6918 Analysis on the Decision-Making Model of Private Sector Companies in PPP Projects

Abstract:
Successful public-private-partnership (PPP) implementation can not be achieved without the active participation of private sector companies. This paper examines the decision-making of private sector companies in public works delivered by the PPP model on the basis of social responsibility theory. It proposes that private sector companies should indentify objectives of entering into PPP projects, and shoulder relevant social responsibilities, while a minimum return should also be guaranteed in their favor, so as to compensate for their assumed risk and support them to take on responsibilities in the future. The paper also gives a calculation regarding the appropriate scale and reasonable degree of private sector involvement in PPP projects through the cost-benefit analysis in a specific case study, with the purpose to guide the private sector companies to create a cooperation environment resembling “symbiosis" and facilitate the smooth implementation of public works delivered by the PPP model.Keywords: Social Responsibility Theory, Cost-benefit Analysis, PPP Projects, Private Sector Companies, Decision-making Modell

Abstract:
Linear stability analysis of double diffusive convection in a horizontal porous layer saturated with fluid is examined by considering the effects of viscous dissipation, concentration based internal heat source and vertical throughflow. The basic steady state solution for Governing equations is derived. Linear stability analysis has been implemented numerically by using shooting and Runge-kutta methods. Critical thermal Rayleigh number Rac is obtained for various values of solutal Rayleigh number Sa, vertical Peclet number Pe, Gebhart number Ge, Lewis number Le and measure of concentration based internal heat source γ. It is observed that Ge has destabilizing effect for upward throughflow and stabilizing effect for downward throughflow. And γ has considerable destabilizing effect for upward throughflow and insignificant destabilizing effect for downward throughflow.Keywords: Porous medium, concentration based internal heat source, vertical throughflow, viscous dissipation.

In the linear weighted regression model, for the best linear unbiased estimation of mean matrix respect to the least-squares estimation, two new relative efficiencies are given, and their upper and lower bounds are also studied.

Abstract:
The potential of economically cheaper cellulose containing natural materials like rice husk was assessed for nickel adsorption from aqueous solutions. The effects of pH, contact time, sorbent dose, initial metal ion concentration and temperature on the uptake of nickel were studied in batch process. The removal of nickel was dependent on the physico-chemical characteristics of the adsorbent, adsorbate concentration and other studied process parameters. The sorption data has been correlated with Langmuir, Freundlich and Dubinin-Radush kevich (D-R) adsorption models. It was found that Freundlich and Langmuir isotherms fitted well to the data. Maximum nickel removal was observed at pH 6.0. The efficiency of rice husk for nickel removal was 51.8% for dilute solutions at 20 g L-1 adsorbent dose. FTIR, SEM and EDAX were recorded before and after adsorption to explore the number and position of the functional groups available for nickel binding on to the studied adsorbent and changes in surface morphology and elemental constitution of the adsorbent. Pseudo-second order model explains the nickel kinetics more effectively. Reusability of the adsorbent was examined by desorption in which HCl eluted 78.93% nickel. The results revealed that nickel is considerably adsorbed on rice husk and it could be and economic method for the removal of nickel from aqueous solutions.Keywords: Adsorption, nickel, SEM, EDAX.

Abstract:
The Doppler shift generated by high-speed movement and multipath effects in the channel are the main reasons for the generation of a time-frequency doubly-selective (DS) channel. There is severe inter-carrier interference (ICI) in the DS channel. Channel estimation for an orthogonal frequency division multiplexing (OFDM) system over a DS channel is very difficult. The simultaneous orthogonal matching pursuit (SOMP) algorithm under distributed compressive sensing theory (DCS-SOMP) has been used in channel estimation for OFDM systems over DS channels. However, the reconstruction accuracy of the DCS-SOMP algorithm is not high enough in the low Signal-to-Noise Ratio (SNR) stage. To solve this problem, in this paper, we propose an improved DCS-SOMP algorithm based on the inner product difference comparison operation (DCS-DCSOMP). The reconstruction accuracy is improved by increasing the number of candidate indexes and designing the comparison conditions of inner product difference. We combine the DCS-DCSOMP algorithm with the basis expansion model (BEM) to reduce the complexity of channel estimation. Simulation results show the effectiveness of the proposed algorithm and its advantages over other algorithms.

Abstract:
In this paper, we present the use of the discriminant analysis to select evolutionary algorithms that better solve instances of the vehicle routing problem with time windows. We use indicators as independent variables to obtain the classification criteria, and the best algorithm from the generic genetic algorithm (GA), random search (RS), steady-state genetic algorithm (SSGA), and sexual genetic algorithm (SXGA) as the dependent variable for the classification. The discriminant classification was trained with classic instances of the vehicle routing problem with time windows obtained from the Solomon benchmark. We obtained a classification of the discriminant analysis of 66.7%.

Abstract:
Fracture process in mechanically loaded steel fiber reinforced high-strength (SFRHSC) concrete is characterized by fibers bridging the crack providing resistance to its opening. Structural SFRHSC fracture model was created; material fracture process was modeled, based on single fiber pull-out laws, which were determined experimentally (for straight fibers, fibers with end hooks (Dramix), and corrugated fibers (Tabix)) as well as obtained numerically ( using FEM simulations). For this purpose experimental program was realized and pull-out force versus pull-out fiber length was obtained (for fibers embedded into concrete at different depth and under different angle). Model predictions were validated by 15x15x60cm prisms 4 point bending tests. Fracture surfaces analysis was realized for broken prisms with the goal to improve elaborated model assumptions. Electronic seal is an electronic device to check the authenticity and integrity of freight containers at the point of arrival. While RFID-based eSeals are gaining more acceptances and there are also some standardization processes for these devices, a recent research revealed that the current RFID-based eSeals are vulnerable to various attacks. In this paper, we provide a feasible solution to enhance the security of active RFID-based eSeals. Our approach is to use an authentication and key agreement protocol between eSeal and reader device, enabling data encryption and integrity check. Our protocol is based on the use of block cipher AES, which is reasonable since a block cipher can also be used for many other security purposes including data encryption and pseudo-random number generation. Recent technological advance has prompted significant interest in developing the control theory of quantum systems. Following the increasing interest in the control of quantum dynamics, this paper examines the control problem of Schrödinger equation because quantum dynamics is basically governed by Schrödinger equation. From the practical point of view, stochastic disturbances cannot be avoided in the implementation of control method for quantum systems. Thus, we consider here the robust stabilization problem of Schrödinger equation against stochastic disturbances. In this paper, we adopt model predictive control method in which control performance over a finite future is optimized with a performance index that has a moving initial and terminal time. This paper presents the performance analysis of dynamic search space reduction (DSR) based gravitational search algorithm (GSA) to solve dynamic economic dispatch of thermal generating units with valve point effects. Dynamic economic dispatch basically dictates the best setting of generator units with anticipated load demand over a definite period of time. In this paper, the presented technique is considered that deals an inequality constraints treatment mechanism known as DSR strategy to accelerate the optimization process. The presented method is demonstrated through five-unit test systems to verify its effectiveness and robustness. The simulation results are compared with other existing evolutionary methods reported in the literature. In this paper, a methodology for the development of the knowledge model, which is inspired by both Software and Knowledge Engineering, is proposed. Use of UML which is the de-facto standard for modelling in the software engineering arena is explored for knowledge modelling. Modelling of building processes of a multimodal freight transportation support information system is discussed based on modern CASE technologies. Functional efficiencies of ports in the eastern part of the Black Sea are analyzed taking into account their ecological, seasonal, resource usage parameters. By resources, we mean capacities of berths, cranes, automotive transport, as well as work crews and neighbouring airports. For the purpose of designing database of computer support system for Managerial (Logistics) function, using Object-Role Modeling (ORM) tool (NORMA–Natural ORM Architecture) is proposed, after which Entity Relationship Model (ERM) is generated in automated process. In the present work, study of the vibration of thin cylindrical shells made of a functionally gradient material (FGM) composed of stainless steel and nickel is presented. Material properties are graded in the thickness direction of the shell according to volume fraction power law distribution. The objective is to study the natural frequencies, the influence of constituent volume fractions and the effects of boundary conditions on the natural frequencies of the FG cylindrical shell. The study is carried out using third order shear deformation shell theory. The analysis is carried out using Hamilton's principle. The governing equations of motion of FG cylindrical shells are derived based on shear deformation theory. Results are presented on the frequency characteristics, influence of constituent volume fractions and the effects of clamped-free boundary conditions

Abstract:
Prickly pear juice has received renewed attention with regard to the effects of processing and preservation on its sensory qualities (colour, taste, flavour, aroma, astringency, visual browning and overall acceptability). Juice was prepared by homogenizing fruit and treating the pulp with pectinase (Aspergillus niger). Juice treatments applied were sugar addition, acidification, heat-treatment, refrigeration, and freezing and thawing. Prickly pear pulp and juice had unique properties (low pH 3.88, soluble solids 3.68 oBrix and high titratable acidity 0.47). Sensory profiling and descriptive analyses revealed that non-treated juice had a bitter taste with high astringency whereas treated prickly pear was significantly sweeter. All treated juices had a good sensory acceptance with values approximating or exceeding 7. Regression analysis of the consumer sensory attributes for non-treated prickly pear juice indicated an overwhelming rejection, while treated prickly pear juice received overall acceptability. Thus, educed favourable sensory responses and may have positive implications for consumer acceptability.

Abstract:
In electrical discharge machining (EDM), a complete and clear theory has not yet been established. The developed theory (physical models) yields results far from reality due to the complexity of the physics. It is difficult to select proper parameter settings in order to achieve better EDM performance. However, modelling can solve this critical problem concerning the parameter settings. Therefore, the purpose of the present work is to develop mathematical model to predict performance characteristics of EDM on Ti-5Al-2.5Sn titanium alloy. Response surface method (RSM) and artificial neural network (ANN) are employed to develop the mathematical models. The developed models are verified through analysis of variance (ANOVA). The ANN models are trained, tested, and validated utilizing a set of data. It is found that the developed ANN and mathematical model can predict performance of EDM effectively. Thus, the model has found a precise tool that turns EDM process cost-effective and more efficient.

Ten percent of the population will develop plantar fasciitis (PF) during their lifetime. Two million people are treated yearly accounting for 11-15% of visits to medical professionals. Treatment ranges from conservative to surgical intervention. The purpose of this study was to assess the effects of extracorporeal shockwave therapy (ECSWT) on heel pain, function, range of motion (ROM), and strength in patients with PF. One hundred subjects were treated with ECSWT and measures were taken before and three months after treatment. There was significant differences in visual analog scale scores for pain at rest (p=0.0001); after activity (p= 0.0001) and; overall improvement (p=0.0001). There was also significant improvement in Lower Extremity Functional Scale scores (p=0.0001); ankle plantarflexion (p=0.0001), dorsiflexion (p=0.001), and eversion (p=0.017),and first metatarsophalangeal joint flexion (p=0.002) and extension (p=0.003) ROM. Pollutants from aquacultural practices constitute environmental problems and phytoremediation could offer cheaper environmentally sustainable alternative since equipment using advanced treatment for fish tank effluent is expensive to import, install, operate and maintain, especially in developing countries. The main objective of this research was, therefore, to develop a mathematical model for phytoremediation by aquatic plants in aquaculture wastewater. Other objectives were to evaluate the retention times on phytoremediation rates using the model and to measure the nutrient level of the aquaculture effluent and phytoremediation rates of three aquatic macrophytes, namely; water hyacinth (Eichornia crassippes), water lettuce (Pistial stratoites) and morning glory (Ipomea asarifolia). A completely randomized experimental design was used in the study. Approximately 100 g of each macrophyte were introduced into the hydroponic units and phytoremediation indices monitored at 8 different intervals from the first to the 28th day. The water quality parameters measured were pH and electrical conductivity (EC). Others were concentration of ammonium–nitrogen (NH4+ -N), nitrite- nitrogen (NO2- -N), nitrate- nitrogen (NO3- -N), phosphate –phosphorus (PO43- -P), and biomass value. The biomass produced by water hyacinth was 438.2 g, 600.7 g, 688.2 g and 725.7 g at four 7–day intervals. The corresponding values for water lettuce were 361.2 g, 498.7 g, 561.2 g and 623.7 g and for morning glory were 417.0 g, 567.0 g, 642.0 g and 679.5g. Coefficient of determination was greater than 80% for EC, TDS, NO2- -N, NO3- -N and 70% for NH4+ -N using any of the macrophytes and the predicted values were within the 95% confidence interval of measured values. Therefore, the model is valuable in the design and operation of phytoremediation systems for aquaculture effluent.

Abstract:
The paper deals with an application of quantitative analysis – the Data Envelopment Analysis (DEA) method to performance evaluation of the European Union Member States, in the reference years 2000 and 2011. The main aim of the paper is to measure efficiency changes over the reference years and to analyze a level of productivity in individual countries based on DEA method and to classify the EU Member States to homogeneous units (clusters) according to efficiency results. The theoretical part is devoted to the fundamental basis of performance theory and the methodology of DEA. The empirical part is aimed at measuring degree of productivity and level of efficiency changes of evaluated countries by basic DEA model – CCR CRS model, and specialized DEA approach – the Malmquist Index measuring the change of technical efficiency and the movement of production possibility frontier. Here, DEA method becomes a suitable tool for setting a competitive/uncompetitive position of each country because there is not only one factor evaluated, but a set of different factors that determine the degree of economic development.

Abstract:
Cities in their historical evolution have always adapted their internal structure to the needs of society (for example protective city walls during classicism era lost their defense function, became unnecessary, were demolished and gave space for new features such as roads, museums or parks). Today it is necessary to modify the internal structure of the city in order to minimize the impact of climate changes on the environment of the population. This article discusses the results of the Urban Climate model owned by VITO, which was carried out as part of a project from the European Union's Horizon grant agreement No 730004 Pan-European Urban Climate Services Climate-Fit city. The use of the model was aimed at changes in land use and land cover in cities related to urban heat islands (UHI). The task of the application was to evaluate possible land use change scenarios in connection with city requirements and ideas. Two pilot areas in the Czech Republic were selected. One is Ostrava and the other Hodonín. The paper provides a demonstration of the application of the model for various possible future development scenarios. It contains an assessment of the suitability or inappropriateness of scenarios of future development depending on the temperature increase. Cities that are preparing to reconstruct the public space are interested in eliminating proposals that would lead to an increase in temperature stress as early as in the assignment phase. If they have evaluation on the unsuitability of some type of design, they can limit it into the proposal phases. Therefore, especially in the application of models on Local level - in 1 m spatial resolution, it was necessary to show which type of proposals would create a significant temperature island in its implementation. Such a type of proposal is considered unsuitable. The model shows that the building itself can create a shady place and thus contribute to the reduction of the UHI. If it sensitively approaches the protection of existing greenery, this new construction may not pose a significant problem. More massive interventions leading to the reduction of existing greenery create a new heat island space.

Abstract:
Hydrothermal liquefaction (HTL) is a technique for obtaining clean biofuel from biomass in the presence of heat and pressure in an aqueous medium which leads to a decomposition of this biomass to the formation of various products. A role of operating conditions is essential for the bio-oil and other products’ yield and also quality of the products. The effects of these parameters were investigated in regards to the composition and yield of the products. Chlorellaceae microalgae were tested under different HTL conditions to clarify suitable conditions for extracting bio-oil together with value-added co-products. Firstly, different microalgae loading rates (5-30%) were tested and found that this parameter has not much significant to product yield. Therefore, 10% microalgae loading rate was selected as a proper economical solution for conditioned schedule at 250oC and 30 min-reaction time. Next, a range of temperature (210-290oC) was applied to verify the effects of each parameter by keeping the reaction time constant at 30 min. The results showed no linkage with the increase of the reaction temperature and some reactions occurred that lead to different product yields. Moreover, some nutrients found in the aqueous product are possible to be utilized for nutrient recovery.

In vitro storage and processing of animal semen represents a risk factor to spermatozoa vitality, potentially leading to reduced fertility. A variety of substances isolated from natural sources may exhibit protective or antioxidant properties on the spermatozoon, thus extending the lifespan of stored ejaculates. This study compared the ability of different concentrations of the Salvia officinalis extract on the motility, mitochondrial activity, viability and reactive oxygen species (ROS) production by bovine spermatozoa during different time periods (0, 2, 6 and 24 h) of in vitro culture. Spermatozoa motility was assessed using the Computer-assisted sperm analysis (CASA) system. Cell viability was examined using the metabolic activity MTT assay, the eosin-nigrosin staining technique was used to evaluate the sperm viability and ROS generation was quantified using luminometry. The CASA analysis revealed that the motility in the experimental groups supplemented with 0.5-2 µg/mL Salvia extract was significantly lower in comparison with the control (P<0.05; Time 24 h). At the same time, a long-term exposure of spermatozoa to concentrations ranging between 0.05 µg/mL and 2 µg/mL had a negative impact on the mitochondrial metabolism (P<0.05; Time 24 h). The viability staining revealed that 0.001-1 µg/mL Salvia extract had no effects on bovine male gametes, however 2 µg/mL Salvia had a persisting negative effect on spermatozoa (P<0.05). Furthermore 0.05-2 µg/mL Salvia exhibited an immediate ROS-promoting effect on the sperm culture (P>0.05; Time 0 h and 2 h), which remained significant throughout the entire in vitro culture (P<0.05; Time 24 h). Our results point out to the necessity to examine specific effects the biomolecules present in Salvia officinalis may have individually or collectively on the in vitro sperm vitality and oxidative profile.Keywords: Bulls, CASA, MTT test, reactive oxygen species, sage, Salvia officinalis, spermatozoa.

Hidden Markov Model (HMM) has been used in prediction and determination of states that generate different neural activations as well as mental working conditions. This paper addresses two applications of HMM; one to determine the optimal sequence of states for two neural states: Active (AC) and Inactive (IA) for the three emission (observations) which are for No Working (NW), Waiting (WT) and Working (W) conditions of human beings. Another is for the determination of optimal sequence of intentionality i.e. Believe (B), Desire (D), and Intention (I) as the states and three observational sequences: NW, WT and W. Abstract:
The mechanical properties of granular solids are dependent on the flow of stresses from one particle to another through inter-particle contact. Although some experimental methods have been used to study the inter-particle contacts in the past, preliminary work with these techniques indicated that they do not have the necessary resolution to distinguish between those contacts that transmit the load and those that do not, especially for systems with a wide distribution of particle sizes. In this research, computer simulations are used to study the nature and distribution of contacts in a compact with wide particle size distribution, representative of aggregate size distribution used in asphalt pavement construction. The packing fraction, the mean number of contacts and the distribution of contacts were studied for different scenarios. A methodology to distinguish and compute the fraction of load-bearing particles and the fraction of space-filling particles (particles that do not transmit any force) is needed for further investigation.Keywords: Computer simulation, three-dimensional particlepacking, coordination number, asphalt concrete, aggregates.

Abstract:
In this paper, we propose labeling based RANSAC algorithm for lane detection. Advanced driver assistance systems (ADAS) have been widely researched to avoid unexpected accidents. Lane detection is a necessary system to assist keeping lane and lane departure prevention. The proposed vision based lane detection method applies Canny edge detection, inverse perspective mapping (IPM), K-means algorithm, mathematical morphology operations and 8 connected-component labeling. Next, random samples are selected from each labeling region for RANSAC. The sampling method selects the points of lane with a high probability. Finally, lane parameters of straight line or curve equations are estimated. Through the simulations tested on video recorded at daytime and nighttime, we show that the proposed method has better performance than the existing RANSAC algorithm in various environments.

Machining of Metal Matrix Composites (MMCs) is very significant process and has been a main problem that draws many researchers to investigate the characteristics of MMCs during different machining process. The poor machining properties of hard particles reinforced MMCs make drilling process a rather interesting task. Unlike drilling of conventional materials, many problems can be seriously encountered during drilling of MMCs, such as tool wear and cutting forces. Cutting tool wear is a very significant concern in industries. Cutting tool wear not only influences the quality of the drilled hole, but also affects the cutting tool life. Prediction the cutting tool life during drilling is essential for optimizing the cutting conditions. However, the relationship between tool life and cutting conditions, tool geometrical factors and workpiece material properties has not yet been established by any machining theory. In this research work, fuzzy subtractive clustering system has been used to model the cutting tool life in drilling of Al2O3 particle reinforced aluminum alloy composite to investigate of the effect of cutting conditions on cutting tool life. This investigation can help in controlling and optimizing of cutting conditions when the process parameters are adjusted. The built model for prediction the tool life is identified by using drill diameter, cutting speed, and cutting feed rate as input data. The validity of the model was confirmed by the examinations under various cutting conditions. Experimental results have shown the efficiency of the model to predict cutting tool life.

Much attention is paid to the development of space branch in Kazakhstan at present. Two Earth remote sensing satellites of Kazakhstan have been launched successfully. Many projects related to the development of components for satellite are carried in Kazakhstan, in particular the project related to the development of star tracker experimental model. It is planned to use the results of this project for development of star tracker prototype in the future. This article describes the main stages of development of star tracker experimental model.

Abstract:
Using activity theory, organisational theory and didactics as theoretical foundations, a comprehensive model of the organisational dimensions relevant for learning and knowledge transfer will be developed. In a second step, a Learning Assessment Guideline will be elaborated. This guideline will be designed to permit a targeted analysis of organisations to identify the status quo in those areas crucial to the implementation of learning and knowledge transfer. In addition, this self-analysis tool will enable learning managers to select adequate didactic models for e- and blended learning. As part of the European Integrated Project "Process-oriented Learning and Information Exchange" (PROLIX), this model of organisational prerequisites for learning and knowledge transfer will be empirically tested in four profit and non-profit organisations in Great Britain, Germany and France (to be finalized in autumn 2006). Abstract:
The quality improvements of the environmental elements could increase the recreational opportunities in a certain area (destination). The technique of the need for recreation focuses on choosing certain destinations for recreational purposes. The basic exchange taken into consideration is the one between the satisfaction gained after staying in that area and the value expressed in money and time allocated. The number of tourists in the respective area, the duration of staying and the money spent including transportation provide information on how individuals rank the place or certain aspects of the area (such as the quality of the environmental elements). For the statistical analysis of the environmental benefits offered by an area through the need of recreation technique, the following stages are suggested: - characterization of the reference area based on the statistical variables considered; - estimation of the environmental benefit through comparing the reference area with other similar areas (having the same environmental characteristics), from the perspective of the statistical variables considered. Abstract:
Text categorization - the assignment of natural language documents to one or more predefined categories based on their semantic content - is an important component in many information organization and management tasks. Performance of neural networks learning is known to be sensitive to the initial weights and architecture. This paper discusses the use multilayer neural network initialization with decision tree classifier for improving text categorization accuracy. An adaptation of the algorithm is proposed in which a decision tree from root node until a final leave is used for initialization of multilayer neural network. The experimental evaluation demonstrates this approach provides better classification accuracy with Reuters-21578 corpus, one of the standard benchmarks for text categorization tasks. We present results comparing the accuracy of this approach with multilayer neural network initialized with traditional random method and decision tree classifiers.

The purpose of this paper is to analyze the case of the U.S. Pivot and to suggest an appropriate model including entry strategies and success factors for QPS of Cable TV. The telecommunication companies have been operating QPS including IPTV service, which enables them to cross over broadcasting areas. Due to this circumstance, the Cable TV operators are now concerned and are planning to add QPS with the mobile service. Based on the Porter's five forces model, an analytical framework has been proposed to MVNO in Cable TV industry in the United States. As a result of this study, MVNO in Cable TV industry has to have a clear killer application with their sufficient contents.
