502 The Rise of Halal Banking and Financial Products in Post-Soviet Central Asia: A Study of Causative Factors
Authors: Bilal Ahmad Malik
Abstract:
With the fall of Soviet Union in 1991 the whole Central Asian region saw a dramatic rise in Muslim identity, a call back to Islamic legacy. Today, many Central Asian Muslims demand, what Islam has termed legal (Halal) and, avoid what Islam has termed illegal (Haram). The process of Islamic resurgence kicked off very quickly soon after the integration of Central Asian republics with other Muslim geographies through the membership of Organization of Islamic Conference (OIC) and other similar organizations. This interaction proved to be a vital push factor to the already existing indigenous reviving trends and sentiments. As a result, along with many other requirements, Muslim customer demand emerged as navel trend in the market in general and in banking and financial sector in particular. To get this demand fulfilled, the governments of CIS states like Kazakhstan, Uzbekistan, Azerbaijan, Turkmenistan, Kyrgyzstan and Tajikistan introduced Halal banking and financial products in the market. Firstly, the present paper would briefly discuss the core composition of Halal banking and financial products. Then, coming to its major theme, it would try to identify and analyze the causes that lead to the emergence of Islamic banking and finance industry in the Muslim majority Post-Soviet CIS States. Keywords: causes, Central Asia, interest-free banking, Islamic Revival

Authors: Asif Mahmood, Shama Shama, Hao Ni, Hao Wang, Yu Ling, Hui Xu, Shixing Yang, Qais Ahmad Naseer, Wen Zhang
Abstract:
Cardiovirus is a genus of viruses belonging to the family Picornaviridae. Here, we used viral metagenomic techniques to detect the viral nucleic acid in the fecal samples from wild rats in Zhenjiang city in China. Fecal samples were collected from 20 wild rats and pooled into four sample pools and then subjected to libraries construction which were then sequenced on Illumina MiSeq platform. The sequenced reads were analyzed using viral metagenomic analysis pipeline. A novel cardiovirus from feces of a wild rat was identified, named amzj-2018, of which the complete genome was acquired. Phylogenetic analysis based on the complete amino acid sequence of polyprotein revealed that amzj-2018 formed a separate branch located between clusters of Saffold virus and Rat Theilovirus 1 (RTV-1). Phylogenetic analysis based on different regions of the polyproteins, including P1, P2, P3, and P2+P3, respectively, showed discordant trees, where the tree based on P3 region indicated that amzj-2018 clustered separately between Theiler's murine encephalomyelitis virus and RTV-1. The complete genome of a cardiovirus was determined from the feces of wild rats which belonged to a novel type of cardiovirus based on phylogenetic analysis. Whether it is associated with disease needs further investigation. Keywords: cardiovirus, viral metagenomics, genomic organization, phylogenetic analysis

Procedia PDF Downloads 340497 Testicular Dose and Associated Risk from Common Pelvis Radiation Therapy in Iran
Authors: Ahmad Shanei, Milad Baradaran-Ghahfarokhi
Abstract:
This study aimed to investigate testicular dose (TD) and the associated risk of heritable disease from common pelvis radiotherapy of male patients in Iran. In this work, the relation between TD and changes in beam energy, pelvis size, source to skin distance (SSD) and beam directions (anterior or posterior) were also evaluated. The values of TDs were measured on 67 randomly selected male patients during common pelvis radiotherapy using 1.17 and 1.33 MeV, Theratron Cobalt-60 unit at SSD of 80 cm and 9 MV, Neptun 10 PC and 18 MV, GE Saturne 20 at SSD of 100 cm at Seyed-Al Shohada Hospital, Isfahan, Iran. Results showed that the maximum TD was up to 12% of the tumor dose. Considering the risk factor for radiation-induced heritable disorders of 0.1% per Sv, an excess risk of hereditary disorders of 72 per 10000 births was conservatively calculated. There was a significant difference in the measured TD using different treatment machines and energies (P < 0.001). The TD at 100 cm SSD were much less than that for 80 cm SSD (P <0.001). The Pearson Correlation test showed that, as expected, there was a strong correlation between TD and patient’s pelvis size (r = 0.275, P <0.001). Using the student’s t-tests, it was found that, there was not a significant difference between TD and beam direction (P = 0.231). Iranian male patients undergoing pelvic radiotherapy have the potential of receiving a TD of more than 1 Gy which might result in temporary azoospermia. The risk for induction of hereditary disorders in future generations should be considered as low but not negligible in comparison with the correspondent nominal risk. Keywords: pelvis radiotherapy, testicular dose, infertility, hereditary effects

Authors: Maryam Aloshan, Imam Mohammad Ibn Saud, Ahmad Khudair
Abstract:
This study assesses the data governance maturity of nonprofit organizations in Riyadh, Saudi Arabia, using the National Data Maturity Index (NDI) framework developed by the Saudi Data and Artificial Intelligence Authority (SDAIA). Employing a survey designed around the NDI model, data maturity levels were evaluated across 14 dimensions using a 5-point Likert scale. The results reveal a spectrum of maturity levels among the organizations surveyed: while some medium-sized associations reached the ‘Defined’ stage, others, including large associations, fell within the ‘Absence of Capabilities’ or ‘Building’ phases, with no organizations achieving the advanced ‘Established’ or ‘Pioneering’ levels. This variation suggests an emerging recognition of data governance but underscores the need for targeted interventions to bridge the maturity gap. The findings point to a significant opportunity to elevate data governance capabilities in Saudi nonprofits through customized capacity-building initiatives, including training, mentorship, and best practice sharing. This study contributes valuable insights into the digital transformation journey of the Saudi nonprofit sector, aligning with national goals for data-driven governance and organizational efficiency. Keywords: nonprofit organizations-national data maturity index (NDI), Saudi Arabia- SDAIA, data governance, data maturity

Authors: M. T. Z. Butt, T. Ahmad, N. A. Siddiqui
Abstract:
Commercially SA 516 Grade 70 is frequently used for the manufacturing of pressure vessels, boilers and storage tanks etc. in fabrication industry. Heat input is the major parameter during welding that may bring significant changes in the microstructure as well as the mechanical properties. Different welding technique has different heat input rate per unit surface area. Materials with large thickness are dealt with different combination of welding techniques to achieve required mechanical properties. In the present research two schemes: Scheme 1: SMAW (Shielded Metal Arc Welding) & GTAW (Gas Tungsten Arc Welding) and Scheme 2: SMAW & SAW (Submerged Arc Welding) of hybrid welding techniques have been studied. The purpose of these schemes was to study hybrid welding effect on the microstructure and mechanical properties of the weldment, heat affected zone and base metal area. It is significant to note that the thickness of base plate was 12 mm, also welding conditions and parameters were set according to ASME Section IX. It was observed that two different hybrid welding techniques performed on two different plates demonstrated that the mechanical properties of both schemes are more or less similar. It means that the heat input, welding techniques and varying welding operating conditions & temperatures did not make any detrimental effect on the mechanical properties. Hence, the hybrid welding techniques mentioned in the present study are favorable to implicate for the industry using the plate thickness around 12 mm thick. Keywords: grade 70, GTAW, hybrid welding, SAW, SMAW
Procedia PDF Downloads 339494 Optimal Design of Step-Stress Partially Life Test Using Multiply Censored Exponential Data with Random Removals
Authors: Showkat Ahmad Lone, Ahmadur Rahman, Ariful Islam
Abstract:
The major assumption in accelerated life tests (ALT) is that the mathematical model relating the lifetime of a test unit and the stress are known or can be assumed. In some cases, such life–stress relationships are not known and cannot be assumed, i.e. ALT data cannot be extrapolated to use condition. So, in such cases, partially accelerated life test (PALT) is a more suitable test to be performed for which tested units are subjected to both normal and accelerated conditions. This study deals with estimating information about failure times of items under step-stress partially accelerated life tests using progressive failure-censored hybrid data with random removals. The life data of the units under test is considered to follow exponential life distribution. The removals from the test are assumed to have binomial distributions. The point and interval maximum likelihood estimations are obtained for unknown distribution parameters and tampering coefficient. An optimum test plan is developed using the D-optimality criterion. The performances of the resulting estimators of the developed model parameters are evaluated and investigated by using a simulation algorithm. Keywords: binomial distribution, d-optimality, multiple censoring, optimal design, partially accelerated life testing, simulation study

Abstract:
Postural stability, attention level of the archer and particularly the vibrations of the bow itself plays a prominent role in determining the athletes performance. Many techniques and systems had been developing to monitor the parameters of the archers during training. In Malaysia, archery coaches tend to use non-scientific ways that they are familiar with, to evaluate archer performance. An approach that provides more affordable yet accurate systems to the masses and relatively easy system deployment procedure need to be proposed. Hence, this project will address to fulfil the needs. Three area of the archer parameter were included for data monitoring sensors. Attention level can be measured using EEG sensor, centre of mass linked to the postural stability can be measured by foot pressure sensor, and the bow vibrations in three axis will be relayed by the vibrations sensors placed directly on the bow using wireless sensors. Arduino based microcontroller used to relay all the data back to the interfacing systems. Interface systems will be using Python language and C++ framework for user interface and hardware interfacing systems. All sensor data can be observed in real time using the in-house applications, and each sessions can be saved to common files so that coach and the team can have a further discussion and comparisons. Keywords: archery, graphical user interface, microcontroller, wireless sensor, monitoring system

Authors: Ahmad E. Aldousaria, Abdulla Al Kafy
Abstract:
Urbanization is an incessant process that involves the transformation of land use/land cover (LULC), resulting in a reduction of cool land covers and thermal comfort zones (TCZs). This study explores the directional shrinkage of TCZs in Kuwait using Landsat satellite data from 1991 – 2021 to predict the future LULC and TCZ distribution for 2026 and 2031 using cellular automata (CA) and artificial neural network (ANN) algorithms. Analysis revealed a rapid urban expansion (40 %) in SE, NE, and NW directions and TCZ shrinkage in N – NW and SW directions with 25 % of the very uncomfortable area. The predicted result showed an urban area increase from 44 % in 2021 to 47 % and 52 % in 2026 and 2031, respectively, where uncomfortable zones were found to be concentrated around urban areas and bare lands in N – NE and N – NW directions. This study proposes an effective and sustainable framework to control TCZ shrinkage, including zero soil policies, planned landscape design, manmade water bodies, and rooftop gardens. This study will help urban planners and policymakers to make Kuwait an eco–friendly, functional, and sustainable country. Keywords: land cover change, thermal environment, green cover loss, machine learning, remote sensing
Procedia PDF Downloads 227491 Conventional Four Steps Travel Demand Modeling for Kabul New City
Authors: Ahmad Mansoor Stanikzai, Yoshitaka Kajita
Abstract:
This research is a very essential towards transportation planning of Kabul New City. In this research, the travel demand of Kabul metropolitan area (Existing and Kabul New City) are evaluated for three different target years (2015, current, 2025, mid-term, 2040, long-term). The outcome of this study indicates that, though currently the vehicle volume is less the capacity of existing road networks, Kabul city is suffering from daily traffic congestions. This is mainly due to lack of transportation management, the absence of proper policies, improper public transportation system and violation of traffic rules and regulations by inhabitants. On the other hand, the observed result indicates that the current vehicle to capacity ratio (VCR) which is the most used index to judge traffic status in the city is around 0.79. This indicates the inappropriate traffic condition of the city. Moreover, by the growth of population in mid-term (2025) and long-term (2040) and in the case of no development in the road network and transportation system, the VCR value will dramatically increase to 1.40 (2025) and 2.5 (2040). This can be a critical situation for an urban area from an urban transportation perspective. Thus, by introducing high-capacity public transportation system and the development of road network in Kabul New City and integrating these links with the existing city road network, significant improvements were observed in the value of VCR.Keywords: Afghanistan, Kabul new city, planning, policy, urban transportation

Procedia PDF Downloads 165488 Original and the Translated: A Comparative Evaluation of Native and Non-Native English Translations of Faiz
Authors: Anam Nawaz
Abstract:
The present study is an attempt to compare the translations of Faiz’s poetry made by native and non-native translators, to determine the role of the translator in terms of preserving the cultural ethos of the original text. Peter Newmark and Katharine Reiss’s approaches to translation criticism have been used to provide a theoretical framework for the study. This study also emphasizes those cultural and semantic aspects of the original which are translated more convincingly by a native translator, and contrasting those features which the non-natives can tackle more ably. The research also highlights the linguistic sockets, ignored by the interpreters in the translation process. The analysis showed that both native and non-native translators have made an admirable effort to stay as close to the original as possible. The natives with their advantage of belonging to the same culture have excelled in preserving the original subject matter, whereas the non-native renderings have been presented in a much rhythmic and poetic manner with an excellent choice of words. Though none of the four translators has been successfully able to recreate Faiz’s magic, however V. G. Kiernan and Sarvat Rahman’s translations can be regarded as the closest to the original. Whereas V. G. Kiernan with his outstanding command over English mesmerizes the readers, Sarvat Rahman’s profound understanding of cultural ties helps establish her translations as a brilliant example of faithful re-renderings.Keywords: comparative translations, linguistic and cultural constraints, native translators, non-native translators, poetry and translation, Faiz Ahmad Faiz

Authors: Vesna Karapetkovska Hristova, M. Ayaz Ahmad, Julijana Tomovska, Biljana Bogdanova Popov, Blagojce Najdovski
Abstract:
The average total concentrations of heavy metals; (cadmium [Cd], copper [Cu], nickel [Ni], lead [Pb], and zinc [Zn]) were analyzed in soil and vegetables samples collected from the different region of Macedonia during the years 2010-2012. Basic soil properties such as pH, organic matter and clay content were also included in the study. The average concentrations of Cd, Cu, Ni, Pb, Zn in the A horizon (0-30 cm) of agricultural soils were as follows, respectively: 0.25, 5.3, 6.9, 15.2, 26.3 mg kg-1 of soil. We have found that neural networking model can be considered as a tool for prediction and spatial analysis of the processes controlling the metal transfer within the soil-and vegetables. The predictive ability of such models is well over 80% as compared to 20% for typical regression models. A radial basic function network reflects good predicting accuracy and correlation coefficients between soil properties and metal content in vegetables much better than the back-propagation method. Neural Networking / soft computing can support the decision-making processes at different levels, including agro ecology, to improve crop management based on monitoring data and risk assessment of metal transfer from soils to vegetables. Keywords: soft computing approach, total concentrations, heavy metals, agricultural soils
Procedia PDF Downloads 368486 From Genome to Field: Applying Genome Wide Association Study for Sustainable Ascochyta Blight Management in Faba Beans
Authors: Rabia Faridi, Rizwana Maqbool, Umara Sahar Rana, Zaheer Ahmad
Abstract:
Climate change impacts agriculture, notably in Germany, where spring faba beans predominate. However, improved winter hardiness aligns with milder winters, enabling autumn-sown varieties. Genetic resistance to Ascochyta blight is vital for crop integration. Traditional breeding faces challenges due to complex inheritance. This study assessed 224 homozygous faba bean lines for Ascochyta resistance traits. To achieve h²>70%, 12 replicates were required (realized h²=87%). Genetic variation and strong trait correlations were observed. Five lines outperformed 29H, while three were highly susceptible. A genome-wide association study (GWAS) with 188 inbred lines and 2058 markers, including 17 guide SNP markers, identified 12 markers associated with resistance traits, potentially indicating new resistance genes. One guide marker (Vf-Mt1g014230-001) on chromosome III validated a known QTL. The guided marker approach complemented GWAS, facilitating marker-assisted selection for Ascochyta resistance. The Göttingen Winter Bean Population offers promise for resistance breeding. Keywords: genome wide association studies, marker assisted breeding, faba bean, ascochyta blight

Authors: Muhammad Mustaqeem, Musa Kaleem Baloch, Irfan Ullah, Ammarah Luqman, Afshan Ahmad
Abstract:
Flurbiprofen is one of the most potent nonsteroidal anti-inflammatory drugs. It is widely used for relief of pain in patients suffering from rheumatic diseases, migraine, sore throat and primary dysmenorrhea. However, its aqueous solubility is very low and hinders the skin permeation. Thus, it is imperative to develop such a drug delivery systems which can improve its aqueous solubility and hence improve the skin permeation and therapeutic compliance. Microemulsions have been also proven to increase the cutaneous absorption of lipophilic drugs as compared to conventional vehicles. Micro-emulsion is thermodynamically stable emulsion that has the capacity to ‘hide/solubilize’ water-insoluble molecules within a continuous oil phase. Therefore, flurbiprofen was converted to Easters through chemical reactions with alcohols such as methanol, ethanol, propanol and butanol. The product was further treated with hydrazine to get hydrazide. The solubility of the parent drug Flurbiprofen and the products were solubilized in microemulsions formed using various surfactants like ionic, non-ionic and zwitterions. It has been concluded that the product was more soluble than the parent compound. The biological activities of these were also investigated. The outcome was very promising and the product was more active than the parent compound. It, therefore, concluded that in this way, we can not only enhance the solubility of the drug and increase its bioactivity, but also reduce the risk of stomach cancer. Keywords: Flurbiprofen, microemulsion, surfactants, hyrazides

Authors: Ahmad Masduki Bin Selamat, Kang Chia Yang
Abstract:
The International Standard Organization (ISO) is an international consensus on good management practice. It is derived from the Greek word “isos” meaning equal. ISO is aimed to give organization guidelines on what bring quality management system that leads to continuous improvement. The need of quality product is essential these days, especially in the manufacturing and service sectors. The requirement to produce good product is demanded, hence the certification of ISO enables the company to gain the trust from the public. Due to this, organizations whether government or private sectors in Malaysia are going for the ISO certification. However recently there has been an introduction of Islamic standard known as Islamic Standard Institute 2020 (ISI 2020). The ISI standards emphasize more on values that should be in the employees’ mind. By possessing good values, employees will work only for the betterment of the company. Currently only the feelings of being paid for the job exist in the employees’ mind. The non-Malays like Chinese and others, which comprise 40% of the sample size, are not aware about the existence of any Islamic quality system. As for the Malay managers, they support the Islamic quality systems. For them such values are encouraged by religion. By imitating religion, Allah promises a better life in this world and hereafter. Even though ISI 2020 is still new but the majority of Malays would support the need of Islamic quality system. Our findings suggest that integration of these two-quality systems running parallel would bring a better result. Keywords: International Standard Organization (ISO), Islamic standard, quality, ISI 2020

Authors: Bashir Ahmad Aasim, Abdul Khaliq Karimi, Jun Tomiyama
Abstract:
Material aging is one of the vital issues among all the civil, mechanical, and aerospace engineering societies. Sustenance and reliability of concrete, which is the widely used material in the world, is the focal point in civil engineering societies. For few decades, researchers have been able to present some form algorithms that could lead to evaluate a structure globally rather than locally without harming its serviceability and traffic interference. The algorithms could help presenting different methods for evaluating structures non-destructively. In this paper, a non-destructive vibration-based damage detection method is adopted to evaluate two concrete beams, one being in a healthy state while the second one contains a crack on its bottom vicinity. The study discusses that damage in a structure affects modal parameters (natural frequency, mode shape, and damping ratio), which are the function of physical properties (mass, stiffness, and damping). The assessment is carried out to acquire the natural frequency of the sound beam. Next, the vibration response is recorded from the cracked beam. Eventually, both results are compared to know the variation in the natural frequencies of both beams. The study concludes that damage can be detected using vibration characteristics of a structural member considering the decline occurred in the natural frequency of the cracked beam. Keywords: concrete beam, natural frequency, non-destructive testing, vibration characteristics

Authors: Norhanizan U., S. H. Ahmad, N. A. P. Abdullah, G. B. Saleh
Abstract:
Physalis minima from the family of Solanaceae is one of the promising fruits which contains the high amount of vitamin C and other antioxidants as well. However, it is a perishable fruit where the deterioration process will commence if the fruits are not stored in proper conditions. There is not much work has been carried out to study the effects of storage durations on Physalis fruit. Therefore, this study was conducted to determine the effects of 0, 3, 6, and 9 days of storage on postharvest quality of Physalis minima fruits. Total of 120g of uniform sizes of fruits (2.3 to 2.5g) were used for each replication and the experiment was repeated thrice. The fruits were divided equally into four groups with each group labeled according to the days of storage. The fruits were then stored in the cool room for nine days with temperature maintain at 12 ° C. The fruits were analyzed for weight loss, firmness, color (L*, C* and hue angle), titratable acidity (TA), soluble solids concentrations (SSC), pH and ascorbic acids. Data were analyzed using analysis of variance and means was separated using least significant difference (LSD). The storage durations affect the quality characteristics of the fruits. On the day 9, the average of fruit weight loss and fruit firmness decreased about 21 and 24% respectively. The level of ascorbic acids and titrable acidity were also decreased while the soluble solids concentration increased during storage. Thus, in order to retain the quality of the fruits, it is recommended that the Physalis fruit can be stored only up to 6 days at 12 ° C.Keywords: fruit quality, Physalis minima, Solanaceae, storage durations

The responsibility for proper verification becomes crucial with Dynamic Routing. Formal methods can play an essential role in the Routing, development of Networks and testing of distributed systems. Event-B is a formal technique consists of describing rigorously the problem; introduce solutions or details in the refinement steps to obtain more concrete specification, and verifying that proposed solutions are correct. The system is modeled in terms of an abstract state space using variables with set theoretic types and the events that modify state variables. Event-B is a variant of B, was designed for developing distributed systems. In Event-B, the events consist of guarded actions occurring spontaneously rather than being invoked. The invariant state properties must be satisfied by the variables and maintained by the activation of the events. Keywords: dynamic rout RIP, formal method, event-B, pro-B

Abstract:
Present study deals with the taxonomic and ethno medicinal uses of some Pteridophytes species present in District Bagh AJK, Pakistan. The people of District Bagh extensively use Pteridophytes for different purposes. Ethno botanical evidence and Ornamental Potential of the taxa of wild pteridophytes was documented through field trips during 2017-2018, and data was collected through a structured questionnaire, and in-depth interviews were conducted from the natives in the hilly regions. Total of 22 Pteridophytes belonging to 13 genera 9 families were collected. Out of 22 species, one species (Cystoathyriumchinense ) newly record from Pakistan. The most leading family is Pteridaceae, having 9species, followed by Dryopteridaceae, having 4species, and Aspleniaceae having 3species. The remaining families are represented by single species of each. Inhabitants of mountainous and rural zones regularly used these taxa for different remedy, which are not discussed in the previous available literature. The novel remedies reported in this research areCystoathyriumchinense decoction used for irregular menstruation, Cyclosorusopulentus crushed leaves and stem are used for the treatment of stomach disorder.Onychiumlucidumused to treatJaundice, injury, pain dysentery, common cold, and arresting bleeding. Based on these findings, it is further recommended that phytochemical studies should be conducted to explore active chemical constituents for the cure of various diseases. Conservation efforts must be done to conserve many threatened species of the research area. Keywords: adiantum, cancer, pakistan, pteridophytes

Abstract:
Background; The using of clinical decision support systems (CDSSs) may recover unceasing disease organization, which requires regular visits to multiple health professionals, treatment monitoring, disease control, and patient behavior modification. The objective of this survey is to determine if these CDSSs improve the processes of unceasing care including diagnosis, treatment, and monitoring of diseases. Though artificial intelligence is not a new idea it has been widely documented as a new technology in computer science. Numerous areas such as education business, medical and developed have made use of artificial intelligence Methods: The survey covers articles extracted from relevant databases. It uses search terms related to information technology and viral hepatitis which are published between 2000 and 2016. Results: Overall, 80% of studies asserted the profit provided by information technology (IT); 75% of learning asserted the benefits concerned with medical domain;25% of studies do not clearly define the added benefits due IT. The CDSS current state requires many improvements to hold up the management of liver diseases such as HCV, liver fibrosis, and cirrhosis. Conclusion: We concluded that the planned model gives earlier and more correct calculation of hepatitis B and it works as promising tool for calculating of custom hepatitis B from the clinical laboratory data. Keywords: detection, hapataties, observation, disesese

Abstract:
Background: Prenatal asphyxia or birth asphyxia is the medical situation resulting from a newborn infant that lasts long enough during the birth process to cause physical harm, usually to the brain. Human umbilical cord blood (UCB) is a well-established source of hematopoietic stem/progenitor cells (HSPCs) for allogeneic stem cell transplantation. These can be used clinically to care for children with malignant diseases. Low O2 can cause in proliferation and differentiation of stem cells. Method: the cord blood of 11 infants with 3-5 Apgar scores or need to cardiac pulmonary Resuscitation as an asphyxia group and ten normal infants with more than 8 Apgar scores as the normal group was collected, and after isolating hematopoietic stem cells, the cells were cultured in enriched media for 14 days to compare the numbers of colonies by microscope. Results: There was a significant difference in the number of RBC precursor colonies (red colonies) in cultured media with 107 cord blood hematopoietic stem cells of infants who were exposed to hypoxemia in two wells of palate. There was not a significant difference in the number of white cell colonies in the two groups in the two wells of the plate. Conclusion: Hypoxia in the perinatal period can cause the increase of hematopoietic stem cells of cord blood, special red precursor stem cells in vitro, like an increase of red blood cells in the body when exposed to low oxygen conditions. Thus, it will be usable. Keywords: asphyxia, neonre, stem cell, red cell

Abstract:
Green IT or green computing has emerged as a fast growing business paradigm in recent years in order to develop energy-efficient Software and peripheral devices. With the constant evolution of technology and the world critical environmental status, all private and public information technology (IT) businesses are moving towards sustainability. We identified, through systematic literature review and questionnaire survey, 9 motivators, in total, faced by vendors in IT-Outsourcing relationship. Amongst these motivators 7 were ranked as critical motivators. We also identified 21, in total, practices for addressing these critical motivators. Based on these inputs we have developed Green IT-Outsourcing Assurance Model (GITAM) for IT-Outsourcing vendors. The model comprises four different levels. i.e. Initial, White, Green and Grey. Each level comprises different critical motivators and their relevant practices. We conclude that our model, GITAM, will assist IT-Outsourcing vendors in gauging their level in order to manage IT-Outsourcing activities in a green and sustainable fashion to assist the environment and to reduce the carbon emission. The model will assist vendors in improving their current level by suggesting various practices. The model will contribute to the body of knowledge in the field of Green IT.Keywords: Green IT-outsourcing Assurance Model (GITAM), Systematic Literature Review, Empirical Study, Case Study

Abstract:
Strengthening accountability among civil servants has been at the centre of government transformation ever since the country is striving to become a developed nation by the year 2020. One critical area that has become the loci of attention is increasing the accountability of local government by delivering services that are preferred by the communities. This article explores the practices of citizen participation and political accountability in local government in Malaysia. The existing literature has identified a mismatch between the demands of the community and the actual services delivered by the local government. Based upon this framework, this research attempts to examine the linkages between citizen participation and political accountability in selected local governments in Malaysia. This study employs quantitative method involving 1155 respondents who were randomly selected from local government personnel as well as local citizens. The instruments in the questionnaires were adopted from Wang and Wart (2007) who have also studied local government accountability. The findings reveal that respondents are satisfied with the services provided to the community. However, three areas of concerned are the inadequacy of citizens’ participation in programs, immediate actions on complaints as well as the slow response to repair dilapidated basic infrastructures such as roads, park, and recreations. It is recommended that local governments in Malaysia continue to engage the citizens in the decision making process so that the needs and demands of the citizens can be adequately fulfilled. Keywords: citizen participation, political accountability, local government, Malaysia

Abstract:
The use of vitamins has significant effects on the reproductive system of mammals. The present study was conducted to investigate the useful effects of vitamin E on reproductive functions of Teddy bucks. For this purpose, 8 adult Teddy bucks were randomly divided into two treatment groups viz; A (control) and B (vitamin E with dose of 200 mg/kg BW/day). These treatments continued for 12 weeks. Semen quality parameters (volume, motility, sperm morphology and sperm DNA integrity) of experimental bucks of each group was evaluated on weekly basis, while testicular measurements (length, scrotal circumference and weights) were recorded at 0 and 12th week of experiment. Serum concentrations of male sex hormones (testosterone, LH, FSH) and cortisol were recorded fortnightly. Similarly, body weights of bucks were also measured fortnightly until completion of the study. The data were subjected to two-way analysis of variance, followed by Duncan test for multiple mean comparisons. Supplementation of vitamin E improved significantly (P<0.05) the semen quality parameter, body weights, testicular measurements and serum levels of sex hormones. However, there was no effect on serum cortisol. It was concluded from the present study that dietary supplementation of vitamin E has beneficial effects on the semen and hormones in male reproductive system. Keywords: hormones, semen, teddy bucks, testicular measurements
