941 Application of IED to Condition Based Maintenance of Medium Voltage GCB/VCB

Abstract:
Time base maintenance (TBM) is conventionally applied by the power utilities to maintain circuit breakers (CBs), transformers, bus bars and cables, which may result in under maintenance or over maintenance. As information and communication technology (ICT) industry develops, the maintenance policies of many power utilities have gradually changed from TBM to condition base maintenance (CBM) to improve system operating efficiency, operation cost and power supply reliability. This paper discusses the feasibility of using intelligent electronic devices (IEDs) to construct a CB CBM management platform. CBs in power substations can be monitored using IEDs with additional logic configuration and wire connections. The CB monitoring data can be sent through intranet to a control center and be analyzed and integrated by the Elipse Power Studio software. Finally, a human-machine interface (HMI) of supervisory control and data acquisition (SCADA) system can be designed to construct a CBM management platform to provide maintenance decision information for the maintenance personnel, management personnel and CB manufacturers.

Abstract:
The concept of City Logistics (CL) has emerged to improve the impacts of last mile freight distribution in urban areas. In this paper, a System Dynamics (SD) model exploring the dynamics of the diffusion of a ICT platform for CL management across different populations is proposed. For the development of the model two sources have been used. On the one hand, the major diffusion variables and feedback loops are derived from a literature review of existing diffusion models. On the other hand, the parameters are represented by the value propositions delivered by the platform as a response to some of the users’ needs. To extract the most important value propositions the Business Model Canvas approach has been used. Such approach in fact focuses on understanding how a company can create value for her target customers. These variables and parameters are thus translated into a SD diffusion model with three different populations namely municipalities, logistics service providers, and own account carriers. Results show that, the three populations under analysis fully adopt the platform within the simulation time frame, highlighting a strong demand by different stakeholders for CL projects aiming at carrying out more efficient urban logistics operations.

Nowadays, dialogue systems increasingly become the way for humans to access many computer systems. So, humans can interact with computers in natural language. A dialogue system consists of three parts: understanding what humans say in natural language, managing dialogue, and generating responses in natural language. In this paper, we survey deep learning based methods for dialogue management, response generation and dialogue evaluation. Specifically, these methods are based on neural network, long short-term memory network, deep reinforcement learning, pre-training and generative adversarial network. There are 12 clubs and 746 club’s members in this district. The research results use for older person service in this district. Data is gathered from 252 club’s members by using questionnaires. The quantitative approach uses in research by percentage, means and standard deviation. The results are as follows (1) The older people need Information for entertainment, occupation and academic in the field of short story, computer work, and religion and morality. (2) The participants use Information from various sources. (3) The Problem of information usage is their language skills because of the older people’s literacy problem.

Abstract:
Totalistic organizations include organizations that operate by playing a prominent role in the life of its members through embedding values and practices. The Church of Scientology (CoS) is an example of a religious totalistic organization and has recently garnered attention because of the questionable treatment of members by those with authority, particularly when members try to leave the Church. The purpose of this study was to analyze exit communication and evaluate the task and relational messages discussed on online discussion boards for individuals with a previous or current connection to the totalistic CoS. Using organizational exit phases and interaction process analysis (IPA), researchers coded 30 boards consisting of 14,179 thought units from the Exscn.net website. Findings report that all stages of exit were present, and post-exit surfaced most often. Posts indicated more tasks than relational messages, where individuals mainly provided orientation/information. After a discussion of the study’s contributions, limitations and directions for future research are explained.

Abstract:
The speed profiles, gas holdup (eG) and global oxygen transfer coefficient (kLa) from a stirred airlift bioreactor using water as the fluid model, was investigated by computational fluid dynamics modeling. The parameters predicted by the computer model were validated with the experimental dates. The CFD results were very close to those obtained experimentally. During the simulation it was verified a prevalent impeller effect at low speeds, propelling a large volume of fluid against the walls of the vessel, which without recirculation, results in low values of eG and kLa; however, by increasing air velocity, the impeller effect is smaller with the air flow being greater, in the region of the riser, causing fluid recirculation, which explains the increase in eG and kLa.

Abstract:
The IFS is a scheme for describing and manipulating complex fractal attractors using simple mathematical models. More precisely, the most popular “fractal –based" algorithms for both representation and compression of computer images have involved some implementation of the method of Iterated Function Systems (IFS) on complete metric spaces. In this paper a new generalized space called Multi-Fuzzy Fractal Space was constructed. On these spases a distance function is defined, and its completeness is proved. The completeness property of this space ensures the existence of a fixed-point theorem for the family of continuous mappings. This theorem is the fundamental result on which the IFS methods are based and the fractals are built. The defined mappings are proved to satisfy some generalizations of the contraction condition.

Augmented Reality is a technology that involves the overlay of virtual content, which is context or environment sensitive, on images of the physical world in real time. This paper presents the development of a catalog system that facilitates and allows the creation, publishing, management and exploitation of augmented multimedia contents and Augmented Reality applications, creating an own space for anyone that wants to provide information to real objects in order to edit and share it then online with others. These spaces would be built for different domains without the initial need of expert users. Its operation focuses on the context of Web 2.0 or Social Web, with its various applications, developing contents to enrich the real context in which human beings act permitting the evolution of catalog’s contents in an emerging way.

Abstract:
Indirect Evaporative Cooling process has the advantage of supplying cool air at constant moisture content. However, such system can only supply air at temperatures above wet bulb temperature. This paper presents a mathematical model for a Sub-wet bulb temperature indirect evaporative cooling arrangement that can overcome this limitation and supply cool air at temperatures approaching dew point and without increasing its moisture content. In addition, the use of porous ceramics as wet media materials offers the advantage of integration into building elements. Results of the computer show the proposed design is capable of cooling air to temperatures lower than the ambient wet bulb temperature and achieving wet bulb effectiveness of about 1.17.

In this paper, we consider a non-identically independently distributed (non-i.i.d.) Hoyt fading single-input multiple-out put (SIMO) channel, where the transmitter sends some confidential information to the legitimate receiver in presence of an eavesdropper. We formulated the probability of non-zero secrecy mutual information; secure outage probability and average secrecy mutual information (SMI) for the SIMO wireless communication system. The calculation has been carried out using small limit argument approximation (SLAA) on zeroth-order modified Bessel function of first kind. In our proposed model, an eavesdropper observes transmissions of information through another Hoyt fading channel. First, we derived the analytical expression for non-zero secrecy mutual information. Then, we find the secure outage probability to investigate the outage behavior of the proposed model. Finally, we find the average secrecy mutual information. SeqWord Gene Island Sniffer, a new program for the identification of mobile genetic elements in sequences of bacterial chromosomes is presented. This program is based on the analysis of oligonucleotide usage variations in DNA sequences. 3,518 mobile genetic elements were identified in 637 bacterial genomes and further analyzed by sequence similarity and the functionality of encoded proteins. The results of this study are stored in an open database http://anjie.bi.up.ac.za/geidb/geidbhome. php). The developed computer program and the database provide the information valuable for further investigation of the distribution of mobile genetic elements and virulence factors among bacteria. Abstract:
Today-s healthcare industries had become more patient-centric than profession-centric, from which the issues of quality of healthcare and the patient safety are the major concerns in the modern healthcare facilities. An unplanned extubation (UE) may be detrimental to the patient-s life, and thus is one of the major indexes of patient safety and healthcare quality. A high UE rate not only defeated the healthcare quality as well as the patient safety policy but also the nurses- morality, and job satisfaction. The UE problem in a psychiatric hospital is unique and may be a tough challenge for the healthcare professionals for the patients were mostly lacking communication capabilities. We reported with this essay a particular project that was organized to reduce the UE rate from the current 2.3% to a lower and satisfactory level in the long-term care units of a psychiatric hospital. The project was conducted between March 1st, 2011 and August 31st, 2011. Based on the error information gathered from varied units of the hospital, the team analyzed the root causes with possible solutions proposed to the meetings. Four solutions were then concluded with consensus and launched to the units in question. The UE rate was now reduced to a level of 0.17%. Experience from this project, the procedure and the tools adopted would be good reference to other hospitals.Keywords: Unplanned extubation, patient safety, error information

Abstract:
In neural networks, when new patters are learned by a network, they radically interfere with previously stored patterns. This drawback is called catastrophic forgetting. We have already proposed a biologically inspired dual-network memory model which can much reduce this forgetting for static patterns. In this model, information is first stored in the hippocampal network, and thereafter, it is transferred to the neocortical network using pseudopatterns. Because temporal sequence learning is more important than static pattern learning in the real world, in this study, we improve our conventional dual-network memory model so that it can deal with temporal sequences without catastrophic forgetting. The computer simulation results show the effectiveness of the proposed dual-network memory model.

The paper deals with simulation programs of spread of harmful substances. Air pollution has a direct impact on the quality of human life and environmental protection is currently a very hot topic. Therefore, the paper focuses on the simulation of release of harmful substances. The first part of article deals with perspectives and possibilities of implementation outputs of simulations programs into the system which is education and of practical training of the management staff during emergency events in the frame of critical infrastructure. The last part shows the practical testing and evaluation of simulation programs. Of the tested simulations software been selected Symos97. The tool offers advanced features for setting leakage. Gradually allows the user to model the terrain, location, and method of escape of harmful substances.

The lack of Information and Communication Technologies (ICT) infrastructure in African countries is hampering the successful adoption, development and implementation of e-government in Africa. Electronic government is the use of ICTs to modernize government public administration processes and to provide government services to citizens with a purpose to enhance efficiency, accountability, and transparency in government’s interaction with the citizenry. ICT application in public administration has the potential to modernize and create smarter government and improvement in public service delivery. China’s Internet Plus policy and One Belt One Road strategy present a golden opportunity for countries in Africa to attract the huge financial investment through Chinese IT companies to develop and close Africa’s ICT infrastructure gap. The recent past has witnessed a technological shift in the aerospace industry from the big satellite projects to the small spacecrafts especially for the earth observation and communication purposes. This vibrant shift has vitalized the academia and industry to share their resources and to create a win-win paradigm of mutual success and technological development along with the human resource development in the field of aerospace. Small student satellites are the latest jargon of academia and more than 100 CUBESAT projects have been executed successfully all over the globe and many new student satellite projects are in the development phase. The small satellite project management requires the application of specific knowledge, skills, tools and techniques to achieve the defined mission requirements. The Authors have presented the detailed outline for the project management of student satellites and presented the role of industry to collaborate with the academia to get the optimized results in academic environment.

This paper explores how Critical Systems Thinking and Action Research can be used to improve student performance in Networking. When describing a system from a systems thinking perspective, the following aspects can be identified: the total system performance, the systems environment, the resources, the components and the management of the system. Following the history of system thinking we observe three emerged methodologies namely, hard systems, soft systems, and critical systems. This paper uses Critical Systems Thinking (CST) which describes systems in terms of contradictions and conflict. It demonstrates how CST can be used in an Action Research (AR) project to improve the performance of students. Intervention in terms of student assessment is discussed and the impact of the intervention is discussed.

Abstract:
The Influence Diagrams (IDs) is a kind of Probabilistic Belief Networks for graphic modeling. The usage of IDs can improve the communication among field experts, modelers, and decision makers, by showing the issue frame discussed from a high-level point of view. This paper enhances the Time-Sliced Influence Diagrams (TSIDs, or called Dynamic IDs) based formalism from a Discrete Event Systems Modeling and Simulation (DES M&S) perspective, for Exploring Analysis (EA) modeling. The enhancements enable a modeler to specify times occurred of endogenous events dynamically with stochastic sampling as model running and to describe the inter- influences among them with variable nodes in a dynamic situation that the existing TSIDs fails to capture. The new class of model is named Dynamic-Stochastic Influence Diagrams (DSIDs). The paper includes a description of the modeling formalism and the hiberarchy simulators implementing its simulation algorithm, and shows a case study to illustrate its enhancements.

Intelligent tutoring systems constitute an evolution of computer-aided educational software. We present here the modules of an intelligent tutoring system for Automatic Control, developed in our department. Through the software application developed,students can perform complete automatic control laboratory experiments, either over the departmental local area network or over the Internet. Monitoring of access to the system (local as well as international), along with student performance statistics, has yielded strongly encouraging results (as of fall 2004), despite the advanced technical content of the presented paradigm, thus showing the potential of the system developed for education and for training.

The main idea behind in network aggregation is that, rather than sending individual data items from sensors to sinks, multiple data items are aggregated as they are forwarded by the sensor network. Existing sensor network data aggregation techniques assume that the nodes are preprogrammed and send data to a central sink for offline querying and analysis. This approach faces two major drawbacks. First, the system behavior is preprogrammed and cannot be modified on the fly. Second, the increased energy wastage due to the communication overhead will result in decreasing the overall system lifetime. Thus, energy conservation is of prime consideration in sensor network protocols in order to maximize the network-s operational lifetime. In this paper, we give an energy efficient approach to query processing by implementing new optimization techniques applied to in-network aggregation. We first discuss earlier approaches in sensors data management and highlight their disadvantages. Abstract:
Distributed Computing Systems are usually considered the most suitable model for practical solutions of many parallel algorithms. In this paper an enhanced distributed system is presented to improve the time complexity of Binary Indexed Trees (BIT). The proposed system uses multi-uniform processors with identical architectures and a specially designed distributed memory system. The analysis of this system has shown that it has reduced the time complexity of the read query to O(Log(Log(N))), and the update query to constant complexity, while the naive solution has a time complexity of O(Log(N)) for both queries. The system was implemented and simulated using VHDL and Verilog Hardware Description Languages, with xilinx ISE 10.1, as the development environment and ModelSim 6.1c, similarly as the simulation tool. The simulation has shown that the overhead resulting by the wiring and communication between the system fragments could be fairly neglected, which makes it applicable to practically reach the maximum speed up offered by the proposed model.

Abstract:
In this study, the use of silicon NAM (Non-Audible Murmur) microphone in automatic speech recognition is presented. NAM microphones are special acoustic sensors, which are attached behind the talker-s ear and can capture not only normal (audible) speech, but also very quietly uttered speech (non-audible murmur). As a result, NAM microphones can be applied in automatic speech recognition systems when privacy is desired in human-machine communication. Moreover, NAM microphones show robustness against noise and they might be used in special systems (speech recognition, speech conversion etc.) for sound-impaired people. Using a small amount of training data and adaptation approaches, 93.9% word accuracy was achieved for a 20k Japanese vocabulary dictation task. Non-audible murmur recognition in noisy environments is also investigated. In this study, further analysis of the NAM speech has been made using distance measures between hidden Markov model (HMM) pairs. It has been shown the reduced spectral space of NAM speech using a metric distance, however the location of the different phonemes of NAM are similar to the location of the phonemes of normal speech, and the NAM sounds are well discriminated. This paper presents a finite buffer renewal input single working vacation and vacation interruption queue with state dependent services and state dependent vacations, which has a wide range of applications in several areas including manufacturing, wireless communication systems. Service times during busy period, vacation period and vacation times are exponentially distributed and are state dependent. As a result of the finite waiting space, state dependent services and state dependent vacation policies, the analysis of these queueing models needs special attention. We provide a recursive method using the supplementary variable technique to compute the stationary queue length distributions at pre-arrival and arbitrary epochs. An efficient computational algorithm of the model is presented which is fast and accurate and easy to implement. Various performance measures have been discussed. Finally, some special cases and numerical results have been depicted in the form of tables and graphs.

Abstract:
In the face of new regulations related to waste management, it has become essential to understand the organizational process that accompanies this change. Through an experiment on the sorting of food waste in the community of Grand Reims, this research explores the acceptability, the behavior and the tools needed to manage the change. Our position within a private company, SUEZ, a key player in the waste management sector, has allowed us to set up a driven team with concerned public organizations. The research was conducted through a theoretical study combined with semi-structured interviews. This qualitative method allowed us to conduct exchanges with users to assess the motivations and obstacles linked to the sorting of bio-waste. The results revealed the action levers necessary for the project's sustainability. Making the sorting gestures accessible and simplified makes it possible to target all populations. Playful communication adapted to each type of persona allows the user and stakeholders to be placed at the heart of the strategy. These recommendations are spotlighted thanks to the combination of theoretical and operational contributions, with the aim of facilitating the new public management and inducing the notion of performance while providing an example of added value.

Abstract:
The new era of digital communication has brought up many challenges that network operators need to overcome. The high demand of mobile data rates require improved networks, which is a challenge for the operators in terms of maintaining the quality of experience (QoE) for their consumers. In live video transmission, there is a sheer need for live surveillance of the videos in order to maintain the quality of the network. For this purpose objective algorithms are employed to monitor the quality of the videos that are transmitted over a network. In order to test these objective algorithms, subjective quality assessment of the streamed videos is required, as the human eye is the best source of perceptual assessment. In this paper we have conducted subjective evaluation of videos with varying spatial and temporal impairments. These videos were impaired with frame freezing distortions so that the impact of frame freezing on the quality of experience could be studied. We present subjective Mean Opinion Score (MOS) for these videos that can be used for fine tuning the objective algorithms for video quality assessment.Keywords: Frame freezing, mean opinion score, objective assessment, subjective evaluation.

Abstract:
Orthogonal Frequency Division Multiplexing (OFDM) has been used in many advanced wireless communication systems due to its high spectral efficiency and robustness to frequency selective fading channels. However, the major concern with OFDM system is the high peak-to-average power ratio (PAPR) of the transmitted signal. Some of the popular techniques used for PAPR reduction in OFDM system are conventional partial transmit sequences (CPTS) and clipping. In this paper, a parallel combination/hybrid scheme of PAPR reduction using clipping and CPTS algorithms is proposed. The proposed method intelligently applies both the algorithms in order to reduce both PAPR as well as computational complexity. The proposed scheme slightly degrades bit error rate (BER) performance due to clipping operation and it can be reduced by selecting an appropriate value of the clipping ratio (CR). The simulation results show that the proposed algorithm achieves significant PAPR reduction with much reduced computational complexity.

Abstract:
Obfuscation is one of the most useful tools to prevent network compromise. Previous research focused on the obfuscation of the network communications between external-facing edge devices. This work proposes the use of two edge devices, external and internal facing, which communicates via private IPv4 addresses in a software-defined pseudo-random IP hopping. This methodology does not require additional IP addresses and/or resources to implement. Statistical analyses demonstrate that the hopping surface must be at least 1e3 IP addresses in size with a broad standard deviation to minimize the possibility of coincidence of monitored and communication IPs. The probability of breaking the hopping algorithm requires a collection of at least 1e6 samples, which for large hopping surfaces will take years to collect. The probability of dropped packets is controlled via memory buffers and the frequency of hops and can be reduced to levels acceptable for video streaming. This methodology provides an impenetrable layer of security ideal for information and supervisory control and data acquisition systems.

Imprecision is a long-standing problem in CAD design and high accuracy image-based reconstruction applications. The visual hull which is the closed silhouette equivalent shape of the objects of interest is an important concept in image-based reconstruction. We extend the domain-theoretic framework, which is a robust and imprecision capturing geometric model, to analyze the imprecision in the output shape when the input vertices are given with imprecision. Under this framework, we show an efficient algorithm to generate the 2D partial visual hull which represents the exact information of the visual hull with only basic imprecision assumptions. Abstract:
TELMES project aims to develop a securized multimedia system devoted to medical consultation teleservices. It will be finalized with a pilot system for a regional telecenters network that connects local telecenters, having as support multimedia platforms. This network will enable the implementation of complex medical teleservices (teleconsulations, telemonitoring, homecare, urgency medicine, etc.) for a broader range of patients and medical professionals, mainly for family doctors and those people living in rural or isolated regions. Thus, a multimedia, scalable network, based on modern IT&C paradigms, will result. It will gather two inter-connected regional telecenters, in Iaşi and Piteşti, Romania, each of them also permitting local connections of hospitals, diagnostic and treatment centers, as well as local networks of family doctors, patients, even educational entities. As communications infrastructure, we aim to develop a combined fixmobile- internet (broadband) links. Other possible communication environments will be GSM/GPRS/3G and radio waves. The electrocardiogram (ECG) acquisition, internet transmission and local analysis, using embedded technologies, was already successfully done for patients- telemonitoring.Keywords: Healthcare, telemedicine, telemonitoring, ECG analysis.

Abstract:
The laws of Newtonian mechanics allow ab-initio molecular dynamics to model and simulate particle trajectories in material science by defining a differentiable potential function. This paper discusses some considerations for the coding of ab-initio programs for simulation on a standalone computer and illustrates the approach by C language codes in the context of embedded metallic atoms in the face-centred cubic structure. The algorithms use velocity-time integration to determine particle parameter evolution for up to several thousands of particles in a thermodynamical ensemble. Such functions are reusable and can be placed in a redistributable header library file. While there are both commercial and free packages available, their heuristic nature prevents dissection. In addition, developing own codes has the obvious advantage of teaching techniques applicable to new problems.Keywords: C-language, molecular dynamics, simulation, embedded atom method.
