Authors: Hunny Mehrotra, Banshidhar Majhi, Phalguni Gupta
Abstract:
The paper proposes a novel technique for iris recognition using texture and phase features. Texture features are extracted on the normalized iris strip using Haar Wavelet while phase features are obtained using LOG Gabor Wavelet. The matching scores generated from individual modules are combined using sum of score technique. The system is tested on database obtained from Bath University and Indian Institute of Technology Kanpur and is giving an accuracy of 95.62% and 97.66% respectively. The FAR and FRR of the combined system is also reduced comparatively. Keywords: Fusion, Haar Wavelet, Iris, LOG Gabor Wavelet, Phase, Texture.

Authors: Abdelhadi Lotfi, Abdelkader Benyettou
Abstract:
In this work, a training algorithm for probabilistic neural networks (PNN) is presented. The algorithm addresses one of the major drawbacks of PNN, which is the size of the hidden layer in the network. By using a cross-validation training algorithm, the number of hidden neurons is shrunk to a smaller number consisting of the most representative samples of the training set. This is done without affecting the overall architecture of the network. Performance of the network is compared against performance of standard PNN for different databases from the UCI database repository. Results show an important gain in network size and performance.

Authors: Marco Antonio Lara De la Calleja, María Catalina Ovando Chico, Eduardo Lopez Ruiz
Abstract:
Community empowerment has been proved to be a key element in the solution of the food security problem. As a result of a conceptual analysis, it was found that agricultural production, economic development and governance, are the traditional basis of food security models. Although the literature points to social inclusion as an important factor for food security, no model has considered it as the basis of it. The aim of this research is to identify different dimensions that make an integral model for food security, with emphasis on community empowerment. A diagnosis was made in the study community (Tatoxcac, Zacapoaxtla, Puebla), to know the aspects that impact the level of food insecurity. With a statistical sample integrated by 200 families, the Latin American and Caribbean Food Security Scale (ELCSA) was applied, finding that: in households composed by adults and children, have moderated food insecurity, (ELCSA scale has three levels, low, moderated and high); that result is produced mainly by the economic income capacity and the diversity of the diet on its food. With that being said, a model was developed to promote food security through five dimensions: 1. Regional context of the community; 2. Structure and system of local food; 3. Health and nutrition; 4. Information and technology access; and 5. Self-awareness and empowerment. The specific actions on each axis of the model, allowed a systemic approach needed to attend food security in the community, through the empowerment of society. It is concluded that the self-awareness of local communities is an area of extreme importance, which must be taken into account for participatory schemes to improve food security. In the long term, the model requires the integrated participation of different actors, such as government, companies and universities, to solve something such vital as food security.

Authors: Jyoti Dua
Abstract:
An algorithm is a well-defined procedure that takes some input in the form of some values, processes them and gives the desired output. It forms the basis of many other algorithms such as searching, pattern matching, digital filters etc., and other applications have been found in database systems, data statistics and processing, data communications and pattern matching. This paper introduces algorithmic “Enhanced Bidirectional Selection” sort which is bidirectional, stable. It is said to be bidirectional as it selects two values smallest from the front and largest from the rear and assigns them to their appropriate locations thus reducing the number of passes by half the total number of elements as compared to selection sort.

Authors: Jazaul Ikhsan, Masaharu Fujita
Abstract:
Safety, river environment, and sediment utilization are the elements of the target of sediment management. As a change in an element by sediment management, may affect the other two elements, and the priority among three elements depends on stakeholders. It is necessary to develop a method to evaluate the effect of sediment management on each element and an integrated evaluation method for socio-economic effect. In this study, taking Mount Merapi basin as an investigation field, the method for an active volcanic basin was developed. An integrated evaluation method for sediment management was discussed from a socio-economic point on safety, environment, and sediment utilization and a case study of sediment management was evaluated by means of this method. To evaluate the effect of sediment management, some parameters on safety, utilization, and environment have been introduced. From a utilization point of view, job opportunity, additional income of local people, and tax income to local government were used to evaluate the effectiveness of sediment management. The risk degree of river infrastructure was used to describe the effect of sediment management on a safety aspect. To evaluate the effects of sediment management on environment, the mean diameter of grain size distribution of riverbed surface was used. On the coordinate system designating these elements, the direction of change in basin condition by sediment management can be predicted, so that the most preferable sediment management can be decided. The results indicate that the cases of sediment management tend to give the negative impacts on sediment utilization. However, these sediment managements will give positive impacts on safety and environment condition. Evaluation result from a social-economic point of view shows that the case study of sediment management reduces job opportunity and additional income for inhabitants as well as tax income for government. Therefore, it is necessary to make another policy for creating job opportunity for inhabitants to support these sediment managements.

Authors: Liqiang Duan, Ma Jingkai, Lv Zhipeng, Haifan Cai
Abstract:
The integrated solar combined cycle (ISCC) system has a series of advantages such as increasing the system power generation, reducing the cost of solar power generation, less pollutant and CO2 emission. In this paper, the parabolic trough collectors with direct steam generation (DSG) technology are considered to replace the heat load of heating surfaces in heat regenerator steam generation (HRSG) of a conventional natural gas combined cycle (NGCC) system containing a PG9351FA gas turbine and a triple pressure HRSG with reheat. The detailed model of the NGCC system is built in ASPEN PLUS software and the parabolic trough collectors with DSG technology is modeled in EBSILON software. ISCC-DSG systems with the replacement of single, two, three and four heating surfaces are studied in this paper. Results show that: (1) the ISCC-DSG systems with the replacement heat load of HPB, HPB+LPE, HPE2+HPB+HPS, HPE1+HPE2+ HPB+HPS are the best integration schemes when single, two, three and four stages of heating surfaces are partly replaced by the parabolic trough solar energy collectors with DSG technology. (2) Both the changes of feed water flow and the heat load of the heating surfaces in ISCC-DSG systems with the replacement of multi-stage heating surfaces are smaller than those in ISCC-DSG systems with the replacement of single heating surface. (3) ISCC-DSG systems with the replacement of HPB+LPE heating surfaces can increase the solar power output significantly. (4) The ISCC-DSG systems with the replacement of HPB heating surfaces has the highest solar-thermal-to-electricity efficiency (47.45%) and the solar radiation energy-to-electricity efficiency (30.37%), as well as the highest exergy efficiency of solar field (33.61%).

The implementation of the new software and hardware-s technologies for tritium processing nuclear plants, and especially those with an experimental character or of new technology developments shows a coefficient of complexity due to issues raised by the implementation of the performing instrumentation and equipment into a unitary monitoring system of the nuclear technological process of tritium removal. Keeping the system-s flexibility is a demand of the nuclear experimental plants for which the change of configuration, process and parameters is something usual. The big amount of data that needs to be processed stored and accessed for real time simulation and optimization demands the achievement of the virtual technologic platform where the data acquiring, control and analysis systems of the technological process can be integrated with a developed technological monitoring system. Thus, integrated computing and monitoring systems needed for the supervising of the technological process will be executed, to be continued with the execution of optimization system, by choosing new and performed methods corresponding to the technological processes within the tritium removal processing nuclear plants. The developing software applications is executed with the support of the program packages dedicated to industrial processes and they will include acquisition and monitoring sub-modules, named “virtually" as well as the storage sub-module of the process data later required for the software of optimization and simulation of the technological process for tritium removal.
