652 Grammatically Coded Corpus of Spoken Lithuanian: Methodology and Development

Abstract:
The paper deals with the main issues of methodology of the Corpus of Spoken Lithuanian which was started to be developed in 2006. At present, the corpus consists of 300,000 grammatically annotated word forms. The creation of the corpus consists of three main stages: collecting the data, the transcription of the recorded data, and the grammatical annotation. Collecting the data was based on the principles of balance and naturality. The recorded speech was transcribed according to the CHAT requirements of CHILDES. The transcripts were double-checked and annotated grammatically using CHILDES. The development of the Corpus of Spoken Lithuanian has led to the constant increase in studies on spontaneous communication, and various papers have dealt with a distribution of parts of speech, use of different grammatical forms, variation of inflectional paradigms, distribution of fillers, syntactic functions of adjectives, the mean length of utterances.

Abstract:
The sun is an inexhaustible source and harness its potential both for heating and power generation is one of the most promising and necessary alternatives, mainly due to environmental issues. However, it should be noted that this has always been present in the generation of energy on earth, only indirectly, since it is responsible for virtually all other energy sources, such as generating source of evaporation of the water cycle, allowing the impoundment and the consequent generation of electricity (hydroelectric power); winds are caused by atmospheric induction caused by large scale solar radiation; petroleum, coal and natural gas were generated from waste plants and animals that originally derived energy required for their development of solar radiation. This paper presents a study on the feasibility of using solar energy for water heating in homes. A simplified methodology developed for formulation of solar heating operation model of water in alternative systems of solar energy in Brazil, and compared it to that in the international market. Across this research, it was possible to create new paradigms for alternative applications to the use of solar energy.Keywords: Solar energy, solar heating, solar project.

Abstract:
While the form of crises may change, their essence remains the same (such as a cycle of abundant liquidity, rapid credit growth, and a low-inflation environment followed by an asset-price bubble). The current market turbulence began in mid-2000s when the US economy shifted to imbalanced both internal and external macroeconomic positions. We see two key causes of these problems – loose US monetary policy in early 2000s and US government guarantees issued on the securities by government-sponsored enterprises what was further fueled by financial innovations such as structured credit products. We have discovered both negative and positive lessons deriving from this crisis and divided the negative lessons into three groups: financial products and valuation, processes and business models, and strategic issues. Moreover, we address key risk management lessons and exit strategies derived from the current crisis and recommend policies that should help diminish the negative impact of future potential crises.Keywords: exist strategy, global crisis, risk management, corporate governance

Abstract:
This paper presents the theoretical background and the real implementation of an automated computer system to introduce machine vision in flower, fruit and vegetable processing for recollection, cutting, packaging, classification, or fumigation tasks. The considerations and implementation issues presented in this work can be applied to a wide range of varieties of flowers, fruits and vegetables, although some of them are especially relevant due to the great amount of units that are manipulated and processed each year over the world. The computer vision algorithms developed in this work are shown in detail, and can be easily extended to other applications. A special attention is given to the electromagnetic compatibility in order to avoid noisy images. Furthermore, real experimentation has been carried out in order to validate the developed application. In particular, the tests show that the method has good robustness and high success percentage in the object characterization.Keywords: Image processing, Vision system, Automation

This research study examines cases of Saudi Arabian universities and female academics for work environment issues within the context of design management applications. The study proposes use of design research, ergonomics and systems design thinking to develop the university design which facilitates removal of physical and cognitive barriers for female academics. Review of literature demonstrates that macro and micro ergonomic combined with design management and system design strategies can significantly improve the workplace design for female academics. The university design model would be prepared based on the analyses of primary data obtained from archived documents, participants' observation logs, photo audits, focus groups and semi-structured interviews of currently employed female academics in the selected case universities.Keywords: Design management, workplace design, university design, ergonomics.

The major urban centers are all facing rapid growth is most often associated with spreading urbanization, social status of the car has also changed: it has become a commodity of mass consumption. There are currently about 5 million and 260 cars in Algeria (2008), this number increases every year 200,000 new cars. These phenomena induce a demand for greater mobility and a significant need for transport infrastructure. Faced with these problems and development of the growing use of the automobile, central governments and local authorities in charge of urban transport issues are aware of the need to develop their urban transport systems but often lack opportunities. Urban Transport Plans (PDU) were born in reaction to the "culture of automobile." Their existence in the world the '80s, however, they had little success before laws on air and rational use of energy in 90 years does not alter substantially their content and make mandatory their implementation in cities of over 100,000 inhabitants (Abroad) [1]. Climate change, industrial bloom, population growth and mismanagement are the most important factors that lead to water shortages around the world. Water shortages often lead to forced immigration, war, and thirst and hunger, especially in developing countries. One of the simplest solutions to solve the water shortage issues around the world is transferring water from one watershed to another; however it may not be a suitable solution. Water managers around the world use supply and demand management methods to decrease the incidence of water shortage in a sustainable manner. But as a matter of economic constraints, they must define a method to select the best possible action to reduce and limit water shortages. The following paper recognizes different kinds of criteria to select the best possible policy for reducing water shortage in mega cities by examining a comprehensive literature review.

Dedicated Short Range Communication (DSRC) is a key enabling technology for the next generation of communication-based safety applications. One of the important problems for DSRC deployment is maintaining high performance under heavy channel load. Many studies focus on congestion control mechanisms for simulating hundreds of physical radios deployed on vehicles. The U.S. department of transportation-s (DOT) Intelligent Transportation Systems (ITS) division has a plan to chosen prototype on-board devices capable of transmitting basic “Here I am" safety messages to other vehicles. The devices will be used in an IntelliDrive safety pilot deployment of up to 3,000 vehicles. It is hard to log the information of 3,000 vehicles. In this paper we present the designs and issues related to the DSRC Radio Testbed under heavy channel load. The details not only include the architecture of DSRC Radio Testbed, but also describe how the Radio Interfere System is used to help for emulating the congestion radio environment.Keywords: DSRC, UDP, WAVE, Radio Testbed

Abstract:
This paper is focused on issues of process modeling and two model based control strategies of a fed-batch sugar crystallization process applying the concept of artificial neural networks (ANNs). The control objective is to force the operation into following optimal supersaturation trajectory. It is achieved by manipulating the feed flow rate of sugar liquor/syrup, considered as the control input. The control task is rather challenging due to the strong nonlinearity of the process dynamics and variations in the crystallization kinetics. Two control alternatives are considered – model predictive control (MPC) and feedback linearizing control (FLC). Adequate ANN process models are first built as part of the controller structures. MPC algorithm outperforms the FLC approach with respect to satisfactory reference tracking and smooth control action. However, the MPC is computationally much more involved since it requires an online numerical optimization, while for the FLC an analytical control solution was determined.Keywords: artificial neural networks, nonlinear model control, process identification, crystallization process

This paper presents 15-year trends for scientific studies in a scientific database considering 3D and vehicle words. Two words are selected to find their associated publications in IEEE scholar database. Both of keywords are entered individually for the years 2002, 2012, and 2016 on the database to identify the preferred subjects of researchers in same years. We have classified closer research fields after searching and listing. Three years (2002, 2012, and 2016) have been investigated to figure out progress in specified time intervals. The first one is assumed as the initial progress in between 2002-2012, and the second one is in 2012-2016 that is fast development duration. We have found very interesting and beneficial results to understand the scholars’ research field preferences for a decade. This information will be highly desirable in smart city-based research purposes consisting of 3D and vehicle-related issues.

This is seen by the act of joining the United Nations in 1957, just a month after gaining their independence. The United Nations is an international organization that aims to unite the nations worldwide based on justice, human dignity and human well-being. Malaysia has established a local body called the United Nations Malaysia which collaborates with the government to accomplish the aim of supporting sustainable development in Malaysia. Agenda 21 is an international document produced from the Earth Summit providing guidelines of implementing sustainable development globally, nationally and locally. Currently, resource sharing and system security are critical issues. This paper proposes a POL module composed of PRIV ILEGE attribute (PA), obligation and log which improves attribute based access control (ABAC) model in dynamically granting authorizations and revoking authorizations. The following describes the new model termed PABAC in terms of the POL module structure, attribute definitions, policy formulation and authorization architecture, which demonstrate the advantages of it. The POL module addresses the problems which are not predicted before and not described by access control policy. It can be one of the subject attributes or resource attributes according to the practical application, which enhances the flexibility of the model compared with ABAC. Recent advances in both the testing and verification of software based on formal specifications of the system to be built have reached a point where the ideas can be applied in a powerful way in the design of agent-based systems. The software engineering research has highlighted a number of important issues: the importance of the type of modeling technique used; the careful design of the model to enable powerful testing techniques to be used; the automated verification of the behavioural properties of the system; the need to provide a mechanism for translating the formal models into executable software in a simple and transparent way. This paper introduces the use of the X-machine formalism as a tool for modeling biology inspired agents proposing the use of the techniques built around X-machine models for the construction of effective, and reliable agent-based software systems.

Building conservation work generally involves complex and non-standard work different from new building construction processes. In preparing tenders for building conservation projects, therefore, the quantity surveyor must carefully consider the specificity of non-standard items and demarcate the scope of unique conservation work. While the quantity surveyor must appreciate the full range of works to prepare a good tender document, he typically manages many unfamiliar elements, including practical construction methods, restoration techniques and work sequences. Only by fulfilling the demanding requirements of building conservation work can the quantity surveyor enhance his professionalism an area of growing cultural value and economic importance. By discussing several issues crucial to tender preparations for building conservation projects in Malaysia, this paper seeks a deeper understanding of how quantity surveying can better standardize tender preparation work and more successfully manage building conservation processes.

In the last decades, increasing in human and natural disaster occurrence had very irreparable effects on human life. Hence, one of the important issues in humanitarian supply chain management is identifying and prioritizing the different risks and finding suitable solutions for encountering them at the time of disaster occurrence. This study is an attempt to provide a comprehensive review of humanitarian supply chain risks in a case study of Tehran Red Crescent Societies. For this purpose, Best-Worst method (BWM) has been used for analyzing the risks of the humanitarian supply chain. 22 risks of the humanitarian supply chain were identified based on the literature and interviews with four experts. According to BWM method, the importance of each risk was calculated. The findings showed that culture contexts, little awareness of people, and poor education system are the most important humanitarian supply chain risks. This paper addresses the issues and technique for textile industry using data mining techniques. Data mining has been applied to the stitching of garments products that were obtained from a textile company. Data mining techniques were applied to the data obtained from the CHAID algorithm, CART algorithm, Regression Analysis and, Artificial Neural Networks. Classification technique based analyses were used while data mining and decision model about the production per person and variables affecting about production were found by this method. In the study, the results show that as the daily working time increases, the production per person also decreases. In addition, the relationship between total daily working and production per person shows a negative result and the production per person show the highest and negative relationship.Keywords: Data mining, textile production, decision trees, classification.

Abstract:
Educational reforms are focused point of different nations. New reform movements generally claim that something is wrong with the current state of affairs, and that the system is deficient in its goals, its accomplishments and it is accused not being adopted into global changes all over the world. It is the same for Turkish education system. It is considered those recent reforms of teacher education in Turkey and the extent to which they reflect a response to global economic pressures. The paper challenges the view that such imposes are inevitable determinants of educational policy and argues that any country will need to develop its own national approach to modernizing teacher education in light of the global context and its particular circumstances. It draws on the idea of reflexive modernization developed by educators and discusses its implications for teacher education policy. The paper deals with four themes teacher education in last decade policy in Turkey; the shift away from the educational disciplines, the shift towards school-based approaches, and the emergence of more centralized forms of accountability of teacher competence.Keywords: Teacher education, globalization, Turkey.

The critical and most immediate problems faced by cities of developing countries are the health impacts of urban pollution that derive from inadequate water, sanitation, drainage and solid waste services, poor urban and industrial waste management, and air pollution. As globalization continues, earth's natural processes transform local problems into international issues. The aim of this study is to provide a broad overview of the pollution from urban wastes and emissions in Turkey which is a developing country. Abstract:
The Application of e-health solutions has brought superb advancements in the health care industry. E-health solutions have already been embraced in the industrialized countries. In an effort to catch up with the growth, the developing countries have strived to revolutionize the healthcare industry by use of Information technology in different ways. Based on a technology assessment carried out in Kenya – one of the developing countries – and using multiple case studies in Nyanza Province, this work focuses on an investigation on how five rural hospitals are adapting to the technology shift. The issues examined include the ICT infrastructure and e-health technologies in place, the knowledge of participants in terms of benefits gained through the use of ICT and the challenges posing barriers to the use of ICT technologies in these hospitals. The results reveal that the ICT infrastructure in place is inadequate for e-health implementations as a result to various challenges that exist. Consequently, suggestions on how to tackle the various challenges have been addressed in this paper.

Abstract:
The wireless mesh networks (WMNs) are emerging technology in wireless networking as they can serve large scale high speed internet access. Due to its wireless multi-hop feature, wireless mesh network is prone to suffer from many attacks, such as denial of service attack (DoS). We consider a special case of DoS attack which is selective forwarding attack (a.k.a. gray hole attack). In such attack, a misbehaving mesh router selectively drops the packets it receives rom its predecessor mesh router. It is very hard to detect that packet loss is due to medium access collision, bad channel quality or because of selective forwarding attack. In this paper, we present a review of detection algorithms of selective forwarding attack and discuss their advantage & disadvantage. Finally we conclude this paper with open research issues and challenges.

The Indian subcontinent is facing a massive challenge with regards to the energy security in member countries, i.e. providing a reliable source of electricity to facilitate development across various sectors of the economy and thereby achieve the developmental targets it has set for itself. A highly precarious situation exists in the subcontinent which is observed in the series of system failures which most of the times leads to system collapses-blackouts. To mitigate the issues related with energy security as well as keep in check the increasing supply demand gap, a possible solution that stands in front of the subcontinent is the deployment of an interconnected electricity ‘Supergrid’ designed to carry huge quanta of power across the sub continent as well as provide the infra structure for RES integration. This paper assesses the need and conditions for a Supergrid deployment and consequently proposes a meshed topology based on VSC HVDC converters for the Supergrid modeling.

This article provides a systematic review of existing research related to the Service-oriented Enterprise Architecture (SoEA) adoption and maturity measurement model. The review’s main goals are to support research; to facilitate other researchers’ search for relevant studies; and to propose areas for future studies within this area. In addition, this article provides useful information on SoEA adoption issues and its related maturity model, based on research-based knowledge. The review results suggest that motives, critical success factors (CSFs), implementation status, and benefits are the most frequently studied areas, and that each of these areas would benefit from further exposure.

This paper addresses sustainable eco-connectivity within the telecommunications sector studying its importance to tackle the contemporary challenges and data regulation issues. The paper also investigates the role of Big Data and its integration in this context, specific to telecom industry. One of the major focus areas in this paper is studying and examining the pathways explored, that are state-of-the-art ecological infrastructure solutions and sector-led measures derived from expert analyses and reviews. Additionally, the paper analyses critical factors involving cost-effective route planning, and the development of green telecommunications infrastructure that adds qualitative reasoning to the research idea. Furthermore, the study discusses in detail a potential green roadmap towards sustainability by exploring green routing software, eco-friendly infrastructure and other eco-focused initiatives. The paper is also directed at the special linguistic needs of the telecommunications sector by focusing on targeted select range of telecom environment.

Abstract:
In this paper, a new trend for improvement in semianalytical method based on scale boundaries in order to solve the 2D elastodynamic problems is provided. In this regard, only the boundaries of the problem domain discretization are by specific subparametric elements. Mapping functions are uses as a class of higherorder Lagrange polynomials, special shape functions, Gauss-Lobatto- Legendre numerical integration, and the integral form of the weighted residual method, the matrix is diagonal coefficients in the equations of elastodynamic issues. Differences between study conducted and prior research in this paper is in geometry production procedure of the interpolation function and integration of the different is selected. Validity and accuracy of the present method are fully demonstrated through two benchmark problems which are successfully modeled using a few numbers of DOFs. The numerical results agree very well with the analytical solutions and the results from other numerical methods.

Abstract:
With the development of ubiquitous computing, current user interaction approaches with keyboard, mouse and pen are not sufficient. Due to the limitation of these devices the useable command set is also limited. Direct use of hands as an input device is an attractive method for providing natural Human Computer Interaction which has evolved from text-based interfaces through 2D graphical-based interfaces, multimedia-supported interfaces, to fully fledged multi-participant Virtual Environment (VE) systems. Imagine the human-computer interaction of the future: A 3Dapplication where you can move and rotate objects simply by moving and rotating your hand - all without touching any input device. In this paper a review of vision based hand gesture recognition is presented. The existing approaches are categorized into 3D model based approaches and appearance based approaches, highlighting their advantages and shortcomings and identifying the open issues.Keywords: Computer Vision, Hand Gesture, Hand Posture, Human Computer Interface.

Abstract:
Based on statistics released by Islamic Republic of Iran Police (IRIP), from among the total 9555 motorcycle accidents that happened in 2007, 857 riders died and 11219 one got injured. If we also consider the death toll and injuries of other vehicles' accidents resulted from traffic violation by motorcycle riders, then paying attention to the motorcycle accidents seems to be very necessary. Therefore, in this study we tried to investigate the traits and issues related to production, application, and training, along with causes of motorcycle accidents from 4 perspectives of road, human, environment and vehicle and also based on statistical and geographical analysis of accident-sheets prepared by Iran Road Patrol Department (IRPD). Unfamiliarity of riders with regulations and techniques of motorcycling, disuse of safety equipments, inefficiency of roads and design of junctions for safe trafficking of motorcycles and finally the lack of sufficient control of responsible organizations are among the major causes which lead to these accidents.Keywords: Motorcycle, Motorcycle riders, Road accidents, Statistical analysis of accidents.

Abstract:
This paper looks into areas not covered by prominent Agent-Oriented Software Engineering (AOSE) methodologies. Extensive paper review led to the identification of two issues, first most of these methodologies almost neglect semantic web and ontology. Second, as expected, each one has its strength and weakness and may focus on some phases of the development lifecycle but not all of the phases. The work presented here builds extensions to a highly regarded AOSE methodology (MaSE) in order to cover the areas that this methodology does not concentrate on. The extensions include introducing an ontology stage for semantic representation and integrating early requirement specification from a methodology which mainly focuses on that. The integration involved developing transformation rules (with the necessary handling of nonmatching notions) between the two sets of representations and building the software which automates the transformation. The application of this integration on a case study is also presented in the paper. The main flow of MaSE stages was changed to smoothly accommodate the new additions.Keywords: Agents, Intelligent Agents, Software Engineering(SE), UML, AUML, and Design Patterns.

Abstract:
The practice of urban planning and construction based on the concept of the “low carbon eco-city” has been universally accepted by the academic community in response to urban issues such as population, resources, environment, and social development. Based on this, the current article first analyzes the concepts of low carbon eco-city, then builds a complex adaptive system (CAS) theory based on Chinese traditional philosophical thinking, and analyzes the adaptive relationship between material and non-material elements. A three-dimensional evaluation model of natural ecology, economic low carbon, and social harmony was constructed. Finally, the construction of a low carbon eco-city index system in Hexi Newtown of Nanjing was used as an example to verify the effectiveness of the research results; this paradigm provides a new way to achieve a low carbon eco-city system.

Abstract:
The rapid aging of the population is a common trend in the world. However, the progress of modern medical technology has increased the average life expectancy. The global population structure has changed dramatically, and the elderly population has risen rapidly. In the face of rapid population growth, it must be noted issues of the aging population must face up to, which are the physiological, psychological, and social problems associated with aging. This study aims to investigate how insurance agents are actively dealing with an aging society, their own aging anxiety, and their exercise habits. Purposive sampling was the sampling method of this study, a total of 204 respondents were surveyed and 204 valid surveys were returned. The returned valid ratio was 100%. Statistical method included descriptive statistics, t-test, and one-way ANOVA. The results of the study found that the insurance agent’s age, seniority, exercise habits to aging anxiety are significantly different.
