In our modern world, more physical transactions are being substituted by electronic transactions (i.e. banking, shopping, and payments), many businesses and companies are performing most of their operations through the internet. Instead of having a physical commerce, internet visitors are now adapting to electronic commerce (e-Commerce). The ability of web users to reach products worldwide can be greatly benefited by creating friendly and personalized online business portals. Internet visitors will return to a particular website when they can find the information they need or want easily. Dealing with this human conceptualization brings the incorporation of Artificial/Computational Intelligence techniques in the creation of customized portals. From these techniques, Fuzzy-Set technologies can make many useful contributions to the development of such a human-centered endeavor as e-Commerce. The main objective of this paper is the implementation of a Paradigm for the Intelligent Design and Operation of Human-Computer interfaces. In particular, the paradigm is quite appropriate for the intelligent design and operation of software modules that display information (such Web Pages, graphic user interfaces GUIs, Multimedia modules) on a computer screen. The human conceptualization of the user personal information is analyzed throughout a Cascaded Fuzzy Inference (decision-making) System to generate the User Ascribe Qualities, which identify the user and that can be used to customize portals with proper Web links.

This issue has taken on importance in recent times, particularly with the increasing trend of digitized battlefield, the development of C4ISR systems and intention to streamline the command and control process at the lowest levels of command. From fundamental and philosophical point of view, these new approaches seek to significantly upgrade and enhance the decision-making process of the tactical commanders.

Abstract:
Image Edge Detection is one of the most important parts of image processing. In this paper, by fuzzy technique, a new method is used to improve digital image edge detection. In this method, a 3x3 mask is employed to process each pixel by means of vicinity. Each pixel is considered a fuzzy input and by examining fuzzy rules in its vicinity, the edge pixel is specified and by utilizing calculation algorithms in image processing, edges are displayed more clearly. Abstract:
Morphological operators transform the original image into another image through the interaction with the other image of certain shape and size which is known as the structure element. Mathematical morphology provides a systematic approach to analyze the geometric characteristics of signals or images, and has been applied widely too many applications such as edge detection, objection segmentation, noise suppression and so on. Fuzzy Mathematical Morphology aims to extend the binary morphological operators to grey-level images. In order to define the basic morphological operations such as fuzzy erosion, dilation, opening and closing, a general method based upon fuzzy implication and inclusion grade operators is introduced. The fuzzy morphological operations extend the ordinary morphological operations by using fuzzy sets where for fuzzy sets, the union operation is replaced by a maximum operation, and the intersection operation is replaced by a minimum operation. In this work, it consists of two articles. In the first one, fuzzy set theory, fuzzy Mathematical morphology which is based on fuzzy logic and fuzzy set theory; fuzzy Mathematical operations and their properties will be studied in details. Fuzzy inference method based approach to the forming of modular intellectual system of assessment the quality of communication services is proposed. Developed under this approach the basic fuzzy estimation model takes into account the recommendations of the International Telecommunication Union in respect of the operation of packet switching networks based on IPprotocol. To implement the main features and functions of the fuzzy control system of quality telecommunication services it is used multilayer feedforward neural network.

Project managers are faced with decision environments and problems in projects that are complex. In this work, case study is Research and Development (R&D) project selection. R&D is an ongoing process for forward thinking technology-based chemical industries. R&D project selection is an important task for organizations with R&D project management. It is a multi-criteria problem which includes both tangible and intangible factors. The ability to make sound decisions is very important to success of R&D projects. Multiple-criteria decision making (MCDM) approaches are major parts of decision theory and analysis. This paper presents all of MCDM approaches for use in R&D project selection. Recently, the green architecture becomes a significant way to a sustainable future. Green building designs involve finding the balance between comfortable homebuilding and sustainable environment. Moreover, the utilization of the new technologies such as artificial intelligence techniques are used to complement current practices in creating greener structures to keep the built environment more sustainable. The most common objectives in green buildings should be designed to minimize the overall impact of the built environment that effect on ecosystems in general and in particularly human health and natural environment. This will lead to protecting occupant health, improving employee productivity, reducing pollution and sustaining the environmental. In green building design, multiple parameters which may be interrelated, contradicting, vague and of qualitative/quantitative nature are broaden to use. This paper presents a comprehensive critical state- ofart- review of current practices based on fuzzy and its combination techniques. Also, presented how green architecture/building can be improved using the technologies that been used for analysis to seek optimal green solutions strategies and models to assist in making the best possible decision out of different alternatives.

One of the main processes of supply chain management is supplier selection process which its accurate implementation can dramatically increase company competitiveness. In presented article model developed based on the features of second tiers suppliers and four scenarios are predicted in order to help the decision maker (DM) in making up his/her mind. In addition two tiers of suppliers have been considered as a chain of suppliers. Then the proposed approach is solved by a method combined of concepts of fuzzy set theory (FST) and linear programming (LP) which has been nourished by real data extracted from an engineering design and supplying parts company. Abstract:
A fuzzy classifier using multiple ellipsoids approximating decision regions for classification is to be designed in this paper. An algorithm called Gustafson-Kessel algorithm (GKA) with an adaptive distance norm based on covariance matrices of prototype data points is adopted to learn the ellipsoids. GKA is able toadapt the distance norm to the underlying distribution of the prototypedata points except that the sizes of ellipsoids need to be determined a priori. To overcome GKA's inability to determine appropriate size ofellipsoid, the genetic algorithm (GA) is applied to learn the size ofellipsoid. With GA combined with GKA, it will be shown in this paper that the proposed method outperforms the benchmark algorithms as well as algorithms in the field.

Abstract:
Quantitative measurements of tumor in general and tumor volume in particular, become more realistic with the use of Magnetic Resonance imaging, especially when the tumor morphological changes become irregular and difficult to assess by clinical examination. However, tumor volume estimation strongly depends on the image segmentation, which is fuzzy by nature. In this paper a fuzzy approach is presented for tumor volume segmentation based on the fuzzy connectedness algorithm. The fuzzy affinity matrix resulting from segmentation is then used to estimate a fuzzy volume based on a certainty parameter, an Alpha Cut, defined by the user. The proposed method was shown to highly affect treatment decisions. A statistical analysis was performed in this study to validate the results based on a manual method for volume estimation and the importance of using the Alpha Cut is further explained.

Researches show that probability-statistical methods application, especially at the early stage of the aviation Gas Turbine Engine (GTE) technical condition diagnosing, when the flight information has property of the fuzzy, limitation and uncertainty is unfounded. Hence the efficiency of application of new technology Soft Computing at these diagnosing stages with the using of the Fuzzy Logic and Neural Networks methods is considered. According to the purpose of this problem training with high accuracy of fuzzy multiple linear and non-linear models (fuzzy regression equations) which received on the statistical fuzzy data basis is made. For GTE technical condition more adequate model making dynamics of skewness and kurtosis coefficients- changes are analysed. Researches of skewness and kurtosis coefficients values- changes show that, distributions of GTE workand output parameters of the multiple linear and non-linear generalised models at presence of noise measured (the new recursive Least Squares Method (LSM)). The developed GTE condition monitoring system provides stage-by-stage estimation of engine technical conditions. Abstract:
In this paper the development of neural network based fuzzy inference system for electricity consumption prediction is considered. The electricity consumption depends on number of factors, such as number of customers, seasons, type-s of customers, number of plants, etc. It is nonlinear process and can be described by chaotic time-series. The structure and algorithms of neuro-fuzzy system for predicting future values of electricity consumption is described. To determine the unknown coefficients of the system, the supervised learning algorithm is used. As a result of learning, the rules of neuro-fuzzy system are formed. The developed system is applied for predicting future values of electricity consumption of Northern Cyprus. The simulation of neuro-fuzzy system has been performed.

Human Resources (HR) selection and training have various implementation possibilities depending on an organization’s abilities and peculiarities. We propose to base HR selection and training decisions about on a competence-based approach. HR selection and training of employees are topical as there is room for improvement in this field; therefore, the aim of the research is to propose rational decision-making approaches for an organization HR selection and training choice. Our proposals are based on the training development and competence-based selection approaches created within previous researches i.e. Analytic-Hierarchy Process (AHP) and Linear Programming. Literature review on non-formal education, competence-based selection, AHP form our theoretical background. Some educational service providers in Latvia offer employees training, e.g. motivation, computer skills, accounting, law, ethics, stress management, etc. that are topical for Public Administration. This paper investigates the optimization problem of multi-product aggregate production planning (APP) with fuzzy data. From a comprehensive viewpoint of conserving the fuzziness of input information, this paper proposes a method that can completely describe the membership function of the performance measure. The idea is based on the well-known Zadeh-s extension principle which plays an important role in fuzzy theory. In the proposed solution procedure, a pair of mathematical programs parameterized by possibility level a is formulated to calculate the bounds of the optimal performance measure at a . Then the membership function of the optimal performance measure is constructed by enumerating different values of a . Solutions obtained from the proposed method contain more information, and can offer more chance to achieve the feasible disaggregate plan. Abstract:
We study different types of aggregation operators and the decision making process with minimization of regret. We analyze the original work developed by Savage and the recent work developed by Yager that generalizes the MMR method creating a parameterized family of minimal regret methods by using the ordered weighted averaging (OWA) operator. We suggest a new method that uses different types of geometric operators such as the weighted geometric mean or the ordered weighted geometric operator (OWG) to generalize the MMR method obtaining a new parameterized family of minimal regret methods. The main result obtained in this method is that it allows to aggregate negative numbers in the OWG operator. This paper considers a comparative analysis of multiple criteria decision making analysis methods for strategic, tactical, and operational decisions in military fighter aircraft selection for the air force fleet planning. The evaluation criteria governing the decision analysis process are determined from the literature for the three existing military combat aircraft. Military fighter aircraft selection problem is structured using "preference analysis for reference ideal solution (PARIS)” approach in multiple criteria decision analysis (MCDMA). Systematic comparisons were made with existing MCDMA methods (PARIS, and TOPSIS) to verify the stability and accuracy of the results obtained. The proposed integrated MCDMA systematic approach is expected to address the issues encountered in the aircraft selection process. The comparative analysis results show that the proposed method is an effective and accurate tool that can help analysts make better strategic, tactical, and operational decisions.

Abstract:
The modern Artificial Narrow Intelligence (ANI) models cannot: a) independently, situationally, and continuously function without of human intelligence, used for retraining and reprogramming the ANI’s models, and b) think, understand, be conscious, and cognize under uncertainty and changing of the environmental objects. To eliminate these shortcomings and build a new generation of Artificial Intelligence systems, the paper proposes a Conception, Model, and Method of Computational Psycholinguistic Cognitive Situational-Fuzzy Self-Controlled Brain and Mind System (CPCSFSCBMSUU). This system uses a neural network as its computational memory, and activates functions of the perception, identification of real objects, fuzzy situational control, and forming images of these objects. These images and objects are used for modeling their psychological, linguistic, cognitive, and neural values of properties and features, the meanings of which are identified, interpreted, generated, and formed taking into account the identified subject area, using the data, information, knowledge, accumulated in the Memory. The functioning of the CPCSFSCBMSUU is carried out by its subsystems of the: fuzzy situational control of all processes, computational perception, identifying of reactions and actions, Psycholinguistic Cognitive Fuzzy Logical Inference, Decision Making, Reasoning, Systems Thinking, Planning, Awareness, Consciousness, Cognition, Intuition, and Wisdom. In doing so are performed analysis and processing of the psycholinguistic, subject, visual, signal, sound and other objects, accumulation and using the data, information and knowledge of the Memory, communication, and interaction with other computing systems, robots and humans in order of solving the joint tasks. To investigate the functional processes of the proposed system, the principles of situational control, fuzzy logic, psycholinguistics, informatics, and modern possibilities of data science were applied. The proposed self-controlled system of brain and mind is oriented on use as a plug-in in multilingual subject applications.

Abstract:
Building information modelling (BIM) is a new technology to enhance the efficiency of project management in the construction industry. In addition to the potential benefits of this useful technology, there are various risks and obstacles to applying it in construction projects. In this study, a decision making approach is presented for risk assessment in BIM adoption in construction projects. Various risk factors of exerting BIM during different phases of the project lifecycle are identified with the help of Delphi method, experts’ opinions and related literature. Afterward, Shannon’s entropy and Fuzzy TOPSIS (Technique for Order Preference by Similarity to Ideal Situation) are applied to derive priorities of the identified risk factors. Results indicated that lack of knowledge between professional engineers about workflows in BIM and conflict of opinions between different stakeholders are the risk factors with the highest priority.

In this study, fuzzy rule-based classifier is used for the diagnosis of congenital heart disease. Congenital heart diseases are defined as structural or functional heart disease. Medical data sets were obtained from Pediatric Cardiology Department at Selcuk University, from years 2000 to 2003. Firstly, fuzzy rules were generated by using medical data. In this paper we propose a robust adaptive fuzzy controller for a class of nonlinear system with unknown dynamic. The method is based on type-2 fuzzy logic system to approximate unknown non-linear function. The design of the on-line adaptive scheme of the proposed controller is based on Lyapunov technique. in this paper, we propose a numerical method for the approximate solution of fuzzy Fredholm functional integral equations of the second kind by using an iterative interpolation. For this purpose, we convert the linear fuzzy Fredholm integral equations to a crisp linear system of integral equations. Abstract:
Need for an appropriate system of evaluating students- educational developments is a key problem to achieve the predefined educational goals. Intensity of the related papers in the last years; that tries to proof or disproof the necessity and adequacy of the students assessment; is the corroborator of this matter. Some of these studies tried to increase the precision of determining question weights in scientific examinations. But in all of them there has been an attempt to adjust the initial question weights while the accuracy and precision of those initial question weights are still under question. Thus In order to increase the precision of the assessment process of students- educational development, the present study tries to propose a new method for determining the initial question weights by considering the factors of questions like: difficulty, importance and complexity; and implementing a combined method of PROMETHEE and fuzzy analytic network process using a data mining approach to improve the model-s inputs. Abstract:
This paper presents the application of finite dynamic programming, specifically the "Markov Chain" model, as part of the decision making process of a company in the cosmetics sector located in the vicinity of Bogota DC. The objective of this process was to decide whether the company should completely reconstruct its wastewater treatment plant or instead optimize the plant through the addition of equipment. The goal of both of these options was to make the required improvements in order to comply with parameters established by national legislation regarding the treatment of waste before it is released into the environment. This technique will allow the company to select the best option and implement a solution for the processing of waste to minimize environmental damage and the acquisition and implementation costs.
