Abstract:
The scientific perspective, the practice area of physical education and sports activities improve power capacity in all its forms of expression, being a generator of the research topics. Today theories that strength training athletes and slow down development progress will affect the strength and flexibility are discredited. On the other hand there are sectors and / or samples whose results are sports of the way higher manifestation of power as a result of the composition of the force and velocity, being based in this respect on the systematic and continuous development of both bio-motric capacities said. Training of force for children was and is controversial. Teama de accidentări sau a stopării premature a procesului de creştere a făcut ca în trecut copiii să fie ţinuţi departe de lucrul cu diferite greutăţi.Fear of injury or premature stop the growth process in the past made the children to be kept away from working with different weights. Recent studies have shown that the risk of accidents is relatively small and the strength training can help prevent them. For example, most accidents occur at the level of athletics ligaments and tendons. From this point of view, it can be said that a progressive intervention of force training, optimal design, will help enhancing their process, such as athlete much better prepared to meet training requests and competitions. Preparation of force provides a solid basis for further phases in the highest performance.

Abstract:
Human Resources Management (HRM) has been recognized by academics and practitioners as an important element in organizations. Therefore, this paper explores the best practices of HRM and seeks to understand the level of participation in the development of these practices by human resources managers in the hospitality industry and compare it with other industries. Thus, the study compared the HRM practices of companies in the hospitality sector with HRM practices of companies in other sectors, and identifies the main differences between their HRM practices. The results show that the most frequent HRM practices in all companies, independently of its sector of activity, are hiring and training. When comparing hospitality sector with other sectors of activity, some differences were noticed, namely in the adoption of the practices of communication and information sharing, and of recruitment and selection. According to these results, the paper discusses the major theoretical and practical implications. Suggestions for future research are also presented.

Abstract:
Although scientific methods have been the subject of a large number of papers, the term ‘scientific methods in educational management’ is still not well defined. In this paper, it is adopted the metasystems perspective to define the mentioned term and distinguish them from methods used in time of the scientific management and knowledge management paradigms. In our opinion, scientific methods in educational management rely on global phenomena, events, and processes and their influence on the educational organization. Currently, scientific methods in educational management are integrated with the phenomenon of globalization, cognitivisation, and openness, etc. of educational systems and with global events like the COVID-19 pandemic. Concrete scientific methods are nested in a hierarchy of more and more abstract models of educational management, which form the context of the global impact on education, in general, and learning outcomes, in particular. However, scientific methods can be assigned to a specific mission, strategy, or tactics of educational management of the concrete organization, either by the global management, local development of school organization, or/and development of the life-long successful learner. By accepting this assignment, the scientific method becomes a personal goal of each individual with the educational organization or the option to develop the educational organization at the global standards. In our opinion, in educational management, the scientific methods need to confine the scope to the deep analysis of concrete tasks of the educational system (i.e., teaching, learning, assessment, development), which result in concrete strategies of organizational development. More important are seeking the ways for dynamic equilibrium between the strategy and tactic of the planetary tasks in the field of global education, which result in a need for ecological methods of learning and communication. In sum, distinction between local and global scientific methods is dependent on the subjective conception of the task assignment, measurement, and appraisal. Finally, we conclude that scientific methods are not holistic scientific methods, but the strategy and tactics implemented in the global context by an effective educational/academic manager.

This article presents the evolution and technological changes implemented on the full scale simulators developed by the Simulation Department of the Instituto de Investigaciones Eléctricas1 (Mexican Electric Research Institute) and located at different training centers around the Mexican territory, and allows US to know the last updates, basically from the input/output view point, of the current simulators at some facilities of the electrical sector as well as the compatible industry of the electrical manufactures and industries such as Comision Federal de Electricidad (CFE*, The utility Mexican company). Tendencies of these developments and impact within the operators- scope are also presented.

Abstract:
In this paper a one-dimension Self Organizing Map algorithm (SOM) to perform feature selection is presented. The algorithm is based on a first classification of the input dataset on a similarity space. From this classification for each class a set of positive and negative features is computed. This set of features is selected as result of the procedure. The procedure is evaluated on an in-house dataset from a Knowledge Discovery from Text (KDT) application and on a set of publicly available datasets used in international feature selection competitions. These datasets come from KDT applications, drug discovery as well as other applications. The knowledge of the correct classification available for the training and validation datasets is used to optimize the parameters for positive and negative feature extractions. The process becomes feasible for large and sparse datasets, as the ones obtained in KDT applications, by using both compression techniques to store the similarity matrix and speed up techniques of the Kohonen algorithm that take advantage of the sparsity of the input matrix. Abstract:
Electrical Muscle Stimulation (EMS) has been introduced and globally gained increasing attention on its usefulness. Continuous application of EMS may lead to the increment of muscle mass and indirectly will increase the strength. This study can be used as an alternative to help people especially those living a sedentary lifestyle to improve their muscle activity without having to go through a heavy workout session. Therefore, this study intended to investigate the effectiveness of EMS training program in 5 weeks interventions towards male body composition. It was a quasiexperimental design, held at the Impulse Studio Bangsar, which examined the effects of EMS training towards skeletal muscle mass among the subjects. Fifteen subjects (n = 15) were selected to assist in this study. The demographic data showed that, the average age of the subjects was 43.07 years old ± 9.90, height (173.4 cm ± 9.09) and weight was (85.79 kg ± 18.07). Results showed that there was a significant difference on the skeletal muscle mass (p = 0.01 < 0.05), upper body (p = 0.01 < 0.05) and lower body (p = 0.00 < 0.05). Therefore, the null hypothesis has been rejected in this study. As a conclusion, the application of EMS towards body composition can increase the muscle size and strength. This method has been proven to be able to improve athlete strength and thus, may be implemented in the sports science area of knowledge.

Abstract:
The build-operate-transfer (BOT) project delivery system has provided effective routes to mobilize private sector funds, innovative technologies, management skills and operational efficiencies for public infrastructure development and have been widely used in China during the last 20 years. Many BOT projects in China will be smoothly transferred to the government soon and the transfer stage, which is considered as the last stage, must be studied carefully and handled well to achieve the overall success of BOT projects. There will be many issues faced by both the public sector and private sector in the transfer stage of BOT projects, including project post-assessment, technology and documents transfer, personal training and staff transition, etc. and sometimes additional legislation is needed for future operation and management of facilities. However, most previous studies focused on the bidding, financing, and building and operation stages instead of transfer stage. This research identifies nine key issues in the transfer stage of BOT projects through a comprehensive study on three cases in China, and the expert interview and expert discussion meetings are held to validate the key issues and give detail analysis. A proposed framework of transfer management is prepared based on the experiences derived and lessons drawn from the case studies and expert interview and discussions, which is expected to improve the transfer management of BOT projects in practice.

We review a knowledge extractor model in constructing 3G Killer Applications. The success of 3G is essential for Government as it became part of Telecommunications National Strategy. The 3G wireless technologies may reach larger area and increase country-s ICT penetration. In order to understand future customers needs, the operators require proper information (knowledge) lying inside. Our work approached future customers as complex system where the complex knowledge may expose regular behavior. The hidden information from 3G future customers is revealed by using fractal-based questionnaires. Afterward, further statistical analysis is used to match the results with operator-s strategic plan. Implementing Information Technology/ Information System (IT/IS) is critical for every industry as its potential benefits have been to motivate many industries including the Malaysian construction industry to invest in it. To successfully implement IT/IS has become the major concern for every organisation. Identifying the critical success factors (CSFs) has become the main agenda for researchers, academicians and practitioners due to the wide number of failures reported. This research paper seeks to identify the CSFs that influence the successful implementation of IT/IS in construction industry in Malaysia. Limited factors relating to people issue will be highlighted here to showcase some as it becomes one of the major contributing factors to the failure. Three (3) organisations have participated in this study. Semi-structured interviews are employed as they offer sufficient flexibility to ensure that all relevant factors are covered. Several key issues contributing to successful implementations of IT/IS are identified. The results of this study reveal that top management support, communication, user involvement, IT staff roles and responsibility, training/skills, leader/ IT Leader, organisation culture, knowledge/ experience, motivation, awareness, focus and ambition, satisfaction, teamwork/ collaboration, willingness to change, attitude, commitment, management style, interest in IT, employee behaviour towards collaborative environment, trust, interpersonal relationship, personal characteristic and competencies are significantly associated with the successful implementations of IT/IS. It is anticipated that this study will create awareness and contribute to a better understanding amongst construction industry players and will assist them to successfully implement IT/IS.Keywords: critical success factors, construction industry , IT/IS, people

Abstract:
Marine Protected Areas can benefit from nature based tourism, monitoring environmental impacts and also become target for human presence. From more than 3 million tourists visiting Cozumel Island every year, an average of 2,8 million arrive by cruise ship, and 41% are estimated to have motivation for water activities. The destination is relying so much on the tourism activity, that scuba diving and snorkeling in the National Park Reef of Cozumel sustain the major economic activity. In order to achieve the sustainable development indicator designed for regional environmental development, the PNAC offers a training course to tourism providers to access the protected area. This way, the update of the last 5 years of such training is directed to diving staff, boat crew and professionals, making them able to assist in managing the natural resource. Moreover, the case study is an example to be used for raising awareness among tourists visiting protected areas.

Abstract:
The study investigated primary school teachers’ conceptual and procedural knowledge of rational numbers and its effects on pupil’s achievement in rational numbers. Specifically, primary school teachers’ level of conceptual knowledge about rational numbers, primary school teachers’ level of procedural knowledge about rational numbers, and the effects of teachers conceptual and procedural knowledge on their pupils understanding of rational numbers in primary schools is investigated. The study was carried out in Bauchi metropolis in the Bauchi state of Nigeria. The design of the study was a multi-stage design. The first stage was a descriptive design. The second stage involves a pre-test, post-test only quasi-experimental design. Two instruments were used for the data collection in the study. These were Conceptual and Procedural knowledge test (CPKT) and Rational number achievement test (RAT), the population of the study comprises of three (3) mathematics teachers’ holders of Nigerian Certificate in Education (NCE) teaching primary six and 210 pupils in their intact classes were used for the study. The data collected were analyzed using mean, standard deviation, analysis of variance, analysis of covariance and t- test. The findings indicated that the pupils taught rational number by a teacher that has high conceptual and procedural knowledge understand and perform better than the pupil taught by a teacher who has low conceptual and procedural knowledge of rational number. It is, therefore, recommended that teachers in primary schools should be encouraged to enrich their conceptual knowledge of rational numbers. Also, the superiority performance of teachers in procedural knowledge in rational number should not become an obstruction of understanding. Teachers Conceptual and procedural knowledge of rational numbers should be balanced so that primary school pupils will have a view of better teaching and learning of rational number in our contemporary schools.Keywords: Achievement, conceptual knowledge, procedural knowledge, rational numbers.

Abstract:
A geothermal power plant multiple simulator for operators training is presented. The simulator is designed to be installed in a wireless local area network and has a capacity to train one to six operators simultaneously, each one with an independent simulation session. The sessions must be supervised only by one instructor. The main parts of this multiple simulator are: instructor and operator-s stations. On the instructor station, the instructor controls the simulation sessions, establishes training exercises and supervises each power plant operator in individual way. This station is hosted in a Main Personal Computer (NS) and its main functions are: to set initial conditions, snapshots, malfunctions or faults, monitoring trends, and process and soft-panel diagrams. On the other hand the operators carry out their actions over the power plant simulated on the operator-s stations; each one is also hosted in a PC. The main software of instructor and operator-s stations are executed on the same NS and displayed in PCs through graphical Interactive Process Diagrams (IDP). The geothermal multiple simulator has been installed in the Geothermal Simulation Training Center (GSTC) of the Comisi├│n Federal de Electricidad, (Federal Commission of Electricity, CFE), Mexico, and is being utilized as a part of the training courses for geothermal power plant operators.Keywords: Geothermal power plant, multiple simulator, training operator.

This study aims at investigating factors in research and development (R&D) growth and exploring the role of R&D management in enhancing social innovation and productivity improvement in Iran-s industrial sector. It basically explores the common types of R&D activities and the industries which benefited the most from active R&D units in Iran. The researchers generated qualitative analyses obtained from primary and secondary data. The primary data have been retrieved through interviews with five key players (Managing Director, Internal Manager, General Manager, Executive Manager, and Project Manager) in the industrial sector. The secondary data acquired from an investigation on Mazandaran, a province of northern Iran. The findings highlight Iran-s focuses of R & D on cost reduction and upgrading productivity. Industries that have benefited the most from active R&D units are metallic, machinery and equipment design, and automotive. We rank order the primary effects of R&D on productivity improvement as follows, industry improvement, economic growth, using professional human resources, generating productivity and creativity culture, creating a competitive and innovative environment, and increasing people-s knowledge. Generally, low budget dedication and insufficient supply of highly skilled scientists and engineers are two important obstacles for R&D in Iran. Whereas, R&D has resulted in improvement in Iranian society, transfer of contemporary knowledge into the international market is still lacking.Keywords: Productivity, R&D, Transfer of Knowledge

Abstract:
We report in this paper the model adopted by our system of continuous speech recognition in Arab language SySRA and the results obtained until now. This system uses the database Arabdic-10 which is a corpus of word for the Arab language and which was manually segmented. Phonetic decoding is represented by an expert system where the knowledge base is translated in the form of production rules. This expert system transforms a vocal signal into a phonetic lattice. The higher level of the system takes care of the recognition of the lattice thus obtained by deferring it in the form of written sentences (orthographical Form). This level contains initially the lexical analyzer which is not other than the module of recognition. We subjected this analyzer to a set of spectrograms obtained by dictating a score of sentences in Arab language. The rate of recognition of these sentences is about 70% which is, to our knowledge, the best result for the recognition of the Arab language. Recently many research has been conducted to retrieve pertinent parameters and adequate models for automatic music genre classification. In this paper, two measures based upon information theory concepts are investigated for mapping the features space to decision space. A Gaussian Mixture Model (GMM) is used as a baseline and reference system. Various strategies are proposed for training and testing sessions with matched or mismatched conditions, long training and long testing, long training and short testing. For all experiments, the file sections used for testing are never been used during training. With matched conditions all examined measures yield the best and similar scores (almost 100%). With mismatched conditions, the proposed measures yield better scores than the GMM baseline system, especially for the short testing case. It is also observed that the average discrimination information measure is most appropriate for music category classifications and on the other hand the divergence measure is more suitable for music subcategory classifications.Keywords: Audio feature, information measures, music genre.

Abstract:
This paper presents and evaluates a new classification method that aims to improve classifiers performances and speed up their training process. The proposed approach, called labeled classification, seeks to improve convergence of the BP (Back propagation) algorithm through the addition of an extra feature (labels) to all training examples. To classify every new example, tests will be carried out each label. The simplicity of implementation is the main advantage of this approach because no modifications are required in the training algorithms. Therefore, it can be used with others techniques of acceleration and stabilization. In this work, two models of the labeled classification are proposed: the LMLP (Labeled Multi Layered Perceptron) and the LNFC (Labeled Neuro Fuzzy Classifier). Abstract:
One of the most ancient humankind concerns is knowledge formalization i.e. what a concept is. Concept Analysis, a branch of analytical philosophy, relies on the purpose of decompose the elements, relations and meanings of a concept. This paper aims at presenting a method to make a concept analysis obtaining a knowledge representation suitable to be processed by a computer system using either object-oriented or ontology technologies. Security notion is, usually, known as a set of different concepts related to “some kind of protection". Our method concludes that a more general framework for the concept, despite it is dynamic, is possible and any particular definition (instantiation) depends on the elements used by its construction instead of the concept itself.

The objective of this work is to reflect through the theoretical framework on the access to the university for the formation of a degree in a teacher of primary education. The University Access Tests in Spain evaluate a series of skills and competencies in writing, which leave aside the sample of another set of skills and tools that this type of test cannot evaluate. In the last years, a very much diversified student body has arrived in the classrooms of the universities. Nowadays, talking about special education means attending to the changes that are being experienced in this area. At present, the educational model focuses on the reinforcement by the educational institutions so that they form the students according to their personal characteristics and that it is not the students that must adapt to the system. A bibliographic review plus some years of experience in training for the future teacher allows us to make an initial assessment about the lack of rigor in the tests of access to the university. In conclusion, we can say that, although we are not a specialist in the type of Special Educational Needs that can manifest the students, therefore, we understand that teacher today needs training and support to develop their teaching with the best quality possible. These teacher and student needs also imply more institutional support.

Abstract:
Surgical team consists of variety types of medical specialists possessing different kind of knowledge, motivations, personalities or abilities. This together with poor knowledge transfer, lack of information and communication technologies (ICT) implementations in hospitals can cause protraction of patient care processes and even jeopardize patient safety. There is presented in the article the outcomes of studies on communication and workflow in surgical team in the background of different collaboration levels in healthcare system. As a result the five determinants of improving workflow and communication within surgical team were indicated as well as knowledge-based tools and supporting information technology were proposed.

Abstract:
Managing knowledge of research is one way to ensure just in time information and knowledge to support research strategist and activities. Unfortunately researcher found the vital research knowledge in IHL (Institutions of Higher Learning) are scattered, unstructured and unorganized. Aiming on lay aside conceptual foundations for understanding and developing OMS (Organizational Memory System) to facilitate research in IHL, this research revealed ten factors contributed to the needs of research in the IHL and seven internal challenges of IHL in promoting research to their academic members. This study then suggested a comprehensive support of managing research knowledge using Organizational Memory System (OMS). Eight OMS characteristics to support research were identified. Finally the initial work in designing OMS was projected using knowledge taxonomy. All analysis is derived from pertinent research paper related to research in IHL and OMS. Pedagogically, collocation is one of the error-provoking aspects in foreign language learning. This is indicative of the dire need to provide L2 learners with tools to help them improve their collocational knowledge. This paper pinpoints the role that collocations play in the English language. Furthermore, it presents pedagogical implications for ESL/EFL learners.

Teachers can operate the proposed system and obtain the information of specific students without any computer science background. Abstract:
A myriad of environmental issues face the Nigerian industrial region, resulting from; oil and gas production, mining, manufacturing and domestic wastes. Amidst these, much effort has been directed by stakeholders in the Nigerian oil producing regions, because of the impacts of the region on the wider Nigerian economy. Although collaborative environmental management has been noted as an effective approach in managing environmental issues, little attention has been given to the roles and practices of stakeholders in effecting a collaborative environmental management framework for the Nigerian oil-producing region. This paper produces a framework to expand and deepen knowledge relating to stakeholders aspects of collaborative roles in managing environmental issues in the Nigeria oil-producing region. The knowledge is derived from analysis of stakeholders’ practices – studied through multiple case studies using document analysis. Selected documents of key stakeholders – Nigerian government agencies, multi-national oil companies and host communities, were analyzed. Open and selective coding was employed manually during document analysis of data collected from the offices and websites of the stakeholders. The findings showed that the stakeholders have a range of roles, practices, interests, drivers and barriers regarding their collaborative roles in managing environmental issues. While they have interests for efficient resource use, compliance to standards, sharing of responsibilities, generating of new solutions, and shared objectives; there is evidence of major barriers and these include resource allocation, disjointed policy, ineffective monitoring, diverse socio- economic interests, lack of stakeholders’ commitment and limited knowledge sharing. However, host communities hold deep concerns over the collaborative roles of stakeholders for economic interests, particularly, where government agencies and multi-national oil companies are involved. With these barriers and concerns, a genuine stakeholders’ collaboration is found to be limited, and as a result, optimal environmental management practices and policies have not been successfully implemented in the Nigeria oil-producing region. A framework is produced that describes practices that characterize collaborative environmental management might be employed to satisfy the stakeholders’ interests. The framework recommends critical factors, based on the findings, which may guide a collaborative environmental management in the oil producing regions. The recommendations are designed to re-define the practices of stakeholders in managing environmental issues in the oil producing regions, not as something wholly new, but as an approach essential for implementing a sustainable environmental policy. Daily provision of high quality food and hygiene to patients is a challenging goal of the healthcare. In Saudi Arabia, matters related to food safety and hygiene are regulated by the Ministry of Health (MOH) and the Saudi Food and Drugs Authority (SFDA). The purpose of this research is to discuss the food safety management inconsistencies and flaws, in particular the ones related to Hazard Analysis and Critical Control Points (HACCP) in Riyadh’s MOH hospitals. As required by law, written HACCP regulations must be implemented, and food handlers need to receive the training accordingly. However, in Saudi hospitals, this is not a requirement, and the food handlers do not need to hold training certificates in food safety or HACCP. Nowadays, the matter of food safety and hygiene have become increasingly important since the decision makers want to align these regulations with the majority of the world and to implement HACCP fully and for this purpose, the SFDA was established.

Abstract:
Within the last years, several technologies have been developed to help building e-learning portals. Most of them follow approaches that deliver a vast amount of functionalities, suitable for class-like learning. The SuGI project, as part of the D-Grid (funded by the BMBF), targets on delivering a highly scalable and sustainable learning solution to provide materials (e.g. learning modules, training systems, webcasts, tutorials, etc.) containing knowledge about Grid computing to the D-Grid community. In this article, the process of the development of an e-learning portal focused on the requirements of this special user group is described. Furthermore, it deals with the conceptual and technical design of an e-learning portal, addressing the special needs of heterogeneous target groups. The main focus lies on the quality management of the software development process, Web templates for uploading new contents, the rich search and filter functionalities which will be described from a conceptual as well as a technical point of view. Specifically, it points out best practices as well as concepts to provide a sustainable solution to a relatively unknown and highly heterogeneous community.

Abstract:
The contemporary battlefield creates a demand for more costly and highly advanced munitions. Training personnel responsible for operations as well as immediate execution of combat tasks which engage real asset is unrealistic and economically not feasible. Owing to a wide array of exploited simulators and various types of imitators, it is possible to reduce the costs. One of the effective elements of training, which can be applied in the training of all service branches, is imitator of aerial targets. This research serves as an introduction to the commencement of design analysis over a real aerial target imitator. Within the project, the basic aerodynamic calculations were made, which enabled to determine its geometry, design layout, performance as well as mass balance of individual components. The conducted calculations of the parameters of flight characteristics come closer to the real performance of such Unmanned Aerial Vehicles.Keywords: Aerial target, aerodynamics, imitator, performance.
