4888 The Urban Development Boundary as a Planning Tool for Sustainable Urban Form: The South African Situation

Authors: E. J. Cilliers

Abstract:

It is the living conditions in the cities that determine the future of our livelihood. “To change life, we must first change space"- Henri Lefebvre. Sustainable development is a utopian aspiration for South African cities (especially the case study of the Gauteng City Region), which are currently characterized by unplanned growth and increasing urban sprawl. While the reasons for poor environmental quality and living conditions are undoubtedly diverse and complex, having political, economical and social dimensions, it is argued that the prevailing approach to layout planning in South Africa is part of the problem. This article seeks a solution to the problem of sustainability, from a spatial planning perspective. The spatial planning tool, the urban development boundary, is introduced as the concept that will ensure empty talk being translated into a sustainable vision. The urban development boundary is a spatial planning tool that can be used and implemented to direct urban growth towards a more sustainable form. The urban development boundary aims to ensure planned urban areas, in contrast to the current unplanned areas characterized by urban sprawl and insufficient infrastructure. However, the success of the urban development boundary concept is subject to effective implementation measures, as well as adequate and efficient management. The concept of sustainable development can function as a driving force underlying societal change and transformation, but the interface between spatial planning and environmental management needs to be established (as this is the core aspects underlying sustainable development), and authorities needs to understand and implement this interface consecutively. This interface can, however, realize in terms of the objectives of the planning tool – the urban development boundary. The case study, the Gauteng City Region, is depicted as a site of economic growth and innovation, but there is a lack of good urban and regional governance, impacting on the design (layout) and function of urban areas and land use, as current authorities make uninformed decisions in terms of development applications, leading to unsustainable urban forms and unsustainable nodes. Place and space concepts are thus critical matters applicable to planning of the Gauteng City Region. The urban development boundary are thus explored as a planning tool to guide decision-making, and create a sustainable urban form, leading to better environmental and living conditions, and continuous sustainability.

4887 Intelligent Agent Communication by Using DAML to Build Agent Community Ontology

Authors: Cheng-Hsiung Hung, Hong-Jie Dai, Jason Jen-Yen Chen

Abstract:

This paper presents a new approach for intelligent agent communication based on ontology for agent community. DARPA agent markup language (DAML) is used to build the community ontology. This paper extends the agent management specification by the foundation for intelligent physical agents (FIPA) to develop an agent role called community facilitator (CF) that manages community directory and community ontology. CF helps build agent community. Precise description of agent service in this community can thus be achieved. This facilitates agent communication. Furthermore, through ontology update, agents with different ontology are capable of communicating with each other. An example of advanced traveler information system is included to illustrate practicality of this approach.

4886 Entrepreneurship Education as a 21st Century Strategy for Economic Growth and Sustainable Development

Authors: M. Fems Kurotimi, Agada Franklin, Godsave Aladei, Opigo Helen

Abstract:

Within the last 30 years, entrepreneurship education (EE) has continued to gain massive interest both in the field of research and among policy makers. This surge in interest can be attributed to the perceived importance EE plays in the equipping of potential entrepreneurs and as a 21st century strategy to foster economic growth and development. This paper sets out to ascertain the correlation between EE and economic growth and development. A desk research approach was adopted where a multiplicity of literatures in the field were studied intensely. The findings reveal that indeed EE has a positive effect on entrepreneurship engagement thereby fostering economic growth and development. However, some research studies reported the contrary. That although EE may be able to equip potential entrepreneurs with requisite entrepreneurial skills and competencies, it will only be successful in producing entrepreneurs if they are internally driven to become entrepreneurs, because we cannot make people what they are not. The findings also reveal that countries that adopted EE early have more innovations inspired by entrepreneurs and are more developed than those that only recently adopted EE as a viable tool for entrepreneurship and economic development.

4884 A Preliminary Study on Effects of Community Structures on Epidemic Spreading and Detection in Complex Networks

Authors: Yi Yu, Gaoxi Xiao

Abstract:

Community structures widely exist in almost all real-life networks. Extensive researches have been carried out on detecting community structures in complex networks. However, many aspects of how community structures may affect the dynamics and properties of complex networks still remain unclear. In this work, we examine the impacts of community structures on the epidemic spreading and detection in complex networks. Extensive simulation results show that community structures may not help decrease the infection size at steady state, yet they could indeed help slow down the infection spreading. Also, networks with strong community structures may expect to have a smaller average infection size when equipped with a number of sparsely deployed monitors.

4883 Community Perceptions and Attitudes Regarding Wildlife Crime in South Africa

Authors: Louiza C. Duncker, Duarte Gonçalves

Abstract:

Wildlife crime is a complex problem with many interconnected facets, which are generally responded to in parts or fragments in efforts to “break down” the complexity into manageable components. However, fragmentation increases complexity as coherence and cooperation become diluted. A whole-of-society approach has been developed towards finding a common goal and integrated approach to preventing wildlife crime. As part of this development, research was conducted in rural communities adjacent to conservation areas in South Africa to define and comprehend the challenges faced by them, and to understand their perceptions of wildlife crime. The results of the research showed that the perceptions of community members varied - most were in favor of conservation and of protecting rhinos, only if they derive adequate benefit from it. Regardless of gender, income level, education level, or access to services, conservation was perceived to be good and bad by the same people. Even though people in the communities are poor, a willingness to stop rhino poaching does exist amongst them, but their perception of parks not caring about people triggered an attitude of not being willing to stop, prevent or report poaching. Understanding the nuances, the history, the interests and values of community members, and the drivers behind poaching mind-sets (intrinsic or driven by transnational organized crime) is imperative to create sustainable and resilient communities on multiple levels that make a substantial positive impact on people’s lives, but also conserve wildlife for posterity.

Authors: Wann-Ming Wey

Abstract:

In recent years, the problems of global climate change and natural disasters have induced the concerns and attentions of environmental sustainability issues for the public. Aside from the environmental planning efforts done for human environment, Transit-Oriented Development (TOD) has been widely used as one of the future solutions for the sustainable city development. In order to be more consistent with the urban sustainable development, the development of the built environment planning based on the concept of Green TOD which combines both TOD and Green Urbanism is adapted here. The connotation of the urban development under the green TOD including the design toward environment protect, the maximum enhancement resources and the efficiency of energy use, use technology to construct green buildings and protected areas, natural ecosystems and communities linked, etc. Green TOD is not only to provide the solution to urban traffic problems, but to direct more sustainable and greener consideration for future urban development planning and design. In this study, we use both the TOD and Green Urbanism concepts to proceed to the study of the built environment planning and design. Fuzzy Delphi Technique (FDT) is utilized to screen suitable criteria of the green TOD. Furthermore, Fuzzy Analytic Network Process (FANP) and Quality Function Deployment (QFD) were then developed to evaluate the criteria and prioritize the alternatives. The study results can be regarded as the future guidelines of the built environment planning and designing under green TOD development in Taiwan.

Authors: Mehrangiz Rezaee, Zabih Charrahi

Abstract:

In the last decade, with increasing tourism destinations and tourism growth, we are witnessing the widespread impacts of tourism on the economy, environment and society. Tourism and its related economy are now undergoing a transformation and as one of the key pillars of business economics, it plays a vital role in the world economy. Activities related to tourism and providing services appropriate to it in an area, like many economic sectors, require the necessary context on its origin. Given the importance of tourism industry and tourism potentials of Yazd province in Iran, it is necessary to use a proper procedure for prioritizing different areas for proper and efficient planning. One of the most important goals of planning is foresight and creating balanced development in different geographical areas. This process requires an accurate study of the areas and potential and actual talents, as well as evaluation and understanding of the relationship between the indicators affecting the development of the region. At the global and regional level, the development of tourist resorts and the proper distribution of tourism destinations are needed to counter environmental impacts and risks. The main objective of this study is the sustainable development of suitable tourism areas. Given that tourism activities in different territorial areas require operational zoning, this study deals with the evaluation of territorial tourism using concepts such as land use, fitness and sustainable development. It is essential to understand the structure of tourism development and the spatial development of tourism using land use patterns, spatial planning and sustainable development. Tourism spatial planning implements different approaches. However, the development of tourism as well as the spatial development of tourism is complex, since tourist activities can be carried out in different areas with different purposes. Multipurpose areas have great important for tourism because it determines the flow of tourism. Therefore, in this paper, by studying the development and determination of tourism suitability that is related to spatial development, it is possible to plan tourism spatial development by developing a model that describes the characteristics of tourism. 4872 Sustainable Construction in Malaysia – Developers- Awareness

Authors: Nazirah Zainul Abidin

Abstract:

The creation of a sustainable future depends on the knowledge and involvement of the people, as well as an understanding of the consequences of individual actions. Construction industry has long been associated with the detrimental effects to our mother earth. In Malaysia, the government, professional bodies and private companies are beginning to take heed in the necessity to reduce this environmental problem without restraining the need for development. This paper focuses on the actions undertaken by the Malaysian government, non-government organizations and construction players in promoting sustainability in construction. To ensure that those concerted efforts are not only skin deep in its impact, a survey was conducted to investigate the awareness of the developers regarding this issue and whether those developers has absorb the concept of sustainable construction in their current practices. The survey revealed that although the developers are aware of the rising issues on sustainability, little efforts are generated from them in implementing it. More effort is necessary to boost this application and further stimulate actions and strategies towards a sustainable built environment.

4868 Characterization and Predictors of Community Integration of People with Psychiatric Problems: Comparisons with the General Population

Authors: J. Cabral, C. Barreto Carvalho, C. da Motta, M. Sousa

Abstract:

Community integration is a construct that an increasing body of research has shown to have a significant impact on the wellbeing and recovery of people with psychiatric problems. However, there are few studies that explore which factors can be associated and predict community integration. Moreover, community integration has been mostly studied in minority groups, and current literature on the definition and manifestation of community integration in the general population is scarcer. Thus, the current study aims to characterize community integration and explore possible predictor variables in a sample of participants with psychiatric problems (PP, N=183) and a sample of participants from the general population (GP, N=211). Results show that people with psychiatric problems present above average values of community integration, but are significantly lower than their healthy counterparts. It was also possible to observe that community integration does not vary in terms of the sociodemographic characteristics of both groups in this study. Correlation and multiple regression showed that, among several variables that literature present as relevant in the community integration process, only three variables emerged as having the most explanatory value in community integration of both groups: sense of community, basic needs satisfaction and submission. These results also shown that those variables have increased explanatory power in the PP sample, which leads us to emphasize the need to address this issue in future studies and increase the understanding of the factors that can be involved in the promotion of community integration, in order to devise more effective interventions in this field.

4867 Prospects for Sustainable Chemistry in South Africa: A Plural Healthcare System

Authors: Ntokozo C. Mthembu

Abstract:

The notion of sustainable chemistry has become significant in the discourse for a global post-colonial era, including South Africa, especially when it comes to access to the general health system and related policies in relation to disease or ease of human life. In view of the stubborn vestiges of coloniality in the daily lives of indigenous African people in general, the fundamentals of present Western medical and traditional medicine systems and related policies in the democratic era were examined in this study. The situation of traditional healers in relation to current policy was also reviewed. The advent of democracy in South Africa brought about a variety of development opportunities and limitations, particularly with respect to indigenous African knowledge systems such as traditional medicine. There were high hopes that the limitations of previous narrow cultural perspectives would be rectified in the democratic era through development interventions, but some sections of society, such as traditional healers, remain marginalised. The Afrocentric perspective was explored in dissecting government interventions related to traditional medicine. This article highlights that multiple medical systems should be adopted and that health policies should be aligned in order to guarantee mutual respect and to address the remnants of colonialism in South Africa, Africa and the broader global community.

4866 A Systematic Literature Review on Changing Customer Requirements for Sustainable Design over Time

Authors: Lara F. Horani

Abstract:

Design is one of the most important stages in the process of product development. Product design has experienced significant changes over the years ranging from concentrating on cost and performance to combining economic, environmental and social considerations in customer requirements. Its evolution is in accordance with rapidly changing technology, economic situations, and climate change and environmental issues, as well as social context. Within product design, sustainability is a concept that balances economic, social and environmental aspects. This research aims to express changes in customer requirements over time from the viewpoint of sustainable design. It does so by systematically reviewing a broad scope of sustainable design literature. There is a need for a model to consider the changes that take place in customer requirements over time to build a successful relationship with customers which has been presented. Today’s literature does very little to even mention it, let alone present any progress in it. Systematic literature reviews are conducted primarily to: summarize the existing literature around a subject, highlight commonalities to build consensus, illuminate differences, identify gaps that can be filled, provide a background to position future research, and build a framework that can help designers meet the challenges of sustainable design.

4864 Sustainable Urban Transport Management and Its Strategies

Authors: Touba Amirazodi

Abstract:

Rapid process of urbanism development has increased the demand for some infrastructures such as supplying potable water, electricity network and transportation facilities and etc. Nonefficiency of the existing system with parallel managements of urban traffic management has increased the gap between supply and demand of traffic facilities. A sustainable transport system requires some activities more important than air pollution control, traffic or fuel consumption reduction and the studies show that there is no unique solution for solving complicated transportation problems and solving such a problem needs a comprehensive, dynamic and reliable mechanism. Sustainable transport management considers the effects of transportation development on economic efficiency, environmental issues, resources consumption, land use and social justice and helps reduction of environmental effects, increase of transportation system efficiency as well as improvement of social life and aims to enhance efficiency, goods transportation, provide services with minimum access problems that cannot be realized without reorganization of strategies, policies and plans.

4863 The Southwestern Bangladesh’s Experience of Tidal River Management: An Analysis of Effectiveness and Challenges

Authors: Md. SajadulAlam, I. Ahmed, A. Naqib Jimmy, M. Haque Munna, N. Ahsan Khan

Abstract:

The construction of coastal polders to reduce salinity ingress at greater Khulna-Jashore region area was initiated in the 1960s by Bangladesh Water Development Board (BWDB). Although successful in a short run the, the Coastal Embankment Project (CEP) and its predecessors are often held accountable for the entire ecological disasters that affected many people. To overcome the water-logging crisis the first Tidal River Management (TRM) at Beel Bhaiana, Bhabodaho was implemented by the affected local people in an unplanned. TRM is an eco-engineering, low cost and participatory approach that utilizes the natural tidal characteristics and the local community’s indigenous knowledge for design and operation of watershed management. But although its outcomes were overwhelming in terms of reducing water-logging, increasing navigability etc. at Beel Bhaina the outcomes of its consequent schemes were debatable. So this study aims to examine the effectiveness and impact of the TRM schemes. Primary data were collected through questionnaire survey, Focus Group Discussion (FGD) and Key Informant Interview (KII) so as to collect mutually complementary quantitative and qualitative information along with extensive literature review. 4862 Competitiveness and Value Creation of Tourism Sector: In the Case of 10 ASEAN Economies

Authors: Apirada Chinprateep

Abstract:

The ASEAN Economic Community (AEC) is the goal of regional economic integration by 2015. In the region, tourism is an activity that is important, especially as a source of foreign currency, a source of employment creation and a source of income bringing to the region. Given the complexity of the issues entailing the concept of sustainable tourism, this paper tries to assess tourism sustainability with the ASEAN, based on a number of quantitative indicators for all the ten economies, Thailand, Myanmar, Laos, Vietnam, Malaysia, Singapore, Indonesia, Philippines, Cambodia, and Brunei. The methodological framework will provide a number of benchmarks of tourism activities in these countries. They include identification of the dimensions; for example, economic, socio-ecologic, infrastructure and indicators, method of scaling, chart representation and evaluation on Asian countries. This specification shows that a similar level of tourism activity might introduce different implementation in the tourism activity and might have different consequences for the socioecological environment and sustainability. The heterogeneity of developing countries exposed briefly here would be useful to detect and prepare for coping with the main problems of each country in their tourism activities, as well as competitiveness and value creation of tourism for ASEAN economic community, and will compare with other parts of the world.

4860 A Research on the Coordinated Development of Chengdu-Chongqing Economic Circle Under the Background of New Urbanization

Authors: Deng Tingting

Abstract:

The coordinated and integrated development of regions is an inevitable requirement for China to move towards high-quality sustainable development. As one of the regions with the best economic foundation and the strongest economic strength in the western China, it is a typical area with national importance and strong network connection characteristics in terms of the comprehensive effect of linking the inland hinterland and connecting the western and national urban networks. The integrated development of the Chengdu-Chongqing economic circle is of great strategic significance for the rapid and high-quality development of the western region. In the context of new urbanization, this paper takes 16 urban units within the economic circle as the research object, based on the 5-year panel data of population, regional economy and spatial construction and development from 2016 to 2020, using the entropy method and Theil index to analyze the three target layers, and cause analysis. The research shows that there are temporal and spatial differences in the Chengdu-Chongqing economic circle, and there are significant differences between the core city and the surrounding cities. Therefore, by reforming and innovating the regional coordinated development mechanism, breaking administrative barriers, and strengthening the "polar nucleus" radiation function to release the driving force for economic development, especially in the gully areas of economic development belts, will not only promote the coordinated development of internal regions, but also promote the coordinated and sustainable development of the western region and toward a high-quality development path.

4859 Development of Cellulose Panels with Porous Structure for Sustainable Building Insulation

Authors: P. Garbagnoli, M. Musitelli, B. Del Curto, MP. Pedeferri

Abstract:

The study and development of an innovative material for building insulation is really important for a sustainable society in order to improve comfort and reducing energy consumption. The aim of this work is the development of insulating panels for sustainable buildings based on an innovative material made by cardboard and Phase Change Materials (PCMs). The research has consisted in laboratory tests whose purpose has been the obtaining of the required properties for insulation panels: lightweight, porous structures and mechanical resistance. PCMs have been used for many years in the building industry as smart insulation technology because of their properties of storage and release high quantity of latent heat at useful specific temperatures [1]- [2]. The integration of PCMs into cellulose matrix during the waste paper recycling process has been developed in order to obtain a composite material. Experiments on the productive process for the realization of insulating panels were done in order to make the new material suitable for building application. The addition of rising agents demonstrated the possibility to obtain a lighter structure with better insulation properties. Several tests were conducted to verify the new panel properties. The results obtained have shown the possibility to realize an innovative and sustainable material suitable to replace insulating panels currently used.

Keywords: Sustainability, recycling, waste cardboard, PCM, cladding system, insulating materials.
