Authors: Provides Ng
Abstract:
Platform economy is a peer-to-peer model of distributing resources facilitated by community-based digital platforms. In recent years, digital platforms are rapidly reconfiguring the public realm using hyper-personalisation techniques. This paper aims at investigating how urban planning can leapfrog into the digital age to help relieve the rising tension of the global issue of labour flow; it discusses the means to transfer techniques of hyper-personalisation into urban planning for plasticity using platform technologies. This research first denotes the limitations of the current system of urban residency, where the system maintains itself on the circulation of documents, which are data on paper. Then, this paper tabulates how some of the institutions around the world, both public and private, digitise data, and streamline communications between a network of systems and citizens using platform technologies. Subsequently, this paper proposes ways in which hyper-personalisation can be utilised to form a digital planning platform. Finally, this paper concludes by reviewing how the proposed strategy may help to open up new ways of thinking about how we affiliate ourselves with cities.

Abstract:
This paper explores the importance of privacy in a contemporary online world. Crucial to the discussion is the idea of the Lacanian postmodern fragmented self and the problem of how to ensure that we have room to fully explore various aspects of our personalities in an environment which is–or at least feels--safe and free from observation by others. The paper begins with an exploration of the idea of the self with particular regard to the ways in which contemporary life and technology seems to have multiplied the various faces or masks which we present in different contexts. A brief history of privacy and surveillance follows. Finally, the paper ends with an affirmation of the importance of private space as an essential component of our spiritual and emotional well-being in today-s wired world. Keywords: Lacan, panopticon, postmodern, privacy, surveillance.

Abstract:
This paper investigates the connotation, and some of the realistic implications, of the economic reform of health sector in under developed countries. The paper investigates the issues that economic reforms have to address, and the policy targets they are considered to accomplish. The work argues that the development of economic reform is not connected only with understanding the priorities and refining them, furthermore with reformation and restructuring the organizations through which health policies are employed. Considering various organizational values, that are likely to be regular to all economic reform programs, a regulatory approach to institutional reform is unsuitable. The paper further investigates the selection of economic reform that may as well influence via technical suggestions and analysis, but the verdict to continue, and the consequent success of execution, eventually depends on the progressive political sustainability. The paper concludes by giving examples of institutional reforms from various underdeveloped countries and includes recommendation of the responsibility and control of donor organizations. Keywords: Economic Reform, Health Sector, underdeveloped Countries.

Authors: C. Garcia, C. Andreasen
Abstract:
Sugarcane is an important resource for bioenergy. Fields are usually established by using 15-20 cm pieces of sugarcane stalks as propagation material. An alternative method is to use small chips with nodes from sugarcane stalks. Plants from nodes are often established in plastic pots, but plastic pots could be replaced with biodegradable paper pots. This would be a more sustainable solution, reducing labor costs and avoiding pollution with plastic. We compared the establishment of plants from nodes taken from three different part of the sugarcane plant. The nodes were planted in plastic and paper pots. There was no significant difference between plants established in the two pot types. Nodes from different part of the stalk had different sprouting capacity. Nodes from the top parts sprouted significantly better than nodes taken from the middle or nodes taken closed to the ground in two experiments. Nodes with a length of 3 cm performed better than nodes with a length of 2 cm.Keywords: Nodes, paper pots, propagation, sugarcane.

Authors: Ms. Yi Mon Thant
Abstract:
Animation is simply defined as the sequencing of a series of static images to generate the illusion of movement. Most people believe that actual drawings or creation of the individual images is the animation, when in actuality it is the arrangement of those static images that conveys the motion. To become an animator, it is often assumed that needed the ability to quickly design masterpiece after masterpiece. Although some semblance of artistic skill is a necessity for the job, the real key to becoming a great animator is in the comprehension of timing. This paper will use a combination of sprite animation, frame animation, and some other techniques to cause a group of multi-colored static images to slither around in the bounded area. In addition to slithering, the images will also change the color of different parts of their body, much like the real world creatures that have this amazing ability to change the colors on their bodies do. This paper was implemented by using Java 2 Standard Edition (J2SE). It is both time-consuming and expensive to create animations, regardless if they are created by hand or by using motion-capture equipment. If the animators could reuse old animations and even blend different animations together, a lot of work would be saved in the process. The main objective of this paper is to examine a method for blending several animations together in real time. This paper presents and analyses a solution using Weighted Skeleton Animation (WSA) resulting in limited CPU time and memory waste as well as saving time for the animators. The idea presented is described in detail and implemented. In this paper, text animation, vertex animation, sprite part animation and whole sprite animation were tested. In this research paper, the resolution, smoothness and movement of animated images will be carried out from the parameters, which will be obtained from the experimental research of implementing this paper. Keywords: Weighted Skeleton Animation

Authors: M. Arulvizhi
Abstract:
In Multiuser MIMO communication systems, interuser interference has a strong impact on the transmitted signals. Precoding technique schemes are employed for multiuser broadcast channels to suppress an interuser interference. Different Linear and nonlinear precoding schemes are there. For the massive system dimension, it is difficult to design an appropriate precoding algorithm with low computational complexity and good error rate performance at the same time over fading channels. This paper describes the error rate performance of precoding schemes over fading channels with the assumption of perfect channel state information at the transmitter. To estimate the bit error rate performance, different propagation environments namely, Rayleigh, Rician and Nakagami fading channels have been offered. This paper presents the error rate performance comparison of these fading channels based on precoding methods like Channel Inversion and Dirty paper coding for multiuser broadcasting system. MATLAB simulation has been used. It is observed that multiuser system achieves better error rate performance by Dirty paper coding over Rayleigh fading channel.
