403 Analysis of Two Methods to Estimation Stochastic Demand in the Vehicle Routing Problem
Authors: Fatemeh Torfi
Abstract:
Estimation of stochastic demand in physical distribution in general and efficient transport routs management in particular is emerging as a crucial factor in urban planning domain. It is particularly important in some municipalities such as Tehran where a sound demand management calls for a realistic analysis of the routing system. The methodology involved critically investigating a fuzzy least-squares linear regression approach (FLLRs) to estimate the stochastic demands in the vehicle routing problem (VRP) bearing in mind the customer's preferences order. A FLLR method is proposed in solving the VRP with stochastic demands. Approximate-distance fuzzy least-squares (ADFL) estimator ADFL estimator is applied to original data taken from a case study. The SSR values of the ADFL estimator and real demand are obtained and then compared to SSR values of the nominal demand and real demand. Empirical results showed that the proposed methods can be viable in solving problems under circumstances of having vague and imprecise performance ratings. The results further proved that application of the ADFL was realistic and efficient estimator to face the stochastic demand challenges in vehicle routing system management and solve relevant problems. Keywords: fuzzy least-squares, stochastic, location, routing problems

Authors: Kurotimi M. Fems, Francis D. W. Poazi, Helen Opigo
Abstract:
The concepts of entrepreneurship education together with graduate entrepreneurship have taken centre stage in many countries as a 21st century strategy for economic growth and development. Entrepreneurship education has been viewed as a pre-requisite tool for a more effective and successful business operation. This paper seeks to verify if entrepreneurship education is pre-requisite to graduate entrepreneurship, and to ascertain if such other factors as the need for achievement, competence and experience etc. also play a foundational role in the choice of a graduate becoming an entrepreneur. The scope of the research study is entrepreneurs within Yenagoa metropolis in Bayelsa state, Nigeria. The sample target is graduates engaged in entrepreneurship activities (graduates who own and run businesses). Stratified sampling technique was used and 101 responses were obtained from a total of 300 questionnaires issued. Bar chart, tables and percentages were used to analyze the collected data. The findings revealed that personality traits, situational circumstance, need for achievement and experience/competence were the foundational factors stimulating graduate entrepreneurs to engage in entrepreneurial pursuits. Of all, personality trait showed the highest score with 73 (73%) out of 101 entrepreneurs agreeing. Experience/Competence and situational circumstances followed behind with 66 (65%) and 63 (62.4%), respectively. Entrepreneurship education revealed the least score with 33 (32.3%) out of 101 participating entrepreneurs. All hope, however, is not lost, as this shows that something can be done to increase the impact of entrepreneurship education on graduate entrepreneurship. Keywords: Creative destruction, entrepreneurs, entrepreneurship education, graduate entrepreneurship, pre-requisite

Authors: Feda Negesse
Abstract:
One of the most important indicators of research quality is a good data - collection instrument that can yield reliable and valid data. The Swadesh wordlist has been used for more than half a century for collecting data in comparative and historical linguistics though arbitrariness is observed in its application and size. This research compare s the classification results of the 100 Swadesh wordlist with those of its subsets to determine if reducing the size of the wordlist impact s its effectiveness. In the comparison, the 100, 50 and 40 wordlists were used to compute lexical distances of 29 Cushitic and Semitic languages spoken in Ethiopia and neighbouring countries. Gabmap, a based application, was employed to compute the lexical distances and to divide the languages into related clusters. The study shows that the subsets are not as effective as the 100 wordlist in clustering languages into smaller subgroups but they are equally effective in di viding languages into bigger groups such as subfamilies. It is noted that the subsets may lead to an erroneous classification whereby unrelated languages by chance form a cluster which is not attested by a comparative study. The chance to get a wrong result is higher when the subsets are used to classify languages which are not closely related. Though a further study is still needed to settle the issues around the size of the Swadesh wordlist, this study indicates that the 50 and 40 wordlists cannot be recommended as reliable substitute s for the 100 wordlist under all circumstances. The choice seems to be determined by the objective of a researcher and the degree of affiliation among the languages to be classified. Keywords: classification, Cushitic, Swadesh, wordlist
Procedia PDF Downloads 298400 The Concept of an Agile Enterprise Research Model
Authors: Maja Sajdak
Abstract:
The aim of this paper is to present the concept of an agile enterprise model and to initiate discussion on the research assumptions of the model presented. The implementation of the research project "The agility of enterprises in the process of adapting to the environment and its changes" began in August 2014 and is planned to last three years. The article has the form of a work-in-progress paper which aims to verify and initiate a debate over the proposed research model. In the literature there are very few publications relating to research into agility; it can be concluded that the most controversial issue in this regard is the method of measuring agility. In previous studies the operationalization of agility was often fragmentary, focusing only on selected areas of agility, for example manufacturing, or analysing only selected sectors. As a result the measures created to date can only be treated as contributory to the development of precise measurement tools. This research project aims to fill a cognitive gap in the literature with regard to the conceptualization and operationalization of an agile company. Thus, the original contribution of the author of this project is the construction of a theoretical model that integrates manufacturing agility (consisting mainly in adaptation to the environment) and strategic agility (based on proactive measures). The author of this research project is primarily interested in the attributes of an agile enterprise which indicate that the company is able to rapidly adapt to changing circumstances and behave pro-actively.Keywords: agile company, acuity, entrepreneurship, flexibility, research model, strategic leadership

Authors: Ali Raza, Rūta Rimašauskienė
Abstract:
In the current work, the fused deposition modelling (FDM) technique is used to manufacture PLA reinforced with carbon fibre composite structures with two unique layer patterns, 0°\0° and 0°\90°. The purpose of the study is to investigate the dynamic characteristics of each fabricated composite structure. The Macro Fiber Composite (MFC) is embedded with 0°/0° and 0°/90° structures to investigate the effect of an MFC (M8507-P2 type) patch on vibration amplitude suppression under dynamic loading circumstances. First, modal analysis testing was performed using a Polytec 3D laser vibrometer to identify bending mode shapes, natural frequencies, and vibration amplitudes at the corresponding natural frequencies. To determine the stiffness of each structure, several loads were applied at the free end of the structure, and the deformation was recorded using a laser displacement sensor. The findings confirm that a structure with 0°\0° layers pattern was found to have more stiffness compared to a 0°\90° structure. The maximum amplitude suppression in each structure was measured using a laser displacement sensor at the first resonant frequency when the control voltage signal with optimal phase was applied to the MFC. The results confirm that the 0°/0° pattern's structure exhibits a higher displacement reduction than the 0°/90° pattern. Moreover, stiffer structures have been found to perform amplitude suppression more effectively. Keywords: carbon fibre composite, MFC, modal analysis stiffness, stiffness

Authors: Ibrahim R. Elomari, Fin O'Flaherty, Ibrahim R. Elomari, Paul Lambert
Abstract:
Cathodic protection (CP) is a technique commonly used to arrest corrosion of steel in infrastructure. However, it is not generally used on high strength, pre-stressed tendons due to the risk of hydrogen generation, leading to possible embrittlement. This paper investigates its use in such circumstances where the applied protection potential is varied to determine if CP can be safely employed on pre-stressed tendons. Plain steel tendons measuring 5.4 mm diameter were pre-stressed in timber moulds and embedded in sand/cement mortar, formulated to represent gunite. Two levels of pre-stressing were investigated (400MPa and 1200MPa). Pre-corrosion of 0% (control), 3% and 6% target loss of cross-sectional area was applied to replicate service conditions. Impressed current cathodic protection (ICCP) was then applied to the tendons at two levels of potential to identify any effect on strength. Instant-off values up to -950mV were used for normal protection with values of -1100mV or more negative to achieve overprotection. Following the ICCP phase, the tendons were removed from the mortar, cleaned and weighed to confirm actual percentage of corrosion. Tensile tests were then conducted on the tendons. The preliminary results show the influence of normal levels and overprotection of CP on the ultimate strength of the tendons. Keywords: pre-stressed concrete, corrosion, cathodic protection, hydrogen embrittlement

Authors: Nadia Adnan, Muhammad Mohsin Raza, Latha Ravindran
Abstract:
Based on the principles above, the study presents an economic model of food waste for consumers, intermediaries, and producers. We discriminate between purchasing and selling, purchases versus customers consumption, and gross output versus sales for each intermediary. To compensate for waste at each level of the supply chain, agents must charge higher sales prices. The research model can produce more accurate predictions about how actions (public regulations or private efforts) to reduce food waste impact markets, including indirect (cascading) effects. With a formal model, researchers demonstrate the uniqueness of these interaction effects and simulate an empirical model calibrated to market characteristics and waste rates in Saudi Arabia. Researchers demonstrate that the effects of waste reduction differ per commodity, depending on supply and demand elasticities, degree of openness to international commerce, and the beginning rates of food loss and waste at each level of the value chain. Because of the consequential effects related to the supply chain, initiatives to minimize food waste will be strengthened in some circumstances and partially countered in others. Keywords: food loss, food waste, supply chain management, Saudi Arabia, food supply

Authors: Md Rafiqul Islam, Ashir Ahmed, Anwaar Ulhaq, Abu Raihan M. Kamal, Yuan Miao, Hua Wang
Abstract:
Mental health of people is equally important as of their physical health. Mental health and well-being are influenced not only by individual attributes but also by the social circumstances in which people find themselves and the environment in which they live. Like physical health, there is a number of internal and external factors such as biological, social and occupational factors that could influence the mental health of people. People living in poverty, suffering from chronic health conditions, minority groups, and those who exposed to/or displaced by war or conflict are generally more likely to develop mental health conditions. However, to authors’ best knowledge, there is dearth of knowledge on the impact of workplace (especially the highly stressed IT/Tech workplace) on the mental health of its workers. This study attempts to examine the factors influencing the mental health of tech workers. A publicly available dataset containing more than 65,000 cells and 100 attributes is examined for this purpose. Number of machine learning techniques such as ‘Decision Tree’, ‘K nearest neighbor’ ‘Support Vector Machine’ and ‘Ensemble’, are then applied to the selected dataset to draw the findings. It is anticipated that the analysis reported in this study would contribute in presenting useful insights on the attributes contributing in the mental health of tech workers using relevant machine learning techniques. Keywords: mental disorder, diagnosis, occupational stress, IT workplace

Authors: Seyedeh Zahra Seyed Sharifi, M. R. M. Tabatabaei
Abstract:
Due to increase of population and healthy food demand, management and conservation of water resources have become one of the main concerns of governments, scientists and economists. In recent years, Iran has exposed to water scarcity as a result of which its rivers, lakes and wetlands have dried up or are in the drying process. Therefore, water crisis has become the most important environmental issue in the country. Under these circumstances, increasing public awareness by promoting their culture as well as public collaboration to protect water resources could only be possible by making courses to reflect water importance. This could be approached by school and high-school students to learn optimum use of water resources. This study initially focuses on the current position of water courses in levels of school and high-school educations in Iran and Turkey and then deals with the challenges to be faced for the promotion of the system. The course titles and number of pages related to water in all primary and secondary textbooks of the education system of Iran and Turkey were determined using content analysis method and the results were presented. The results indicate that primary and secondary textbooks in both countries must focus on water shortage and water protection and teach children the optimum use of water in order to promote water protection. Keywords: educational system, environmental awareness, Iran, Turkey, water crisis

Authors: Ibrahim Ercan, Mustafa Arikan
Abstract:
In recent years, alternative dispute resolution methods have attracted the attention of many country’s legislators. Instead of solving the disputes by litigation, putting the end to a dispute by parties themselves is more important for the preservation of social peace. Therefore, alternative dispute resolution methods (ADR) have been discussed more intensively in Turkey as well as the whole world. After these discussions, Mediation Act was adopted on 07.06.2012 and entered into force on 21.06.2013. According to the Mediation Act, it is only possible to mediate issues arising from the private law. Also, it is not compulsory to go to mediation in Turkish law, it is optional. Therefore, the parties are completely free to choose mediation method in dispute resolution. Mediators need to be a lawyer with experience in five years. Therefore, it is not possible to be a mediator who is not lawyers. Beyond five years of experience, getting education and success in exams about especially body language and psychology is also very important to be a mediator. If the parties compromise as a result of mediation, a document is issued. This document will also have the ability to exercising availability under certain circumstances. Thus, the parties will not need to apply to the court again. On the contrary, they will find the opportunity to execute this document, so they can regain their debts. However, the Mediation Act has entered into force in a period of nearly two years of history; it is possible to say that the interest in mediation is not at the expected level. Therefore, making mediation mandatory for some disputes has been discussed recently. At this point, once the mediation becomes mandatory and good results follows it, this institution will be able to find a serious interest in Turkey. Otherwise, if the results will not be satisfying, the mediation method will be removed. Keywords: alternative dispute resolution methods, mediation act, mediation, mediator, mediation in Turkey

Authors: Pooja Kamble
Abstract:
The study discusses the traumatic circumstances in which the Dalits, who are on the lower rungs of society, endured in all social, political, cultural, and economic aspects. Trauma appears to be employed as a catch-all term in Psychoanalytic literature to describe anything that produces psychological distress. They have suffered for ages, yet there is still no witness to end their existence. Dalits who have suffered at the hands of the upper caste or Brahmins have had a lasting impact on their mentality in this caste system. The trauma of caste is a psychoanalytic method for studying the mental state, nature, and existence of Dalits in society. It also provides a little overview of how this experience evolved the mental wounds that were left undetected. The anguish of horrible harassment and repressive treatment faced by countless generations of souls was difficult to put into words. This article highlights some of the phases that must be understood and concentrated on, as well as the traumatic environment in which they lived for several years. After acquiring recognition and political support, it is proposed to eliminate its existence. Even after relocating to independent India, we were unable to delve further into its origins. Independence itself speaks of freedom in all aspects, yet Dalits continue to be suppressed; they have failed to win freedom for their existence, despite their lengthy struggle against oppression. This article will help you comprehend the Dalit's emotional trauma that has made their life and battles more difficult to deal with, as systematically analyzed by Thenmozhi Soundararajan in the work The Trauma of Caste. Keywords: trauma, psychoanalytic, dalits, caste
Procedia PDF Downloads 19392 A Comparative Study on the Performance of Viscous and Friction Dampers under Seismic Excitation
Authors: Apetsi K. Ampiah, Zhao Xin
Abstract:
Earthquakes over the years have been known to cause devastating damage on buildings and induced huge loss on human life and properties. It is for this reason that engineers have devised means of protecting buildings and thus protecting human life. Since the invention of devices such as the viscous and friction dampers, scientists/researchers have been able to incorporate these devices into buildings and other engineering structures. The viscous damper is a hydraulic device which dissipates the seismic forces by pushing fluid through an orifice, producing a damping pressure which creates a force. In the friction damper, the force is mainly resisted by converting the kinetic energy into heat by friction. Devices such as viscous and friction dampers are able to absorb almost all the earthquake energy, allowing the structure to remain undamaged (or with some amount of damage) and ready for immediate reuse (with some repair works). Comparing these two devices presents the engineer with adequate information on the merits and demerits of these devices and in which circumstances their use would be highly favorable. This paper examines the performance of both viscous and friction dampers under different ground motions. A two-storey frame installed with both devices under investigation are modeled in commercial computer software and analyzed under different ground motions. The results of the performance of the structure are then tabulated and compared. Also included in this study is the ease of installation and maintenance of these devices. Keywords: friction damper, seismic, slip load, viscous damper

Authors: Fatemeh Abdollahi, Munn-Sann Lye, Jamshid Yazdani Charati, Mehran Zarghami
Abstract:
Background: In March 2020, the World Health Organization (WHO) declared the outbreak of a new coronavirus disease, COVID-19, as a public health concern and pandemic. This situation is generating psychological consequences such as stress, anxiety, depression, and intimate partner violence (IPV) throughout the population. This is a brief note on the magnitude of this threat and different ways for abused women to minimize the effects of it in their daily life. Methods: A literature review was conducted using the MEDLINE, PSYCHINFO, and SCIENCE DIRECT databases. The keywords used included intimate partner violence, abuse, victims, pandemic, quarantine, coronavirus, and COVID-19. A Google search was also conducted using these words to identify reports published in non-indexed health care and social science journals. The literature search was restricted to English language studies. Results: The prevalence of IPV and its consequences are rising during such a pandemic. Having sufficient support from healthcare workers and acquaintances is critical for women in such circumstances. Conclusion: Community members, healthcare providers, governments, and policymakers should be informed of the increased risk of IPV during such a pandemic. They should provide a supporting structure for abused women. Social networking is also a good approach that could help abusive women during this situation. Keywords: covid-19, intimate partner violence, pandemic, women
Procedia PDF Downloads 67390 A Comparative Analysis of the Psychological Well-Being of Teenage Fathers and Teenage Mothers
Authors: Maria Francesca Maunes
Abstract:
Life is never the same when an adolescent becomes a teenage parent. Living in a developing country with the highest rate of teenage pregnancy in the Asia-Pacific region, it is necessary to address the psychological well-being of Filipino teenage parents and be put into consideration. Thus, this quantitative study used both descriptive statistics and quantitative techniques on a total of 70 participants, consisting of 32 teenage fathers and 38 teenage mothers to describe the level of psychological well-being among teenage parents according to the six domains of Ryff’s eudaimonic well-being—autonomy, environmental mastery, personal growth, positive relations with others, purpose in life, and self-acceptance, and to determine the difference between the psychological well-being of teenage fathers and teenage mothers. Results show that there is no significant difference in the overall psychological well-being between the two groups of participants, yet, when compared by each domain, it is found that there is a significant difference between their purpose in life. While both teenage fathers and teenage mothers are high scorers across all the domains, this does not serve as an assurance that the sustained increase in the number of teenage pregnancies in the Philippines does not anymore pose as a national issue. This could only signify that despite dire circumstances, Filipino teenage parents are able to continue make meaning in their lives and strive to keep living in comfort and contentment, not only for themselves but for their children as well. Additional findings as well as its implications are further discussed. Recommendations and suggestions for further study are presented. Keywords: adolescence, adolescent psychology, eudaimonic psychological well-being, positive psychology, teenage fathers, teenage mothers, teenage parents, teenage pregnancy in the Philippines
Procedia PDF Downloads 294389 An Ethnographic Study on How Namibian Sex Workers Experience Their Violation of Rights
Authors: Tessa Verhallen, Mama Africa
Abstract:
By co-constructing personal narratives of sex workers in Namibia this paper represents how sex workers experience their violation of rights in Namibia. It is written from an emic (as an advisor for a sex worker-led organization named Rights not Rescue Trust) and an etic (as an ethnographer) point of view, in collaboration with the staff of the organization Rights not Rescue Trust. This organization represents circa 3000 members. The paper describes the current deplorable situation of sex workers in Namibia, encompassing the stigma and discrimination they face, their struggle to have their work decriminalized and their urge to advocate for human rights and the end of violations. Based on a triangular research design (ethnography, narratives, literature study, human rights’ training and counseling sessions) the authors show that sex workers, particularly LGBTI sex workers, are extremely vulnerable to emotional, physical, and sexual violence in Namibia. The main perpetrators of violence turn out to be not only clients and intimate partners but also law enforcement officers and health care workers who are supposed to protect and support sex workers. The sex workers’ narratives voice their disgraceful circumstances regarding how their rights are violated. It also highlights their importance to fight for their rights and access to health care, legal services and education in order to improve the sexual reproductive health of sex workers. Keywords: HIV/aids, LGBTI, methodological innovative, sex work
Procedia PDF Downloads 312388 Rethinking the Concept of Classroom Management during COVID-19 Times: An EFL Perspective
Authors: Hadjer Chellia
Abstract:
In the light of the recent global pandemic, different issues in educational research seem to invite careful considerations. Following this perspective, this study sets out to question the concept of classroom management in an EFL higher education context during Covid-19. In order to gain an in-depth understanding of their experiences, 6 EFL teachers from different Algerian universities took part in semi-structured interviews. The main emerging themes revealed that EFL teachers have different pedagogical practices in relation to classroom management during the global crisis than those of normal times. In relation to flexible education theory, the teachers’ experiences suggest flexible classroom management during Covid-19; flexibility in the teaching methods, approach and design, flexibility in time, flexibility in space and pace (speed), flexibility in assessment modes and flexibility in coping with students’ well-being. The flexibility awareness helps them to develop readiness towards the future, mainly in terms of maintaining an appropriate pedagogy to face the future crisis. In terms of theoretical concepts, working on classroom management under unusual circumstances in relation to flexible education helped come out with the concept of flexible classroom management (FCM) and virtual classroom management (VCM). It is then important for educators and researchers to rethink different pedagogical concepts and mind a careful application in the case of unusual times. Keywords: Covid-19, EFL educators, flexible classroom management, flexible education, virtual classroom management
Procedia PDF Downloads 164387 To Stay or to Go: The Death Penalty Phenomenon and the Dilemma of the Nigerian Government
Authors: James Etim Archibong
Abstract:
The death penalty, to be or not to be, is a topical and hugely divisive issue in several countries. The United Nations recommends its universal abolition. Europe has abolished it, while some countries limit the practice to heinous crimes. Nigeria is one of the countries that have retained the death penalty. In 2004, the federal government placed a moratorium on execution, which was breached in 2006, 2013 and 2016. Nigeria currently has about three thousand inmates on death row because governors are reluctant to sign execution warrants. Human rights groups have consistently called for its abolition in Nigeria, but this has been rebuffed by the government. Nigeria currently finds itself in a dilemma between the global campaign to end the practice and the local support for its retention. This paper, employing a doctrinal approach, examines the concept of capital punishment in Nigeria from the first execution in 1971 to date. It has also examined the debate to abolish or retain it against the backdrop of Nigeria’s present social, economic and multicultural circumstances. It finds that the death penalty is a human right issue and Nigeria should join the majority of states that have dispensed with the practice. While the government contemplates which way to go, amid the impasse, the paper recommends, in the interim, an official, legally backed a moratorium on execution; commuting of death sentences to life imprisonment, and eventually expunging it from the constitution in the ongoing constitutional review. Keywords: death penalty, capital punishment, human rights, deterrence, right to life

Authors: Pradeep Kumar, Shibashish Chakraborty, Sasadhar Bera
Abstract:
In the anticipation of demand fluctuations, services cannot be inventoried and hence it creates a difficult problem in marketing of services. The inability to meet customers (patients) requirements in healthcare context has more serious consequences than other service sectors. In order to meet patient requirements in the current uncertain environment, healthcare organizations are seeking ways for improved service delivery. Flexibility provides a mechanism for reducing variability in service encounters and improved performance. Flexibility is defined as the ability of the organization to cope with changing circumstances or instability caused by the environment. Patient satisfaction is an important performance outcome of healthcare organizations. However, the paucity of information exists in healthcare delivery context to examine the impact of flexibility on patient satisfaction and behavioral intention. The present study is an attempt to develop a conceptual foundation for investigating overall impact of flexibility on patient satisfaction and behavioral intention. Several dimensions of flexibility in healthcare context are examined and proposed to have a significant impact on patient satisfaction and intention. Furthermore, the study involves a critical examination of determinants of patient satisfaction and development of a comprehensive view the relationship between flexibility, patient satisfaction and behavioral intention. Finally, theoretical contributions and implications for healthcare professionals are suggested from flexibility perspective. Keywords: healthcare, flexibility, patient satisfaction, behavioral intention

Abstract:
This research is opted to analyze and survey discourse variety and news image-making in western media regarding the news coverage of the Russian army intrusion into Ukraine. This research will be done on the news coverage of Ukraine in a period from February 2022 to May 2022 in five western media, "BBC, CBS, NBC, Al Jazeera, and Telegraph." This research attempts to discover some facts about the news policies of the five western news agencies during the circumstances of the Ukraine-Russia war. Critical theories in the news, such as Framing, Media Imperialism of News, Image Making, Discourse, and Ideology, were applied to achieve this goal. The research methodology uses Van Dijk's discourse exploration method based on discourse analysis. The research's statistical population is related to all the news about racial discrimination during the mentioned period. After a statistical population survey with Targeted Sampling, the researcher randomly selected ten news cases for exploration. The research findings show that the western media have similarities in their texts via lexical items, polarization, citations, persons, and institutions. The research findings also imply pre-suppositions, connotations, and components of consensus agreement and underlying predicates in the outset, middle, and end events. The reaction of some western media not only shows their bewilderment but also exposes their prejudices rooted in racism. Keywords: news discourse analysis, western media, racial discrimination, Ukraine-Russia war

Authors: Yun-Tao Zhang, Jong-Yeop Bae, Whoi-Yul Kim
Abstract:
Background modeling and subtraction in video analysis has been widely proved to be an effective method for moving objects detection in many computer vision applications. Over the past years, a large number of approaches have been developed to tackle different types of challenges in this field. However, the dynamic background and illumination variations are two of the most frequently occurring issues in the practical situation. This paper presents a new two-layer model based on codebook algorithm incorporated with local binary pattern (LBP) texture measure, targeted for handling dynamic background and illumination variation problems. More specifically, the first layer is designed by block-based codebook combining with LBP histogram and mean values of RGB color channels. Because of the invariance of the LBP features with respect to monotonic gray-scale changes, this layer can produce block-wise detection results with considerable tolerance of illumination variations. The pixel-based codebook is employed to reinforce the precision from the outputs of the first layer which is to eliminate false positives further. As a result, the proposed approach can greatly promote the accuracy under the circumstances of dynamic background and illumination changes. Experimental results on several popular background subtraction datasets demonstrate a very competitive performance compared to previous models. Keywords: background subtraction, codebook model, local binary pattern, dynamic background, illumination change

Authors: Azzeddine Atibi, Khadija El Kababi, Salim Ahmed, Mohamed Radid
Abstract:
Teaching and learning occupy a significant position globally, as the sustainable development of all sectors is intrinsically linked to the improvement of the educational system. The COVID-19 pandemic demonstrated that the integration of Information and Communication Technology (ICT) in the learning process is not optional but essential, and that proficiency in computer tools is an asset that will enhance pedagogy and ensure the continuity of learning under any circumstances. The objective of our study is to evaluate the impact of introducing computer tools on the quality of learning and the realization of conceptual change in learners. To this end, a learning situation was meticulously prepared, targeting first-year baccalaureate students in experimental sciences at a public high school, "Khadija Oum Almouminin," focusing on the chapter on glycemia regulation in the Moroccan Life and Earth Sciences (LES) curriculum. The learning situation was implemented with a pilot group that utilized computer tools and a control group that studied the same chapter without using ICT. The analysis and comparison of the results allowed us to verify the research question posed and to propose perspectives to ensure conceptual change in learners. Keywords: information and communication technology, conceptual change, continuity of learning, life and earth sciences, glycemia regulation
Procedia PDF Downloads 40381 Federalism, Dual Sovereignty, and the Supreme Court of Nigeria
Authors: Edoba Bright Omoregie
Abstract:
Nigeria became a federation in 1954 six years before it gained independence away from British colonial rule. The country has remained a federation since then despite the challenging circumstances of military rule and civil strife which have tasked its federal credentials. Since 1961, when it first decided a federalism dispute, cases over vertical and horizontal powers have inundated the country’s Supreme Court. In its current practice of federalism after democratic rule was resumed in 1999, the country has witnessed a spell of intergovernmental disputes over a good number of federalism issues. Such conflicts have eventually found their way to the Supreme Court for resolution, not as a final appellate court (which it is in other non-federal matters) but as a court of first and final instance following the constitutional provision granting the court such power. However, in April 2014 one of such disputes was denied hearing by the court when it declined original jurisdiction to determine the matter. The suit was instituted by one state of the federation against the federal government and the other 35 states challenging the collection of value added tax (a consumption tax)on certain goods and services within the state. The paper appraises the rationale of the court’s decision and reason that its decision to decline jurisdiction is the result of an avoidable misunderstanding of the dual sovereignty instituted by the federal system of Nigeria as well as a misconception of the role which the court is constitutionally assigned to play in resolving intergovernmental schisms in the federal system. Keywords: dual sovereignty, federalism, intergovernmental conflict, Supreme Court

It investigates the dimensions of institutional environments and explores which environmental features relate to perpetration behaviors. The project focused on two hundred and eighty nine male and female young offenders aged 12 to 21 years old, in eight juvenile institutions in Malaysia. The research collected quantitative and qualitative data using a mixed-method approach. All participants completed the scale version of Direct and Indirect Prisoner behavior Checklist (DIPC-SCALED) and the Measuring the Quality of Prison life (MQPL). In addition, twenty-four interviews were carried out which involved sixteen residents and eight institutional staff. The findings showed that 95 per cent reported at least one behavior indicative of perpetration, and 99 per cent reported at least one behavior indicative of victimization in the past month. The DIPC-SCALED scored significantly higher on the verbal sub-scale. In addition, factors such as harmony, staff professionalism, security, family and wellbeing showed significant relation to the perpetration behavior. In the interviews, the residents identified circumstances, which affected their behavior within the institutions. This reflected the choices and decisions about how to confront the institutional life. These findings are discussed in terms of existing literature and their practical implications are considered. Keywords: juvenile institutions, incarcerated offenders, perpetration, victimization

Authors: Bruce G. Wilson
Abstract:
The collection of municipal solid waste at the curbside is a complex operation that is repeated daily under varying circumstances around the world. There have been several attempts to develop Monte Carlo simulation models of the waste collection process dating back almost 50 years. Despite this long history, the use of simulation modeling as a planning or optimization tool for waste collection is still extremely limited in practice. Historically, simulation modeling of waste collection systems has been hampered by the limitations of computer hardware and software and by the availability of representative input data. This paper outlines the development of a Monte Carlo simulation model that overcomes many of the limitations contained in previous models. The model uses a general purpose simulation software program that is easily capable of modeling an entire waste collection network. The model treats the stops on a waste collection route as a queue of work to be processed by a collection vehicle (or server). Input data can be collected from a variety of sources including municipal geographic information systems, global positioning system recorders on collection vehicles, and weigh scales at transfer stations or treatment facilities. The result is a flexible model that is sufficiently robust that it can model the collection activities in a large municipality, while providing the flexibility to adapt to changing conditions on the collection route. Keywords: modeling, queues, residential waste collection, Monte Carlo simulation

Authors: Natalie Thorburn
Abstract:
New Zealand legalised and regulated prostitution 13 years ago with the hope of eradicating unsafe or exploitative practices in the sex trade, but the extent to which this has been successful has been hotly contested, with the New Zealand Government denying any existence of sex trafficking and evidence generally indicating the success of the 2004 reform. The aim of the research was therefore to establish the circumstances in which sex trafficking may be occurring without using any previously instrumental gatekeepers of the New Zealand sex industry. 14 survivors of gang, family, or intimate partner trafficking (all of whom had first been trafficked prior to the age of 16) were interviewed, as well as several key informants. It was found that there was a perceived lack of commitment by Police to investigate instances of trafficking, and this was considered to be linked to the legal status of prostitution. The lack of recognition at both community and political levels of the existence and prevalence of trafficking also meant that medical and social service practitioners were unaware trafficking was occurring, and would not know who to refer to if it was disclosed. Participants commonly normalised coercion into sex, seeing this as a continuation of prior sexually abusive experiences that were prevalent in their childhood and early adolescent environments. Their experiences with the helping services were typically either negative or non-existent, and they expressed frustration regarding the absence of justice, the lack of awareness, and health and outcomes they suffered in relation to their experiences of having been trafficked. Barriers to engagement and strategies to facilitate meaningful and sustainable engagement with this population group are therefore presented. Keywords: legalisation, regulation, service access, socio-political context

Abstract:
Background: Despite occupational legislation/standards being in place in the industry, there are many reported health and safety incidents, including both occupational injuries and illnesses in the South African mining industry. Purpose: This systematic literature review aimed to describe and identify the existing gaps in health and safety compliance within the South African mining industry and propose future research areas. Methodology: A systematic literature review was conducted using the key concepts of health and safety, compliance, standards, and mining. A total of 102 papers issued from 1994 to April 2020 were extracted from an online database search, which included a combination of South African and international government OHS legislation documents, policies, standards, reports from the mineral departments and international labour office, qualitative and quantitative journal articles, dissertations, seminars and conference proceedings. Results: The literature review revealed that, though there are laws, regulations, standards to guide the industry on health and safety issues in South Africa, the main challenge is with the compliance with the existing health and safety systems, wherein systems are not being implemented. Conclusion: Gaps between research, policy, and implementation in occupational health practice in the South African mining industry were also identified. Keywords: circumstances, non-compliance, health and safety, standards, mining industry

Authors: Fines Fatimah, SH. MH.
Abstract:
Indonesia is one of the countries that has ratified the UNCRPD (United Nations Convention on the Rights of Persons with Disabilities). The ratification of this convention brings consequences on the adjustment of national legislation with the UNCRPD convention, where this ratification at the same time is a measure in the eyes of the international community that a state party could be consistent with the issues and problems of disability. Persons with disabilities often have little access to justice when they are forced to deal with the criminal justice system. Pursuit of justice through litigation are often not in their favor, therefore without any awareness of law enforcement/awareness of disability will further complicate access to justice for persons with disabilities. Under Article 13 of the UNCRPD, it appeared that the convention requires ratifying states to guarantee equal opportunity and treatment in justice for persons with disabilities. The States should also ensure that any judicial rules must be adapted to the circumstances of persons with disabilities so that people with disabilities can fully participate in all stages of the trial court and, for example, as a witness. Finally, the state must provide training to understand these persons with disabilities (for those who work in the judiciary institution such as police or prison officials). Further, this paper aims to describe problem faced by persons with intellectual disabilities to access justice in Indonesian Criminal Justice System. This paper tries to find and propose the alternative solutions to promote the quality of law enforcement in Indonesia, especially for persons with intellectual disabilities. Keywords: access to justice, Indonesian criminal justice system, intellectual disability, ratifying states

Abstract:
In recent years, the hydraulic behavior of side weirs has been the subject of many investigations. Most of the studies have been in connection with specific problems and have involved models. This is perhaps understandable, since a generalized treatment is made difficult by the large number of possible variables to be used to define the problem. A variety of empirical head discharge relationships have been suggested for side weirs. These empirical approaches failed to adequately consider the actual situation, and produced equations applicable only in circumstances virtually identical to those of the experiment. The present investigation is targeted to study to a greater depth the effect of different trapezium angles of a trapezoidal side weir and study of water surface profile in spatially varied flow with decreasing discharge maintaining the main channel flow subcritical. On the basis of experiment, the relationship between upstream Froude number and coefficient of discharge has been established. All the characteristics of spatially varied flow with decreasing discharge have been studied and subsequently formulated. The scope of the present investigation has been basically limited to a one-dimensional model of flow for the purpose of analysis. A formulation has been derived using the theoretical concept of constant specific energy. Coefficient of discharge has been calculated and experimental results were presented. Keywords: weirs, subcritical flow, rectangular channel, trapezoidal side weir

Abstract:
Determination of maximum elevation of a flowing fluid due to sudden rejection of load in a hydropower facility is of great interest to hydraulic engineers to ensure safety of the hydraulic structures. Several mathematical models exist that employ one-dimensional modeling for the determination of surge but none of these perfectly simulate real-time circumstances. The paper envisages investigation of surge inception and propagation for a Low Head Hydropower project using Computational Fluid Dynamics (CFD) analysis on FLOW-3D software package. The fluid dynamic model utilizes its analysis for surge by employing Reynolds’ Averaged Navier-Stokes Equations (RANSE). The CFD model is designed for a case study at Taunsa hydropower Project in Pakistan. Various scenarios have run through the model keeping in view upstream boundary conditions. The prototype results were then compared with the results of physical model testing for the same scenarios. The results of the numerical model proved quite accurate coherence with the physical model testing and offers insight into phenomenon which are not apparent in physical model and shall be adopted in future for the similar low head projects limiting delays and cost incurred in the physical model testing. Keywords: surge, FLOW-3D, numerical model, Taunsa, RANSE
