476 Analysis and Evaluation of the Public Responses to Traffic Congestion Pricing Schemes in Urban Streets
Authors: Saeed Sayyad Hagh Shomar
Abstract:
Traffic congestion pricing in urban streets is one of the most suitable options for solving the traffic problems and environment pollutions in the cities of the country. Unlike its acceptable outcomes, there are problems concerning the necessity to pay by the mass. Regarding the fact that public response in order to succeed in this strategy is so influential, studying their response and behavior to get the feedback and improve the strategies is of great importance. In this study, a questionnaire was used to examine the public reactions to the traffic congestion pricing schemes at the center of Tehran metropolis and the factors involved in people’s decision making in accepting or rejecting the congestion pricing schemes were assessed based on the data obtained from the questionnaire as well as the international experiences. Then, by analyzing and comparing the schemes, guidelines to reduce public objections to them are discussed. The results of reviewing and evaluating the public reactions show that all the pros and cons must be considered to guarantee the success of these projects. Consequently, with targeted public education and consciousness-raising advertisements, prior to initiating a scheme and ensuring the mechanism of the implementation after the start of the project, the initial opposition is reduced and, with the gradual emergence of the real and tangible benefits of its implementation, users’ satisfaction will increase.

Authors: Ju Young Lee, Jung-Seok Yang, Jaeyoung Choi
Abstract:
The purpose of this paper primarily intends to develop GIS interface for estimating sequences of stream-flows at ungauged stations based on known flows at gauged stations. The integrated GIS interface is composed of three major steps. The first, precipitation characteristics using statistical analysis is the procedure for making multiple linear regression equation to get the long term mean daily flow at ungauged stations. The independent variables in regression equation are mean daily flow and drainage area. Traditionally, mean flow data are generated by using Thissen polygon method. However, method for obtaining mean flow data can be selected by user such as Kriging, IDW (Inverse Distance Weighted), Spline methods as well as other traditional methods. At the second, flow duration curve (FDC) is computing at unguaged station by FDCs in gauged stations. Finally, the mean annual daily flow is computed by spatial interpolation algorithm. The third step is to obtain watershed/topographic characteristics. They are the most important factors which govern stream-flows. In summary, the simulated daily flow time series are compared with observed times series. The results using integrated GIS interface are closely similar and are well fitted each other. Also, the relationship between the topographic/watershed characteristics and stream flow time series is highly correlated. Keywords: Integrated GIS interface, spatial interpolation algorithm, FDC.

Authors: A. Zahedi Yeganeh, A. Khademolhosseini, R. Mokhtari Malekabadi
Abstract:
Undoubtedly one of the most far-reaching and controversial topics considered in the past few decades, has been globalization. Globalization lies in the essence of the modern culture. It is a complex and rapidly expanding network of links and mutual interdependence that is an aspect of modern life; though some argue that this link existed since the beginning of human history. If we consider globalization as a dynamic social process in which the geographical constraints governing the political, economic, social and cultural relationships have been undermined, it might not be possible to simply describe its impact on the urban fabric. But since in this phenomenon the increase in communications of societies (while preserving the main cultural - regional characteristics) with one another and the increase in the possibility of influencing other societies are discussed, the need for more studies will be felt. The main objective of this study is to grade based on some globalization factors on urban fabric applying the TOPSIS model. The research method is descriptive - analytical and survey. For data analysis, the TOPSIS model and SPSS software were used and the results of GIS software with fourteen cities are shown on the map. The results show that the process of being influenced by the globalization of the urban fabric of fourteen zones of Isfahan was not similar and there have been large differences in this respect between city zones; the most affected areas are zones 5, 6 and 9 of the municipality and the least impact has been on the zones 4 and 3 and 2.

Abstract:
Abu Dhabi is one of the fastest developed cities in the region. On top of all the current and future environmental challenges, Abu Dhabi aims to be among the top governments in the world in sustainable development. Abu Dhabi plans to create an attractive, livable and sustainable managed urban environment in which all necessary services and infrastructure are provided in a sustainable and timely manner. Abu Dhabi is engaged in a difficult challenge to develop credible environmental indicators that would assess the ambitious environmental targets. The aim of those indicators is to provide reliable guidance to decision makers and the public concerning key factors that determine the state of urban environment and identify major areas for policy intervention. In order to ensure sustainable development in UAE in general, and of Abu Dhabi City in particular, relevant and contextual environmental indicators need to be carefully considered. These indicators provide a gauge at a national government scale of how close countries are to establish environmental policy goals. The environment indicators assist city decision-making in such areas as identification of significant environmental aspects and observation of environmental performance trends. Those can help to find ways of reducing environmental pollution and in improving eco-efficiency. This paper outlines recent strategies implemented in Abu Dhabi that aims to improve the sustainable performance of the city-s built environment. The paper explores the variety of current and possible indicators at different levels and their roles in the development of the city.

Abstract:
Both prognostic and diagnostic modes of a 3D baroclinic model in hydrodynamic and sediment transport models of the Princeton Ocean Model (POM) were conducted to separate prognose and diagnose effects of different hydrodynamic factors on transport of suspended sediment discharged from the rivers to the Gulf of Thailand (GoT). Both transport modes of suspended sediment distribution in the GoT were numerically simulated. It could be concluded that the suspended sediment discharged from the rivers around the GoT. Most of sediments in estuaries and coastal areas are deposited outside the GoT under the condition of wind-driven current, and very small amount of the sediments of them are transported faraway. On the basis of wind forcing, sediments from the lower GoT to the upper GoT are mainly transported south-northwestward and also continuously moved north-southwestward. An obvious 3D characteristic of suspended sediment transport is produced in the wind-driven current residual circulation condition. In this study, the transport patterns at the third layer are generally consistent with the typhoon-induced strong currents in two case studies of Typhoon Linda 1997. The case studies presented the prognostic and diagnostic modes during 00UTC28OCT1997 to 12UTC06NOV1997 in a short period with the current condition for pre-operation of the suspended sediment transport model in estuaries and coastal areas. Keywords: prognostic, diagnostic, baroclinic, sediment transport, estuaries.

Authors: Meeta Ratawa Tiwary
Abstract:
Damaturu is the capital of Yobe State in northeastern Nigeria where civic amenities and facilities are not adequate even after 24 years of its existence. The volatile security and political situations are most significant causes for the same. The basic facility for the citizens in terms of drinking water and electricity are not available. For the drinking water, they have to rely on personal boreholes or the filtered borehole waters available in packaged sachets in market. The present study is concerned with environmental impact of indiscriminate disposal of drinking synthetic polythene water sachets in Damaturu. The sachet water is popularly called as “pure water”, but its purity is questionable. Increased production and consumption of sachet water has led to indiscriminate dumping and disposal of empty sachets leading to serious environmental threat. The evidence of this is seen for sachets littering the streets and the drainages blocked by ‘blocks’ of water sachet waste. Sachet water gained much popularity in Nigeria because the product is convenient for use, affordable and economically viable. The present study aims to find out the solution to this environmental problem. The fieldbased study has found some significant factors that cause environmental and socio economic effect due to this. Some recommendations have been made based on research findings regarding sustainable waste management, recycling and re-use of the non-biodegradable products in society. Keywords: Civic amenities, non-biodegradable, pure water, sustainable environment, waste disposal.

The Digital Bleek and Lloyd project is an example of institutional collaboration by the University of Cape Town, University of South Africa, Iziko South African Museum, the National Library of South Africa and the Western Cape Provincial Archives and Records Service. The contemporary value of the archive will be discussed in relation to its current manifestation as a collection of archival and digital objects, each with its own set of properties and archival risk factors. This tension between the two ways to access the archive will be interrogated to shed light on the slippages between the digital object and the archival object. The primary argument is that the process of digitization generates an ontological shift in the status of the archival object. The secondary argument is an engagement with practices to curate the encounters with these ontologically shifted objects and how to relate to each as a contemporary viewer. In conclusion this paper will argue for regarding these archival objects according to the interpretive framework utilized to engage secular relics. Keywords: Archive, curatorship, digitization, The Digital Bleek and Lloyd.

Abstract:
Functional near infrared spectroscopy (fNIRS) is a practical non-invasive optical technique to detect characteristic of hemoglobin density dynamics response during functional activation of the cerebral cortex. In this paper, fNIRS measurements were made in the area of motor cortex from C4 position according to international 10-20 system. Three subjects, aged 23 - 30 years, were participated in the experiment. The aim of this paper was to evaluate the effects of different motor activation tasks of the hemoglobin density dynamics of fNIRS signal. The chaotic concept based on deterministic dynamics is an important feature in biological signal analysis. This paper employs the chaotic properties which is a novel method of nonlinear analysis, to analyze and to quantify the chaotic property in the time series of the hemoglobin dynamics of the various motor imagery tasks of fNIRS signal. Usually, hemoglobin density in the human brain cortex is found to change slowly in time. An inevitable noise caused by various factors is to be included in a signal. So, principle component analysis method (PCA) is utilized to remove high frequency component. The phase pace is reconstructed and evaluated the Lyapunov spectrum, and Lyapunov dimensions. From the experimental results, it can be conclude that the signals measured by fNIRS are chaotic. Keywords: Chaos, hemoglobin, Lyapunov spectrum, motorimagery, near infrared spectroscopy (NIRS), principal componentanalysis (PCA).

Abstract:
Mobile learning (m-learning) is steadily growing and has undoubtedly derived benefits to learners and tutors in different learning environments. This paper investigates the variation in benefits derived from enhanced classroom learning through use of m-learning platforms in the context of a developing country owing to the fact that it is still in its initial stages. The study focused on how basic technology-enhanced pedagogic innovation like cell phone-based learning is enhancing classroom learning from the learners’ perspective. The paper explicitly indicates the opportunities presented by enhanced learning to a conventional learning environment like a physical classroom. The findings were obtained through a survey of two universities in Uganda in which data was quantitatively collected, analyzed and presented in a three banded diagram depicting the variation in the obtainable benefits. Learners indicated that a smartphone is the most commonly used device. Learners also indicate that straight lectures, student to student plus student to lecturer communication, accessing learning material and assignments are core activities. In a TEL environment support by smartphones, learners indicated that they conveniently achieve the prior activities plus discussions and group work. Learners seemed not attracted to the possibility of using TEL environment to take lectures, as well as make class presentations. The less attractiveness of these two factors may be due to the teacher centered approach commonly applied in the country’s education system.

Abstract:
For newly produced houses and energy renovations, an energy calculation needs to be conducted. This is done to verify whether the energy consumption criteria of the house -to reach the energy targets by 2020 and 2050- are in-line with the norms. The main purpose of this study is to confirm whether easy to use energy calculation software or hand calculations used by small companies or individuals give logical results compared to advanced energy simulation program used by researchers or bigger companies. There are different methods for calculating energy consumption. In this paper, two energy calculation programs are used and the relation of energy consumption with solar radiation is compared. A hand calculation is also done to validate whether the hand calculations are still reasonable. The two computer programs which have been used are TMF Energi (the easy energy calculation variant used by small companies or individuals) and IDA ICE - Indoor Climate and Energy (the advanced energy simulation program used by researchers or larger companies). The calculations are done for a standard house from the Swedish house supplier Fiskarhedenvillan. The method is based on having the same conditions and inputs in the different calculation forms so that the results can be compared and verified. The house has been faced differently to see how the orientation affects energy consumption in different methods. The results for the simulations are close to each other and the hand calculation differs from the computer programs by only 5%. Even if solar factors differ due to the orientation of the house, energy calculation results from different computer programs and even hand calculation methods are in line with each other.

Abstract:
Temperature is one of the most principle factors affects aquaculture system. It can cause stress and mortality or superior environment for growth and reproduction. This paper presents the control of pond water temperature using artificial intelligence technique. The water temperature is very important parameter for shrimp growth. The required temperature for optimal growth is 34oC, if temperature increase up to 38oC it cause death of the shrimp, so it is important to control water temperature. Solar thermal water heating system is designed to supply an aquaculture pond with the required hot water in Mersa Matruh in Egypt. Neural networks are massively parallel processors that have the ability to learn patterns through a training experience. Because of this feature, they are often well suited for modeling complex and non-linear processes such as those commonly found in the heating system. Artificial neural network is proposed to control water temperature due to Artificial intelligence (AI) techniques are becoming useful as alternate approaches to conventional techniques. They have been used to solve complicated practical problems. Moreover this paper introduces a complete mathematical modeling and MATLAB SIMULINK model for the aquaculture system. The simulation results indicate that, the control unit success in keeping water temperature constant at the desired temperature by controlling the hot water flow rate.

Abstract:
This study recognized the effectiveness of cold-water immersion recovery post short-term exhaustive exercise. The purpose of this study was to understand if 16-20 °C of cold-water immersion would be beneficial in a tropical environment to achieve an optimal recovery in sprint swim performance in comparison to 10-15 °C of water immersion. Two 100 m-sprint swim performance times were measured along with blood lactate (BLa), heart rate (HR) and rate of perceived exertion (RPE) in a 25 m swimming pool with full body head out horizontal water immersions of 10-15 °C, 16-20 °C and 29-32 °C (pool temperature) for 10 minutes followed by 5 minutes of seated passive rest outside; in between the two swim performances. 10 well-trained adult swimmers (5 male and 5 female) within the top twenty in the Sri Lankan nationals swimming championships in 100m Butterfly and Freestyle in the years 2020 & 2021 volunteered for this study. One-way ANOVA analysis (p < 0.05) suggested performance time, BLa and HR had no significant differences between the three conditions after the second sprint, however RPE was significantly different with p = 0.034 between 10-15 °C and 16-20 °C immersion conditions. The study suggested that the recovery post the two cold-water immersion conditions were similar in terms of performance and physiological factors however the 16-20 °C temperature had a better “feel good” factor post sprint 2. Further study is recommended as there was participant bias with the swimmers not reaching optimal levels in sprint 1. Therefore, they might have been possibly fully recovered before sprint 2 invalidating the physiological effect of recovery.

Abstract:
The advancements in technology allow the development of a new system that can continuously measure surface soil erosion. Continuous soil erosion measurements are required in order to comprehend the erosional processes and propose effective and efficient conservation measures to mitigate surface erosion. Mitigating soil erosion, especially in Mediterranean countries such as Greece, is essential in order to maintain environmental and agricultural sustainability. In this paper, we present the Automated Soil Erosion Monitoring System (ASEMS) that measures surface soil erosion along with other factors that impact erosional process. Specifically, this system measures ground level changes (surface soil erosion), rainfall, air temperature, soil temperature, and soil moisture. Another important innovation is that the data will be collected by remote communication. In addition, stakeholder’s awareness is a key factor to help reduce any environmental problem. The different dissemination activities that were utilized are described. The overall outcomes were the development of a new innovative system that can measure erosion very accurately. These data from the system help study the process of erosion and find the best possible methods to reduce erosion. The dissemination activities enhance the stakeholders and public's awareness on surface soil erosion problems and will lead to the adoption of more effective soil erosion conservation practices in Greece. Keywords: Soil management, climate change, new technologies, conservation practices.

Abstract:
The 21st century has been characterized by rapid urbanization with its associated environmental sanitation challenges especially in developing countries. However, studies have focused largely on institutional capacity and the resources needed to manage environmental sanitation challenges, with few insights on the attitudes of city residents. This paper analyzes the environmental sanitation situation in a rapidly urbanizing Tamale metropolis, examines how city residents’ attitudes have contributed to poor environmental sanitation and further reviews approaches that have been employed to manage environmental sanitation. Using secondary and empirical data sources, the paper reveals that only 7.5 tons of 150 tons of total daily solid wastes generated is effectively managed. The findings suggest that the poor sanitation in the city is influenced by two factors; poor attitudes of city residents and weak institutions. While poor attitudes towards environmental sanitation has resulted in indiscriminate disposal of waste, weak institutions have resulted in lack of capacity and pragmatic interventions to manage the environmental sanitation challenges in the city. The paper recommends public education on environmental sanitation, public private partnership, increased stakeholder engagement and preparation and implementation of environmental sanitation plan as mechanisms to ensure effective environmental sanitation management in the Tamale metropolis.

Abstract:
In this paper, we discuss the deteriorated standing of engineering companies, some of the reasons behind it and the problems facing engineering enterprises during the financial crisis. We show the part that financial analysis plays in the detection of the main factors affecting the standing of a company, classify internal problems and the reasons influencing efficiency thereof. The publication contains the analysis of municipal engineering companies in post-Soviet transitional economies. In the wake of the 2008 world financial crisis the issue became even more poignant. It should be said though that even before the problem had been no less acute for some post-Soviet states caught up in a lengthy transitional period. The paper highlights shortcomings in the management of transportation companies, with new, more appropriate methods suggested. In analyzing the financial stability of a company, three elements need to be considered: current assets, investment policy and structural management of the funding sources leveraging the stability, should be focused on. Inappropriate management of the three may create certain financial problems, with timely and accurate detection thereof being an issue in terms of improved standing of an enterprise. In this connection, the publication contains a diagram reflecting the reasons behind the deteriorated financial standing of a company, as well as a flow chart thereof. The main reasons behind low profitability are also discussed.

Authors: S. Chabbak
Abstract:
In a widely globalized world, the influence of audiovisual translation on the culture and identity of audiences is unmistakable. However, in the Arab World, there is a noticeable disproportion between this growing influence and the research carried out in the field. As a matter of fact, the voiced-over documentary is one of the most abundantly translated genres in the Arab World that carries lots of ideological elements which are in many cases rendered by manipulation. However, voiced-over documentaries have hardly received any focused attention from researchers in the Arab World. This paper attempts to scrutinize the process of translation of voiced-over documentaries in the Arab World, from French into Arabic in the present case study, by sub-categorizing the ideological items subject to manipulation, identifying the techniques utilized in their translation and exploring the potential extra-linguistic factors that prompt translation agents to opt for manipulative translation. The investigation is based on a corpus of 94 episodes taken from a series entitled 360° GEO Reports, produced by the French German network ARTE in French, and acquired, translated and aired by Al Jazeera Documentary Channel for Arab audiences. The results yielded 124 cases of manipulation in four sub-categories of ideological items, and the use of 10 different oblique procedures in the process of manipulative translation. The study also revealed that manipulation is in most of the instances dictated by the editorial line of the broadcasting channel, in addition to the religious, geopolitical and socio-cultural peculiarities of the target culture.

Authors: Joseph C. Chen, Venkata Karthik Jakka
Abstract:
The main objective of this research is to optimize tensile strength and dimensional accuracy in injection molding processes using Taguchi Parameter Design. An L16 orthogonal array (OA) is used in Taguchi experimental design with five control factors at four levels each and with non-controllable factor vibration. A total of 32 experiments were designed to obtain the optimal parameter setting for the process. The optimal parameters identified for the shrinkage are shot volume, 1.7 cubic inch (A4); mold term temperature, 130 ºF (B1); hold pressure, 3200 Psi (C4); injection speed, 0.61 inch3/sec (D2); and hold time of 14 seconds (E2). The optimal parameters identified for the tensile strength are shot volume, 1.7 cubic inch (A4); mold temperature, 160 ºF (B4); hold pressure, 3100 Psi (C3); injection speed, 0.69 inch3/sec (D4); and hold time of 14 seconds (E2). The Taguchi-based optimization framework was systematically and successfully implemented to obtain an adjusted optimal setting in this research. The mean shrinkage of the confirmation runs is 0.0031%, and the tensile strength value was found to be 3148.1 psi. Both outcomes are far better results from the baseline, and defects have been further reduced in injection molding processes.

Authors: Marwah Mohsin, Thomas Beach, Alan Kwan, Mahdi Ismail
Abstract:
This paper describes the differences in views on sustainable development between the general public and experts in a developing country, Iraq. This paper will answer the question: How do the views of the public differ from the generally accepted view of experts in the context of sustainable urban development in Iraq? In order to answer this question, the views of both the public and the experts will be analysed. These results are taken from a public survey and a Delphi questionnaire. These will be analysed using statistical methods in order to identify the significant differences. This will enable investigation of the different perceptions between the public perceptions and the experts’ views towards urban sustainable development factors. This is important due to the fact that different viewpoints between policy-makers and the public will impact on the acceptance by the public of any future sustainable development work that is undertaken. The brief findings of the statistical analysis show that the views of both the public and the experts are considered different in most of the variables except six variables show no differences. Those variables are ‘The importance of establishing sustainable cities in Iraq’, ‘Mitigate traffic congestion’, ‘Waste recycling and separating’, ‘Use wastewater recycling’, ‘Parks and green spaces’, and ‘Promote investment’.

Authors: Farhan Ismaeel Dakheel, Raoof Smko, K. Negrat, Abdelsalam Almarimi
Abstract:
In this paper we used data mining techniques to identify outlier patients who are using large amount of drugs over a long period of time. Any healthcare or health insurance system should deal with the quantities of drugs utilized by chronic diseases patients. In Kingdom of Bahrain, about 20% of health budget is spent on medications. For the managers of healthcare systems, there is no enough information about the ways of drug utilization by chronic diseases patients, is there any misuse or is there outliers patients. In this work, which has been done in cooperation with information department in the Bahrain Defence Force hospital; we select the data for Cardiac patients in the period starting from 1/1/2008 to December 31/12/2008 to be the data for the model in this paper. We used three techniques for finding the drug utilization for cardiac patients. First we applied a clustering technique, followed by measuring of clustering validity, and finally we applied a decision tree as classification algorithm. The clustering results is divided into three clusters according to the drug utilization, for 1603 patients, who received 15,806 prescriptions during this period can be partitioned into three groups, where 23 patients (2.59%) who received 1316 prescriptions (8.32%) are classified to be outliers. The classification algorithm shows that the use of average drug utilization and the age, and the gender of the patient can be considered to be the main predictive factors in the induced model. Keywords: Data Mining, Clustering, Classification, Drug Utilization..

Authors: Tingting Lu, Yonghai Wang, Haiyong Wang, Jiaqi Liu
Abstract:
To satisfy the need of outfield tests of star sensors, a method is put forward to construct the reference attitude benchmark. Firstly, its basic principle is introduced; Then, all the separate conversion matrixes are deduced, which include: the conversion matrix responsible for the transformation from the Earth Centered Inertial frame i to the Earth-centered Earth-fixed frame w according to the time of an atomic clock, the conversion matrix from frame w to the geographic frame t, and the matrix from frame t to the platform frame p, so the attitude matrix of the benchmark platform relative to the frame i can be obtained using all the three matrixes as the multiplicative factors; Next, the attitude matrix of the star sensor relative to frame i is got when the mounting matrix from frame p to the star sensor frame s is calibrated, and the reference attitude angles for star sensor outfield tests can be calculated from the transformation from frame i to frame s; Finally, the computer program is finished to solve the reference attitudes, and the error curves are drawn about the three axis attitude angles whose absolute maximum error is just 0.25ÔÇ│. The analysis on each loop and the final simulating results manifest that the method by precise timing to acquire the absolute reference attitude is feasible for star sensor outfield tests. Keywords: Atomic time, attitude determination, coordinate conversion, inertial coordinate system, star sensor.

Authors: Isabela Moreira Queiroz
Abstract:
Slope stability analyses are largely carried out by deterministic methods and evaluated through a single security factor. Although it is known that the geotechnical parameters can present great dispersal, such analyses are considered fixed and known. The probabilistic methods, in turn, incorporate the variability of input key parameters (random variables), resulting in a range of values of safety factors, thus enabling the determination of the probability of failure, which is an essential parameter in the calculation of the risk (probability multiplied by the consequence of the event). Among the probabilistic methods, there are three frequently used methods in geotechnical society: FOSM (First-Order, Second-Moment), Rosenblueth (Point Estimates) and Monte Carlo. This paper presents a comparison between the results from deterministic and probabilistic analyses (FOSM method, Monte Carlo and Rosenblueth) applied to a hypothetical slope. The end was held to evaluate the behavior of the slope and consequent risk analysis, which is used to calculate the risk and analyze their mitigation and control solutions. It can be observed that the results obtained by the three probabilistic methods were quite close. It should be noticed that the calculation of the risk makes it possible to list the priority to the implementation of mitigation measures. Therefore, it is recommended to do a good assessment of the geological-geotechnical model incorporating the uncertainty in viability, design, construction, operation and closure by means of risk management. Keywords: Probabilistic methods, risk assessment, risk management, slope stability.

Authors: B. Bahmani Firouzi, T. Niknam, M. Nayeripour
Abstract:
With Power system movement toward restructuring along with factors such as life environment pollution, problems of transmission expansion and with advancement in construction technology of small generation units, it is expected that small units like wind turbines, fuel cells, photovoltaic, ... that most of the time connect to the distribution networks play a very essential role in electric power industry. With increase in developing usage of small generation units, management of distribution networks should be reviewed. The target of this paper is to present a new method for optimal management of active and reactive power in distribution networks with regard to costs pertaining to various types of dispersed generations, capacitors and cost of electric energy achieved from network. In other words, in this method it-s endeavored to select optimal sources of active and reactive power generation and controlling equipments such as dispersed generations, capacitors, under load tapchanger transformers and substations in a way that firstly costs in relation to them are minimized and secondly technical and physical constraints are regarded. Because the optimal management of distribution networks is an optimization problem with continuous and discrete variables, the new evolutionary method based on Ant Colony Algorithm has been applied. The simulation results of the method tested on two cases containing 23 and 34 buses exist and will be shown at later sections.

Abstract:
Transport infrastructure assets are key components of the national asset portfolio. The decision to invest in a new infrastructure in transports could take from a few years to some decades. This is mainly because of the need to reserve and spent many capitals, the long payback period, the number of the stakeholders involved in decision process and –many times- the investment and business risks are high. Therefore, the decision assessment framework is an essential challenge linked with the key decision factors meet the stakeholder expectations highlighting project trade-offs, financial risks, business uncertainties and market limitations. This paper examines the decision process for new transport infrastructure projects in cross border regions, where a wide range of stakeholders with different expectation is involved. According to a consequences analysis systemic approach, the relationship of transport infrastructure development, economic system development and stakeholder expectation is analyzed. Adopting the on system of system methodological approach, the decision making framework, variables, inputs and outputs are defined, highlighting the key shareholder’s role and expectations.
