290 Usability Guidelines for Arab E-government Websites

Abstract:
The website developer and designer should follow usability guidelines to provide a user-friendly interface. Many guidelines and heuristics have been developed by previous studies to help both the developer and designer in this task, but E-government websites are special cases that require specialized guidelines. This paper introduces a set of 18 guidelines for evaluating the usability of e-government websites in general and Arabic e-government websites specifically, along with a check list of how to apply them. The validity and effectiveness of these guidelines were evaluated against a variety of user characteristics. The results indicated that the proposed set of guidelines can be used to identify qualitative similarities and differences with user testing and that the new set is best suited for evaluating general and e-governmental usability.

Abstract:
Early detection of dementia by testing the spatial memory can be applied using a virtual environment. This paper presents guidelines on how to design a virtual environment specifically for elderly in early detection of dementia. The specific design needs to be considered because the effectiveness of the technology relies on the ability of the end user to use it. The primary goal of these guidelines is to promote accessibility. Based on these guidelines, a virtual simulation was developed and evaluated. The results on usability of acceptance and satisfaction that are tested on young (control group) and elderly participants indicate that these guidelines are reliable and useful for use with elderly people.Keywords: Virtual Environment, spatial memory, design, guidelines

Abstract:
Malaysian Public Sector departments or agencies are responsible to provide efficient public services with zero corruption. However, corruption continues to occur due to the absence of ethical leadership and well-execution of ethical guidelines. Thus, the objective of this paper is to explore the attributes of ethical leadership and ethical guidelines. This study employs a qualitative research by analyzing data from interviews with key informers of public sector using conceptual content analysis (NVivo11). The study reveals eight attributes of ethical leadership which are role model, attachment, ethical support, knowledgeable, discipline, leaders’ spirituality encouragement, virtue values and shared values. Meanwhile, five attributes (guidelines, communication, check and balance, concern on stakeholders and compliance) of ethical guidelines are identified. These identified attributes should become the ethical identity and ethical direction of Malaysian Public Sector. This could enhance the public trust as well as the international community trust towards the public sector.

Abstract:
The aim of this study was to establish the relationship between the principles of Educational Sport and the objectives of Physical Education in two brasilian laws: National Curriculum Guidelines (PCNs) for the Elementary and Middle School Levels and the Guidelines and Basis Legislation (LDB). The method used was the survey analysis in order to determine the practices present in, or the opinions of, a specific population. The instrument used in this research was a questionnaire. After a broad review of the bibliography and according to the methodological procedures, the aim was to set the relationships between the Principles of Educational Sport and the objectives of Physical Education, according to the Brazilian Law (LDB) and National Curriculum Guidelines (PCNs) in a table made under the analysis of a group of specialists. As the relation between the principles of Educational Sport and the objectives of School Physical Education have shown, we can state that School Physical Education has gained pedagogical security for the potential use of Educational Sport as part of its contents.

Abstract:
The environmental impacts arising from mining activities affect the air, water, and soil quality. Impacts may result in unexpected and adverse environmental outcomes. This study reports on the impact of coal production on sediment in Sydney region of Australia. The sediment samples upstream and downstream from the discharge points from three mines were taken, and 80 parameters were tested. The results were assessed against sediment quality based on presence of metals. The study revealed the increment of metal content in the sediment downstream of the reference locations. In many cases, the sediment was above the Australia and New Zealand Environment Conservation Council and international sediment quality guidelines value (SQGV). The major outliers to the guidelines were nickel (Ni) and zinc (Zn).Keywords: Coal mine, environmental impact, produced water, sediment quality guidelines value.

Abstract:
The paper presents a set of guidelines for analysis of industrial embedded distributed systems and introduces a mathematical model derived from these guidelines. In this study, the author examines a set of modern communication technologies that are or possibly can be used to build communication links between the subsystems of a distributed embedded system. An investigation of these guidelines results in a algorithm for analysis of specific use cases of target technologies. A goal of the paper acts as an important base for ongoing research on comparison of communication technologies. The author describes the principles of the model and presents results of the test calculations. Practical implementation of target technologies and empirical experiment data are based on a practical experience during the design and test of specific distributed systems in Latvian market.

Abstract:
In its efforts to utilize the information and communication technology to enhance the quality of public service delivery, national and local governments around the world are competing to introduce more ICT applications as tools to automate processes related to law enforcement or policy execution, increase citizen orientation, trust, and satisfaction, and create one-stop-shops for public services. In its implementation, e-Government ICTs need to maintain transparency, participation, and collaboration. Due to this diverse of mixed goals and requirements, e-Government systems need to be designed based on special design considerations in order to eliminate the risks of failure to compliance to government regulations, citizen dissatisfaction, or market repulsion. In this article we suggest a framework with guidelines for designing government information systems that takes into consideration the special requirements of the public sector. Then we introduce two case studies and show how applying those guidelines would result in a more solid system design.

In this paper we discuss a set of guidelines which could be adapted when designing an audio user interface for the visually impaired. It is based on an audio environment that is focused on audio positioning. Unlike current applications which only interpret Graphical User Interface (GUI) for the visually impaired, this particular audio environment bypasses GUI to provide a direct auditory output. It presents the capability of two dimensional (2D) navigation on audio interfaces. This paper highlights the significance of a 2D audio environment with spatial information in the context of the visually impaired. A thorough usability study has been conducted to prove the applicability of proposed design guidelines for these auditory interfaces. Abstract:
Historically, pandemics in different periods have caused compulsory changes in human life. In the case of COVID-19, according to the limitations and established care instructions, spatial alignment with the conditions is important. Following the outbreak of COVID-19, the question raised in this study is how to do spatial design in five scales, namely object, space, architecture, city, and infrastructure, in response to the consequences created in the realms under study. From the beginning of the pandemic until now, some changes in the spatial realm have been created spontaneously or by space users. These transformations have been mostly applied in modifiable parts such as furniture arrangement, especially in work-related spaces. To implement other comprehensive requirements, flexibility and adaptation of space design to the conditions resulting from the pandemics are needed during and after the outbreak. Studying the effects of pandemics from the past to the present, this research covers eight major realms, including three categories of ramifications, solutions, and paradigm shifts, and analytical conclusions about the solutions that have been created in response to them. Finally, by the consideration of epidemiology as a modern discipline influencing the design, spatial solutions in the five scales mentioned (in response to the effects of the eight realms for spatial adaptation in the face of pandemics and their following conditions) are presented as a series of guidelines. Due to the unpredictability of possible pandemics in the future, the possibility of changing and updating the provided guidelines is considered.

Abstract:
Since the State Council of China issued the Regulations on the Conservation of Historical Cultural Towns and Villages in 2008, formulation of conservation planning has been carried out in national, provincial and municipal historical and cultural villages for protection needs, which provides a legal basis for inheritance of historical culture and protection of historical resources. Although the quantity and content of the conservation planning are continually increasing, the implementation and application are still ambiguous. To solve the aforementioned problems, this paper explores methods to enhance the implementation of conservation planning from the perspective of planning formulation. Specifically, the technical framework of "overall objectives planning - sub-objectives planning - zoning guidelines - implementation by stages" is proposed to implement the planning objectives in different classifications and stages. Then combined with details of the Qiqiao historical and cultural village conservation planning project in Ningbo, five sub-objectives are set, which are implemented through the village zoning guidelines. At the same time, the key points and specific projects in the near-term, medium-term and long-term work are clarified, and the spatial planning is transformed into the action plan with time scale. Disparity in India has been persisting since independence causing many socioeconomic problems and its removal has become the most prime objective of the planned development in India. Hence the paper attempts to study the disparity at State and Regional level and gives inclusive planning guidelines to achieve balanced regional development. At State level, the relative socioeconomic backwardness of Vidarbha Region based on Interregional analysis using selected indicators like Foreign Direct Investment, Human Development Index, Per Capita District Domestic Product has been assessed and broad guidelines have been proposed. In the later part at Regional level, the relative backwardness of districts based on Intraregional analysis using socioeconomic indicators has been assessed within Nagpur sub region and factors responsible for backwardness & disparity have been indicated. The policy guidelines for Identified sub region have been proposed based on the most significant factor and their extent of relationship explaining backwardness Nagpur sub region.

Abstract:
This study aimed to examine the management and development of forest tourism Kamchanoad. Ban Dung, Udon Thani sustainability. Data were collected by means of qualitative research including in-depth interviews, semi- structured, and then the data were summarized and discussed in accordance with the objectives. And make a presentation in the form of lectures. The target population for the study consisted of 16 people, including representatives from government agencies, community leaders and the community. The results showed that Guidelines for the Management and Development of Forest Tourism Kamchanoad include management of buildings and infrastructure such as roads, water, electricity, toilets. Other developments are the establishment of a service center that provides information and resources to facilitate tourists.; nature trails and informative signage to educate visitors on the path to the jungle Kamchanoad; forest activities for tourists who are interested only in occasional educational activities such as vegetation, etc.; disseminating information on various aspects of tourism through various channels in both Thailand and English, as well as a web site to encourage community involvement in the planning and management of tourism together with the care and preservation of natural resources and preserving the local cultural tourist area of Kamchanoad.

Abstract:
This article aims to define strategies for applying innovative technology so that housing in regions subject to floods can be more resilient to disasters. Based on case studies of seven amphibious and floating projects, it proposes design guidelines to implement this practice. Its originality consists of transposing a technology developed for fluctuating buildings for housing types in regions affected by flood disasters. The proposal could be replicated in other contexts, endowing vulnerable households with ability to resist rising water levels after a flood. The results of this study are design guidelines to adapt for houses in areas subject to flooding, contributing to the mitigation of this disaster.

Many of these supplements are expensive and tend to be driven commercially by business decisions and big marketing budgets. Many of the costs are ultimately borne by the end user in the quest for keeping to a healthy lifestyle. This paper proposes a system with a list of ten determinants to gauge how to decide the value of various supplements. It suggests variables such as composition, safety, efficacy and bioavailability, as well as several other considerations. These guidelines can help to tackle many of the issues that people of all ages face in the way that they receive essential nutrients. The system also aims to promote and improve the safety and choice of foods and supplements. Eight heavy metals (Cu, Cr, Zn, Hg, Pb, Cd, Ni and As) were analyzed in sediment samples in the dry and wet seasons from November 2009 to October 2010 in West Port of Peninsular Malaysia. The heavy metal concentrations (mg/kg dry weight) were ranged from 23.4 to 98.3 for Zn, 22.3 to 80 for Pb, 7.4 to 27.6 Cu, 0.244 to 3.53 for Cd, 7.2 to 22.2 for Ni, 20.2 to 162 for As, 0.11 to 0.409 for Hg and 11.5 to 61.5 for Cr. Metals concentrations in dry season were higher than the rainy season except in cupper and chromium. Analysis of variance with Statistical Analysis System (SAS) shows that the mean concentration of metals in the two seasons (α level=0.05) are not significantly different which shows that the metals were held firmly in the matrix of sediment. Also there are significant differences between control point station with other stations. According to the Interim Sediment Quality guidelines (ISQG), the metal concentrations are moderately polluted, except in arsenic which shows the highest level of pollution.

The difficulties in riding small wheel bicycles and their lesser stability have been perceived for a long time. Although small wheel bicycles are designed using the similar approach and guidelines that have worked well for big wheel bicycles, the performance of the big wheelers and the smaller wheelers are markedly different. Since both the big wheelers and small wheelers have same fundamental geometry, most blame the small wheel for this discrepancy in the performance. This paper reviews existing guidelines for bicycle design, especially the front steering geometry for the bicycle, and provides a systematic and quantitative analysis of different wheel sized bicycles. A validated mathematical model has been used as a tool to assess the dynamic performance of the bicycles in term of their self-stability. The results obtained were found to corroborate the subjective perception of cyclists for small wheel bicycles. The current approach for small wheel bicycle design requires higher speed to be self-stable. However, it was found that increasing the headtube angle and selecting a proper trail could improve the dynamic performance of small wheel bicycles. A range of parameters for front steering geometry has been identified for small wheel bicycles that have comparable stability as big wheel bicycles. Interestingly, most of the identified geometries are found to be beyond the ISO recommended range and seem to counter the current approach of small wheel bicycle design. Therefore, it was successfully shown that the guidelines for big wheelers do not translate directly to small wheelers, but careful selection of the front geometry could make small wheel bicycles as stable as big wheel bicycles.

Background: To improve the delivery of paediatric healthcare in low resource settings, Community Health Workers (CHW) have been provided with a paper-based set of protocols known as Community Case Management (CCM). Yet research has shown that CHW adherence to CCM guidelines is poor, ultimately impacting health service delivery. Digitising the CCM guidelines via mobile technology is argued in extant literature to improve CHW adherence. However, little research exist which outlines how (a) this process can be digitised and (b) adherence could be improved as a result. Aim: To explore how an electronic mobile version of CCM (eCCM) can overcome issues associated with the paper-based CCM protocol (inadequate adherence to guidelines) vis-à-vis service blueprinting. This service blueprint will outline how (a) the CCM process can be digitised using mobile Clinical Decision Support Systems software to support clinical decision-making and (b) adherence can be improved as a result. Method: Development of a single service blueprint for a standalone application which visually depicts the service processes (eCCM) when supporting the CHWs, using an application known as Supporting LIFE (SL eCCM app) as an exemplar. Results: A service blueprint is developed which illustrates how the SL eCCM app can be utilised by CHWs to assist with the delivery of healthcare services to children. Leveraging smartphone technologies can (a) provide CHWs with just-in-time data to assist with their decision making at the point-of-care and (b) improve CHW adherence to CCM guidelines. Conclusions: The development of the eCCM opens up opportunities for the CHWs to leverage the inherent benefit of mobile devices to assist them with health service delivery in rural settings. To ensure that benefits are achieved, it is imperative to comprehend the functionality and form of the eCCM service process. By creating such a service blueprint for an eCCM approach, CHWs are provided with a clear picture regarding the role of the eCCM solution, often resulting in buy-in from the end-users.Keywords: Adherence, community health workers, developing countries, mobile clinical decision support systems, CDSS, service blueprint.

Aging infrastructures became a serious social problem. This brought out the increased need for the legislation of a new strict guideline for infrastructure management. Although existing guidelines provided basics of how to evaluate and manage the condition of infrastructures, they needed improvements for their evaluation procedures. Most guidelines mainly focused on the structural condition of infrastructures and did not properly reflect service aspects of infrastructures such as performance, public demand, capacity, etc., which were significantly valuable to public. Regardless of the importance, these factors were often neglected in infrastructure evaluations, because they were quite subjective and difficult to quantify in rational manner. Thus, this study proposed a framework to properly identify and evaluate the service indicators. This study showed that service indicators could be grouped into two categories and properly evaluated using AHP and Fuzzy. The purpose of this study is to bring light to the current state of the working environments in the corporate environment and other such institutions with a particular focus on the Bangladesh National Building Code (BNBC) and its guidelines for accommodating the physically disabled. Data were collected via semi-formal interviews, site visits and focus groups conducted using a preset questionnaire as the guidelines. After conducting surveys at corporate offices of 20 organizations from major commercial sectors in Dhaka city, the auditing showed many inadequacies, as aside from the larger corporate offices, the offices have little to no accessibility for the physically disabled. This study hopes to shed light on the fact that the existing BNBCs lack of emphasis on ensuring the accessibility of the handicapped in corporate buildings in the hope that, in the future, the physically disabled will have greater opportunities at being productive members of the workforce.

However, they come in various shapes and use different materials. There are no specifications in which type is suitable for specific user. This has led to the proposed research to provide guidelines for selecting the appropriate heel insert for ladies who face with long-standing carriers. This research uses contact-measuring techniques to test forces, contact area, and pressure acting on a person’s feet in various standing positions with different insert materials and shapes. The proper material for making insert will be presented and discussed.

Abstract:
In recent approaches to heritage conservation, the whole context of historic areas becomes as important as the single historic building. This makes the provision of infrastructure and network of mobility an effective element in the urban conservation. Sustainable urban conservation projects consider the high density of activities, the need for a good quality access system to the transit system, and the importance of the configuration of the mobility network by identifying the best way to connect the different districts of the urban area through a complex unique system that helps the synergic development to achieve a sustainable mobility system. A sustainable urban mobility is a key factor in maintaining the integrity between socio-cultural aspects and functional aspects. This paper illustrates the mobility aspects, mobility problems in historic districts, and the needs of the mobility systems in the first part. The second part is a practical analysis for different mobility plans. It is challenging to find innovative and creative conservation solutions fitting modern uses and needs without risking the loss of inherited built resources. Urban mobility management is becoming an essential and challenging issue in the urban conservation projects. Depending on literature review and practical analysis, this paper tries to define and clarify the guidelines for mobility management in historic districts as a key element in sustainability of urban conservation and development projects. Such rules and principles could control the conflict between the socio–cultural and economic activities, and the different needs for mobility in these districts in a sustainable way. The practical analysis includes a comparison between mobility plans which have been implemented in four different cities; Freiburg in Germany, Zurich in Switzerland and Bray Town in Ireland. This paper concludes with a matrix of guidelines that considers both principles of sustainability and livability factors in urban historic districts.

Abstract:
Uniqueness and distinctiveness of localities (referred to as genius loci or sense of place) are important to ensure people-s identification with their locality. Existing frameworks reveals that the affective dimension of environments is rarely mentioned or explored and limited public participation was used in constructing the frameworks. This research argues that the complexity of sense of place would be recognised and appropriate planning guidelines formulated by exploring and integrating the affective dimension of a site. Aims of the research therefore are to (i) explore relational dimensions between people and a natural rural landscape, (ii) to implement a participatory approach to obtain insight into different relational dimensions, and (ii) to concretise socio-affective relational dimensions into site planning guidelines. A qualitative, interdisciplinary research approach was followed and conducted on the farm Kromdraai, Vredefort Dome World Heritage Site. In essence the first phase of the study reveals various affective responses and projections of personal meanings. The findings in phase 1 informed the second phase, to involve people from various disciplines and different involvement with the area to make visual presentations of appropriate planning and design of the site in order to capture meanings of the interactions between people and their environment. Final site planning and design guidelines were formulated, based on these. This research contributed to provide planners with new possibilities of exploring the dimensions between people and places as well as to develop appropriate methods for participation to obtain insight into the underlying meanings of sites.

Abstract:
The response of King Abdulla Canal (KAC) water to the upgrade of As Samra Wastewater Treatment Plant which discharges its effluent to the Zarqa River is investigated. Time series quality data that extends between October 2005 and December 2009 obtained by a state of the art telemetric monitoring system were analyzed for COD, EC, TP and TN at two monitoring stations located upstream and downstream of the confluence of the Zarqa River with KAC. The samples- means and the t-test showed that there has been significant improvement in the quality of the KAC water for COD, and TP. However, the improvement in the TN was found statistically insignificant, whereas the EC of the KAC was unaffected by the upgrade. Comparing the selected parameters with the standards and guidelines for using treated wastewater in irrigation showed that the KAC water has improved towards meeting the required standards and guidelines for treated wastewater reuse in irrigation.

Abstract:
This qualitative research has 2 objectives: to study marketing management of the cultural learning center in Suansunandha Rajabhat University and to suggest guidelines to improve its marketing management. This research is based on a case study of the Arts and Culture Office in Suansunandha Rajabhat University, Bangkok. This research found the Art and Culture Office has no formal marketing management. However, the marketing management is partly covered in the overall business plan, strategic plan, and action plan. The process can be divided into 5 stages. The marketing concept has long been introduced to its policy but not apparently put into action due to inflexible system. Some gaps are found in the process. The research suggests the Art and Culture Office implement the concept of marketing orientation, meeting the needs and wants of its target customers and adapt to the changing situation. Minor guidelines for improvement are provided.

Abstract:
Design and evaluation of reciprocating compressors should include a pulsation study. The object is to ensure that predicted pulsation levels meet guidelines to limit vibration, shaking forces, noise, associated pressure drops, horsepower losses and fabrication cost and time to acceptable levels. This paper explains procedures and recommendations to select and size pulsation suppression devices to obtain optimum arrangement in terms of pulsation, vibration, shaking forces, performance, reliability, safety, operation, maintenance and commercial conditions. Model and advanced formulations for pulsation study are presented. The effect of the full fluid dynamic model on the prediction of pulsation waves and resulting frequency spectrum distributions are discussed. Advanced and optimum methods of controlling pulsations are highlighted. Useful recommendations and guidelines for pulsation control, piping pulsation analysis, pulsation vessel design, shaking forces, low pressure drop orifices, pulsation study report and devices to mitigate pulsation and shaking problems are discussed.Keywords: Pulsation, Reciprocating Compressor.

Abstract:
The preparation of good-quality Environmental Impact Assessment (EIA) reports contribute to enhancing overall effectiveness of EIA. This component of the EIA process becomes more important in situation where public participation is weak and there is lack of expertise on the part of the competent authority. In Pakistan, EIA became mandatory for every project likely to cause adverse environmental impacts from July 1994. The competent authority also formulated guidelines for preparation and review of EIA reports in 1997. However, EIA is yet to prove as a successful decision support tool to help in environmental protection. One of the several reasons of this ineffectiveness is the generally poor quality of EIA reports. This paper critically reviews EIA reports of some randomly selected projects. Interviews of EIA consultants, project proponents and concerned government officials have also been conducted to underpin the root causes of poor quality of EIA reports. The analysis reveals several inadequacies particularly in areas relating to identification, evaluation and mitigation of key impacts and consideration of alternatives. The paper identifies some opportunities and suggests measures for improving the quality of EIA reports and hence making EIA an effective tool to help in environmental protection.

Abstract:
Surface sediment samples were collected from the Canon River mouth, Taiwan and analyzed for polycyclic aromatic hydrocarbons (PAHs). Total PAHs concentrations varied from 337 to 1,252 ng/g dry weight, with a mean concentration of 827 ng/g dry weight. The spatial distribution of PAHs reveals that the PAHs concentration is relatively high in the river mouth region, and gradually diminishes toward the harbor region. Diagnostic ratios showed that the possible source of PAHs in the Canon River mouth could be petroleum combustion. The toxic equivalent concentrations (TEQcarc) of PAHs varied from 47 to 112 ng TEQ/g dry weight. Higher total TEQcarc values were found in the river mouth region. As compared with the US Sediment Quality Guidelines (SQGs), the observed levels of PAHs at Canon River mouth were lower than the effects range low (ERL), and would probably not exert adverse biological effects.Keywords: PAHs, sediment, river mouth, sediment quality guidelines (SQGs), toxic equivalent (TEQcarc)

Abstract:
The purpose of this study is to derive parameters estimating for the Lyman–Kutcher–Burman (LKB) normal tissue complication probability (NTCP) model using analysis of scintigraphy assessments and quality of life (QoL) measurement questionnaires for the parotid gland (xerostomia). In total, 31 patients with head-and-neck (HN) cancer were enrolled. Salivary excretion factor (SEF) and EORTC QLQ-H&N35 questionnaires datasets are used for the NTCP modeling to describe the incidence of grade 4 xerostomia. Assuming that n= 1, NTCP fitted parameters are given as TD50= 43.6 Gy, m= 0.18 in SEF analysis, and as TD50= 44.1 Gy, m= 0.11 in QoL measurements, respectively. SEF and QoL datasets can validate the Quantitative Analyses of Normal Tissue Effects in the Clinic (QUANTEC) guidelines well, resulting in NPV-s of 100% for the both datasets and suggests that the QUANTEC 25/20Gy gland-spared guidelines are suitable for clinical used for the HN cohort to effectively avoid xerostomia.Keywords: HN, NTCP, SEF, QoL, QUANTEC
