360 Moving from Rule-based to Principle-based in Public Sector: Preparers' Perspective

Abstract:
The move from cash accounting to accrual accounting, or rule-based to principle-based accounting, by many governments is part of an ongoing efforts in promoting a more business-like and performance-focused public sector. Using questionnaire responses from preparers of financial statements of public universities in Malaysia, this study examines the implementation challenges and benefits of principle-based accounting. Results from these responses suggest that most respondents perceived significant costs would be incurred in relation to staff training and recruitment of staffs with relevant technical knowledge. In addition, most respondents also perceived that there will be significant changes in the current accounting system and structure in order to comply with the principle-based accounting requirements. However, most respondents perceived that these changes might not result in significant benefits for management purposes, for example, financial management, budgeting and allocation of resources. Nevertheless, most respondents perceived that principle-based accounting information would facilitate the monitoring function of the board. The general perception is that adoption of principle-based accounting information is not significantly useful than rule-based accounting information is expected to change over time as preparers of the financial statements gradually understand and appreciate the benefits of principle-based accounting information. This infers that the perceived usefulness of different accounting system is a function of familiarity by the preparers.

Abstract:
For readers, space/place is one of the most significant references to reveal deep significances and indications in modern Arabic poetic texts. Generally, when poets evoke places and/or spaces, they do not mean to refer readers to detailed geographic or physical spaces, but to the symbolic significances and dimensions that those spaces have and through which poets encourage spacial awareness in their readers. Recently, as a result, there has been a great deal of interest in research addressing spacial poetic texts and dimensions in modern Arabic poetry in general and in Palestinian poetry in particular. Samih al-Qasim is one of the most recent prominent Palestinian revolutionary poets. Al-Qasim has published six series of poems that are well known in the Arab world. Although several researchers have studied al-Qasim's poetry, to our knowledge, yet no one has studied the aspect of spacial poetic text in his poetry. Therefore, this paper seeks to fill a gap in the scholarship that has not been addressed up to now. This article aims, not only to demonstrate the presence of spacial poetic text and dimensions throughout al-Qasim's poetry, but also to investigate the purpose for which the poet uses spacial poetic text. Our theory is that the poet, consciously and significantly, uses spacial poetic texts to magnify the Palestinian identity of the Palestinian readers. Methodologically, we applied a descriptive analytic method, referencing al-Qasim's poetry, addressing spacial poetic texts practically but not theoretically or statistically.

Abstract:
The main aim of this study was to examine whether people understand indicative conditionals on the basis of syntactic factors or on the basis of subjective conditional probability. The second aim was to investigate whether the conditional probability of q given p depends on the antecedent and consequent sizes or derives from inductive processes leading to establish a link of plausible cooccurrence between events semantically or experientially associated. These competing hypotheses have been tested through a 3 x 2 x 2 x 2 mixed design involving the manipulation of four variables: type of instructions (“Consider the following statement to be true", “Read the following statement" and condition with no conditional statement); antecedent size (high/low); consequent size (high/low); statement probability (high/low). The first variable was between-subjects, the others were within-subjects. The inferences investigated were Modus Ponens and Modus Tollens. Ninety undergraduates of the Second University of Naples, without any prior knowledge of logic or conditional reasoning, participated in this study. Results suggest that people understand conditionals in a syntactic way rather than in a probabilistic way, even though the perception of the conditional probability of q given p is at least partially involved in the conditionals- comprehension. They also showed that, in presence of a conditional syllogism, inferences are not affected by the antecedent or consequent sizes. From a theoretical point of view these findings suggest that it would be inappropriate to abandon the idea that conditionals are naturally understood in a syntactic way for the idea that they are understood in a probabilistic way.Keywords: Conditionals, conditional probability, conditional syllogism, inferential task.

Abstract:
E-learning is most commonly defined as a set of applications and processes, such as Web-based learning, computer-based learning, virtual classrooms and digital collaboration, that enable access to instructional content through a variety of electronic media. The main goal of an e-learning system is learning, and the way to evaluate the impact of an e-learning system is by examining whether students learn effectively with the help of that system. Testmoz is a program for online preparation of knowledge evaluation assignments. The program provides teachers with computer support during the design of assignments and evaluating them. Students can review and solve assignments and also check the correctness of their solutions. Research into the increase of motivation by the practice of providing teaching content by applying online tests prepared in the Testmoz program, was carried out with students of the 8th grade of Ljubo Babić Primary School in Jastrebarsko. The students took the tests in their free time, from home, for an unlimited number of times. SPSS was used to process the data obtained by the research instruments. The results of the research showed that students preferred to practice teaching content, and achieved better educational results in chemistry, when they had access to online tests for repetition and practicing in relation to subject content which was checked after repetition and practicing in "the classical way" – i.e., solving assignments in a workbook or writing assignments in worksheets.

Energy is the major force that drives any country`s socio-economic development. Without electricity, the country could be at risk of losing many potential investors. As such, good policy implementation could play a significant role in harnessing all the available energy resources. Nigeria has the prospects of meeting its energy demand and supply if there are good policies and proper implementation of them. The current energy supply needs to improve in order to meet the present and future demand. Sustainable energy development is the way forward. Renewable energy plays a significant role in socio-economic development of any country. Nigeria is a country blessed with abundant natural resources such as, solar radiation for solar power, water for hydropower, wind for wind power, and biomass from both plants and animal’s waste. Both conventional energy (fossil fuel) and unconventional energy (renewable) could be harmonized like in the case of energy mix or biofuels. Biofuels like biodiesel could be produced from biomass and combined with petro-diesel in different ratios. All these can be achieved if good policy is in place. The challenges could be well overcome with good policy, masses awareness, technological knowledge and other incentives that can attract investors in Nigerian energy sector.

Abstract:
This paper aims to teach English (secondary language) by bridging the understanding between the Regional language (primary language) and the English Language (secondary language). Here primary language is the one a person has learned from birth or within the critical period, while secondary language would be any other language one learns or speaks. The paper also focuses on evolving old teaching methods to a contemporary participatory model of learning and teaching. Pilot studies were conducted to gauge an understanding of student’s knowledge of the English language. Teachers and students were interviewed and their academic curriculum was assessed as a part of the initial study. Extensive literature study and design thinking principles were used to devise a solution to the problem. The objective is met using a holistic learning kit/card game to teach children word recognition, word pronunciation, word spelling and writing words. Implication of the paper is a noticeable improvement in the understanding and grasping of English language. With increasing usage and applicability of English as a second language (ESL) world over, the paper becomes relevant due to its easy replicability to any other primary or secondary language. Future scope of this paper would be transforming the idea of participatory learning into self-regulated learning methods. With the upcoming govt. learning centres in rural areas and provision of smart devices such as tablets, the development of the card games into digital applications seems very feasible.

Abstract:
One of the leading problems in Cyber Security today is the emergence of targeted attacks conducted by adversaries with access to sophisticated tools. These attacks usually steal senior level employee system privileges, in order to gain unauthorized access to confidential knowledge and valuable intellectual property. Malware used for initial compromise of the systems are sophisticated and may target zero-day vulnerabilities. In this work we utilize common behaviour of malware called ”beacon”, which implies that infected hosts communicate to Command and Control servers at regular intervals that have relatively small time variations. By analysing such beacon activity through passive network monitoring, it is possible to detect potential malware infections. So, we focus on time gaps as indicators of possible C2 activity in targeted enterprise networks. We represent DNS log files as a graph, whose vertices are destination domains and edges are timestamps. Then by using four periodicity detection algorithms for each pair of internal-external communications, we check timestamp sequences to identify the beacon activities. Finally, based on the graph structure, we infer the existence of other infected hosts and malicious domains enrolled in the attack activities.Keywords: Malware detection, network security, targeted attack.

Nowadays, it is the borderless learning era so the learning activities can be accessed from everywhere in the world and also anytime via the information technology and media. The learner can easily access to the knowledge so the different in time and distance is not a constraint for learning anymore. The learning pattern which was used in this research is the integration of the in-class learning and online learning via internet and will be able to monitor the progress by the Learning management system which will create the fast response and accessible learning process via the social media. In order to increase the capability and freedom of the learner, the system can show the current and history of the learning document, video conference and also has the chat room for the learner and lecturer to interact to each other. So the objectives of the “The Design and Applied of Learning Management System via Social Media on Internet: Case Study of Operating System for Business Subject” are to expand the opportunity of learning and to increase the efficiency of learning as well as increase the communication channel between lecturer and student. The data of this research was collect from 30 users of the system which are students who enroll in the subject. And the result of the research is in the “Very Good” which is conformed to the hypothesis.

Equal Channel Angular Pressing (ECAP) is currently being widely investigated because of its potential to produce ultrafine grained microstructures in metals and alloys. A sound knowledge of the plastic deformation and strain distribution is necessary for understanding the relationships between strain inhomogeneity and die geometry. Considerable research has been reported on finite element analysis of this process, assuming threedimensional plane strain condition. However, the two-dimensional models are not suitable due to the geometry of the dies, especially in cylindrical ones. In the present work, three-dimensional simulation of ECAP process was carried out for six outer corner radii (sharp to 10 mm in steps of 2 mm), with channel angle 105¶Çü▒, for strain hardening aluminium alloy (AA 6101) using ABAQUS/Standard software. Strain inhomogeneity is presented and discussed for all cases. Pattern of strain variation along selected radial lines in the body of the workpiece is presented. It is found from the results that the outer corner has a significant influence on the strain distribution in the body of work-piece. Native American communities are struggling with unemployment and depressed economies. A major cause is a lack of business knowledge, education, and cultural desire. And yet, in the history of the American West, Native Americans were considered the best traders and negotiators for everything from furs to weapons to buffalo. To improve these economies, there has been an effort to reintroduce that heritage to todays and tomorrows generation of tribal members, such Crow, Cheyenne, and Blackfeet. Professors at the College of Business Montana State University-Billings (MSUB) teach tribal students in Montana to create business plans. These plans have won national small business plan competitions. The teaching and advising method used at MSUB is uniquely successful as theses business students are now five time national champions. This article reviews the environment and the method of learning to achieve a winning small business plan with Native American students. It discusses the five plans that became national champions. And it discusses the problems and solutions discovered in the process of achieving results. Students who participated in this endeavor have graduated and become CPAs, MBAs, and gainfully employed in their chosen professions. They have also worked to improve the economies of their native lands and homes. Abstract:
The aim of this study was to investigate the extent of teachers’ experiences of tobephobia (TBP) in their heterogeneous classrooms and what impact this had on their emotions and job satisfaction. The expansive and continuously changing demands for quality and equal education for all students in educational organisations that have limited resources connotes that the negative effects of TBP cannot be simply ignored as being non-existent in the educational environment. As this quantitative study reveals, teachers disliking their job with low expectations, lack of motivation in their workplace and pessimism, result in their low self-esteem. When there is pessimism in the workplace, then the employees’ self-esteem will inevitably be low, as pointed out by 97.1% of the respondents in this study. Self-esteem is a reliable indicator of whether employees are happy or not in their jobs and the majority of the respondents in this study agreed that their experiences of TBP negatively impacted on their self-esteem. Hence, this exploratory study strongly indicates that productivity in the workplace is directly linked to the employees’ expectations, self-confidence and their self-esteem. It is therefore inconceivable for teachers to be productive in their regular classrooms if their genuine professional concerns, anxieties, and curriculum challenges are not adequately addressed. This empirical study contributes to our knowledge on TBP because it clearly outlines some of the teaching problems that we are grappling with and constantly experience in our schools in this century. Therefore, it is imperative that the tobephobic experiences of teachers are not merely documented, but appropriately addressed with relevant action by every stakeholder associated with education so that our teachers’ emotions and job satisfaction needs are fully taken care of.

FAQ system can make user find answer to the problem that puzzles them. But now the research on Chinese FAQ system is still on the theoretical stage. This paper presents an approach to semantic inference for FAQ mining. To enhance the efficiency, a small pool of the candidate question-answering pairs retrieved from the system for the follow-up work according to the concept of the agriculture domain extracted from user input .Input queries or questions are converted into four parts, the question word segment (QWS), the verb segment (VS), the concept of agricultural areas segment (CS), the auxiliary segment (AS). A semantic matching method is presented to estimate the similarity between the semantic segments of the query and the questions in the pool of the candidate. A thesaurus constructed from the HowNet, a Chinese knowledge base, is adopted for word similarity measure in the matcher. The questions are classified into eleven intension categories using predefined question stemming keywords. For FAQ mining, given a query, the question part and answer part in an FAQ question-answer pair is matched with the input query, respectively. Finally, the probabilities estimated from these two parts are integrated and used to choose the most likely answer for the input query. These approaches are experimented on an agriculture FAQ system. Experimental results indicate that the proposed approach outperformed the FAQ-Finder system in agriculture FAQ retrieval.

The organizations have structured and unstructured information in different formats, sources, and systems. Part of these come from ERP under OLTP processing that support the information system, however these organizations in OLAP processing level, presented some deficiencies, part of this problematic lies in that does not exist interesting into extract knowledge from their data sources, as also the absence of operational capabilities to tackle with these kind of projects. Data Warehouse and its applications are considered as non-proprietary tools, which are of great interest to business intelligence, since they are repositories basis for creating models or patterns (behavior of customers, suppliers, products, social networks and genomics) and facilitate corporate decision making and research. The following paper present a structured methodology, simple, inspired from the agile development models as Scrum, XP and AUP. Also the models object relational, spatial data models, and the base line of data modeling under UML and Big data, from this way sought to deliver an agile methodology for the developing of data warehouses, simple and of easy application. The methodology naturally take into account the application of process for the respectively information analysis, visualization and data mining, particularly for patterns generation and derived models from the objects facts structured.

Abstract:
The use OF adhesive anchors for wooden constructions is an efficient technology to connect and design timber members in new timber structures and to rehabilitate the damaged structural members of historical buildings. Due to the lack of standard regulation in this specific area of structural design, designers’ choices are still supported by test analysis that enables knowledge, and the prediction, of the structural behaviour of glued in rod joints. The paper outlines an experimental research activity aimed at identifying the tensile resistance capacity of several new adhesive joint prototypes made of epoxy resin, steel bar and timber, Oak and Douglas Fir species. The development of new adhesive connectors has been carried out by using epoxy to glue stainless steel bars into pre-drilled holes, characterised by smooth and rough internal surfaces, in timber samples. The realization of a threaded contact surface using a specific drill bit has led to an improved bond between wood and epoxy. The applied changes have also reduced the cost of the joints’ production. The paper presents the results of this parametric analysis and a Finite Element analysis that enables identification and study of the internal stress distribution in the proposed adhesive anchors.

Abstract:
Creating public spaces which are tailored for the specific demands of the individuals is one of the challenges for the contemporary interior designers. Improving the general knowledge as well as providing a forum for all walks of life to exploit is one of the objectives of a public library. In this regard, interior design in consistent with the demands of the individuals is of paramount importance. Seemingly, study spaces, in particular, those in close relation to the personalized sector, have proven to be challenging, according to the literature. To address this challenge, attributes of individuals, namely, perception of people from public spaces and their interactions with the so-called spaces, should be analyzed to provide interior designers with something to work on. This paper follows the analytic-descriptive research methodology by outlining case study libraries which have personalized public libraries with the investigation of the type of personalization as its primary objective and (I) recognition of physical schedule and the know-how of the spatial connection in indoor design of a library and (II) analysis of each personalized space in relation to other spaces of the library as its secondary objectives. The significance of the current research lies in the concept of personalization as one of the most recent methods of attracting people to libraries. Previous research exists in this regard, but the lack of data concerning personalization makes this topic worth investigating. Hence, this study aims to put forward approaches through real-case studies for the designers to deal with this concept.

This paper applied factor conditions from Porter’s Diamond Model (1990) to understand the various challenges facing the AMISA. Factor conditions highlighted in Porter’s model are grouped into two groups namely, basic and advance factors. Two AMISA associations representing over 10 000 employees were interviewed. The largest Clothing, Textiles and Leather (CTL) apparel retail group was also interviewed with a government department implementing the industrialization policy were interviewed. The paper points out that AMISA have basic factor conditions necessary for competitive advantage in the apparel industries. However advance factor creation has proven to be a challenge for AMISA, Higher Education Institutions (HEIs) and government. Poor infrastructural maintenance has contributed to high manufacturing costs and poor quick response technologies. The use of Porter’s Factor Conditions as a tool to analyze the sector’s competitive advantage challenges and opportunities has increased knowledge regarding factors that limit the AMISA’s competitiveness. Computer worm detection is commonly performed by antivirus software tools that rely on prior explicit knowledge of the worm-s code (detection based on code signatures). We present an approach for detection of the presence of computer worms based on Artificial Neural Networks (ANN) using the computer's behavioral measures. Identification of significant features, which describe the activity of a worm within a host, is commonly acquired from security experts. We suggest acquiring these features by applying feature selection methods. We compare three different feature selection techniques for the dimensionality reduction and identification of the most prominent features to capture efficiently the computer behavior in the context of worm activity. Additionally, we explore three different temporal representation techniques for the most prominent features. In order to evaluate the different techniques, several computers were infected with five different worms and 323 different features of the infected computers were measured. We evaluated each technique by preprocessing the dataset according to each one and training the ANN model with the preprocessed data. Abstract:
A comprehensive discussion of feasible strategies for sustainable energy supply is urgently needed to achieve a turnaround of the current energy situation. The necessary fundamentals required for the development of a long term energy vision are lacking to a great extent due to the absence of reasonable long term scenarios that fulfill the requirements of climate protection and sustainable energy use. The contribution of the study is based on a search for sustainable energy paths in the long run for Austria. The analysis makes use of secondary data predominantly. The measures developed to avoid CO2 emissions and other ecological risk factors vary to a great extent among all economic sectors. This is shown by the calculation of CO2 cost of abatement curves. In this study it is demonstrated that the most effective technical measures with the lowest CO2 abatement costs yield solutions to the current energy problems. Various scenarios are presented concerning the question how the technological and environmental options for a sustainable energy system for Austria could look like in the long run. It is shown how sustainable energy can be supplied even with today-s technological knowledge and options available. The scenarios developed include an evaluation of the economic costs and ecological impacts. Abstract:
In this paper we report a study aimed at determining the most effective animation technique for representing ASL (American Sign Language) finger-spelling. Specifically, in the study we compare two commonly used 3D computer animation methods (keyframe animation and motion capture) in order to ascertain which technique produces the most 'accurate', 'readable', and 'close to actual signing' (i.e. realistic) rendering of ASL finger-spelling. To accomplish this goal we have developed 20 animated clips of fingerspelled words and we have designed an experiment consisting of a web survey with rating questions. 71 subjects ages 19-45 participated in the study. Results showed that recognition of the words was correlated with the method used to animate the signs. In particular, keyframe technique produced the most accurate representation of the signs (i.e., participants were more likely to identify the words correctly in keyframed sequences rather than in motion captured ones). Further, findings showed that the animation method had an effect on the reported scores for readability and closeness to actual signing; the estimated marginal mean readability and closeness was greater for keyframed signs than for motion captured signs. To our knowledge, this is the first study aimed at measuring and comparing accuracy, readability and realism of ASL animations produced with different techniques.Keywords: 3D Animation, American Sign Language, DeafEducation, Motion Capture.

Abstract:
Food-borne problems have been placed among the most leading problems of the society especially in recent years. This state arises as a problem which affects the society wholly such as the supply of food stuffs that are necessary for an individual to perform his physiological and biological functions, their amount, compound, their effects on health and distribution by individuals. This study was conducted in order to determine the sensitivities and criteria of people, who have different socio-economic backgrounds and live in Süleymanpasa Town of Tekirdag City, in their preference of food stuffs. The research data were collected by means of Interview Technique with individuals within the scope of the study (300) and applying surveys with convenience sampling. According to the research results, quality appears in the first rank among the factors by which consumers are affected while buying food stuffs. Consumers stated that they try to be careful with not buying food sold outdoors. The most preferred food among the ones being sold outdoor were found to be breakfast food. Also, food stuff which consumers become the most selective for while buying was determined to be meat and meat products. Due to general knowledge about the food stuff consumed in human nutrition may affect their health negatively; consumers expressed that they are very relevant with their diets and this circumstances affects their purchase preferences.Keywords: Consumption, food safety, consumer behavior, purchase preferences.

Traditionally, business parties build trust with a centralized operating mechanism, such as payment by letter of credit. However, the increase in cyber-attacks and malicious hacking has jeopardized business operations and finance practices. Emerging markets, due to their high banking risks and the large presence of digital financing, are looking for technology that enables transparency and traceability of any transaction in trade, finance or supply chain management. Blockchain systems, in the absence of any central authority, enable transactions across the globe with the help of decentralized applications. DApps consist of a front-end, a blockchain back-end, and middleware, that is, the code that connects the two. The front-end can be a sophisticated web app or mobile app, which is used to implement the functions/methods on the smart contract. Web apps can employ technologies such as HTML, CSS, React and Express. In this wake, fintech and blockchain products are popping up in brokerages, digital wallets, exchanges, post-trade clearance, settlement, middleware, infrastructure and base protocols. The present paper provides a technology driven solution, financial inclusion and innovative working paradigm for business and finance.

Abstract:
Diagnosis and deciding about diseases in medical fields is facing innate uncertainty which can affect the whole process of treatment. This decision is made based on expert knowledge and the way in which an expert interprets the patient's condition, and the interpretation of the various experts from the patient's condition may be different. Fuzzy logic can provide mathematical modeling for many concepts, variables, and systems that are unclear and ambiguous and also it can provide a framework for reasoning, inference, control, and decision making in conditions of uncertainty. In systems with high uncertainty and high complexity, fuzzy logic is a suitable method for modeling. In this paper, we use type-2 fuzzy logic for uncertainty modeling that is in diagnosis of leukemia. The proposed system uses an indirect-direct approach and consists of two stages: In the first stage, the inference of blood test state is determined. In this step, we use an indirect approach where the rules are extracted automatically by implementing a clustering approach. In the second stage, signs of leukemia, duration of disease until its progress and the output of the first stage are combined and the final diagnosis of the system is obtained. In this stage, the system uses a direct approach and final diagnosis is determined by the expert. The obtained results show that the type-2 fuzzy expert system can diagnose leukemia with the average accuracy about 97%.

e-mail has become an important means of electronic communication but the viability of its usage is marred by Unsolicited Bulk e-mail (UBE) messages. UBE consists of many types like pornographic, virus infected and 'cry-for-help' messages as well as fake and fraudulent offers for jobs, winnings and medicines. UBE poses technical and socio-economic challenges to usage of e-mails. To meet this challenge and combat this menace, we need to understand UBE. Towards this end, the current paper presents a content-based textual analysis of more than 2700 body enhancement medicinal UBE. Technically, this is an application of Text Parsing and Tokenization for an un-structured textual document and we approach it using Bag Of Words (BOW) and Vector Space Document Model techniques. We have attempted to identify the most frequently occurring lexis in the UBE documents that advertise various products for body enhancement. The analysis of such top 100 lexis is also presented. We exhibit the relationship between occurrence of a word from the identified lexis-set in the given UBE and the probability that the given UBE will be the one advertising for fake medicinal product. To the best of our knowledge and survey of related literature, this is the first formal attempt for identification of most frequently occurring lexis in such UBE by its textual analysis. Today, people are more interested in the foods beneficial on their health. However, there are still lacks of accurate knowledge in the field of biological properties, functional properties, including the application of legume in foods. This study focused on antioxidant activity of soybean (SB) and fermented soybean (FSB) crude extracts evaluating to have more information in fortification SB and FSB crude extracts in food products and/or dietary supplement. SB and FSB crude extracts were prepared by infusion with water and ethanol. The antioxidant activity of crude extracts was studied with DPPH and ABTS assay including commercial standard. From both DPPH and ABTS assay, the antioxidant activity of SB and FSB water crude extract showed higher antioxidant activity than ethanol crude extract, and FSB crude extract showed higher antioxidant activity than SB crude extract. In DPPH assay, BHT and vitamin C showed IC50 values at 0.241, 0.039 mg/ml, in ABTS assay. In addition, Trolox showed IC50 at 0.058 mg/ml respectively. FSB water crude extract showed high antioxidant activity. Finally, the functional properties study of both water and ethanol crude extracts should be done for beneficial in application of these extracts in food products and dietary supplement in the near future.Keywords: Antioxidant activity, Fermented soybean (FSB) crude extracts, soybean (SB) crude extracts.

This paper was prepared to see the perceptions of online lectures regarding collaborative learning, in terms of how lecturers view online collaborative learning in the higher learning institution. The purpose of this study was conducted to determine the perceptions of online lectures about collaborative learning, especially how lecturers see online collaborative learning in the university. Adult learning education enhance collaborative learning culture with the target of involving learners in the learning process to make teaching and learning more effective and open at the university. This will finally make students learning that will assist each other. It is also to cut down the pressure of loneliness and isolation might felt among adult learners. Their ways in collaborative online was also determined. In this paper, researchers collect data using questionnaires instruments. The collected data were analyzed and interpreted. By analyzing the data, researchers report the results according the proof taken from the respondents. Results from the study, it is not only dependent on the lecturer but also a student to shape a good collaborative learning practice. Rational concepts and pattern to achieve these targets be clear right from the beginning and may be good seen by a number of proposals submitted and include how the higher learning institution has trained with ongoing lectures online. Advantages of online collaborative learning show that lecturers should be trained effectively. Studies have seen that the lecturer aware of online collaborative learning. This positive attitude will encourage the higher learning institution to continue to give the knowledge and skills required.

Till date, English as a Second Language (ESL) educators involved in teaching language and communication to engineering students face an uphill task in developing graduate communicative competency. This challenge is accentuated by the apparent lack of English for Specific Purposes (ESP) materials for engineering students in the engineering curriculum. As such, most ESL educators are forced to play multiple roles. They don tasks such as curriculum designers, material writers and teachers with limited knowledge of the disciplinary content. Previous research indicates that prospective professional engineers should possess some sub-sets of competency: technical, linguistic oral immediacy, meta-cognitive and rhetorical explanatory competence. Another study revealed that engineering students need to be equipped with technical and linguistic oral immediacy competence. However, little is known whether these competency needs are in line with the educators- perceptions of communicative competence. This paper examines the best mix of communicative competence subsets that create the magic for engineering students in technical oral presentations. For the purpose of this study, two groups of educators were interviewed. These educators were language and communication lecturers involved in teaching a speaking course and content experts who assess students- technical oral presentations at tertiary level. The findings indicate that these two groups differ in their perceptions

Abstract:
Educational data mining is a specific data mining field applied to data originating from educational environments, it relies on different approaches to discover hidden knowledge from the available data. Among these approaches are machine learning techniques which are used to build a system that acquires learning from previous data. Machine learning can be applied to solve different regression, classification, clustering and optimization problems.
In our research, we propose a “Student Advisory Framework” that utilizes classification and clustering to build an intelligent system. This system can be used to provide pieces of consultations to a first year university student to pursue a certain education track where he/she will likely succeed in, aiming to decrease the high rate of academic failure among these students. A real case study in Cairo Higher Institute for Engineering, Computer Science and Management is presented using real dataset collected from 2000−2012.The dataset has two main components: pre-higher education dataset and first year courses results dataset. Results have proved the efficiency of the suggested framework.

Systems Analysis and Design is a key subject in Information Technology courses, but students do not find it easy to cope with, since it is not “precise" like programming and not exact like Mathematics. It is a subject working with many concepts, modeling ideas into visual representations and then translating the pictures into a real life system. To complicate matters users who are not necessarily familiar with computers need to give their inputs to ensure that they get the system the need. Systems Analysis and Design also covers two fields, namely Analysis, focusing on the analysis of the existing system and Design, focusing on the design of the new system. To be able to test the analysis and design of a system, it is necessary to develop a system or at least a prototype of the system to test the validity of the analysis and design. The skills necessary in each aspect differs vastly. Project Management Skills, Database Knowledge and Object Oriented Principles are all necessary. In the context of a developing country where students enter tertiary education underprepared and the digital divide is alive and well, students need to be motivated to learn the necessary skills, get an opportunity to test it in a “live" but protected environment – within the framework of a university. The purpose of this article is to improve the learning experience in Systems Analysis and Design through reviewing the underlying teaching principles used, the teaching tools implemented, the observations made and the reflections that will influence future developments in Systems Analysis and Design. This research presents a system for post processing of data that takes mined flat rules as input and discovers crisp as well as fuzzy hierarchical structures using Learning Classifier System approach. Learning Classifier System (LCS) is basically a machine learning technique that combines evolutionary computing, reinforcement learning, supervised or unsupervised learning and heuristics to produce adaptive systems. A LCS learns by interacting with an environment from which it receives feedback in the form of numerical reward. Learning is achieved by trying to maximize the amount of reward received. Crisp description for a concept usually cannot represent human knowledge completely and practically. In the proposed Learning Classifier System initial population is constructed as a random collection of HPR–trees (related production rules) and crisp / fuzzy hierarchies are evolved. A fuzzy subsumption relation is suggested for the proposed system and based on Subsumption Matrix (SM), a suitable fitness function is proposed. Suitable genetic operators are proposed for the chosen chromosome representation method. For implementing reinforcement a suitable reward and punishment scheme is also proposed. Abstract:
This report is focused on widening the theoretical knowledge as well as controlling practical application from the risk management point of view, regarding to dynamic business changes that have occurred in Slovakia which recently has been considered to be an environment full of risk and uncertainty. The idea of the report is the proposal of the controlling operation model in the course of risk management process in an enterprise operating in Slovakia, by which the controller is able to identify early risk factors in suggested major areas of the business management upon appropriate business information integration, consecutive control and prognoses and to prepare in time full-value documents in order to suggest measures for reduction thereof. Dealing with risk factors, that can quickly limit the growth potential of the enterprise, is an essential part of managerial activities on each level. This is the reason why mutual unofficial, ergo collegial cooperation of individual departments is necessary for controlling application from the business risk management point of view. An important part of the report is elaborated survey of the most important risk factors existing in major management areas of enterprises operating in Slovakia. The outcome of the performed survey is a catalogue of the most important enterprise risk factors.
