Abstract:
Tanzania Secondary Schools e-Learning (TanSSe-L) system is a customized learning management system (LMS) developed to enable ICT support in teaching and learning functions. Methodologies involved in the development of TanSSe-L system are Object oriented system analysis and design with UML to create and model TanSSe-L system database structure in the form of a design class diagram, Model Driven Architecture (MDA) to provide a well defined process in TanSSe-L system development, where MDA conceptual layers were integrated with system development life cycle and customization of open source learning management system which was used during implementation stage to create a timely functional TanSSe-L system. Before customization, a base for customization was prepared. This was the manual transformation from TanSSe-L system platform independent models (PIM) to TanSSe-L system specific PIM. This paper presents how Moodle open source LMS was analyzed and prepared to be the TanSSe-L system specific PIM as applied by MDA.

Abstract:
Despite the appropriate characteristics of 177Lu and DOTATOC, to our best knowledge, the therapeutic benefit of 177Lu-DOTATOC complex in breast cancer has not been reported until now. In this study, biodistribution of 177Lu-DOTA-TOC in mouse tumor model for evaluation of possible utilization of this complex in breast cancer treatment was investigated.177Lu was prepared with the specific activity of 2.6-3 GBq.mg-1 and radionuclidic purity higher than 99%. The radiolabeled complex was prepared in the optimized conditions with the radiochemical purity higher than 99%. The final solution was injected to the BALB/c mice with adenocarcinoma breast cancer. The biodistribution results showed major accumulation in the kidneys as the major excretion route and the somatostatin receptor-positive tissues such as pancreas compared with the other tissues. Also, significant uptake was observed in tumor even in longer time after injection. According to the results obtained in this research study, somatostatin receptors expressed in breast cancers can be targeted with DOTATOC analogues especially with 177Lu-DOTATOC as an ideal therapeutic agent.

Abstract:
Problems exist in the present construction industry in China. Conflicts hinder the development of the whole society, such as contradictions between resource reservation and a huge population, living space needs and low building production efficiency, as well as environment protection and high pollution production pattern. In order to solve the problems and find a solution, research is needed to explore a building system. By investigating the whole architectural process and contrasting analysis of light structures and heavy structures, the paper raised the concepts to cope with the existing challenges, such as design conception based on product and real construction processes, design methods focusing on components, and maximum utilization of the temporary building by optimizing the construction speed and building performance. The project was not only designed in virtual reality, but was also physically constructed in the real world. A series of aluminum light structure housing systems were dictated at last, with the characteristics of high performance, extremely rapid construction speed and also flexible function. It can be used in lots of aspects ranging from a single building in a remote area to a large residential community.

With the increase of economic behavior and the upgrade of living standar, the ratio for people in Taiwan who own automobiles and motorcycles have recently increased with multiples. Therefore, parking issues will be a big challenge to facilitate traffic network and ensure urban life quality. The Parking Guidance and Information System is one of important systems for Advanced Traveler Information Services (ATIS). This research proposes a parking guidance and information system which integrates GPS and 3G network for a map on the Geographic Information System to solution inadequate of roadside information kanban. The system proposed in this study mainly includes Parking Host, Parking Guidance and Information Server, Geographic Map and Information System as well as Parking Guidance and Information Browser. Transportation is an essential need for many people to go to their work, school, and home. In particular, the main common method inside many cities is to drive the car. Driving a car can be an easy job to reach the destination and load all stuff in a reasonable time. However, deciding to find a parking lot for a car can take a long time using the traditional system that can issue a paper ticket for each customer. The old system cannot guarantee a parking lot for all customers. Also, payment methods are not always available, and many customers struggled to find their car among a numerous number of cars. As a result, this research focuses on providing an online smart parking system in order to save time and budget. Abstract:
The main objective of this paper is to investigate the enhancement of power system stability via coordinated tuning of Power System Stabilizers (PSSs) in a multi-machine power system. The design problem of the proposed controllers is formulated as an optimization problem. Chaotic catfish particle swarm optimization (C-Catfish PSO) algorithm is used to minimize the ITAE objective function. The proposed algorithm is evaluated on a two-area, 4- machines system. The robustness of the proposed algorithm is verified on this system under different operating conditions and applying a three-phase fault. The nonlinear time-domain simulation results and some performance indices show the effectiveness of the proposed controller in damping power system oscillations and this novel optimization algorithm is compared with particle swarm optimization (PSO).Keywords: Power system stabilizer, C-Catfish PSO, ITAE objective function, Power system control, Multi-machine power system

Abstract:
The electromagnetic spectrum is a natural resource and hence well-organized usage of the limited natural resources is the necessities for better communication. The present static frequency allocation schemes cannot accommodate demands of the rapidly increasing number of higher data rate services. Therefore, dynamic usage of the spectrum must be distinguished from the static usage to increase the availability of frequency spectrum. Cognitive radio is not a single piece of apparatus but it is a technology that can incorporate components spread across a network. It offers great promise for improving system efficiency, spectrum utilization, more effective applications, reduction in interference and reduced complexity of usage for users. Cognitive radio is aware of its environmental, internal state, and location, and autonomously adjusts its operations to achieve designed objectives. It first senses its spectral environment over a wide frequency band, and then adapts the parameters to maximize spectrum efficiency with high performance. This paper only focuses on the analysis of Bit-Error-Rate in cognitive radio by using Particle Swarm Optimization Algorithm. Abstract:
In MANET, mobile nodes communicate with each other using the wireless channel where transmission takes place with significant interference. The wireless medium used in MANET is a shared resource used by all the nodes available in MANET. Packet reserving is one important resource management scheme which controls the allocation of bandwidth among multiple flows through node cooperation in MANET. This paper proposes packet reserving and clogging control via Routing Aware Packet Reserving (RAPR) framework in MANET. It mainly focuses the end-to-end routing condition with maximal throughput. RAPR is complimentary system where the packet reserving utilizes local routing information available in each node. Path setup in RAPR estimates the security level of the system, and symbolizes the end-to-end routing by controlling the clogging. RAPR reaches the packet to the destination with high probability ratio and minimal delay count. The standard performance measures such as network security level, communication overhead, end-to-end throughput, resource utilization efficiency and delay measure are considered in this work. The results reveals that the proposed packet reservation and clogging control via Routing Aware Packet Reserving (RAPR) framework performs well for the above said performance measures compare to the existing methods.

Increasing user comfort and reducing operation costs have always been primary objectives of lighting control strategies in a building. This paper proposes an architecture of the lighting control system for a daylit office. The system consists of the lighting controller, A/D & D/A converter, dimmable LED lights, and the lighting management software. Verification tests are conducted using the proposed system specialized for the interior lighting of a open-plan office. The results showed the proposed architecture of the lighting system would improve the overall system reliability, lower the system cost, and provide ease of installation and maintenance.Keywords: control, dimming, LED, lighting.

Bandwidth allocation in wired network is less complex and to allocate bandwidth in wireless networks is complex and challenging, due to the mobility of source end system.This paper proposes a new approach to bandwidth allocation to higher and lower priority mobile nodes.In our proposal bandwidth allocation to new mobile node is based on bandwidth utilization of existing mobile nodes.The first section of the paper focuses on introduction to bandwidth allocation in wireless networks and presents the existing solutions available for allocation of bandwidth. The second section proposes the new solution for the bandwidth allocation to higher and lower priority nodes. In patients with acute lymphoblastic leukaemia (ALL), treatment response is increasingly evaluated with minimal residual disease (MRD) analyses. Flow Cytometry (FCM) is a fast and sensitive method to detect MRD. However, the interpretation of these multi-parametric data requires intensive operator training and experience. This paper presents a pipeline-software, as a ready-to-use FCM-based MRD-assessment tool for the daily clinical practice for patients with ALL. The new tool increases accuracy in assessment of FCM-MRD in samples which are difficult to analyse by conventional operator-based gating since computer-aided analysis potentially has a superior resolution due to utilization of the whole multi-parametric FCM-data space at once instead of step-wise, two-dimensional plot-based visualization. The system developed as a telemedical network reduces the work-load and lab-costs, staff-time needed for training, continuous quality control, operator-based data interpretation. It allows dissemination of automated FCM-MRD analysis to medical centres which have no established expertise for the benefit of an even larger community of diseased children worldwide. We established a telemedical network system for analysis and clinical follow-up and treatment monitoring of Leukaemia. Separate collection system for recyclable wastes in the Helsinki region was ranked second best of European capitals. The collection system includes paper, cardboard, glass, metals and biowaste. Residual waste is collected and used in energy production. The collection system excluding paper is managed by the Helsinki Region Environmental Services HSY, a public organization owned by four municipalities (Helsinki, Espoo, Kauniainen and Vantaa). Paper collection is handled by the producer responsibility scheme. The efficiency of the collection system in the Helsinki region relies on a good coverage of door-to-door-collection. All properties with 10 or more dwelling units are required to source separate biowaste and cardboard. This covers about 75% of the population of the area. The obligation is extended to glass and metal in properties with 20 or more dwelling units. Other success factors include public awareness campaigns and a fee system that encourages recycling. As a result of waste management regulations for source separation of recyclables and biowaste, nearly 50 percent of recycling rate of household waste has been reached. For households and small and medium size enterprises, there is a sorting station fleet of five stations available. More than 50 percent of wastes received at sorting stations is utilized as material. The separate collection of plastic packaging in Finland will begin in 2016 within the producer responsibility scheme. HSY started supplementing the national bring point system with door-to-door-collection and pilot operations will begin in spring 2016. The result of plastic packages pilot project has been encouraging. Until the end of 2016, over 3500 apartment buildings have been joined the piloting, and more than 1800 tons of plastic packages have been collected separately. In the summer 2015 a novel partial flow digestion process combining digestion and tunnel composting was adopted for source separated household and commercial biowaste management. The product gas form digestion process is converted in to heat and electricity in piston engine and organic Rankine cycle process with very high overall efficiency. This paper describes the efficient collection system and discusses key success factors as well as main obstacles and lessons learned as well as the partial flow process for biowaste management.

Protection system hidden failures have been identified as one of the main causes of system cascading collapse resulting to power system instability. In this paper, a systematic approach is presented in order to identify the probability of a system cascading collapse by taking into consideration the effect of protection system hidden failure. This includes the accurate calculation of the probability of hidden failure as it will provide significant impinge on the findings of the probability of system cascading collapse. The probability of a system cascading collapse is then used to identify the initial tripping of sensitive transmission lines which will contribute to a critical system cascading collapse. Based on the results obtained from this study, it is important to decide on the accurate value of the hidden failure probability as it will affect the probability of a system cascading collapse.

Cattle manure and mineral fertilizers are two source of Nitrogen, which can affect the growth and quantity of potato. In this research the effects of the use of cattle manure (5, 10, 15 and 20 ton ha-1), Nitrogen fertilizer (50, 100 and 150 kg N ha-1) and their interaction on potato growth were evaluated during field experiments in 2008 with the help of Randomized Complete Block (RCB) with the factorial arrangement of three experimental replications in Iran. At the 75 th day after emergence, dry weight of Shoots, leaf area index (LAI) and plant height were recorded. Results showed that, dry weight of Shoots, LAI and plant height increased linearly and very significantly in response to the application of manure and Nitrogen fertilizer. While the interaction between manure and Nitrogen fertilizer just on the LAI and plant height was significant, somehow the maximum amount of plant height( 73 cm) was obtained by using 150 kg Nitrogen + 15 tons of manure per hectare, and maximum LAI ( 5.36) was obtained by using 150 kg Nitrogen + 20 tons of manure per hectare. Also in this experiment maximum tuber yield (36.8 tons ha-1) was obtained by the utilization of 150 kg Nitrogen per hectare + 20 tons manure.Keywords: Solanum tuberosum, LAI, cattle manure, mineral fertilizer, integrated management.

Abstract:
In this paper three different approaches for person verification and identification, i.e. by means of fingerprints, face and voice recognition, are studied. Face recognition uses parts-based representation methods and a manifold learning approach. The assessment criterion is recognition accuracy. The techniques under investigation are: a) Local Non-negative Matrix Factorization (LNMF); b) Independent Components Analysis (ICA); c) NMF with sparse constraints (NMFsc); d) Locality Preserving Projections (Laplacianfaces). Fingerprint detection was approached by classical minutiae (small graphical patterns) matching through image segmentation by using a structural approach and a neural network as decision block. As to voice / speaker recognition, melodic cepstral and delta delta mel cepstral analysis were used as main methods, in order to construct a supervised speaker-dependent voice recognition system. The final decision (e.g. “accept-reject" for a verification task) is taken by using a majority voting technique applied to the three biometrics. The preliminary results, obtained for medium databases of fingerprints, faces and voice recordings, indicate the feasibility of our study and an overall recognition precision (about 92%) permitting the utilization of our system for a future complex biometric card.Keywords: Biometry, image processing, pattern recognition, speech analysis.

However to measure I/O workload on running distributed parallel file system is non-trivial due to collection overhead and large volume of data. In this paper, we measured and analyzed file system activities on two large-scale cluster systems which had TFlops level high performance computation resources. The modern technologies and developments in computer and Global Positioning System (GPS) as well as Geographic Information System (GIS) and total station TS. This paper presents a new proposal for coordinates system by a harmonic equations “United projections”, which have five projections (Mercator, Lambert, Russell, Lagrange, and compound of projection) in one zone coordinate system width 14 degrees, also it has one degree for overlap between zones, as well as two standards parallels for zone from 10 S to 45 S. Also this paper presents two cases; first case is to compare distances between a new coordinate system and UTM, second case creating local coordinate system for the city of Sydney to measure the distances directly from rectangular coordinates using projection of Mercator, Lambert and UTM.

A cart-ball system is a challenging system from the control engineering point of view. This is due to the nonlinearities, multivariable, and non-minimum phase behavior present in this system. This paper is concerned with the problem of modeling and control of such system. The objective of control strategy is to place the cart at a desired position while balancing the ball on the top of the arc-shaped track fixed on the cart. A State-Feedback Controller (SFC) with a pole-placement method will be designed in order to control the system. At first, the mathematical model of a cart-ball system in the state-space form is developed. Then, the linearization of a model will be established in order to design a SFC. The integral control strategy will be performed as to control the cart position of a system. In today's popularity and progress of information technology, the big data set and its analysis are no longer a major conundrum. Now, we could not only use the relevant big data to analysis and emulate the possible status of urban development in the near future, but also provide more comprehensive and reasonable policy implementation basis for government units or decision-makers via the analysis and emulation results as mentioned above. In this research, we set Taipei City as the research scope, and use the relevant big data variables (e.g., population, facility utilization and related social policy ratings) and Analytic Network Process (ANP) approach to implement in-depth research and discussion for the possible reduction of land use in primary and secondary schools of Taipei City. In addition to enhance the prosperous urban activities for the urban public facility utilization, the final results of this research could help improve the efficiency of urban land use in the future. Furthermore, the assessment model and research framework established in this research also provide a good reference for schools or other public facilities land use and adaptive reuse strategies in the future.

Abstract:
Nowadays there are several grid connected converter in the grid system. These grid connected converters are generally the converters of renewable energy sources, industrial four quadrant drives and other converters with DC link. These converters are connected to the grid through a three phase bridge. The standards prescribe the maximal harmonic emission which could be easily limited with high switching frequency. The increased switching losses can be reduced to the half with the utilization of the wellknown Flat-top modulation. The suggested control method is the expansion of the Flat-top modulation with which the losses could be also reduced to the half compared to the Flat-top modulation. Comparing to traditional control these requirements can be simultaneously satisfied much better with the DLF (DC Link Floating) method.Keywords: DC link floating, high efficiency, PV converter, control method.

For example, several researchers have proposed so many different models to analyze the linkage between decision support system processes and results of decision making. This study draws the important relation of manager-s mental approach with the use of decision support system. The findings of this paper are theoretical attempts to provide Decision Support System (DSS) in a way to exhibit and promote the learning in semi structured area. Abstract:
This paper analysis the integrated use of safety monitoring with the domestic and international latest research on rail safety protection system, and focus on the implementation of an organic whole system, with the monitoring and early warning, risk assessment, predictive control and emergency rescue system. The system framework, contents and system structure of Security system is proposed completely. It-s pointed out that the Security system is a negative feedback system composed of by safety monitoring and warning system, risk assessment and emergency rescue system. Safety monitoring and warning system focus on the monitoring target monitoring, early warning, tracking, integration of decision-making, for objective and subjective risks factors. Risk assessment system analysis the occurrence of a major Security risk mechanism, determines the standard of the future short, medium and long term safety conditions, and give prop for development of safety indicators, accident analysis and safety standards. Emergency rescue system is with the goal of rapid and effective rescue work for accident, to minimize casualties and property losses.

Abstract:
This paper presents a design and prototype implementation of new home automation system that uses WiFi technology as a network infrastructure connecting its parts. The proposed system consists of two main components; the first part is the server (web server), which presents system core that manages, controls, and monitors users- home. Users and system administrator can locally (LAN) or remotely (internet) manage and control system code. Second part is hardware interface module, which provides appropriate interface to sensors and actuator of home automation system. Unlike most of available home automation system in the market the proposed system is scalable that one server can manage many hardware interface modules as long as it exists on WiFi network coverage. System supports a wide range of home automation devices like power management components, and security components. The proposed system is better from the scalability and flexibility point of view than the commercially available home automation systems.Keywords: Home automation, Wireless LAN, WiFi, MicroControllers

Abstract:
The art of the examination is probably the most difficult one in the whole range of educational practices. Semester system is the system of examination, which is set with an institute by its own teachers. Annual system is the system of examination, which is constructed and administrated by some agency outside the institute, it enables the teacher to estimate the effectiveness of the instruction, and students to estimate the progress made by them. On the other hand, semester system of examinations requires following the curriculum strictly and methods of teaching are to be employed by the choice of teachers. The main purpose of the study was to investigate university students’ perceptions regarding the effectiveness of semester system and annual system. The study was quantitative in nature. The sample consisted of 200 students. A five point Likert type scale was used to collect the data. The statistical measures like frequencies, mean, standard deviation, and One Way ANOVA test were applied to analyze the data. The major findings of the study indicated that in semester system students do not spend much time in political activities and develop their study habits. It also revealed that annual system of examination does not satisfy the educational aspirations of the students.

Abstract:
Among various active filters, shunt active filter is a viable solution for reactive power and harmonics compensation. In this paper, the SRF plan is used to generate current reference for compensation and conventional PI controllers were used as the controller to compensate the reactive power. The design of the closed loop controllers is reserved simple by modeling them as first order systems. Computationally uncomplicated and efficient SVM system is used in the present work for better utilization of dc bus voltage. The rating of shunt active filter has been finalized based on the reactive power demand of the selected reactive load. Abstract:
A solar powered air heating system using one ended evacuated tubes is experimentally investigated. A solar air heater containing forty evacuated tubes is used for heating purpose. The collector surface area is about 4.44 m2. The length and outer diameters of the outer glass tube and absorber tube are 1500, 47 and 37 mm, respectively. In this experimental setup, we have a header (heat exchanger) of square shape (190 mm x 190 mm). The length of header is 1500 mm. The header consists of a hollow pipe in the center whose diameter is 60 mm through which the air is made to flow. The experimental setup contains approximately 108 liters of water. Water is working as heat collecting medium which collects the solar heat falling on the tubes. This heat is delivered to the air flowing through the header pipe. This heat flow is due to natural convection and conduction. The outlet air temperature depends upon several factors along with air flow rate and solar radiation intensity. The study has been done for both up-flow and down-flow of air in header in similar weather conditions, at different flow rates. In the present investigations the study has been made to find the effect of intensity of solar radiations and flow rate of air on the out let temperature of the air with time and which flow is more efficient. The obtained results show that the system is highly effective for the heating in this region. Moreover, it has been observed that system is highly efficient for the particular flow rate of air. It was also observed that downflow configuration is more effective than up-flow condition at all flow rates due to lesser losses in down-flow. The results show that temperature differences of upper head and lower head, both of water and surface of pipes on the respective ends is lower in down-flow.

Almost all universities include some form of assignment in their courses. The assignments are either carried out in either in groups or individually. To effectively manage these submitted assignments, a well-designed assignment submission system is needed, hence the need for an online assignment submission system to facilitate the distribution, and collection of assignments on due dates. The objective of such system is to facilitate interaction of lecturers and students for assessment and grading purposes. The aim of this study was to create a web based online assignment submission system for University of Mauritius. The system was created to eliminate the traditional process of giving an assignment and collecting the answers for the assignment. Lecturers can also create automated assessment to assess the students online. Moreover, the online submission system consists of an automatic mailing system which acts as a reminder for students about the deadlines of the posted assignments. System was tested to measure its acceptance rate among both student and lecturers.

Flexible manufacturing system is a system that is able to respond to changed conditions. In general, this flexibility is divided into two key categories and several subcategories. The first category is the so called machine flexibility which enables to make various products by the given machinery. The second category is routing flexibility enabling to execute the same operation by various machines. Flexible manufacturing systems usually consist of three main parts: CNC machine tools, transport system and control system. A higher level of flexible manufacturing systems is represented by the so called intelligent manufacturing systems.

Abstract:
Low frequency power oscillations may be triggered by many events in the system. Most oscillations are damped by the system, but undamped oscillations can lead to system collapse. Oscillations develop as a result of rotor acceleration/deceleration following a change in active power transfer from a generator. Like the operations limits, the monitoring of power system oscillating modes is a relevant aspect of power system operation and control. Unprevented low-frequency power swings can be cause of cascading outages that can rapidly extend effect on wide region. On this regard, a Wide Area Monitoring, Protection and Control Systems (WAMPCS) help in detecting such phenomena and assess power system dynamics security. The monitoring of power system electromechanical oscillations is very important in the frame of modern power system management and control. In first part, this paper compares the different technique for identification of power system oscillations.
