565 Indigenous Canon, Wheel of History and Social Revolution: Rammanohar Lohia’s Epistemology of Human Approximation
Authors: Anoop Kumar Suraj
Abstract:
Dr Rammanohar Lohia (1910-67), a radical Indian socialist thinker, left an unfinished and critical oeuvre of works on ‘Social Revolution’, argued for the necessity of fundamentally reordering our social structures and offered the ideological framework for such a radical change. An alternative kind of democratic political action called Saat Krantiya, or ‘seven revolutions’, sought to establish socialism with a strong cultural and historical foundation in Indian society. Lohia cautiously adopted civil disobedience [a Gandhian tool] as a means of seven revolutions as a mode of revolution. He saw Indian youth as the vanguard of the social revolution and claimed that the ideas of ‘constructive militancy’ and ‘militant construction’ were at the core of such a revolution. This paper demonstrates that Lohia presented a unique short theoretical paradigm to interpret history and revolution, and Sapta Kranti was a normative framework to arrive at an egalitarian society. Keywords: Rammanohar Lohia, Sapt Kranti, matter and spirit, caste-class, human approximation

Authors: Manju, Praveen Aggarwal
Abstract:
Clayey soil is considered weakest subgrade soil from civil engineering point of view under moist condition. These swelling soils attract and absorb water and losses their strength. Certain inherent properties of these clayey soils need modification for their bulk use in the construction of highways/runways pavements and embankments, etc. In this paper, results of clayey subgrade modified with cement stabilizer is presented. Investigation includes evaluation of specific gravity, Atterberg’s limits, grain size distribution, maximum dry density, optimum moisture content and CBR value of the clayey soil and cement treated clayey soil. A series of proctor compaction and CBR tests (un-soaked and soaked) are carried out on clayey soil and clayey soil mixed with cement stabilizer in 2%, 4% & 6% percentages to the dry weight of soil. In CBR test, under soaked condition best results are obtained with 6% of cement. However, the difference between the CBR value by addition of 4% and 6% cement is not much. Therefore from economical consideration addition of 4% cement gives the best result after soaking period of 90 days. Keywords: clayey soil, cement, maximum dry density, optimum moisture content, California bearing ratio

Authors: Camille Paldi
Abstract:
As the Islamic finance industry is growing annually at a rate of 10% to 15% per year, it is imperative that a unique, independent legal framework is established in order to effectively adjudicate Islamic finance disputes. Currently, Islamic finance disputes are being adjudicated in inadequate civil and common law courts and arbitration centers where the contracts in dispute are being transformed from Islamic to conventional transactions. Through case analysis combined with an exploration of the efficacy of existing arbitration centers and dispute resolution methods available to Islamic finance, this paper will seek to reveal that the Islamic finance industry currently lacks an adequate dispute resolution mechanism and facility to adjudicate disputes arising from Islamic finance contracts. Hence, now is the time for the Dubai World Islamic Finance Arbitration Center (DWIFAC) and Jurisprudence Office (DWIFACJO) as the Dispute Resolution Center and Mechanism for the Islamic Finance Industry. Keywords: Islamic finance, dispute resolution, Dubai world Islamic finance arbitration center, jurisprudence office

Authors: Juliane P. De Oliveira, Carlos H. Dos Santos, Marcia Shoji, Maria E. C. Ferreira, Natalia U. Yamaguchi
Abstract:
The construction sector is considered a major generator of environmental impacts due to the high consumption of natural resources and waste generation. Thus, this article aims to evaluate the performance of a concrete produced by the partial and total replacement of natural coarse aggregate by recycled coarse aggregate, derived from the concrete residue of buildings and demolitions. The study was made by comparing the compressive strength and absorption of three different concrete traces, keeping the water/cement factor of 0.60 and changing only the proportions of recycled coarse aggregate between 0%, 50% and 100%. Traces 50% and 100% obtained good results by comparing the actual specific mass, because the material used is lighter to the natural coarse aggregate. It was concluded that the concrete produced with recycled aggregates, even with inferior results, can be used where it is not needed a structural function, giving an adequate destination to the construction and demolition waste and consequently reducing the extraction and consumption of natural resources. Keywords: green concrete, recycled aggregate, recycling, sustainable development

Authors: Albert T. Akume, P. D. Dahida
Abstract:
This paper examines the effect of various epochs of governments on policy making in Nigeria. The character of governance and public policy making of both epochs was exclusive, non-participatory and self-centric. As a consequence the interests of citizenry were not represented, neither protected nor sought to meet fairly the needs of all groups. The introduction of the post-1999 democratic government demand that the hitherto skewed pattern of policy making cease to be a character of governance. Hence, the need for citizen participation in the policy making process. The question then is what mode is most appropriate to engender public participation so as to make the policy making process functional? Given the prevailing social, economic and political dilemmas the utilization of the direct mode of citizen participation to affect policy outcome is doubtful if not unattainable. It is due to these predicament that this paper uses the documentary research design argues for the utilization of the indirect mode of citizen participation in the policy making process so as to affect public policy outcome appropriately and with less cost, acrimony and delays. Keywords: governance, public policy, participation, representation, civil society

Authors: Masoud Raei, Mohammadmahdi Sadeghi
Abstract:
The right to life as the most essential right in human rights issues and in the first group has devoted a special place to itself. Attention to this right and its domain and its reflection in civil rights is one of the most important axis of the rights to life issues. Issues discussed concerning this matter in public law with regard to its status in human rights are the determination of government’s duty toward identification; application and guarantee of this right. The constitutions of countries have chosen different approaches towards the identification of this right and also its limits and boundaries, determining the territory of governments for citizens. The reason for such a difference is the question arising in this regard. It is claimed that without the determination of meaningfulness of the right to life, it is not possible to provide a clear response to this question. The goal of this paper is to justify its theoretical framework from the view of meaningfulness of right to life relying on Quranic verses with a conceptual approach towards the right to life so that the relationship between government and citizens with regard to right to life is determined. Through a comparative study, it is possible to attain significant differences between the teachings of the Holy Quran and human rights documents. The method of this paper is a descriptive-analytic approach relying on interpretation books on Holy Quran. Keywords: meaningfulness, objectivism, separatism, right to life

Authors: Zizouni Khaled, Fali Leyla, Sadek Younes, Bousserhane Ismail Khalil
Abstract:
In structural vibration caused principally by an earthquake excitation, the most vibration’s attenuation system used recently is the semi active control with a Magneto Rheological Damper device. This control was a subject of many researches and works in the last years. The big challenges of searchers in this case is to propose an adequate controller with a robust algorithm of current or tension adjustment. In this present paper, a linear controller is proposed to control the MR damper using to reduce a vibrations of three story structure exposed to El Centro’s 1940 and Boumerdès 2003 earthquakes. In this example, the MR damper is installed in the first floor of the structure. The numerical simulations results of the proposed linear control with a feedback law based on clipped optimal algorithm showed the feasibility of the semi active control to protecting civil structures. The comparison of the controlled structure and uncontrolled structures responses illustrate clearly the performance and the effectiveness of the simple proposed approach. Keywords: MR damper, seismic vibration, semi-active control

Authors: Chantarat Manvichien
Abstract:
The purpose of this research paper was aimed to examine the bird strike prevention in the vicinity of Suvarnabhumi Airport, Thailand. A bird strike event occurs when a bird or a flock of birds collide with an operating airplane and results in flight interruption. This is the reason why International Civil Aviation Organization (ICAO), a part of the United Nations, has an assumption that birds, including other wildlife, are a serious hazard to aircraft and attempts should be accomplished to overcome this hazard. ICAO requires all airports worldwide to set up proactive countermeasures in order to reduce the risk from bird strike and wildlife hazard. In Thailand, the Airports of Thailand Public Company Limited which manages Suvarnabhumi Airport, also known as Bangkok International Airport, responds to the requirements and spends a lot of effort to ensure this hazard is manageable. An intensive study on the countermeasures to prevent aircraft accident from bird strike and other wildlife have been continuously executed since the early construction of the Airport until nowadays. Keywords: bird strike, flight safety, wildlife hazard, Suvarnabhumi airport

Authors: A. Kourou, A. Ioakeimidou, E. Pelli, M. Panoutsopoulou, V. Abramea
Abstract:
Worldwide there is a growing recognition that education is a critical component of any disaster impacts reduction effort and a great challenge too. Given this challenge, a broad range of awareness raising projects at all levels are implemented and are continuously evaluated by Earthquake Planning and Protection Organization (EPPO). This paper presents an overview of EPPO educational initiative (seminars, lectures, workshops, campaigns and educational material) and its evaluation results. The abovementioned initiative is focused to aware the public, train teachers and civil protection staff, inform students and educate people with disabilities on subjects related to earthquake reduction issues. The better understating of how human activity can link to disaster and what can be done at the individual, family or workplace level to contribute to seismic reduction are the main issues of EPPO projects. Survey results revealed that a high percentage of teachers (included the ones of special schools) from all over the country have taken the appropriate preparedness measures at schools. On the other hand, the implementation of earthquake preparedness measures at various workplaces (kindergartens, banks, utilities etc.) has still significant room for improvement. Results show that the employees in banks and public utilities have substantially higher rates in preventive and preparedness actions in their workplaces than workers in kindergartens and other workplaces. One of the EPPO educational priorities is to enhance earthquake preparedness of people with disabilities. Booklets, posters and applications have been created with the financial support of the Council of Europe, addressed to people who have mobility impairments, learning difficulties or cognitive disability (ή intellectual disabilities). Part of the educational material was developed using the «easy-to-read» method and Makaton language program with the collaboration of experts on special needs education and teams of people with cognitive disability. Furthermore, earthquake safety seminars and earthquake drills have been implemented in order to develop children’s, parents’ and teachers abilities and skills on earthquake impacts reduction. To enhance the abovementioned efforts, EPPO is a partner at prevention and preparedness projects supported by EU Civil Protection Financial Instrument. One of them is E-PreS’ project (Monitoring and Evaluation of Natural Hazard Preparedness at School Environment). The main objectives of E-PreS project are: 1) to create smart tools which define, simulate and evaluate drills procedure at schools, centers of vocational training of people with disabilities or other workplaces, and 2) to involve students or adults with disabilities in the E-PreS system evacuation procedure in case of earthquake, flood, or volcanic occurrence. Two other EU projects (RACCE educational kit and EVANDE educational platform) are also with the aim of contributing to raising awareness among people with disabilities, students, teachers, volunteers etc. It is worth mentioning that even though in Greece many efforts have been done till now to build awareness towards earthquakes and establish preparedness status for prospective earthquakes, there are still actions to be taken. Keywords: earthquake, emergency plans, E-PreS project, people with disabilities, special needs education

Authors: Ana María Velasco Molpeceres
Abstract:
With this work, we try to offer a complete digest of female fashion magazines edited in Spain from the XVIII century to today. During the XIX century Spain developed an important journalistic industry and the feminine press was very popular. In addition, a lot of women wrote and directed fashion magazines which tried to improve women’s status and education. In the XX century, fashion magazines reflected the ideological conflicts and the history of Spain. Before the Civil War (1936-1939), women get many rights and the modernization was clear. In the Franco’s dictatorship, fashion magazines portrayed ideals of a conservative femininity. But, in the sixties, the media helped to connect Spain with the rest of the world, being at the same time under the censorship of the regime. After the dictatorship, fashion was a very important part of the Transition’s culture and the ‘Movida’ (reflected in Almodovar’s films) contributed and expressed the new ideals of citizenship for men and women. Fashion magazines showed the changes of the society. In the XXI century, today, these magazines are a part of a global culture and Vogue or Elle live with Spanish magazines as Telva or Hola. The objective of this research is to study the history, meaning and evolution of the fashion magazines in Spain. And, of course, the ideal of women reflected on them. Keywords: fashion, Spain, magazines, women

Authors: Kazeem K. Adewole
Abstract:
This paper presents the finite element analysis numerical investigation of the effects of the location of across-the-width lamination on the tensile properties of rectangular wires for civil engineering applications. FE analysis revealed that the presence of the mid-thickness across-the-width lamination changes the cup and cone fracture shape exhibited by the lamination-free wire to a V-shaped fracture shape with an opening at the bottom/pointed end of the V-shape at the location of the mid-thickness across-the-width lamination. FE analysis also revealed that the presence of the mid-width across-the-thickness lamination changes the cup and cone fracture shape of the lamination-free wire without an opening to a cup and cone fracture shape with an opening at the location of the mid-width across-the-thickness lamination. The FE fracture behaviour prediction approach presented in this work serves as a tool for failure analysis of wires with lamination at different orientations which cannot be conducted experimentally. Keywords: across-the-width lamination, tensile properties, lamination location, wire

Abstract:
Immigrants who came to a new country experience some socio-cultural difficulties which are different from theirs. The study aims to investigate how Syrian Refugees manage their life in Turkey and the relationship between acculturation profiles and demographic background of Syrian refugees who came to Turkey after civil war has intensified in Syria. Data are collected from 280 adult Syrian refugees who were born in Syria. The study adopts bi-dimensional acculturation approach stating that both heritage and dominant host cultures can live together. Results suggest that demographic backgrounds, religion, and religiosity are significantly linked to both heritage and dominant host culture. Syrian refugees who are not affiliated with Islam are found to significantly preserve their ethnic/heritage culture. Generally, Syrian refugees are more willing to integrate Turkish society but not to assimilate. The results also confirmed acculturation process as a bi-dimensional, not a zero-sum game since we found a significant positive correlation between the heritage and the dominant host cultures which assume the independence and orthogonal of involvements in the dominant host and heritage cultures. Keywords: acculturation, demographic backgrounds, heritage culture, religion, Syrian refugees

Authors: Doaa Nounou
Abstract:
This research examines the public policy energy subsidies reform efforts in Egypt since 2014. Egypt’s widely used energy subsidies have been controversial since they were first introduced, as they inadequately target the poorest part of the population. Also, their effect on economic development and democratic transition became very challenging in recent years. This research argues that although subsidy reform is a highly politicalized issue in democratizing countries, there are still a number of pragmatic public policies that can be applied to make the subsidy system function more efficiently and at the same time decrease inequality which could facilitate a more orderly and peaceful transition to democracy. Therefore, this research attempts to study the role of the executive branch in reforming the subsidy programmes to support the poor and bring about structural changes to achieve social justice and economic growth. This research also attempts to analyze the role of the military and civil society in reforming the subsidy system. Moreover, it attempts to discuss the role of the state media in social mobilization to rationalize consumption and its contribution to subsidies reform. Keywords: subsidies, public policy, political economy, democratization, equality

Authors: Dongyeob Han, Jungwon Huh, Quang Huy Tran, Choonghyun Kang
Abstract:
Unmanned Aerial Vehicles (UAVs) have been used for surveillance, monitoring, inspection, and mapping. In this paper, we present a systematic approach for automatic registration of UAV images for monitoring facilities such as building, green house, and civil structures. The two-step process is applied; 1) an image matching technique based on SURF (Speeded up Robust Feature) and RANSAC (Random Sample Consensus), 2) bundle adjustment of multi-temporal images. Image matching to find corresponding points is one of the most important steps for the precise registration of multi-temporal images. We used the SURF algorithm to find a quick and effective matching points. RANSAC algorithm was used in the process of finding matching points between images and in the bundle adjustment process. Experimental results from UAV images showed that our approach has a good accuracy to be applied to the change detection of facility. Keywords: building, image matching, temperature, unmanned aerial vehicle

Abstract:
There are several alternatives of coastal erosion control with geosynthetics. As an important stage of any Civil Engineering project, literature review is necessary in order to evaluate these alternatives and to guide the decisions. Ponta Negra beachfront has a very intensive urban pressure. In addition, a very short sand area induces high intensity erosion processes. Different attempts of solving the problem were already built. However, erosion issues are still an important concern since these structures collapsed. Geosynthetics present a great potential to be applied in this area. In order to study coastal erosion control alternatives with the use of geosynthetics, this paper presents a literature review about this subject. Several studies were collected in which beach conditions are similar to those found in Ponta Negra beach. It was possible to evaluate the alternatives that might be used in the area. Further studies include the application of such techniques in pilot areas and the evaluation of the erosion process. Abstract:
In the last decade, investments in sustainable processes and products have gained space in several segments, such as in the civil, automobile, textile and other industries. In addition to increasing concern about the development of environmentally friendly materials that reduce, energy costs and reduces environmental impact in the production of these products, as well as reducing CO2 emissions. Natural fibers offer a great alternative to replace synthetic fibers, totally or partially, because of their low cost and their renewable source. The purpose of this research is to study the effect of surface chemical treatment on the thermal properties of hybrid fiber reinforced natural fibers (NFRC), jute + ramie, jute + sisal, jute + curauá, and jute fiber in polymer matrices. Two types of chemical treatment: alkalinization and silanization were employed, besides the condition without treatment. Differential scanning calorimetry (DSC), thermogravimetry (TG) and dynamic-mechanical analysis (DMA) were performed to explore the thermal stability and weight loss in the natural fiber reinforced composite as a function of chemical treatment. Keywords: chemical treatment, hybrid composite, jute, thermal

Authors: Julio Franco
Abstract:
Water is used, directly and indirectly, in all activities of the construction productive chain, making it a subject of worldwide relevance for sustainable development. The ongoing expansion of urban areas leads to a high demand for natural resources, which in turn cause significant environmental impacts. The present work proposes the application of BIM tools to assist the measurement of the water footprint (WF) of civil construction supplies. Data was inserted into the model as element properties, allowing them to be analyzed by element or in the whole model. The WF calculation was automated using parameterization in Autodesk Revit software. Parameterization was associated to the materials of each element in the model so that any changes in these elements directly alter the results of WF calculations. As a case study, we applied into a building project model to test the parameterized calculus of WF. Results show that the proposed parameterization successfully automated WF calculations according to design changes. We envision this tool to assist the measurement and rationalization of the environmental impact in terms of WF of construction projects. Keywords: building information modeling, BIM, sustainable development, water footprint

Authors: Christopher Manyamba
Abstract:
Women in Malawi produce perform between 50-70 percent of all agricultural tasks and yet the majority remain food insecure. The aim of his paper is to build on existing mixed evidence that indicates that empowering women in agriculture is conducive to improving food security. The WEAI is used to provide evidence on the relationship between women’s empowerment in agriculture and household food security. A multinomial logistic regression is applied to the Women Empowerment in Agriculture Index (WEAI) components and the Household Hunger Scale. The overall results show that the WEAI can be used to determine household food insecurity; however it has to be contextually adapted. Assets ownership, credit, group membership and leisure time are positively associated with food security. Contrary to other literature, empowerment in having control and decisions on income indicate negative association with household food security. These results could potentially better inform public, private and civil society stakeholders’ dialogues in creating the most effective and sustainable interventions to help women attain long-term food security. Keywords: food security, gender, empowerment, agriculture index, framework for African food security, household hunger scale
