1035 Optimization of Agricultural Water Demand Using a Hybrid Model of Dynamic Programming and Neural Networks: A Case Study of Algeria

Abstract:
In Algeria agricultural irrigation is the primary water consuming sector followed by the domestic and industrial sectors. Economic development in the last decade has weighed heavily on water resources which are relatively limited and gradually decreasing to the detriment of agriculture. The research presented in this paper focuses on the optimization of irrigation water demand. Dynamic Programming-Neural Network (DPNN) method is applied to investigate reservoir optimization. The optimal operation rule is formulated to minimize the gap between water release and water irrigation demand. As a case study, Foum El-Gherza dam’s reservoir system in south of Algeria has been selected to examine our proposed optimization model. The application of DPNN method allowed increasing the satisfaction rate (SR) from 12.32% to 55%. Abstract:
Fake news detection research is still in the early stage as this is a relatively new phenomenon in the interest raised by society. Machine learning helps to solve complex problems and to build AI systems nowadays and especially in those cases where we have tacit knowledge or the knowledge that is not known. We used machine learning algorithms and for identification of fake news; we applied three classifiers; Passive Aggressive, Naïve Bayes, and Support Vector Machine. Simple classification is not completely correct in fake news detection because classification methods are not specialized for fake news. With the integration of machine learning and text-based processing, we can detect fake news and build classifiers that can classify the news data. Text classification mainly focuses on extracting various features of text and after that incorporating those features into classification. The big challenge in this area is the lack of an efficient way to differentiate between fake and non-fake due to the unavailability of corpora. We applied three different machine learning classifiers on two publicly available datasets. Experimental analysis based on the existing dataset indicates a very encouraging and improved performance.

Abstract:
With the rapid development in the field of life sciences and the flooding of genomic information, the need for faster and scalable searching methods has become urgent. One of the approaches that were investigated is indexing. The indexing methods have been categorized into three categories which are the lengthbased index algorithms, transformation-based algorithms and mixed techniques-based algorithms. In this research, we focused on the transformation based methods. We embedded the N-gram method into the transformation-based method to build an inverted index table. We then applied the parallel methods to speed up the index building time and to reduce the overall retrieval time when querying the genomic database. Our experiments show that the use of N-Gram transformation algorithm is an economical solution; it saves time and space too. The result shows that the size of the index is smaller than the size of the dataset when the size of N-Gram is 5 and 6. The parallel N-Gram transformation algorithm-s results indicate that the uses of parallel programming with large dataset are promising which can be improved further.Keywords: Biological sequence, Database index, N-gram indexing, Parallel computing, Sequence retrieval.

Abstract:
The purpose of this study is to identify the underlying causes of late payment from the contractors- perspective in the Malaysian construction industry and to recommend effective solutions to mitigate late payment problems. The target groups of respondents in this study were Grades G3, G5, G6 and G7 contractors with specialization in building works and civil engineering works registered with the Construction Industry Development Board (CIDB) in Malaysia. Results from this study were analyzed with Statistical Package for the Social Science (SPSS 15.0). From this study, it was found that respondents have highest ranked five significant variables out of a total of forty-one variables which can caused late payment problems: a) cash flow problems due to deficiencies in client-s management capacity (mean = 3.96); b) client-s ineffective utilization of funds (mean = 3.88); c) scarcity of capital to finance the project (mean = 3.81); d) clients failure to generate income from bank when sales of houses do not hit the targeted amount (mean=3.72); and e) poor cash flow because of lack of proper process implementation, delay in releasing of the retention monies to contractor and delay in the evaluation and certification of interim and final payment (mean = 3.66).Keywords: Underlying causes, late payment, constructionindustry, Malaysia.

Abstract:
The objective of this paper is to establish a possible relationship between sustainable business practice and firm performance. Using a field survey methodology, a sample of sixty manufacturing companies in Nigeria was studied. The firms were categorised into two groups, environmentally 'responsible' and 'irresponsible' firms. An investigation was undertaken into the possible relationship between firm performance and three selected indicators of sustainable business practice: employee health and safety (EHS), waste management (WM), and community development (CD), common within the 30 'responsible' firms. Findings from empirical results reveal that the sustainable practices of the 'responsible' firms are significantly related with firm performance. In addition, sustainable practices are inversely related with fines and penalties. The paper concludes that, within the Nigerian setting at least, sustainability affects corporate performance and sustainability may be a possible tool for corporate conflict resolution as evidenced in the reduction of fines, penalties and compensations. The paper therefore recommends research into the relationship between sustainability and conflict management.

Latin hypercube designs (LHDs) have been applied in many computer experiments among the space-filling designs found in the literature. A LHD can be randomly generated but a randomly chosen LHD may have bad properties and thus act poorly in estimation and prediction. There is a connection between Latin squares and orthogonal arrays (OAs). A Latin square of order s involves an arrangement of s symbols in s rows and s columns, such that every symbol occurs once in each row and once in each column and this exists for every non-negative integer s. In this paper, a computer program was written to construct orthogonal array-based Latin hypercube designs (OA-LHDs). Orthogonal arrays (OAs) were constructed from Latin square of order s and the OAs constructed were afterward used to construct the desired Latin hypercube designs for three input variables for use in computer experiments. The LHDs constructed have better space-filling properties and they can be used in computer experiments that involve only three input factors. Abstract:
This study presents the seismic safety evaluation of weir structure subjected to strong earthquake ground motions, as a flood defense structure in civil engineering structures. The seismic safety analysis procedure was illustrated through development of Finite Element (FE) and InFinite Element (IFE) method in ABAQUS platform. The IFE model was generated by CINPS4, 4-node linear one-way infinite model as a sold continuum infinite element in foundation areas of the weir structure and then nonlinear FE model using friction model for soil-structure interactions was applied in this study. In order to understand the complex behavior of weir structures, nonlinear time history analysis was carried out. Consequently, it was interesting to note that the compressive stress gave more vulnerability to the weir structure, in comparison to the tensile stress, during an earthquake. The stress concentration of the weir structure was shown at the connection area between the weir body and stilling basin area. The stress both tension and compression was reduced in IFE model rather than FE model of weir structures.

Moreover, the proposed system can support users as decision tool and data propagation. The system covers since raw material supply until product delivery. Data management and sharing information are visually supported to designers and customers via user interface. The system is developed on Web–assisted product development environment. The dynamical contouring error is a critical element for the accuracy of machine tools. The contouring error is defined as the difference between the processing actual path and commanded path, which is implemented by following the command curves from feeding driving system in machine tools. The contouring error is resulted from various factors, such as the external loads, friction, inertia moment, feed rate, speed control, servo control, and etc. Thus, the study proposes a 2D compensating system for the contouring accuracy of machine tools. Optical method is adopted by using stable frequency laser diode and the high precision position sensor detector (PSD) to performno-contact measurement. Results show the related accuracy of position sensor detector (PSD) of 2D contouring accuracy compensating system was ±1.5 μm for a calculated range of ±3 mm, and improvement accuracy is over 80% at high-speed feed rate.

Wheat germ has a balanced amino acid composition of the protein, which is well digested by enzymes in the gastrointestinal tract of humans, a high content of vitamins, minerals and unsaturated acids. Introduction components grain food products will enrich their biologically important substances, giving these products a number of valuable properties and reducing their caloric. A complex natural system of substances in foods will help replenish the body's need of essential nutrients, increasing its resistance to the harmful effects of the environment, prolong life. In this regard, there was a need for the development of production technology of protein complexes from wheat germ and then applying them in food, particularly in the dairy industry. Experimental studies were conducted to determine the number of herbal supplements on the sensory characteristics of the product. Studies have been conducted to determine the optimal process parameters of water activity and moisture content of the investigational product.

The development of the United Arab Emirates (UAE) into a regional trade, tourism, finance and logistics hub has transformed its real estate markets. However, speculative activity and price volatility remain concerns. UAE residential market values (MV) are exposed to fluctuations in capital flows and migration which, in turn, are affected by geopolitical uncertainty, oil price volatility and global investment market sentiment. Internally, a complex interplay between administrative boundaries, land tenure, building quality and evolving location characteristics fragments UAE residential property markets. In short, the UAE Residential Valuation System (UAE-RVS) confronts multiple challenges to collect, filter and analyze relevant information in complex and dynamic spatial and capital markets. A robust (RVS) can mitigate the risk of unhelpful volatility, speculative excess or investment mistakes. The research outlines the institutional, ontological, dynamic and epistemological issues at play. We highlight the importance of system capabilities, valuation standard salience and stakeholders trust.

Semantic Web Technologies enable machines to interpret data published in a machine-interpretable form on the web. At the present time, only human beings are able to understand the product information published online. The emerging semantic Web technologies have the potential to deeply influence the further development of the Internet Economy. In this paper we propose a scenario based research approach to predict the effects of these new technologies on electronic markets and business models of traders and intermediaries and customers. Over 300 million searches are conducted everyday on the Internet by people trying to find what they need. A majority of these searches are in the domain of consumer ecommerce, where a web user is looking for something to buy. This represents a huge cost in terms of people hours and an enormous drain of resources. Agent enabled semantic search will have a dramatic impact on the precision of these searches. It will reduce and possibly eliminate information asymmetry where a better informed buyer gets the best value. By impacting this key determinant of market prices semantic web will foster the evolution of different business and economic models. We submit that there is a need for developing these futuristic models based on our current understanding of e-commerce models and nascent semantic web technologies. Business scenario is an important technique that may be used at various stages of the enterprise architecture to derive its characteristics based on the high-level requirements of the business. In terms of wireless deployments, they are used to help identify and understand business needs involving wireless services, and thereby to derive the business requirements that the architecture development has to address by taking into account of various wireless challenges. This study assesses the deployment of Wireless Local Area Network (WLAN) and Broadband Wireless Access (BWA) solutions for several business scenarios in Asia Pacific region. This paper focuses on the overview of the business and technology environments, whereby examples of existing (or suggested) wireless solutions (to be) adopted in Asia Pacific region will be discussed. Interactions of several players, enabling technologies, and key processes in the wireless environments are studied. The analysis and discussions associated to this study are divided into two divisions: healthcare and education, where the merits of wireless solutions in improving living quality are highlighted.

How to efficiently assign system resource to route the Client demand by Gateway servers is a tricky predicament. In this paper, we tender an enhanced proposal for autonomous recital of Gateway servers under highly vibrant traffic loads. We devise a methodology to calculate Queue Length and Waiting Time utilizing Gateway Server information to reduce response time variance in presence of bursty traffic. The most widespread contemplation is performance, because Gateway Servers must offer cost-effective and high-availability services in the elongated period, thus they have to be scaled to meet the expected load. Performance measurements can be the base for performance modeling and prediction. With the help of performance models, the performance metrics (like buffer estimation, waiting time) can be determined at the development process. This paper describes the possible queue models those can be applied in the estimation of queue length to estimate the final value of the memory size. Both simulation and experimental studies using synthesized workloads and analysis of real-world Gateway Servers demonstrate the effectiveness of the proposed system.Keywords: Gateway Server, G/M/1 Queuing Model.

Creative design requires new approaches to assessment in vocational and technological education. To date, there has been little discussion on instruments used to evaluate dies produced by students in vocational and technological education. Developing a generic instrument has been very difficult due to the diversity of creative domains, the specificity of content, and the subjectivity involved in judgment. This paper presents an instrument for measuring the creativity in the design of products by expanding the Consensual Assessment Technique (CAT). The content-based scale was evaluated for content validity by 5 experts. The scale comprises 5 criteria: originality; practicability; precision; aesthetics; and exchangeability. Nine experts were invited to evaluate the dies produced by 38 college students who enrolled in a Product Design and Development course. To further explore the degree of rater agreement, inter-rater reliability was calculated for each dimension using Kendall's coefficient of concordance test. Abstract:
The requirements analysis, modeling, and simulation have consistently been one of the main challenges during the development of complex systems. The scenarios and the state machines are two successful models to describe the behavior of an interactive system. The scenarios represent examples of system execution in the form of sequences of messages exchanged between objects and are a partial view of the system. In contrast, state machines can represent the overall system behavior. The automation of processing scenarios in the state machines provide some answers to various problems such as system behavior validation and scenarios consistency checking. In this paper, we propose a method for translating scenarios in state machines represented by Discreet EVent Specification and procedure to detect implied scenarios. Each induced DEVS model represents the behavior of an object of the system. The global system behavior is described by coupling the atomic DEVS models and validated through simulation. We improve the validation process with integrating formal methods to eliminate logical inconsistencies in the global model. For that end, we use the Z notation.

Most buildings have been using anchor bolts commonly for installing outdoor advertising structures. Anchor bolts of common carbon steel are widely used and often installed indiscriminately by inadequate installation standards. In the area where strong winds frequently blow, falling accidents of outdoor advertising structures can occur and cause a serious disaster, which is very dangerous and to be prevented. In this regard, the development of high-performance anchor bolts is urgently required. In the present study, 25Cr-8Ni-1.5Si-1Mn-0.4C alloy was produced by traditional vacuum induction melting (VIM) for the application of anchor bolt. The alloy composition is revealed as a duplex microstructure from thermodynamic phase analysis by FactSage® and confirmed by metallographic experiment. Addition of Nitrogen to the alloy was found to reduce the ferritic phase domain and significantly increase the hardness and the tensile strength. Microstructure observation revealed mixed structure of austenite and ferrite with fine carbide distributed along the grain and phase boundaries.Keywords: Anchor bolt, Duplex stainless steel, FactSage®, Hardness, Thermodynamic phase analysis.

A large variety of pipe flange is required in marine and construction industry. Pipe flanges are usually welded or screwed to the pipe end and are connected with bolts. This approach is very simple and widely used for a long time; however, it results in high development cost and low productivity, and the productions made by this approach usually have safety problem at the welding area. In this research, a new approach of forming pipe flange based on cold forging and floating die concept is presented. This innovative approach increases the effectiveness of the material usage and save the time cost compared with conventional welding method. To ensure the dimensional accuracy of the final product, the finite element analysis (FEA) was carried out to simulate the process of cold forging, and the orthogonal experiment methods were used to investigate the influence of four manufacturing factors (pin die angle, pipe flange angle, rpm, pin die distance from clamp jig) and predicted the best combination of them. The manufacturing factors were obtained by numerical and experimental studies and it shows that the approach is very useful and effective for the forming of pipe flange, and can be widely used later.Keywords: Cold forging, FEA, finite element analysis, Forge- 3D, rotating forming, tubes.

This paper presents studies on the development and characterization of nanocomposites based on ethylene-propylene terpolymer rubber (EPDM), chlorobutyl rubber (IIR-Cl) and organically modified montmorillonite (OMMT). Mixtures were made containing 0, 3 and 6 phr (parts per 100 parts rubber) OMMT, respectively. They were obtained by melt intercalation in an internal mixer - Plasti-Corder Brabender, in suitable blending parameters, at high temperature for 11 minutes. Curing agents were embedded on a laboratory roller at 70-100 ºC, friction 1:1.1, processing time 5 minutes. Rubber specimens were obtained by compression, using a hydraulic press at 165 ºC and a pressing force of 300 kN. Curing time, determined using the Monsanto rheometer, decreases with the increased amount of OMMT in the mixtures. At the same time, it was noticed that mixtures containing OMMT show improvement in physical-mechanical properties. These types of nanocomposites may be used to obtain rubber seals for the space application or for other areas of application.

With the accelerating process of urbanization, the problem of urban road congestion is becoming more and more serious. Intelligent transportation system combining distributed and artificial intelligence has become a research hotspot. As the core development direction of the intelligent transportation system, Cooperative Intelligent Transportation System (C-ITS) integrates advanced information technology and communication methods and realizes the integration of human, vehicle, roadside infrastructure and other elements through the multi-agent distributed system. By analyzing the system architecture and technical characteristics of C-ITS, the paper proposes a distributed multi-agent C-ITS. The system consists of Roadside Subsystem, Vehicle Subsystem and Personal Subsystem. At the same time, we explore the scalability of the C-ITS and put forward incorporating local rewards in the centralized training decentralized execution paradigm, hoping to add a scalable value decomposition method. In addition, we also suggest introducing blockchain to improve the safety of the traffic information transmission process. The system is expected to improve vehicle capacity and traffic safety.

Abstract:
Lightweight concrete is being used in the construction industry as a building material in its own right. Ultra-lightweight concrete can be applied as a filler and support material for the manufacturing of composite building materials. This paper is about the development of a stable and reproducible ultra-lightweight concrete with the inclusion of poly-lactic acid (PLA) beads and assessing the feasibility of PLA as a lightweight aggregate that will deliver advantages such as a more eco-friendly concrete and a non-petroleum polymer aggregate. In total, sixty-three samples were prepared and the effectiveness of mineral admixture, curing conditions, water-cement ratio, PLA ratio, EPS ratio and perlite ratio on compressive strength of perlite concrete are studied. The results show that PLA particles are sensitive to alkali environment of cement paste and considerably shrank and lost their strength. A higher compressive strength and a lower density was observed when expanded polystyrene (EPS) particles replaced PLA beads. In addition, a set of equations is proposed to estimate the water-cement ratio, cement content and compressive strength of perlite concrete.Keywords: Perlite concrete, poly-lactic acid, expanded polystyrene, concrete.

Abstract:
This research aimed to develop plasma system used in air conditioners. This developed plasma system could be installed in the air conditioners - all split type. The quality of air could be improved to be equal to present plasma system. Development processes were as follows: 1) to study the plasma system used in the air conditioners, 2) to design a plasma generator, 3) to develop the plasma generator, and 4) to test its performance in many types of the air conditioners. This plasma system was developed by AC high voltage – 14 kv with a frequency of 50 kHz. Carbon was a conductor to generate arc in air purifier system. The research was tested by installing the plasma generator in the air conditioners - wall type. Whereas, there were 3 types of installations: air flow out, air flow in, and room center. The result of the plasma generator installed in the air conditioners, split type, revealed that the air flow out installation provided the highest average of o-zone at 223 mg/h. This type of installation provided the highest efficiency of air quality improvement. Moreover, the air flow in installation and the room center installation provided the average of the o-zone at 163 mg/h and 64 mg/h, respectively.

Abstract:
Ischemic events can culminate in acute myocardial infarction with irreversible cardiac lesions that cannot be restored due to the limited regenerative capacity of the heart. Tissue engineering proposes therapeutic alternatives by using biomaterials to resemble the native extracellular medium combined with healthy and functional cells. This research focused on developing a natural thermosensitive hydrogel, its physical-chemical characterization and in vitro biocompatibility determination. Hydrogels’ morphological characterization was carried out through scanning electron microscopy and its chemical characterization by employing Infrared Spectroscopy technic. In addition, the biocompatibility was determined using fetal human ventricular cardiomyocytes cell line RL-14 and the MTT cytotoxicity test according to the ISO 10993-5 standard. Four biocompatible and thermosensitive hydrogels were obtained with a three-dimensional internal structure and two gelation times. The results show the potential of the hydrogel to increase the cell survival rate to the cardiac cell therapies under investigation and lay the foundations to continue with its characterization and biological evaluation both in vitro and in vivo models.

Abstract:
The progress of technology and producing new machinery have made a big change in excavation operations and construction of underground structures. The limitations of space and some other economic, politic and military considerations gained the attention of most developed and developing countries towards the construction of these structures for mine, military, and development objectives. Underground highways, tunnels, subways, oil reservoir resources, fuels, nuclear wastes burying reservoir and underground stores are increasingly developing and being used in these countries. The existence and habitability of the cities depend on these underground installations or in other words these vital arteries. Stopping the flow of water, gas leakage and explosion, collapsing of sewage paths, etc., resulting from the earthquake are among the factors that can severely harm the environment and increase the casualty. Lack of sewage network and complete stoppage of the flow of water in Bam (Iran) is a good example of this kind. In this paper, we investigate the effect of wave orientation on structures and deformation of them and the effect of faulting on underground structures, and then, we study resistance of reinforced concrete against earthquake, simulate two different samples, analyze the result and point out the importance of paying attention to underground installations.

In Both developed and developing countries, governments play a basic role in making policies, programs and instruments which support the development of micro, small and medium enterprises. One of the mechanisms employed to nurture small firms for more than two decades is business incubation. One of the mechanisms employed to nurture small firms for more than two decades is technology business incubation. The main aim of this research was to establish influencing factors in Technology Business Incubator's effectiveness and their explanatory model. Therefore, among 56 Technology Business Incubators in Iran, 32 active incubators were selected and by stratified random sampling, 528 start-ups were chosen. The validity of research questionnaires was determines by expert consensus, item analysis and factor analysis; and their reliability calculated by Cronbach-s alpha. Data analysis was then made through SPSS and LISREL soft wares. Both organizational procedures and entrepreneurial behaviors were the meaningful mediators. Organizational procedures with (P < .01, β =0.45) was stronger mediator for the improvement of Technology Business Incubator's effectiveness comparing to entrepreneurial behavior with (P < .01, β =0.36).Keywords: Technology, Incubators, Effectiveness, Explanatorymodel.

To understand complex living system an effort has made by mechanical engineers and dentists to deliver prompt products and services to patients concerned about their aesthetic look. Since two decades various bracket systems have designed involving techniques like milling, injection molding which are technically not flexible for the customized dental product development. The aim of this paper to design, develop a customized system which is economical and mainly emphasizes the expertise design and integration of engineering and dental fields. A custom made selfadjustable lingual bracket and customized implants are designed and developed using computer aided design (CAD) and rapid prototyping technology (RPT) to improve the smiles and to overcome the difficulties associated with conventional ones. Lengthy orthodontic treatment usually not accepted by the patients because the patient compliance is lost. The experimental design was 4 x 5 factorial with three replications in fully controlled research greenhouse in Department of Soil Sciences and Plant Nutrition, Faculty of Agriculture, University of Selcuk in the year of 2009. Determination of tolerant chickpea genotypes to drought was made in the research. Additionally, sophisticated effects of drought on plant growth and development, biochemical and physical properties or physical defense mechanisms were presented. According to the results, the primary genotypes were Ilgın YP (0.0063 g/gh) for leaf water capacity, 22235 70.44(%) for relative water content, 22159 (82.47%) for real water content, 22159 (5.03 mg/l) for chlorophyll a+b, Ilgın YP (125.89 nmol H2O2.dak-1/ mg protein-1) for peroxidase, Yunak YP (769.67 unit/ mg protein-1) for superoxide dismutase, Seydişehir YP (16.74 μg.TA-1) for proline, Gökçe (80.01 nmol H2O2.dak-1/ mg protein-1) for catalase. Consequently, all the genotypes increased their enzyme activity depending on the increasing of drought stress consider with the effects of drought stress on leaf enzyme activity. Abstract:
Historic religious buildings located in seismic areas have developed different failure mechanisms. Simulation of failure modes is done with computer programs through a nonlinear dynamic analysis or simplified using the method of failure blocks. Currently there are simulation methodologies of failure modes based on the failure rigid blocks method only for Roman Catholic churches type. Due to differences of shape in plan, elevation and construction systems between Orthodox churches and Catholic churches, for the first time there were initiated researches in the development of this simulation methodology for Orthodox churches. In this article are presented the first results from the researches. The theoretical results were compared with real failure modes recorded at an Orthodox church from Banat region, severely damaged by earthquakes in 1991. Simulated seismic response, using a computer program based on finite element method was confirmed by cracks after earthquakes. The consolidation of the church was made according to these theoretical results, realizing a rigid floor connecting all the failure blocks.Keywords: Dinamic analysis, failure mechanism, rigid blocks seismic simulation.

Abstract:
This paper presents a synthetic jet air blower actuated by PZT for air blowing for air-breathing micro PEM fuel cell. The several factors to affect the performance of air-breathing PEM fuel cell such as air flow rate, opening ratio and cathode open type in the cathode side were studied. Especially, an air flow rate is critical condition to improve its performance. In this paper, we developed a synthetic jet air blower to supply a high stoichiometric air flow. The synthetic jet mechanism is a zero mass flux device that converts electrical energy into the momentum. The synthetic jet actuation is usually generated by a traditional PZT actuator, which consists of a small cylindrical cavity, in/outlet channel and PZT diaphragms. The flow rate of the fabricated synthetic jet air blower was 400cc/min at 550Hz and its power consumption was very low under 0.3W. The proposed air-breathing PEM fuel cell which installed synthetic jet air blower was higher performance and stability during continuous operation than the air-breathing fuel cell without auxiliary device to supply the air. The results showed that the maximum power density was 188mW/cm2 at 400mA/cm2.
