Authors: Meriem Benzarti, Mohamed Ben Tkaya, Cyril Pailler Mattei, Hassan Zahouani
Abstract:
Hair is a non homogenous complex material which can be associated with a polymer. It is made up 95% of Keratin. Hair has a great social significance for human beings. In the High Middle Ages, for example, long hairs have been reserved for kings and nobles. Most common interest in hair is focused on hair growth, hair types and hair care, but hair is also an important biomaterial which can vary depending on ethnic origin or on age, hair colour for example can be a sign of ethnic ancestry or age (dark hair for Asiatic, blond hair for Caucasian and white hair for old people in general). In this context, different approaches have been conducted to determine the differences in mechanical properties and characterize the fracture topography at the surface of hair depending on its type and its age. A tensile testing machine was especially designed to achieve tensile tests on hair. This device is composed of a microdisplacement system and a force sensor whose peak load is limited to 3N. The curves and the values extracted from each experiment, allow us to compare the evolution of the mechanical properties from one hair to another. Observations with a Scanning Electron Microscope (SEM) and with an interferometer were made on different hairs. Thus, it is possible to access the cuticle state and the fracture topography for each category. Keywords: Hair, relaxation test, SEM, interferometer, mechanical properties.

Abstract:
This paper presents two techniques, local feature extraction using image spectrum and low frequency spectrum modelling using GMM to capture the underlying statistical information to improve the performance of face recognition system. Local spectrum features are extracted using overlap sub block window that are mapped on the face image. For each of this block, spatial domain is transformed to frequency domain using DFT. A low frequency coefficient is preserved by discarding high frequency coefficients by applying rectangular mask on the spectrum of the facial image. Low frequency information is non- Gaussian in the feature space and by using combination of several Gaussian functions that has different statistical properties, the best feature representation can be modelled using probability density function. The recognition process is performed using maximum likelihood value computed using pre-calculated GMM components. The method is tested using FERET datasets and is able to achieved 92% recognition rates.

Abstract:
In recent years, polymer/clay nanocomposites have generated great interest in the polymer industry as a new type of composite material because of their superior properties, which includes high heat deflection temperature, gas barrier performance, dimensional stability, enhanced mechanical properties, optical clarity and flame retardancy when compared with the pure polymer or conventional composites. The investigation of change of the tensile properties of organoclay/linear low density polyethylene (LLDPE) nanocomposites with the use of Dioctyl terephthalate (DOTP) (as plasticizer) and calcite (as filler) has been aimed. The composites and organoclay synthesized were characterized using the techniques such as XRD, HRTEM and FTIR techniques. The spectroscopic results indicate that platelets of organoclay were well dispersed within the polymeric matrix. The tensile properties of the composites were compared considering the stress-strain curve drawn for each composite and pure polymer. It was observed that the composites prepared by adding the plasticizer at different ratios and a certain amount of calcite exhibited different tensile behaviors compared to pure polymer.

Authors: A. Pereira, S. Haffner, L. V. Gasperin
Abstract:
This paper presents two simplified models to determine nodal voltages in power distribution networks. These models allow estimating the impact of the installation of reactive power compensations equipments like fixed or switched capacitor banks. The procedure used to develop the models is similar to the procedure used to develop linear power flow models of transmission lines, which have been widely used in optimization problems of operation planning and system expansion. The steady state non-linear load flow equations are approximated by linear equations relating the voltage amplitude and currents. The approximations of the linear equations are based on the high relationship between line resistance and line reactance (ratio R/X), which is valid for power distribution networks. The performance and accuracy of the models are evaluated through comparisons with the exact results obtained from the solution of the load flow using two test networks: a hypothetical network with 23 nodes and a real network with 217 nodes. Keywords: Distribution network models, distribution systems, optimization, power system planning.

Authors: Manas Ranjan Kabat, Manoj Kumar Patel, Chita Ranjan Tripathy
Abstract:
Many multimedia communication applications require a source to transmit messages to multiple destinations subject to quality of service (QoS) delay constraint. To support delay constrained multicast communications, computer networks need to guarantee an upper bound end-to-end delay from the source node to each of the destination nodes. This is known as multicast delay problem. On the other hand, if the same message fails to arrive at each destination node at the same time, there may arise inconsistency and unfairness problem among users. This is related to multicast delayvariation problem. The problem to find a minimum cost multicast tree with delay and delay-variation constraints has been proven to be NP-Complete. In this paper, we propose an efficient heuristic algorithm, namely, Economic Delay and Delay-Variation Bounded Multicast (EDVBM) algorithm, based on a novel heuristic function, to construct an economic delay and delay-variation bounded multicast tree. A noteworthy feature of this algorithm is that it has very high probability of finding the optimal solution in polynomial time with low computational complexity. Keywords: EDVBM, Heuristic algorithm, Multicast tree, QoS routing, Shortest path.

Authors: Yenni Anggrayni
Abstract:
The lack of awareness of the significant prevalence of school absenteeism in Indonesia, which ultimately results in high rates of school dropouts, is an unresolved issue. Therefore, this study aims to investigate the root causes of chronic absenteeism qualitatively and quantitatively using the bioecological systems paradigm in secondary schools for any reason. This study used an open-ended questionnaire to collect data from 1,148 students in six West Java Province districts/cities. Univariate and stepwise multiple logistic regression analyses produced a prediction model for the components. Analysis results show that poor teacher-student relationships, bullying by peers or teachers, negative perception of education, and lack of parental involvement in learning activities are the leading causes of chronic absenteeism. Another finding is to promote home-school partnerships to improve school climate and parental involvement in learning to address chronic absenteeism.

Abstract:
Although face recognition seems as an easy task for human, automatic face recognition is a much more challenging task due to variations in time, illumination and pose. In this paper, the influence of time-lapse on visible and thermal images is examined. Orthogonal moment invariants are used as a feature extractor to analyze the effect of time-lapse on thermal and visible images and the results are compared with conventional Principal Component Analysis (PCA). A new triangle square ratio criterion is employed instead of Euclidean distance to enhance the performance of nearest neighbor classifier. The results of this study indicate that the ideal feature vectors can be represented with high discrimination power due to the global characteristic of orthogonal moment invariants. Moreover, the effect of time-lapse has been decreasing and enhancing the accuracy of face recognition considerably in comparison with PCA. Furthermore, our experimental results based on moment invariant and triangle square ratio criterion show that the proposed approach achieves on average 13.6% higher in recognition rate than PCA.Keywords: Infrared Face recognition, Time-lapse, Zernike moment invariants

Abstract:
Fire accidents in trains bring huge disaster to human life and property. Evacuation becomes a major challenge in such incidents owing to confined spaces, large passenger density and trains moving at high speeds. The pantry car in Indian Railways trains carry inflammable materials like cooking fuel and LPG and electrical fittings. The pantry car is therefore highly susceptible to fire accidents. Numerical simulations have been done in a pantry car of Indian locomotive train using computational fluid dynamics based software. Different scenarios of a fire outbreak have been explored by varying Heat Release Rate per Unit Area (HRRPUA) of the fire source, introduction of exhaust in the cooking area, and taking a case of an air conditioned pantry car. Temporal statures of flame and soot have been obtained for each scenario and differences have been studied and reported. Inputs from this study can be used to assess casualties in fire accidents in locomotive trains and development of smoke control/detection systems in Indian trains. Keywords: Fire propagation, flame contour, pantry fire, soot flow.

Abstract:
Recent trends in building constructions in Libya are more toward tall (high-rise) building projects. As a consequence, a better estimation of the lateral loading in the design process is becoming the focal of a safe and cost effective building industry. Byin- large, Libya is not considered a potential earthquake prone zone, making wind is the dominant design lateral loads. Current design practice in the country estimates wind speeds on a mere random bases by considering certain factor of safety to the chosen wind speed. Therefore, a need for a more accurate estimation of wind speeds in Libya was the motivation behind this study. Records of wind speed data were collected from 22 metrological stations in Libya, and were statistically analysed. The analysis of more than four decades of wind speed records suggests that the country can be divided into four zones of distinct wind speeds. A computer “survey" program was manipulated to draw design wind speeds contour map for the state of Libya. The paper presents the statistical analysis of Libya-s recorded wind speed data and proposes design wind speed values for a 50-year return period that covers the entire country. Keywords: Ccontour map, return period, wind speed, and zone.

Abstract:
Mastitis is one of the most economic disease affecting dairy cows worldwide. Its classic diagnosis using bacterial culture and biochemical findings is a difficult and prolonged method. In this research, using of matrix-assisted laser desorption/ionization time-of-flight mass spectrometry (MALDI-TOF MS) permitted identification of different microorganisms with high accuracy and rapidity (only 24 hours for microbial growth and analysis). During the application of MALDI-TOF MS, one hundred twenty strains of Staphylococcus and Streptococcus species isolated from milk of cows affected by clinical and subclinical mastitis were identified, and the results were compared with those obtained by traditional methods as API and VITEK 2 Systems. 37 of totality 39 strains (~95%) of Staphylococcus aureus (S. aureus) were exactly detected by MALDI TOF MS and then confirmed by a nuc-based PCR technique, whereas accurate identification was observed in 100% (50 isolates) of the coagulase negative staphylococci (CNS) and Streptococcus agalactiae (31 isolates). In brief, our results demonstrated that MALDI-TOF MS is a fast and truthful technique which has the capability to replace conventional identification of several bacterial strains usually isolated in clinical laboratories of microbiology.

Abstract:
Anaerobic digestion process is one of the alternative methods to convert organic waste into methane gas which is a fuel and energy source. Activities of various kinds of microorganisms are the main factor for anaerobic digestion which produces methane gas. Therefore, in this study a modified Anaerobic Baffled Reactor (ABR) with working volume of 50 liters was designed to identify the microorganisms through biogas production. The mixture of 75% kitchen waste and 25% sewage sludge was used as substrate. Observations on microorganisms in the ABR showed that there exists a small amount of protozoa (5%) and fungi (2%) in the system, but almost 93% of the microorganism population consists of bacteria. It is definitely clear that bacteria are responsible for anaerobic biodegradation of kitchen waste. Results show that in the acidification zone of the ABR (front compartments of reactor) fast growing bacteria capable of growth at high substrate levels and reduced pH was dominant. A shift to slower growing scavenging bacteria that grow better at higher pH was occurring towards the end of the reactor. Due to the ability of activity in acetate environment the percentages of Methanococcus, Methanosarcina and Methanotrix were higher than other kinds of methane former in the system. Keywords: Anaerobic microorganism identification, Kitchenwaste, Biogas.

Abstract:
Energy consumption is one of the indices in determining the levels of development of a nation. Therefore, availability of energy supply to all sectors of life in any country is crucial for its development. These exists shortage of all kinds of energy, particularly electricity which is badly needed for economic development. Electricity from the sun which is quite abundant in most of the developing countries is used in rural areas to meet basic electricity needs of a rural community. Today-s electricity supply in Myanmar is generated by fuel generators and hydroelectric power plants. However, far-flung areas which are away from National Grids cannot enjoy the electricity generated by these sources. Since Myanmar is a land of plentiful sunshine, especially in central and southern regions of the country, the first form of energy- solar energy could hopefully become the final solution to its energy supply problem. The direct conversion of solar energy into electricity using photovoltaic system has been receiving intensive installation not only in developed countries but also in developing countries. It is mainly intended to present solar energy potential and application in Myanmar. It is also wanted to get the benefits of using solar energy for people in remote areas which are not yet connected to the national grids because of the high price of fossil fuel. Keywords: Electricity supply in Myanmar, National Grids, solarenergy.

Authors: Cuong D. Dao, Rob J.I. Basten, Andreas Hartmann
Abstract:
This paper studies the optimal maintenance planning of preventive maintenance and renewal activities for components in a single railway track when the available time for maintenance is limited. The rail-track system consists of several types of components, such as rail, ballast, and switches with different preventive maintenance and renewal intervals. To perform maintenance or renewal on the track, a train free period for maintenance, called a possession, is required. Since a major possession directly affects the regular train schedule, maintenance and renewal activities are clustered as much as possible. In a highly dense and utilized railway network, the possession time on the track is critical since the demand for train operations is very high and a long possession has a severe impact on the regular train schedule. We present an optimization model and investigate the maintenance schedules with and without the possession capacity constraint. In addition, we also integrate the social-economic cost related to the effects of the maintenance time to the variable possession cost into the optimization model. A numerical example is provided to illustrate the model.

Abstract:
Large volumes of river sediments are dredged each year in Europe in order to maintain harbour activities and prevent floods. The management of this sediment has become increasingly complex. Several European projects were implemented to find environmentally sound solutions for these materials. The main objective of this study is to show the ability of river sediment to be used in road. Since sediments contain a high amount of water, then a dehydrating treatment by addition of the flocculation aid has been used. Firstly, a lot of physical characteristics are measured and discussed for a better identification of the raw sediment and this dehydrated sediment by addition the flocculation aid. The identified parameters are, for example, the initial water content, the density, the organic matter content, the grain size distribution, the liquid limit and plastic limit and geotechnical parameters. The environmental impacts of the used material were evaluated. The results obtained show that there is a slight change on the physical-chemical and geotechnical characteristics of sediment after dehydration by the addition of polymer. However, these sediments cannot be used in road construction.

Abstract:
The problem of frequent pattern discovery is defined as the process of searching for patterns such as sets of features or items that appear in data frequently. Finding such frequent patterns has become an important data mining task because it reveals associations, correlations, and many other interesting relationships hidden in a database. Most of the proposed frequent pattern mining algorithms have been implemented with imperative programming languages. Such paradigm is inefficient when set of patterns is large and the frequent pattern is long. We suggest a high-level declarative style of programming apply to the problem of frequent pattern discovery. We consider two languages: Haskell and Prolog. Our intuitive idea is that the problem of finding frequent patterns should be efficiently and concisely implemented via a declarative paradigm since pattern matching is a fundamental feature supported by most functional languages and Prolog. Our frequent pattern mining implementation using the Haskell and Prolog languages confirms our hypothesis about conciseness of the program. The comparative performance studies on line-of-code, speed and memory usage of declarative versus imperative programming have been reported in the paper. Keywords: Frequent pattern mining, functional programming, pattern matching, logic programming.

After the Rose Revolution of 2003, Georgia has achieved an unparalleled socioeconomic success. However, economic growth since 2012 has been sluggish and certainly not enough to rapidly improve the county’s standard of living that still remains substantially low compared to that in developed nations. Recent poor economic performance has shown that some key challenges need to be addressed if Georgia is to achieve high future economic growth that will decrease the poverty rate and create a middle class in the country. This paper offers in detail analysis of the economic performance of Georgia since 2012 and identifies key challenges facing the country’s economy. The main challenge going forward will be transforming Georgia from a consumption-driven to a production-oriented economy. It is identified that mobilizing domestic investment through savings, attracting foreign investment in tradable sectors and expanding the country’s export base will be crucial in the facilitation of the above-mentioned structural transformation. As the outcome of the research, the paper suggests a strategy for accelerating Georgia’ future economic growth and offers recommendations based on the relevant conclusions.

Abstract:
Currently, several soft switching topologies have been studied to achieve high power switching efficiency, reduced cost, improved reliability and reduced parasites. It is well known that improvement in power electronics systems always depend on advanced in power devices. The IGBT has been successfully used in a variety of switching applications such as motor drives and appliance control because of its superior characteristics.
The aim of this paper is focuses on simulation and explication of the internal dynamics of IGBTs behaviour under the most popular soft switching schemas that is Zero Current Switching (ZCS) environments.
The main purpose of this paper is to point out some mechanisms relating to current tail during the turn-off and examination of the response at turn-off with variation of temperature, inductance L, snubber capacitors Cs, and bus voltage in order to achieve an improved understanding of internal carrier dynamics. It is shown that the snubber capacitor, the inductance and even the temperature controls the magnitude and extent of the tail current, hence the turn-off time (switching speed of the device).
Moreover, it has also been demonstrated that the ZCS switching can be utilized efficiently to improve and reduce the power losses as well as the turn-off time. Furthermore, the turn-off loss in ZCS was found to depend on the time of switching of the device.

The UE problem in a psychiatric hospital is unique and may be a tough challenge for the healthcare professionals for the patients were mostly lacking communication capabilities. We reported with this essay a particular project that was organized to reduce the UE rate from the current 2.3% to a lower and satisfactory level in the long-term care units of a psychiatric hospital. The project was conducted between March 1st, 2011 and August 31st, 2011. Based on the error information gathered from varied units of the hospital, the team analyzed the root causes with possible solutions proposed to the meetings. Abstract:
Hydrogen produced by means of polymer electrolyte membrane electrolyzer (PEME) is one of the most promising methods due to clean and renewable energy source. In the process, some energy loss due to mass transfer through a PEM is caused by diffusion, electro-osmotic drag, and the pressure difference between the cathode channel and anode channel. In PEME, water molecules and ionic particles transferred between the electrodes from anode to cathode, Extensive mixing of the hydrogen and oxygen at anode channel due to gases cross-over must be avoided. In recent times the consciousness of safety issue in high pressure PEME where the oxygen mix with hydrogen at anode channel could create, explosive conditions have generated a lot of concern. The precipitation data sets were obtained from observation using rain-gages, satellite based estimate (TRMM), and numerical weather prediction model (NWP), then were coupled with the super tank model. The case study was conducted in three basins (small, medium, and large size) located in Central Vietnam. Calculated hydrographs based on ground observation rainfall showed best fit to measured stream flow, while those obtained from TRMM and NWP showed high uncertainty of peak discharges. Abstract:
We present the development of a new underwater laser cutting process in which a water-jet has been used along with the laser beam to remove the molten material through kerf. The conventional underwater laser cutting usually utilizes a high pressure gas jet along with laser beam to create a dry condition in the cutting zone and also to eject out the molten material. This causes a lot of gas bubbles and turbulence in water, and produces aerosols and waste gas. This may cause contamination in the surrounding atmosphere while cutting radioactive components like burnt nuclear fuel. The water-jet assisted underwater laser cutting process produces much less turbulence and aerosols in the atmosphere. Some amount of water vapor bubbles is formed at the laser-metal-water interface; however, they tend to condense as they rise up through the surrounding water. We present the design and development of a water-jet assisted underwater laser cutting head and the parametric study of the cutting of AISI 304 stainless steel sheets with a 2 kW CW fiber laser. The cutting performance is similar to that of the gas assist laser cutting; however, the process efficiency is reduced due to heat convection by water-jet and laser beam scattering by vapor. For this purpose, a cargo hold model was first generated, which extends over the length of two holds (the mid-hold and half of each of the adjacent holds) and transversely over the full breadth of the hull girder. Following that, a submodel of the area of interest was extracted in order to calculate the hot spot stress of the connection and to estimate the fatigue life of the structural detail. Two hot spot locations were identified; one at the top layer of the inner bottom plate and one at the top layer of the hopper plate. The IACS Common Structural Rules (CSR) require that specific dynamic load cases for each loading condition are assessed. Following this, the dynamic load case that causes the highest stress range at each loading condition should be used in the fatigue analysis for the calculation of the cumulative fatigue damage ratio. Each load case has a different effect on ship hull response. Of main concern, when assessing the fatigue strength of the lower hopper knuckle connection, was the determination of the maximum, i.e. the critical value of the stress range, which acts in a direction normal to the weld toe line. This acts in the transverse direction, that is, perpendicularly to the ship's centerline axis. The load cases were explored both theoretically and numerically in order to establish the one that causes the highest damage to the location examined. The most severe one was identified to be the load case induced by beam sea condition where the encountered wave comes from the starboard. At the level of the cargo hold model, the model was assumed to be simply supported at its ends. A coarse mesh was generated in order to represent the overall stiffness of the structure. The elements employed were quadrilateral shell elements, each having four integration points. A linear elastic analysis was performed because linear elastic material behavior can be presumed, since only localized yielding is allowed by most design codes. At the submodel level, the displacements of the analysis of the cargo hold model to the outer region nodes of the submodel acted as boundary conditions and applied loading for the submodel. In order to calculate the hot spot stress at the hot spot locations, a very fine mesh zone was generated and used. The fatigue life of the detail was found to be 16.4 years which is lower than the design fatigue life of the structure (25 years), making this location vulnerable to fatigue fracture issues. Moreover, the loading conditions that induce the most damage to the location were found to be the various ballasting conditions. Keywords: Lower hopper knuckle, high cycle fatigue, finite element method, dynamic load cases.

Authors: M. Al-Jepoori, D. Bennett
Abstract:
Teaching Object-Oriented Programming (OOP) as part of a Computing-related university degree is a very difficult task; the road to ensuring that students are actually learning object oriented concepts is unclear, as students often find it difficult to understand the concept of objects and their behavior. This problem is especially obvious in advanced programming modules where Design Pattern and advanced programming features such as Multi-threading and animated GUI are introduced. Looking at the students’ performance at their final year on a university course, it was obvious that the level of students’ understanding of OOP varies to a high degree from one student to another. Students who aim at the production of Games do very well in the advanced programming module. However, the students’ assessment results of the last few years were relatively low; for example, in 2016-2017, the first quartile of marks were as low as 24.5 and the third quartile was 63.5. It is obvious that many students were not confident or competent enough in their programming skills. In this paper, the reasons behind poor performance in Advanced OOP modules are investigated, and a suggested practice for teaching OOP based on a complex case study is described and evaluated.

Authors: Chiung-Ju Huang, Yuan-Hong Ho
Abstract:
This study utilizes the International Monetary Fund (IMF) Fiscal Rules Dataset focusing on four specific fiscal rules such as expenditure rule, revenue rule, budget balance rule, and debt rule and five main characteristics of each fiscal rule those are monitoring, enforcement, coverage, legal basis, and escape clause to construct the Fiscal Rule Index for nine countries in the Asia-Pacific region from 1996 to 2015. After constructing the fiscal rule index for each country, we utilize the Panel Generalized Method of Moments (Panel GMM) by using the constructed fiscal rule index to examine the effectiveness of fiscal rules in reducing procyclicality. Empirical results show that national fiscal rules have a significantly negative impact on procyclicality of government expenditure. Additionally, stricter fiscal rules combined with high government effectiveness are effective in reducing procyclicality of government expenditure. Results of this study indicate that for nine Asia-Pacific countries, policymakers’ use of fiscal rules and government effectiveness to reducing procyclicality of fiscal policy are effective.

Authors: Gayadhar Panda, Sidhartha Panda, C. Ardil
Abstract:
The main objective of Automatic Generation Control (AGC) is to balance the total system generation against system load losses so that the desired frequency and power interchange with neighboring systems is maintained. Any mismatch between generation and demand causes the system frequency to deviate from its nominal value. Thus high frequency deviation may lead to system collapse. This necessitates a very fast and accurate controller to maintain the nominal system frequency. This paper deals with a novel approach of artificial intelligence (AI) technique called Hybrid Neuro-Fuzzy (HNF) approach for an (AGC). The advantage of this controller is that it can handle the non-linearities at the same time it is faster than other conventional controllers. The effectiveness of the proposed controller in increasing the damping of local and inter area modes of oscillation is demonstrated in a two area interconnected power system. The result shows that intelligent controller is having improved dynamic response and at the same time faster than conventional controller.

Abstract:
The increasing usage of antibiotics in the animal farming industry is an emerging worldwide problem contributing to the development of antibiotic resistance. The purpose of this work was to investigate the prevalence and antibiotic resistance profile of bacterial isolates collected from aquatic environments and meats in a peri-urban community in Daejeon, Korea. In an antibacterial susceptibility test, the bacterial isolates showed a high incidence of resistance (~ 26.04 %) to cefazolin, tetracycline, gentamycin, norfloxacin, erythromycin and vancomycin. The results from a test for multiple antibiotic resistance indicated that the isolates were displaying an approximately 5-fold increase in the incidence of multiple antibiotic resistance to combinations of two different antibiotics compared to combinations of three or more antibiotics. Most of the isolates showed multi-antibiotic resistance, and the resistance patterns were similar among the sampling groups. Sequencing data analysis of 16S rRNA showed that most of the resistant isolates appeared to be dominated by the classes Betaproteobacteria and Gammaproteobacteria in the phylum Proteobacteria. Keywords: Antibiotics, Antibiotic resistance, Antimicrobial resistance, Multi-resistance
