9218 Smart Sustainable Cities: An Integrated Planning Approach towards Sustainable Urban Energy Systems, India

Abstract:

Cities denote instantaneously a challenge and an opportunity for climate change policy. Cities are the place where most energy services are needed because urbanization is closely linked to high population densities and concentration of economic activities and production (Urban energy demand). Consequently, it is critical to explain about the role of cities within the world-s energy systems and its correlation with the climate change issue. With more than half of the world-s population already living in urban areas, and that percentage expected to rise to 75 per cent by 2050, it is clear that the path to sustainable development must pass through cities. Cities expanding in size and population pose increased challenges to the environment, of which energy is part as a natural resource, and to the quality of life. Nowadays, most cities have already understood the importance of sustainability, both at their local scale as in terms of their contribution to sustainability at higher geographical scales. It requires the perception of a city as a complex and dynamic ecosystem, an open system, or cluster of systems, where the energy as well as the other natural resources is transformed to satisfy the needs of the different urban activities. In fact, buildings and transportation generally represent most of cities direct energy demand, i.e., between 60 per cent and 80 per cent of the overall consumption. Buildings, both residential and services are usually influenced by the local physical and social conditions. In terms of transport, the energy demand is also strongly linked with the specific characteristics of a city (urban mobility).The concept of a “smart city" builds on statistics as seven key axes of a city-s success in moving towards common platform (brain nerve)of sustainable urban energy systems. With the aforesaid knowledge, the authors have suggested a frame work to role of cities, as energy actors for smart city management. The authors have discusses the potential elements needed for energy in smart cities and also identified potential energy actions and relevant barriers. Furthermore, three levels of city smartness in cities actions to overcome market /institutional failures with a local approach are distinguished. The authors have made an attempt to conceive and implement concepts of city smartness by adopting the city or local government as nerve center through an integrated planning approach. Finally, concluding with recommendations for the organization of the Smart Sustainable Cities for positive changes of urban India.

9217 Time Overrun in Pre-Construction Planning Phase of Construction Projects

Abstract:

Construction industry plays a significant role in fulfilling the major requirements of the human being. It is one of the major constituents of every developed country. Although the construction industry of both the developing and developed countries encompasses a major part of the economy, and millions of rupees are utilized every year on various kinds of construction projects. But, this industry is facing numerous hurdles in terms of its budget and timely completion. Construction projects generally consist of several phases like planning, designing, execution, and finishing. This research study aims to determine the significant factors of time overrun in pre-construction planning (PCP) phase of construction projects in Pakistan. Questionnaires were distributed by various means and responses of respondents were compiled and collected data were then analyzed through a statistical technique using SPSS version 24. Major causes of time overrun in pre-construction planning phase; which is an extremely important phase of construction projects, were revealed. The research conclusion will provide a pathway for stakeholders to pay attention to the mentioned causes to overcome the major issue of time overrun.

9216 Classic and Heuristic Approaches in Robot Motion Planning A Chronological Review

Abstract:

This paper reviews the major contributions to the Motion Planning (MP) field throughout a 35-year period, from classic approaches to heuristic algorithms. Due to the NP-Hardness of the MP problem, heuristic methods have outperformed the classic approaches and have gained wide popularity. After surveying around 1400 papers in the field, the amount of existing works for each method is identified and classified. Especially, the history and applications of numerous heuristic methods in MP is investigated. The paper concludes with comparative tables and graphs demonstrating the frequency of each MP method's application, and so can be used as a guideline for MP researchers.

9215 An Integrated Planning Framework for Sustainable Tourism: Case Study of Tunisia

Tourism sector in Tunisia faces several problems that range from economic challenges to environmental degradation and social instability. These problems have been intensified because of the increased competition in the tourism market, the political instability, financial crises, and recently terrorism problems have aggravated the situation. As a consequence, a new framework that promotes sustainable tourism in the country and increases its competitiveness is urgently needed. Planning for sustainable tourism sector requires the integration of complex interactions between economic, social and environmental aspects. Sustainable tourism principles can be implemented with the help of Strategic Environmental Assessment (SEA) process, which ensures the full integration of economic, social and environmental considerations while planning for the tourism sector in Tunisia. Results of the paper have broad implications for policy makers and tourism professionals.

9214 Simplified Models to Determine Nodal Voltagesin Problems of Optimal Allocation of Capacitor Banks in Power Distribution Networks

Abstract:

This paper presents two simplified models to determine nodal voltages in power distribution networks. These models allow estimating the impact of the installation of reactive power compensations equipments like fixed or switched capacitor banks. The procedure used to develop the models is similar to the procedure used to develop linear power flow models of transmission lines, which have been widely used in optimization problems of operation planning and system expansion. The steady state non-linear load flow equations are approximated by linear equations relating the voltage amplitude and currents. The approximations of the linear equations are based on the high relationship between line resistance and line reactance (ratio R/X), which is valid for power distribution networks. The performance and accuracy of the models are evaluated through comparisons with the exact results obtained from the solution of the load flow using two test networks: a hypothetical network with 23 nodes and a real network with 217 nodes.

In order to get a clearer picture of the preferences of the major consumer groups, this stage should be based on extensive research, including a variety of interviews and surveys. It is necessary to know the key benefits, which determine customer satisfaction in the market segment, of the properties of certain goods and services. It is important to estimate the terms of these preferences from the viewpoint of the client. This article discusses the importance of customer satisfaction, and ways of assessing it.

9212 Planning Method Study on the Ecological Restrained Construction Area from the Perspective of Governance: A Case from Yangzijin, Yangzhou, China

Abstract:

The restrained construction zoning, an important part in the urban master plan, is a necessary planning tool to control the city sprawl, to guarantee the reservation implementation of the various types of protective elements, and to realize the storage of the essential urban spatial resources. Simultaneously, owing to the diverse constitutes of restrained construction area and the various stakeholders involved in, its planning requires an overall consideration of all elements from the perspective of coordination+, balance and practicability to deal with the problems and conflicts in this process. Taking Yangzijin Ecological Restrained Construction Area in Yangzhou as an example, this study analyzes all the potential actors, agencies and stakeholders in this restrained construction area, as well as the relevant conflicts between each other. Besides, this study tries to build up a planning procedure based on the framework of governance theory, and proposes a possible planning method that combines "rigidity" and "flexibility" to protect the ecological limitation boundary, to take every interest into account, and to promote economic development in a harmonious society.

9211 An Exploration of Sense of Place as Informative for Spatial Planning Guidelines: A Case Study of the Vredefort Dome World Heritage Site, South Africa

Abstract:

This paper explores the sense of place in the Vredefort Dome World Heritage site, South Africa, as an essential input for the formulation of spatial planning proposals for the area. Intangible aspects such as personal and symbolic meanings of sites are currently not integrated in spatial planning in South Africa. This may have a detrimental effect on local inhabitants who have a long history with the site and built up a strong place identity. Involving local inhabitants at an early stage of the planning process and incorporating their attitudes and opinions in future intervention in the area, may also contribute to the acceptance of the legitimacy of future policy. An interdisciplinary and mixed-method research approach was followed in this study in order to identify possible ways to anchor spatial planning proposals in the identity of the place. In essence, the qualitative study revealed that inhabitants reflect a deep and personal relationship with and within the area, which contributes significantly to their sense of emotional security and selfidentity. Results include a strong conservation-orientated attitude with regard to the natural rural character of the site, especially in the inner core.

9210 Auto-Parking System via Intelligent Computation Intelligence

Abstract:

In this paper, an intelligent automatic parking control method is proposed. First, the dynamical equation of the rear parking control is derived. Then a fuzzy logic control is proposed to perform the parking planning process. Further, a rear neural network is proposed for the steering control. Through the simulations and experiments, the intelligent auto-parking mode controllers have been shown to achieve the demanded goals with satisfactory control performance and to guarantee the system robustness under parametric variations and external disturbances. To improve some shortcomings and limitations in conventional parking mode control and further to reduce consumption time and prime cost.

9209 A System for Performance Evaluation of Embedded Software

Abstract:

Developers need to evaluate software's performance to make software efficient. This paper suggests a performance evaluation system for embedded software. The suggested system consists of code analyzer, testing agents, data analyzer, and report viewer. The code analyzer inserts additional code dependent on target system into source code and compiles the source code. The testing agents execute performance test. The data analyzer translates raw-level results data to class-level APIs for reporting viewer. The report viewer offers users graphical report views by using the APIs. We hope that the suggested tool will be useful for embedded-related software development,because developers can easily and intuitively analyze software's performance and resource utilization.

9208 Closing Africa’s Infrastructure Deficit: The Role of Gender Responsiveness in Urban Planning

Abstract:

Although urbanization in Africa has been characterized by fragile socio-economic successes, the sustainability of city infrastructure is now central to planning processes as a pathway to closing the deficit in terms of coverage and access. This paper builds on survey and interview data from Kampala city, to demonstrate how the principle gender responsiveness can inform improvements in urban infrastructure and service delivery. We discovered that women prefer infrastructure that combines living and working spaces for reduced labour and travel burdens between homes, markets, schools, and other urban spaces. Men’s conception of infrastructure needs on the other hand, mirrored public security and connectivity concerns along city streets and work places. However, the urban planning approach at city-level is guided by mainstream engineering and architectural designs that do not necessarily reflect the social context within which urban infrastructure influences gender roles and the attendant mobility needs. To address the challenge across cities of similar context, the paper concludes with a set of analytic steps on how the gendered influences on infrastructure-use can be considered in urban planning cycles.

9207 The Tag Authentication Scheme using Self-Shrinking Generator on RFID System

Abstract:

Since communications between tag and reader in RFID system are by radio, anyone can access the tag and obtain its any information. And a tag always replies with the same ID so that it is hard to distinguish between a real and a fake tag. Thus, there are many security problems in today-s RFID System. Firstly, unauthorized reader can easily read the ID information of any Tag. Secondly, Adversary can easily cheat the legitimate reader using the collected Tag ID information, such as the any legitimate Tag. These security problems can be typically solved by encryption of messages transmitted between Tag and Reader and by authentication for Tag. In this paper, to solve these security problems on RFID system, we propose the Tag Authentication Scheme based on self shrinking generator (SSG). SSG Algorithm using in our scheme is proposed by W.Meier and O.Staffelbach in EUROCRYPT-94. This Algorithm is organized that only one LFSR and selection logic in order to generate random stream. Thus it is optimized to implement the hardware logic on devices with extremely limited resource, and the output generating from SSG at each time do role as random stream so that it is allow our to design the light-weight authentication scheme with security against some network attacks. Therefore, we propose the novel tag authentication scheme which use SSG to encrypt the Tag-ID transmitted from tag to reader and achieve authentication of tag.

9206 Personnel Selection Based on Step-Wise Weight Assessment Ratio Analysis and Multi-Objective Optimization on the Basis of Ratio Analysis Methods

Abstract:

Personnel selection process is considered as one of the most important and most difficult issues in human resources management. At the stage of personnel selection, the applicants are handled according to certain criteria, the candidates are dealt with, and efforts are made to select the most appropriate candidate. However, this process can be more complicated in terms of the managers who will carry out the staff selection process. Candidates should be evaluated according to different criteria such as work experience, education, foreign language level etc. It is crucial that a rational selection process is carried out by considering all the criteria in an integrated structure. In this study, the problem of choosing the front office manager of a 5 star accommodation enterprise operating in Antalya is addressed by using multi-criteria decision-making methods. In this context, SWARA (Step-wise weight assessment ratio analysis) and MOORA (Multi-Objective Optimization on the basis of ratio analysis) methods, which have relatively few applications when compared with other methods, have been used together. Firstly SWARA method was used to calculate the weights of the criteria and subcriteria that were determined by the business. After the weights of the criteria were obtained, the MOORA method was used to rank the candidates using the ratio system and the reference point approach. Recruitment processes differ from sector to sector, from operation to operation. There are a number of criteria that must be taken into consideration by businesses in accordance with the structure of each sector. It is of utmost importance that all candidates are evaluated objectively in the framework of these criteria, after these criteria have been carefully selected in the selection of suitable candidates for employment. In the study, staff selection process was handled by using SWARA and MOORA methods together.

9205 Context Aware Navigation System for Using Public Transport on Smartphone

Abstract:

Recently, many web services to provide information for public transport are developed and released. They are optimized for mobile devices such a smartphone. We are also developing better path planning system for route buses and trains called “Bus-Net"[1]. However these systems only provide paths and related information before the user start moving. So we propose a context aware navigation to change the way to support public transport users. If we go to somewhere using many kinds of public transport, we have to know how to use them. In addition, public transport is dynamic system, and these have different characteristic by type. So we need information at real-time. Therefore we suggest the system that can support on user-s state. It has a variety of ways to help public transport users by each state, like turn-by-turn navigation. Context aware navigation will be able to reduce anxiety for using public transport.

9204 A Novel Solution Methodology for Transit Route Network Design Problem

Abstract:

Transit route Network Design Problem (TrNDP) is the most important component in Transit planning, in which the overall cost of the public transportation system highly depends on it. The main purpose of this study is to develop a novel solution methodology for the TrNDP, which goes beyond pervious traditional sophisticated approaches. The novelty of the solution methodology, adopted in this paper, stands on the deterministic operators which are tackled to construct bus routes. The deterministic manner of the TrNDP solution relies on using linear and integer mathematical formulations that can be solved exactly with their standard solvers. The solution methodology has been tested through Mandl’s benchmark network problem. The test results showed that the methodology developed in this research is able to improve the given network solution in terms of number of constructed routes, direct transit service coverage, transfer directness and solution reliability. Although the set of routes resulted from the methodology would stand alone as a final efficient solution for TrNDP, it could be used as an initial solution for meta-heuristic procedures to approach global optimal. Based on the presented methodology, a more robust network optimization tool would be produced for public transportation planning purposes.

In Korea, elements that decide the quality of residential environment are not only diverse, but show deviation as well. However, people do not consider these elements and instead, they try to settle the uniformed style of residential environment, which focuses on the construction development of apartment housing and business based plans. Recently, block-unit redevelopment is becoming the standout alternative plan of standardize redevelopment projects, but constructions become inefficient because of indefinite planning criteria.

 In conclusion, the following research is about analyzing and categorizing the development method and legal ground of redevelopment project district and plan determinant and applicable standard; the purpose of this study is to become a basis in compatible analysis of planning standards that will happen in the future.

Abstract:

When architecting an application, key nonfunctional requirements such as performance, scalability, availability and security, which influence the architecture of the system, are some times not adequately addressed. Performance of the application may not be looked at until there is a concern. There are several problems with this reactive approach. If the system does not meet its performance objectives, the application is unlikely to be accepted by the stakeholders. This paper suggests an approach for performance modeling for web based J2EE and .Net applications to address performance issues early in the development life cycle. It also includes a Performance Modeling Case Study, with Proof-of-Concept (PoC) and implementation details for .NET and J2EE platforms.

9200 Linking OpenCourseWares and Open Education Resources: Creating an Effective Search and Recommendation System

With a growing number of digital libraries and other open education repositories being made available throughout the world, effective search and retrieval tools are necessary to access the desired materials that surpass the effectiveness of traditional, allinclusive search engines. This paper discusses the design and use of Folksemantic, a platform that integrates OpenCourseWare search, Open Educational Resource recommendations, and social network functionality into a single open source project. The paper describes how the system was originally envisioned, its goals for users, and data that provides insight into how it is actually being used. Data sources include website click-through data, query logs, web server log files and user account data. Based on a descriptive analysis of its current use, modifications to the platform's design are recommended to better address goals of the system, along with recommendations for additional phases of research.

9199 Making Businesses Work Smarter with Mobile Business Intelligence

Through the course of this paper we outline how mobile Business Intelligence (m-BI) can help businesses to work smarter and to improve their agility. When we analyze the industry from the usage perspective or how interaction with the enterprise BI system happens via mobile devices, we may easily understand that there are two major types of mobile BI: passive and active. Active mobile BI gives provisions for users to interact with the BI systems on-the-fly. Active mobile business intelligence often works as a combination of both “push and pull" techniques. Some mistakes were done in the up-to-day progress of mobile technologies and mobile BI, as well as some problems that still have to be resolved. We discussed in the paper rather broadly.

9198 Quantifying Landscape Connectivity: A GIS-based Approach

Abstract:

Landscape connectivity combines a description of the physical structure of the landscape with special species- response to that structure, which forms the theoretical background of applying landscape connectivity principles in the practices of landscape planning and design. In this study, a residential development project in the southern United States was used to explore the meaning of landscape connectivity and its application in town planning. The vast rural landscape in the southern United States is conspicuously characterized by the hedgerow trees or groves. The patchwork landscape of fields surrounded by high hedgerows is a traditional and familiar feature of the American countryside. Hedgerows are in effect linear strips of trees, groves, or woodlands, which are often critical habitats for wildlife and important for the visual quality of the landscape. Based on geographic information system (GIS) and statistical analysis (FRAGSTAT), this study attempts to quantify the landscape connectivity characterized by hedgerows in south Alabama where substantial areas of authentic hedgerow landscape are being urbanized due to the ever expanding real estate industry and high demand for new residential development. The results of this study shed lights on how to balance the needs of new urban development and biodiversity conservation by maintaining a higher level of landscape connectivity, thus will inform the design intervention.

9197 An Improved GA to Address Integrated Formulation of Project Scheduling and Material Ordering with Discount Options

Abstract:

Concurrent planning of the resource constraint project scheduling and material ordering problems have received significant attention within the last decades. Hence, the issue has been investigated here with the aim to minimize total project costs. Furthermore, the presented model considers different discount options in order to approach the real world conditions. The incorporated alternatives consist of all-unit and incremental discount strategies. On the other hand, a modified version of the genetic algorithm is applied in order to solve the model for larger sizes, in particular. Abstract:

Through the analysis of the process digital design based on digital mockup, the fact indicates that a distributed cooperative supporting environment is the foundation conditions to adopt design approach based on DMU. Data access authorization is concerned firstly because the value and sensitivity of the data for the enterprise. The access control for administrators is often rather weak other than business user. So authors established an enhanced system to avoid the administrators accessing the engineering data by potential approach and without authorization. Thus the data security is improved.

9195 A Multi-Objective Optimization Model to the Integrating Flexible Process Planning And Scheduling Based on Modified Particle Swarm Optimization Algorithm (MPSO)

Abstract:

Process planning and production scheduling play important roles in manufacturing systems. In this paper a multiobjective mixed integer linear programming model is presented for the integrated planning and scheduling of multi-product. The aim is to find a set of high-quality trade-off solutions. This is a combinatorial optimization problem with substantially large solution space, suggesting that it is highly difficult to find the best solutions with the exact search method. To account for it, a PSO-based algorithm is proposed by fully utilizing the capability of the exploration search and fast convergence. To fit the continuous PSO in the discrete modeled problem, a solution representation is used in the algorithm. The numerical experiments have been performed to demonstrate the effectiveness of the proposed algorithm.

9194 Self-Organizing Maps in Evolutionary Approachmeant for Dimensioning Routes to the Demand

Abstract:

We present a non standard Euclidean vehicle routing problem adding a level of clustering, and we revisit the use of self-organizing maps as a tool which naturally handles such problems. We present how they can be used as a main operator into an evolutionary algorithm to address two conflicting objectives of route length and distance from customers to bus stops minimization and to deal with capacity constraints. We apply the approach to a real-life case of combined clustering and vehicle routing for the transportation of the 780 employees of an enterprise. Basing upon a geographic information system we discuss the influence of road infrastructures on the solutions generated.

9193 Decision Making under Strict Uncertainty: Case Study in Sewer Network Planning

Abstract:

In decision making under strict uncertainty, decision makers have to choose a decision without any information about the states of nature. The classic criteria of Laplace, Wald, Savage, Hurwicz and Starr are introduced and compared in a case study of sewer network planning. Furthermore, results from different criteria are discussed and analyzed. Moreover, this paper discusses the idea that decision making under strict uncertainty (DMUSU) can be viewed as a two-player game and thus be solved by a solution concept in game theory: Nash equilibrium.

9192 Effect of Multiple Taxation on Investments in Small and Medium Enterprises in Enugu State, Nigeria

Abstract:

Some investors prefer to keep their money in the bank rather than invest in Small and Medium Enterprise (SME) due to the high cost of running small and medium scale enterprise in Enugu State. This cost primarily concerns multiple-taxation, enormous tax burdens, levies and charges. This study examines the effect of multiple-taxation on the investments in SMEs. The study used survey design with SME population of 80. Questionnaire was used to collect data. Simple percentages/frequencies were used to analyze the data and the research hypotheses were tested with ANOVA. It was found that multiple taxation has negative effect on SMEs investment. Furthermore, the relationship between SMEs investment and its ability to pay tax is significant. The researcher recommends that government should develop a tax policy that considers the enhancement of SMEs’ capital allowance when imposing taxes. Government should also consider a tax policy that encourages investment in SMEs by consolidating all taxes in one slot and latter disseminate to various government purses rather than having many closely related but different taxes at the same time.

9191 Spatial Data Science for Data Driven Urban Planning: The Youth Economic Discomfort Index for Rome

Abstract:

Today, a consistent segment of the world’s population lives in urban areas, and this proportion will vastly increase in the next decades. Therefore, understanding the key trends in urbanization, likely to unfold over the coming years, is crucial to the implementation of sustainable urban strategies. In parallel, the daily amount of digital data produced will be expanding at an exponential rate during the following years. The analysis of various types of data sets and its derived applications have incredible potential across different crucial sectors such as healthcare, housing, transportation, energy, and education. Nevertheless, in city development, architects and urban planners appear to rely mostly on traditional and analogical techniques of data collection. This paper investigates the prospective of the data science field, appearing to be a formidable resource to assist city managers in identifying strategies to enhance the social, economic, and environmental sustainability of our urban areas. The collection of different new layers of information would definitely enhance planners' capabilities to comprehend more in-depth urban phenomena such as gentrification, land use definition, mobility, or critical infrastructural issues. Specifically, the research results correlate economic, commercial, demographic, and housing data with the purpose of defining the youth economic discomfort index. The statistical composite index provides insights regarding the economic disadvantage of citizens aged between 18 years and 29 years, and results clearly display that central urban zones and more disadvantaged than peripheral ones. The experimental set up selected the city of Rome as the testing ground of the whole investigation. The methodology aims at applying statistical and spatial analysis to construct a composite index supporting informed data-driven decisions for urban planning.

9190 A Study of Replacement Policies for Warranty Products with Different Failure Rate

Abstract:

This paper provides a replacement policy for warranty products with different failure rate from the consumer-s viewpoint. Assume that the product is replaced once within a finite planning horizon, and the failure rate of the second product is lower than the failure rate of the first product. Within warranty period (WP), the failed product is corrected by minimal repair without any cost to the consumers. After WP, the failed product is repaired with a fixed repair cost to the consumers. However, each failure incurs a fixed downtime cost to the consumers over a finite planning horizon. In this paper, we derive the model of the expected total disbursement cost within a finite planning horizon and some properties of the optimal replacement policy under some reasonable conditions are obtained. Finally, numerical examples are given to illustrate the features of the optimal replacement policy under various maintenance costs.

9189 Impact of Quality Assurance Mechanisms on the Work Efficiency of Staff in the Educational Space of Georgia

Abstract:

At this stage, Georgia is a country which is actively involved in the European integration process, for which the primary priority is effective integration in the European education system. The modern Georgian higher education system is the process of establishing a new sociocultural reality, whose main priorities are determined by the Quality System as a continuous cycle of planning, implementation, checking and acting. Obviously, in this situation, the issue of management of education institutions comes out in the foreground, since the proper planning and implementation of personnel management processes is one of the main determinants of the company's performance. At the same time, one of the most important factors is the psychological comfort of the personnel, ensuring their protection and efficiency of stress management policy.

The purpose of this research is to determine how intensely the relationship is between the psychological comfort of the personnel and the efficiency of the quality system in the institution as the quality assurance mechanisms of educational institutions affect the stability of personnel, prevention and management of the stressful situation. The research was carried out within the framework of the Internal Grant Project «The Role of Organizational Culture in the Process of Settlement of Management of Stress and Conflict, Georgian Reality and European Experience » of the Batumi Navigation Teaching University, based on the analysis of the survey results of target groups. The small-scale research conducted by us has revealed that the introduction of quality assurance system and its active implementation increased the quality of management of Georgian educational institutions, increased the level of universal engagement in internal and external processes and as a result, it has improved the quality of education as well as social and psychological comfort indicators of the society.
