875 The Ethics of Dissent: The Case of David Kelly

Abstract:
In this paper, we rely on the story of the late British weapons inspector David Kelly to illustrate how sensemaking can inform the study of the ethics of suppression of dissent. Using archival data, we reconstruct Dr. Kelly-s key responsibilities as a weapons inspector and government employee. We begin by clarifying the concept of dissent and how it is a useful organizational process. We identify the various ways that dissent has been discussed in the organizational literature and reconsider the process of sensemaking. We conclude that suppression of opinions that deviate from the majority is part of the identity maintenance of the sensemaking process. We illustrate the prevention of dissent in organizations consists of a set of unsatisfactory trade-offs.Keywords: ethics, dissent, suppression, sensemaking

Abstract:
In this paper, mathematical modeling of detonation in the ground is studied. Estimation of flow parameters such as velocity, maximum velocity, acceleration, maximum acceleration, shock pressure as a result of an explosion in the ground have been computed in an appropriate dynamic model approach. The variation of these parameters with the diameter of detonation place (L), density of earth or stone (¤ü), time decay of detonation (T), peak pressure (Pm), and time (t) have been analyzed. The model has been developed from the concept of underwater explosions [Refs. [1]-[3]] with appropriate changes to the present model requirements.

Abstract:
This paper focuses on the development of an energy efficiency index that will be applied to reactive systems, which is based in the First and Second Law of Thermodynamics, by giving particular consideration to the concept of maximum entropy. Among the requirements of such energy efficiency index, the practical feasibility must be essential. To illustrate the performance of the proposed index, such an index was used as decisive factor of evaluation for the optimization process of an industrial reactor. The results allow the conclusion to be drawn that the energy efficiency index applied to the reactive system is consistent because it extracts the information expected of an efficient indicator, and that it is useful as an analytical tool besides being feasible from a practical standpoint. Furthermore, it has proved to be much simpler to use than tools based on traditional methodologies.Keywords: Energy efficiency, maximum entropy, reactive systems.

Abstract:
In association with path dependence, researchers often talk of institutional “lock-in", thereby indicating that far-reaching path deviation or path departure are to be regarded as exceptional cases. This article submits the alleged general inclination for stability of path-dependent processes to a critical review. The different reasons for path dependence found in the literature indicate that different continuity-ensuring mechanisms are at work when people talk about path dependence (“increasing returns", complementarity, sequences etc.). As these mechanisms are susceptible to fundamental change in different ways and to different degrees, the path dependence concept alone is of only limited explanatory value. It is therefore indispensable to identify the underlying continuity-ensuring mechanism as well if a statement-s empirical value is to go beyond the trivial, always true “history matters".Keywords: path dependence, increasing returns, historicalinstitutionalism, lock-in.

The feasibility studies of R&D programs are consisted of various viewpoints, such as technology, policy, and economics. This research is to provide improvement methods to the economic perspective; especially the cost estimation process of R&D activities. First of all, the fundamental concept of cost estimation is reviewed. After the review, a statistical and econometric analysis method is applied as empirical analysis. The design of chaos-based secure communication via synchronized modified Chua-s systems is investigated in this paper. A continuous control law is proposed to ensure synchronization of the master and slave modified Chua-s systems by using the variable structure control technique. Particularly, the concept of extended systems is introduced such that a continuous control input is obtained to avoid chattering phenomenon. Abstract:
A new elastic-viscoplastic (EVP) constitutive model is proposed for the analysis of time-dependent behavior of clay. The proposed model is based on the bounding surface plasticity and the concept of viscoplastic consistency framework to establish continuous transition from plasticity to rate dependent viscoplasticity. Unlike the overstress based models, this model will meet the consistency condition in formulating the constitutive equation for EVP model. The procedure of deriving the constitutive relationship is also presented. Simulation results and comparisons with experimental data are then presented to demonstrate the performance of the model.

It includes: establishment of Interconnections of operations and concepts; estimate of the concept mastering level (for all concepts); estimate of student-s non-mastering level on the current learning step of information on each page of ET; creation of a rank-order list of links to the e-manual pages containing information that require repeated work.

Most previous research on Recommender Systems has focused on the statistical accuracy of the algorithms driving the systems, with no emphasis on the trustworthiness of the user. RS depends on information provided by different users to gather its knowledge. We believe, if a large group of users provide wrong information it will not be possible for the RS to arrive in an accurate conclusion. The system described in this paper introduce the concept of Testing the knowledge of user to filter out these “bad users". The paper describes new concept of the ribbon beam antenna for RFID technology. Antenna is located near to railway lines to monitor tags situated on trains. Antenna works at 2.45 GHz and it is fabricated by microstrip technology. Antenna contains two same mirrored parts having the same radiation patterns. Each part consists of three dielectric layers. The first layer has on one side radiation elements. The second layer is only for mechanical construction and it sets optimal electromagnetic field for each radiating elements. The third layer has on its top side a ground plane and on the bottom side a microstrip circuit used for individual radiation elements feeding.

In the various working field, vibration may cause injurious to human body. Especially, in case of the vibration which is constantly and repeatedly transferred to the human. That gives serious physical problem, so called, Reynaud phenomenon. In this paper, we propose a vibration transmissibility reduction module with flexure mechanism for personal tools. At first, we select a target personal tool, grass cutter, and measure the level of vibration transmissibility on the hand. And then, we develop the concept design of the module that has stiffness for reduction the vibration transmissibility more than 20%, where the vibration transmissibility is measured with an accelerometer. In addition, the vibration reduction can be enhanced when the interior gap between inner and outer body is filled with silicone gel. This will be verified by the further experiment.

In decision making under strict uncertainty, decision makers have to choose a decision without any information about the states of nature. The classic criteria of Laplace, Wald, Savage, Hurwicz and Starr are introduced and compared in a case study of sewer network planning. Furthermore, results from different criteria are discussed and analyzed. Moreover, this paper discusses the idea that decision making under strict uncertainty (DMUSU) can be viewed as a two-player game and thus be solved by a solution concept in game theory: Nash equilibrium.

This paper discusses the issues and challenge that academia faced in knowledge sharing at a research university in Malaysia. The partial results of interview are presented from the actual study. The main issues in knowledge sharing practices are university structure and designation and title. The academia awareness in sharing knowledge is also influenced by culture. Our investigation highlight that the concept of reciprocal relationship of sharing knowledge may hinder knowledge sharing awareness among academia. Abstract:
t-SNE is an embedding method that the data science community has widely used. It helps two main tasks: to display results by coloring items according to the item class or feature value; and for forensic, giving a first overview of the dataset distribution. Two interesting characteristics of t-SNE are the structure preservation property and the answer to the crowding problem, where all neighbors in high dimensional space cannot be represented correctly in low dimensional space. t-SNE preserves the local neighborhood, and similar items are nicely spaced by adjusting to the local density. These two characteristics produce a meaningful representation, where the cluster area is proportional to its size in number, and relationships between clusters are materialized by closeness on the embedding. This algorithm is non-parametric. The transformation from a high to low dimensional space is described but not learned. Two initializations of the algorithm would lead to two different embedding. In a forensic approach, analysts would like to compare two or more datasets using their embedding. A naive approach would be to embed all datasets together. However, this process is costly as the complexity of t-SNE is quadratic, and would be infeasible for too many datasets. Another approach would be to learn a parametric model over an embedding built with a subset of data. While this approach is highly scalable, points could be mapped at the same exact position, making them indistinguishable. This type of model would be unable to adapt to new outliers nor concept drift. This paper presents a methodology to reuse an embedding to create a new one, where cluster positions are preserved. The optimization process minimizes two costs, one relative to the embedding shape and the second relative to the support embedding’ match. The embedding with the support process can be repeated more than once, with the newly obtained embedding. The successive embedding can be used to study the impact of one variable over the dataset distribution or monitor changes over time. This method has the same complexity as t-SNE per embedding, and memory requirements are only doubled. For a dataset of n elements sorted and split into k subsets, the total embedding complexity would be reduced from O(n2) to O(n2/k), and the memory requirement from n2 to 2(n/k)2 which enables computation on recent laptops. The method showed promising results on a real-world dataset, allowing to observe the birth, evolution and death of clusters. The proposed approach facilitates identifying significant trends and changes, which empowers the monitoring high dimensional datasets’ dynamics.

Several implications generated through the definition of the consumer-s private space are identified and weighted from both the consumers- and organizations- perspectives.

In this paper, we will analyze the relationship between the neo-liberal concept of property rights and redistribution policy. This issue is back in the focus of interest due to the crisis 2008. The crisis has reaffirmed the influence of the state on the free-market processes. The interference of the state with property relations reopened a classical question: is it legitimate to redistribute resources of a man in favor of another man with taxes? The dominant view is that the neoliberal philosophy of natural rights is incompatible with redistributive measures. In principle, this view can be accepted. However, when we look into the details of the theory of natural rights proposed by some coryphaei of neoliberal philosophy, such as Hayek, Nozick, Buchanan and Rothbard, we can see that it is not such an unequivocal view.

Abstract:
The problem of mapping tasks onto a computational grid with the aim to minimize the power consumption and the makespan subject to the constraints of deadlines and architectural requirements is considered in this paper. To solve this problem, we propose a solution from cooperative game theory based on the concept of Nash Bargaining Solution. The proposed game theoretical technique is compared against several traditional techniques. In the forming of ceramic materials the plasticity concept is commonly used. This term is related to a particular mechanical behavior when clay is mixed with water. A plastic ceramic material shows a permanent strain without rupture when a compressive load produces a shear stress that exceeds the material-s yield strength. For a plastic ceramic body it observes a measurable elastic behavior before the yield strength and when the applied load is removed. The paper focuses on Heidegger’s 1919-1920 early research in order to point out his hermeneutical phenomenology of the life-world, arguing that the concept of world (Welt) is the main philosophical trigger for the phenomenology of factical life. Accordingly, the argument of the paper is twofold: First, the phenomenological hermeneutics of facticity is preceded both chronologically and philosophically by an original phenomenological investigation of life-world, in which the world is construed as the context of the givenness of life. Second, the phenomenology of life-world anticipates the question of being (Seinsfrage), but it also follows it, once this latter is shattered, the question of world as event remaining at the very core of Heidegger’s last meditations on the dominion of technology and the post-metaphysical abode of human beings on earth.

This article presents the development of a neural network cognitive model for the classification and detection of different frequency signals. The basic structure of the implemented neural network was inspired on the perception process that humans generally make in order to visually distinguish between high and low frequency signals. It is based on the dynamic neural network concept, with delays. A special two-layer feedforward neural net structure was successfully implemented, trained and validated, to achieve minimum target error. To increase the maximum span of cable-stayed bridges, Uwe Starossek has developed a modified statical system. The basic idea of this new concept is the use of pairs of inclined pylon legs that spread out longitudinally from the foundation base or from the girder level. Spread-pylon cable-stayed bridge has distinct advantage like reduction of sag of cables and oscillation of cable during earthquake over traditional cable-stayed bridges. Spread-pylon also improves seismic performance of deck during strong ground motion.

Image Searching was always a problem specially when these images are not properly managed or these are distributed over different locations. Currently different techniques are used for image search. On one end, more features of the image are captured and stored to get better results. Storing and management of such features is itself a time consuming job. While on the other extreme if fewer features are stored the accuracy rate is not satisfactory. Same image stored with different visual properties can further reduce the rate of accuracy. In this paper we present a new concept of using polynomials of sorted histogram of the image. This approach need less overhead and can cope with the difference in visual features of image.

This paper presents an overview of the Ocean wave kinetic energy harvesting system. Energy harvesting is a concept by which energy is captured, stored, and utilized using various sources by employing interfaces, storage devices, and other units. Ocean wave energy harvesting in which the kinetic and potential energy contained in the natural oscillations of Ocean waves are converted into electric power. The kinetic energy harvesting system could be used for a number of areas. The main applications that we have discussed in this paper are to how generate the energy from Ocean wave energy (kinetic energy) to electric energy that is to eliminate the requirement for continual battery replacement.

This paper illustrates an application of granular computing approach, namely rough set theory in data mining. The paper outlines the formalism of granular computing and elucidates the mathematical underpinning of rough set theory, which has been widely used by the data mining and the machine learning community. A real-world application is illustrated, and the classification performance is compared with other contending machine learning algorithms. The predictive performance of the rough set rule induction model shows comparative success with respect to other contending algorithms.

The wayfinding system affects the course of a museum journey for visitors, both directly and indirectly. The design aspects of this system play an important role, making it an effective communication system within the museum space. However, translating the concepts that pertain to its design, and which are based on integration and connectivity in museum space design, such as intelligibility, lacks customization in the form of specific design considerations with reference to the most important approaches. These approaches link the organizational and practical aspects to the semiotic and semantic aspects related to the space syntax by targeting the visual and perceived consistency of visitors. In this context, the present study aims to identify how to apply the concept of intelligibility by employing integration and connectivity to design a wayfinding system in museums as a kind of composite interior space. Using the available plans and images to extrapolate the considerations used to design the wayfinding system in the Saudi National Museum as a case study, a descriptive analytical method was used to understand the basic organizational and Morphological principles of the museum space through the main aspects of space design (the Morphological and the pragmatic). The study’s methodology is based on the description and analysis of the basic organizational and Morphological principles of the museum space at the level of the major Morphological and Pragmatic design layers (based on available pictures and diagrams) and inductive method about applied level of intelligibility in spatial layout in the Hall of Islam and Arabia at the National Museum Saudi Arabia within the framework of a case study through the levels of verification of the properties of the concepts of connectivity and integration. The results indicated that the application of the characteristics of intelligibility is weak on both Pragmatic and Morphological levels. Based on the concept of connective and integration, we conclude the following: (1) High level of reflection of the properties of connectivity on the pragmatic level, (2) Weak level of reflection of the properties of Connectivity at the morphological level (3) Weakness in the level of reflection of the properties of integration in the space sample as a result of a weakness in the application at the morphological and pragmatic level. The study’s findings will assist designers, professionals, and researchers in the field of museum design in understanding the significance of the wayfinding system by delving into it through museum spaces by highlighting the most essential aspects using a clear analytical method.

Abstract:
Guard channels improve the probability of successful handoffs by reserving a number of channels exclusively for handoffs. This concept has the risk of underutilization of radio spectrum due to the fact that fewer channels are granted to originating calls even if these guard channels are not always used, when originating calls are starving for the want of channels. The penalty is the reduction of total carried traffic. The optimum number of guard channels can help reduce this problem. This paper presents fuzzy logic based guard channel scheme wherein guard channels are reorganized on the basis of traffic density, so that guard channels are provided on need basis. Abstract:
This paper presents a distributed intrusion detection system IDS, based on the concept of specialized distributed agents community representing agents with the same purpose for detecting distributed attacks. The semantic of intrusion events occurring in a predetermined network has been defined. The correlation rules referring the process which our proposed IDS combines the captured events that is distributed both spatially and temporally. And then the proposed IDS tries to extract significant and broad patterns for set of well-known attacks. The primary goal of our work is to provide intrusion detection and real-time prevention capability against insider attacks in distributed and fully automated environments.Keywords: Mobile agent, specialized agent, interpreter agent, event rules, correlation.

Abstract:
This paper proposes a rotational invariant texture feature based on the roughness property of the image for psoriasis image analysis. In this work, we have applied this feature for image classification and segmentation. The fuzzy concept is employed to overcome the imprecision of roughness. Since the psoriasis lesion is modeled by a rough surface, the feature is extended for calculating the Psoriasis Area Severity Index value. For classification and segmentation, the Nearest Neighbor algorithm is applied. We have obtained promising results for identifying affected lesions by using the roughness index and severity level estimation.
