386 Future-Proofing the Workforce: A Case Study of Integrated Human Capability Frameworks to Support Business Success
Authors: P. Paliadelis, A. Jones, G. Campbell
Abstract:
This paper discusses the development of co-designed capability frameworks for two large multinational organizations led by a university department. The aim was to create evidence-based, integrated capability frameworks that could define, identify, and measure human skill capabilities independent of specific work roles. The frameworks capture and cluster human skills required in the workplace and capture their application at various levels of mastery. Identified capability gaps inform targeted learning opportunities for workers to enhance their employability skills. The paper highlights the value of this evidence-based framework development process in capturing, defining, and assessing desired human-focused capabilities for organizational growth and success.

Authors: A.Goel, M. Agrawal, P. Gupta Poddar
Abstract:
Selected Mapping (SLM) is a PAPR reduction technique, which converts the OFDM signal into several independent signals by multiplication with the phase sequence set and transmits one of the signals with lowest PAPR. But it requires the index of the selected signal i.e. side information (SI) to be transmitted with each OFDM symbol. The PAPR reduction capability of the SLM scheme depends on the selection of phase sequence set. In this paper, we have proposed a new phase sequence set generation scheme based on M-ary chaotic sequence and a mapping scheme to map quaternary data to concentric circle constellation (CCC) is used. It is shown that this method does not require SI and provides better SER performance with good PAPR reduction capability as compared to existing SLMOFDM methods.

Authors: Sandra Ondrušová, Jaroslav Polec
Abstract:
Arbitrarily shaped video objects are an important concept in modern video coding methods. The techniques presently used are not based on image elements but rather video objects having an arbitrary shape. In this paper, spatial shape error concealment techniques to be used for object-based image in error-prone environments are proposed. We consider a geometric shape representation consisting of the object boundary, which can be extracted from the α-plane. Three different approaches are used to replace a missing boundary segment: Bézier interpolation, Bézier approximation and NURBS approximation. Experimental results on object shape with different concealment difficulty demonstrate the performance of the proposed methods. Comparisons with proposed methods are also presented. Keywords: error concealment, shape coding, object-based image, NURBS, Bézier curves.

Authors: Natanya Meyer, Johann Landsberg
Abstract:
Globally, many women are still disadvantaged when it comes to business opportunities. Entrepreneurship development programs, specifically designed to assist women entrepreneurs, are assisting in solving this problem to a certain extent. The purpose of this study is to identify the factors that motivate females to start their own business. Females, from three different groups (2013, 2014 and 2015), who were all enrolled in a short learning program specifically designed for women in early start-up stage or intending to start a business, were asked what motivated them to start a business. The results indicated that, from all three groups, the majority of the women wanted to start a business to be independent and have freedom and to add towards a social goal. The results further indicated that in general, women would enter into entrepreneurship activity due to pull factors rather than push factors. Keywords: Entrepreneurship programs, South Africa, female entrepreneurship, motivational factors.

Authors: E. Neidhardt
Abstract:
Mobility, for many people, is an important factor in the satisfaction of daily needs and many people are dependent on public transport. In rural areas with a low population density, it is difficult to provide public transportation with sufficient coverage and frequency. Therefore, the available public transport is unattractive. As a result, people use their own car, which is not desirable from a sustainable point of view and not possible for children and elderly people. Sometimes people organize themselves and volunteer transport services are created. These services are similar to demand-oriented taxis. However, these transport services are usually independent from each other and from the available line-based public transport, limiting both their usability and sustainability. We have developed a platform to improve usability and sustainability by connecting the different demand-oriented transport offerings with the line-based public transport. The system was implemented and tested in a rural area in Germany, but the SARS-CoV-2 pandemic limited real live operation.

Authors: Belabbas Yagoubi, Yahya Slimani
Abstract:
Workload and resource management are two essential functions provided at the service level of the grid software infrastructure. To improve the global throughput of these software environments, workloads have to be evenly scheduled among the available resources. To realize this goal several load balancing strategies and algorithms have been proposed. Most strategies were developed in mind, assuming homogeneous set of sites linked with homogeneous and fast networks. However for computational grids we must address main new issues, namely: heterogeneity, scalability and adaptability. In this paper, we propose a layered algorithm which achieve dynamic load balancing in grid computing. Based on a tree model, our algorithm presents the following main features: (i) it is layered; (ii) it supports heterogeneity and scalability; and, (iii) it is totally independent from any physical architecture of a grid.

Authors: M. Y. Ismail, M. Inam, A. F. M. Zain, N. Misran
Abstract:
Progressive phase distribution is an important consideration in reflectarray antenna design which is required to form a planar wave in front of the reflectarray aperture. This paper presents a detailed mathematical model in order to determine the required reflection phase values from individual element of a reflectarray designed in Ku-band frequency range. The proposed technique of obtaining reflection phase can be applied for any geometrical design of elements and is independent of number of array elements. Moreover the model also deals with the solution of reflectarray antenna design with both centre and off-set feed configurations. The theoretical modeling has also been implemented for reflectarrays constructed on 0.508mm thickness of different dielectric substrates. The results show an increase in the slope of the phase curve from 4.61°/mm to 22.35°/mm by varying the material properties.

Authors: Hossein Sahoolizadeh, Mahdi Rahimi, Hamid Dehghani
Abstract:
We introduce an algorithm based on the morphological shared-weight neural network. Being nonlinear and translation-invariant, the MSNN can be used to create better generalization during face recognition. Feature extraction is performed on grayscale images using hit-miss transforms that are independent of gray-level shifts. The output is then learned by interacting with the classification process. The feature extraction and classification networks are trained together, allowing the MSNN to simultaneously learn feature extraction and classification for a face. For evaluation, we test for robustness under variations in gray levels and noise while varying the network-s configuration to optimize recognition efficiency and processing time. Results show that the MSNN performs better for grayscale image pattern classification than ordinary neural networks. Keywords: Face recognition, Neural Networks, Multi-layer Perceptron, masking.

Abstract:
Aerial imagery is a powerful tool when it comes to analyzing temporal changes in ecosystems and extracting valuable information from the observed scene. It allows us to identify and assess various elements such as objects, structures, textures, waterways, and shadows. To extract meaningful information, multispectral cameras capture data across different wavelength bands of the electromagnetic spectrum. In this study, the collected multispectral aerial images were subjected to principal component analysis (PCA) to identify independent and uncorrelated components or features that extend beyond the visible spectrum captured in standard RGB images. The results demonstrate that these principal components contain unique characteristics specific to certain wavebands, enabling effective object identification and image segmentation.

Authors: Shah Ahsanuzzaman Md. Tariq, Fabrizio Granelli
Abstract:
IEEE 802.11e is the enhanced version of the IEEE 802.11 MAC dedicated to provide Quality of Service of wireless network. It supports QoS by the service differentiation and prioritization mechanism. Data traffic receives different priority based on QoS requirements. Fundamentally, applications are divided into four Access Categories (AC). Each AC has its own buffer queue and behaves as an independent backoff entity. Every frame with a specific priority of data traffic is assigned to one of these access categories. IEEE 802.11e EDCA (Enhanced Distributed Channel Access) is designed to enhance the IEEE 802.11 DCF (Distributed Coordination Function) mechanisms by providing a distributed access method that can support service differentiation among different classes of traffic. Performance of IEEE 802.11e MAC layer with different ACs is evaluated to understand the actual benefits deriving from the MAC enhancements. Keywords: 802.11e, fairness, enhanced distributed channelaccess, access categories, quality of Service.

Authors: Prateek Kishore, T. M. Muruganandam
Abstract:
Supersonic wind tunnel nozzles are generally capable of producing a constant Mach number flow in the test section of the wind tunnel. As a result, most of the supersonic vehicles are widely designed using steady state flow characteristics which may have errors while facing unsteady situations. This study aims to explore the possibility of varying the Mach number of the flow during wind tunnel operation. The nozzle walls are restricted to be inflexible for cooling near the throat due to high stagnation temperature requirement of the flow to simulate the conditions as experienced by the vehicle. Two simple independent mechanisms, rotation and translation of nozzle walls have been analyzed and the nozzle ranges have been optimized to vary the Mach number from Mach 2 to Mach 5 using minimum number of nozzles in the wind tunnel. Keywords: Method of characteristics, Nozzle, supersonic wind tunnel, variable Mach number.

The model of vehicle used for the analysis was made independent of the number of mesh elements and the k-epsilon turbulence model was applied during the analysis. Results were interpreted as streamlines, pressure gradient, and turbulent kinetic energy contours around the vehicle at 50 km/h and 100 km/h speeds. In addition, the validity of the analysis was decided by comparing the drag coefficient of the vehicle with the values in the literature. As a result, the pressure gradient contours of the taillight of the Renault Clio MK4 SW vehicle were examined and the behavior of the total force at speeds of 50 km/h and 100 km/h was interpreted.

Abstract:
One of the most important aspects expected from ERP systems is to integrate various operations existing in administrative, financial, commercial, human resources, and production departments of the consumer organization. Also, it is often needed to integrate the new ERP system with the organization legacy systems when implementing the ERP package in the organization. Without relying on an appropriate software architecture to realize the required integration, ERP implementation processes become error prone and time consuming; in some cases, the ERP implementation may even encounters serious risks. In this paper, we propose a new architecture that is based on the agent oriented vision and supplies the integration expected from ERP systems using several independent but cooperator agents. Authors: H. M. Mobarak, Helen Wu, Chunhui Yang
Abstract:
In this study, an analytical model is developed to study crack breathing behavior under the effect of crack location and unbalance force. Crack breathing behavior is determined using effectual bending angle by studying the transient change in closed area of the crack. The status of the crack of a balanced shaft is symmetrical about shaft rotational angle and the duration of each crack status remains unchanged. The global stiffness of the balanced shaft is independent of crack location. Different crack breathing behavior for the unbalanced shaft has been observed. The influence of crack location on the unbalanced shaft stiffness can be divided into three regions. When the crack is located between 0.3L and 0.8335L, where L is the total length of the shaft, the unbalanced shaft is less stiff and when located outside this region it is stiffer than the balanced shaft. It was also found that unbalanced shaft stiffness has a maximum value with a crack at 0.1946L, a minimum value at 0.8053L and same value as balanced shaft at 0.3L and 0.8335L.Keywords: Cracked shaft, crack location, shaft stiffness, unbalanced force.

Abstract:
The article deals with dividends and their distribution from investors from a theoretical point of view. Some studies try to analyzed the reaction of the market on the dividend announcement and found out the change of dividend policy is associated with abnormal returns around the dividend announcement date. Another researches directly questioned the investors about their dividend preference and beliefs. Investors want the dividend from many reasons (e.g. some of them explain the dividend preference by the existence of transaction cost; investors prefer the dividend today, because there is less risky; the managers have private information about the firm). The most controversial theory of dividend policy was developed by Modigliani and Miller (1961) who demonstrated that in the perfect and complete capital markets the dividend policy is irrelevant and the value of the company is independent of its payout policy. Nevertheless, in the real world the capital markets are imperfect, because of asymmetric information, transaction costs, incomplete contracting possibilities and taxes.

Abstract:
Estimation of the quality regarding higher education within a university is practically long drawn process besides being difficult to measure primarily due to lack of a standard scale. National Assessment and Accreditation Council (NAAC) evolved a methodology of assessment which involves self-appraisal by each university/college and an assessment of performance by an expert committee. The attributes involved in assessing a university may not be totally independent from each other thereby necessitating the consideration of interdependencies. The present study focuses on evaluation of assessment criteria using graph theoretic approach and fuzzy treatment of data collected from the students. The wireless adhoc network is comprised of wireless node which can move freely and are connected among themselves without central infrastructure. Due to the limited transmission range of wireless interfaces, in most cases communication has to be relayed over intermediate nodes. Thus, in such multihop network each node (also called router) is independent, self-reliant and capable to route the messages over the dynamic network topology. Various protocols are reported in this field and it is very difficult to decide the best one. A key issue in deciding which type of routing protocol is best for adhoc networks is the communication overhead incurred by the protocol. Many problems in computer vision and image processing present potential for parallel implementations through one of the three major paradigms of geometric parallelism, algorithmic parallelism and processor farming. Static process scheduling techniques are used successfully to exploit geometric and algorithmic parallelism, while dynamic process scheduling is better suited to dealing with the independent processes inherent in the process farming paradigm. This paper considers the application of parallel or multi-computers to a class of problems exhibiting spatial data characteristic of the geometric paradigm. However, by using processor farming paradigm, a dynamic scheduling technique is developed to suit the MIMD structure of the multi-computers. A hybrid scheme of scheduling is also developed and compared with the other schemes.
