372 Egyptian Electronic Government: The University Enrolment Case Study

Abstract:
E-government projects have potential for greater efficiency and effectiveness of government operations. For this reason, many developing countries governments have invested heavily in this agenda and an increasing number of e-government projects are being implemented. However, there is a lack of clear case material, which describes the potentialities and consequence experienced by organizations trying to manage with this change. The Ministry of State for Administrative Development (MSAD) is the organization responsible for the e-Government program in Egypt since early 2004. This paper presents a case study of the process of admission to public universities and institutions in Egypt which is led by MSAD. Underlining the key benefits resulting from the initiative, explaining the strategies and the development steps used to implement it, and highlighting the main obstacles encountered and how they were overcome will help repeat the experience in other useful e-government projects.

Abstract:
Background: Bleeding during first half of pregnancy mostly originates from placenta, some abort, others are at risk of complications. Objective: Study was done to know perinatal outcome with bleeding up to 20 weeks in singleton pregnancy. Material Methods: Subjects were 1020, equal controls managed over 2 years, 435 had viable pregnancy at admission, 135 excluded, 300 followed for perinatal outcome, 99 (19.52% up to 10 weeks), 201 (39.18% of 11-20 weeks). Results: Hypertensive disorders occurred in 24% cases of bleeding within 10 weeks, 22% 11-20 weeks 14.79% controls, placenta previa 4% in 10 weeks, 0.9% 11-20 weeks, 0.97% controls, prelabor rupture of membranes in 16%, 7.45% controls. 20% up to 10 weeks, 35% 11-20 weeks, 18% controls had fetal growth restriction, 34.34% up to 10 weeks 30.35% of 11-20 weeks 17.17% controls had preterm births, perinatal mortality rate in study was 118.62, in controls 68.16 (Uneventful pregnancy in 13.52% study, 46.11% controls). Conclusion: Once bleeding occurs, one third continue pregnancy, maternal neonatal outcome gets affected with variations in cases of bleeding within first 10 weeks & 11-20 weeks.

However it is still too early to apply the mechanism to real problems such as real-time computer games.The purpose of this research is to introduce a time efficient and cost effective method to automatically generatevarious 3D objects for real-time 3D games. This Shape grammar-based real-time City Generation (RCG) model is a conceptual model for generating 3Denvironments in real-time and can be applied to 3D gamesoranimations. Abstract:
UWB is a very attractive technology for many applications. It provides many advantages such as fine resolution and high power efficiency. Our interest in the current study is the use of UWB radar technique in microwave medical imaging systems, especially for early breast cancer detection. The Federal Communications Commission FCC allowed frequency bandwidth of 3.1 to 10.6 GHz for this purpose. In this paper we suggest an UWB Bowtie slot antenna with enhanced bandwidth. Effects of varying the geometry of the antenna on its performance and bandwidth are studied. The proposed antenna is simulated in CST Microwave Studio. Details of antenna design and simulation results such as return loss and radiation patterns are discussed in this paper. Abstract:
Wavelet neural networks (WNNs) have emerged as a vital alternative to the vastly studied multilayer perceptrons (MLPs) since its first implementation. In this paper, we applied various clustering algorithms, namely, K-means (KM), Fuzzy C-means (FCM), symmetry-based K-means (SBKM), symmetry-based Fuzzy C-means (SBFCM) and modified point symmetry-based K-means (MPKM) clustering algorithms in choosing the translation parameter of a WNN. These modified WNNs are further applied to the heterogeneous cancer classification using benchmark microarray data and were compared against the conventional WNN with random initialization method. Experimental results showed that a WNN classifier with the MPKM algorithm is more precise than the conventional WNN as well as the WNNs with other clustering algorithms.

Abstract:
A challenged control problem is when the performance is pushed to the limit. The state-derivative feedback control strategy directly uses acceleration information for feedback and state estimation. The derivative part is concerned with the rateof- change of the error with time. If the measured variable approaches the set point rapidly, then the actuator is backed off early to allow it to coast to the required level. Derivative action makes a control system behave much more intelligently. A sensor measures the variable to be controlled and the measured in formation is fed back to the controller to influence the controlled variable. A high gain problem can be also formulated for proportional plus derivative feedback transformation. Using MATLAB Simulink dynamic simulation tool this paper examines a system with a proportional plus derivative feedback and presents an automatic implementation of finding an acceptable controlled system. Abstract:
Microaneurysm is a key indicator of diabetic retinopathy that can potentially cause damage to retina. Early detection and automatic quantification are the keys to prevent further damage. In this paper, which focuses on automatic microaneurysm detection in images acquired through non-dilated pupils, we present a series of experiments on feature selection and automatic microaneurysm pixel classification. We found that the best feature set is a combination of 10 features: the pixel-s intensity of shade corrected image, the pixel hue, the standard deviation of shade corrected image, DoG4, the area of the candidate MA, the perimeter of the candidate MA, the eccentricity of the candidate MA, the circularity of the candidate MA, the mean intensity of the candidate MA on shade corrected image and the ratio of the major axis length and minor length of the candidate MA. The overall sensitivity, specificity, precision, and accuracy are 84.82%, 99.99%, 89.01%, and 99.99%, respectively.

Abstract:
The objective of the present research manuscript is to perform parametric, nonparametric, and decision tree analysis to evaluate two treatments that are being used for breast cancer patients. Our study is based on utilizing real data which was initially used in “Tamoxifen with or without breast irradiation in women of 50 years of age or older with early breast cancer" [1], and the data is supplied to us by N.A. Ibrahim “Decision tree for competing risks survival probability in breast cancer study" [2]. We agree upon certain aspects of our findings with the published results. However, in this manuscript, we focus on relapse time of breast cancer patients instead of survival time and parametric analysis instead of semi-parametric decision tree analysis is applied to provide more precise recommendations of effectiveness of the two treatments with respect to reoccurrence of breast cancer.Keywords: decision tree, breast cancer treatments, parametricanalysis, non-parametric analysis

Abstract:
The current study presents a proposed program for acquisition the skills and techniques needed to produce concept cartoon. The proposed program has been prepared for non-specialist students who have never used neither graphics nor animating software. It was presented to postgraduates in Faculty of Education for Early Childhood, Cairo University, during the spring term of the 2014-2015 academic year. The program works in three different aspects: Drawing and images editing, sound manipulation, and creating animation. In addition, the researchers have prepared a questionnaire for measuring the quality of the concept cartoons produced by the students. The questionnaire was used as a pre-test and post-test, and at the end of the study, a significant difference was determined in favour of post-test results.

Abstract:
An early and accurate detection of Alzheimer's disease (AD) is an important stage in the treatment of individuals suffering from AD. We present an approach based on the use of structural magnetic resonance imaging (sMRI) phase images to distinguish between normal controls (NC), mild cognitive impairment (MCI) and AD patients with clinical dementia rating (CDR) of 1. Independent component analysis (ICA) technique is used for extracting useful features which form the inputs to the support vector machines (SVM), K nearest neighbour (kNN) and multilayer artificial neural network (ANN) classifiers to discriminate between the three classes. The obtained results are encouraging in terms of classification accuracy and effectively ascertain the usefulness of phase images for the classification of different stages of Alzheimer-s disease.

Abstract:
Remote arid areas of the vast expanses of the African deserts hold huge subterranean reserves of brackish water resources waiting for economic development. This work presents design guidelines as well as initial performance data of new autonomous solar desalination equipment which could help local communities produce their own fresh water using solar energy only and, why not, contribute to transforming desert lands into lush gardens. The output of solar distillation equipments are typically low and in the range of 3 l/m2/day on the average. This new design with an integrated, water based, environmentally-friendly solar heat storage system produced 5 l/m2/day in early spring weather. Bio-electrical responses obtained from freshwater sediments by employing microbial fuel cell (MFC) technology were investigated in this experimental study. During the electricity generation, organic matter in the sediment was microbially oxidized under anaerobic conditions with an electrode serving as a terminal electron acceptor. It was found that the sediment organic matter (SOM) associated with electrochemically-active electrodes became more humified, aromatic, and polydispersed, and had a higher average molecular weight, together with the decrease in the quantity of SOM. The alteration of characteristics of the SOM was analogous to that commonly observed in the early stage of SOM diagenetic process (i.e., humification). These findings including an elevation of the sediment redox potential present a possibility of the MFC technology as a new soil/sediment remediation technique based on its potential benefits: non-destructive electricity generation and bioremediation.Keywords: Anaerobic oxidation, microbial fuel cell, remediation, sediment.

Abstract:
We examined the effects of the sowing time on the yield production and oil content of the sunflower hybrids in 2010 and 2012. The crop year and the sowing time had both a strong impact on the yield, on the oil- content and yield. By delaying the sowing time both the yield crop result and the oil yield increased. In 2010 in terms of crop yield and oil yield results PR64H42 was the best, in 2012 NK Neoma, in all three sowing times. The oil content of the hybrids was better in 2010. The highest oil content was recorded at early sowing time. We found out that the hybrid had a stronger impact in 2010 on both crop yield result and on oil content than in 2012. The sowing time played a bigger role regarding yield results in 2012. In addition the sowing time influenced oil content development highly.

Fire-related incidents account for extensive loss of life and material damage. Quick and reliable detection of occurring fires has high real world implications. Whereas a major research focus lies on the detection of outdoor fires, indoor camera-based fire detection is still an open issue. Cameras in combination with computer vision helps to detect flames and smoke more quickly than conventional fire detectors. In this work, we present a computer vision-based smoke detection algorithm based on contrast changes and a multi-step classification. Researchers have been applying tional intelligence (AI/CI) methods to computer games. In this research field, further researchesare required to compare AI/CI methods with respect to each game application. In th our experimental result on the comparison of three evolutionary algorithms – evolution strategy, genetic algorithm, and their hybrid applied to evolving controller agents for the CIG 2007 Simulated Car Racing competition. Our experimental result shows that, premature convergence of solutions was observed in the case of ES, and GA outperformed ES in the last half of generations. Besides, a hybrid which uses GA first and ES next evolved the best solution among the whole solutions being generated. This result shows the ability of GA in globally searching promising areas in the early stage and the ability of ES in locally searching the focused area (fine-tuning solutions).Keywords: Evolutionary algorithm, autonomous agent, neuroevolutions, simulated car racing.

Routing in adhoc networks is a challenge as nodes are mobile, and links are constantly created and broken. Present ondemand adhoc routing algorithms initiate route discovery after a path breaks, incurring significant cost to detect disconnection and establish a new route. Specifically, when a path is about to be broken, the source is warned of the likelihood of a disconnection. The source then initiates path discovery early, avoiding disconnection totally. A path is considered about to break when link availability decreases. Abstract:
Transmission control protocol (TCP) Vegas detects network congestion in the early stage and successfully prevents periodic packet loss that usually occurs in TCP Reno. It has been demonstrated that TCP Vegas outperforms TCP Reno in many aspects. However, TCP Vegas suffers several problems that affect its congestion avoidance mechanism. One of the most important weaknesses in TCP Vegas is that alpha and beta depend on a good expected throughput estimate, which as we have seen, depends on a good minimum RTT estimate. In order to make the system more robust alpha and beta must be made responsive to network conditions (they are currently chosen statically). This paper proposes a modified Vegas algorithm, which can be adjusted to present good performance compared to other transmission control protocols (TCPs). In order to do this, we use PSO algorithm to tune alpha and beta. The simulation results validate the advantages of the proposed algorithm in term of performance.Keywords: Self-managing, Congestion control, TCP.

Abstract:
Detection of squirrel cage induction motor (SCIM) broken bars has long been an important but difficult job in the detection area of motor faults. Early detection of this abnormality in the motor would help to avoid costly breakdowns. A new detection method based on particle swarm optimization (PSO) is presented in this paper. Stator current in an induction motor will be measured and characteristic frequency components of faylted rotor will be detected by minimizing a fitness function using pso. Supply frequency and side band frequencies and their amplitudes can be estimated by the proposed method. The proposed method is applied to a faulty motor with one and two broken bars in different loading condition. Experimental results prove that the proposed method is effective and applicable.

Abstract:
This paper presents the results of an analytical study on the seismic response of a Multi-Span-Simply-Supported precast bridge in Washington State. The bridge was built in the early 1960's along Interstate 5 and was widened the first time in 1979 and the second time in 2001. The primary objective of this research project is to determine the seismic vulnerability of the bridge in order to develop the required retrofit measure. The seismic vulnerability of the bridge is evaluated using two seismic evaluation methods presented in the FHWA Seismic Retrofitting Manual for Highway Bridges, Method C and Method D2. The results of the seismic analyses demonstrate that Method C and Method D2 vary markedly in terms of the information they provide to the bridge designer regarding the vulnerability of the bridge columns.Keywords: Bridges, Capacity, Demand, Seismic, Static pushover, Retrofit.

To this end, the project aims to develop a low cost hand held system based on existing game such as Wii, PSP, or Xbox. This paper discusses the concepts and requirements for developing such game for elderly people. A study has been carried out to determine the effect of coating two commercial glass-ionomer cements in either petroleum jelly or wax. After coating, specimens were stored in water for 24 or 168 hours, then the coating removed and the surface examined. Coating in wax was found to increase the surface hardness significantly compared with the uncoated control, whereas coating the specimens in petroleum jelly led to only a slight increase in surface hardness. Coating in wax led to no detectable ion release after either 24 or 168 hours, though there was some ion release after the coating had been removed and the specimens exposed to water for a further 24 hours. This shows that soluble species remained in these specimens. Overall, this study confirms the idea that immature glass-ionomers should be protected from early exposure to moisture, and that the protection offered by petroleum jelly is only modest.Keywords: Coating, Glass-Ionomer Cements, Ion Release, Surface Hardness, Wax.

Globally, many women are still disadvantaged when it comes to business opportunities. Entrepreneurship development programs, specifically designed to assist women entrepreneurs, are assisting in solving this problem to a certain extent. The purpose of this study is to identify the factors that motivate females to start their own business. Females, from three different groups (2013, 2014 and 2015), who were all enrolled in a short learning program specifically designed for women in early start-up stage or intending to start a business, were asked what motivated them to start a business. The results indicated that, from all three groups, the majority of the women wanted to start a business to be independent and have freedom and to add towards a social goal. Abstract:
X-ray mammography is the most effective method for the early detection of breast diseases. However, the typical diagnostic signs such as microcalcifications and masses are difficult to detect because mammograms are of low-contrast and noisy. In this paper, a new algorithm for image denoising and enhancement in Orthogonal Polynomials Transformation (OPT) is proposed for radiologists to screen mammograms. In this method, a set of OPT edge coefficients are scaled to a new set by a scale factor called OPT scale factor. The new set of coefficients is then inverse transformed resulting in contrast improved image. Applications of the proposed method to mammograms with subtle lesions are shown. To validate the effectiveness of the proposed method, we compare the results to those obtained by the Histogram Equalization (HE) and the Unsharp Masking (UM) methods. Our preliminary results strongly suggest that the proposed method offers considerably improved enhancement capability over the HE and UM methods.Keywords: mammograms, image enhancement, orthogonalpolynomials, contrast improvement

The anomalous generation of plasma blocks by interaction of petawatt-picosecond laser pulses permits side-on ignition of uncompressed solid fusion fuel following an improved application of the hydrodynamic Chu-model for deuterium-tritium. The new possibility of side-on laser ignition depends on accelerated ions and produced ions beams of high energy particles by the nonlinear ponderomotive force of the laser pulse in the plasma block, a re-evaluation of the early hydrodynamic analysis for ignition of inertial fusion by including inhibition factor, collective effect of stopping power of alpha particles and the energy loss rate reabsorption to plasma by the protons of plasma blocks being reduced by about a factor 40.Keywords: Block ignition, Charged particles, Reabsorption, Skin layer ponderomotive acceleration.

Abstract:
This paper presents an approach for early breast cancer diagnostic by employing combination of artificial neural networks (ANN) and multiwaveletpacket based subband image decomposition. The microcalcifications correspond to high-frequency components of the image spectrum, detection of microcalcifications is achieved by decomposing the mammograms into different frequency subbands,, reconstructing the mammograms from the subbands containing only high frequencies. For this approach we employed different types of multiwaveletpacket. We used the result as an input of neural network for classification. The proposed methodology is tested using the Nijmegen and the Mammographic Image Analysis Society (MIAS) mammographic databases and images collected from local hospitals. Results are presented as the receiver operating characteristic (ROC) performance and are quantified by the area under the ROC curve.Keywords: Breast cancer, neural networks, diagnosis, multiwavelet packet, microcalcification.

Abstract:
Fuel and oxidant gas delivery plate, or fuel cell plate, is a key component of a Proton Exchange Membrane (PEM) fuel cell. To manufacture low-cost and high performance fuel cell plates, advanced computer modeling and finite element structure analysis are used as virtual prototyping tools for the optimization of the plates at the early design stage. The present study examines thermal stress analysis of the fuel cell plates that are produced using a patented, low-cost fuel cell plate production technique based on screen-printing. Design optimization is applied to minimize the maximum stress within the plate, subject to strain constraint with both geometry and material parameters as design variables. The study reveals the characteristics of the printed plates, and provides guidelines for the structure and material design of the fuel cell plate.Keywords: Design optimization, FEA, PEM fuel cell, Thermal stress

Abstract:
This paper presents a novel method for remaining useful life prediction using the Elliptical Basis Function (EBF) network and a Markov chain. The EBF structure is trained by a modified Expectation-Maximization (EM) algorithm in order to take into account the missing covariate set. No explicit extrapolation is needed for internal covariates while a Markov chain is constructed to represent the evolution of external covariates in the study. The estimated external and the unknown internal covariates constitute an incomplete covariate set which are then used and analyzed by the EBF network to provide survival information of the asset. It is shown in the case study that the method slightly underestimates the remaining useful life of an asset which is a desirable result for early maintenance decision and resource planning.Keywords: Elliptical Basis Function Network, Markov Chain, Missing Covariates, Remaining Useful Life

Abstract:
In addition to environmental parameters like rain, temperature diseases on crop is a major factor which affects production quality & quantity of crop yield. Hence disease management is a key issue in agriculture. For the management of disease, it needs to be detected at early stage. So, treat it properly & control spread of the disease. Now a day, it is possible to use the images of diseased leaf to detect the type of disease by using image processing techniques. This can be achieved by extracting features from the images which can be further used with classification algorithms or content based image retrieval systems. In this paper, color image is used to extract the features such as mean and standard deviation after the process of region cropping. The selected features are taken from the cropped image with different image size samples. Abstract:
Color Image quantization (CQ) is an important problem in computer graphics, image and processing. The aim of quantization is to reduce colors in an image with minimum distortion. Clustering is a widely used technique for color quantization; all colors in an image are grouped to small clusters. In this paper, we proposed a new hybrid approach for color quantization using firefly algorithm (FA) and K-means algorithm. Firefly algorithm is a swarmbased algorithm that can be used for solving optimization problems. The proposed method can overcome the drawbacks of both algorithms such as the local optima converge problem in K-means and the early converge of firefly algorithm. Experiments on three commonly used images and the comparison results shows that the proposed algorithm surpasses both the base-line technique k-means clustering and original firefly algorithm.Keywords: Clustering, Color quantization, Firefly algorithm, Kmeans.

Abstract:
Motion estimation occupies the heaviest computation in HEVC (high efficiency video coding). Many fast algorithms such as TZS (test zone search) have been proposed to reduce the computation. Still the huge computation of the motion estimation is a critical issue in the implementation of HEVC video codec. In this paper, motion estimator architecture with optimized number of PEs (processing element) is presented by exploiting early termination. It also reduces hardware size by exploiting parallel processing. The presented motion estimator architecture has 8 PEs, and it can efficiently perform TZS with very high utilization of PEs.
