1363 A Socio-Technical Approach to Cyber-Risk Assessment
Authors: Kitty Kioskli, Nineta Polemi
Abstract:
Evaluating the levels of cyber-security risks within an enterprise is most important in protecting its information system, services and all its digital assets against security incidents (e.g. accidents, malicious acts, massive cyber-attacks). The existing risk assessment methodologies (e.g. eBIOS, OCTAVE, CRAMM, NIST-800) adopt a technical approach considering as attack factors only the capability, intention and target of the attacker, and not paying attention to the attacker’s psychological profile and personality traits. In this paper, a socio-technical approach is proposed in cyber risk assessment, in order to achieve more realistic risk estimates by considering the personality traits of the attackers. In particular, based upon principles from investigative psychology and behavioural science, a multi-dimensional, extended, quantifiable model for an attacker’s profile is developed, which becomes an additional factor in the cyber risk level calculation.

Authors: B. X. Tchomeni, A. A. Alugongo, L. M. Masu
Abstract:
This paper presents a 4-DOF nonlinear model of a cracked de Laval rotor-stator system derived based on Energy Principles. The model has been used to simulate coupled torsionallateral response of the faulty system with multiple parametric excitations; rotor-stator-rub, a breathing transverse crack, eccentric mass and an axial force. Nonlinearity of a “breathing” crack is incorporated in the model using a simple hinge mechanism suitable for a shallow crack. Response of the system while passing via its critical speed with intermittent rotor-stator rub is analyzed. Effects of eccentricity with phase and acceleration are investigated. Features of crack, rub and eccentricity in vibration response are explored for condition monitoring. The presence of a crack and rub are observable in the power spectrum despite excitations by an axial force and rotor unbalance. Obtained results are consistent with existing literature and could be adopted into rotor condition monitoring strategies.

Authors: Mukunda Bastola, Frank Nyame-Asiamah
Abstract:
Economics explanation for privatisation, drawing on neo-liberal market structures and technical efficiency principles has failed to address social imbalance and, distribute the efficiency benefits accrued from privatisation equitably among service users and different classes of people in society. Stakeholders’ interest, which cover ethical values and changing human needs are ignored due to shareholders’ profit maximising strategy with higher service charges. The consequence of these is that, the existing justifications for privatisation have fallen short of customer quality expectations because the underlying plan-based models fail to account for the nuances of customer expectations. We draw on the theory of deferred action to develop a context-based privatisation model, the deferred-based privatisation model, to explain how privatisation could be strategised for the emergent reality of the wider stakeholders’ interests and everyday quality demands of customers which are unpredictable. Keywords: Privatisation, service quality, shareholders, deferred action, deferred-based privatisation model.

Authors: S. Visetpotjanakit, N. Nakkaew
Abstract:
Determination of 90Sr in environmental samples has been widely developed with several radioanlytical methods and radiation measurement techniques since 90Sr is one of the most hazardous radionuclides produced from nuclear reactors. Liquid extraction technique using di-(2-ethylhexyl) phosphoric acid (HDEHP) to separate and purify 90Y and Cherenkov counting using liquid scintillation counter to determine 90Y in secular equilibrium to 90Sr was developed and performed at our institute, the Office of Atoms for Peace. The approach is inexpensive, non-laborious, and fast to analyse 90Sr in environmental samples. To validate our analytical performance for the accurate and precise criteria, determination of 90Sr using the IAEA-TEL-2016-04 ALMERA proficiency test samples were performed for statistical evaluation. The experiment used two spiked tap water samples and one naturally contaminated spruce needles sample from Austria collected shortly after the Chernobyl accident. Results showed that all three analyses were successfully passed in terms of both accuracy and precision criteria, obtaining “Accepted” statuses. The two water samples obtained the measured results of 15.54 Bq/kg and 19.76 Bq/kg, which had relative bias 5.68% and -3.63% for the Maximum Acceptable Relative Bias (MARB) 15% and 20%, respectively. And the spruce needles sample obtained the measured results of 21.04 Bq/kg, which had relative bias 23.78% for the MARB 30%. These results confirm our analytical performance of 90Sr determination in water and spruce needles samples using the same developed method.

Authors: J. Menčík
Abstract:
Actual load, material characteristics and other quantities often differ from the design values. This can cause worse function, shorter life or failure of a civil engineering structure, a machine, vehicle or another appliance. The paper shows main causes of the uncertainties and deviations and presents a systematic approach and efficient tools for their elimination or mitigation of consequences. Emphasis is put on the design stage, which is most important for reliability ensuring. Principles of robust design and important tools are explained, including FMEA, sensitivity analysis and probabilistic simulation methods. The lifetime prediction of long-life objects can be improved by long-term monitoring of the load response and damage accumulation in operation. The condition evaluation of engineering structures, such as bridges, is often based on visual inspection and verbal description. Here, methods based on fuzzy logic can reduce the subjective influences. Keywords: Design, fuzzy methods, Monte Carlo, reliability, robust design, sensitivity analysis, simulation, uncertainties.

Authors: Fu E. Tang
Abstract:
The increase in energy demand has raised concerns over adverse impacts on the environment from energy generation. It is important to understand the status of energy consumption for institutions such as Curtin Sarawak to ensure the sustainability of energy usage, and also to reduce its costs. In this study, a preliminary audit framework was developed and was conducted around the Malaysian campus to obtain information such as the number and specifications of electrical appliances, built-up area and ambient temperature to understand the relationship of these factors with energy consumption. It was found that the number and types of electrical appliances, population and activities in the campus impacted the energy consumption of Curtin Sarawak directly. However, the built-up area and ambient temperature showed no clear correlation with energy consumption. An investigation of the diurnal and seasonal energy consumption of the campus was also carried out. From the data, recommendations were made to improve the energy efficiency of the campus. Keywords: Energy audit, energy consumption, energy efficiency

Abstract:
Large quantities of solid wastes being generated worldwide from sources such as household, domestic, industrial, commercial and construction demolition activities, leads to environmental concerns. Utilization of these wastes in making building construction materials can reduce the magnitude of the associated problems. When these waste products are used in place of other conventional materials, natural resources and energy are preserved and expensive and/or potentially harmful waste disposal is avoided. Recycling which is regarded as the third most preferred waste disposal option, with its numerous environmental benefits, stand as a viable option to offset the environmental impact associated with the construction industry. This paper reviews the results of laboratory tests and important research findings, and the potential of using these wastes in building construction materials with focus on sustainable development. Research gaps, which includes; the need to develop standard mix design for solid waste based building materials; the need to develop energy efficient method of processing solid waste use in concrete; the need to study the actual behavior or performance of such building materials in practical application and the limited real life application of such building materials have also been identified. A research is being proposed to develop an environmentally friendly, lightweight building block from recycled waste paper, without the use of cement, and with properties suitable for use as walling unit. This proposed research intends to incorporate, laboratory experimentation and modeling to address the identified research gaps. Keywords: Recycling, solid waste, construction, building materials.

Authors: Nicole Pearcy, Jonathan J. Crofts, Nadia Chuzhanova
Abstract:
In this paper, we employ a directed hypergraph model to investigate the extent to which environmental variability influences the set of available biochemical reactions within a living cell. Such an approach avoids the limitations of the usual complex network formalism by allowing for the multilateral relationships (i.e. connections involving more than two nodes) that naturally occur within many biological processes. More specifically, we extend the concept of network reciprocity to complex hyper-networks, thus enabling us to characterise a network in terms of the existence of mutual hyper-connections, which may be considered a proxy for metabolic network complexity. To demonstrate these ideas, we study 115 metabolic hyper-networks of bacteria, each of which can be classified into one of 6 increasingly varied habitats. In particular, we found that reciprocity increases significantly with increased environmental variability, supporting the view that organism adaptability leads to increased complexities in the resultant biochemical networks.

Authors: Marjone Van Der Bank, C. M. Van Der Bank
Abstract:
This paper presents an overview of the foundation and evolution of environmental related problems in local governments with specific reference on air pollution in South Africa. Local government has a direct mandate in terms of the Constitution of the Republic of South Africa, 1996 (hereafter, the Constitution). This mandate to protect, fulfil, respect and promote the Bill of Rights by local governments in respect of the powers and functions creates confusion around the role of where a local government fits in, in addressing the problem of climate change in South Africa. A reflection of the evolving legislations, developments, and processes regarding climate change that shaped local government dispensation in South Africa is addressed by the notion of developmental local governments. This paper seeks to examine the advances for mitigation and adaptation regulation of air pollution and application in South Africa. This study involves a qualitative approach that will involve South African national legislation as well as an interpretation of international strategies. A literature review study was conducted to undertake the various aspects of law in order to support the argument undertaken of mitigation and adaptation strategies. The paper presents a detailed discussion of the current legislation and the position as it currently stands, as well as the relevant protections as outlined in the National Environmental Management Act and the National Environmental Management: Air Quality Act. It then proceeds to outline the responsibilities of local governments in South Africa to mitigate and adapt to air pollution strategies.

Abstract:
More and more natural disasters are happening every year: floods, earthquakes, volcanic eruptions, etc. In order to reduce the risk of possible damages, governments all around the world are investing into development of Early Warning Systems (EWS) for environmental applications. The most important task of the EWS is identification of the onset of critical situations affecting environment and population, early enough to inform the authorities and general public. This paper describes an approach for monitoring of flood protections systems based on machine learning methods. An Artificial Intelligence (AI) component has been developed for detection of abnormal dike behaviour. The AI module has been integrated into an EWS platform of the UrbanFlood project (EU Seventh Framework Programme) and validated on real-time measurements from the sensors installed in a dike. Keywords: Early Warning System, intelligent environmentalmonitoring, machine learning, flood protection.

Abstract:
Fuzzy graphs incorporate concepts from graph theory with fuzzy principles. In this paper, we make a study on the properties of fuzzy graphs which are non-cyclic and are of two-dimensional in structure. In particular, this paper presents 2D structure or the structure of double layer for a non-cyclic fuzzy graph whose underlying crisp graph is non-cyclic. In any graph structure, introducing 2D structure may lead to an inherent cycle. We propose relevant conditions for 2D structured non-cyclic fuzzy graphs. These conditions are extended even to fuzzy graphs of the 3D structure. General theoretical properties that are studied for any fuzzy graph are verified to 2D structured or double layered fuzzy graphs. Concepts like Order, Degree, Strong and Size for a fuzzy graph are studied for 2D structured or double layered non-cyclic fuzzy graphs. Using different types of fuzzy graphs, the proposed concepts relating to 2D structured fuzzy graphs are verified. Keywords: Double layered fuzzy graph, double layered non-cyclic fuzzy graph, strong, order, degree and size.

Abstract:
Land shortage for burials is one of many issues that emerge out of accelerated urban growth in most developing Asian cities, including Kuala Lumpur. Despite actions taken by the federal government and local authorities in addressing this issue, there is no strategic solution being formulated. Apart from making provisions for land to be developed as new cemeteries, the future plan is merely to allocate reserve land to accommodate the increasing demands of burial grounds around the city. This paper examines problems that arise from the traditional practices of Malay funerary as well as an insight to current urban practices in managing Muslim burial spaces around Kuala Lumpur metropolitan region. This paper will also provide some solutions through design approach that can be applied to counter the existing issues.

Abstract:
In the last decade, a new industrial revolution seems to be emerging, supported -once again- by the rapid advancements of Information Technology in the areas of Machine-to-Machine (M2M) communication permitting large numbers of intelligent devices, e.g. sensors to communicate with each other and take decisions without any or minimum indirect human intervention. The advent of these technologies have triggered the emergence of a new category of hybrid (cyber-physical) manufacturing systems, combining advanced manufacturing techniques with innovative M2M applications based on the Internet of Things (IoT), under the umbrella term Industry 4.0. Even though the topic of Industry 4.0 has attracted much attention during the last few years, the attempts of providing a systematic literature review of the subject are scarce. In this paper, we present the authors’ initial study of the field with a special focus on the use and applications of Industry 4.0 principles in material handling automations and in-house logistics. Research shows that despite the vivid discussion and attractiveness of the subject, there are still many challenges and issues that have to be addressed before Industry 4.0 becomes standardized and widely applicable. Keywords: Industry 4.0, internet of things, manufacturing systems, material handling, logistics.

Abstract:
The aim of this paper is to give an assessment of environmental effects of IPPC permit conditions of installations that are in specific territory with high concentration of industrial activities. The IPPC permit is the permit that each operator should hold to operate the installation as stated by the directive 2010/75/UE on industrial emissions (integrated pollution prevention and control), known as IED (Industrial Emissions Directive). The IPPC permit includes all the measures necessary to achieve a high level of protection of the environment as a whole, also defining the monitoring requirements as measurement methodology, frequency and evaluation procedure. The emissions monitoring of a specific plant may also give indications of the contribution of these emissions on the air quality of a definite area. So, it is clear that the IPPC permits are important tools both to improve the environmental framework and to achieve the air quality standards, assisting to assess the possible industrial sources contributions to air pollution.

Abstract:
Although properly made concrete is inherently a durable material, there are many physical and chemical forces in the environment which can contribute to its deterioration. This paper deals with two aspects of concrete durability in chemical aggressive environment: degradation effect of particular aggressive exposure and role of particular mineral additives. Results of the study of leaching and acid corrosion processes in samples prepared with specific dosage of microsilica and zeolite are given in the paper.
Corrosion progress after 60-day exposition is manifested by increasing rate of both Ca and Si release, what is identified by XRF method. Kind and dosage of additions used in experiment was found to be helpful for stabilization of concrete microstructure. The lowest concentration of mean elements in leachates was observed for mixture V1 (microsilica only) unlike the V2 (microsilica + zeolite). It is surprising in the terms of recommendations of zeolite application for acid exposure. Using microsilica only seems to be more effective.

Authors: Oghenerukome Akponovo, Lynda I. Onyebuchukwu
Abstract:
Construction waste, along with that of many other industries, contributes significantly to the world's annual solid waste totals. Most of these materials, such as ash from rice hulls, slags, cement kiln dust, tire ash, plastic waste (PW), and silica fumes, end up in landfills or waterways. Some of them might even end up polluting the air from high in the atmosphere. It is sustainable, cheap, and environmentally friendly to recycle these items into new building supplies. When constructing a "green" structure, the materials employed have the potential to either exacerbate environmental imbalance or maintain a stable ecosystem. The purpose of this research is to take stock of what is already known about recycling's potential in the construction industry and to identify its deficiencies. Therefore, this study systematically reviews the wide range of recycled materials that go into building construction. In the construction industry, the utilization of recycled materials plays a significant role in environmental conservation, and a thorough investigation into these materials could potentially yield substantial economic benefits if appropriately harnessed.

Abstract:
Coal fly ash is formed as a solid waste product from the combustion of coal in coal fired power stations. Huge amounts of fly ash are produced globally every year and are predicted to increase. Nowadays, less than half of the fly ash is used as a raw material for cement manufacturing, construction and the rest of it is disposed as a waste causing yet another environmental concern. For this reason, the recycling of this kind of slurries into useful materials is quite important in terms of economical and environmental aspects. The purpose of this study is to evaluate the Orhaneli and Tuncbilek coal fly ashes for utilization in some industrial applications. Therefore the mineralogical and chemical compositions of these fly ashes were analyzed by X-ray fluorescence spectroscopy, ourier-transform infrared spectrometer, and X-ray diffraction. Abstract:
When using modern Code Division Multiple Access (CDMA) in mobile communications, the user must be able to vary the transmission rate of users to allocate bandwidth efficiently. In this work, Orthogonal Variable Spreading Factor (OVSF) codes are used with the same principles applied in a low-rate superorthogonal turbo code due to their variable-length properties. The introduced system is the Variable Rate Superorthogonal Turbo Code (VRSTC) where puncturing is not performed on the encoder’s final output but rather before selecting the output to achieve higher rates. Due to bandwidth expansion, the codes outperform an ordinary turbo code in the AWGN channel. Simulations results show decreased performance compared to those obtained with the employment of Walsh-Hadamard codes. However, with OVSF codes, the VRSTC system keeps the orthogonality of codewords whilst producing variable rate codes contrary to Walsh-Hadamard codes where puncturing is usually performed on the final output.

The Internet and especially companies websites has rapidly evolved in their scope and extent of use, from being a little more than fixed advertising material, i.e. a "web presences", which had no particular influence for the company's business, to being one of the most essential parts of the company's core business. Traditional software engineering approaches with process models such as, for example, CMM and Waterfall models, do not work very well since web system development differs from traditional development. The development differs in several ways, for example, there is a large gap between traditional software engineering designs and concepts and the low-level implementation model, many of the web based system development activities are business oriented (for example web application are sales-oriented, web application and intranets are content-oriented) and not engineering-oriented. This paper aims to introduce Increment Iterative extreme Programming (IIXP) methodology for developing web based systems. In difference to the other existence methodologies, this methodology is combination of different traditional and modern software engineering and web engineering principles. Keywords: Web based systems, Web engineering.

Abstract:
The fundamental objective of the university is to genuinely provide a higher education to mankind and society. Higher education institutions earn billions of dollars in research funds, granted by national government or related institutions, which literally came from taxpayers. Everyday universities consume those grants; in return, provide society with a human resource and research developments. However, not all taxpayers have their major concerns on those researches, other than that they are more curiously to see the project being build tangibly and evidently to certify what they pay for. This paper introduces the concept of University – Community Business Continuity Management for Disaster – Resilient City, which modified the concept of Business Continuity Management (BCM) toward university community to create advancing collaboration leading to the disaster – resilient community and city. This paper focuses on describing in details the backgrounds and principles of the concept and discussing the advantages and limitations of the concept. Keywords: Business Continuity Management, Disaster ResilientCity, Disaster Management, University – Community Collaboration.
