2265 A Comparative Analysis of Multiple Criteria Decision Making Analysis Methods for Strategic, Tactical, and Operational Decisions in Military Fighter Aircraft Selection

Abstract:
This paper considers a comparative analysis of multiple criteria decision making analysis methods for strategic, tactical, and operational decisions in military fighter aircraft selection for the air force fleet planning. The evaluation criteria governing the decision analysis process are determined from the literature for the three existing military combat aircraft. Military fighter aircraft selection problem is structured using "preference analysis for reference ideal solution (PARIS)” approach in multiple criteria decision analysis (MCDMA). Systematic comparisons were made with existing MCDMA methods (PARIS, and TOPSIS) to verify the stability and accuracy of the results obtained. The proposed integrated MCDMA systematic approach is expected to address the issues encountered in the aircraft selection process. The comparative analysis results show that the proposed method is an effective and accurate tool that can help analysts make better strategic, tactical, and operational decisions.

This paper represents an investigation on how exploiting multiple transmit antennas by OFDM based wireless LAN subscribers can mitigate physical layer error rate. Then by comparing the Wireless LANs that utilize spatial diversity techniques with the conventional ones it will reveal how PHY and TCP throughputs behaviors are ameliorated. In the next step it will assess the same issues based on a cellular context operation which is mainly introduced as an innovated solution that beside a multi cell operation scenario benefits spatio-temporal signaling schemes as well. Presented simulations will shed light on the improved performance of the wide range and high quality wireless LAN services provided by the proposed approach.

Abstract:
Fuzzy set and intuitionistic fuzzy set are dealing with the imprecision and uncertainty inherent in a complex decision problem. However, sometimes these theories are not sufficient to model indeterminate and inconsistent information encountered in real-life problems. To overcome this insufficiency, the neutrosophic set, which is useful in practical applications, is proposed, triangular neutrosophic numbers and trapezoidal neutrosophic numbers are examined, their definitions and applications are discussed. In this study, a decision making algorithm is developed using neutrosophic set processes and an application is given in fighter aircraft selection as an example of a decision making problem. The estimation of the fighter aircraft selection with the neutrosophic multiple criteria decision analysis method is examined.

Abstract:
A given polynomial, possibly with multiple roots, is factored into several lower-degree distinct-root polynomials with natural-order-integer powers. All the roots, including multiplicities, of the original polynomial may be obtained by solving these lowerdegree distinct-root polynomials, instead of the original high-degree multiple-root polynomial directly. The approach requires polynomial Greatest Common Divisor (GCD) computation. The very simple and effective process, “Monic polynomial subtractions" converted trickily from “Longhand polynomial divisions" of Euclidean algorithm is employed. It requires only simple elementary arithmetic operations without any advanced mathematics. Abstract:
Multiple criteria decision making analysis (MCDMA) methods are applied to many real - life problems in different fields of engineering science and technology. The "preference analysis for reference ideal solution (PARIS)" method is proposed for an efficient MCDMA evaluation of decision problems. The multiple criteria aircraft evaluation approach is based on the integrated the mean weight, entropy weight, PARIS, and TOPSIS method, which eliminates the subjective importance weight assignment process. The evaluation criteria were identified from an extensive literature review of aircraft selection process. The aim of this study is to propose an efficient methodology for handling the aircraft selection process in which the proposed method solves effectively the MCDMA problem. A numerical example is presented to demonstrate the applicability and validity of the proposed MCDMA approach.

Abstract:
A multi-rate discrete-time model, whose response agrees exactly with that of a continuous-time original at all sampling instants for any sampling periods, is developed for a linear system, which is assumed to have multiple real eigenvalues. The sampling rates can be chosen arbitrarily and individually, so that their ratios can even be irrational. The state space model is obtained as a combination of a linear diagonal state equation and a nonlinear output equation. Unlike the usual lifted model, the order of the proposed model is the same as the number of sampling rates, which is less than or equal to the order of the original continuous-time system. The method is based on a nonlinear variable transformation, which can be considered as a generalization of linear similarity transformation, which cannot be applied to systems with multiple eigenvalues in general. In this paper, a new MCDMA approach, the permanent analytics process is proposed to assess the immovable valuation criteria and their significance in the placement of the healthcare facility. Five decision factors are considered for the value and selection of immovables. In the multiple factor selection problems, the priority vector of the criteria used to compare several immovables is first determined using the permanent analytics method, a mathematical model for the multiple criteria decisionmaking process. Then, to demonstrate the viability and efficacy of the suggested approach, twenty potential candidate locations were evaluated using the hospital site selection problem's decision criteria. The ranking accuracy of estimation was evaluated using composite programming, which took into account both the permanent analytics process and the weighted multiplicative model.

Abstract:
In this modern era of automation, most of the academic exams and competitive exams are Multiple Choice Questions (MCQ). The responses of these MCQ based exams are recorded in the Optical Mark Reader (OMR) sheet. Evaluation of the OMR sheet requires separate specialized machines for scanning and marking. The sheets used by these machines are special and costs more than a normal sheet. Available process is non-economical and dependent on paper thickness, scanning quality, paper orientation, special hardware and customized software. This study tries to tackle the problem of evaluating the OMR sheet without any special hardware and making the whole process economical. We propose an image processing based algorithm which can be used to read and evaluate the scanned OMR sheets with no special hardware required. It will eliminate the use of special OMR sheet. Responses recorded in normal sheet is enough for evaluation. The objectives of this study are to study Chinese tourist’s Behaviors towards travel and shopping in Bangkok. The research methodology was a quantitative research. The sample of this research was 400 Chinese tourists in Bangkok chosen by the accidental sampling and the purposive sampling. Inferential Statistics Analysis by using the Chi-square statistics. Abstract:
Based on assumptions of neo-classical economics and rational choice / public choice theory, this paper investigates the regulation of industrial land use in Taiwan by homeowners associations (HOAs) as opposed to traditional government administration. The comparison, which applies the transaction cost theory and a polynomial regression analysis, manifested that HOAs are superior to conventional government administration in terms of transaction costs and overall efficiency. A case study that compares Taiwan-s commonhold industrial park, NangKang Software Park, to traditional government counterparts using limited data on the costs and returns was analyzed. This empirical study on the relative efficiency of governmental and private institutions justified the important theoretical proposition. Abstract:
In this paper, a target signal detection method using multiple signal classification (MUSIC) algorithm is proposed. The MUSIC algorithm is a subspace-based direction of arrival (DOA) estimation method. The algorithm detects the DOAs of multiple sources using the inverse of the eigenvalue-weighted eigen spectra. To apply the algorithm to target signal detection for GSC-based beamforming, we utilize its spectral response for the target DOA in noisy conditions. For evaluation of the algorithm, the performance of the proposed target signal detection method is compared with that of the normalized cross-correlation (NCC), the fixed beamforming, and the power ratio method. Experimental results show that the proposed algorithm significantly outperforms the conventional ones in receiver operating characteristics(ROC) curves.Keywords: Beamforming, direction of arrival, multiple signal classification, target signal detection.

This paper describes a proposed support system which enables applications designers to effectively create VR applications using multiple haptic APIs. When the VR designers create applications, it is often difficult to handle and understand many parameters and functions that have to be set in the application program using documentation manuals only. This complication may disrupt creative imagination and result in inefficient coding. So, we proposed the support application which improved the efficiency of VR applications development and provided the interactive components of confirmation of operations with haptic sense previously. In this paper, we describe improvements of our former proposed support application, which was applicable to multiple APIs and haptic devices, and evaluate the new application by having participants complete VR program. This project could generate significant organizational change to improve the functioning of the organization. In fact, quality is becoming a necessity in the current business world. It is considered to be a major component in companies’ competitive strategies. It should be noted that quality management is characterized by a set of methods and techniques that can be used to solve malfunctions and reorganize companies. It is useful to point out that the choice of the adoption of the quality approach could be influenced by the circumstances of the business context, it could also be derived from its strategic vision; this means that this choice can be characterized as either a strategic aspect or a reactive aspect. This would probably have a major impact on the functioning of the QMS and also on the perception of the quality issue by company managers and their employees.

Due to high dynamics in current markets the expectations regarding logistics increase steadily. However, the complexity and variety of products and production make it difficult to understand the interdependencies between logistical objectives and their determining factors. Therefore specific models are needed to meet this challenge. The Logistic Operating Curves Theory is such a model. With its aid the basic correlations between the logistic objectives can be described. Within this model the capacity flexibility represents an important parameter. However, a proper mathematical description for this parameter is still missing. Within this paper such a description will be developed in order to make the Logistic Operating Curves Theory more accurate.

Abstract:
Graph partitioning is a NP-hard problem with multiple conflicting objectives. The graph partitioning should minimize the inter-partition relationship while maximizing the intra-partition relationship. Furthermore, the partition load should be evenly distributed over the respective partitions. Therefore this is a multiobjective optimization problem (MOO). One of the approaches to MOO is Pareto optimization which has been used in this paper. The proposed methods of this paper used to improve the performance are injecting best solutions of previous runs into the first generation of next runs and also storing the non-dominated set of previous generations to combine with later generation's non-dominated set. These improvements prevent the GA from getting stuck in the local optima and increase the probability of finding more optimal solutions. Finally, a simulation research is carried out to investigate the effectiveness of the proposed algorithm. Abstract:
Anticholinergic medication has been associated with events such as falls, delirium, and cognitive impairment in older patients. To further assess this, anticholinergic burden scores have been developed to quantify risk. A risk model based on clustering was deployed in a healthcare management system to cluster patients into multiple risk groups according to anticholinergic burden scores of multiple medicines prescribed to patients to facilitate clinical decision-making. To do so, anticholinergic burden scores of drugs were extracted from the literature which categorizes the risk on a scale of 1 to 3. Given the patients’ prescription data on the healthcare database, a weighted anticholinergic risk score was derived per patient based on the prescription of multiple anticholinergic drugs. This study was conducted on 300,000 records of patients currently registered with a major regional UK-based healthcare provider. The weighted risk scores were used as inputs to an unsupervised learning algorithm (mean-shift clustering) that groups patients into clusters that represent different levels of anticholinergic risk. This work evaluates the association between the average risk score and measures of socioeconomic status (index of multiple deprivation) and health (index of health and disability). The clustering identifies a group of 15 patients at the highest risk from multiple anticholinergic medication. Our findings show that this group of patients is located within more deprived areas of London compared to the population of other risk groups. Furthermore, the prescription of anticholinergic medicines is more skewed to female than male patients, suggesting that females are more at risk from this kind of multiple medication. The risk may be monitored and controlled in a healthcare management system that is well-equipped with tools implementing appropriate techniques of artificial intelligence.

Abstract:
Line-of-sight (LOS) information, data rates, good quality, and flexible network service are limited by the fact that, for the duration of any given connection, they experience severe variation in signal strength due to fading and path loss. Wireless system faces major challenges in achieving wide coverage and capacity without affecting the system performance and to access data everywhere, all the time. In this paper, the cell coverage and edge rate of different Multiple-input multiple-output (MIMO) schemes in 20 MHz Long Term Evolution (LTE) system under Unmanned Air Vehicles (UAV) platform are investigated. After some background on the enormous potential of UAV, MIMO, and LTE in wireless links, the paper highlights the presented system model which attempts to realize the various benefits of MIMO being incorporated into UAV platform. The performances of the three MIMO LTE schemes are compared with the performance of 4x4 MIMO LTE in UAV scheme carried out to evaluate the improvement in cell radius, BER, and data throughput of the system in different morphology. The results show that significant performance gains such as bit error rate (BER), data rate, and coverage can be achieved by using the presented scenario.Keywords: BER, LTE, MIMO, path loss, UAV.

Modifying of agent behavior in the time varying environment will be provided by learning fuzzyneural networks and optimization of their parameters with using genetic algorithms in development system FUZNET. Project managers are the ultimate responsible for the overall characteristics of a project, i.e. they should deliver the project on time with minimum cost and with maximum quality. It is vital for any manager to decide a trade-off between these conflicting objectives and they will be benefited of any scientific decision support tool. Our work will try to determine optimal solutions (rather than a single optimal solution) from which the project manager will select his desirable choice to run the project. In this paper, the problem in project scheduling notated as (1,T|cpm,disc,mu|curve:quality,time,cost) will be studied. The problem is multi-objective and the purpose is finding the Pareto optimal front of time, cost and quality of a project (curve:quality,time,cost), whose activities belong to a start to finish activity relationship network (cpm) and they can be done in different possible modes (mu) which are non-continuous or discrete (disc), and each mode has a different cost, time and quality . The project is constrained to a non-renewable resource i.e. money (1,T). Because the problem is NP-Hard, to solve the problem, a meta-heuristic is developed based on a version of genetic algorithm specially adapted to solve multi-objective problems namely FastPGA. Abstract:
Classification is an important data mining technique and could be used as data filtering in artificial intelligence. The broad application of classification for all kind of data leads to be used in nearly every field of our modern life. Classification helps us to put together different items according to the feature items decided as interesting and useful. In this paper, we compare two classification methods Naïve Bayes and ADTree use to detect spam e-mail. This choice is motivated by the fact that Naive Bayes algorithm is based on probability calculus while ADTree algorithm is based on decision tree. The parameter settings of the above classifiers use the maximization of true positive rate and minimization of false positive rate. The experiment results present classification accuracy and cost analysis in view of optimal classifier choice for Spam Detection. Cortisol is essential to the regulation of the immune system and yawning is a pathological symptom of multiple sclerosis (MS). Electromyography activity (EMG) in the jaw muscles typically rises when the muscles are moved and with yawning is highly correlated with cortisol levels in healthy people. Saliva samples from 59 participants were collected at the start and after yawning, or at the end of the presentation of yawning-provoking stimuli, in the absence of a yawn, together with EMG data and questionnaire data: Hospital Anxiety and Depression Scale, Yawning Susceptibility Scale, General Health Questionnaire, demographic, health details. Exclusion criteria: chronic fatigue, diabetes, fibromyalgia, heart condition, high blood pressure, hormone replacement therapy, multiple sclerosis, stroke. Significant differences were found between the saliva cortisol samples for the yawners, t (23) = -4.263, p = 0.000, as compared with the non-yawners between rest and post-stimuli, which was nonsignificant. Significant evidence was found to support the Thompson Cortisol Hypothesis suggesting that rises in cortisol levels are associated with yawning. Further research is exploring the use of cortisol as an early diagnostic tool for MS. Multiple sclerosis (MS) is a chronic, often disabling disease in which the immune system attacks the myelin sheath of neurons in the central nervous system. The purpose of this study was to explore the correlation between the Behavioral Inhibition/Approach System (BIS-BAS) and Perceived Stress (PS), while controlling for White Blood Cell (WBC) count. 60 MS patients (36.7% male, 63.3% female; aged 15-65 years) participated in this study. They completed a demographic questionnaire, underwent a complete blood cell (CBC) test, filled out the Behavioral Activation and Behavioral Inhibition Scale (BIS-BAS), and responded to the Perceived Stress Questionnaire (PSS-14). The results indicated a significant relationship between the BAS-Reward Responsiveness (BAS-RR) subscale and PS, particularly in a subset of MS patients with increased WBC counts.

Abstract:
This paper is interested in two difficulties encountered in practice when observing a continuous time process. The first is that we cannot observe a process over a time interval; we only take discrete observations. The second is the process frequently observed with a constant additive error. It is important to give an estimator of the spectral density of such a process taking into account the additive observation error and the choice of the discrete observation times. In this work, we propose an estimator based on the spectral smoothing of the periodogram by the polynomial Jackson kernel reducing the additive error. In order to solve the aliasing phenomenon, this estimator is constructed from observations taken at well-chosen times so as to reduce the estimator to the field where the spectral density is not zero. We show that the proposed estimator is asymptotically unbiased and consistent. Thus we obtain an estimate solving the two difficulties concerning the choice of the instants of observations of a continuous time process and the observations affected by a constant error.

Abstract:
We report on a high-speed quantum cryptography system that utilizes simultaneous entanglement in polarization and in “time-bins". With multiple degrees of freedom contributing to the secret key, we can achieve over ten bits of random entropy per detected coincidence. In addition, we collect from multiple spots o the downconversion cone to further amplify the data rate, allowing usto achieve over 10 Mbits of secure key per second.Keywords: Downconversion, Hyper-entanglement, Quantum Cryptography

Abstract:
The paper proposes and validates a new method of solving instances of the vehicle routing problem (VRP). The approach is based on a multiple agent system paradigm. The paper contains the VRP formulation, an overview of the multiple agent environment used and a description of the proposed implementation. The approach is validated experimentally. The experiment plan and the discussion of experiment results follow.

Abstract:
Project managers are the ultimate responsible for the overall characteristics of a project, i.e. they should deliver the project on time with minimum cost and with maximum quality. It is vital for any manager to decide a trade-off between these conflicting objectives and they will be benefited of any scientific decision support tool. Our work will try to determine optimal solutions (rather than a single optimal solution) from which the project manager will select his desirable choice to run the project. In this paper, the problem in project scheduling notated as (1,T|cpm,disc,mu|curve:quality,time,cost) will be studied. The problem is multi-objective and the purpose is finding the Pareto optimal front of time, cost and quality of a project (curve:quality,time,cost), whose activities belong to a start to finish activity relationship network (cpm) and they can be done in different possible modes (mu) which are non-continuous or discrete (disc), and each mode has a different cost, time and quality . The project is constrained to a non-renewable resource i.e. money (1,T). Because the problem is NP-Hard, to solve the problem, a meta-heuristic is developed based on a version of genetic algorithm specially adapted to solve multi-objective problems namely FastPGA. Abstract:
This paper discusses the use of a computerized test to measure the decision-making abilities of teenage basketball players in Singapore. There are five sections in this test – Competitive state anxiety inventory-2 (CSAI-2) questionnaire (measures player’s cognitive anxiety, somatic anxiety and self-confidence), Corsi block-tapping task (measures player’s short-term spatial memory), situation awareness global assessment technique (SAGAT) (measures players’ situation awareness in a basketball game), multiple choice questions on basketball knowledge (measures players’ knowledge of basketball rules and concepts), and lastly, a learning test that requires participants to recall and recognize basketball set plays (measures player’s ability to learn and recognize set plays). A total of 25 basketball players, aged 14 to 16 years old, from three secondary school teams participated in this experiment. The results that these basketball players obtained from this cognitive test were then used to compare with their physical fitness and basketball performance.

Abstract:
Fighter aircraft selection is one of the most critical strategies for defense multiple criteria decision-making analysis to increase the decisive power of air defense and its superior power in the defense strategy. Vague set theory is an adequate approach for modeling vagueness, uncertainty, and imprecision in decision-making problems. This study integrates vague set theory and the technique for order of preference by similarity to ideal solution (TOPSIS) to support fighter aircraft selection. The proposed method is applied in the selection of fighter aircraft for the Air Force. In the proposed approach, the ratings of alternatives and the importance weights of criteria for fighter aircraft selection are represented by the vague set theory. Finally, an illustrative example for fighter aircraft selection is given to demonstrate the applicability and effectiveness of the proposed approach. The fighter aircraft candidates were selected under six criteria including costability, payloadability, maneuverability, speedability, stealthility, and survivability. Analysis results show that the best fighter aircraft is selected with the highest closeness coefficient value. The proposed method can also be applied to solve other multiple criteria decision analysis problems.

Abstract:
Three new algorithms based on minimization of autocorrelation of transmitted symbols and the SLM approach which are computationally less demanding have been proposed. In the first algorithm, autocorrelation of complex data sequence is minimized to a value of 1 that results in reduction of PAPR. Second algorithm generates multiple random sequences from the sequence generated in the first algorithm with same value of autocorrelation i.e. 1. Out of these, the sequence with minimum PAPR is transmitted. Third algorithm is an extension of the second algorithm and requires minimum side information to be transmitted. Multiple sequences are generated by modifying a fixed number of complex numbers in an OFDM data sequence using only one factor. The multiple sequences represent the same data sequence and the one giving minimum PAPR is transmitted. Simulation results for a 256 subcarrier OFDM system show that significant reduction in PAPR is achieved using the proposed algorithms.

Abstract:
The multiple traveling salesman problem (mTSP) can be used to model many practical problems. The mTSP is more complicated than the traveling salesman problem (TSP) because it requires determining which cities to assign to each salesman, as well as the optimal ordering of the cities within each salesman's tour. Previous studies proposed that Genetic Algorithm (GA), Integer Programming (IP) and several neural network (NN) approaches could be used to solve mTSP. This paper compared the results for mTSP, solved with Genetic Algorithm (GA) and Nearest Neighbor Algorithm (NNA). The number of cities is clustered into a few groups using k-means clustering technique. The number of groups depends on the number of salesman. Then, each group is solved with NNA and GA as an independent TSP. It is found that k-means clustering and NNA are superior to GA in terms of performance (evaluated by fitness function) and computing time.Keywords: Multiple Traveling Salesman Problem, GeneticAlgorithm, Nearest Neighbor Algorithm, k-Means Clustering.
