Abstract:
Many studies have revealed the fact of the complexity of ontology building process. Therefore there is a need for a new approach which one of that addresses the socio-technical aspects in the collaboration to reach a consensus. Meta-design approach is considered applicable as a method in the methodological model of socio-technical ontology engineering. Principles in the meta-design framework are applied in the construction phases of the ontology. A web portal is developed to support the meta-design principles requirements. To validate the methodological model semantic web applications were developed and integrated in the portal and also used as a way to show the usefulness of the ontology. The knowledge based system will be filled with data of Indonesian medicinal plants. By showing the usefulness of the developed ontology in a semantic web application, we motivate all stakeholders to participate in the development of knowledge based system of medicinal plants in Indonesia.

China's aging tendency is becoming increasingly severe, which leads to the embarrassing situation of "getting old before getting wealthy". The traditional pension model does not comply with the need of today. Relying on "Internet Plus", it can efficiently integrate information and resources and meet the personalized needs of elderly care. It can reduce the operating cost of community elderly care facilities and lay a technical foundation for providing better services for the elderly. The key for providing help for the elderly in the future is to effectively integrate technology, make good use of technology, and improve the efficiency of elderly care services. The effective integration of traditional home care, community care, intelligent elderly care equipment and medical resources to create the "Internet Plus" community intelligent pension service mode has become the future development trend of aging care. The research method of this paper is to collect literature and conduct theoretical research on community pension firstly. Secondly, the combination of suitable aging design and "Internet Plus" is elaborated through research. Finally, this paper states the current level of intelligent technology in old-age care and looks into the future by understanding multiple levels of "Internet Plus". The development of community intelligent pension mode and content under "Internet Plus" has enormous development potential. In addition to the characteristics and functions of ordinary houses, residential design of endowment housing has higher requirements for comfort and personalization, and the people-oriented is the principle of design.

Abstract:
The purpose of semantic web research is to transform the Web from a linked document repository into a distributed knowledge base and application platform, thus allowing the vast range of available information and services to be more efficiently exploited. As a first step in this transformation, languages such as OWL have been developed. Although fully realizing the Semantic Web still seems some way off, OWL has already been very successful and has rapidly become a defacto standard for ontology development in fields as diverse as geography, geology, astronomy, agriculture, defence and the life sciences. Abstract:
As a security mechanism, authorization is to provide access control to the system resources according to the polices and rules specified by the security strategies. Either by update or in the initial specification, conflicts in authorization is an issue needs to be solved. In this paper, we propose a new approach to solve conflict by using prioritized logic programs and discuss the uniqueness of its answer set. Addressing conflict resolution from logic programming viewpoint and the uniqueness analysis of the answer set provide a novel, efficient approach for authorization conflict resolution.

This article presents a new approach to uncertainty, vagueness, and imprecision analysis for ranking alternatives with fuzzy data for decision making using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). In the proposed approach, fuzzy decision information related to the aircraft selection problem is taken into account in ranking the alternatives and selecting the best one. The basic procedural step is to transform the fuzzy decision matrices into matrices of alternatives evaluated according to all decision criteria. A numerical example illustrates the proposed approach for the military combat aircraft selection problem.

These methods are tested against a number of well-known image similarity metrics and statistical distribution techniques. Abstract:
Traditionally, the dimensioning of storage tanks is conducted with a deterministic approach based on partial coefficients of safety. These coefficients are applied to take into account the uncertainties related to hazards on properties of materials used and applied loads. However, the use of these safety factors in the design process does not assure an optimal and reliable solution and can sometimes lead to a lack of robustness of the structure. The reliability theory based on a probabilistic formulation of constructions safety can respond in an adapted manner. It allows constructing a modelling in which uncertain data are represented by random variables, and therefore allows a better appreciation of safety margins with confidence indicators. The work presented in this paper consists of a mecano-reliability analysis of a concrete storage tank placed on ground. The classical method of Monte Carlo simulation is used to evaluate the failure probability of concrete tank by considering the seismic acceleration as random variable.Keywords: Reliability approach, storage tanks, Monte Carlo simulation, seismic acceleration.

Biclustering is the way of two-dimensional data analysis. For several years it became possible to express such issue in terms of Boolean reasoning, for processing continuous, discrete and binary data. The mathematical backgrounds of such approach — proved ability of induction of exact and inclusion–maximal biclusters fulfilling assumed criteria — are strong advantages of the method. Unfortunately, the core of the method has quite high computational complexity. In the paper the basics of Boolean reasoning approach for biclustering are presented. In this paper, we introduce our approach that optimizes the use of Web services with context notions when dealing with contextual environments. We focus particularly on making Web services autonomous and natively context-aware. Abstract:
Conventional approaches in the implementation of logic programming applications on embedded systems are solely of software nature. As a consequence, a compiler is needed that transforms the initial declarative logic program to its equivalent procedural one, to be programmed to the microprocessor. This approach increases the complexity of the final implementation and reduces the overall system's performance. On the contrary, presenting hardware implementations which are only capable of supporting logic programs prevents their use in applications where logic programs need to be intertwined with traditional procedural ones, for a specific application. We exploit HW/SW codesign methods to present a microprocessor, capable of supporting hybrid applications using both programming approaches. We take advantage of the close relationship between attribute grammar (AG) evaluation and knowledge engineering methods to present a programmable hardware parser that performs logic derivations and combine it with an extension of a conventional RISC microprocessor that performs the unification process to report the success or failure of those derivations. The extended RISC microprocessor is still capable of executing conventional procedural programs, thus hybrid applications can be implemented. The presented implementation is programmable, supports the execution of hybrid applications, increases the performance of logic derivations (experimental analysis yields an approximate 1000% increase in performance) and reduces the complexity of the final implemented code. The proposed hardware design is supported by a proposed extended C-language called C-AG.

The rationale behind this study is considering combating and preventing the phenomenon of trafficking in human beings from a multidisciplinary perspective that involves many layers of the society. Trafficking in human beings is an abhorrent phenomenon highly affecting negatively the victims and their families in both human and material aspect, sometimes causing irreversible damages. The longer term effects of this phenomenon, in countries with a weak economic development and extremely young and dynamic population, such as Kosovo, without proper measures to prevented and control can cause tremendous damages in the society. Given the fact that a complete eradication of this phenomenon is almost impossible, efforts should be concentrated at least on the prevention and controlling aspects. Treating trafficking in human beings based on traditional police tactics, methods and proceedings cannot bring satisfactory results. There is no doubt that a multi-disciplinary approach is an irreplaceable requirement, in other words, a combination of authentic and functional proactive and reactive methods, techniques and tactics. Obviously, police must exercise its role in preventing and combating trafficking in human beings, a role sanctioned by the law, however, police role and contribution cannot by any means considered complete if all segments of the society are not included in these efforts. Naturally, civil society should have an important share in these collaborative and interactive efforts especially in preventive activities such as: awareness on trafficking risks and damages, proactive engagement in drafting appropriate legislation and strategies, law enforcement monitoring and direct or indirect involvement in protective and supporting activities which benefit the victims of trafficking etc.Keywords: Civil society, cooperation, police, trafficking in human beings.

This paper deals with the problem of delay-dependent stability for neural networks with distributed delays. Some new sufficient condition are derived by constructing a novel Lyapunov-Krasovskii functional approach. The criteria are formulated in terms of a set of linear matrix inequalities, this is convenient for numerically checking the system stability using the powerful MATLAB LMI Toolbox. Moreover, in order to show the stability condition in this paper gives much less conservative results than those in the literature, numerical examples are considered.

Unstructured peer-to-peer networks are popular due to its robustness and scalability. Query schemes that are being used in unstructured peer-to-peer such as the flooding and interest-based shortcuts suffer various problems such as using large communication overhead long delay response. The use of routing indices has been a popular approach for peer-to-peer query routing. It helps the query routing processes to learn the routing based on the feedbacks collected. In an unstructured network where there is no global information available, efficient and low cost routing approach is needed for routing efficiency. In this paper, we propose a novel mechanism for query-feedback oriented routing indices to achieve routing efficiency in unstructured network at a minimal cost. The approach also applied information retrieval technique to make sure the content of the query is understandable and will make the routing process not just based to the query hits but also related to the query content. Abstract:
In this paper, we propose the variational approach to solve single image defogging problem. In the inference process of the atmospheric veil, we defined new functional for atmospheric veil that satisfy edge-preserving regularization property. By using the fundamental lemma of calculus of variations, we derive the Euler-Lagrange equation foratmospheric veil that can find the maxima of a given functional. This equation can be solved by using a gradient decent method and time parameter. Then, we can have obtained the estimated atmospheric veil, and then have conducted the image restoration by using inferred atmospheric veil. Finally we have improved the contrast of restoration image by various histogram equalization methods. The experimental results show that the proposed method achieves rather good defogging results.

A new technique based on Pattern search optimization is proposed for estimating different solar cell parameters in this paper. The estimated parameters are the generated photocurrent, saturation current, series resistance, shunt resistance, and ideality factor. The proposed approach is tested and validated using double diode model to show its potential. Performance of the developed approach is quite interesting which signifies its potential as a promising estimation tool.

Abstract:
Triangular trihedral corner reflector (CR) has been widely used as point target for synthetic aperture radar (SAR) calibration and image quality assessment. The additional “tip” of the triangular plate does not contribute to the reflector’s theoretical RCS and if it interacts with a perfectly reflecting ground plane, it will yield an increase of RCS at the radar bore-sight and decrease the accuracy of SAR calibration and image quality assessment. Regarding this problem, two types of CRs were manufactured. One was the hexagonal trihedral CR. It is a self-illuminating CR with relatively small plate edge length, while large edge length usually introduces unexpected edge diffraction error. The other was the triangular trihedral CR with extended bottom plate which considers the effect of ‘tip’ into the total RCS. In order to assess the performance of the two types of new CRs, flight campaign over the National Calibration and Validation Site for High Resolution Remote Sensors was carried out. Six hexagonal trihedral CRs and two bottom-extended trihedral CRs, as well as several traditional triangular trihedral CRs, were deployed. KOMPSAT-5 X-band SAR image was acquired for the performance analysis of the hexagonal trihedral CRs. C-band airborne SAR images were acquired for the performance analysis of the bottom-extended trihedral CRs. The analysis results showed that the impulse response function of both the hexagonal trihedral CRs and bottom-extended trihedral CRs were much closer to the ideal sinc-function than the traditional triangular trihedral CRs. The flight campaign results validated the advantages of new types of CRs and they might be useful in the future SAR calibration mission.

Developing a supply chain management (SCM) system is costly, but important. However, because of its complicated nature, not many of such projects are considered successful. Few research publications directly relate to key success factors (KSFs) for implementing a SCM system. Motivated by the above, this research proposes a hierarchy of KSFs for SCM system implementation in the semiconductor industry by using a two-step approach. First, the literature review indicates the initial hierarchy. The second step includes a focus group approach to finalize the proposed KSF hierarchy by extracting valuable experiences from executives and managers that actively participated in a project, which successfully establish a seamless SCM integration between the world's largest semiconductor foundry manufacturing company and the world's largest assembly and testing company. Future project executives may refer the resulting KSF hierarchy as a checklist for SCM system implementation in semiconductor or related industries.

In global competition nowadays, the world economy heavily depends upon high technology and capital intensive industries that are mainly owned by well-established economic and developed countries, such as United States of America, United Kingdom, Japan, and South Korea. Indonesia as a developing country is building its economic activities towards industrial country as well, although a slightly different approach was implemented. For example, similar to the concept of one village one product (OVOP) implemented in Japan, Indonesia also adopted this concept by promoting local traditional products to improve incomes of village people and to enhance local economic activities. Analysis on how OVOP program increase local people’s income and influence customer satisfaction were the objective of this paper. Behavioral intention to purchase and re-purchase, customer satisfaction and promotion are key factors for local products to play significant roles in improving local income and economy of the region. The concepts of OVOP and key factors that influence economic activities of local people and the region will be described and explained in the paper. Results of research, in a case study based on 300 respondents, customers of a local restaurant at Tangerang City, Banten Province of Indonesia, indicated that local product, service quality and behavioral intention individually have significant influence to customer satisfaction; whereas simultaneous tests to the variables indicated positive and significant influence to the behavioral intention through customer satisfaction as the intervening variable.

This aims of this paper is to forecast the electricity spot prices. First, we focus on modeling the conditional mean of the series so we adopt a generalized fractional -factor Gegenbauer process (k-factor GARMA). Secondly, the residual from the -factor GARMA model has used as a proxy for the conditional variance; these residuals were predicted using two different approaches. In the first approach, a local linear wavelet neural network model (LLWNN) has developed to predict the conditional variance using the Back Propagation learning algorithms. In the second approach, the Gegenbauer generalized autoregressive conditional heteroscedasticity process (G-GARCH) has adopted, and the parameters of the k-factor GARMA-G-GARCH model has estimated using the wavelet methodology based on the discrete wavelet packet transform (DWPT) approach. The empirical results have shown that the k-factor GARMA-G-GARCH model outperform the hybrid k-factor GARMA-LLWNN model, and find it is more appropriate for forecasts.Keywords: k-factor, GARMA, LLWNN, G-GARCH, electricity price, forecasting.

In the paper we submit the non-local modification of kinetic Smoluchowski equation for binary aggregation applying to dispersed media having memory. Our supposition consists in that that intensity of evolution of clusters is supposed to be a function of the product of concentrations of the lowest orders clusters at different moments. The new form of kinetic equation for aggregation is derived on the base of the transfer kernels approach. Induction machine models used for steady-state and transient analysis require machine parameters that are usually considered design parameters or data. The knowledge of induction machine parameters is very important for Indirect Field Oriented Control (IFOC). A mismatched set of parameters will degrade the response of speed and torque control. This paper presents an improvement approach on rotor time constant adaptation in IFOC for Induction Machines (IM). Our approach tends to improve the estimation accuracy of the fundamental model for flux estimation. Based on the reduced order of the IM model, the rotor fluxes and rotor time constant are estimated using only the stator currents and voltages. Abstract:
Genetic algorithms (GAs) have been widely used for global optimization problems. The GA performance depends highly on the choice of the search space for each parameter to be optimized. Often, this choice is a problem-based experience. The search space being a set of potential solutions may contain the global optimum and/or other local optimums. A bad choice of this search space results in poor solutions. In this paper, our approach consists in extending the search space boundaries during the GA optimization, only when it is required. This leads to more diversification of GA population by new solutions that were not available with fixed search space boundaries. So, these dynamic search spaces can improve the GA optimization performances. The proposed approach is applied to power system stabilizer optimization for multimachine power system (16-generator and 68-bus). The obtained results are evaluated and compared with those obtained by ordinary GAs. Eigenvalue analysis and nonlinear system simulation results show the effectiveness of the proposed approach to damp out the electromechanical oscillation and enhance the global system stability.Keywords: Genetic Algorithms, Multiobjective Optimization, Power System Stabilizer, Small Signal Stability.

Abstract:
The Petri net tool INA is a well known tool by the Petri net community. However, it lacks a graphical environment to cerate and analyse INA models. Building a modelling tool for the design and analysis from scratch (for INA tool for example) is generally a prohibitive task. Meta-Modelling approach is useful to deal with such problems since it allows the modelling of the formalisms themselves. In this paper, we propose an approach based on the combined use of Meta-modelling and Graph Grammars to automatically generate a visual modelling tool for INA for analysis purposes. In our approach, the UML Class diagram formalism is used to define a meta-model of INA models. The meta-modelling tool ATOM3 is used to generate a visual modelling tool according to the proposed INA meta-model. We have also proposed a graph grammar to automatically generate INA description of the graphically specified Petri net models. This allows the user to avoid the errors when this description is done manually. Then the INA tool is used to perform the simulation and the analysis of the resulted INA description. Abstract:
Three novel and significant contributions are made in this paper Firstly, non-recursive formulation of Haar connection coefficients, pioneered by the present authors is presented, which can be computed very efficiently and avoid stack and memory overflows. Secondly, the generalized approach for state analysis of singular bilinear time-invariant (TI) and time-varying (TV) systems is presented; vis-˜a-vis diversified and complex works reported by different authors. Thirdly, a generalized approach for parameter estimation of bilinear TI and TV systems is also proposed. The unified framework of the proposed method is very significant in that the digital hardware once-designed can be used to perform the complex tasks of state analysis and parameter estimation of different types of bilinear systems single-handedly. Abstract:
With the development of business competition, it is important for healthcare providers to improve their service qualities. In order to improve service quality of a clinic, four important dimensions are defined: tangibles, responsiveness, empathy, and reliability. Moreover, there are several service stages in hospitals such as financial screening and examination. One of the most challenging limitations for improving service quality is budget which impressively affects the service quality. In this paper, we present an approach to address budget uncertainty and provide guidelines for service resource allocation. In this paper, a service quality improvement approach is proposed which can be adopted to multistage service processes to improve service quality, while controlling the costs. A multi-objective function based on the importance of each area and dimension is defined to link operational variables to service quality dimensions. The results demonstrate that our approach is not ultra-conservative and it shows the actual condition very well. Moreover, it is shown that different strategies can affect the number of employees in different stages.

Abstract:
This research proposes a Preemptive Possibilistic Linear Programming (PPLP) approach for solving multiobjective Aggregate Production Planning (APP) problem with interval demand and imprecise unit price and related operating costs. The proposed approach attempts to maximize profit and minimize changes of workforce. It transforms the total profit objective that has imprecise information to three crisp objective functions, which are maximizing the most possible value of profit, minimizing the risk of obtaining the lower profit and maximizing the opportunity of obtaining the higher profit. The change of workforce level objective is also converted. Then, the problem is solved according to objective priorities. It is easier than simultaneously solve the multiobjective problem as performed in existing approach. Possible range of interval demand is also used to increase flexibility of obtaining the better production plan.
