on the relationship between students- socio-economic backgrounds and student residential satisfaction with their on-campus student housing facilities. Two-stage cluster sampling method was employed to classify the respondents. Then, self-administered questionnaires were distributed face-to-face to the students. In general, it was confirmed that the students- socioeconomic backgrounds have significantly influence the students- satisfaction with their on-campus student housing facilities. The main influential factors were revealed as the economic status, sense of sharing, and the ethnicity of roommates. Abstract:
This study discusses the stumbling blocks stifling the adoption of GPS technology in the public sector of Pakistan. This study has been carried out in order to describe the value of GPS technology and its adoption at various public sector organisations in Pakistan. Sample size for the research conducted was 200; personnel working in public sector having age above 29 years were surveyed. Data collected for this research has been quantitatively analysed with the help of SPSS. Regression analysis, correlation and cross tabulation were the techniques used to determine the strength of relationship between key variables. Findings of this research indicate that main hurdles in GPS adoption in the public sector of Pakistan are lack of awareness about GPS among masses in general and the stakeholders in particular, lack of initiative on part of government in promoting new technologies, unavailability of GPS infrastructure in Pakistan and prohibitions on map availability because of security reasons.Keywords: Adoptability issues, Growth of GPS, GPSinfrastructure, Public sectors in Pakistan

Abstract:
Place is a where dimension formed by people-s relationship with physical settings, individual and group activities, and meanings. 'Place Attachment', 'Place Identity'and 'Sense of Place' are some concepts that could describe the quality of people-s relationships with a place. The concept of Sense of place is used in studying human-place bonding, attachment and place meaning. Sense of Place usually is defined as an overarching impression encompassing the general ways in which people feel about places, senses it, and assign concepts and values to it. Sense of place is highlighted in this article as one of the prevailing concepts among place-based researches. Considering dimensions of sense of place has always been beneficial for investigating public place attachment and pro-environmental attitudes towards these places. The creation or preservation of Sense of place is important in maintaining the quality of the environment as well as the integrity of human life within it. While many scholars argued that sense of place is a vague concept, this paper will summarize and analyze the existing seminal literature. Solidarity and kinship has long been an intangible emblem to Malay community especially in the rural area. It is visibly seen through the dependability among each unit of the community either in religious and social events including the matrimonial or wedding. Nevertheless, the inevitable phenomenon, modernization legitimately alters every facets of human life not only the routines, traditions, rituals, norms but also to the daily activities and the specific occasion. Using triangulation approach of interview and self completed questionnaire this study empirically examine the level of alteration of Malays wedding foodways which relate to the preparation and consumption of it and its impact on the community social bonding. Some meaningful insights were obtained whereby modernization through technology (modern equipments) and social factors (education, migration, and high disposal income) significantly contribute to the alteration of wedding foodways from preparation up to consumption stages. The domino effect of this alteration consequently leads to the fragility of social kinship or somehow reduced cohesiveness and interaction among the individual of Malay society in the rural area.Keywords: Modernization, Malay, Matrimonial, Foodways, Social Bonding

This study aimed to develop and initially validate an instrument that measures social competency among tertiary level faculty members. A review of extant literature on social competence was done. The review of extant literature led to the writing of the items in the initial instrument which was evaluated by 11 Subject Matter Experts (SMEs). The SMEs were either educators or psychologists. The results of the evaluations done by the SMEs served as bases for the creation of the pre-try-out instrument used in the first trial-run. Insights from the first trial-run participants led to the development of the main try-out instrument used in the final test administration. One Hundred Forty-one participants from five private Higher Education Institutions (HEIs) in the National Capital Region (NCR) and five private HEIs in Central Luzon in the Philippines participated in the final test administration. The reliability of the instrument was evaluated using Cronbach-s Coefficient Alpha formula and had a Cronbach-s Alpha of 0.92. On the other hand, Factor Analysis was used to evaluate the validity of the instrument and six factors were identified. The development of the final instrument was based on the results of the evaluation of the instrument-s reliability and validity. For purposes of recognition, the instrument was named “Social Competency Inventory for Tertiary Level Faculty Members (SCI-TLFM)."

In general architecture means the art of creating the space. Comprehensive and complete body which is created by a creative and purposeful thought to respond the human needs. Professionally, architecture is the are of designing and comprehensive planning of physical spaces that is created for human-s productivity. The purpose of architectural design is to respond the human needs which is appeared in physical frame. Human in response to his needs is always looking to achieve comfort. Throughout history of human civilization this relative comfort has been inspired by nature and assimilating the facility and natural achievement in the format of artifact patterns base on the nature, so that it is achieved in this comfort level and invention of these factors. All physical factors like regional, social and economical factors are made available to human in order to achieve a specific goal and are made to gain an ideal architecture to respond the functional needs and consider the aesthetics and elemental principles and pay attention to residents- comfort. In this study the Persian architecture with exploiting and transforming the energies into the requisite energies of architecture spaces and importing fuel products, utilities, etc, in order to achieve a relative comfort level will be investigated. In this paper the study of structural and physical specialties of traditional houses in desert regions and Central Plateau of Iran gave us this opportunity to being more familiar with important specialties of energy productivity in architecture body of traditional houses in these regions specially traditional houses of Kashan and in order to use these principles to create modern architectures in these regions.Keywords: architecture principles, stable architecture, management, energy productivity, body, energy

Abstract:
When the Malaysian government announced the implementation of the Build-Then-Sell (BTS) system in 2007, the proponents of the BTS have argued that the implementation of this new system may provide houses with low defects. However, there has been no empirical data to support their argument. Therefore, this study is conducted to measure the level of housing defects in the BTS housing delivery system. A survey was conducted to the occupiers in six BTS residential areas. The BTS residential areas have been identified through the media and because of the small number of population, all households in the BTS residential areas were required to participate in the study to enable the researcher to collect the data concerning defects. Questionnaire had been employed as the data collection instrument and was distributed to the respondents of this study. The result has shown that the level of defects in the BTS houses is low, as the rate of defects for all elements are slight. Such low level of defects has apparently only affected the aesthetic value of the houses.

Abstract:
The Malaysian government is promoting entrepreneurship development skills amongst farmers through informal courses. These courses will concentrate on teaching managerial skills as inevitable means for small farms to succeed by making farmers more creative and innovative. Therefore it is important to assess the effect of informal agri-entrepreneurial training in developing entrepreneurship among the farmers in Malaysia. Seven hundred and ninety six farmers (796) farmers were interviewed via structured questionnaire to define their opinion on whether the current informal educational and training establishments are sufficient to teach and develop entrepreneurial skills. Factor analysis and logic regression analysis were used to determine the motivating factors and predict their impact on the development of entrepreneurial skills. The result from the factor analysis led us to investigate the association between these factors and farmers- opinions about the development of entrepreneurial skills and traits through participating in informal entrepreneurship training or education. The outcome has shown us that the importance of informal training to promote entrepreneurship among farmers is crucial. The training should be intensified to encourage farmers to not only focus on the modern technologies but also on the fundamental changes in their attitude towards agriculture as a business. This paper introduced the status quo of laws and regulations of sustainable construction in China and investigated the existing problems of current laws and regulations through person-interviews in Beijing, Shanghai, Chongqing and Shenzhen in China. The problems include incomplete legal system, lack of guidance of higher-level laws, backward in some laws and regulations, unclear legal liability and poor law enforcement. Abstract:
This paper explores the features of political economy in the dynamics of representative politics in India. Politics is seen as enhancing economic benefits through acquiring and maintenance of power in the realm of democratic set up. The system of representation is riddled with competitive populism. Emerging leaders and parties are forced to accommodate their ideologies in coping with competitive politics. Electoral politics and voting behaviour reflect series of influences mooted by the politicians. Voters are accustomed to expect benefits outs of state exchequer. The electoral competitors show a changing phase of investment and return policy. Every elector has to spend and realize his costs in his tenure. In the case of defeated electors, even the cost recovery is not possible directly; there are indirect means to recover their costs. The series of case studies show the method of party funding, campaign financing, electoral expenditure, and cost recovery. Regulations could not restrict the level of spending. Several cases of disproportionate accumulation of wealth by the politicians reveal that money played a major part in electoral process. The political economy of representative politics hitherto ignores how a politician spends and recovers his cost and multiples his wealth. To be sure, the acquiring and maintenance of power is to enhance the wealth of the electors.

Abstract:
While in practice negotiation is always a mix of cooperation and competition, these two elements correspond to different approaches of the relationship and also different orientations in term of strategy, techniques, tactics and arguments employed by the negotiators with related effects and in the end leading to different outcomes. The levels of honesty, trust and therefore cooperation are influenced not only by the uncertainty of the situation, the objectives, stakes or power but also by the orientation given from the very beginning of the relationship. When negotiation is reduced to a confrontation of power, participants rely on coercive measures, using different kinds of threats or make false promises and bluff in order to establish a more acceptable balance of power. Most of the negotiators have a tendency to complain about the unethical aspects of the tactics used by their counterparts while, as the same time, they are mostly unaware of the sources of influence of their own vision and practices. In this article, our intention is to clarify these sources and try to understand what can lead negotiators to unethical practices.Keywords: competition, cooperation, ethics, negotiation, power
