3427 Development of Groundwater Management Model Using Groundwater Sustainability Index

Abstract:

Development of a groundwater management model is an important step in the exploitation and management of any groundwater aquifer as it assists in the long-term sustainable planning of the resource. The current study was conducted in Central Limpopo province of South Africa with the overall objective of determining how much water can be withdrawn from the aquifer without producing nonreversible impacts on the groundwater quantity, hence developing a model which can sustainably protect the aquifer. The development was done through the computation of Groundwater Sustainability Index (GSI). Values of GSI close to unity and above indicated overexploitation. In this study, an index of 0.8 was considered as overexploitation. The results indicated that there is potential for higher abstraction rates compared to the current abstraction rates. GSI approach can be used in the management of groundwater aquifer to sustainably develop the resource and also provides water managers and policy makers with fundamental information on where future water developments can be carried out.

3426 Using Target Costing to Investigates Competitive Price

Abstract:

This paper has presented research in progress concerning the contribution of target costing approach to achievement competitive price in the Iraqi firm. The title of the paper is one of the subjects that get large concerns in the finance and business world in the present time. That is because many competitive firms have appeared in the regional and global markets and the rapid changes that covered all fields of life. On the other hand, this paper concentrated on lack knowledge of the industrial firms, regarding the significant role of target cost for achieving the competitive prices. The paper depends on the main supposition, using the competitive price to get the target cost in the industrial firms. In order to achieve competitive advantage in business world the firms should rely on modern methods to manage cost and profit. From strategic perspective the target cost achieves a so powerful competitive advantage represented in cost reduction. Nevertheless the target cost does not exclude the calculation and survey of costs during the production process. Products- estimated costs are calculated and compared with the target costs.

3425 Sewage Sludge Management in Egypt: Current Status and Perspectives towards a Sustainable Agricultural Use

Abstract:

The present disposal routes of sewage sludge represent a critical environmental issue in Egypt. Recently, there has been an increasing concern about sewage sludge management due to the environmental risks, which resulted from the fast expansion of wastewater treatment plants without equal attention in dealing with the produced sludge. This paper discusses the current situation of sewage sludge management in Egypt presenting a brief overview of the existing wastewater treatment plants, sludge production and characteristics as well as options of beneficial use and potential demand of sewage sludge under Egyptian conditions. The characteristics of sewage sludge are discussed considering the results of own sampling and analysis as well as previous studies. Furthermore, alternative treatment scenarios for sewage sludge, which have been recently developed in Egypt, are discussed and perspectives for a sustainable agricultural use are outlined.

3424 Knowledge Management in a Combined/Joint Environment

Abstract:

In the current era of shrinking budgets, increasing amounts of worldwide natural disasters, state and non-state initiated conflicts within the world. The response has involved multinational coalitions to conduct effective military operations. The need for a Knowledge Management strategy when developing these coalitions have been overlooked in the past and the need for developing these accords early on will save time and help shape the way information and knowledge are transferred from the staff and action officers of the coalition to the decision-makers in order to make timely decisions within an ever changing environment. The aim of this paper is to show how Knowledge Management has developed within the United States military and how the transformation of working within a Combined/ Joint environment in both the Middle East and the Far East has improved relations between members of the coalitions as well as being more effective as a military force. These same principles could be applied to multinational corporations when dealing with cultures and decision-making processes.

3423 Impacts of Climate Change on Water Resources of Greater Zab and Lesser Zab Basins, Iraq, Using Soil and Water Assessment Tool Model

Abstract:

The Greater Zab and Lesser Zab are the major tributaries of Tigris River contributing the largest flow volumes into the river. The impacts of climate change on water resources in these basins have not been well addressed. To gain a better understanding of the effects of climate change on water resources of the study area in near future (2049-2069) as well as in distant future (2080-2099), Soil and Water Assessment Tool (SWAT) was applied. The model was first calibrated for the period from 1979 to 2004 to test its suitability in describing the hydrological processes in the basins. The SWAT model showed a good performance in simulating streamflow. The calibrated model was then used to evaluate the impacts of climate change on water resources. Six general circulation models (GCMs) from phase five of the Coupled Model Intercomparison Project (CMIP5) under three Representative Concentration Pathways (RCPs) RCP 2.6, RCP 4.5, and RCP 8.5 for periods of 2049-2069 and 2080-2099 were used to project the climate change impacts on these basins. The results demonstrated a significant decline in water resources availability in the future.

3422 New Models of Financial Management Put into Effect in Dental Practices in Romania –Empirical Study

Abstract:

20 years of dentistry was a period of transition from communist to market economy but Romanian doctors have insufficient management knowledge. Recently, the need for modern management has increased due to technologies and superior materials appearance, as patient-s demands. Research goal is to increase efficiency by evaluating dental medical office cost categories in real pricing procedures. Empirical research is based on guided study that includes information about the association between categories of cost perception and therapeutic procedures commonly used in dental offices. Due to the obtained results to identify all the labours that make up a settled procedure costs were determined for each procedure. Financial evaluation software was created with the main functions: introducing and maintaining patient records, treatment and appointments made, procedures cost and monitoring office productivity. We believe that the study results can significantly improve the financial management of dental offices, increasing the effectiveness and quality of services.

3420 Dynamic Modeling and Simulation of Heavy Paraffin Dehydrogenation Reactor for Selective Olefin Production in Linear Alkyl Benzene Production Plant

Abstract:

Modeling of a heterogeneous industrial fixed bed reactor for selective dehydrogenation of heavy paraffin with Pt-Sn- Al2O3 catalyst has been the subject of current study. By applying mass balance, momentum balance for appropriate element of reactor and using pressure drop, rate and deactivation equations, a detailed model of the reactor has been obtained. Mass balance equations have been written for five different components. In order to estimate reactor production by the passage of time, the reactor model which is a set of partial differential equations, ordinary differential equations and algebraic equations has been solved numerically. Paraffins, olefins, dienes, aromatics and hydrogen mole percent as a function of time and reactor radius have been found by numerical solution of the model. Results of model have been compared with industrial reactor data at different operation times. The comparison successfully confirms validity of proposed model.

This research aims to discover the university needs to the web portal as a necessary tool for students in the universities to help them in getting the required information. A survey was conducted to gather students' requirements which can be incorporated in to portal to be developed.

3418 Styling Influence to the Loyalty for Knowledge Sharing on WikID

Abstract:

WikID is a wiki for industrial design engineers. An important aspect for the viability of a wiki is the loyalty of the user community to share their information and knowledge by adding this knowledge to the wiki. For the initiators of a wiki it is therefore important to use every aspect to stimulate the user community to actively participate. In this study the focus is on the styling of the website. The central question is: How could the WikID website be visually designed to achieve a user experience which will incite the user to actively participate in the WikID community? After a literature study on the influencing factors of a website, a new interface has been designed by applying the rules found, in order to expand this website-s active user community. An online questionnaire regarding the old or the new website gave insights in the opinions of users. As expected, the new website was rated more positively than the old website. However, the differences are limited.

3417 An Implementation of EURORADIO Protocol for ERTMS Systems

Abstract:

European Rail Traffic Management System (ERTMS) is the European reference for interoperable and safer signaling systems to efficiently manage trains running. If implemented, it allows trains cross seamlessly intra-European national borders. ERTMS has defined a secure communication protocol, EURORADIO, based on open communication networks. Its RadioInfill function can improve the reaction of the signaling system to changes in line conditions, avoiding unnecessary braking: its advantages in terms of power saving and travel time has been analyzed. In this paper a software implementation of the EURORADIO protocol with RadioInfill for ERTMS Level 1 using GSM-R is illustrated as part of the SR-Secure Italian project. In this building-blocks architecture the EURORADIO layers communicates together through modular Application Programm Interfaces. Security coding rules and railway industry requirements specified by EN 50128 standard have been respected. The proposed implementation has successfully passed conformity tests and has been tested on a computer-based simulator.

3416 Oily Sludge Bioremediation Pilot Plant Project, Nigeria

Abstract:

Brass terminal, one of the several crude oil and petroleum products storage/handling facilities in the Niger Delta was built in the 1980s. Activities at this site, over the years, released crude oil into this 3 m-deep, 1500 m-long canal lying adjacent to the terminal with oil floating on it and its sediment heavily polluted. To ensure effective clean-up, three major activities were planned: site characterization, bioremediation pilot plant construction and testing and full-scale bioremediation of contaminated sediment / bank soil by land farming. The canal was delineated into 12 lots and each characterized, with reference to the floating oily phase, contaminated sediment and canal bank soil. As a result of site characterization, a pilot plant for on-site bioremediation was designed and a treatment basin constructed for carrying out pilot bioremediation test. Following a designed sampling protocol, samples from this pilot plant were collected for analysis at two laboratories as a quality assurance / quality control check. Results showed that Brass Canal upstream is contaminated with dark, thick and viscous oily film with characteristic hydrocarbon smell while downstream, thin oily film interspersed with water was observed. Sediments were observed to be dark with mixture of brownish sandy soil with TPH ranging from 17,800 mg/kg in Lot 1 to 88,500 mg/kg in Lot 12 samples. Brass Canal bank soil was observed to be sandy from ground surface to 3m, below ground surface (bgs) it was silty-sandy and brownish while subsurface soil (4-10m bgs) was sandy-clayey and whitish/grayish with typical hydrocarbon smell. Preliminary results obtained so far have been very promising but were proprietary. This project is considered, to the best of technical literature knowledge, the first large-scale on-site bioremediation project in the Niger Delta region, Nigeria.

3415 Adaptive Hierarchical Key Structure Generation for Key Management in Wireless Sensor Networks using A*

Abstract:

Wireless Sensor networks have a wide spectrum of civil and military applications that call for secure communication such as the terrorist tracking, target surveillance in hostile environments. For the secure communication in these application areas, we propose a method for generating a hierarchical key structure for the efficient group key management. In this paper, we apply A* algorithm in generating a hierarchical key structure by considering the history data of the ratio of addition and eviction of sensor nodes in a location where sensor nodes are deployed. Thus generated key tree structure provides an efficient way of managing the group key in terms of energy consumption when addition and eviction event occurs. A* algorithm tries to minimize the number of messages needed for group key management by the history data. The experimentation with the tree shows efficiency of the proposed method.

3414 Risk of Late Payment in the Malaysian Construction Industry

Abstract:

The purpose of this study is to identify the underlying causes of late payment from the contractors- perspective in the Malaysian construction industry and to recommend effective solutions to mitigate late payment problems. The target groups of respondents in this study were Grades G3, G5, G6 and G7 contractors with specialization in building works and civil engineering works registered with the Construction Industry Development Board (CIDB) in Malaysia. Results from this study were analyzed with Statistical Package for the Social Science (SPSS 15.0). From this study, it was found that respondents have highest ranked five significant variables out of a total of forty-one variables which can caused late payment problems: a) cash flow problems due to deficiencies in client-s management capacity (mean = 3.96); b) client-s ineffective utilization of funds (mean = 3.88); c) scarcity of capital to finance the project (mean = 3.81); d) clients failure to generate income from bank when sales of houses do not hit the targeted amount (mean=3.72); and e) poor cash flow because of lack of proper process implementation, delay in releasing of the retention monies to contractor and delay in the evaluation and certification of interim and final payment (mean = 3.66).

3413 Dynamical Characteristics of Interaction between Water Droplet and Aerosol Particle in Dedusting Technology

Abstract:

With the rapid development of national modern industry, people begin to pay attention to environmental pollution and harm caused by industrial dust. Based on above, a numerical study on the dedusting technology of industrial environment was conducted. The dynamic models of multicomponent particles collision and coagulation, breakage and deposition are developed, and the interaction of water droplet and aerosol particle in 2-Dimension flow field was researched by Eulerian-Lagrangian method and Multi-Monte Carlo method. The effects of the droplet scale, movement speed of droplet and the flow field structure on scavenging efficiency were analyzed. The results show that under the certain condition, 30μm of droplet has the best scavenging efficiency. At the initial speed 1m/s of droplets, droplets and aerosol particles have more time to interact, so it has a better scavenging efficiency for the particle.

3412 Socio-Spatial Transformations in Obsolete Port Regions: A Case for Istanbul-Karakoy District

Abstract:

Istanbul-Karakoy Port, field of this study, has lost its former significance in time due to the transformation of urban functions. Today, activities for regeneration of this region continue in two forms and scales. First of these activities is the "planned transformation projects," which also includes “Galataport project”, and the second one is "spontaneous transformation," which consists of individual interventions. Galataport project that based on the idea of arranging the area specifically for tourists was prepared in 2005 and became a topic of tremendous public debate. On the other hand, the "spontaneous transformation" that is observed in Karakoy District starts in 2004 with the foundation of “Istanbul Modern Museum” which allowed the cultural integration of old naval warehouses of the port to the daily life. Following this adaptive reuse intervention, the district started to accommodate numerous art galleries, studios, caféworkshops and design stores. In this context, this paper first examines regeneration studies in obsolete port regions, analyzes the planned and ongoing socio-spatial transformations in the specific case of Karakoy and performs a critical review of the sustainability of the proposals on how to reinstate the district in the active life of Istanbul.

3411 Working Capital Management, Firms- Performance and Market Valuation in Nigeria

Abstract:

This study examines the impact of working capital management on firms- performance and market value of the firms in Nigeria. A sample of fifty four non-financial quoted firms in Nigeria listed on the Nigeria Stock Exchange was used for this study. Data were collected from annual reports of the sampled firms for the period 1995-2009. This result shows there is a significant negative relationship between cash conversion cycle and market valuation and firm-s performance. It also shows that debt ratio is positively related to market valuation and negatively related firm-s performance. The findings confirm that there is a significant relationship between Market valuation, profitability and working capital component in line with previous studies. This mean that Nigeria firms should ensure adequate management of working capital especially cash conversion cycle components of account receivables, account payables and inventories, as efficiency working capital management is expected to contribute positively to the firms- market value.

3410 The Impact of Demographic Profile on Strategic HRM Practices and Its Challenges Faced by HR Managers in IT Firm, India: An Empirical Study

Abstract:

The authors conducted a study for the sample size of 75 HR managers from an Indian IT company through systematic sampling method. This study identifies that the female employees are facing lesser conflict than the male employees against their managers within the organization. There is a positive correlation between gender and conflict management with the superior towards the work. There is a significant variance between age and response towards appraisal system, succession planning and employee engagement. The education qualification plays a major role in determining the compensation factor for the employees working in the organization. The study determines the impact of demographic profile on strategic HRM practices and its challenges faced by HR managers in IT firm, India.

3409 The Requirements of Developing a Framework for Successful Adoption of Quality Management Systems in the Construction Industry

Abstract:

Quality management systems (QMSs) in the construction industry are often implemented to ensure that sufficient effort is made by companies to achieve the required levels of quality for clients. Attainment of these quality levels can result in greater customer satisfaction, which is fundamental to ensure long-term competitiveness for construction companies. However, the construction sector is still lagging behind other industries in terms of its successful adoption of QMSs, due to the relative lack of acceptance of the benefits of these systems among industry stakeholders, as well as from other barriers related to implementing them. Thus, there is a critical need to undertake a detailed and comprehensive exploration of adoption of QMSs in the construction sector. This paper comprehensively investigates in the construction sector setting, the impacts of all the salient factors surrounding successful implementation of QMSs in building organizations, especially those of external factors. This study is part of an ongoing PhD project, which aims to develop a new framework that integrates both internal and external factors affecting QMS implementation. To achieve the paper aim and objectives, interviews will be conducted to define the external factors influencing the adoption of QMSs, and to obtain holistic critical success factors (CSFs) for implementing these systems. In the next stage of data collection, a questionnaire survey will be developed to investigate the prime barriers facing the adoption of QMSs, the CSFs for their implementation, and the external factors affecting the adoption of these systems. Following the survey, case studies will be undertaken to validate and explain in greater detail the real effects of these factors on QMSs adoption. Specifically, this paper evaluates the effects of the external factors in terms of their impact on implementation success within the selected case studies. Using findings drawn from analyzing the data obtained from these various approaches, specific recommendations for the successful implementation of QMSs will be presented, and an operational framework will be developed. Finally, through a focus group, the findings of the study and the new developed framework will be validated. Ultimately, this framework will be made available to the construction industry to facilitate the greater adoption and implementation of QMSs. In addition, deployment of the applicable recommendations suggested by the study will be shared with the construction industry to more effectively help construction companies to implement QMSs, and overcome the barriers experienced by businesses, thus promoting the achievement of higher levels of quality and customer satisfaction.

Nowadays the asynchronous learning has granted the permission to the anywhere and anything learning via the technology and E-media which give the learner more convenient. This research is about the design of the blended and online learning for the asynchronous learning of the process management subject in order to create the prototype of this subject asynchronous learning which will create the easiness and increase capability in the learning. The pattern of learning is the integration between the in-class learning and online learning via the internet. This research is mainly focused on the online learning and the online learning can be divided into 5 parts which are virtual classroom, online content, collaboration, assessment and reference material. After the system design was finished, it was evaluated and tested by 5 experts in blended learning design and 10 students which the user’s satisfaction level is good. The result is as good as the assumption so the system can be used in the process management subject for a real usage.

3407 The Project of Three Photovoltaic Systems in an Italian Natural Park

Abstract:

The development of renewable energies - particularly energy from wind, water, solar power and biomass - is a central aim of the European Commission's energy policy. There are several reasons for this choice: renewable energies are sustainable, nonpolluting, widely available and clean. Increasing the share of renewable energy in the energy balance enhances sustainability. It also helps to improve the security of energy supply by reducing the Community's growing dependence on imported energy sources.In this paper it was studied the possibility to realize three photovoltaic systems in the Italian Natural Park “Gola della Rossa e di Frasassi". The first photovoltaic system is a grid-connected system for Services and Documentation Center of Castelletta with a nominal power of about 6 kWp. The second photovoltaic system is a grid-connected integrated system on the ticket office-s roof with a nominal power of about 4 kWp. The third project is set up by five grid-connected systems integrated on the roofs of the bungalows in Natural Park-s tourist camping with a nominal power of about 10 kWp. The electricity which is generated by all these plants is purchased according to the Italian program called “Conto Energia". Economical analysis and the amount of the avoided CO2 emissions are elaborated for these photovoltaic systems.

3406 Trust Management for an Authentication System in Ubiquitous Computing

Abstract:

Security of context-aware ubiquitous systems is paramount, and authentication plays an important aspect in cloud computing and ubiquitous computing. Trust management has been identified as vital component for establishing and maintaining successful relational exchanges between trading partners in cloud and ubiquitous systems. Establishing trust is the way to build good relationship with both client and provider which positive activates will increase trust level, otherwise destroy trust immediately. We propose a new context-aware authentication system using a trust management system between client and server, and between servers, a trust which induces partnership, thus to a close cooperation between these servers. We defined the rules (algorithms), as well as the formulas to manage and calculate the trusting degrees depending on context, in order to uniquely authenticate a user, thus a single sign-on, and to provide him better services.

3405 The Relationship between Class Attendance and Performance of Industrial Engineering Students Enrolled for a Statistics Subject at the University of Technology

Abstract:

Class attendance is key at all levels of education. At tertiary level many students develop a tendency of not attending all classes without being aware of the repercussions of not attending all classes. It is important for all students to attend all classes as they can receive first-hand information and they can benefit more. The student who attends classes is likely to perform better academically than the student who does not. The aim of this paper is to assess the relationship between class attendance and academic performance of industrial engineering students. The data for this study were collected through the attendance register of students and the other data were accessed from the Integrated Tertiary Software and the Higher Education Data Analyzer Portal. Data analysis was conducted on a sample of 93 students. The results revealed that students with medium predicate scores (OR = 3.8; p = 0.027) and students with low predicate scores (OR = 21.4, p < 0.001) were significantly likely to attend less than 80% of the classes as compared to students with high predicate scores. Students with examination performance of less than 50% were likely to attend less than 80% of classes than students with examination performance of 50% and above, but the differences were not statistically significant (OR = 1.3; p = 0.750).

3404 Determining the Principles Affecting Perceptions of Strategic Quality Management Implementation: A Study of the Turkish Large Scale Firms

Abstract:

The purpose of this study is to reveal the principles, which have the highest impact on determining the Strategic Quality Management (SQM) implementation perceptions of managers. In order to accomplish this goal, first of all, a factor analysis is conducted on the attitudes of managers at 80 large-scale firms in Turkey for SQM principles. Secondly, utilizing t tests and discriminant analysis, the most effective items are determined. The results show that “process improvement" and “assessment of competitiveness" are the management principles, which have the highest impact on determining the SQM implementation perceptions of Turkish managers.

3403 Low NOx Combustion of Pulverized Petroleum Cokes

Abstract:

This paper is aimed to study combustion characteristics of low NOx burner using petroleum cokes as fuel. The petroleum coke, which is produced through the oil refining process, is an attractive fuel in terms of its high heating value and low price. But petroleum coke is a challenging fuel because of its low volatile content, high sulfur and nitrogen content, which give rise to undesirable emission characteristics and low ignitability. Therefore, the research and development regarding the petroleum coke burner is needed for applying this industrial system. In this study, combustion and emission characteristics of petroleum cokes burner are experimentally investigated in an industrial steam boiler. The low NOx burner is designed to control fuel and air mixing to achieve staged combustion, which, in turn reduces both flame temperature and oxygen. Air distribution ratio of triple staged air is optimized experimentally. The result showed that NOx concentration is lowest when overfire air is used, and the burner function at a fuel rich condition. That is, the burner is operated at the equivalence ratio of 1.67 and overall equivalence ratio including overfire air is kept 0.87.

3402 Application Methodology for the Generation of 3D Thermal Models Using UAV Photogrammety and Dual Sensors for Mining/Industrial Facilities Inspection

Abstract:

Structural inspection activities are necessary to ensure the correct functioning of infrastructures. UAV techniques have become more popular than traditional techniques. Specifically, UAV Photogrammetry allows time and cost savings. The development of this technology has permitted the use of low-cost thermal sensors in UAVs. The representation of 3D thermal models with this type of equipment is in continuous evolution. The direct processing of thermal images usually leads to errors and inaccurate results. In this paper, a methodology is proposed for the generation of 3D thermal models using dual sensors, which involves the application of RGB and thermal images in parallel. Hence, the RGB images are used as the basis for the generation of the model geometry, and the thermal images are the source of the surface temperature information that is projected onto the model. Mining/industrial facilities representations that are obtained can be used for inspection activities.

3401 Lean Manufacturing: Systematic Layout Planning Application to an Assembly Line Layout of a Welding Industry

Abstract:

The purpose of this paper is to present the process of elaborating the layout of an assembly line of a welding industry using the principles of lean manufacturing as the main driver. The objective of this paper is relevant since the current layout of the assembly line causes non-productive times for operators, being related to the lean waste of unnecessary movements. The methodology used for the project development was Project-based Learning (PBL), which is an active way of learning focused on real problems. The process of selecting the methodology for layout planning was developed considering three criteria to evaluate the most relevant one for this paper's goal. As a result of this evaluation, Systematic Layout Planning was selected, and three steps were added to it – Value Stream Mapping for the current situation and after layout changed and the definition of lean tools and layout type. This inclusion was to consider lean manufacturing in the layout redesign of the industry. The layout change resulted in an increase in the value-adding time of operations carried out in the sector, reduction in movement times between previous and final assemblies, and in cost savings regarding the man-hour value of the employees, which can be invested in productive hours instead of movement times.

3400 Managing Business Processes in the Age of Digital Transformation: A Literature Review

Abstract:

Today, digital transformation is one of the leading topics that occupy the attention of scientific circles and business experts. Organizational success is most often reflected through the successful managing of business processes. Given the growing market for digital innovations and its ever-increasing impact on business, organizations need to be prepared for organizational changes that come with the digital era. In order to maintain their competitive advantage in the global market, organizations must adapt their processes to new digitalization conditions. The main goal of this study is to point out the link between the digital transformation and the business process management concept. Therefore, in order to contribute to the scientific field that explores the potential relation between business process management concept and digital transformation, a literature review has been conducted. Papers have been searched within the Business Process Management Journal by keywords related to the term digital transformation. Selected papers have been analyzed according to the topic, type of publication, year of publication, keywords, etc. The results reveal a growing number of papers published on the topic of digital transformation to the Business Process Management Journal, but the lack of case studies. This paper contributes to the extension of academic literature in this important, yet insufficiently researched, scientific field that creates the bond between two strong concepts of digital transformation and business process management.

3399 Endeavor in Management Process by Executive Dashboards: The Case of the Financial Directorship in Brazilian Navy

Abstract:

The objective is to identify the contributions from the introduction of the computerized system deal within the Accounting Department of Brazilian Navy Financial Directorship and its possible effects on the budgetary and financial harvest of Brazilian Navy. The relevance lies in the fact that the management process is responsible for the continuous improvement of organizational performance through higher levels of quality in their activities. Improvements in organizational processes have direct effects on crops cost, quality, reliability, flexibility and speed. The method of study of this research is the case study. The choice of case study attended, among other demands, a need for greater flexibility to study processes related to a computerized system. The sources of evidence were used literature, documentary and direct observation. Direct observation was made by monitoring the implementation of the computerized system in the Division of Management Analysis. The main findings of the study point to the fact that the computerized system may contribute significantly to the standardization of information. There was improvement of internal processes in the division of management analysis, made possible the consolidation of a standard management and performance analysis that contribute to global homogeneity in the treatment of information essential to the process of decision making. This study has limitations related to the fact the search result be subject exclusively to the case studied, and it is impossible to generalize to other organs of government.

3398 Public-Private Partnership Transportation Projects: An Exploratory Study

Abstract:

When public transportation projects were delivered through design-bid-build and later design-build, governments found a serious issue: inadequate funding. With population growth, governments began to develop new arrangements in which the private sectors were involved to cut the financial burden. This arrangement, Public-Private Partnership (PPP), has its own risks; however, performance outputs can motivate or discourage its use. On top of such output are time and budget, which can be affected by the type of project delivery methods. Project completion within or ahead of schedule as well as within or under budget is among any owner’s objectives. With a higher application of PPP in the highway industry in the US and insufficient research, the current study addresses the schedule and cost performance of PPP highway projects and determines which one outperforms the other. To meet this objective, after collecting performance data of all PPP projects, schedule growth and cost growth are calculated, and finally, statistical analysis is conducted to evaluate the PPP performance. The results show that PPP highway projects on average have saved time and cost; however, the main benefit is a faster delivery rather than an under-budget completion. This study can provide better insights to understand PPP highways’ performance and assist practitioners in applying PPP for transportation projects with the opportunity to save time and cost.
