Abstract:
Within the realm of e-government, the development has moved towards testing new means for democratic decisionmaking, like e-panels, electronic discussion forums, and polls. Although such new developments seem promising, they are not problem-free, and the outcomes are seldom used in the subsequent formal political procedures. Nevertheless, process models offer promising potential when it comes to structuring and supporting transparency of decision processes in order to facilitate the integration of the public into decision-making procedures in a reasonable and manageable way. Based on real-life cases of urban planning processes in Sweden, we present an outline for an integrated framework for public decision making to: a) provide tools for citizens to organize discussion and create opinions; b) enable governments, authorities, and institutions to better analyse these opinions; and c) enable governments to account for this information in planning and societal decision making by employing a process model for structured public decision making.

Abstract:
Recently, business environment and customer needs have become rapidly changing, hence it is very difficult to fulfill sophisticated customer needs by product or service innovation only. In practice, to cope with this problem, various manufacturing companies have developed services to combine with their products. Along with this, many academic studies on PSS (Product Service System) which is the integrated system of products and services have been conducted from the viewpoint of manufacturers. On the other hand, service providers are also attempting to develop service-supporting products to increase their service competitiveness and provide differentiated value. However, there is a lack of research based on the service-centric point of view. Accordingly, this paper proposes a concept generation method for service-supporting product development from the service-centric point of view. This method is designed to be executed in five consecutive steps: situation analysis, problem definition, problem resolution, solution evaluation, and concept generation. In the proposed approach, some tools of TRIZ (Theory of Solving Inventive Problem) such as ISQ (Innovative Situation Questionnaire) and 40 inventive principles are employed in order to define problems of the current services and solve them by generating service-supporting product concepts. Abstract:
The purpose of this article is to introduce an advanced system for the support of processing of medical image information, and the terminology related to this system, which can be an important element to a faster transition to a fully digitalized hospital. The core of the system is a set of DICOM compliant applications running over a dedicated computer network. The whole integrated system creates a collaborative platform supporting daily routines in the radiology community, developing communication channels, supporting the exchange of information and special consultations among various medical institutions as well as supporting medical training for practicing radiologists and medical students. Abstract:
Young people have a high prevalence of mental health problems, yet tend not to seek help. Trusted adults in young people-s lives, such as teachers and sports coaches, can make a major positive contribution to the mental health of young people. Teachers and sports coaches may be in a position to be effective in supporting young people-s mental health through promotion, prevention and early intervention. This study reports findings from interviews with 21 teachers and 13 sports coaches of young people aged 12 to 18 in Canberra, Australia, regarding their perceptions of the relevance and effectiveness of their role in supporting young people-s mental health. Both teachers and coaches perceived having influential but slightly different roles to play in supporting mental health. Through the course of this paper we define Business Case Management and its characteristics, and highlight its link to knowledge workers. Business Case Management combines knowledge and process effectively, supporting the ad hoc and unpredictable nature of cases, and coordinate a range of other technologies to appropriately support knowledge-intensive processes. We emphasize the growing importance of knowledge workers and the current poor support for knowledge work automation. We also discuss the challenges in supporting this kind of knowledge work and propose a novel approach to overcome these challenges.

In addition, it improves decision-making and uses available resources efficiently. The adoption of OR by universities would definitely contributes to the development and enhancement of the performance of OR techniques. This paper provides an understanding of the structures, approaches and models of OR in problem solving and decisionmaking.

Purpose of this paper is two-folded. At first it explains the major problems that are causing stagnation in brownfield redevelopment. In addition, these problems given the context of the present multi-actor built environment are becoming more complex to observe. Therefore, this paper suggests also a prospective decisionmaking approach that is the most appropriate to observe and react on the given stagnation problems. Such an approach should be regarded as prescriptive-interactive decision-making approach, a barely established branch. This approach should offer models that have prescriptive as well as an interactive component enabling them to successfully cope with the multi-actor environment. Overall, this paper provides up-to-date insight on the brownfield stagnation by gradually introducing the nowadays major problems and offers a prospective decision-making approach how these problems could be tackled.Keywords: BR, decision-making approach, stagnation, the Netherlands.

Financial literacy is a widely discussed topic on the national and international level by governments, organizations and academia. For this reason, this study analyses financial knowledge, financial behavior, and financial attitudes of students of finance. The aim of the paper is to determine whether the financial literacy of university students studying finance differs from the level of financial literacy in selected OECD countries. The research was conducted at Masaryk University in the Czech Republic. The empirical study comprises questions related to several aspects of financial literacy, such as financial knowledge, personal finance behavior, or decisionmaking. Sustainability in rural production system can only be achieved if it can suitably satisfy the local requirement as well as the outside demand with the changing time. With the increased pressure from the food sector in a globalised world, the agrarian economy needs to re-organise its cultivable land system to be compatible with new management practices as well as the multiple needs of various stakeholders and the changing resource scenario. An attempt has been made to transform this problem into a multi-objective decisionmaking problem considering various objectives, resource constraints and conditional constraints. Abstract:
In this paper, a new MCDMA approach, the permanent analytics process is proposed to assess the immovable valuation criteria and their significance in the placement of the healthcare facility. Five decision factors are considered for the value and selection of immovables. In the multiple factor selection problems, the priority vector of the criteria used to compare several immovables is first determined using the permanent analytics method, a mathematical model for the multiple criteria decisionmaking process. Then, to demonstrate the viability and efficacy of the suggested approach, twenty potential candidate locations were evaluated using the hospital site selection problem's decision criteria. The ranking accuracy of estimation was evaluated using composite programming, which took into account both the permanent analytics process and the weighted multiplicative model.

Abstract:
This study was conducted to determine the effect of abdominal exercises versus abdominal supporting belt on abdominal efficiency and inter-recti separation following vaginal delivery.30 primiparous post-natal women participated in this study. Their age ranged from (25 - 35) years and their BMI < 30 Kg/m2. Participants were assigned randomly into 2groups, participants of group (A) used abdominal belt from the 2nd day following delivery, till the end of puerperium (6 weeks), while participants of group (B) engaged into abdominal exercises program from the 2nd day following delivery for 6 weeks. The results of the present study revealed that although there was no statistical difference in waist circumference between both groups, participation in abdominal exercise program produced a pronounced reduction in waist/hip ratio, and inter-recti separation and also caused significant increase in abdominal muscles strength (peak torque, maximum repetition total work and average power) higher than the use of abdominal belt.Keywords: Abdominal exercise, Abdominal supporting belt, Postnatal abdominal weakness, Rectus Diastases.

Decision support based upon risk analysis into comparison of the electricity generation from different renewable energy technologies can provide information about their effects on the environment and society. The aim of this paper is to develop the assessment framework regarding risks to health and environment, and the society-s benefits of the electric power plant generation from different renewable sources. The multicriteria framework to multiattribute risk analysis technique and the decision analysis interview technique are applied in order to support the decisionmaking process for the implementing renewable energy projects to the Bangkok case study. Having analyses the local conditions and appropriate technologies, five renewable power plants are postulated as options. Abstract:
The use of contour strips of perennial vegetation with bio-fuel potential can improve surface water quality by reducing NO3-N and sediment outflow from cropland to surface water-bodies. It also has economic benefits of producing ethanol. In this study, The Soil and Water Assessment Tool (SWAT) model was applied to a watershed in Iowa, USA to examine the effectiveness of contour strips of switch grass in reducing the NO3-N outflows from crop fields to rivers or lakes. Numerical experiments were conducted to identify potential subbasins in the watershed that have high water quality impact, and to examine the effects of strip size on NO3-N reduction under various meteorological conditions, i.e. dry, average and wet years. Useful information was obtained for the evaluation of economic feasibility of growing switch grass for bio-fuel in contour strips. The results can assist in cost-benefit analysis and decisionmaking in best management practices for environmental protection.Keywords: ethanol, modeling, water quality, NO3-N, watershed.

There is currently a gap in the technology covering the rapid establishment of control after a reconfiguration in a Reconfigurable Manufacturing System. This gap involves the detection of the factory floor state and the communication link between the factory floor and the high-level software. In this paper, a thin, hardware-supported Middleware Management System (MMS) is proposed and its design and implementation are discussed. The research found that a cost-effective localization technique can be combined with intelligent software to speed up the ramp-up of a reconfigured system. Abstract:
Multilobe bearings are found to be more stable than circular bearings. A three lobe bearing also possesses good stability characteristics. Sometimes the line of action of the load does not pass through the axis of a bearing and is shifted on either side by a few degrees. Load orientation is one of the factors that affect the stability of a three lobe bearing. The effect of load orientation on the stability of a three-lobe has been discussed in this paper. The results show that stability of a three-lobe bearing supporting either rigid or flexible rotor is increased for the positive values of load orientation i.e. when the load line is shifted in the opposite direction of rotation.

Abstract:
Progressive collapse of the layered hyperbolic tower shells are studied considering the influences of changes in the supporting columns’ types and angles. 3-D time history analyses employing the finite element method are performed for the towers supported with I-type and ᴧ-type column. It is found that the inclination angle of the supporting columns is a very important parameter in optimization and safe design of the cooling towers against the progressive collapse. It is also concluded that use of Demand Capacity Ratio (DCR) criteria of the linear elastic approach recommended by GSA is un-conservative for the hyperbolic tower shells.

Collaborative planning, forecasting and replenishment (CPFR) coordinates the various supply chain management activities including production and purchase planning, demand forecasting and inventory replenishment between supply chain trading partners. This study proposes a systematic way of analyzing CPFR supporting factors using fuzzy cognitive map (FCM) approach. FCMs have proven particularly useful for solving problems in which a number of decision variables and uncontrollable variables are causally interrelated. The emerging Semantic Web has been attracted many researchers and developers. New applications have been developed on top of Semantic Web and many supporting tools introduced to improve its software development process. Metadata modeling is one of development process where supporting tools exists. The existing tools are lack of readability and easiness for a domain knowledge expert to graphically models a problem in semantic model. In this paper, a metadata modeling tool called RDFGraph is proposed. This tool is meant to solve those problems. RDFGraph is also designed to work with modern database management systems that support RDF and to improve the performance of the query execution process. The testing result shows that the rules used in RDFGraph follows the W3C standard and the graphical model produced in this tool is properly translated and correct.Keywords: CASE tool, data modeling, semantic web

Abstract:
In this paper a functional interpretation of quantum theory (QT) with emphasis on quantum field theory (QFT) is proposed. Besides the usual statements on relations between a functions initial state and final state, a functional interpretation also contains a description of the dynamic evolution of the function. That is, it describes how things function. The proposed functional interpretation of QT/QFT has been developed in the context of the author-s work towards a computer model of QT with the goal of supporting the largest possible scope of QT concepts. In the course of this work, the author encountered a number of problems inherent in the translation of quantum physics into a computer program. He came to the conclusion that the goal of supporting the major QT concepts can only be satisfied, if the present model of QT is supplemented by a "functional interpretation" of QT/QFT. Even though most researchers would agree that in symbiotic relationships, like the one between parent and child, influences become reciprocal over time, empirical evidence supporting this claim is limited. The aim of the current study was to develop and test a model describing the reciprocal influence between characteristics of the parent-child relationship, such as closeness and conflict, and the child-s bullying and victimization experiences at school. The study used data from the longitudinal Study of Early Child-Care, conducted by the National Institute of Child Health and Human Development. The participants were dyads of early adolescents (5th and 6th graders during the two data collection waves) and their mothers (N=1364). Supporting our hypothesis, the findings suggested a reciprocal association between bullying and positive parenting, although this association was only significant for boys. A scalable QoS aware multicast deployment in DiffServ networks has become an important research dimension in recent years. Although multicasting and differentiated services are two complementary technologies, the integration of the two technologies is a non-trivial task due to architectural conflicts between them. A popular solution proposed is to extend the functionality of the DiffServ components to support multicasting. In this paper, we propose an algorithm to construct an efficient QoSdriven multicast tree, taking into account the available bandwidth per service class. We also present an efficient way to provision the limited available bandwidth for supporting heterogeneous users. The proposed mechanism is evaluated using simulated tests. In this paper, an experimental and numerical study was adopted to investigate the effect geogrid soil reinforcement pre-stressing on the pressure settlement relation of sand bed supporting a strip foundation. The studied parameters include foundation depth and pre-stress ratio for the cases of one and two pre-stressed reinforcement layers. The study reflected that pre-stressing of soil reinforcement resulted in a marked enhancement in reinforced bed soil stiffness compared to the reinforced soil without pre-stress. The best benefit of pre-stressing reinforcement was obtained as the overburden pressure and pre-straining ratio increase. Pre-stressing of double reinforcement topmost layers results in further enhancement of stress strain relation of bed soil.Keywords: Geogrid reinforcement, strip footing, pre-stress, bearing capacity.

Web-based technologies have created numerous opportunities for electronic word-of-mouth (eWOM) communication. There are many factors that affect customer adoption and decisionmaking process. However, only a few researches focus on some factors such as the membership time of forum and propensity to trust. Using a discrete-time event simulation to simulate a diffusion model along with a consumer decision model, the study shows the effect of each factor on adoption of opinions on on-line discussion forum. The purpose of this study is to examine the effect of factor affecting information adoption and decision making process. The model is constructed to test quantitative aspects of each factor. The simulation study shows the membership time and the propensity to trust has an effect on information adoption and purchasing decision. The result of simulation shows that the longer the membership time in the communities and the higher propensity to trust could lead to the higher demand rates because consumers find it easier and faster to trust the person in the community and then adopt the eWOM. Organizations face challenges supporting knowledge workers due to their particular requirements for an environment supportive of their self-guided learning activities which are important to increase their productivity and to develop creative solutions to non-routine problems. Face-to-face knowledge sharing remains crucial in spite of a large number of knowledge management instruments that aim at supporting a more impersonal transfer of knowledge. This paper first describes the main criteria for a conceptual and technical solution targeted at flexible management of office space that aims at assigning those knowledge workers to the same room that are most likely to thrive when being brought together thus enhancing their knowledge work productivity. Abstract:
The purpose of this research is to examine the experiences of parents of children who are deaf or hard of hearing in supporting their children to access education in Vietnam. Parents play a crucial role in supporting their children to gain full access to education. It was widely reported that parents of those children confronted a range of problems to support their children to access education. To author’s best knowledge, there has been a lack of research exploring the experiences of those parents in literature. This research examines factors affecting those parents in supporting their children to access education. To conduct the study, qualitative approach using a phenomenological research design was chosen to explore the central phenomena. Ten parents of children who were diagnosed as deaf or hard of hearing and aged 6-9 years were recruited through the support of the Association of Parents of Children with Hearing Impairment. Participants were interviewed via telephone with a mix of open and closed questions; interviews were audio recorded, transcribed and thematically analysed. The research results show that there are nine main factors that affected the parents in this study in making decisions relating to education for their children including: lack of information resources, perspectives of those parents on communication approaches, the families’ financial capacity, the psychological impact on the participants after their children’ diagnosis, the attitude of family members, attitude of school administrators, lack of local schools and qualified teachers, and current education system for the deaf in Vietnam. Apart from those factors, the lack of knowledge of the participants’ partners about deaf education and the partners’ employment are barriers to educational access and successful communication with their child.

Abstract:
Attracting ferromagnetic forces between magnet and reaction rail provide the supporting force in Electromagnetic Suspension. Miniature maglev using permanent magnets and electromagnets is based on the idea to generate the nominal magnetic force by permanent magnets and superimpose the variable magnetic field required for stabilization by currents flowing through control windings in electromagnets. Permanent magnets with a high energy density have lower power losses with regard to supporting force and magnet weight. So the advantage of the maglev using electromagnets and permanent magnets is partially reduced by the power required to feed the remaining onboard supply system so that the overall onboard power is diminished as compared to that of the electromagnet. In this paper we proposed the how to design and control the miniature maglev and confirmed the feasibility of the levitation system using electromagnets and permanent magnets through the manufacturing the miniature maglev

Abstract:
This paper discusses the causal explanation capability of QRIOM, a tool aimed at supporting learning of organic chemistry reactions. The development of the tool is based on the hybrid use of Qualitative Reasoning (QR) technique and Qualitative Process Theory (QPT) ontology. Our simulation combines symbolic, qualitative description of relations with quantity analysis to generate causal graphs. The pedagogy embedded in the simulator is to both simulate and explain organic reactions. Qualitative reasoning through a causal chain will be presented to explain the overall changes made on the substrate; from initial substrate until the production of final outputs. Several uses of the QPT modeling constructs in supporting behavioral and causal explanation during run-time will also be demonstrated. Explaining organic reactions through causal graph trace can help improve the reasoning ability of learners in that their conceptual understanding of the subject is nurtured.Keywords: Qualitative reasoning, causal graph, organicreactions, explanation, QPT, modeling constructs.

Abstract:
To fight against the economic crisis, French Government, like many others in Europe, has decided to give a boost to high-speed line projects. This paper explores the implementation and decision-making process in TGV projects, their evolutions, especially since the Mediterranean TGV-line. This project was probably the most controversial, but paradoxically represents today a huge success for all the actors involved. What kind of lessons we can learn from this experience? How to evaluate the impact of this project on TGV-line planning? How can we characterize this implementation and decision-making process regards to the sustainability challenges? The construction of Mediterranean TGV-line was the occasion to make several innovations: to introduce more dialog into the decisionmaking process, to take into account the environment, to introduce a new project management and technological innovations. That-s why this project appears today as an example in terms of integration of sustainable development. In this paper we examine the different kinds of innovations developed in this project, by using concepts from sociology of innovation to understand how these solutions emerged in a controversial situation. Then we analyze the lessons which were drawn from this decision-making process (in the immediacy and a posteriori) and the way in which procedures evolved: creation of new tools and devices (public consultation, project management...). Finally we try to highlight the impact of this evolution on TGV projects governance. In particular, new methods of implementation and financing involve a reconfiguration of the system of actors. The aim of this paper is to define the impact of this reconfiguration on negotiations between stakeholders.Keywords: High-speed train, innovation, governance, sustainability.

Abstract:
This paper focuses on parametric analysis of reinforced concrete structures equipped with supplemental damping braces. Practitioners still luck sufficient data for current design of damper added structures and often reduce the real model to a pure damper braced structure even if this assumption is neither realistic nor conservative. In the present study, the damping brace is modelled as made by a linear supporting brace connected in series with the viscous/hysteretic damper. Deformation capacity of existing structures is usually not adequate to undergo the design earthquake. In spite of this, additional dampers could be introduced strongly limiting structural damage to acceptable values, or in some cases, reducing frame response to elastic behavior. This work is aimed at providing useful considerations for retrofit of existing buildings by means of supplemental damping braces. The study explicitly takes into consideration variability of (a) relative frame to supporting brace stiffness, (b) dampers’ coefficient (viscous coefficient or yielding force) and (c) non-linear frame behavior. Non-linear time history analysis has been run to account for both dampers’ behavior and non-linear plastic hinges modelled by Pivot hysteretic type. Parametric analysis based on previous studies on SDOF or MDOF linear frames provide reference values for nearly optimal damping systems design. With respect to bare frame configuration, seismic response of the damper-added frame is strongly improved, limiting deformations to acceptable values far below ultimate capacity. Results of the analysis also demonstrated the beneficial effect of stiffer supporting braces, thus highlighting inadequacy of simplified pure damper models. At the same time, the effect of variable damping coefficient and yielding force has to be treated as an optimization problem.

Abstract:
In this study, samples of plant types including rose hip (Rosa canina L.), jujube (Ziziphus jujube), sea buckthorn (Hippophae rhamnoides), elderberry (Sambucus nigra), apricot (Prunus armeniaca), scots pine (Pinus sylvestris), and cedar of Lebanon (Cedrus libani) were grown using plant supporting units called Ekobox and drip irrigation systems in the Karapınar, Konya region of Turkey to reveal the efficiency of Ekobox and drip irrigation compared against a control with no irrigation. The plant diameter, height, and survival rates were determined, compared with each other, and statistically analyzed. According to the statistical analysis of the results, Ekobox applications resulted in the highest values for survival rate, diameter, and height measurements whereas the lowest values were determined in the control groups. These results indicate that the cultivation of plants with Ekobox may help protect against the loss of fertile soils as an effective mechanism for combating erosion and desertification. These advantages may also lead to a lasting economic effect on the cultivation of plants by locals of the Karapınar, Konya province who suffer from an ever-decreasing underground water level as a result of agricultural consumption.Keywords: Drip irrigation, Ekobox, plant diameter, plant height, plant survival rate.
