The article discusses the legal framework of the
\r\ngovernment’s environmental function and analyzes the role of the
\r\nnational policy in protection of wetlands. The problem is of interest
\r\nfor it deals with the most important branch of economy – utilization
\r\nof Kazakhstan’s natural resources, protection of health and
\r\nenvironmental wellbeing of the population. Development of a longterm
\r\nenvironmental program addressing the protection of wetlands
\r\nrepresents the final stage of the government’s environmental policy,
\r\nand is a relatively new function for the public administration system.
\r\nIt appeared due to the environmental measures that require immediate
\r\ndecisions to be taken. It is an integral part of the effort in the field of
\r\nmanagement of state-owned natural resource, as well as of the
\r\nmeasures aimed at efficient management of natural resources to avoid
