870 Guided Information Campaigns for Counter-Terrorism: Behavioral Approach to Interventions Regarding Polarized Societal Network
Authors: Joshua Midha
Abstract:
The basis for information campaigns and behavioral interventions has long reigned as a tactic. From the Soviet-era propaganda machines to the opinion hijacks in Iran, these measures are now commonplace and are used for dissemination and disassembly. However, the use of these tools for strategic diffusion, specifically in a counter-terrorism setting, has only been explored on the surface. This paper aims to introduce a larger conceptual portion of guided information campaigns into preexisting terror cells and situations. It provides an alternative, low-risk intervention platform for future military strategy. This paper highlights a theoretical framework to lay out the foundationary details and explanations for behavioral interventions and moves into using a case study to highlight the possibility of implementation. It details strategies, resources, circumstances, and risk factors for intervention. It also sets an expanding foundation for offensive PsyOps and argues for tactical diffusion of information to battle extremist sentiment. The two larger frameworks touch on the internal spread of information within terror cells and external political sway, thus charting a larger holistic purpose of strategic operations. Keywords: terrorism, behavioral intervention, propaganda, SNA, extremism

Authors: Patricia Jiménez, Rafael Corchuelo, Hassan A. Sleiman
Abstract:
Web mining is gaining importance at an increasing pace. Currently, there are many complementary research topics under this umbrella. Their common theme is that they all focus on applying knowledge discovery techniques to data that is gathered from the Web. Sometimes, these data are relatively easy to gather, chiefly when it comes from server logs. Unfortunately, there are cases in which the data to be mined is the data that is displayed on a web document. In such cases, it is necessary to apply a pre-processing step to first extract the information of interest from the web documents. Such pre-processing steps are performed using so-called information extractors, which are software components that are typically configured by means of rules that are tailored to extracting the information of interest from a web page and structuring it according to a pre-defined schema. Paramount to getting good mining results is that the technique used to extract the source information is exact, which requires to evaluate and compare the different proposals in the literature from an empirical point of view. According to Google Scholar, about 4 200 papers on information extraction have been published during the last decade. Unfortunately, they were not evaluated within a homogeneous framework, which leads to difficulties to compare them empirically. In this paper, we report on an original information extraction evaluation method. Our contribution is three-fold: a) this is the first attempt to provide an evaluation method for proposals that work on semi-structured documents; the little existing work on this topic focuses on proposals that work on free text, which has little to do with extracting information from semi-structured documents. b) It provides a method that relies on statistically sound tests to support the conclusions drawn; the previous work does not provide clear guidelines or recommend statistically sound tests, but rather a survey that collects many features to take into account as well as related work; c) We provide a novel method to compute the performance measures regarding unsupervised proposals; otherwise they would require the intervention of a user to compute them by using the annotations on the evaluation sets and the information extracted. Our contributions will definitely help researchers in this area make sure that they have advanced the state of the art not only conceptually, but from an empirical point of view; it will also help practitioners make informed decisions on which proposal is the most adequate for a particular problem. This conference is a good forum to discuss on our ideas so that we can spread them to help improve the evaluation of information extraction proposals and gather valuable feedback from other researchers. Keywords: web information extractors, information extraction evaluation method, Google scholar, web

Authors: Liya Shan, Qing Liao, Qinyue Hu, Shantao Jiang, Tao Wang
Abstract:
In this paper, a Quality of Experience (QoE)-driven cross-layer resource allocation scheme for high traffic service over Open Wireless Network (OWN) downlink is proposed, and the related problem about the users in the whole cell including the users in overlap region of different cells has been solved.A method, in which assess models of the BestEffort service and the no-reference assess algorithm for video service are adopted, to calculate the Mean Opinion Score (MOS) value for high traffic service has been introduced. The cross-layer architecture considers the parameters in application layer, media access control layer and physical layer jointly. Based on this architecture and the MOS value, the Binary Constrained Particle Swarm Optimization (B_CPSO) algorithm is used to solve the cross-layer resource allocation problem. In addition, simulationresults show that the proposed scheme significantly outperforms other schemes in terms of maximizing average users’ MOS value for the whole system as well as maintaining fairness among users. Keywords: high traffic service, cross-layer resource allocation, QoE, B_CPSO, OWN

Authors: Siti Navila
Abstract:
Hedging as a kind of pragmatic competence is an essential part in achieving the goal in communication, especially in academic discourse where the process of sharing knowledge among academic community takes place. Academic discourse demands an appropriateness and modesty of an author or speaker in stating arguments, to name but few, by considering the politeness, being cautious and tentative, and differentiating personal opinions and facts in which these aspects can be achieved through hedging. This study was conducted to find the hedging devices used by students as well as to analyze how they use them in their oral presentation. Some oral presentations from English Department students of the State University of Jakarta on their Academic Presentation course final test were recorded and explored formally and functionally. It was found that the most frequent hedging devices used by students were shields from all hedging devices that students commonly used when they showed suggestion, stated claims, showed opinion to provide possible but still valid answer, and offered the appropriate solution. The researcher suggests that hedging can be familiarized in learning, since potential conflicts that is likely to occur while delivering ideas in academic contexts such as disagreement, criticism, and personal judgment can be reduced with the use of hedging. It will also benefit students in achieving the academic competence with an ability to demonstrate their ideas appropriately and more acceptable in academic discourse. Keywords: academic discourse, hedging, hedging devices, lexical hedges, Meyer classification

Authors: Kurotimi Maurice Fems, Abara Onu, Francis W. D. Poazi
Abstract:
Scholars and development economists believe that the development of an economy depends largely on the creative and innovative ingenuity of its entrepreneurs. Others however, are of the opinion that the lack of entrepreneurs or entrepreneurial activities is not a constraint to economic development in any economy, particularly Nigeria. This paper sets out to explore the connectivity between entrepreneurship and economic development from a theoretical point of view, principally in Nigeria. A desk research approach was adopted where a conglomerate of literatures was reviewed on how entrepreneurship can spur economic growth or otherwise. The findings reveal that entrepreneurship is vital to the development of Nigeria and that, universities and other Higher Education Institutions must play the vital role of educating the people on entrepreneurship skills and competences. However, the problems and difficulties entrepreneurs face in Nigeria and the same problems suffocating the growth and development of its economy. Therefore, entrepreneurship cannot be said to be the sole cure for economic under-development in Nigeria but rather other factors such as empowering and granting the institutions autonomy and the provision of infrastructural capability, such as consistent electricity generation and supply, good system of transportation, implementing proposed economic policies in an effective and efficient manner etc., the cultural beliefs and mindset of the citizenry, was also found to be key in the development of any economy. Keywords: economic underdevelopment, entrepreneurial, entrepreneurship, infrastructural under-development, oil boom, SMEs, unemployable
Procedia PDF Downloads 273860 Developing a Customizable Serious Game and Its Applicability in the Classroom
Authors: Anita Kéri
Abstract:
Recent developments in the field of education have led to a renewed interest in teaching methodologies and practices. Gamification is fast becoming a key instrument in the education of new generations and besides other methods, serious games have become the center of attention. Ready-built serious games are available for most higher education institutions to buy and implement. However, monetary restraints and the unalterable nature of the games might deter most higher education institutions from the application of these serious games. Therefore, there is a continuously growing need for a customizable serious game that has been developed based on a concrete need analysis and experts’ opinion. There has been little evidence so far of serious games that have been created based on relevant and current need analysis from higher education institution teachers, professional practitioners and students themselves. Therefore, the aim of this current paper is to analyze the needs of higher education institution educators with special emphasis on their needs, the applicability of serious games in their classrooms, and exploring options for the development of a customizable serious game framework. The paper undertakes to analyze workshop discussions on implementing serious games in education and propose a customizable serious game framework applicable in the education of the new generation. Research results show that the most important feature of a serious game is its customizability. The fact that practitioners are able to manage different scenarios and upload their own content to a game seems to be a key to the increasingly widespread application of serious games in the classroom. Keywords: education, gamification, game-based learning, serious games
Procedia PDF Downloads 158859 The Effects of Human Activities on Plant Diversity in Tropical Wetlands of Lake Tana (Ethiopia)
Authors: Abrehet Kahsay Mehari
Abstract:
Aquatic plants provide the physical structure of wetlands and increase their habitat complexity and heterogeneity, and as such, have a profound influence on other biotas. In this study, we investigated how human disturbance activities influenced the species richness and community composition of aquatic plants in the wetlands of Lake Tana, Ethiopia. Twelve wetlands were selected: four lacustrine, four river mouths, and four riverine papyrus swamps. Data on aquatic plants, environmental variables, and human activities were collected during the dry and wet seasons of 2018. A linear mixed effect model and a distance-based Redundancy Analysis (db-RDA) were used to relate aquatic plant species richness and community composition, respectively, to human activities and environmental variables. A total of 113 aquatic plant species, belonging to 38 families, were identified across all wetlands during the dry and wet seasons. Emergent species had the maximum area covered at 73.45 % and attained the highest relative abundance, followed by amphibious and other forms. The mean taxonomic richness of aquatic plants was significantly lower in wetlands with high overall human disturbance scores compared to wetlands with low overall human disturbance scores. Moreover, taxonomic richness showed a negative correlation with livestock grazing, tree plantation, and sand mining. The community composition also varied across wetlands with varying levels of human disturbance and was primarily driven by turnover (i.e., replacement of species) rather than nestedness resultant(i.e., loss of species). Distance-based redundancy analysis revealed that livestock grazing, tree plantation, sand mining, waste dumping, and crop cultivation were significant predictors of variation in aquatic plant communities’ composition in the wetlands. Linear mixed effect models and distance-based redundancy analysis also revealed that water depth, turbidity, conductivity, pH, sediment depth, and temperature were important drivers of variations in aquatic plant species richness and community composition. Papyrus swamps had the highest species richness and supported different plant communities. Conservation efforts should therefore focus on these habitats and measures should be taken to restore the highly disturbed and species poor wetlands near the river mouths. Keywords: species richness, community composition, aquatic plants, wetlands, Lake Tana, human disturbance activities
Procedia PDF Downloads 123858 Criticality Assessment of Power Transformer by Using Entropy Weight Method
Authors: Rattanakorn Phadungthin, Juthathip Haema
Abstract:
This research presents an assessment of the criticality of the substation's power transformer using the Entropy Weight method to enable more effective maintenance planning. Typically, transformers fail due to heat, electricity, chemical reactions, mechanical stress, and extreme climatic conditions. Effective monitoring of the insulating oil is critical to prevent transformer failure. However, finding appropriate weights for dissolved gases is a major difficulty due to the lack of a defined baseline and the requirement for subjective expert opinion. To decrease expert prejudice and subjectivity, the Entropy Weight method is used to optimise the weightings of eleven key dissolved gases. The algorithm to assess the criticality operates through five steps: create a decision matrix, normalise the decision matrix, compute the entropy, calculate the weight, and calculate the criticality score. This study not only optimises gas weighing but also greatly minimises the need for expert judgment in transformer maintenance. It is expected to improve the efficiency and reliability of power transformers so failures and related economic costs are minimized. Furthermore, maintenance schemes and ranking are accomplished appropriately when the assessment of criticality is reached. Keywords: criticality assessment, dissolved gas, maintenance scheme, power transformer

Authors: Ratchasak Suvannatsiri
Abstract:
The objectives of the research are to find the basic engineering properties of lateritic soil and to predict the impact on community members who live nearby the excavation pits in the area of Amphur Pak Thor, Ratchaburi Province in the western area of Thailand. The research was conducted by collecting soil samples from four excavation pits for basic engineering properties, testing and collecting questionnaire data from 120 community members who live nearby the excavation pits, and applying statistical analysis. The results found that the basic engineering properties of lateritic soil can be classified into silt soil type which is cohesionless as the loess or collapsible soil which is not suitable to be used for a pavement structure for commuting highway because it could lead to structural and functional failure in the long run. In terms of opinion from community members toward the impact, the highest impact was on the dust from excavation activities. The prediction from the logistic regression in terms of impact on community members was at 84.32 which can be adapted and applied onto other areas with the same context as a guideline for risk prevention and risk communication since it could impact the infrastructures and also impact the health of community members. Keywords: lateritic soil, excavation pits, engineering properties, impact on community members
Procedia PDF Downloads 455856 Effects of Artificial Intelligence and Machine Learning on Social Media for Health Organizations
Authors: Ricky Leung
Abstract:
Artificial intelligence (AI) and machine learning (ML) have revolutionized the way health organizations approach social media. The sheer volume of data generated through social media can be overwhelming, but AI and ML can help organizations effectively manage this information to improve the health and well-being of individuals and communities. One way AI can be used to enhance social media in health organizations is through sentiment analysis. This involves analyzing the emotions expressed in social media posts to better understand public opinion and respond accordingly. This can help organizations gauge the impact of their campaigns, track the spread of misinformation, and improve communication with the public. While social media is a useful tool, researchers and practitioners have expressed fear that it will be used for the spread of misinformation, which can have serious consequences for public health. Health organizations must work to ensure that AI systems are transparent, trustworthy, and unbiased so they can help minimize the spread of misinformation. In conclusion, AI and ML have the potential to greatly enhance the use of social media in health organizations. These technologies can help organizations effectively manage large amounts of data and understand stakeholders' sentiments. However, it is important to carefully consider the potential consequences and ensure that these systems are carefully designed to minimize the spread of misinformation. Keywords: AI, ML, social media, health organizations

Authors: Hoda Rahmani, Gary Weckman
Abstract:
The body of research examining the integration of drones into various industries is expanding rapidly. Despite progress made in addressing the cybersecurity concerns for commercial drones, knowledge deficits remain in determining potential occupational hazards and risks of drone use to employees’ well-being and health in the workplace. This creates difficulty in identifying key approaches to risk mitigation strategies and thus reflects the need for raising awareness among employers, safety professionals, and policymakers about workplace drone-related accidents. The purpose of this study is to investigate the prevalence of and possible risk factors for drone-related mishaps by comparing the application of drones in construction with manufacturing industries. The chief reason for considering these specific sectors is to ascertain whether there exists any significant difference between indoor and outdoor flights since most construction sites use drones outside and vice versa. Therefore, the current research seeks to examine the causes and patterns of workplace drone-related mishaps and suggest possible ergonomic interventions through data collection. Potential ergonomic practices to mitigate hazards associated with flying drones could include providing operators with professional pieces of training, conducting a risk analysis, and promoting the use of personal protective equipment. For the purpose of data analysis, two data mining techniques, the random forest and association rule mining algorithms, will be performed to find meaningful associations and trends in data as well as influential features that have an impact on the occurrence of drone-related accidents in construction and manufacturing sectors. In addition, Spearman’s correlation and chi-square tests will be used to measure the possible correlation between different variables. Indeed, by recognizing risks and hazards, occupational safety stakeholders will be able to pursue data-driven and evidence-based policy change with the aim of reducing drone mishaps, increasing productivity, creating a safer work environment, and extending human performance in safe and fulfilling ways. This research study was supported by the National Institute for Occupational Safety and Health through the Pilot Research Project Training Program of the University of Cincinnati Education and Research Center Grant #T42OH008432.Keywords: commercial drones, ergonomic interventions, occupational safety, pattern recognition

Authors: Farouk Shehu Abdulwahab
Abstract:
The concept of farmer-farmer knowledge sharing was introduced to bridge the extension worker-farmer ratio gap in developing countries. However, the idea was poorly accepted, especially in typical agrarian communities. Therefore, the study explores the concept of a farmer-to-farmer knowledge-sharing network to enhance extension service delivery. The study collected data from 80 farmers randomly selected through a series of multiple stages. The Data was analysed using a 5-point Likert scale and descriptive statistics. The Likert scale results revealed that 62.5% of the farmers are satisfied with farmer-to-farmer knowledge-sharing networks. Moreover, descriptive statistics show that lack of capacity building and low level of education are the most significant problems affecting farmer-farmer sharing networks. The major implication of these findings is that the concept of farmer-farmer knowledge-sharing networks can work better for farmers in developing countries as it was perceived by them as a reliable alternative for information sharing. Therefore, the study recommends introducing incentives into the concept of farmer-farmer knowledge-sharing networks and enhancing the capabilities of farmers who are opinion leaders in the farmer-farmer concept of knowledge-sharing to make it more sustainable. Keywords: agricultural productivity, extension, farmer-to-farmer, livelihood, technology transfer
Procedia PDF Downloads 65851 New Vision of 'Social Europe': Renationalising the Integration Process in the Internal Market of the European Union
Authors: Robert Grzeszczak, Magdalena Gniadzik
Abstract:
The article deals with one of the most significant issues concerning the functioning of the internal market of the European Union – the free movement of workers and free movement of persons. The purpose is to identify the political and legal effects of the “renationalisation process” on the EU and its Member States. The concept of renationalisation is expressed through Member States’ aim to verify the relationship with the EU. The tendency is more visible in the public opinion of several MS’s of the ‘EU core’ and may be confirmed by the changes applied by the regulatory body. The thesis for the article is the return of renationalisation tendencies in the area of the Single Market, which is supported by, among others, an open criticism of the foundations of EU integration or considerations on withdrawal from the EU by some MS. This analysis will focus primarily on the effects that renationalisation may have on the free movement of persons. The free movement of persons is one of the key issues for the development of the European integration. It is still subject to theoretical reflections, new doubts and practical issues. The latest developments in politics, law and jurisprudence demonstrate the need to reflect on the attempts to redefine certain principles regarding migrant EU workers and their protection against nationality-based discrimination. Keywords: European Union, Singel Market, free movement of persons, posting of workers

Authors: Tadesse Anberbir, Felix Bankole, Tomio Takara, Girma Mamo
Abstract:
In the development of a text-to-speech synthesizer, automatic derivation of correct pronunciation from the grapheme form of a text is a central problem. Particularly deriving phonological features which are not shown in orthography is challenging. In the Amharic language, geminates and epenthetic vowels are very crucial for proper pronunciation but neither is shown in orthography. In this paper, we proposed and integrated a morphological analyzer into an Amharic Text-to-Speech system, mainly to predict geminates and epenthetic vowel positions, and prepared a duration modeling method. Amharic Text-to-Speech system (AmhTTS) is a parametric and rule-based system that adopts a cepstral method and uses a source filter model for speech production and a Log Magnitude Approximation (LMA) filter as the vocal tract filter. The naturalness of the system after employing the duration modeling was evaluated by sentence listening test and we achieved an average Mean Opinion Score (MOS) 3.4 (68%) which is moderate. By modeling the duration of geminates and controlling the locations of epenthetic vowel, we are able to synthesize good quality speech. Our system is mainly suitable to be customized for other Ethiopian languages with limited resources. Keywords: Amharic, gemination, speech synthesis, morphology, epenthesis

Authors: Jose Carlos Montemayor, Kendrick Thomas Angelo Santos
Abstract:
Filipinos have been divided on President Rodrigo Duterte’s leadership ever since his election in 2016. This study aimed to gain a thorough, in-depth understanding of the opinions of Filipinos from different age and income brackets on these issues in order to address the lack of studies analysing the current Philippine political landscape. An interview tackling relevant national issues were conducted with twelve respondents from the intersections of four age groups and three income brackets. The government’s handling of some issues received mixed opinions, some had neutral viewpoints, while others had more unfavorable ones. The responses differed on three levels: (1) the general stance on an issue; (2) the strength of a stance; and (3) the factoring in of an issue in forming an overall perception on the administration’s performance. Contrary to previous studies on political thought, opinions varied greatly such that no unique set of viewpoints could be attributed to any of the defined age or income groups. These results will be most useful to political science researchers, political analysts, and candidates shaping their platforms for the upcoming elections. Future studies are recommended to tackle more national issues and to consider other factors that may affect political opinions and behavior. Keywords: age groups, opinion formation, socioeconomic brackets, Philippine politics, Rodrigo Duterte

Procedia PDF Downloads 390847 Free and Open Source Licences, Software Programmers, and the Social Norm of Reciprocity
Authors: Luke McDonagh
Abstract:
Over the past three decades, free and open source software (FOSS) programmers have developed new, innovative and legally binding licences that have in turn enabled the creation of innumerable pieces of everyday software, including Linux, Mozilla Firefox and Open Office. That FOSS has been highly successful in competing with 'closed source software' (e.g. Microsoft Office) is now undeniable, but in noting this success, it is important to examine in detail why this system of FOSS has been so successful. One key reason is the existence of networks or communities of programmers, who are bound together by a key shared social norm of 'reciprocity'. At the same time, these FOSS networks are not unitary – they are highly diverse and there are large divergences of opinion between members regarding which licences are generally preferable: some members favour the flexible ‘free’ or 'no copyleft' licences, such as BSD and MIT, while other members favour the ‘strong open’ or 'strong copyleft' licences such as GPL. This paper argues that without both the existence of the shared norm of reciprocity and the diversity of licences, it is unlikely that the innovative legal framework provided by FOSS would have succeeded to the extent that it has. Keywords: open source, copyright, licensing, copyleft

Abstract:
One of the main tensions and challenges in the development of Sino-Indian relation is the demarcation of its frontiers. The fact that throughout the history borders had never been demarcated on ground occur a dispute between China and India after receiving sovereignty. Boundaries of India and China are divided into three sectors: Eastern, Middle and Western. The middle sector runs from India’s Uttar Pradesh to the Punjab, 545 km length of the Line of Actual Control, the lines of which was confirmed at the 9th meeting of the Expert Group held in 2001, in New Delhi. Other two sectors are still not determined and cause disputes. A western sector of the frontier is the Aksai Chin plateau, covers areas of Ladakh, Tibet, and Sinkiang. Another disputed area lies in the Eastern sector in the Himalayan region, which after 1986 became the Indian state called Arunachal Pradesh. There are two different approaches in the ways of resolving the border dispute. Chinese side keeps an opinion that the border dispute must be resolved in a timely matter unless it is favorable for China, the resolution can be left to a later generation. While India’s government due to security reasons is eager to demarcate the border. In order to study this conflict was used as a descriptive-comparative-analytical method.
