802 Economic Assessment Methodology to Support Decisions for Transport Infrastructure Development

Abstract:

The decades after the end of the second War provide evidence that infrastructures investments contibute to economic development, on terms of productivity and income growth. In order to force productivity and increase competitiveness the financing of large transport infrastructure projects are on the top of the agenda in strategic planning process. Such a decision may take form some days to some decades and stakeholders as well as decision makers need tools in order to estimate the economic impact on natioanl economy of such an investment. The key question in such decisions is if the effects caused by the new infrastructure could be able to boost economic development on one hand, and create new jobs and activities on the other. This paper deals with the review of estimation of the mega transport infrastructure projects economic effects in economy.

801 A Survey of IMRT and VMAT in UK

Abstract:

Purpose: This E-survey was carried out to facilitate the implementation and Education of VMAT (Volumetric Modulated Arc Therapy) in Radiotherapy-RT departments and reasons for not using IMRT (Intensity Modulated Radiotherapy). VMAT Skills in demand were also identified. Method: E-Survey was distributed to NHS hospitals across UK by email. Thirty NHS and related centres in England, 21 in Scotland, 3 in Ireland and 1 in Wales were contacted. This Survey was intended for those working in RT and Medical Physics and who were responsible for Treatment Planning and training. Results: This E-survey have indicated pathways adopted by staff to acquire VMAT skills, strategies to efficiently implement VMAT in RT departments and for obtaining VMAT Education. Conclusion: Despite poor survey response this survey has managed to highlight requirements for education and implementation of VMAT that are also applicable to IMRT. Other RT centres in world can also find these results useful.

800 Using Satellite Images Datasets for Road Intersection Detection in Route Planning

Abstract:

Understanding road networks plays an important role in navigation applications such as self-driving vehicles and route planning for individual journeys. Intersections of roads are essential components of road networks. Understanding the features of an intersection, from a simple T-junction to larger multi-road junctions is critical to decisions such as crossing roads or selecting safest routes. The identification and profiling of intersections from satellite images is a challenging task. While deep learning approaches offer state-of-the-art in image classification and detection, the availability of training datasets is a bottleneck in this approach. In this paper, a labelled satellite image dataset for the intersection recognition  problem is presented. It consists of 14,692 satellite images of Washington DC, USA. To support other users of the dataset, an automated download and labelling script is provided for dataset replication. The challenges of construction and fine-grained feature labelling of a satellite image dataset are examined, including the issue of how to address features that are spread across multiple images. Finally, the accuracy of detection of intersections in satellite images is evaluated.

799 Optimization Based Obstacle Avoidance

Abstract:

Based on a non-linear single track model which describes the dynamics of vehicle, an optimal path planning strategy is developed. Real time optimization is used to generate reference control values to allow leading the vehicle alongside a calculated lane which is optimal for different objectives such as energy consumption, run time, safety or comfort characteristics. Strict mathematic formulation of the autonomous driving allows taking decision on undefined situation such as lane change or obstacle avoidance. Based on position of the vehicle, lane situation and obstacle position, the optimization problem is reformulated in real-time to avoid the obstacle and any car crash.

798 Per Flow Packet Scheduling Scheme to Improve the End-to-End Fairness in Mobile Ad Hoc Wireless Network

Abstract:

Various fairness models and criteria proposed by academia and industries for wired networks can be applied for ad hoc wireless network. The end-to-end fairness in an ad hoc wireless network is a challenging task compared to wired networks, which has not been addressed effectively. Most of the traffic in an ad hoc network are transport layer flows and thus the fairness of transport layer flows has attracted the interest of the researchers. The factors such as MAC protocol, routing protocol, the length of a route, buffer size, active queue management algorithm and the congestion control algorithms affects the fairness of transport layer flows. In this paper, we have considered the rate of data transmission, the queue management and packet scheduling technique. The ad hoc network is dynamic in nature due to various parameters such as transmission of control packets, multihop nature of forwarding packets, changes in source and destination nodes, changes in the routing path influences determining throughput and fairness among the concurrent flows. In addition, the effect of interaction between the protocol in the data link and transport layers has also plays a role in determining the rate of the data transmission. We maintain queue for each flow and the delay information of each flow is maintained accordingly. The pre-processing of flow is done up to the network layer only. The source and destination address information is used for separating the flow and the transport layer information is not used. This minimizes the delay in the network. Each flow is attached to a timer and is updated dynamically. Finite State Machine (FSM) is proposed for queue and transmission control mechanism. The performance of the proposed approach is evaluated in ns-2 simulation environment. The throughput and fairness based on mobility for different flows used as performance metrics. We have compared the performance of the proposed approach with ATP and the transport layer information is used. This minimizes the delay in the network. 797 Measuring of Urban Sustainability in Town Planners Practice

Abstract:

Physical urban form is recognized to be the media for human transactions. It directly influences the travel demand of people in a specific urban area and the amount of energy used for transportation. Distorted, sprawling form often creates sustainability problems in urban areas. It is declared in EU strategic planning documents that compact urban form and mixed land use pattern must be given the main focus to achieve better sustainability in urban areas, but the methods to measure and compare these characteristics are still not clear. This paper presents the simple methods to measure the spatial characteristics of urban form by analyzing the location and distribution of objects in an urban environment. The extended CA (cellular automata) model is used to simulate urban development scenarios.

796 Towards a Systematic Planning of Standardization Projects in Plant Engineering

Abstract:

In today-s economy plant engineering faces many challenges. For instance the intensifying competition in this business is leading to cost competition and needs for a shorter time-to-market. To remain competitive companies need to make their businesses more profitable by implementing improvement programs such as standardization projects. But they have difficulties to tap their full economic potential for various reasons. One of them is non-holistic planning and implementation of standardization projects. This paper describes a new conceptual framework - the layer-model. The model combines and expands existing proven approaches in order to improve design, implementation and management of standardization projects. Based on a holistic approach it helps to systematically analyze the effects of standardization projects on different business layers and enables companies to better seize the opportunities offered by standardization.

795 Transformation of Course Timetablinng Problem to RCPSP

Abstract:

The Resource-Constrained Project Scheduling Problem (RCPSP) is concerned with single-item or small batch production where limited resources have to be allocated to dependent activities over time. Over the past few decades, a lot of work has been made with the use of optimal solution procedures for this basic problem type and its extensions. Brucker and Knust[1] discuss, how timetabling problems can be modeled as a RCPSP. Authors discuss high school timetabling and university course timetabling problem as an example. We have formulated two mathematical formulations of course timetabling problem in a new way which are the prototype of single-mode RCPSP. Our focus is to show, how course timetabling problem can be transformed into RCPSP. We solve this transformation model with genetic algorithm.

794 Energy Management Techniques in Mobile Robots

Abstract:

Today, the developing features of technological tools with limited energy resources have made it necessary to use energy efficiently. Energy management techniques have emerged for this purpose. As with every field, energy management is vital for robots that are being used in many areas from industry to daily life and that are thought to take up more spaces in the future. Particularly, effective power management in autonomous and multi robots, which are getting more complicated and increasing day by day, will improve the performance and success. In this study, robot management algorithms, usage of renewable and hybrid energy sources, robot motion patterns, robot designs, sharing strategies of workloads in multiple robots, road and mission planning algorithms are discussed for efficient use of energy resources by mobile robots. These techniques have been evaluated in terms of efficient use of existing energy resources and energy management in robots.

793 Investigating Financial Literacy among Emiratis

Abstract:

Financial literacy is one of the key factors needed in making informed financial decisions. As businesses continue to be more profit driven, more financial and economic intrigues arise that continue to put individuals at the risk of spending more and more without considering the short term and long term effects. We conducted a study to assess financial literacy and financial decision making among Emiratis. Our results show that financial literacy is lacking among Emiratis. Also, almost half of respondents owe loans to other peoples and 1/5 of them have bank loans. We expect that the outcome of this research will be useful for designing educational programs and policies to promote financial planning and security among Emiratis. We also posit that deeper and more informed understanding of this problem is a precursor for developing effective financial education programs with the aim of improving financial decision- making among Emiratis.

792 A Study of Cooperative Co-evolutionary Genetic Algorithm for Solving Flexible Job Shop Scheduling Problem

Abstract:

Flexible Job Shop Problem (FJSP) is an extension of classical Job Shop Problem (JSP). The FJSP extends the routing flexibility of the JSP, i.e assigning machine to an operation. Thus it makes it more difficult than the JSP. In this study, Cooperative Coevolutionary Genetic Algorithm (CCGA) is presented to solve the FJSP. Makespan (time needed to complete all jobs) is used as the performance evaluation for CCGA. In order to test performance and efficiency of our CCGA the benchmark problems are solved. Computational result shows that the proposed CCGA is comparable with other approaches.

791 Comparison of Different Types of Sources of Traffic Using SFQ Scheduling Discipline

Abstract:

In this paper, SFQ (Start Time Fair Queuing) algorithm is analyzed when this is applied in computer networks to know what kind of behavior the traffic in the net has when different data sources are managed by the scheduler. Using the NS2 software the computer networks were simulated to be able to get the graphs showing the performance of the scheduler. Different traffic sources were introduced in the scripts, trying to establish the real scenario. Finally the results were that depending on the data source, the traffic can be affected in different levels, when Constant Bite Rate is applied, the scheduler ensures a constant level of data sent and received, but the truth is that in the real life it is impossible to ensure a level that resists the changes in work load.

790 The Touristic Development of the Archaeological and Heritage Areas in Alexandria City, Egypt

Abstract:

Alexandria city is one of the greatest cities in the world. It confronted different civilizations throughout the ages due to its special geographical location and climate which left many archaeological areas of great heritage (Ptolemaic, Greek, Romanian, especially sunken monuments, Coptic, Islamic, and finally, the Modern). Also, Alexandria city contains areas with different patterns of urban planning, both Hellenistic and compacted planning which merited the diversity in planning. Despite the magnitude of this city, which contains all the elements of tourism, the city was not included in the tourism map of Egypt properly comparing with similar cities in Egypt. This paper discusses the importance of heritage areas in Alexandria and the relationship between heritage areas and modern buildings. It highlights the absence of a methodology to deal with heritage areas as touristic areas. Also, the paper aims to develop multiple touristic routes to visit archaeological areas and other sights of significance in Alexandria. The research methodology is divided into two main frameworks. The first framework is a historical study of the urban development of Alexandria and the most important remaining monuments throughout the ages, as well as an analytical study of sunken monuments and their importance in increasing the rate of tourism. Moreover, it covers a study of the importance of the Library of Alexandria and its effect on the international focus of the city. The second framework focuses on the proposal of some tourism routes to visit the heritage areas, archaeological monuments, sunken monuments and the sights of Alexandria. The study concludes with the proposal of three tourism routes. The first route, which is the longest one, passes by all the famous monuments of the city as well as its modern sights. The second route passes through the heritage areas, sunken monuments, and Library of Alexandria. The third route includes the sunken monuments and Library of Alexandria. These three tourism routes will ensures the touristic development of the city which leads to the economic growth of the city and the country.

789 An Algorithm of Finite Capacity Material Requirement Planning System for Multi-stage Assembly Flow Shop

Abstract:

This paper aims to develop an algorithm of finite capacity material requirement planning (FCMRP) system for a multistage assembly flow shop. The developed FCMRP system has two main stages. The first stage is to allocate operations to the first and second priority work centers and also determine the sequence of the operations on each work center. The second stage is to determine the optimal start time of each operation by using a linear programming model. Real data from a factory is used to analyze and evaluate the effectiveness of the proposed FCMRP system and also to guarantee a practical solution to the user. There are five performance measures, namely, the total tardiness, the number of tardy orders, the total earliness, the number of early orders, and the average flow-time. The proposed FCMRP system offers an adjustable solution which is a compromised solution among the conflicting performance measures. The user can adjust the weight of each performance measure to obtain the desired performance. The result shows that the combination of FCMRP NP3 and EDD outperforms other combinations in term of overall performance index. The calculation time for the proposed FCMRP system is about 10 minutes which is practical for the planners of the factory.

788 The Necessity of Urban Boundaries in Planning Legislation: A Case Study in Bilecik, Turkey

Abstract:

In Turkey, while urban area boundaries are enlarged by making decisions on investment areas in cities, development plans are made according to government decisions, rather than scientific criteria. Even environment protection laws state that “if public interest is at stake”, areas under mandatory protection can be transformed into investment areas. This leads to destruction of valuable agricultural lands. Paper demonstrates loss of agricultural lands by superimposing plans, Suitability of the Lands for Agricultural Use and Google Earth Images in an exemplary settlement, and expresses that urban area boundaries should be included in legislation as an official boundary for all settlements.

787 Reliability of Intra-Logistics Systems – Simulating Performance Availability

Abstract:

Logistics distributors face the issue of having to provide increasing service levels while being forced to reduce costs at the same time. Same-day delivery, quick order processing and rapidly growing ranges of articles are only some of the prevailing challenges. One key aspect of the performance of an intra-logistics system is how often and in which amplitude congestions and dysfunctions affect the processing operations. By gaining knowledge of the so called ‘performance availability’ of such a system during the planning stage, oversizing and wasting can be reduced whereas planning transparency is increased. State of the art for the determination of this KPI is simulation studies. However, their structure and therefore their results may vary unforeseeably. This article proposes a concept for the establishment of ‘certified’ and hence reliable and comparable simulation models.

786 Integrating Hedgerow into Town Planning: A Framework for Sustainable Residential Development

Abstract:

The vast rural landscape in the southern United States is conspicuously characterized by the hedgerow trees or groves. The patchwork landscape of fields surrounded by high hedgerows is a traditional and familiar feature of the American countryside. Hedgerows are in effect linear strips of trees, groves, or woodlands, which are often critical habitats for wildlife and important for the visual quality of the landscape. As landscape interfaces, hedgerows define the spaces in the landscape, give the landscape life and meaning, and enrich ecologies and cultural heritages of the American countryside. Although hedgerows were originally intended as fences and to mark property and townland boundaries, they are not merely the natural or man-made additions to the landscape--they have gradually become “naturalized" into the landscape, deeply rooted in the rural culture, and now formed an important component of the southern American rural environment. However, due to the ever expanding real estate industry and high demand for new residential development, substantial areas of authentic hedgerow landscape in the southern United States are being urbanized. Using Hudson Farm as an example, this study illustrated guidelines of how hedgerows can be integrated into town planning as green infrastructure and landscape interface to innovate and direct sustainable land use, and suggest ways in which such vernacular landscapes can be preserved and integrated into new development without losing their contextual inspiration.

785 Interactive Fuzzy Multi-objective Programming in Land Re-organisational Planning for Sustainable Rural Development

Abstract:

Sustainability in rural production system can only be achieved if it can suitably satisfy the local requirement as well as the outside demand with the changing time. With the increased pressure from the food sector in a globalised world, the agrarian economy needs to re-organise its cultivable land system to be compatible with new management practices as well as the multiple needs of various stakeholders and the changing resource scenario. An attempt has been made to transform this problem into a multi-objective decisionmaking problem considering various objectives, resource constraints and conditional constraints. An interactive fuzzy multi-objective programming approach has been used for such a purpose taking a case study in Indian context to demonstrate the validity of the method.

784 Evaluating the Logistic Performance Capability of Regeneration Processes

Abstract:

For years now, it has been recognized that logistic performance capability contributes enormously to a production enterprise’s competitiveness and as such is a critical control lever. In doing so, the orientation on customer wishes (e.g. delivery dates) represents a key parameter not only in the value-adding production but also in product regeneration. Since production and regeneration processes have different characteristics, production planning and control measures cannot be directly transferred to regeneration processes. As part of a special research project, the Institute of Production Systems and Logistics Hannover is focused on increasing the logistic performance capability of regeneration processes for complex capital goods. The aim is to ensure logistic targets are met by implementing a model specifically designed to align the capacities and load in regeneration processes.

783 Efficiency in Urban Governance towards Sustainability and Competitiveness of City : A Case Study of Kuala Lumpur

Malaysia has successfully applied economic planning to guide the development of the country from an economy of agriculture and mining to a largely industrialised one. Now, with its sights set on attaining the economic level of a fully developed nation by 2020, the planning system must be made even more efficient and focused. It must ensure that every investment made in the country, contribute towards creating the desirable objective of a strong, modern, internationally competitive, technologically advanced, post-industrial economy. Cities in Malaysia must also be fully aware of the enormous competition it faces in a region with rapidly expanding and modernising economies, all contending for the same pool of potential international investments. Efficiency of urban governance is also fundamental issue in development characterized by sustainability, subsidiarity, equity, transparency and accountability, civic engagement and citizenship, and security. As described above, city competitiveness is harnessed through 'city marketing and city management'. High technology and high skilled industries, together with finance, transportation, tourism, business, information and professional services shopping and other commercial activities, are the principal components of the nation-s economy, which must be developed to a level well beyond where it is now. In this respect, Kuala Lumpur being the premier city must play the leading role.

782 Walkability as a Strategy towards Inclusive Communities: Case of a Portuguese Small Town

The United Nations has defined the inclusive community as “…promoting growth with equity, a place where everyone, regardless of their economic means, gender, race, ethnicity or religion, is enabled and empowered to fully participate in the social, economic and political opportunities that cities have to offer”. In this paper, the concept of walkability is viewed as an important tool towards the planning and future development of more inclusive communities. Walking is the cheapest and cleanest mode of travel available to all providing large benefits to both health and local economic development. To demonstrate the validity of this strategy a set of parameters, selected from existing research, were measure, compared and discussed in the existing and proposed scenarios of a Portuguese small town using GIS software.

781 Performance Analysis of MATLAB Solvers in the Case of a Quadratic Programming Generation Scheduling Optimization Problem

Abstract:

In the case of the proposed method, the problem is parallelized by considering multiple possible mode of operation profiles, which determine the range in which the generators operate in each period. For each of these profiles, the optimization is carried out independently, and the best resulting dispatch is chosen. For each such profile, the resulting problem is a quadratic programming (QP) problem with a potentially negative definite Q quadratic term, and constraints depending on the actual operation profile. In this paper we analyze the performance of available MATLAB optimization methods and solvers for the corresponding QP.

However, unlike other applications little research has been conducted regarding these systems in a university environment. This paper aims at providing a critical review of previous research in ERP system in higher education with a special focus on higher education in Australia. The research not only forms the basis of an evaluation of previous research and research needs, it also makes inroads in identifying the payoff of ERPs in the sector from different perspectives with particular reference to the user. The paper is divided into two parts, the first part focuses on ERP literature in higher education at large, while the second focuses on ERP literature in higher education in Australia.

779 Ec-A: A Task Allocation Algorithm for Energy Minimization in Multiprocessor Systems

Abstract:

With the necessity of increased processing capacity with less energy consumption; power aware multiprocessor system has gained more attention in the recent future. One of the additional challenges that is to be solved in a multi-processor system when compared to uni-processor system is job allocation. This paper presents a novel task dependent job allocation algorithm: Energy centric- Allocation (Ec-A) and Rate Monotonic (RM) scheduling to minimize energy consumption in a multiprocessor system. A simulation analysis is carried out to verify the performance increase with reduction in energy consumption and required number of processors in the system.

778 Computer-aided Sequence Planning of Shearing Operations in Progressive Dies

Abstract:

This paper aims to study the methodology of building the knowledge of planning adequate punches in order to complete the task of strip layout for shearing processes, using progressive dies. The proposed methodology uses die design rules and characteristics of different types of punches to classify them into five groups: prior use (the punches must be used first), posterior use (must be used last), compatible use (may be used together), sequential use (certain punches must precede some others) and simultaneous use (must be used together). With these five groups of punches, the searching space of feasible designs will be greatly reduced, and superimposition becomes a more effective method of punch layout. The superimposition scheme will generate many feasible solutions, an evaluation function based on number of stages, moment balancing and strip stability is developed for helping designers to find better solutions.

777 Scheduled Maintenance and Downtime Cost in Aircraft Maintenance Management

Abstract:

During aircraft maintenance scheduling, operator calculates the budget of the maintenance. Usually, this calculation includes only the costs that are directly related to the maintenance process such as cost of labor, material, and equipment. In some cases, overhead cost is also included. However, in some of those, downtime cost is neglected claiming that grounding is a natural fact of maintenance; therefore, it is not considered as part of the analytical decision-making process. Based on the normalized data, we introduce downtime cost with its monetary value and add its seasonal character. We envision that the rest of the model, which works together with the downtime cost, could be checked with the real life cases, through the review of MRO cost and airline spending in the particular and scheduled maintenance events.

776 An Optimization Modelling to Evaluate Flights Scheduling at Tourist Airports

Abstract:

Airport’s serving a tourist destination are an essential counterpart of the tourist demand supply chain, and their productivity is related to the region’s attractiveness and is enhanced by the air transport business. In this paper, the evaluation framework of the scheduled flights between two tourist airports is taken into consideration. By adopting a systemic approach, the arrivals from an airport that its connectivity heavily depended on the departures of another major airport are reviewed. The methodology framework, based on inventory control theory and the numerical example, promotes the use of the modelling formulation. The results would be essential for comparison and exercising to other similar cases.

774 Reclaiming Pedestrian Space from Car Dominated Neighborhoods

Abstract:

For a long time as a result of accommodating car traffic, planning ideologies in the past put a low priority on public space, pedestrianism and the role of city space as a meeting place for urban dwellers. In addition, according to authors such as Jan Gehl, market forces and changing architectural perceptions began to shift the focus of planning practice from the integration of public space in various pockets around the contemporary city to individual buildings. Eventually, these buildings have become increasingly more isolated and introverted and have turned their backs to the realm of the public space adjoining them. As a result of this practice, the traditional function of public space as a social forum for city dwellers has in many cases been reduced or even phased out. Author Jane Jacobs published her seminal book “The Death and Life of Great American Cities" more than fifty years ago, but her observations and predictions at the time still ring true today, where she pointed out how the dramatic increase in car traffic and its accommodation by the urban planning ideology that was brought about by the Modern movement has prompted a separation of the uses of the city. At the same time it emphasizes free standing buildings that threaten urban space and city life and result in underutilized and lifeless urban cores. In this discussion context, the aim of this paper is to showcase a reversal of just such a situation in the case of the Dasoupolis neighborhood in Strovolos, Cyprus, where enlightened urban design practice has see the reclamation of pedestrian space in a car dominated area.

773 A Planning Model for Evacuation in Building

Abstract:

Previous studies mass evacuation route network does not fully reflect the step-by-step behavior and evacuees make routing decisions. Therefore, they do not work as expected when applied to the evacuation route planning is valid. This article describes where evacuees may have to make a direction to select all areas were identified as guiding points to improve evacuation routes network. This improved route network can be used as a basis for the layout can be used to guide the signs indicate that provides the required evacuation direction. This article also describes that combines simulation and artificial bee colony algorithm to provide the proposed routing solutions, to plan an integrated routing mode. The improved network and the model used is the cinema as a case study to assess the floor. The effectiveness of guidance solution in the total evacuation time is significant by verification.
