887 Non-Chronological Approach in Crane Girder and Composite Steel Beam Installation: Case Study
Authors: Govindaraj Ramanathan
Abstract:
The time delay and the structural stability are major issues in big size projects due to several factors. Improper planning and poor coordination lead to delay in construction, which sometimes result in reworking or rebuilding. This definitely increases the cost and time of project. This situation stresses the structural engineers to plan out of the limits of contemporary technology utilizing non-chronological approach with creative ideas. One of the strategies to solve this issue is through structural integrity solutions in a cost-effective way. We have faced several problems in a project worth 470 million USD, and one such issue is crane girder installation with composite steel beams. We have applied structural integrity approach with the proper and revised planning schedule to solve the problem efficiently with minimal expenses.

Authors: Boonlert Watjatrakul
Abstract:
Educational institutions increasingly adopt the students-as-customers concept to satisfy their students. Understanding students- perspectives on the use of this business concept in educational institutions is necessary for the institutions to effectively align these perspectives with their management practice. The study investigates whether students in technology and business disciplines have significantly different attitudes toward using the students-as-customers concept in educational institutions and explores the impact of treating students as customers in technology disciplines under students- perspectives. The results from quantitative and qualitative data analyses show that technology students, in contrast to business students, fairly disagree with educational institutions to treat students as customers. Treating students as customers in technology disciplines will have a negative influence on teaching performance, instructor-student relationships and educational institutions- aim, but a positive influence on service quality in educational institutions. The paper discusses the findings and concludes with implications and limitations of the study. Keywords: Education, information technology, students-ascustomers, technology disciplines.

Authors: Cheng-Hsiung Hung, Hong-Jie Dai, Jason Jen-Yen Chen
Abstract:
This paper presents a new approach for intelligent agent communication based on ontology for agent community. DARPA agent markup language (DAML) is used to build the community ontology. This paper extends the agent management specification by the foundation for intelligent physical agents (FIPA) to develop an agent role called community facilitator (CF) that manages community directory and community ontology. CF helps build agent community. Precise description of agent service in this community can thus be achieved. This facilitates agent communication. Furthermore, through ontology update, agents with different ontology are capable of communicating with each other. An example of advanced traveler information system is included to illustrate practicality of this approach.

Authors: K. Vidya, V.Rhymend Uthariaraj
Abstract:
Traffic Engineering (TE) is the process of controlling how traffic flows through a network in order to facilitate efficient and reliable network operations while simultaneously optimizing network resource utilization and traffic performance. TE improves the management of data traffic within a network and provides the better utilization of network resources. Many research works considers intra and inter Traffic Engineering separately. But in reality one influences the other. Hence the effective network performances of both inter and intra Autonomous Systems (AS) are not optimized properly. To achieve a better Joint Optimization of both Intra and Inter AS TE, we propose a joint Optimization technique by considering intra-AS features during inter – AS TE and vice versa. This work considers the important criterion say latency within an AS and between ASes. and proposes a Bi-Criteria Latency optimization model. Hence an overall network performance can be improved by considering this jointoptimization technique in terms of Latency. Keywords: Inter-Domain Routing , Measurement, OptimizationPerformance, Traffic Engineering.

Authors: Chandrika M.J., Lariyah M.S., Alicia Y.C. Tang
Abstract:
Ontology is widely being used as a tool for organizing information, creating the relation between the subjects within the defined knowledge domain area. Various fields such as Civil, Biology, and Management have successful integrated ontology in decision support systems for managing domain knowledge and to assist their decision makers. Gross pollutant traps (GPT) are devices used in trapping and preventing large items or hazardous particles in polluting and entering our waterways. However choosing and determining GPT is a challenge in Malaysia as there are inadequate GPT data repositories being captured and shared. Hence ontology is needed to capture, organize and represent this knowledge into meaningful information which can be contributed to the efficiency of GPT selection in Malaysia urbanization. A GPT Ontology framework is therefore built as the first step to capture GPT knowledge which will then be integrated into the decision support system. This paper will provide several examples of the GPT ontology, and explain how it is constructed by using the Protégé tool. Keywords: Gross pollutant Trap, Ontology, Protégé.

Authors: Nameesh Miglani, Rajeev Saha, R. S. Parihar
Abstract:
Estimation of the quality regarding higher education within a university is practically long drawn process besides being difficult to measure primarily due to lack of a standard scale. National Assessment and Accreditation Council (NAAC) evolved a methodology of assessment which involves self-appraisal by each university/college and an assessment of performance by an expert committee. The attributes involved in assessing a university may not be totally independent from each other thereby necessitating the consideration of interdependencies. The present study focuses on evaluation of assessment criteria using graph theoretic approach and fuzzy treatment of data collected from the students. The technique will provide a suitable platform to university management team to cross check assessment of education quality by considering interdependencies of the attributes using graph theory.

Authors: Kyonghoon Kim, Wonyoung Park, Taeil Park
Abstract:
Aging infrastructures became a serious social problem. This brought out the increased need for the legislation of a new strict guideline for infrastructure management. Although existing guidelines provided basics of how to evaluate and manage the condition of infrastructures, they needed improvements for their evaluation procedures. Most guidelines mainly focused on the structural condition of infrastructures and did not properly reflect service aspects of infrastructures such as performance, public demand, capacity, etc., which were significantly valuable to public. Regardless of the importance, these factors were often neglected in infrastructure evaluations, because they were quite subjective and difficult to quantify in rational manner. Thus, this study proposed a framework to properly identify and evaluate the service indicators. This study showed that service indicators could be grouped into two categories and properly evaluated using AHP and Fuzzy. Overall, proposed framework is expected to assist governmental agency in establishing effective investment strategies for infrastructure improvements. Keywords: Infrastructure, evaluation, serviceability, fuzzy.

Authors: K. Arunachalam, P. Mannar Jawahar
Abstract:
Presently, engine cooling pump is driven by toothed belt. Therefore, the pump speed is dependent on engine speed which varies their output. At normal engine operating conditions (Higher RPM and low load, Higher RPM and high load), mechanical water pumps in existing engines are inevitably oversized and so the use of an electric water pump together with state-of-the-art thermal management of the combustion engine has measurable advantages. Demand-driven cooling, particularly in the cold-start phase, saves fuel (approx 3 percent) and leads to a corresponding reduction in emissions. The lack of dependence on a mechanical drive also results in considerable flexibility in component packaging within the engine compartment. This paper describes the testing and comparison of existing mechanical water pump with that of the electric water pump. When the existing mechanical water pump is replaced with the new electric water pump the percentage gain in system efficiency is also discussed.

However, there are also other pressures on the landscape which must be all taken into consideration when making a decision on the possible restoration of extinct ponds. The research presented here focuses besides others on the restoration of former ponds which could be important for both the flood protection and drought impacts prevention. The first step of the methodology development for the assessment of such areas is the assessment of their present state. In this paper, the results of land use types assessment for 22 localities are presented. These results confirm the assumption that the most present land use type in such areas is the permanent grassland. However, the spectra of land use types present in extinct pond areas is very diverse and include besides others also airport areas and industry.

Therefore, organizations implement information security awareness programs to increase employees’ awareness to further prevention of loss events. However, in many cases these information security awareness programs consist of conventional delivery methods like posters, leaflets, or internal messages to make employees aware of information security policies. Abstract:
Securing instream flows for aquatic ecosystems is critical for sustainable water management and the promotion of human and environmental health. Using a case study from the semiarid region of southern Alberta (Canada) this paper considers how the determination of instream flow standards requires judgments with respect to: (1) The relationship between instream flow indicators and assessments of overall environmental health; (2) The indicators used to determine adequate instream flows, and; (3) The assumptions underlying efforts to model instream flows given data constraints. It argues that judgments in each of these areas have an inherently ethical component because instream flows have direct effects on the water(s) available to meet obligations to humans and non-humans. Evolutionary / Swarm Intelligence algorithms have been extensively used to address the NP problem in grid scheduling. Artificial Bee Colony (ABC) has been proposed for optimization problems based on foraging behaviour of bees. This work proposes a modified ABC algorithm, Cluster Heterogeneous Earliest First Min- Min Artificial Bee Colony (CHMM-ABC), to optimally schedule jobs for the available resources. The proposed model utilizes a novel Heterogeneous Earliest Finish Time (HEFT) Heuristic Algorithm along with Min-Min algorithm to identify the initial food source. Simulation results show the performance improvement of the proposed algorithm over other swarm intelligence techniques.

Authors: Christin Tønseth
Abstract:
The Norwegian ‘knowledge promotion reform’ was implemented in elementary schools and upper secondary schools in 2006. The goal of the reform was that all pupils should develop basic skills and competencies in order to take an active part in the knowledge society. This paper discusses how governmentality as a management principle is demonstrated through the Norwegian ‘knowledge promotion reform’. Evaluation reports and political documents are the basis for the discussion. The ‘knowledge promotion reform’ was including quality assurance for schools, teachers, and students and the authorities retained control by using curricula and national tests. The reform promoted several intentions that were not reached. In light of governmentality, it seemed that thoughts and intentions by the authorities differed from those in the world of practice. The quality assurances did not motivate the practitioners to be self-governing. The relationship between the authorities and the implementation actors was weak, and the reform was, therefore, difficult to implement in practice.

Authors: Saleh Abu Dabous, Khaled Hamad, Rami Al-Ruzouq
Abstract:
Bridge condition assessment and rating provide essential information needed for bridge management. This paper reviews bridge inspection and condition rating practices and introduces a defect-based urgency index. The index is estimated at the element-level based on the extent and severity of the different defects typical to the bridge element. The urgency index approach has the following advantages: (1) It facilitates judgment submission, i.e. instead of rating the bridge element with a specific linguistic overall expression (which can be subjective and used differently by different people), the approach is based on assessing the defects; (2) It captures multiple defects that can be present within a deteriorated element; and (3) It reflects how critical the element is through quantifying critical defects and their severity. The approach can be further developed and validated. It is expected to be useful for practical purposes as an early-warning system for critical bridge elements.

Abstract:
Urban areas have been expanded throughout the globe. Monitoring and modelling urban growth have become a necessity for a sustainable urban planning and decision making. Urban prediction models are important tools for analyzing the causes and consequences of urban land use dynamics. The objective of this research paper is to analyze and model the urban change, which has been occurred from 1990 to 2000 using CORINE land cover maps. The model was developed using drivers of urban changes (such as road distance, slope, etc.) under an Artificial Neural Network modelling approach. Validation was achieved using a prediction map for 2006 which was compared with a real map of Urban Atlas of 2006. The accuracy produced a Kappa index of agreement of 0,639 and a value of Cramer's V of 0,648. These encouraging results indicate the importance of the developed urban growth prediction model which using a set of available common biophysical drivers could serve as a management tool for the assessment of urban change.

Authors: Elke Mackensen
Abstract:
Systems Engineering plays a key role during industrial product development of complex technical systems. The need for systems engineers in industry is growing. But there is a gap between the industrial need and the academic education. Normally the academic education is focused on the domain specific design, implementation and testing of technical systems. Necessary systems engineering expertise like knowledge about requirements analysis, product cost estimation, management or social skills are poorly taught. Thus there is the need of new academic concepts for teaching systems engineering skills. This paper presents a project-orientated training concept to prepare students from different technical degree programs for systems engineering activities. The training concept has been initially implemented and applied in the industrial engineering master program of the University of Applied Sciences Offenburg.
