516 Conceptualizing of Priorities in the Dynamics of Public Administration Contemporary Reforms

Abstract:

The article presents the results of the creative analysis and comparison of trends in the development of the theory of public administration during the period from the second half of the 20th to the beginning of the 21st century. The process of conceptualization of the priorities of public administration in the dynamics of reforming was held under the influence of such factors as globalization, integration, information and technological changes and human rights is examined. The priorities of the social state in the concepts of the second half of the 20th century are studied. Peculiar approaches to determining the priorities of public administration in the countries of "Soviet dictatorship" in Central and Eastern Europe in the same period are outlined. Particular attention is paid to the priorities of public administration regarding the interaction between public power and society and the development of conceptual foundations for the modern managerial process. There is a thought that the dynamics of the formation of concepts of the European governance is characterized by the sequence of priorities: from socio-economic and moral-ethical to organizational-procedural and non-hierarchical ones. The priorities of the "welfare state" were focused on the decent level of material wellbeing of population. At the same time, the conception of "minimal state" emphasized priorities of human responsibility for their own fate under the conditions of minimal state protection. Later on, the emphasis was placed on horizontal ties and redistribution of powers and competences of "effective state" with its developed procedures and limits of responsibility at all levels of government and in close cooperation with the civil society. The priorities of the contemporary period are concentrated on human rights in the concepts of "good governance" and all the following ones, which recognize the absolute priority of public administration with compliance, provision and protection of human rights. There is a proved point of view that civilizational changes taking place under the influence of information and technological imperatives also stipulate changes in priorities, redistribution of emphases and update principles of managerial concepts on the basis of publicity, transparency, departure from traditional forms of hierarchy and control in favor of interactivity and inter-sectoral interaction, decentralization and humanization of managerial processes. The necessity to permanently carry out the reorganization, by establishing the interaction between different participants of public power and social relations, to establish a balance between political forces and social interests on the basis of mutual trust and mutual understanding determines changes of social, political, economic and humanitarian paradigms of public administration and their theoretical comprehension. The further studies of theoretical foundations of modern public administration in interdisciplinary discourse in the context of ambiguous consequences of the globalizational and integrational processes of modern European state-building would be advisable. This is especially true during the period of political transformations and economic crises which are the characteristic of the contemporary Europe, especially for democratic transition countries.

515 Bendability Analysis for Bending of C-Mn Steel Plates on Heavy Duty 3-Roller Bending Machine

Abstract:

Bendability is constrained by maximum top roller load imparting capacity of the machine. Maximum load is encountered during the edge pre-bending stage of roller bending. Capacity of 3-roller plate bending machine is specified by maximum thickness and minimum shell diameter combinations that can be pre-bend for given plate material of maximum width. Commercially available plate width or width of the plate that can be accommodated on machine decides the maximum rolling width. Original equipment manufacturers (OEM) provide the machine capacity chart based on reference material considering perfectly plastic material model. Reported work shows the bendability analysis of heavy duty 3-roller plate bending machine. The input variables for the industry are plate thickness, shell diameter and material property parameters, as it is fixed by the design. Analytical models of equivalent thickness, equivalent width and maximum width based on power law material model were derived to study the bendability. Equation of maximum width provides bendability for designed configuration i.e. material property, shell diameter and thickness combinations within the machine limitations. Equivalent thicknesses based on perfectly plastic and power law material model were compared for four different materials grades of C-Mn steel in order to predict the bend-ability. Effect of top roller offset on the bendability at maximum top roller load imparting capacity is reported.

514 Assessment the Quality of Telecommunication Services by Fuzzy Inferences System

Abstract:

Fuzzy inference method based approach to the forming of modular intellectual system of assessment the quality of communication services is proposed. Developed under this approach the basic fuzzy estimation model takes into account the recommendations of the International Telecommunication Union in respect of the operation of packet switching networks based on IPprotocol. To implement the main features and functions of the fuzzy control system of quality telecommunication services it is used multilayer feedforward neural network.

512 Land-Use Suitability Analysis for Merauke Agriculture Estates

Abstract:

Merauke district in Papua, Indonesia has a strategic position and natural potential for the development of agricultural industry. The development of agriculture in this region is being accelerated as part of Indonesian Government’s declaration announcing Merauke as one of future national food barns. Therefore, land-use suitability analysis for Merauke need to be performed. As a result, the mapping for future agriculture-based industries can be done optimally. In this research, a case study is carried out in Semangga sub district. The objective of this study is to determine the suitability of Merauke land for some food crops. A modified agro-ecological zoning is applied to reach the objective. In this research, land cover based on satellite imagery is combined with soil, water and climate survey results to come up with preliminary zoning. Considering the special characteristics of Merauke community, the agricultural zoning maps resulted based on those inputs will be combined with socio-economic information and culture to determine the final zoning map for agricultural industry in Merauke. Examples of culture are customary rights of local residents and the rights of local people and their own local food patterns. This paper presents the results of first year of the two-year research project funded by The Indonesian Government through MP3EI schema. It shares the findings of land cover studies, the distribution of soil physical and chemical parameters, as well as suitability analysis of Semangga sub-district for five different food plants.

The study focuses on revisiting the effectiveness of Critical Thinking in human mind capability as a major faculty in human life. The tool used as a measurement of this knowledge ability consists of several processes including experience and education background. To emphasize the `Overview` concept, the researcher highlights two major aspects of philosophical approach, they are; Divine Revelation Concept and Modern Scientific Theory. The research compares between the both parties to introduce the Divine Revelation into Modern Scientific theory. 510 On Submaximality in Intuitionistic Topological Spaces

Abstract:

In this study, a minimal submaximal element of LIT(X) (the lattice of all intuitionistic topologies for X, ordered by inclusion) is determined. Afterwards, a new contractive property, intuitionistic mega-connectedness, is defined. We show that the submaximality and mega-connectedness are not complementary intuitionistic topological invariants by identifying those members of LIT(X) which are intuitionistic mega-connected.

509 Subpixel Detection of Circular Objects Using Geometric Property

Abstract:

In this paper, we propose a method for detecting circular shapes with subpixel accuracy. First, the geometric properties of circles have been used to find the diameters as well as the circumference pixels. The center and radius are then estimated by the circumference pixels. Both synthetic and real images have been tested by the proposed method. The experimental results show that the new method is efficient.

507 Development of Mechanisms of Value Creation and Risk Management Organization in the Conditions of Transformation of the Economy of Russia

Abstract:

In modern conditions, scientific judgment of problems in developing mechanisms of value creation and risk management acquires special relevance. Formation of economic knowledge has resulted in the constant analysis of consumer behavior for all players from national and world markets. Effective mechanisms development of the demand analysis, crucial for consumer's characteristics of future production, and the risks connected with the development of this production are the main objectives of control systems in modern conditions. The modern period of economic development is characterized by a high level of globalization of business and rigidity of competition. At the same time, the considerable share of new products and services costs has a non-material intellectual nature. The most successful in Russia is the contemporary development of small innovative firms. Such firms, through their unique technologies and new approaches to process management, which form the basis of their intellectual capital, can show flexibility and succeed in the market. As a rule, such enterprises should have very variable structure excluding the tough scheme of submission and demanding essentially new incentives for inclusion of personnel in innovative activity. Realization of similar structures, as well as a new approach to management, can be constructed based on value-oriented management which is directed to gradual change of consciousness of personnel and formation from groups of adherents included in the solution of the general innovative tasks. At the same time, valuable changes can gradually capture not only innovative firm staff, but also the structure of its corporate partners. Introduction of new technologies is the significant factor contributing to the development of new valuable imperatives and acceleration of the changing values systems of the organization. It relates to the fact that new technologies change the internal environment of the organization in a way that the old system of values becomes inefficient in new conditions. Introduction of new technologies often demands change in the structure of employee’s interaction and training in their new principles of work. During the introduction of new technologies and the accompanying change in the value system, the structure of the management of the values of the organization is changing. This is due to the need to attract more staff to justify and consolidate the new value system and bring their view into the motivational potential of the new value system of the organization.

506 Analyzing the Perception of Social Networking Sites as a Learning Tool among University Students: Case Study of a Business School in India

Abstract:

Universities and higher education institutes are finding it increasingly difficult to engage students fruitfully through traditional pedagogic tools. Web 2.0 technologies comprising social networking sites (SNSs) offer a platform for students to collaborate and share information, thereby enhancing their learning experience. Despite the potential and reach of SNSs, its use has been limited in academic settings promoting higher education. The purpose of this paper is to assess the perception of social networking sites among business school students in India and analyze its role in enhancing quality of student experiences in a business school leading to the proposal of an agenda for future research. In this study, more than 300 students of a reputed business school were involved in a survey of their preferences of different social networking sites and their perceptions and attitudes towards these sites. A questionnaire with three major sections was designed, validated and distributed among  a sample of students, the research method being descriptive in nature. Crucial questions were addressed to the students concerning time commitment, reasons for usage, nature of interaction on these sites, and the propensity to share information leading to direct and indirect modes of learning. It was further supplemented with focus group discussion to analyze the findings. The paper notes the resistance in the adoption of new technology by a section of business school faculty, who are staunch supporters of the classical “face-to-face” instruction. In conclusion, social networking sites like Facebook and LinkedIn provide new avenues for students to express themselves and to interact with one another. Universities could take advantage of the new ways  in which students are communicating with one another. Although interactive educational options such as Moodle exist, social networking sites are rarely used for academic purposes. Using this medium opens new ways of academically-oriented interactions where faculty could discover more about students' interests, and students, in turn, might express and develop more intellectual facets of their lives. hitherto unknown intellectual facets.  This study also throws up the enormous potential of mobile phones as a tool for “blended learning” in business schools going forward.

505 Comparing Transformational Leadership in Successful and Unsuccessful Companies

Abstract:

In this article, while it is attempted to describe the problem and its importance, transformational leadership is studied by considering leadership theories. Issues such as the definition of transformational leadership and its aspects are compared on the basis of the ideas of various connoisseurs and then it (transformational leadership) is examined in successful and unsuccessful companies. According to the methodology, the method of research, hypotheses, population and statistical sample are investigated and research findings are analyzed by using descriptive and inferential statistical methods in the framework of analytical tables. Finally, our conclusion is provided by considering the results of statistical tests. The final result shows that transformational leadership is significantly higher in successful companies than unsuccessful ones P<0.0001).

504 Taking People, Process and Partnership on Board for Participatory Decision Making

Public administration institutions in cooperation with politicians are not the sole policy decision makers in full meaning any longer. Meanwhile, a special role, namely steering the decision making process, could be delegated to them. Despite the wide scientific discussion on different aspects what has direct impact on policy creation, there is a lack of holistic practical managerial advice, which could integrate infrastructure of policy decision making with intellectual capital and with interconnection of partnership. The proposed harmonized decision making model of process, people and partnership entitled by acronym HM-3P is analyzed as a framework for implementation of public administration steering role seeking the coherent social involvement in policy decision making.

501 Family Carers' Experiences in Striving for Medical Care and Finding Their Solutions for Family Members with Mental Illnesses

Abstract:

Wishes and choices being respected, and the right to be supported rather than coerced, have been internationally recognized as the human rights of persons with mental illness. In Taiwan, ‘coerced hospitalization’ has become difficult since the revision of the mental health legislation in 2007. Despite trend towards human rights, the real problem families face when their family members are in mental health crisis is the lack of alternative services. This study aims to explore: 1) When is hospitalization seen as the only solution by family members? 2) What are the barriers for arranging hospitalization, and how are they managed? 3) What have family carers learned, in their experiences of caring for their family members with mental illness? To answer these questions, qualitative approach was adopted, and focus group interviews were taken to collect data. This study includes 24 family carers. The main findings of this research include: First, hospital is the last resort for carers in helplessness. Family carers tend to do everything they could to provide care at home for their family members with mental illness. Carers seek hospitalization only when a patient’s behavior is too violent, weird, and/or abnormal, and beyond their ability to manage. Hospitalization, nevertheless, is never an easy choice. Obstacles emanate from the attitudes of the medical doctors, the restricted areas of ambulance service, and insufficient information from the carers’ part. On the other hand, with some professionals’ proactive assistance, access to medical care while in crisis becomes possible. Some family carers obtained help from the medical doctor, nurse, therapist and social workers. Some experienced good help from policemen, taxi drivers, and security guards at the hospital. The difficulty in accessing medical care prompts carers to work harder on assisting their family members with mental illness to stay in stable states. Carers found different ways of helping the ‘person’ to get along with the ‘illness’ and have better quality of life. Taking back ‘the right to control’ in utilizing medication, from passiveness to negotiating with medical doctors and seeking alternative therapies, are seen in many carers’ efforts. Besides, trying to maintain regular activities in daily life and play normal family roles are also experienced as important. Furthermore, talking with the patient as a person is also important. The authors conclude that in order to protect the human rights of persons with mental illness, it is crucial to make the medical care system more flexible and to make the services more humane: sufficient information should be provided and communicated, and efforts should be made to maintain the person’s social roles and to support the family.

500 New Class of Chaotic Mappings in Symbol Space

Symbolic dynamics studies dynamical systems on the basis of the symbol sequences obtained for a suitable partition of the state space. This approach exploits the property that system dynamics reduce to a shift operation in symbol space. This shift operator is a chaotic mapping. In this article we show that in the symbol space exist other chaotic mappings.

499 Deduction of Fuzzy Autocatalytic Set to Omega Algebra and Transformation Semigroup

498 Quadrilateral Decomposition by Two-Ear Property Resulting in CAD Segmentation

Abstract:

The objective is to split a simply connected polygon into a set of convex quadrilaterals without inserting new boundary nodes. The presented approach consists in repeatedly removing quadrilaterals from the polygon. Theoretical results pertaining to quadrangulation of simply connected polygons are derived from the usual 2-ear theorem. It produces a quadrangulation technique with O(n) number of quadrilaterals. The theoretical methodology is supplemented by practical results and CAD surface segmentation.

497 Performance of Piezoelectric Cooling Fan with Rectangular Blade

Abstract:

Using the numerical and experimental methods, this paper discusses some primary studies on the vibration and cooling performances of the piezoelectric cooling fan with the rectangular blade. When the fan works at its natural frequency, the vibrating displacement is largest and the cooling performance is best. Due to the vibration behavior, the cooling performance is affected by the geometry, material property, and working frequency of the piezoelectric cooling fan.

496 The Control Vector Scheme for Design of Planar Primitive PH curves

Abstract:

The PH curve can be constructed by given parameters, but the shape of the curve is not so easy to image from the value of the parameters. On the contract, Bézier curve can be constructed by the control polygon, and from the control polygon, we can image the figure of the curve. In this paper, we want to use the hodograph of Bézier curve to construct PH curve by selecting part of the control vectors, and produce other control vectors, so the property of PH curve exists.

495 Conformal Invariance in F (R, T) Gravity

Abstract:

In this paper we consider the equation of motion for the F (R, T) gravity on their property of conformal invariance. It is shown that in the general case, such a theory is not conformal invariant. Studied special cases for the functions v and u in which can appear properties of the theory. Also we consider cosmological aspects F (R, T) theory of gravity, having considered particular case F (R, T) = μR+νT^2. Showed that in this case there is a nonlinear dependence of the parameter equation of state from time to time, which affects its evolution.

494 The Design Process of an Interactive Seat for Improving Workplace Productivity

Abstract:

Creative industries’ workers are becoming more prominent as countries move towards intellectual-based economies. Consequently, the nature and essence of the workplace needs to be reconfigured so that creativity and productivity can be better promoted at these spaces. Using a multidisciplinary approach and a user-centered methodology, combining product design, electronic engineering, software and human-computer interaction, we have designed and developed a new seat that uses embedded sensors and actuators to increase the overall well-being of its users, their productivity and their creativity. Our contribution focuses on the parameters that most affect the user’s work on these kinds of spaces, which are, according to our study, noise and temperature. We describe the design process for a new interactive seat targeted at improving workspace productivity.

493 Watermark-based Counter for Restricting Digital Audio Consumption

Abstract:

In this paper we introduce three watermarking methods that can be used to count the number of times that a user has played some content. The proposed methods are tested with audio content in our experimental system using the most common signal processing attacks. The test results show that the watermarking methods used enable the watermark to be extracted under the most common attacks with a low bit error rate.

The COSvd Ciphers has been proposed by Filiol and others (2004). It is a strengthened version of COS stream cipher family denoted COSvd that has been adopted for at least one commercial standard. We propose a distinguish attack on this version, and prove that, it is distinguishable from a random stream. In the COSvd Cipher used one S-Box (10×8) on the final part of cipher. We focus on S-Box and use weakness this S-Box for distinguish attack. In addition, found a leak on HNLL that the sub s-boxes don-t select uniformly. We use this property for an Improve distinguish attack.

491 Chemical Analysis of Available Portland Cement in Libyan Market Using X-Ray Fluorescence

Abstract:

This study compares the quality of different brands of Portland Cement (PC) available in Libyan market. The amounts of chemical constituents like SiO2, Al2O3, Fe2O3, CaO, MgO, SO3 and Lime Saturation Factor (LSF) were determined in accordance with Libyan (L.S.S) and Amrican (A.S.S) Standard Specifications. All the cement studies were found to be good for concrete work especially where no special property is required. The chemical and mineralogical analyses for studied clinker samples show that the dominant phases composition are C3S and C2S while the C3A and C4AF are less abundant.

490 BDD Package Based on Boolean NOR Operation

Abstract:

Binary Decision Diagrams (BDDs) are useful data structures for symbolic Boolean manipulations. BDDs are used in many tasks in VLSI/CAD, such as equivalence checking, property checking, logic synthesis, and false paths. In this paper we describe a new approach for the realization of a BDD package. To perform manipulations of Boolean functions, the proposed approach does not depend on the recursive synthesis operation of the IF-Then-Else (ITE). Instead of using the ITE operation, the basic synthesis algorithm is done using Boolean NOR operation.

489 Deformation Characteristics of Fire Damaged and Rehabilitated Normal Strength Concrete Beams

Abstract:

In recent years, fire accidents have been steadily increased and the amount of property damage caused by the accidents has gradually raised. Damaging building structure, fire incidents bring about not only such property damage but also strength degradation and member deformation. As a result, the building structure undermines its structural ability. Examining the degradation and the deformation is very important because reusing the building is more economical than reconstruction. Therefore, engineers need to investigate the strength degradation and member deformation well, and make sure that they apply right rehabilitation methods. This study aims at evaluating deformation characteristics of fire damaged and rehabilitated normal strength concrete beams through both experiments and finite element analyses. For the experiments, control beams, fire damaged beams and rehabilitated beams are tested to examine deformation characteristics. Ten test beam specimens with compressive strength of 21MPa are fabricated and main test variables are selected as cover thickness of 40mm and 50mm and fire exposure time of 1 hour or 2 hours. After heating, fire damaged beams are air-recurred for 2 months and rehabilitated beams are repaired with polymeric cement mortar after being removed the fire damaged concrete cover. All beam specimens are tested under four points loading. FE analyses are executed to investigate the effects of main parameters applied to experimental study. Test results show that both maximum load and stiffness of the rehabilitated beams are higher than those of the fire damaged beams. In addition, predicted structural behaviors from the analyses also show good rehabilitation effect and the predicted load-deflection curves are similar to the experimental results. For the further, the proposed analytical method can be used to predict deformation characteristics of fire damaged and rehabilitated concrete beams without suffering from time and cost consuming of experimental process.

488 Convergence and Comparison Theorems of the Modified Gauss-Seidel Method

Abstract:

In this paper, the modified Gauss-Seidel method with the new preconditioner for solving the linear system Ax = b, where A is a nonsingular M-matrix with unit diagonal, is considered. The convergence property and the comparison theorems of the proposed method are established. Two examples are given to show the efficiency and effectiveness of the modified Gauss-Seidel method with the presented new preconditioner.

487 Algebras over an Integral Domain and Immediate Neighbors

Abstract:

Let S be an integral domain with field of fractions F and let A be an F-algebra. An S-subalgebra R of A is called S-nice if R∩F = S and the localization of R with respect to S \{0} is A. Denoting by W the set of all S-nice subalgebras of A, and defining a notion of open sets on W, one can view W as a T0-Alexandroff space. A characterization of the property of immediate neighbors in an Alexandroff topological space is given, in terms of closed and open subsets of appropriate subspaces. Moreover, two special subspaces of W are introduced, and a way in which their closed and open subsets induce W is presented.
