1518 Allocation of Mobile Units in an Urban Emergency Service System

Abstract:
In an urban area the location allocation of emergency services mobile units, such as ambulances, police patrol cars must be designed so as to achieve a prompt response to demand locations. In this paper the partition of a given urban network into distinct sub-networks is performed such that the vertices in each component are close and simultaneously the sums of the corresponding population in the sub-networks are almost uniform. The objective here is to position appropriately in each sub-network a mobile emergency unit in order to reduce the response time to the demands. A mathematical model in framework of graph theory is developed. In order to clarify the corresponding method a relevant numerical example is presented on a small network.

Abstract:
The non-profit sector has been heavily rising with the rise of sustainable development in developed and developing countries. Most economies are putting high pressure on this sector, believing that nongovernmental organizations (NGOs) are one of the main rescues during crises worldwide. However, with the rising number of those NGOs comes their incapability of sustaining their performance and fundraising. Additionally, donors who are considered the key partners for those organizations have become knowledgeable about this sector which made them more demanding, putting high pressure on those organizations to believe that there must be a valuable return for the economy in order to donate. This research aims to study the impact of a sustainable strategic planning model on raising loyal donors; the proposed model of this research presents several independent variables determining their impact on donors' intention to become loyal.

Abstract:
In this experiment Polystyrene/Zinc-oxide (PS/ZnO) nanocomposite fibers were produced by electrospinning technique using limonene as a green solvent. First, the morphology of electrospun pure polystyrene (PS) and PS/ZnO nanocomposite fibers investigated by SEM. Results showed the PS fiber diameter decreased by increasing concentration of Zinc Oxide nanoparticles (ZnO NPs). Thermo Gravimetric Analysis (TGA) results showed thermal stability of nanocomposites increased by increasing ZnO NPs in PS electrospun fibers. Considering Differential Scanning Calorimeter (DSC) thermograms for electrospun PS fibers indicated that introduction of ZnO NPs into fibers affects the glass transition temperature (Tg) by reducing it. Also, UV protection properties of nanocomposite fibers were increased by increasing ZnO concentration. Evaluating the effect of metal oxide NPs amount on mechanical properties of electrospun layer showed that tensile strength and elasticity modulus of the electrospun layer of PS increased by addition of ZnO NPs. X-ray diffraction (XRD) pattern of nanopcomposite fibers confirmed the presence of NPs in the samples.

Abstract:
Intermediate cities which also called medium size cities have an important role in the process of globalization. It is argued that, in some cases this type of cities may be depopulated or in otherwise may be transformed as the periphery of metropolitans, so that the personal identity of the city and its local cultural heritage could suffer from its neighbor metropolitan. Over the last decades, the role of tourism in the development process and the cultural heritage has increased. The impact of tourism on socioeconomic growth makes motivation for the study of tourism development in regional and urban planning process. There are evidences that tourism has a positive impact in local development and makes economic motivations for cultural heritage protection. In this study, by considering the role of tourism in local development, especially by its economic and socio-cultural impacts, it is tried to introduce a strategy for tourism development through a method of urban planning for intermediate cities called as Base plan. Damavand is an intermediate city located in Tehran province, Iran with a high potential in tourism by its local specific characteristic like social structure, antiquities and natural attractions. It’s selected as a suitable case study for intended strategy which is a combination of urban planning and tourism development methods. Focusing on recognition of the historical and cultural heritage of Damavand, in this paper through “base plan methodology” a strategy of urban planning toward tourism development is prepared in order to make tourism development as a support for cultural heritage of this city.Keywords: Urban planning, tourism, cultural heritage, intermediate cities.

Abstract:
The research explored the effect of morphemic analysis awareness on ESL secondary school students’ vocabulary acquisition. The quasi-experimental study was conducted with 100 ESL secondary school students in two experimental groups (inflectional and derivational) and one control group. The students’ vocabulary acquisition was assessed through two measures: Morph-Analysis Test and Morph-Vocabulary Test in the pretest and posttest before and after an intervention programme. Results of ANCOVA revealed that both the experimental groups achieved a significant score in Morph- Analysis Test and Vocabulary-Morphemic Test. However, the inflectional group obtained a fairly higher score than the derivational group. Thus, the findings of the research are discussed in two main areas. First, individual instructions of two types of morphemic awareness have contributed significant results on inflectional and derivational awareness among the ESL secondary school students. Nevertheless, derivational morphology achieved a significant but relatively smaller amount of effect on secondary school students’ morphological awareness compared to inflectional morphology in this research. Second finding showed that the awareness of inflectional and derivational morphology was found significantly related to vocabulary achievement of ESL secondary school students. Nevertheless, inflectional morphemic awareness had higher significant effect on ESL secondary school students’ vocabulary acquisition. Despite these findings, the study implies that morphemic analysis awareness can serve as an alternative strategy for ESL secondary school students in acquiring English vocabulary.

Abstract:
In the present study, an attempt was made to state the Land Use Land Cover (LULC) transformation over three decades around the urban regions of Balıkesir, Bursa, and Çanakkale provincial centers (PCs) in Turkey. Landsat imageries acquired in 1984, 1999 and 2014 were used to determine the LULC change. Images were classified using the supervised classification technique and five main LULC classes were considered including forest (F), agricultural land (A), residential area (urban) - bare soil (R-B), water surface (W), and other (O). Change detection analyses were conducted for 1984-1999 and 1999-2014, and the results were evaluated. Conversions of LULC types to R-B class were investigated. In addition, population changes (1985-2014) were assessed depending on census data, the relations between population and the urban areas were stated, and future populations and urban area needs were forecasted for 2030. The results of LULC analysis indicated that urban areas, which are covered under R-B class, were expanded in all PCs. During 1984-1999 R-B class within Balıkesir, Bursa and Çanakkale PCs were found to have increased by 7.1%, 8.4%, and 2.9%, respectively. The trend continued in the 1999-2014 term and the increment percentages reached to 15.7%, 15.5%, and 10.2% at the end of 30-year period (1984-2014). Furthermore, since A class in all provinces was found to be the principal contributor for the R-B class, urban sprawl lead to the loss of agricultural lands. Moreover, the areas of R-B classes were highly correlated with population within all PCs (R2>0.992). Depending on this situation, both future populations and R-B class areas were forecasted. The estimated values of increase in the R-B class areas for Balıkesir, Bursa, and Çanakkale PCs were 1,586 ha, 7,999 ha and 854 ha, respectively. Due to this fact, the forecasted values for 2,030 are 7,838 ha, 27,866, and 2,486 ha for Balıkesir, Bursa, and Çanakkale, and thus, 7.7%, 8.2%, and 9.7% more R-B class areas are expected to locate in PCs in respect to the same order.Keywords: Landsat, LULC change, population, urban sprawl.

Abstract:
This paper deals with stakeholders’ decisions within energy neutral urban redevelopment processes. The decisions of these stakeholders during the process will make or break energy neutral ambitions. An extensive form of game theory model gave insight in the behavioral differences of stakeholders regarding energy neutral ambitions and the effects of the changing legislation. The results show that new legislation regarding spatial planning slightly influences the behavior of stakeholders. An active behavior of the municipality will still result in the best outcome. Nevertheless, the municipality becomes more powerful when acting passively and can make the use of planning tools to provide governance towards energy neutral urban redevelopment. Moreover, organizational support, recognizing the necessity for energy neutrality, keeping focused and collaboration among stakeholders are crucial elements to achieve the objective of an energy neutral urban (re)development.

Abstract:
Composites based on a biodegradable polycaprolactone (PCL) containing 0.5, 1.0 and 2.0 wt % of titanium dioxide (TiO2) micro and nanoparticles were prepared by melt mixing and the effect of filler type and contents on the thermal properties, dynamic-mechanical behaviour and morphology were investigated. Measurements of storage modulus and loss modulus by dynamic mechanical analysis (DMA) showed better results for microfilled PCL/TiO2 composites than nanofilled composites, with the same filler content. DSC analysis showed that the Tg and Tc of micro and nanocomposites were slightly lower than those of neat PCL. The crystallinity of the PCL increased with the addition of TiO2 micro and nanoparticles; however, the cc for the PCL was unchanged with micro TiO2 content. The thermal stability of PCL/TiO2 composites were characterized using thermogravimetric analysis (TGA). The initial weight loss (5 wt %) occurs at slightly higher temperature with micro and nano TiO2 addition and with increasing TiO2 content.

This paper presents an innovative computer system that contributes to sustainable development of the enterprise. The research refers to a rethinking of traditional systems of collaboration and risk assessment, present in any organization, leading to a sustainable enterprise. This concept integrates emerging tools that allow the implementation and exploitation of the collective intelligence of the enterprise, allowing the exchange of contextual, agile and simplified information, and collaboration with networks of customers and partners in an environment where risks are controlled. Risk assessment is done in a systemic way: the enterprise as the system compared to the contained departments and the enterprise as a subsystem compared to: families of international standards and sustainability-s responsibilities. The enterprise, in this systemic vision, responds to the requirements that any existing system to operate continuously in an indefinite future without reaching key resource depletion. Abstract:
Climate change is seriously threatening human security and development, leading to global warming and economic, political, and social chaos. Many artists have created visual responses that challenge perceptions on climate change, actively guiding people to think about the climate issues and potential crises after urban industrialization and explore positive solutions. This project is an interdisciplinary and intertextual study where art practice is informed by culture, philosophy, psychology, ecology, and science. By correlating theory and artistic practice, it studies how art practice creates a visual way of understanding climate issues and uses art as a way of exploring speculative futures. In the context of practical-based research, arts-based practice as research and creative practice as interdisciplinary research are applied alternately to seek the original solution and new knowledge. Through creative art practice, this project has established visual ways of looking at climate change and has developed it into a model to generate more possibilities, an alternative social imagination. It not only encourages people to think and find a sustainable speculative future conducive to all species but also proves that people have the ability to realize positive futures.

Abstract:
Urban regeneration projects have been actively promoted in Korea. In particular, Jeonju Hanok Village is evaluated as one of representative cases in terms of utilizing local cultural heritage sits in the urban regeneration project. However, recently, there has been a growing concern in this area, due to the ‘gentrification’, caused by the excessive commercialization and surging tourists. This trend was changing land and building use and resulted in the loss of identity of the region. In this regard, this study analyzed the land use transformation between 2010 and 2016 to identify the commercialization trend in Jeonju Hanok Village. In addition, it conducted SNS big data analysis on Jeonju Hanok Village from February 14th, 2016 to March 31st, 2016 to identify visitors’ awareness of the village. The study results demonstrate that rapid commercialization was underway, unlikely the initial intention, so that planners and officials in city government should reconsider the project direction and rebuild deliberate management strategies. This study is meaningful in that it analyzed the land use transformation and SNS big data to identify the current situation in urban regeneration area. Furthermore, it is expected that the study results will contribute to the vitalization of regeneration area.

Abstract:
one of the significant factors for improving the accuracy of Land Surface Temperature (LST) retrieval is the correct understanding of the directional anisotropy for thermal radiance. In this paper, the multiple scattering effect between heterogeneous non-isothermal surfaces is described rigorously according to the concept of configuration factor, based on which a directional thermal radiance model is built, and the directional radiant character for urban canopy is analyzed. The model is applied to a simple urban canopy with row structure to simulate the change of Directional Brightness Temperature (DBT). The results show that the DBT is aggrandized because of the multiple scattering effects, whereas the change range of DBT is smoothed. The temperature difference, spatial distribution, emissivity of the components can all lead to the change of DBT. The “hot spot" phenomenon occurs when the proportion of high temperature component in the vision field came to a head. On the other hand, the “cool spot" phenomena occur when low temperature proportion came to the head. The “spot" effect disappears only when the proportion of every component keeps invariability. The model built in this paper can be used for the study of directional effect on emissivity, the LST retrieval over urban areas and the adjacency effect of thermal remote sensing pixels.Keywords: Directional thermal radiance, multiple scattering, configuration factor, urban canopy, hot spot effect

Abstract:
It is an indispensible strategy to adopt greenery approach on architectural bases so as to improve ecological habitats, decrease heat-island effect, purify air quality, and relieve surface runoff as well as noise pollution, all of which are done in an attempt to achieve sustainable environment. How we can do with plant design to attain the best visual quality and ideal carbon dioxide fixation depends on whether or not we can appropriately make use of greenery according to the nature of architectural bases. To achieve the goal, it is a need that architects and landscape architects should be provided with sufficient local references. Current greenery studies focus mainly on the heat-island effect of urban with large scale. Most of the architects still rely on people with years of expertise regarding the adoption and disposition of plantation in connection with microclimate scale. Therefore, environmental design, which integrates science and aesthetics, requires fundamental research on landscape environment technology divided from building environment technology. By doing so, we can create mutual benefits between green building and the environment. This issue is extremely important for the greening design of the bases of green buildings in cities and various open spaces. The purpose of this study is to establish plant selection and allocation strategies under different building sunshade levels. Initially, with the shading of sunshine on the greening bases as the starting point, the effects of the shades produced by different building types on the greening strategies were analyzed. Then, by measuring the PAR (photosynthetic active radiation), the relative DLI (daily light integral) was calculated, while the DLI Map was established in order to evaluate the effects of the building shading on the established environmental greening, thereby serving as a reference for plant selection and allocation. The discussion results were to be applied in the evaluation of environment greening of greening buildings and establish the “right plant, right place” design strategy of multi-level ecological greening for application in urban design and landscape design development, as well as the greening criteria to feedback to the eco-city greening buildings.Keywords: Daily light integral, plant design, urban open space.

Open urban public spaces comprise an important element for the development of social, cultural and economic activities of the population in the modern cities. These spaces are also considered regulators of the region-s climate conditions, providing better thermal, visual and auditory conditions which can be optimized by the application of appropriate strategies of bioclimatic design. The paper focuses on the analysis and evaluation of the recent unification of the open spaces in the centre of Xanthi, a medium – size city in northern Greece, from a bioclimatic perspective, as well as in the creation of suitable methodology. Abstract:
Sustainability is a very important and heavily discussed subject, expanding through tourism as well. The study proposition was to collect data and present it to the competent bodies so they can mold their public policies to improve the conditions of the site. It was hypothesized that the lack of data is currently affecting the quality of life and the sustainable development of the site and the tourism. The research was held in Mateiros, a city in the state of Tocantins (TO)/Brasil near Palmas, its capital city. Because of the concentration of tourists during the high season and several tourist attractions being around, the research took place in Mateiros. The methodological procedure had a script of theoretical construction and investigation of the deductive scientific method parameters through a case study in the Jalapão/TO/Brazil region, using it as a tool for a questionnaire given to the competent bodies in an interview system with the UN sustainability indexes as a base. In the three sustainable development scope: environmental, social and economic, the results indicated that the data presented by the interviewed were scarce or nonexistent. It shows that more research is necessary, providing the tools for the ones responsible to propose action plans to improve the site, strengthening the tourism and making it even more sustainable.Keywords: Jalapão/Brazil State Park, sustainable tourism, UN sustainability indexes.

Abstract:
In this work, a bleached well cotton sample was dyed with reactive yellow105 dye and subsequently, the dyed sample was exposed to the plasma condition containing Nitrogen gas at 1 and 5 minutes of plasma exposure time, respectively. The effect of plasma on surface morphology fabric was studied by Scanning Electronic Microscope (SEM). CIELab, K/S, and %R of samples (treated and untreated samples) were measured by a reflective spectrophotometer, and consequently, the experiments show that the sample dyed with Reactive yellow 105 after being washed, with the increase in the operation time of plasma, its dye fastness decreases. In addition, the increase in plasma operation time at constant pressure would increase the destructing effect on the surface morphology of samples dyed with reactive yellow105.

With the advancement of the economy, technology promotes online teaching, and learning has become one of the common features in the educational field. Meanwhile, the dramatic expansion of the online environment provides opportunities for more learners, including second language learners. A greater command of vocabulary improves students’ learning capacity, and word acquisition and development play a critical role in learning. Furthermore, the Word Wall is an effective tool to improve students’ knowledge of words, which works for a wide range of age groups. Therefore, this study is going to use the Word Wall as an intervention to examine whether it can bring some memorization changes in an online English language class for a second language learner based on the word morphology method. The participant will take ten courses in the experiment as it plans. The findings show that the Word Wall activity plays a slight role in improving word memorizing, but it does affect instant memorization. If longer periods and more comprehensive designs of research can be applied, it is expected to have more value.

This paper presents comparative emission study of newly introduced gasoline/LPG bifuel automotive engine in Indian market. Emissions were tested as per LPG-Bharat stage III driving cycle. Emission tests were carried out for urban cycle and extra urban cycle. Total time for urban and extra urban cycle was 1180 sec. Engine was run in LPG mode by using conversion system. Emissions were tested as per standard procedure and were compared. Corrected emissions were computed by deducting ambient reading from sample reading. Paper describes detail emission test procedure and results obtained. CO emissions were in the range of38.9 to 111.3 ppm. HC emissions were in the range of 18.2 to 62.6 ppm. Nox emissions were 08 to 3.9 ppm and CO2 emissions were from 6719.2 to 8051 ppm. Paper throws light on emission results of LPG vehicles recently introduced in Indian automobile market. Abstract:
The impact of noise upon live quality has become an important aspect to make both urban and environmental policythroughout Europe and in Turkey. Concern over the quality of urban environments, including noise levels and declining quality of green space, is over the past decade with increasing emphasis on designing livable and sustainable communities. According to the World Health Organization, noise pollution is the third most hazardous environmental type of pollution which proceeded by only air (gas emission) and water pollution. The research carried out in two phases, the first stage of the research noise and plant types providing the suction of noise was evaluated through literature study and at the second stage, definite types (Juniperus horizontalis L., Spirea vanhouetti Briot., Cotoneaster dammerii C.K., Berberis thunbergii D.C., Pyracantha coccinea M. etc.) were selected for the city of Konya. Trials were conducted on the highway of Konya. The biggest value of noise reduction was 6.3 dB(A), 4.9 dB(A), 6.2 dB(A) value with compared to the control which includes the group that formed by the bushes at the distance of 7m, 11m, 20m from the source and 5m, 9m, 20m of plant width, respectively. In this paper, definitions regarding to noise and its sources were made and the precautions were taken against to noise that mentioned earlier with the adverse effects of noise. Abstract:
Knowledge is a key asset for any organisation to sustain competitive advantages, but it is difficult to identify and represent knowledge which is needed to perform activities in business processes. The effective knowledge management and support for relevant business activities definitely gives a huge impact to the performance of the organisation as a whole. This is because that knowledge have the functions of directing, coordinating and controlling actions within business processes. The study has introduced organisational morphology, a norm-based approach by applying semiotic theories which emphasise on the representation of knowledge in norms. This approach is concerned with the identification of activities into three categories: substantive, communication and control activities. All activities are directed by norms; hence three types of norms exist; each is associated to a category of activities. The paper describes the approach briefly and illustrates the application of this approach through a case study of academic activities in higher education institutions. With the development of technology, the growing trend of fast and safe passenger transport, air pollution, traffic congestion, increase in problems such as the increasing population and the high cost of private vehicle usage made many cities around the world with a population of more or less, start to build rail systems as a means of urban transport in order to ensure the economic and environmental sustainability and more efficient use of land in the city. The implementation phase of rail systems costs much more than other public transport systems. However, social and economic returns in the long term made these systems the most popular investment tool for planned and developing cities. In our country, the purpose, goals and policies of transportation plans are away from integrity, and the problems are not clearly detected. Also, not defined and incomplete assessment of transportation systems and insufficient financial analysis are the most important cause of failure. Abstract:
In most cities in the world, traffic has increased strongly over the last decades, causing high levels of congestion and deteriorating inner-city air quality. This study analyzes the impact of connected and automated vehicles (CAVs) on traffic performance and greenhouse gas (GHG) emissions under different CAV penetration rates in mixed fleet environments of CAVs and driver-operated vehicles (DOVs) and under three different traffic demand levels. Utilizing meso-scale traffic simulations of the City of Ottawa, Canada, the research evaluates the traffic performance of three distinct CAV driving behaviors—Cautious, Normal, and Aggressive—at penetration rates of 25%, 50%, 75%, and 100%, across three different traffic demand levels. The study employs advanced correlation models to estimate GHG emissions. The results reveal that Aggressive and Normal CAVs generally reduce traffic congestion and GHG emissions, with their benefits being more pronounced at higher penetration rates (50% to 100%) and elevated traffic demand levels. On the other hand, Cautious CAVs exhibit an increase in both traffic congestion and GHG emissions. However, results also show deteriorated traffic flow conditions when introducing 25% penetration rates of any type of CAVs. Aggressive CAVs outperform all other driving at improving traffic flow conditions and reducing GHG emissions. The findings of this study highlight the crucial role CAVs can play in enhancing urban traffic performance and mitigating the adverse impact of transportation on the environment. This research advocates for the adoption of effective CAV-related policies by regulatory bodies to optimize traffic flow and reduce GHG emissions. By providing insights into the impact of CAVs, this study aims to inform strategic decision-making and stimulate the development of sustainable urban mobility solutions.

Pedestrians are the fourth group among road traffic users that most suffer accidents. Their death rate is even higher than the motorcyclists group. This gives motivation for the development of an urban vehicle capable of complying with the United Nations Economic Commission for Europe pedestrian regulations. The conceptual vehicle is capable of transporting two passengers and small parcels for 100 km at a maximum speed of 90 km/h. This paper presents the design of this vehicle using the finite element method specially in connection with frontal crash test and car to pedestrian collision. Complexity, as a theoretical background has made it easier to understand and explain the features and dynamic behavior of various complex systems. As the common theoretical background has confirmed, borrowing the terminology for design from the natural sciences has helped to control and understand urban complexity. Phenomena like self-organization, evolution and adaptation are appropriate to describe the formerly inaccessible characteristics of the complex environment in unpredictable bottomup systems. Increased computing capacity has been a key element in capturing the chaotic nature of these systems. A paradigm shift in urban planning and architectural design has forced us to give up the illusion of total control in urban environment, and consequently to seek for novel methods for steering the development. New methods using dynamic modeling have offered a real option for more thorough understanding of complexity and urban processes. At best new approaches may renew the design processes so that we get a better grip on the complex world via more flexible processes, support urban environmental diversity and respond to our needs beyond basic welfare by liberating ourselves from the standardized minimalism. A complex system and its features are as such beyond human ethics. Self-organization or evolution is either good or bad. Their mechanisms are by nature devoid of reason. They are common in urban dynamics in both natural processes and gas. They are features of a complex system, and they cannot be prevented. Yet their dynamics can be studied and supported. The paradigm of complexity and new design approaches has been criticized for a lack of humanity and morality, but the ethical implications of scientific or computational design processes have not been much discussed. It is important to distinguish the (unexciting) ethics of the theory and tools from the ethics of computer aided processes based on ethical decisions. Urban planning and architecture cannot be based on the survival of the fittest; however, the natural dynamics of the system cannot be impeded on grounds of being “non-human". In this paper the ethical challenges of using the dynamic models are contemplated in light of a few examples of new architecture and dynamic urban models and literature. Platform economy is a peer-to-peer model of distributing resources facilitated by community-based digital platforms. In recent years, digital platforms are rapidly reconfiguring the public realm using hyper-personalisation techniques. This paper aims at investigating how urban planning can leapfrog into the digital age to help relieve the rising tension of the global issue of labour flow; it discusses the means to transfer techniques of hyper-personalisation into urban planning for plasticity using platform technologies. This research first denotes the limitations of the current system of urban residency, where the system maintains itself on the circulation of documents, which are data on paper. Then, this paper tabulates how some of the institutions around the world, both public and private, digitise data, and streamline communications between a network of systems and citizens using platform technologies. Subsequently, this paper proposes ways in which hyper-personalisation can be utilised to form a digital planning platform. Finally, this paper concludes by reviewing how the proposed strategy may help to open up new ways of thinking about how we affiliate ourselves with cities.

This study focuses on an evaluation of Hokkaido which is the northernmost and largest prefecture by surface area in Japan and particularly on two points: the rivalry between all kinds of land use such as urban land and agricultural and forestry land in various cities and their surrounding areas and the possibilities for forestry biomass in areas other than those mentioned above and grasps which areas require examination of the nature of land use control and guidance through conducting land use analysis at the district level using GIS (Geographic Information Systems). The results of analysis in this study demonstrated that it is essential to divide the whole of Hokkaido into two areas: those within delineated city planning areas and those outside of delineated city planning areas and to conduct an evaluation of each land use control. In delineated urban areas, particularly urban areas, it is essential to re-examine land use from the point of view of compact cities or smart cities along with conducting an evaluation of land use control that focuses on issues of rivalry between all kinds of land use such as urban land and agricultural and forestry land.
