3256 Disaster Management in Indonesia: A Study on Indonesian Law No. 24 Year 2007
Authors: Eva Fadhilah, Ummi Sholihah Pertiwi Abidin
Abstract:
One common problem in Indonesia is a matter of disaster and its management. Therefore, Indonesia is recognized as ones of disaster-prone nations. The serious problem of a high number of disasters and victims in Indonesia is the lack of attention from various parties related to aid which is given to victims in the evacuation areas. In Indonesia, it is estimated that 25 percents of disaster victims are fertile women, 4 percents of them are pregnants, and 15-20 percents among them encountered complication of pregnancy. Unfortunately, disaster management is frequently viewed as ethnicity, so that, the way to treat them is also done in the same way either to treat men or women, toddler or adult, young or aged. This matter then caused the imbalance in helping distribution which caused an inappropriateness towards help distribution. Whereas if we look in depth, the needs of every human are totally different. Sometimes susceptible groups such as women need to gain priority help compared with man. This is caused such as in the certain times that women could be in menstruation period, pregnancy, suckling period which never be experienced by men. This paper aims to study Indonesian Law No. 24 Year 2007 about Disaster management. This study was done by qualitative study which emphasizes on literature study to discuss the study. Keywords: disaster management, Indonesian law, disaster victims’ needs, women’s needs

Authors: Yao-Hong Tsai
Abstract:
This paper presents a weighted approach to unconstrained iris recognition. Nowadays, commercial systems are usually characterized by strong acquisition constraints based on the subject’s cooperation. However, it is not always achievable for real scenarios in our daily life. Researchers have been focused on reducing these constraints and maintaining the performance of the system by new techniques at the same time. With large variation in the environment, there are two main improvements to develop the proposed iris recognition system. For solving extremely uneven lighting condition, statistic based illumination normalization is first used on eye region to increase the accuracy of iris feature. The detection of the iris image is based on Adaboost algorithm. Secondly, the weighted approach is designed by Gaussian functions according to the distance to the center of the iris. Furthermore, local binary pattern (LBP) histogram is then applied to texture classification with the weight. Experiment showed that the proposed system provided users a more flexible and feasible way to interact with the verification system through iris recognition. Keywords: authentication, iris recognition, adaboost, local binary pattern

Authors: Elham Alaee, Mousa Shamsi, Hossein Ahmadi, Soroosh Nazem, Mohammad Hossein Sedaaghi
Abstract:
Human face has a fundamental role in the appearance of individuals. So the importance of facial surgeries is undeniable. Thus, there is a need for the appropriate and accurate facial skin segmentation in order to extract different features. Since Fuzzy C-Means (FCM) clustering algorithm doesn’t work appropriately for noisy images and outliers, in this paper we exploit Possibilistic C-Means (PCM) algorithm in order to segment the facial skin. For this purpose, first, we convert facial images from RGB to YCbCr color space. To evaluate performance of the proposed algorithm, the database of Sahand University of Technology, Tabriz, Iran was used. In order to have a better understanding from the proposed algorithm; FCM and Expectation-Maximization (EM) algorithms are also used for facial skin segmentation. The proposed method shows better results than the other segmentation methods. Results include misclassification error (0.032) and the region’s area error (0.045) for the proposed algorithm. Keywords: facial image, segmentation, PCM, FCM, skin error, facial surgery

Authors: Christine Hough, Eddie Abbott-Halpin, Tariq Mahmood, Jessica Giles
Abstract:
This paper draws together the findings from two research studies, each undertaken with cohorts of South Asian Muslim respondents located in the North of England between 2017 and 2019. The first study, entitled Faith Family and Crime (FFC), investigated the extent to which a Muslim family’s social and health well-being is affected by a family member’s involvement in the Criminal Justice System (CJS). This study captured a range of data through a detailed questionnaire and structured interviews. The data from the interview transcripts were analysed using open coding and an application of aspects of the grounded theory approach. The findings provide clear evidence that the respondents were neither well-informed nor supported throughout the processes of the CJS, from arrest to post-sentencing. These experiences gave rise to mental and physical stress, potentially unfair sentencing, and a significant breakdown in communication within the respondents’ families. They serve to highlight a particular aspect of complexity in the current needs of those South Asian Muslim families who find themselves involved in the CJS and is closely connected to family structure, culture, and faith. The second study, referred to throughout this paper as #ImamsBritain (that provides the majority of content for this paper), explores how Imams, in their role as community faith leaders, can best address the complex – and changing - needs of South Asian Muslims families, such as those that emerged in the findings from FFC. The changing socio-economic and political climates of the last thirty or so years have brought about significant changes to the lives of Muslim families, and these have created more complex levels of social, cultural, and faith-based needs for families and individuals. As a consequence, Imams now have much greater demands made of them, and so their role has undergone far-reaching changes in response to this. The #ImamsBritain respondents identified a pressing need to develop a wider range of pastoral and counseling skills, which they saw as extending far beyond the traditional role of the Imam as a religious teacher and spiritual guide. The #ImamsBritain project was conducted with a cohort of British Imams in the North of England. Data was collected firstly through a questionnaire that related to the respondents’ training and development needs and then analysed in depth using the Delphi approach. Through Delphi, the data were scrutinized in depth using interpretative content analysis. The findings from this project reflect the respondents’ individual perceptions of the kind of training and development they need to fulfill their role in 21st Century Britain. They also provide a unique framework for constructing a professional guide for Imams in Great Britain. The discussions and critical analyses in this paper draw on the discourses of professionalization and pastoral care and relevant reports and reviews on Imam training in Europe and Canada. Keywords: criminal justice system, faith and culture, Imams, Muslim community leadership, professionalization, South Asian family structure

Authors: Mohamrd Ali Alrabib
Abstract:
Sandstones samples were selected from cores of seven wells ranging in depth from 5040 to 7181.4 ft. The dominant authigenic cement phase is quartz overgrowth cement (up to 13% by volume) and this is the major mechanism for porosity reduction. Late stage carbonate cements (siderite and dolomite/ferroan dolomite) are present and these minerals infill intergranular porosity and, therefore, further reduce porosity and probably permeability. Authigenic clay minerals are represented by kaolinite, illite, and grain coating clay minerals. Kaolinite occurs as booklet and vermicular forms. Minor amounts of illite were noted in the studied samples, which commonly block pore throats, thereby reducing permeability. Primary porosity of up to 26.5% is present. Secondary porosity (up to 17%) is also present as a result of feldspar dissolution. The high intergranular volume (IGV) of the sandstones indicates that mechanical and chemical compaction played a more important role than cementation of porosity loss. Keywords: authigenic minerals, porosity types, porosity reduction, mamuniyat sandstone reservoir

Authors: Rema Daher, Theodor Chakhachiro, Daniel Asmar
Abstract:
In the era of autonomous robot mapping, assessing the goodness of the generated maps is important, and is usually performed by aligning them to ground truth. Map alignment is difficult for two reasons: first, the query maps can be significantly distorted from ground truth, and second, establishing what constitutes ground truth for different settings is challenging. Most map alignment techniques to this date have addressed the first problem, while paying too little importance to the second. In this paper, we propose a benchmark dataset, which consists of synthetically transformed maps with their corresponding displacement fields. Furthermore, we propose a new system for comparison, where the displacement field of any map alignment technique can be computed and compared to the ground truth using statistical measures. The local information in displacement fields renders the evaluation system applicable to any alignment technique, whether it is linear or not. In our experiments, the proposed method was applied to different alignment methods from the literature, allowing for a comparative assessment between them all. Keywords: assessment methods, benchmark, image deformation, map alignment, robot mapping, robot motion

Authors: Lucas M. Furlan, Cesar A. Moreira, Jepherson F. Sales, Guilherme T. Bueno, Manuel E. Ferreira, Carla V. S. Coelho, Vania Rosolen
Abstract:
Located in the western part of the State of Minas Gerais, Brazil, the study area consists of a savanna environment, represented by sedimentary plateau and a soil cover composed by lateritic and hydromorphic soils - in the latter, occurring the deferruginization and concentration of high-alumina clays, exploited as refractory material. In the hydromorphic topographic depressions (wetlands) the hydropedogical relationships are little known, but it is observed that in times of rainfall, the depressed region behaves like a natural seasonal reservoir - which suggests that the wetlands on the surface of the plateau are places of recharge of the aquifer. The aquifer recharge areas are extremely important for the sustainable social, economic and environmental development of societies. The understanding of hydrodynamics in relation to the functioning of the ferruginous and hydromorphic lateritic soils system in the savanna environment is a subject rarely explored in the literature, especially its understanding through the joint application of geoprocessing by UAV (Unmanned Aerial Vehicle) and electrical tomography. The objective of this work is to understand the hydrogeological dynamics in a wetland (with an area of 426.064 m²), in the Brazilian savanna,as well as the understanding of the subsurface architecture of hydromorphic depressions in relation to the recharge of aquifers. The wetland was compartmentalized in three different regions, according to the geoprocessing. Hydraulic conductivity studies were performed in each of these three portions. Electrical tomography was performed on 9 lines of 80 meters in length and spaced 10 meters apart (direction N45), and a line with 80 meters perpendicular to all others. With the data, it was possible to generate a 3D cube. The integrated analysis showed that the area behaves like a natural seasonal reservoir in the months of greater precipitation (December – 289mm; January – 277,9mm; February – 213,2mm), because the hydraulic conductivity is very low in all areas. In the aerial images, geotag correction of the images was performed, that is, the correction of the coordinates of the images by means of the corrected coordinates of the Positioning by Precision Point of the Brazilian Institute of Geography and Statistics (IBGE-PPP). Later, the orthomosaic and the digital surface model (DSM) were generated, which with specific geoprocessing generated the volume of water that the wetland can contain - 780,922m³ in total, 265,205m³ in the region with intermediate flooding and 49,140m³ in the central region, where a greater accumulation of water was observed. Through the electrical tomography it was possible to identify that up to the depth of 6 meters the water infiltrates vertically in the central region. From the 8 meters depth, the water encounters a more resistive layer and the infiltration begins to occur horizontally - tending to concentrate the recharge of the aquifer to the northeast and southwest of the wetland. The hydrodynamics of the area is complex and has many challenges in its understanding. The next step is to relate hydrodynamics to the evolution of the landscape, with the enrichment of high-alumina clays, and to propose a management model for the seasonal reservoir. Keywords: electrical tomography, hydropedology, unmanned aerial vehicle, water resources management

Abstract:
Recently, damage to domestic facilities by strong winds and typhoons are growing. Therefore, this study focused on sign structure among various vulnerable facilities. The evaluation of the wind fragility was carried out considering the destruction of the anchor, which is one of the various failure modes of the sign structure. The performance evaluation of the anchor was carried out to derive the wind fragility. Two parameters were set and four anchor types were selected to perform the pull-out and shear tests. The resistance capacity was estimated based on the experimental results. Wind loads were estimated using Monte Carlo simulation method. Based on these results, we derived the wind fragility according to anchor type and wind exposure category. Finally, the evaluation of the wind fragility was performed according to the experimental parameters such as anchor length and anchor diameter. This study shows that the depth of anchor was more significant for the safety of structure compare to diameter of anchor. Keywords: sign structure, wind fragility, set anchor, pull-out test, shear test, Monte Carlo simulation

Authors: Ibtissem Talbi
Abstract:
During the last decade, a variety of chaos-based cryptosystems have been investigated. Most of them are based on the structure of Fridrich, which is based on the traditional confusion-diffusion architecture proposed by Shannon. Compared with traditional cryptosystems (DES, 3DES, AES, etc.), the chaos-based cryptosystems are more flexible, more modular and easier to be implemented, which make them suitable for large scale-data encyption, such as images and videos. The heart of any chaos-based cryptosystem is the chaotic generator and so, a part of the efficiency (robustness, speed) of the system depends greatly on it. In this talk, we give an overview of the state of the art of chaos-based block ciphers and we describe some of our schemes already proposed. Also we will focus on the essential characteristics of the digital chaotic generator, The needed performance of a chaos-based block cipher in terms of security level and speed of calculus depends on the considered application. There is a compromise between the security and the speed of the calculation. The security of these block block ciphers will be analyzed. Keywords: chaos-based cryptosystems, chaotic generator, security analysis, structure of Fridrich

Authors: Yiyang Su, Jörg Neumann, Jan Wetzlich, Florian Thiel
Abstract:
Smart grid is a term used to describe the next generation power grid. New challenges such as integration of renewable and decentralized energy sources, the requirement for continuous grid estimation and optimization, as well as the use of two-way flows of energy have been brought to the power gird. In order to achieve efficient, reliable, sustainable, as well as secure delivery of electric power more and more information and communication technologies are used for the monitoring and the control of power grids. Consequently, the need for cybersecurity is dramatically increased and has converged into several standards which will be presented here. These standards for the smart grid must be designed to satisfy both performance and reliability requirements. An in depth investigation of the effect of retrospectively embedded security in existing grids on it’s dynamic behavior is required. Therefore, a retrofitting plan for existing meters is offered, and it’s performance in a test low voltage microgrid is investigated. As a result of this, integration of security measures into measurement architectures of smart grids at the design phase is strongly recommended. Keywords: cyber security, performance, protocols, security standards, smart grid

Authors: Xiaoxu Liu, Yuwen Chen
Abstract:
In this study, we investigated ethnic minority students’ perception of the implementation of preferential policies in China. Using a mixed methods design, we surveyed 320 students from an institute of education for ethnic minorities and conducted further in-depth interviews with seven respondents. Although interviewees were from 30 ethnic groups, most of them were from mainstream high schools. We found that minority students from preparatory classes have an overall positive attitude towards preferential policies and preparatory class but lack sense of belonging to the university for various reasons. Findings indicate that although preparatory class is regarded as being helpful for minority students’ academic development, there are differences of attitude mainly depending on the high schools they graduated from and their ethnic identities. Our analyses suggest that ethnicity, high school graduated from, hometown and family income are more important than gender, religion, and political affiliation when accounting for their perceptions of the implementation of preferential policies in China. Keywords: Chinese minority education, higher education, preferential policies, survey analysis

Abstract:
Tawfiq Zayyad was born in Nazareth in 1929 and died in 1994. He was a prominent Palestinian poet, writer, scholar and politician. He had participated in the Palestinian political life not only as a poet and writer but also as a mayor of Nazareth as well as a member of the Israeli Knesset. All of the above confirms not only that it is worthy to investigate deeply and academically Palestinian commitment and identity throughout poems of the poet, but also that the poet deserves to include him within the top significant Arab Palestinian poets in despite of his being Israeli citizen. This paper studies to what extent the poet was committed to the Palestinian goals and agenda throughout poetry as well as to explore the ways and techniques in which the poet employed poetry in order to explore the Palestinian belonging and identification of the Palestinians in Israel. Methodologically, this paper will literary analyze some considerable poems of the poet looking in-depth critically and objectively. Moreover, this article relies on several poems of the poet because they are much relevant to the aimed discussion. By addressing both commitment and identity, this article hopes to contribute to a fuller understanding of Palestinian poets of 1960s to 2000s.Keywords: Tawfiq Zayyad, Palestinian poetry, poetic commitment, poetic techniques

Authors: Ahmad Shayeq Azizi, Yuji Toda
Abstract:
In Afghanistan, floods are the most frequent and recurrent events among other natural disasters. On the other hand, lack of monitoring data is a severe problem, which increases the difficulty of making the appropriate flood countermeasures of flood forecasting. This study is carried out to simulate the flood inundation in Harirud River Basin by application of distributed hydrological model, Integrated Flood Analysis System (IFAS) and 2D hydrodynamic model, International River Interface Cooperative (iRIC) based on satellite rainfall combined with historical peak discharge and global accessed data. The results of the simulation can predict the inundation area, depth and velocity, and the hardware countermeasures such as the impact of levee installation can be discussed by using the present method. The methodology proposed in this study is suitable for the area where hydrological and geographical data including river survey data are poorly observed. Keywords: distributed hydrological model, flood inundation, hydrodynamic model, ungauged basins

Abstract:
Hydraulic jump is one of the effective ways of energy dissipation in stilling basins that the energy is highly dissipated by jumping. Adverse slope surface at the end stilling basin is caused to increase energy dissipation and stability of the hydraulic jump. In this study, the adverse slope has been added to end of United States Bureau of Reclamation (USBR) II stilling basin in hydraulic model of Nazloochay dam with scale 1:40, and flow simulated into stilling basin using Flow-3D software. The numerical model is verified by experimental data of water depth in stilling basin. Then, the parameters of water level profile, Froude Number, pressure, air entrainment and turbulent dissipation investigated for discharging 300 m3/s using K-Ɛ and Re-Normalization Group (RNG) turbulence models. The results showed a good agreement between numerical and experimental model as numerical model can be used to optimize of stilling basins. Keywords: experimental and numerical modelling, end adverse slope, flow parameters, USBR II stilling basin

Authors: Hiba Mezaache
Abstract:
The study aims to assess the financial and social efficiency of microfinance institutions in india for the period 2015-2019 by using two models of economies of scale and choosing the output direction of the data envelope analysis (DEA) method and using the MIX MARKET database. The study concluded that microfinance institutions focus on achieving financial efficiency beyond their focus on achieving social efficiency to ensure their continuity in the market. Convergence in the efficiency ratios that have been achieved, but the optimum ratios have been achieved under the changing economies of scale; Efficiency is affected by the depth of reaching low-income groups, as serving this group raises costs and risks. The importance of lending to women in rural areas and raising their awareness to ensure their financial and social empowerment; Make improvements in operating expenses, asset management, and loan personnel control in order to maximize output. Keywords: microfinance, financial efficiency, social efficiency, mix market, microfinance institutions

Authors: W. Riahi, M. L. Mansour
Abstract:
Using tools of data processing such as geographic information system (GIS) for the contribution of the space management becomes more and more frequent. It allows collecting and analyzing diverse natural information relative to the same territory. Space technologies play crucial role in agricultural phenomenon analysis. For this, satellite images treatment were used to classify vegetation density and particularly agricultural areas in Setif province by making recourse to the Normalized Difference Vegetation Index (NDVI). This step was completed by mapping agricultural activities of the province by using ArcGIS.10 software in order to display an overall view and to realize spatial analysis of various themes combined between them which are chosen according to their strategic importance in different thematic maps. The synthesis map elaborately showed that geographic information system can contribute significantly to agricultural management by describing potentialities and development opportunities of production systems and agricultural sectors. Keywords: GIS, satellite image, agriculture, NDVI, thematic map
