From ancient times Turkic languages have been in contact with numerous representatives of different language families. The article discusses the Turkic - Indian language contact and were shown promise and necessity of this trend for the Turkic linguistics, were given Turkic - Indian lexical parallels in the framework of the nostratic language's macro family. This article discusses the customs and traditions in Turkestan in the late XIXth and early XXth centuries. Having a long history, Turkestan is well-known as the birthplace of many nations and nationalities. The name of Turkestan is also given to it for a reason - the land of the Turkic peoples who inhabited Central Asia and united under together. Currently, nations and nationalities of the Turkestan region formed their own sovereign states, and every year they prove their country names in the world community. Political, economic importance of Turkestan, which became the gold wire between Asia and Europe was always very high. So systematically various aggressive actions were made by several great powers. Abstract:
Indonesia is a legal state. The consequence of this status is the recognition and protection of the existence of indigenous peoples. This paper aims to describe the dynamics of legal recognition and protection for indigenous peoples within the framework of Indonesian law. This paper is library research based on literature. The result states that although the constitution has normatively recognized the existence of indigenous peoples and their traditional rights, in reality, not all rights were recognized and protected. The protection and recognition for indigenous people need to be strengthened.

Abstract:
In this article, by means of examination of Bolshevists Turkistanskie Vedomosti" newspaper and “Erikti Oylar Organi" and “Turkistanskyi Vestnik" newspapers which had been published during 1917-1918, the fact that “Turkistan Governorship" established in city of Kokand in November of 1917, within the framework of former tsarist Russia Turkistan general-governorship, was the legal government formed as a requisition of people of Turkistan was proved. An examination of these two newspapers providing information regarding history of “Turkistan Autonomy" but having opposite to each other views makes it possible to obtain valuable data concerning history of autonomy which was inappropriately misrepresented during Soviet period.Keywords: Turkestan autonomy, tsarist Russia, Turkic peoples, People's Government of Turkestan.

Abstract:
The article considers religious aspects of Kazakh society pre-Soviet times. Studying the mental, political and spiritual content of Islam, the reasons for its wide distribution among the ancestors of the Kazakhs is analyzed. Interested Russians since the accession of the Kazakh Khanate to the Russian Empire more than once pointed out that Islam is a synthesis of Islam and Shamanism. But shamanism is a generalization of the name of religion, which took place prior to Islam in the land of the Kazakh people. Here we can see the elements of Zoroastrianism, Tengrianism, etc. This shows that the ancestors of the Kazakhs - Turkic people - not renounced the ancient beliefs completely and leave some portion of these religions as an integral part of the worldview of the people, by the device. Therefore, the founder of the Turkic Sufi Yasaui still has a huge impact on the religiosity of the Kazakhs. He managed elements of the ancient religion, which formed the basis of the Kazakhs world, interpreted in the Muslim perspective. The Russian authorities tried to quell by Islamization Kazakh people. Abstract:
The destruction of the Juukan Gorge rock shelters in 2020 has catalysed impetus within Australian society for a significant change in engagement with Indigenous Peoples, and the approach to Indigenous cultural heritage, both within the Pilbara region and more broadly across Australia. Culture-based and people-centred approaches are inherent to inclusive sustainable development and Free, Prior, Informed Consent, outcomes encouraged by international and local recommendations on the human rights and cultural heritage preservation of Indigenous peoples. In this paper, we present an interpretive model of an evolved process for mining project development, incorporating culture-based and people-centred approaches, based on the Theory U system change method. The evolved process advocates a change in organisational mindset and culture, and a comprehensive understanding of Indigenous Peoples’ culture and values, as the foundations for increasing their influence and achieving mutually beneficial developments.

Abstract:
The aim of the study is to compare behavioral and EEG reactions in Turkic-speaking inhabitants of Siberia (Tuvinians and Yakuts) and Russians during the recognition of syntax errors in native and foreign languages. Sixty-three healthy aboriginals of the Tyva Republic, 29 inhabitants of the Sakha (Yakutia) Republic, and 55 Russians from Novosibirsk participated in the study. EEG were recorded during execution of error-recognition task in Russian and English language (in all participants) and in native languages (Tuvinian or Yakut Turkic-speaking inhabitants). Reaction time (RT) and quality of task execution were chosen as behavioral measures. Amplitude and cortical distribution of P300 and P600 peaks of ERP were used as a measure of speech-related brain activity. In Tuvinians, there were no differences in the P300 and P600 amplitudes as well as in cortical topology for Russian and Tuvinian languages, but there was a difference for English. In Yakuts, the P300 and P600 amplitudes and topology of ERP for Russian language were the same as Russians had for native language. In Yakuts, brain reactions during Yakut and English language comprehension had no difference, while the Russian language comprehension was differed from both Yakut and English. We found out that the Tuvinians recognized both Russian and Tuvinian as native languages, and English as a foreign language. The Yakuts recognized both English and Yakut as foreign languages, but Russian as a native language. According to the inquirer, both Tuvinians and Yakuts use the national language as a spoken language, whereas they do not use it for writing. It can well be a reason that Yakuts perceive the Yakut writing language as a foreign language while writing Russian as their native.Keywords: EEG, brain activity, syntactic analysis, native and foreign language.

It is historically proved that the ascending to the throne ceremony takes origin from Turk kaganate period by comparing the materials, concerning the facts of the history of both states. The function of Turk-Mongol kaganates remained unchangeable for ages.

Abstract:
Quality of life, environmental impact, congestion of mobility means, and infrastructures remain significant challenges for urban mobility. Solutions like car sharing, spatial redesign, eCommerce, and autonomous vehicles will likely increase the unit veh-km and the density of cars in urban traffic, thus reducing congestion. However, the impact of such solutions is not clear for researchers. Congestion arises from growing populations that must travel greater distances to arrive at similar locations (e.g., workplaces, schools) during the same time frame (e.g., rush hours). This paper first reviews the research and application cases of urban congestion methods through recent years. Rethinking the question of time, it then investigates people’s willingness and flexibility to adapt their arrival and departure times from workplaces. We use neural networks and methods of supervised learning to apply a methodology for predicting peoples’ intentions from their responses in a questionnaire. We created and distributed a questionnaire to more than 50 companies in the Paris suburb. Obtained results illustrate that our methodology can predict peoples’ intentions to reschedule their activities (work, study, commerce, etc.).

Abstract:
Current study established for EEG signal analysis in patients with language disorder. Language disorder can be defined as meaningful delay in the use or understanding of spoken or written language. The disorder can include the content or meaning of language, its form, or its use. Here we applied Z-score, power spectrum, and coherence methods to discriminate the language disorder data from healthy ones. Power spectrum of each channel in alpha, beta, gamma, delta, and theta frequency bands was measured. In addition, intra hemispheric Z-score obtained by scoring algorithm. Obtained results showed high Z-score and power spectrum in posterior regions. Therefore, we can conclude that peoples with language disorder have high brain activity in frontal region of brain in comparison with healthy peoples. Results showed that high coherence correlates with irregularities in the ERP and is often found during complex task, whereas low coherence is often found in pathological conditions. The results of the Z-score analysis of the brain dynamics showed higher Z-score peak frequency in delta, theta and beta sub bands of Language Disorder patients. In this analysis there were activity signs in both hemispheres and the left-dominant hemisphere was more active than the right.Keywords: EEG, electroencephalography, coherence methods, language disorder, power spectrum, z-score.

Abstract:
Petroglyphs, stone sculptures, burial mounds, and other memorial religious structures are ancient artifacts which find reflection in contemporary world culture, including the culture of Kazakhstan. In this article, the problem of the influence of ancient artifacts on contemporary culture is researched, using as an example Kazakhstan-s sculpture and painting. The practice of creating petroglyphs, stone sculptures, and memorial religious structures was closely connected to all fields of human existence, which fostered the formation of and became an inseparable part of a traditional worldview. The ancient roots of Saka-Sythian and Turkic nomadic culture have been studied, and integrated into the foundations of the contemporary art of Kazakhstan. Abstract:
The paper deals with cross-gender and cross-linguistic comparison of pitch characteristics for Tuvinian with two other Turkic languages - Uzbek and Azerbaijani, based on the results of statistical analysis of pitch parameter values and intonation patterns used by male and female speakers.
The main goal of our work is to obtain the ranges of pitch parameter values typical for Tuvinian speakers for the purpose of automatic language identification. We also propose a cross-gender analysis of declarative intonation in the poorly studied Tuvinian language.
The ranges of pitch parameter values were obtained by means of specially developed software that deals with the distribution of pitch values and allows us to obtain statistical language-specific pitch intervals.

Transferring information developed by other peoples is an ordinary event that happens during daily conversations, for example when employees sea each other in the organization, or when they are having lunch together, or attending a meeting, they use to talk about their experience, and discuss about their current projects, and talk about their successes over some specific problems. Despite the potential value of leveraging organizational memory and expertise by using OMS and ER, still small organizations haven-t been able to capitalize on its promised value. Each organization has its internal knowledge management system, in some of organizations the system face the lack of expert people to save their experience in the repository and in another hand on some other organizations there are lots of expert people but the organization doesn-t have the maximum use of their knowledge.

Abstract:
—‘MEDICINE’ is a new project funded under the EC Horizon 2020 Marie-Sklodowska Curie Actions, to determine concepts of health and healing from a culturally specific indigenous context, using a framework of interdisciplinary methods which integrates archaeological-historical, ethnographic and modern health sciences approaches. The study will generate new theoretical and methodological approaches to model how peoples survive and adapt their traditional belief systems in a context of alien cultural impacts. In the immediate wake of the conquest of Peru by invading Spanish armies and ideology, native Andeans responded by forming the Taki Onkoy millenarian movement, which rejected European philosophical and ontological teachings, claiming “you make us sick”. The study explores how people’s experience of their world and their health beliefs within it, is fundamentally shaped by their inherent beliefs about the nature of being and identity in relation to the wider cosmos. Cultural and health belief systems and related rituals or behaviors sustain a people’s sense of identity, wellbeing and integrity. In the event of dislocation and persecution these may change into devolved forms, which eventually inter-relate with ‘modern’ biomedical systems of health in as yet unidentified ways. The development of new conceptual frameworks that model this process will greatly expand our understanding of how people survive and adapt in response to cultural trauma. It will also demonstrate the continuing role, relevance and use of TM in present-day indigenous communities. Studies will first be made of relevant pre-Colombian material culture, and then of early colonial period ethnohistorical texts which document the health beliefs and ritual practices still employed by indigenous Andean societies at the advent of the 17th century Jesuit campaigns of persecution - ‘Extirpación de las Idolatrías’. Core beliefs drawn from these baseline studies will then be used to construct a questionnaire about current health beliefs and practices to be taken into the study population of indigenous Quechua peoples in the northern Andean region of Ecuador. Their current systems of knowledge and medicine have evolved within complex historical contexts of both the conquest by invading Inca armies in the late 15th century, followed a generation later by Spain, into new forms. A new model will be developed of contemporary Andean concepts of health, illness and healing demonstrating the way these have changed through time. With this, a ‘policy tool’ will be constructed as a bridhging facility into contemporary global scenarios relevant to other Indigenous, First Nations, and migrant peoples to provide a means through which their traditional health beliefs and current needs may be more appropriately understood and met. This paper presents findings from the first analytical phases of the work based upon the study of the literature and the archaeological records. Mounds are one of the most valuable sources of information on various aspects of life, household skills, rituals and beliefs of the ancient peoples of Kazakhstan. Moreover, the objects associated with the cult of the burial of the dead are the most informative, and often the only source of knowledge about past eras. The present study is devoted to some results of the excavations carried out on the mound "Baygetobe" of Shilikti burial ground. The purpose of the work is associated with certain categories of grave goods and reading "Fine Text" of Shilikti graves, whose structure is the same for burials of nobles and ordinary graves. In the product design and development process, the prototyping or model making is one of the important step to finalize a product which helps in conceptualization of a design. Rapid Prototyping (RP) is layer-by-layer material deposition started during early 1980s with the enormous growth in Computer Aided Design and Manufacturing (CAD/CAM) technologies. The edges and surfaces of a complex solid model and their information are used for defining a product which is further manufactured as a finished product by CNC machining. This paper provides a better platform for researchers, new learners and product manufacturers for various applications of RP models. Subsequently it creates awareness among the peoples of recently developing RP method of manufacturing in product design, developments and its applications.

Our Medicine-oriented research is based on a medical data set of real patients. It is a security problem to share patient private data with peoples other than clinician or hospital staff. We have to remove person identification information from medical data. The medical data without private data are available after a de-identification process for any research purposes. In this paper, we introduce an universal automatic rule-based de-identification application to do all this stuff on an heterogeneous medical data. A patient private identification is replaced by an unique identification number, even in burnedin annotation in pixel data. The identical identification is used for all patient medical data, so it keeps relationships in a data. Tourists- eyes will often be attracted by the unique phenomenon of the roadsides: betel nut beauties (pronounced as binlang xishi in Mandarin), if they drive on the roads of Taiwan. Sitting in the neon-lit glass stalls with attractive dress on the roadsides, betel nut beauties usually sell betel nuts to the passing truckers or car drivers with much of their efforts. Moreover, in order to attract peoples- eyesight and increase the sales volume, the young girls are in skimpy clothing to promote betel nuts or beverages to their customers. Therefore, when the Chinese tourists come to Taiwan, to see the unique betel nut beauty phenomenon has become one of their greatly interested things or even a “must see". Abstract:
Financial literacy is one of the key factors needed in making informed financial decisions. As businesses continue to be more profit driven, more financial and economic intrigues arise that continue to put individuals at the risk of spending more and more without considering the short term and long term effects. We conducted a study to assess financial literacy and financial decision making among Emiratis. Our results show that financial literacy is lacking among Emiratis. Also, almost half of respondents owe loans to other peoples and 1/5 of them have bank loans. We expect that the outcome of this research will be useful for designing educational programs and policies to promote financial planning and security among Emiratis. Abstract:
Jesus and Socrates shared a remarkable gift; a channel of inner spiritual communication, to afford them truthful guidance in their respective religious discourse. Jesus is part of the Trinity; he is the Son, the Son of God. In mortal life he is the son of a carpenter. He called on all peoples to repent of their sins but fell foul of the authorities and was crucified. Socrates was an ancient Greek philosopher and the son of an artisan. His mission is to drive the Athenians to investigate truth, but he too incurs the displeasure of fellow citizens, to the extent of execution. The accusations made against them centre around, in Jesus’ case, proclaiming himself the Son of God, with the means to pardon, and in Socrates’, that a daimonion, an inner voice, speaks to him in his heart. Jesus talks with God directly through prayer, as the pneuma of God, i.e. to pneuma to hagion, or Holy Spirit, is with him. Socrates seems to enter what we would now think of as a trance-like condition, wherein he communicates with his inner daimonion, who directs him to take courage on the righteous path.

Abstract:
Social networking is one of the most successful and popular tools to emerge from the Web 2.0 era. However, the increased interconnectivity and access to peoples- personal lives and information has created a plethora of opportunities for the nefarious side of human nature to manifest. This paper categorizes and describes the major types of anti-social behavior and criminal activity that can arise through undisciplined use and/or misuse of social media. We specifically address identity theft, misrepresentation of information posted, cyber bullying, children and social networking, and social networking in the work place. Recommendations are provided for how to reduce the risk of being the victim of a crime or engaging in embarrassing behavior that could irrevocably harm one-s reputation either professionally or personally. We also discuss what responsibilities social networking companies have to protect their users and also what law enforcement and policy makers can do to help alleviate the problems.

Article is devoted to the problem of Kazakhstan people national values in the conditions of the Republic of Kazakhstan independence. Formation of ethnos national values is viewed as the mandatory constituent of this process in contemporary conditions. The article shows the dynamics of forming socialspiritual basis of Kazakhstan people-s national values. It depicts peculiarities of interethnic relations in poly-ethnic and multiconfessional Kazakhstan. The study reviews in every detail various directions of the state social policy development in the sphere of national values. It is aimed to consolidation of the society to achieve the shared objective, i.e. building democratic and civilized state. The author discloses peculiarities of ethnos national values development using specific sources. It is underlined that renewal and modernization of Kazakhstan society represents new stage in the national value development, and its typical feature is integration process based on peoples- friendship, cultural principles of interethnic communication.

In this context, the activity of cultural tourism is growing, being seen as an important source of knowledge and information enjoyed by visitors. This article aims to discuss the cultural tourism, archaeological records and indigenous communities and the importance of preserving these invaluable sources of information, focusing on the records of the first peoples inhabiting the South American and North American lands. The study was based on discussions, theoretical studies, bibliographical research. Archaeological records are an important source of knowledge and information. Indigenous ethnic tourism represents a rescue of the authenticity of indigenous traditional cultures and their relation to the natural habitat. Cultural and indigenous tourism activity requires long-term planning to make it a sustainable activity.

Abstract:
Sentiment analysis is a very active research topic. Every day, Facebook, Twitter, Weibo, and other social media, as well as significant e-commerce websites, generate a massive amount of comments, which can be used to analyse peoples opinions or emotions. The existing methods for sentiment analysis are based mainly on sentiment dictionaries, machine learning, and deep learning. The first two kinds of methods rely on heavily sentiment dictionaries or large amounts of labelled data. The third one overcomes these two problems. So, in this paper, we focus on the third one. Specifically, we survey various sentiment analysis methods based on convolutional neural network, recurrent neural network, long short-term memory, deep neural network, deep belief network, and memory network. We compare their futures, advantages, and disadvantages. Also, we point out the main problems of these methods, which may be worthy of careful studies in the future. Abstract:
The relics of traditional folk culture in Kazakhstan are ceremonies or their fragments - such as weddings, funerals, shamanism. The world of spiritual creatures, spirits-protectors, spirits-helpers, injury spirits, spirits of illnesses, etc., is described in detail in shamanic rites (in Kazakh culture it is called bakslyk). The study of these displays of folk culture, which reflect the peoples` ethnic mentality or notions about the structure, values and hierarchies of the universe, includes collection and recording of the field materials and their interpretation, i.e. reconstruction of those meanings which were initially embodied or “coded" in folklore. A distinctive feature of Kazakh nomadic culture is its self-preservation and actualization, almost untouched the ancient mythologies of the world, in particular, the mythologies connected with music, musical instruments and the creator of music. Within the frameworks of the traditional culture the word and the music keep the sacral meaning. The ritual melodies and what they carry – the holly, and at the same time unexplored, powerful and threatening, uncontrolled by people world – keep on attributing the soul to all, connected with culture.

Abstract:
On-line handwritten scripts are usually dealt with pen tip traces from pen-down to pen-up positions. Time evaluation of the pen coordinates is also considered along with trajectory information. However, the data obtained needs a lot of preprocessing including filtering, smoothing, slant removing and size normalization before recognition process. Instead of doing such lengthy preprocessing, this paper presents a simple approach to extract the useful character information. This work evaluates the use of the counter- propagation neural network (CPN) and presents feature extraction mechanism in full detail to work with on-line handwriting recognition. The obtained recognition rates were 60% to 94% using the CPN for different sets of character samples. This paper also describes a performance study in which a recognition mechanism with multiple thresholds is evaluated for counter-propagation architecture. The results indicate that the application of multiple thresholds has significant effect on recognition mechanism. The method is applicable for off-line character recognition as well. The technique is tested for upper-case English alphabets for a number of different styles from different peoples.
