1818 Self-Help Adaptation to Flooding in Low-Income Settlements in Chiang Mai, Thailand
Authors: Nachawit Tikul
Abstract:
This study aimed to determine low-income housing adaptations for flooding, which causes living problems and housing damage, and the results from improvement. Three low-income settlements in Chiang Mai which experienced different flood types, i.e. flash floods in Samukeepattana, drainage floods in Bansanku, and river floods in Kampangam, were chosen for the study. Almost all of the residents improved their houses to protect the property from flood damage by changing building materials to flood damage resistant materials for walls, floors, and other parts of the structure that were below the base of annual flood elevation. They could only build some parts of their own homes, so hiring skilled workers or contractors was still important. Building materials which have no need for any special tools and are easy to access and use for construction, as well as low cost, are selected for construction. The residents in the three slums faced living problems for only a short time and were able to cope with them. This may be due to the location of the three slums near the city where assistance is readily available. But the housing and the existence in the slums can endure only the regular floods and residence still have problems in unusual floods, which have been experienced 1-2 times during the past 10 years. The residents accept the need for evacuations and prepare for them. When faced with extreme floods, residence have evacuated to the nearest safe place such as schools and public building, and come back to repair the houses after the flood. These are the distinguishing characteristics of low-income living which can withstand serious situations due to the simple lifestyle. Therefore, preparation of living areas for use during severe floods and encouraging production of affordable flood resistant materials should be areas of concern when formulating disaster assistance policies for low income people.

Authors: Gheorghe Romanescu, IonuŃ V. Jora, Cristian Constantin Stoleriu
Abstract:
The influence of human activities produced by dams along the river beds is minor, but the location of accumulation of water directly influences the hydrological regime. The most important effect of the influence of damming on the way water flows decreases the frequency of floods. The water rate controls the water flow of the dams. These natural reservoirs become dysfunctional and, as a result, a new distribution of flow in the downstream sector, where maximum flow is, brings about, in this case, higher values. In addition to fishing, middle and lower courses of rivers located by accumulation also have a role in mitigating flood waves, thus providing flood protection. The Vaslui also ensures a good part of the needs of the town water supply. The most important lake is Solesti, close to the Vaslui River, opened in 1974. A hydrological regime of accumulation is related to an anthropogenic and natural drainage system. The design conditions and their manoeuvres drain or fill the water courses.

Authors: Adnan F. Sheikh, Fayaz A. Mir
Abstract:
After the recent devastating flood in Kashmir in 2014, dredging of the local water bodies, especially Jhelum River has become a priority for the government. Local government under the project name of 'Comprehensive Flood Management Programme' plans to undertake an increase in discharge of existing flood channels by removal of encroachments and acquisition of additional land, dredging and other works of the water bodies. The total quantity of soil to be dredged will be 16.15 lac cumecs. Dredged soil is a major component that would result from the project which requires disposal/utilization. This study analyses the effect of cement and sand on the engineering properties of soil. The tests were conducted with variable additions of sand (10%, 20% and 30%), whereas cement was added at 12%. Samples with following compositions: soil-cement (12%) and soil-sand (30%) were tested as well. Laboratory experiments were conducted to determine the engineering characteristics of soil, i.e., compaction, strength, and CBR characteristics. The strength characteristics of the soil were determined by unconfined compressive strength test and direct shear test. Unconfined compressive strength of the soil was tested immediately and for a curing period of seven days. CBR test was performed for unsoaked, soaked (worst condition- 4 days) and cured (4 days) samples.

Authors: Do Hoai Nam, Keiko Udo, Akira Mano
Abstract:
This paper presents the combination of different precipitation data sets and the distributed hydrological model, in order to examine the flood runoff reproductivity of scattered observation catchments. The precipitation data sets were obtained from observation using rain-gages, satellite based estimate (TRMM), and numerical weather prediction model (NWP), then were coupled with the super tank model. The case study was conducted in three basins (small, medium, and large size) located in Central Vietnam. Calculated hydrographs based on ground observation rainfall showed best fit to measured stream flow, while those obtained from TRMM and NWP showed high uncertainty of peak discharges. However, calculated hydrographs using the adjusted rainfield depicted a promising alternative for the application of TRMM and NWP in flood modeling for scattered observation catchments, especially for the extension of forecast lead time.

Abstract:
Urban flooding resulting from a sudden release of water due to dam-break or excessive rainfall is a serious threatening environment hazard, which causes loss of human life and large economic losses. Anticipating floods before they occur could minimize human and economic losses through the implementation of appropriate protection, provision, and rescue plans. This work reports on the numerical modelling of flash flood propagation in urban areas after an excessive rainfall event or dam-break. A two-dimensional (2D) depth-averaged shallow water model is used with a refined unstructured grid of triangles for representing the urban area topography. The 2D shallow water equations are solved using a second-order well-balanced discontinuous Galerkin scheme. Theoretical test case and three flood events are described to demonstrate the potential benefits of the scheme: (i) wetting and drying in a parabolic basin (ii) flash flood over a physical model of the urbanized Toce River valley in Italy; (iii) wave propagation on the Reyran river valley in consequence of the Malpasset dam-break in 1959 (France); and (iv) dam-break flood in October 1982 at the town of Sumacarcel (Spain). The capability of the scheme is also verified against alternative models. Computational results compare well with recorded data and show that the scheme is at least as efficient as comparable second-order finite volume schemes, with notable efficiency speedup due to parallelization. Keywords: Flood modeling, dam-break, shallow water equations, Discontinuous Galerkin scheme, MUSCL scheme.

Abstract:
This paper proposes a synchronized random switching frequency pulse width modulation (SRSFPWM). In this technique, the clock signal is used to control the random noise frequency which is produced by the feedback voltage of a hysteresis circuit. These make the triangular carrier frequency equaling to the random noise frequency in each switching period with the symmetrical positive and negative slopes of triangular carrier. Therefore, there is no error voltage in PWM signal. The PSpice simulated results shown the proposed technique improved the performance in case of low frequency harmonics of PWM signal comparing with conventional random switching frequency PWM.

Abstract:
More and more natural disasters are happening every year: floods, earthquakes, volcanic eruptions, etc. In order to reduce the risk of possible damages, governments all around the world are investing into development of Early Warning Systems (EWS) for environmental applications. The most important task of the EWS is identification of the onset of critical situations affecting environment and population, early enough to inform the authorities and general public. This paper describes an approach for monitoring of flood protections systems based on machine learning methods. An Artificial Intelligence (AI) component has been developed for detection of abnormal dike behaviour. The AI module has been integrated into an EWS platform of the UrbanFlood project (EU Seventh Framework Programme) and validated on real-time measurements from the sensors installed in a dike. Keywords: Early Warning System, intelligent environmentalmonitoring, machine learning, flood protection.

Abstract:
Floods play a key role in landform evolution of an area. This process is likely to alter the topography of the earth’s surface. The present study area, Kota Bharu is very prone to floods extends from upstream of Kelantan River near Kemubu to the downstream area near Kuala Besar. These flood events which occur every year in the study area exhibit a strong bearing on river morphological set-up. In the present study, three satellite imageries of different time periods have been used to manifest the post-flood landform changes. The pre-processing of the images such as subset, geometric corrections and atmospheric corrections were carried-out using ENVI 4.5 followed by the analysis processes. Twenty sets of cross sections were plotted using software Erdas 9.2, ERDAS and ArcGis 10 for the all three images. The results show a significant change in the length of the cross section which suggest that the geomorphological processes play a key role in carving and shaping the river banks during the floods.

Abstract:
In this paper, we propose a novel frequency offset estimation scheme for orthogonal frequency division multiplexing (OFDM) systems. By correlating the OFDM signals within the coherence phase bandwidth and employing a threshold in the frequency offset estimation process, the proposed scheme is not only robust to the timing offset but also has a reduced complexity compared with that of the conventional scheme. Moreover, a timing offset estimation scheme is also proposed as the next stage of the proposed frequency offset estimation. Numerical results show that the proposed scheme can estimate frequency offset with lower computational complexity and does not require additional memory while maintaining the same level of estimation performance.

Abstract:
This paper presents the simulation results of the effects of sampling frequency on the total harmonic distortion (THD) of three-phase inverters using the space vector pulse width modulation (SVPWM) and space vector control (SVC) algorithms. The relationship between the variables was studied using curve fitting techniques, and it has been shown that, for 50 Hz inverters, there is an exponential relation between the sampling frequency and THD up to around 8500 Hz, beyond which the performance of the model becomes irregular, and there is an negative exponential relation between the sampling frequency and the marginal improvement to the THD. It has also been found that the performance of SVPWM is better than that of SVC with the same sampling frequency in most frequency range, including the range where the performance of the former is irregular.

Abstract:
This paper presents effects of the mean operating pressure on the optimal operating frequency based on temperature differences across stack ends in a thermoacoustic refrigerator. In addition to the length of the resonance tube, components of the thermoacoustic refrigerator have an influence on the operating frequency due to their acoustic properties, i.e., absorptivity, reflectivity and transmissivity. The interference of waves incurs and distorts the original frequency generated by the driver so that the optimal operating frequency differs from the designs. These acoustic properties are not parameters in the designs and be very complicated to infer their responses. A prototype thermoacoustic refrigerator is constructed and used to investigate its optimal operating frequency compared to the design at various operating pressures. Helium and air are used as working fluids during the experiments. The results indicate that the optimal operating frequency of the prototype thermoacoustic refrigerator using helium is at 6 bar and 490Hz or approximately 20% away from the design frequency. The optimal operating frequency at other mean pressures differs from the design in an unpredictable manner, however, the optimal operating frequency and pressure can be identified by testing.

Heavy rains are one of the features of arid and semi arid climates which result in flood. This kind of rainfall originates from environmental and synoptic conditions. Mediterranean cyclones are the major factor in heavy rainfall in Iran, but these cyclones do not happen in some parts of Iran such as Southern and Southeastern areas. In this study, it has been tried to pinpoint the synoptic reasons of heavy rainfall in Isfahan through the analysis of the relationship between this rainfall in Isfahan and atmospheric system over Iran and the areas around it. The findings of this study show that the major factor have is the arrival of Sudanese low pressure system in this region from the southwest, of course if the ascent local conditions such as heat occur, the heaviest rains happen in Isfahan. Authors: Liming Zhang
Abstract:
There have been different approaches to compute the analytic instantaneous frequency with a variety of background reasoning and applicability in practice, as well as restrictions. This paper presents an adaptive Fourier decomposition and (α-counting) based instantaneous frequency computation approach. The adaptive Fourier decomposition is a recently proposed new signal decomposition approach. The instantaneous frequency can be computed through the so called mono-components decomposed by it. Due to the fast energy convergency, the highest frequency of the signal will be discarded by the adaptive Fourier decomposition, which represents the noise of the signal in most of the situation. A new instantaneous frequency definition for a large class of so-called simple waves is also proposed in this paper. Simple wave contains a wide range of signals for which the concept instantaneous frequency has a perfect physical sense. The α-counting instantaneous frequency can be used to compute the highest frequency for a signal. Combination of these two approaches one can obtain the IFs of the whole signal. Abstract:
In this paper we present a system for classifying videos by frequency spectra. Many videos contain activities with repeating movements. Sports videos, home improvement videos, or videos showing mechanical motion are some example areas. Motion of these areas usually repeats with a certain main frequency and several side frequencies. Transforming repeating motion to its frequency domain via FFT reveals these frequencies. Average amplitudes of frequency intervals can be seen as features of cyclic motion. Hence determining these features can help to classify videos with repeating movements. In this paper we explain how to compute frequency spectra for video clips and how to use them for classifying. Our approach utilizes series of image moments as a function. Abstract:
The urban centers within northeastern Brazil are mainly influenced by the intense rainfalls, which can occur after long periods of drought, when flood events can be observed during such events. Thus, this paper aims to study the rainfall frequencies in such region through the wavelet transform. An application of wavelet analysis is done with long time series of the total monthly rainfall amount at the capital cities of northeastern Brazil. The main frequency components in the time series are studied by the global wavelet spectrum and the modulation in separated periodicity bands were done in order to extract additional information, e.g., the 8 and 16 months band was examined by an average of all scales, giving a measure of the average annual variance versus time, where the periods with low or high variance could be identified. The important increases were identified in the average variance for some periods, e.g. 1947 to 1952 at Teresina city, which can be considered as high wet periods. Although, the precipitation in those sites showed similar global wavelet spectra, the wavelet spectra revealed particular features. This study can be considered an important tool for time series analysis, which can help the studies concerning flood control, mainly when they are applied together with rainfall-runoff simulations. Keywords: rainfall data, urban center, wavelet transform.

Authors: Guomin Luo, Daming Zhang, Yong Kwee Koh, Kim Teck Ng, Helmi Kurniawan, Weng Hoe Leong
Abstract:
Partial discharge (PD) detection is an important method to evaluate the insulation condition of metal-clad apparatus. Non-intrusive sensors which are easy to install and have no interruptions on operation are preferred in onsite PD detection. However, it often lacks of accuracy due to the interferences in PD signals. In this paper a novel PD extraction method that uses frequency analysis and entropy based time-frequency (TF) analysis is introduced. The repetitive pulses from convertor are first removed via frequency analysis. Then, the relative entropy and relative peak-frequency of each pulse (i.e. time-indexed vector TF spectrum) are calculated and all pulses with similar parameters are grouped. According to the characteristics of non-intrusive sensor and the frequency distribution of PDs, the pulses of PD and interferences are separated. Finally the PD signal and interferences are recovered via inverse TF transform. The de-noised result of noisy PD data demonstrates that the combination of frequency and time-frequency techniques can discriminate PDs from interferences with various frequency distributions. Keywords: Entropy, Fourier analysis, non-intrusive measurement, time-frequency analysis, partial discharge

Abstract:
In this paper, a new adaptive Fourier decomposition (AFD) based time-frequency speech analysis approach is proposed. Given the fact that the fundamental frequency of speech signals often undergo fluctuation, the classical short-time Fourier transform (STFT) based spectrogram analysis suffers from the difficulty of window size selection. AFD is a newly developed signal decomposition theory. It is designed to deal with time-varying non-stationary signals. Its outstanding characteristic is to provide instantaneous frequency for each decomposed component, so the time-frequency analysis becomes easier. Experiments are conducted based on the sample sentence in TIMIT Acoustic-Phonetic Continuous Speech Corpus. The results show that the AFD based time-frequency distribution outperforms the STFT based one.

Abstract:
Worldwide many electrical equipment insulation failures have been reported caused by switching operations, while those equipments had previously passed all the standard tests and complied with all quality requirements. The problem is mostly associated with high-frequency overvoltages generated during opening or closing of a switching device. The transients generated during switching operations in a Gas Insulated Substation (GIS) are associated with high frequency components in the order of few tens of MHz. The frequency spectrum of the VFTO generated in the 220/66 kV Wadi-Hoff GIS is analyzed using Fast Fourier Transform technique. The main frequency with high voltage amplitude due to the operation of disconnector (DS5) is 5 to 10 MHz, with the highest amplitude at 9 MHz. The main frequency with high voltage amplitude due to the operation of circuit breaker (CB5) is 1 to 25 MHz, with the highest amplitude at 2 MHz. Mitigating techniques damped the oscillating frequencies effectively. The using of cable terminal reduced the frequency oscillation effectively than that of OHTL terminal. The using of a shunt capacitance results in vanishing the high frequency components. Ferrite rings reduces the high frequency components effectively especially in the range 2 to 7 MHz. The using of RC and RL filters results in vanishing the high frequency components.

Abstract:
The heavy rainfall from 3rd to 22th January 2017 had swamped much area of Ranot district in southern Thailand. Due to heavy rainfall, the district was flooded which had a lot of effects on economy and social loss. The major objective of this study is to detect flooding extent using Sentinel-1A data and identify a number of damaged buildings over there. The data were collected in two stages as pre-flooding and during flood event. Calibration, speckle filtering, geometric correction, and histogram thresholding were performed with the data, based on intensity spectral values to classify thematic maps. The maps were used to identify flooding extent using change detection, along with the buildings digitized and collected on JOSM desktop. The numbers of damaged buildings were counted within the flooding extent with respect to building data. The total flooded areas were observed as 181.45 sq.km. These areas were mostly occurred at Ban khao, Ranot, Takhria, and Phang Yang sub-districts, respectively. The Ban khao sub-district had more occurrence than the others because this area is located at lower altitude and close to Thale Noi and Thale Luang lakes than others. The numbers of damaged buildings were high in Khlong Daen (726 features), Tha Bon (645 features), and Ranot sub-district (604 features), respectively. The final flood extent map might be very useful for the plan, prevention and management of flood occurrence area. The technique is based on frequency transformation in the s-domain, bilinear z-transform with pre-warping frequency, inverse bilinear transformation and a very useful application of the Pascal’s triangle that simplifies computing and enables calculation by hand when transforming from one filter to another. This paper will introduce two methods to transform a filter into a digital filter: frequency transformation from the s-domain into the z-domain; and frequency transformation in the z-domain. Further, two Pascal matrix equations are derived: an analogue to digital filter Pascal matrix equation and a digital to digital filter Pascal matrix equation. These are used to design a desired digital filter from a given filter. Keywords: Frequency transformation, Bilinear z-transformation, Pre-warping frequency, Digital filters, Analog filters, Pascal’s triangle.
