97 Use of Integrated Knowledge Networks to Increase Innovation in Nanotechnology Research and Development
Authors: R. Byler
Abstract:
Innovation, particularly in technology development, is a crucial aspect of nanotechnology R&D and, although several approaches to effective innovation management exist, organizational structures that promote knowledge exchange have been found to be most effect in supporting new and emerging technologies. This paper discusses Integrated Knowledge Networks (IKNs) and evaluates its use within nanotechnology R&D to increase technology innovation. Specifically, this paper reviews the role of IKNs in bolstering national and international nanotechnology development and in enhancing nanotechnology innovation. Both physical and virtual IKNs, particularly IT-based network platforms for community-based innovation, offer strategies for enhanced technology innovation, interdisciplinary cooperation, and enterprise development. Effectively creating and managing technology R&D networks can facilitate successful knowledge exchange, enhanced innovation, commercialization, and technology transfer. As such, IKNs are crucial to technology development processes and, thus, in increasing the quality and access to new, innovative nanoscience and technologies worldwide. Keywords: Community-based innovation, integrated knowledge networks, nanotechnology, technology innovation.

Authors: Alan Walsh, Peter Walker
Abstract:
Differences in commercial, professional and personal cultural traditions between western consultants and project sponsors in the Gulf Cooperation Council (GCC) region are potentially significant in the workplace, and this can impact on project outcomes. These cultural differences can, for example, result in conflict amongst senior managers, which can negatively impact the megaproject. New entrants to the GCC often experience ‘culture shock’ as they attempt to integrate into their unfamiliar environments. Megaprojects are unique ventures with individual project characteristics, which need to be considered when managing their associated risks. Megaproject research to date has mostly ignored the significance of the absence of cultural congruence in the GCC, which is surprising considering that there are large volumes of megaprojects in various stages of construction in the GCC. An initial step to dealing with cultural issues is to acknowledge culture as a significant risk factor (SRF). This paper seeks to understand the criticality for western consultants to address these risks. It considers the cultural barriers that exist between GCC sponsors and western consultants and examines the cultural distance between the key actors. Initial findings suggest the presence to a certain extent of ethnocentricity. Other cultural clashes arise out of a lack of appreciation of the customs, practices and traditions of ‘the Other’, such as the need for avoiding public humiliation and the hierarchal significance rankings. The concept and significance of cultural shock as part of the integration process for new arrivals are considered. Culture shock describes the state of anxiety and frustration resulting from the immersion in a culture distinctly different from one's own. There are potentially substantial project risks associated with underestimating the process of cultural integration. This paper examines two distinct but intertwined issues: the societal and professional culture differences associated with expatriate assignments. A case study examines the cultural congruences between GCC sponsors and American, British and German consultants, over a ten-year cycle. This provides indicators as to which nationalities encountered the most profound cultural issues and the nature of these. GCC megaprojects are typically intensive fast track demanding ventures, where consultant turnover is high. The study finds that building trust-filled relationships is key to successful project team integration and therefore, to successful megaproject execution. Findings indicate that both professional and social inclusion processes have steep learning curves. Traditional risk management practice is to approach any uncertainty in a structured way to mitigate the potential impact on project outcomes. This research highlights cultural risk as a significant factor in the management of GCC megaprojects. These risks arising from high staff turnover typically include loss of project knowledge, delays to the project, cost and disruption in replacing staff. This paper calls for cultural risk to be recognised as an SRF, as the first step to developing risk management strategies, and to reduce staff turnover for western consultants in GCC megaprojects.

Authors: Somdech Rungsrisawas
Abstract:
The objectives of this study are to examine the relationship between the competitive advantage of small and medium enterprises (SMEs) and their overall performance. A mixed method has been applied to identify the effect of determinants toward competitive advantage. The sample is composed of SMEs in product and service businesses. The study has been tested at an organizational level with samples of SME entrepreneurs, business successors, and board of directors or management team. Quantitative analysis has been conducted through multiple regression analysis with 400 samples. The findings illustrate that each aspect of competitive advantage needs a different set of driving factors to explain either the direct or the indirect effect on firm performance. Interestingly, technological capability is a perfect mediator and interorganizational cooperation toward competitive advantage. In addition, differentiation is difficult to be perceived by customers, as well as difficult to manage; however, it is considered important to develop an SMEs product or service for firm sustainably.

Abstract:
This paper invites to dialogue and reflections on innovation and entrepreneurship by presenting concepts of innovation leading to the introduction of a complex theoretical framework; Cooperative Innovation (CO-IN). CO-IN is a didactic model enhancing and scaffolding processes of cooperation creating innovation drawing on a Scandinavian tradition. CO-IN is based on a cross-sectorial and multidisciplinary approach. We introduce the concept of complementarity to help capture the validity of diversity and we suggest the concept of “the space in between" to understand the creation of identity as a collective mind. We see dialogue and the use of multi modal techniques as essential tools for conceptualizations giving possibility for clarification of the complexity and diversity leading to decision making based on knowledge as commons. We introduce the didactic design and present our empirical findings from an innovation workshop in Argentina. In a final paragraph we reflect on the design as a support of the development of common ground, collective mind and collective action and the creation of knowledge as commons to facilitate innovation and entrepreneurship. Keywords: CO-operative Innovation, didactic design, dialogue and ICT.

Abstract:
This paper describes a segmentation algorithm based on the cooperation of an optical flow estimation method with edge detection and region growing procedures. The proposed method has been developed as a pre-processing stage to be used in methodologies and tools for video/image indexing and retrieval by content. The addressed problem consists in extracting whole objects from background for producing images of single complete objects from videos or photos. The extracted images are used for calculating the object visual features necessary for both indexing and retrieval processes. The first task of the algorithm exploits the cues from motion analysis for moving area detection. Objects and background are then refined using respectively edge detection and region growing procedures. These tasks are iteratively performed until objects and background are completely resolved. The developed method has been applied to a variety of indoor and outdoor scenes where objects of different type and shape are represented on variously textured background. Keywords: Motion Detection, Object Extraction, Optical Flow, Segmentation.

Abstract:
Green propellants used for satellite-level propulsion system become attractive in recent years because the non-toxicity and lower requirements of safety protection. One of the green propellants, high-concentration hydrogen peroxide H2O2 solution (≥70% w/w, weight concentration percentage), often known as high-test peroxide (HTP), is considered because it is ITAR-free, easy to manufacture and the operating temperature is lower than traditional monopropellant propulsion. To establish satellite propulsion technology, the National Space Organization (NSPO) in Taiwan has initialized a long-term cooperation project with the National Cheng Kung University to develop compatible tank and thruster. An experimental propulsion payload has been allocated for the future self-reliant satellite to perform orbit transfer and maintenance operations. In the present research, an 1-Newton thruster prototype is designed and the thrusting force is measured by a pendulum-type platform. The preliminary hot-firing test at ambient environment showed the generated thrust and the specific impulse are about 0.7 Newton and 102 seconds, respectively.

Abstract:
Successful public-private-partnership (PPP) implementation can not be achieved without the active participation of private sector companies. This paper examines the decision-making of private sector companies in public works delivered by the PPP model on the basis of social responsibility theory. It proposes that private sector companies should indentify objectives of entering into PPP projects, and shoulder relevant social responsibilities, while a minimum return should also be guaranteed in their favor, so as to compensate for their assumed risk and support them to take on responsibilities in the future. The paper also gives a calculation regarding the appropriate scale and reasonable degree of private sector involvement in PPP projects through the cost-benefit analysis in a specific case study, with the purpose to guide the private sector companies to create a cooperation environment resembling “symbiosis" and facilitate the smooth implementation of public works delivered by the PPP model. Keywords: Social Responsibility Theory, Cost-benefit Analysis, PPP Projects, Private Sector Companies, Decision-making Modell

Authors: M. A. Sanda, B. Johansson, J. Johansson
Abstract:
The purpose of this paper is to conceptualize a futureoriented human work environment and organizational activity in deep mines that entails a vision of good and safe workplace. Futureoriented technological challenges and mental images required for modern work organization design were appraised. It is argued that an intelligent-deep-mine covering the entire value chain, including environmental issues and with work organization that supports good working and social conditions towards increased human productivity could be designed. With such intelligent system and work organization in place, the mining industry could be seen as a place where cooperation, skills development and gender equality are key components. By this perspective, both the youth and women might view mining activity as an attractive job and the work environment as a safe, and this could go a long way in breaking the unequal gender balance that exists in most mines today. Abstract:
While the explosive increase in information published on the Web, researchers have to filter information when searching for conference related information. To make it easier for users to search related information, this paper uses Topic Maps and social information to implement ontology since ontology can provide the formalisms and knowledge structuring for comprehensive and transportable machine understanding that digital information requires. Besides enhancing information in Topic Maps, this paper proposes a method of constructing research Topic Maps considering social information. First, extract conference data from the web. Then extract conference topics and the relationships between them through the proposed method. Finally visualize it for users to search and browse. This paper uses ontology, containing abundant of knowledge hierarchy structure, to facilitate researchers getting useful search results. However, most previous ontology construction methods didn-t take “people" into account. So this paper also analyzes the social information which helps researchers find the possibilities of cooperation/combination as well as associations between research topics, and tries to offer better results. Keywords: Ontology, topic maps, social information, co-authorship.

Abstract:
Ants are fascinating creatures that demonstrate the ability to find food and bring it back to their nest. Their ability as a colony, to find paths to food sources has inspired the development of algorithms known as Ant Colony Systems (ACS). The principle of cooperation forms the backbone of such algorithms, commonly used to find solutions to problems such as the Traveling Salesman Problem (TSP). Ants communicate to each other through chemical substances called pheromones. Modeling individual ants- ability to manipulate this substance can help an ACS find the best solution. This paper introduces a Dynamic Ant Colony System with threelevel updates (DACS3) that enhance an existing ACS. Experiments were conducted to observe single ant behavior in a colony of Malaysian House Red Ants. Such behavior was incorporated into the DACS3 algorithm. We benchmark the performance of DACS3 versus DACS on TSP instances ranging from 14 to 100 cities. The result shows that the DACS3 algorithm can achieve shorter distance in most cases and also performs considerably faster than DACS.Keywords: Dynamic Ant Colony System (DACS), TravelingSalesmen Problem (TSP), Optimization, Swarm Intelligent.

Authors: Joseph Oh, Bo-Hyun Kim, Jae-Yong Baek
Abstract:
This study suggests how an order-receiving company can avoid disclosing schedule information on unit tasks to the order-placing company when carrying out a collaborative project on the value chain in an order-oriented industry. Specifically, it suggests methods for keeping schedule information confidential, and categorizes potential situations by inter-task dependency. Lastly, an approach to select the most optimal non-disclosure method is discussed. With the methods for not disclosing work-related information suggested in the study, order-receiving companies can logically deal with political issues relating to the question of whether or not to disclose information upon the execution of a collaborative project in cooperation with an order-placing firm. Moreover, order-placing companies can monitor undistorted information, while respecting the legitimate rights of an order-receiving company. Therefore, it is fair to say that the suggestions made in this study will contribute to the smooth operation of collaborative intercompany projects. Keywords: collaborative project, dependency, schedule management, unit task.

Opportunistic Routing (OR) increases the transmission reliability and network throughput. Traditional routing protocols preselects one or more predetermined nodes before transmission starts and uses a predetermined neighbor to forward a packet in each hop. The opportunistic routing overcomes the drawback of unreliable wireless transmission by broadcasting one transmission can be overheard by manifold neighbors. The first cooperation-optimal protocol for Multirate OR (COMO) used to achieve social efficiency and prevent the selfish behavior of the nodes. The novel link-correlation-aware OR improves the performance by exploiting the miscellaneous low correlated forward links. Context aware Adaptive OR (CAOR) uses active suppression mechanism to reduce packet duplication. The Context-aware OR (COR) can provide efficient routing in mobile networks. By using Cooperative Opportunistic Routing in Mobile Ad hoc Networks (CORMAN), the problem of opportunistic data transfer can be tackled. While comparing to all the protocols, COMO is the best as it achieves social efficiency and prevents the selfish behavior of the nodes. Keywords: CAOR, COMO, COR, CORMAN, MANET, Opportunistic Routing, Reliability, Throughput.

Authors: Jae Kyung Ha, Yong-Hak Kim
Abstract:
The Internet has become an indispensable part of our lives. Witnessing recent web-based mass collaboration, e.g. Wikipedia, people are questioning whether the Internet has made fundamental changes to the society or whether it is merely a hyperbolic fad. It has long been assumed that collective action for a certain goal yields the problem of free-riding, due to its non-exclusive and non-rival characteristics. Then, thanks to recent technological advances, the on-line space experienced the following changes that enabled it to produce public goods: 1) decrease in the cost of production or coordination 2) externality from networked structure 3) production function which integrates both self-interest and altruism. However, this research doubts the homogeneity of on-line mass collaboration and argues that a more sophisticated and systematical approach is required. The alternative that we suggest is to connect the characteristics of the goal to the motivation. Despite various approaches, previous literature fails to recognize that motivation can be structurally restricted by the characteristic of the goal. First we draw a typology of on-line mass collaboration with 'the extent of expected beneficiary' and 'the existence of externality', and then we examine each combination of motivation using Benkler-s framework. Finally, we explore and connect such typology with its possible dominant participating motivation.

Authors: I. Martins, A. Martins
Abstract:
The European Union supports social and civil competencies as being a core element to develop sustainability of organizations, people and regions. These competencies are fundamental for the well-being of the community because they include interpersonal, intrapersonal as well as their civil, active and democratic participation in organizations. The combination of these competencies reveals the organizational socio-emotional maturity and allows relevant levels of performance. It also allows the development of various capitals, namely, human, structural, relational and social, with direct influence on performance. But along this path, the emotional aspect has not been valued as a capital, given that contemporary society is based on knowledge capital and is flooded with information viewed as a capital. The present study, based on the importance of these socio-emotional capitals, aims to show that the competencies of cooperation, interpersonal understanding, empathy, kindness, ability to listen, and tolerance, to mention a few, are strategic in consolidating knowledge within organizations. This implies that the humanizing processes, both inside and outside the organizations, are revitalized. The question is how to go about doing this and its implementation; as well as, where to begin and which guidelines to take on. These are the foci that guide the present study, bearing in mind the directions of the knowledge economy.

Nevertheless, many of these applications took advantage of the benefit of this algorithm but seldom proposed approaches for enhancing the efficiency. In this paper, a Self-evolving Artificial Immune System is proposed via developing the T and B cell in Immune System and built a self-evolving mechanism for the complexities of different problems. In this research, it focuses on enhancing the efficiency of Clonal selection which is responsible for producing Affinities to resist the invading of Antigens. T and B cell are the main mechanisms for Clonal Selection to produce different combinations of Antibodies. Therefore, the development of T and B cell will influence the efficiency of Clonal Selection for searching better solution. Authors: Nicola Gualandi, Luca Mantecchini, Davide Serrau
Abstract:
Airport capacity has always been perceived in the traditional sense as the number of aircraft operations during a specified time corresponding to a tolerable level of average delay and it mostly depends on the airside characteristics, on the fleet mix variability and on the ATM. The adoption of the Directive 2002/30/EC in the EU countries drives the stakeholders to conceive airport capacity in a different way though. Airport capacity in this sense is fundamentally driven by environmental criteria, and since acoustical externalities represent the most important factors, those are the ones that could pose a serious threat to the growth of airports and to aviation market itself in the short-medium term. The importance of the regional airports in the deregulated market grew fast during the last decade since they represent spokes for network carriers and a preferential destination for low-fares carriers. Not only regional airports have witnessed a fast and unexpected growth in traffic but also a fast growth in the complaints for the nuisance by the people living near those airports. In this paper the results of a study conducted in cooperation with the airport of Bologna G. Marconi are presented in order to investigate airport acoustical capacity as a defacto constraint of airport growth. Keywords: Airport acoustical capacity, airport noise, air traffic noise, sustainability of regional airports.

Abstract:
This paper empirically investigates the relationship between Sabah state core tourism products and its destination image. Through a descriptive design using a quantitative method with a self-reported and self-administered questionnaire, this research surveyed the individual international tourists who had visited Sabah and experienced the state’s core tourism products. The research findings clearly indicate that Sabah, one of the states in Malaysia has a lot of valuable resources in the eyes of the international tourists. Interestingly, it was found that Sabah’s core tourism products namely unique marine resources, various nature attractions and cultural diversities have undoubtedly contributed to the state’s tourism image. Good feedbacks and the promising insights from the international tourists’ point of view offer varying consequences, repercussion, and implication to the state government and the relevant authorities. Collaboration and cooperation between all responsible authorities are therefore crucial in strengthening the “total tourism experience” among the international tourists in this state.

However, due to high uncertainty and variability in the industry, its performance is not as efficient in terms of quality, lead times, productivity and costs as of other industries. Moreover, there are continuous conflicts among the different actors in the construction supply chains in terms of profit sharing. Previous studies suggested partnership as an important approach to promote cooperation among the different actors in the construction supply chains and thereby it improves the overall performance. Construction practitioners tried to focus on partnership which can enhance the performance of construction supply chains but they are not fully aware of different approaches and techniques for improving partnership. In this research, a systematic review on partnership in relation to construction supply chains is carried out to understand different elements influencing the partnership. The research development of this domain is analyzed by reviewing selected articles published from 1996 to 2015. Based on the papers, three major elements influencing partnership in construction supply chains are identified: ‘Lean approach’, ‘Relationship building’ and ‘E-commerce applications’. This study analyses the contributions in the areas within each element and provides suggestions for future developments of partnership in construction supply chains. Keywords: Partnership, construction, lean, SCM, supply chain management.

Authors: Wanda Luen-Wun Siu, Xiaowen Zhang
Abstract:
This paper adopted a retrospective review of China’s assistance to Latin America from the 1950s to 2020. Findings suggested that China’s assistance to Latin America can be roughly divided into five stages: The 1950s to 1960s was the initial stage of China’s assistance to Latin America, mainly focusing on the establishment of diplomatic relations with Cuba and other Latin American countries. The strategy has a strong ideological basis. The 1980s were the stage of development of China's aid to Latin America, which was characterized by consolidating and expanding diplomatic space, emphasizing the spirit of cooperation of equality, mutual benefit, and common development. The 1990s to 2000s marked the further development of diplomatic relations with Latin American countries, plus domestic market-oriented reforms, emphasizing the importance of economic considerations, and less ideological orientation; and this period also witnessed more Chinese state-owned enterprises going out to invest in Latin America. 2010-2019 marked the further development of Latin American relations. This paper contributes to the literature of diplomacy and health assistance to Latin America and highlights the importance of foreign aid and health assistance in sealing bilateral diplomatic relations.

Authors: Ji-Young Song, Moon-Shuk Song, Hee-Seung Na
Abstract:
Recently, Northeast Asia has become one of the three largest trade areas, covering approximately 30% of the total trade volume of the world. However, the distribution facilities are saturated due to the increase in the transportation volume within the area and with the European countries. In order to accommodate the increase of the transportation volume, the transportation networking with the major countries in Northeast Asia and Europe is absolutely necessary. The Eurasian Logistics Network will develop into an international passenger transportation network covering the Northeast Asian region and an international freight transportation network connecting across Eurasia Continent. This paper surveys the changes and trend of the distribution network in the Eurasian Region according to the political, economic and environmental changes of the region, analyses the distribution network according to the changes in the transportation policies of the related countries, and provides the direction of the development of composite transportation on the basis of the present conditions of transportation means. The transportation means optimal for the efficiency of transportation system are suggested to be train ferries, sea & rail or sea & rail & sea. It is suggested to develop diversified composite transportation means and routes within the boundary of international cooperation system. Keywords: Eurasian Logistics, Integrated Distribution Transport, Northeast Asia, Transportation Networking

Authors: Hana Maresova, Daniel Ecler, Miroslava Mensikova
Abstract:
This article focuses on the use of 3D multi-user virtual environment in language teaching and presents the results of a four-year research at the Palacky University Olomouc Faculty of Education (Czech Republic). Language teaching was conducted in an experimental form in the 3D virtual worlds of Second Life and Kitely (experimental group) and, in parallel to this, there was also traditional teaching conducted on identical topics in the form of lectures using a textbook (control group). The didactic test, which was presented to both of the groups in an identical form before the start of teaching and after its implementation, verified the effect of teaching in the experimental group by comparing the achieved results of both groups. Out of the three components of mother tongue teaching (grammar, literature, composition and communication education) students achieved partial better results (in the case of points focused on the visualization of the subject matter, these were statistically significant) in literature. Students from the control group performed better in grammar and composition. Based on the achieved results, we can state that the most appropriate use of multi-user virtual environment (MUVE) can be seen in teaching those topics that have the possibility of dramatization, experiential learning and group cooperation.
