1951 Extraction of Temporal Relation by the Creation of Historical Natural Disaster Archive
Authors: Suguru Yoshioka, Seiichi Tani, Seinosuke Toda
Abstract:
In historical science and social science, the influence of natural disaster upon society is a matter of great interest. In recent years, some archives are made through many hands for natural disasters, however it is inefficiency and waste. So, we suppose a computer system to create a historical natural disaster archive. As the target of this analysis, we consider newspaper articles. The news articles are considered to be typical examples that prescribe the temporal relations of affairs for natural disaster. In order to do this analysis, we identify the occurrences in newspaper articles by some index entries, considering the affairs which are specific to natural disasters, and show the temporal relation between natural disasters. We designed and implemented the automatic system of “extraction of the occurrences of natural disaster" and “temporal relation table for natural disaster."Keywords: Database, digital library, corpus, historical natural disaster, temporal relation

Authors: Dorota Rucińska
Abstract:
This theoretical paper combines the academic discourse regarding a specific part of dark tourism. Based on the literature analysis, distinction of natural disasters in thanatourism was investigated, which is connected with dynamic geographical conditions. Natural disasters used to play an important role in social life by their appearance in myths and religions. Nowadays, tourists pursuing natural hazards can be divided into three groups: Those interested in natural hazards themselves; those interested in landscape deformation and experiencing emotions shortly after extreme events - natural disasters - occur; and finally those interested in historic places log after an extreme event takes place. An important element of the natural disaster tourism is quick access to information on the location of a disaster and the destination of a potential excursion. Natural disaster tourism suits alternative tourism, yet it is opposed culture tourism, and sustainable tourism. The paper compares types and groups of tourists. It also considers the contradictions that describe dualism, which exists in dark tourism. Keywords: Dark tourism, dualism, natural disasters, natural hazards, thanatoursim.

Authors: Chad A. Long
Abstract:
The United States military is now commonly responding to complex humanitarian emergencies and natural disasters around the world. From catastrophic earthquakes in Haiti to typhoons devastating the Philippines, U.S. military assistance is requested when the event exceeds the local government's ability to assist the population. This study assesses the characteristics of catastrophes that surpass a nation’s individual ability to respond and recover from the event. The paper begins with a historical summary of military aid and then analyzes over 40 years of the United States military humanitarian response. Over 300 military operations were reviewed and coded based on the nature of the disaster. This in-depth study reviewed the U.S. military’s deployment events for cyclones and earthquakes to determine the strength of the natural disaster requiring external assistance. The climatological data for cyclone landfall and magnitude data for earthquake epicenters were identified, grouped into regions and analyzed for time-based trends. The results showed that foreign countries will likely request the U.S. military for cyclones with speeds greater or equal to 125 miles an hour and earthquakes at the magnitude of 7.4 or higher. These results of this study will assist the geographic combatant commands in determining future military response requirements.

Authors: Milton Montejano Castillo, Tarsicio Pastrana Salcedo
Abstract:
Based on the hypothesis that disaster risk is constructed socially and historically, this article shows the importance of keeping alive the historical memory of disaster by means of architectural and urban heritage conservation. This is illustrated with three examples of Latin American World Heritage cities, where disasters like floods and earthquakes have shaped urban form. Therefore, the study of urban form or "Urban Morphology" is proposed as a tool to understand and analyze urban transformations with the documentation of the occurrence of disasters. Lessons learned from such cities may be useful to reduce disasters risk in contemporary built environments. Keywords: Conservation, disaster risk reduction, urban morphology, world heritage.

Authors: Ali Nadi, Ali Edrissi
Abstract:
Relief demand and transportation links availability is the essential information that is needed for every natural disaster operation. This information is not in hand once a disaster strikes. Relief demand and network condition has been evaluated based on prediction method in related works. Nevertheless, prediction seems to be over or under estimated due to uncertainties and may lead to a failure operation. Therefore, in this paper a stochastic programming model is proposed to evaluate real-time relief demand and network condition at the onset of a natural disaster. To address the time sensitivity of the emergency response, the proposed model uses reinforcement learning for optimization of the total relief assessment time. The proposed model is tested on a real size network problem. The simulation results indicate that the proposed model performs well in the case of collecting real-time information.

Authors: C. Pacheco, A. Cipriano
Abstract:
A new concept of response system is proposed for filling the gap that exists in reducing vulnerability during immediate response to natural disasters. Real Time Early Response Systems (RTERSs) incorporate real time information as feedback data for closing control loop and for generating real time situation assessment. A review of the state of the art on works that fit the concept of RTERS is presented, and it is found that they are mainly focused on manmade disasters. At the same time, in response phase of natural disaster management many works are involved in creating early warning systems, but just few efforts have been put on deciding what to do once an alarm is activated. In this context a RTERS arises as a useful tool for supporting people in their decision making process during natural disasters after an event is detected, and also as an innovative context for applying well-known automation technologies and automatic control concepts and tools.

Authors: Ahmet Kivanc Kutluca, Semahat Ozdemir
Abstract:
Urban disaster risks and vulnerabilities are great problems for Turkey. The annual loss of life and property through disaster in the world-s major metropolitan areas is increasing. Urban concentrations of the poor and less-informed in environmentally fragile locations suffer the impact of disaster disproportionately. Gecekondu (squatter) developments will compound the inherent risks associated with high-density environments, in appropriate technologies, and inadequate infrastructure. On the other hand, there are many geological disadvantages such as sitting on top of active tectonic plate boundaries, and why having avalanche, flood, and landslide and drought prone areas in Turkey. However, this natural formation is inevitable; the only way to survive in such a harsh geography is to be aware of importance of these natural events and to take political and physical measures. The main aim of this research is to bring up the magnitude of natural hazard risks in Izmir built-up zone, not being taken into consideration adequately. Because the dimensions of the peril are not taken seriously enough, the natural hazard risks, which are commonly well known, are not considered important or they are being forgotten after some time passes. Within this research, the magnitude of natural hazard risks for Izmir is being presented in the scope of concrete and local researches over Izmir risky areas.

Authors: Asma Mehan
Abstract:
Under the thrust of technological changes, population growth and vehicular traffic, Iranian historical squares have lost their significance and they are no longer the main social nodes of the society. This research focuses on how historical public squares can inspire designers to enhance social interactions among citizens in Iranian urban context. Moreover, the recent master plan of Tehran demonstrates the lack of public spaces designed for the purpose of people’s social gatherings. For filling this gap, first the current situation of 7 selected primary historical public squares in Tehran including Sabze Meydan, Arg, Topkhaneh, Baherstan, Mokhber-al-dole, Rah Ahan and Hassan Abad have been compared. Later, the influencing elements on social interactions of the public squares such as subjective factors (human relationships and memories) and objective factors (natural and built environment) have been investigated. As a conclusion, some strategies are proposed for improving social interactions in historical public squares like; holding cultural, national, athletic and religious events, defining different and new functions in public squares’ surrounding, increasing pedestrian routs, reviving the collective memory, demonstrating the historical importance of square, eliminating visual obstacles across the square, organization the natural elements of the square, appropriate pavement for social activities. Finally, it is argued that the combination of all influencing factors which are: human interactions, natural elements and built environment criteria will lead to enhance the historical public squares’ potential for social interaction.

Abstract:
This study considers the problem of calculating safety stocks in disaster situations inventory systems that face demand uncertainties. Safety stocks are essential to make the supply chain, which is controlled by forecasts of customer needs, in response to demand uncertainties and to reach predefined goal service levels. To solve the problem of uncertainties due to the disaster situations affecting the industry sector, the concept of Emergency Safety Stock (ESS) was proposed. While there exists a huge body of literature on determining safety stock levels, this literature does not address the problem arising due to the disaster and dealing with the situations. In this paper, the problem of improving the Order Quantity Model to deal with uncertainty of demand due to disasters is managed by incorporating a new idea called ESS which is based on the probability of disaster occurrence and uses probability matrix calculated from the historical data.

Abstract:
Ubiquity of natural disasters during last few decades have risen serious questions towards the prediction of such events and human safety. Every disaster regardless its proportion has a precursor which is manifested as a disruption of some environmental parameter such as temperature, humidity, pressure, vibrations and etc. In order to anticipate and monitor those changes, in this paper we propose an overall system for disaster prediction and monitoring, based on wireless sensor network (WSN). Furthermore, we introduce a modified and simplified WSN routing protocol built on the top of the trickle routing algorithm. Routing algorithm was deployed using the bluetooth low energy protocol in order to achieve low power consumption. Performance of the WSN network was analyzed using a real life system implementation. Estimates of the WSN parameters such as battery life time, network size and packet delay are determined. Based on the performance of the WSN network, proposed system can be utilized for disaster monitoring and prediction due to its low power profile and mesh routing feature. Keywords: Bluetooth low energy, disaster prediction, mesh routing protocols, wireless sensor networks.

Abstract:
Planning for future disasters sets the stage for a variety of activities that may trigger multiple recurring operations and expose the community to opportunities to minimize risks. Local communities are increasingly embracing the necessity for planning based on local risks, but are also significantly challenged to effectively plan and response to disasters. This research examines basic risk-based disaster planning model and compares it with advanced risk-based planning that introduces the identification and alignment of varieties of local capabilities within and out of the local community that can be pivotal to facilitate the management of local risks and cascading effects prior to a disaster. A critical review shows that the identification and alignment of capabilities can potentially enhance risk-based disaster planning. Authors: S. M. Amin Hosseini, Oriol Pons, Carmen Mendoza Arroyo, Albert de la Fuente
Abstract:
In the aftermath of a natural disaster, the major challenge most cities and societies face, regardless of their diverse level of prosperity, is to provide temporary housing (TH) for the displaced population (DP). However, the features of TH, which have been applied in previous recovery programs, greatly varied from case to case. This situation demonstrates that providing temporary accommodation for DP in a short period time and usually in great numbers is complicated in terms of satisfying all the beneficiaries’ needs, regardless of the societies’ welfare levels. Furthermore, when previously used strategies are applied to different areas, the chosen strategies are most likely destined to fail, unless the strategies are context and culturally based. Therefore, as the population of disaster-prone cities are increasing, decision-makers need a platform to help to determine all the factors, which caused the outcomes of the prior programs. To this end, this paper aims to assess the problems, requirements, limitations, potential responses, chosen strategies, and their outcomes, in order to determine the main elements that have influenced the TH process. In this regard, and in order to determine a customizable strategy, this study analyses the TH programs of five different cases as: Marmara earthquake, 1999; Bam earthquake, 2003; Aceh earthquake and tsunami, 2004; Hurricane Katrina, 2005; and, L’Aquila earthquake, 2009. The research results demonstrate that the main vertexes of TH are: (1) local characteristics, including local potential and affected population features, (2) TH properties, which needs to be considered in four phases: planning, provision/construction, operation, and second life, and (3) natural hazards impacts, which embraces intensity and type. Accordingly, this study offers decision-makers the opportunity to discover the main vertexes, their subsets, interactions, and the relation between strategies and outcomes based on the local conditions of each case. Consequently, authorities may acquire the capability to design a customizable method in the face of complicated post-disaster housing in the wake of future natural disasters.

Authors: D. Moser, D. Pinto, A. Cipriano
Abstract:
A Disaster Management System (DMS) is very important for countries with multiple disasters, such as Chile. In the world (also in Chile)different disasters (earthquakes, tsunamis, volcanic eruption, fire or other natural or man-made disasters) happen and have an effect on the population. It is also possible that two or more disasters occur at the same time. This meansthata multi-risk situation must be mastered. To handle such a situation a Decision Support System (DSS) based on multiagents is a suitable architecture. The most known DMSs are concernedwith only a singledisaster (sometimes thecombination of earthquake and tsunami) and often with a particular disaster. Nevertheless, a DSS helps for a better real-time response. Analyze the existing systems in the literature and expand them for multi-risk disasters to construct a well-organized system is the proposal of our work. The here shown work is an approach of a multi-risk system, which needs an architecture and well defined aims. In this moment our study is a kind of case study to analyze the way we have to follow to create our proposed system in the future.

Abstract:
Natural disasters have occurred and will continue to cause human and material damage. Therefore, the idea of "preventing" natural disasters will never be possible. However, their prediction is possible with the advancement of technology. Even if natural disasters are effectively inevitable, their consequences may be partly controlled. The rapid growth and progress of artificial intelligence (AI) had a major impact on the prediction of natural disasters and risk assessment which are necessary for effective disaster reduction. Earthquake prediction to prevent the loss of human lives and even property damage is an important factor; that, is why it is crucial to develop techniques for predicting this natural disaster. This study aims to analyze the ability of artificial neural networks (ANNs) to predict earthquakes that occur in a given area. The used data describe the problem of high energy (higher than 104 J) seismic bumps forecasting in a coal mine using two long walls as an example. For this purpose, seismic bumps data obtained from mines have been analyzed. The results obtained show that the ANN is able to predict earthquake parameters with high accuracy; the classification accuracy through neural networks is more than 94%, and the models developed are efficient and robust and depend only weakly on the initial database.

Facility location is one of the important problems affecting the relief operations. The location model in this paper is motivated by arranging the flow of relief materials from the main warehouse to continent warehouse and further to regional warehouse and from these to the disaster area. This flow makes the relief organization always ready to deal with the disaster situation during shortest possible time. The main purpose of this paper is merge the concept of just in time and the campaign system in emergency supply chain,so that when the disaster happens the affected country can request help from the nearest regional warehouse, which will supply the relief material and the required stuff to support and assist the victims in the disaster area. Furthermore, the regional warehouse places an order to the continent warehouse to replenish the material that is distributed to the disaster area. It also concentrates on response and recovery actions under post-disaster situations. The aim of this study is to present a methodology to assess the resilience of electric power distribution poles against wind-related events. The proposed methodology can improve the accuracy and rapidity of the evaluation of the conditions and the assessment of the resilience of poles. The methodology provides a metric for the evaluation of the resilience of poles under pre-disaster and post-disaster conditions. The metric was developed using mathematical expressions for physical forces that involve various variables, such as physical dimensions of the pole, the inclination of the pole, and wind speed. A three-dimensional imaging technology (photogrammetry) was used to determine the inclination of poles. Based on expert opinion, the proposed metric was used to define zones to visualize resilience. Visual representation of resilience is helpful for decision makers to prioritize their resources before and after experiencing a wind-related disaster. Multiple electric poles in the City of Beaumont, TX were used in a case study to evaluate the proposed methodology.
