6061 A Critical Review of the Adequacy of EIA Reports-Evidence from Pakistan
Authors: Obaidullah Nadeem, Rizwan Hameed
Abstract:
The preparation of good-quality Environmental Impact Assessment (EIA) reports contribute to enhancing overall effectiveness of EIA. This component of the EIA process becomes more important in situation where public participation is weak and there is lack of expertise on the part of the competent authority. In Pakistan, EIA became mandatory for every project likely to cause adverse environmental impacts from July 1994. The competent authority also formulated guidelines for preparation and review of EIA reports in 1997. However, EIA is yet to prove as a successful decision support tool to help in environmental protection. One of the several reasons of this ineffectiveness is the generally poor quality of EIA reports. This paper critically reviews EIA reports of some randomly selected projects. Interviews of EIA consultants, project proponents and concerned government officials have also been conducted to underpin the root causes of poor quality of EIA reports. The analysis reveals several inadequacies particularly in areas relating to identification, evaluation and mitigation of key impacts and consideration of alternatives. The paper identifies some opportunities and suggests measures for improving the quality of EIA reports and hence making EIA an effective tool to help in environmental protection.

Authors: Gnanaprakash K, Madhusudhana Chetty C, Ramkanth S, Alagusundaram M, Tiruvengadarajan VS, Angala Parameswari S, Mohamed Saleem TS
Abstract:
Carbon tetrachloride (CCl4) is a well-known hepatotoxin and exposure to this chemical is known to induce oxidative stress and causes liver injury by the formation of free radicals. Flacourtia indica commonly known as 'Baichi' has been reported as an effective remedy for the treatment of a variety of diseases. The objective of this study was to investigate the hepatoprotective activity of aqueous extract of leaves of Flacourtia indica against CCl4 induced hepatotoxicity. Animals were pretreated with the aqueous extract of Flacourtia indica (250 & 500 mg/kg body weight) for one week and then challenged with CCl4 (1.5 ml/kg bw) in olive oil (1:1, v/v) on 7th day. Serum marker enzymes (ALP, AST, ALT, Total Protein & Total Bilirubin) and TBARS level (Marker for oxidative stress) were estimated in all the study groups. Alteration in the levels of biochemical markers of hepatic damage like AST, ALT, ALP, Total Protein, Total Bilirubin and lipid peroxides (TBARS) were tested in both CCl4 treated and extract treated groups. CCl4 has enhanced the AST, ALT, ALP and the Lipid peroxides (TBARS) in liver. Treatment of aqueous extract of Flacourtia indica leaves (250 & 500 mg/kg) exhibited a significant protective effect by altering the serum levels of AST, ALT, ALP, Total Protein, Total Bilirubin and liver TBARS. These biochemical observations were supported by histopathological study of liver sections. From this preliminary study it has been concluded that the aqueous extract of the leaves of Flacourtia indica protects liver against oxidative damages and could be used as an effective protector against CCl4 induced hepatic damage. Our findings suggested that Flacourtia indica possessed good hepatoprotective activityKeywords: Carbon Tetrachloride, Flacourtia indica, Hepatoprotective activity, Oxidative stress

Abstract:
Quality control in ceramic tile manufacturing is hard, labor intensive and it is performed in a harsh industrial environment with noise, extreme temperature and humidity. It can be divided into color analysis, dimension verification, and surface defect detection, which is the main purpose of our work. Defects detection is still based on the judgment of human operators while most of the other manufacturing activities are automated so, our work is a quality control enhancement by integrating a visual control stage using image processing and morphological operation techniques before the packing operation to improve the homogeneity of batches received by final users.

Abstract:
MC (Management Control)& IC (Internal Control) – what is the relationship? (an empirical study into the definitions between MC and IC) based on the wider considerations of Internal Control and Management Control terms, attention is focused not only on the financial aspects but also more on the soft aspects of the business, such as culture, behaviour, standards and values. The limited considerations of Management Control are focused mainly in the hard, financial aspects of business operation. The definitions of Management Control and Internal Control are often used interchangeably and the results of this empirical study reveal that Management Control is part of Internal Control, there is no causal link between the two concepts. Based on the interpretation of the respondents, the term Management Control has moved from a broad term to a more limited term with the soft aspects of the influencing of behaviour, performance measurements, incentives and culture. This paper is an exploratory study based on qualitative research and on a qualitative matrix method analysis of the thematic definition of the terms Management Control and Internal Control.

Authors: Aldrin R. Logdat, Marianne Christine Jane B. Capio
Abstract:
The study aimed to investigate the impact of modelling techniques on the self-efficacy of first year Bachelor of Science Major in Hospitality Management (BSHM) college students at City College of Calapan, Oriental Mindoro. The research utilized a ten-point general self-efficacy scale and collected responses from a sample of 107 students across five BSHM sections. The study found that the majority of students had a moderate level of self-efficacy, with 49.53% of total respondents falling within this category. However, 35.51% of students had high self-efficacy, and 14.95% had low self-efficacy levels. The two-tailed t-test for independent samples indicated a significant difference between the mean post-test scores of the experimental and control groups. Furthermore, Wilcoxon test showed that there were significant differences in the experimental group's self-efficacy before and after treatment, while no such difference was observed in the control group. Thus, the modelling technique proved to be effective in improving the self-efficacy levels of first year BSHM college students. Ultimately, the use of modelling techniques helped to elevate students’ self-efficacy levels into higher categories.

Abstract:
Rapid economic development and population growth in Malaysia had accelerated the generation of solid waste. This issue gives pressure for effective management of municipal solid waste (MSW) to take place in Malaysia due to the increased cost of landfill. This paper discusses optimal planning of waste-to-energy (WTE) using a combinatorial simulation and optimization model through mixed integer linear programming (MILP) approach. The proposed multi-period model is tested in Iskandar Malaysia (IM) as case study for a period of 12 years (2011 -2025) to illustrate the economic potential and tradeoffs involved in this study. In this paper, 3 scenarios have been used to demonstrate the applicability of the model: (1) Incineration scenario (2) Landfill scenario (3) Optimal scenario. The model revealed that the minimum cost of electricity generation from 9,995,855 tonnes of MSW is estimated as USD 387million with a total electricity generation of 50MW /yr in the optimal scenario. Keywords: Mixed Integer Linear Programming (MILP), optimization, solid waste management (SWM), Waste-to-energy (WTE).

Abstract:
This study starts with the review on the role of external assistance to fragile states where the state lacks the capacity to provide better quality lives for its people. One of the tools being the Official Development Assistance, this paper focuses on the its disbursement patterns to fragile states that targets women's empowerment and gender equality to verify where donors stand on their actions on fragile states. The findings show that whereas donors have increased their aid volume with gender equality objectives in absolute terms, it is still lacking when compared to total amount. Hence, donors need to further strengthen their commitment to promoting gender equality in its aid activities as well as to allocate more assistance with significant and principal objectives on gender.

Authors: R. K. D. G. Kaluarachchi
Abstract:
The generation of solid waste and its effective management are debated topics in Sri Lanka as well as in the global environment. It was estimated that the most of the waste generated in global was originated from construction and demolition of buildings. Thus, the proportion of construction waste in solid waste generation cannot be underestimated. The construction waste, which is the by-product generated and removed from work sites is collected in direct and indirect processes. Hence, the objectives of this research are to identify the proportion of construction waste which can be reused and identify the methods to reduce the waste generation without reducing the quality of the process. A 6-storey building construction site was selected for this research. The site was divided into six zones depending on the process. Ten waste materials were identified by considering the adverse effects on safety and health of people and the economic value of them. The generated construction waste in each zone was recorded per week for a period of five months. The data revealed that sand, cement, wood used for form work and rusted steel rods were the generated waste which has higher economic value in all zones. Structured interviews were conducted to gather information on how the materials are categorized as waste and the capability of reducing, reusing and recycling the waste. It was identified that waste is generated in following processes; ineffective storage of material for a longer time and improper handling of material during the work process. Further, the alteration of scheduled activities of construction work also yielded more waste. Finally, a proper management of construction waste is suggested to reduce and reuse waste.

As the Internet technology has developed rapidly, the number of identities (IDs) managed by each individual person has increased and various ID management technologies have been developed to assist users. However, most of these technologies are vulnerable to the existing hacking methods such as phishing attacks and key-logging. If the administrator-s password is exposed, an attacker can access the entire contents of the stolen user-s data files in other devices. To solve these problems, we propose here a new ID management scheme based on a Single Password Protocol. Abstract:
The waves of eGovernment are rising very fast through almost all public administration, or at least most of the public administrations around the world, and not only the public administration, but also the entire government and all of their organization as a whole. The government uses information technology, and above all the internet or web network, to facilitate the exchange of services between government agencies and citizens, businesses, employees and other non-governmental agencies. With efficient and transparent information exchange, the information becomes accessible to the society (citizens, business, employees etc.), and as a result of these processes the society itself becomes the information society or knowledge society. This paper discusses the knowledge management for eGovernment development in significance and role. Also, the paper reviews the role of virtual communities as a knowledge management mechanism to support eGovernment in Montenegro. It explores the need for knowledge management in eGovernment, identifies knowledge management technologies, and highlights the challenges for developing countries, such as Montenegro in the implementation of eGovernment. The paper suggests that knowledge management is needed to facilitate information exchange and transaction processing with citizens, as well as to enable creation of knowledge society. Keywords: information, eGovernment, knowledge management, knowledge society

Authors: A. Bajit, M. Nahid, A. Tamtaoui, E. H. Bouyakhf
Abstract:
In this paper, we propose a Perceptually Optimized Foveation based Embedded ZeroTree Image Coder (POEFIC) that introduces a perceptual weighting to wavelet coefficients prior to control SPIHT encoding algorithm in order to reach a targeted bit rate with a perceptual quality improvement with respect to a given bit rate a fixation point which determines the region of interest ROI. The paper also, introduces a new objective quality metric based on a Psychovisual model that integrates the properties of the HVS that plays an important role in our POEFIC quality assessment. Our POEFIC coder is based on a vision model that incorporates various masking effects of human visual system HVS perception. Thus, our coder weights the wavelet coefficients based on that model and attempts to increase the perceptual quality for a given bit rate and observation distance. The perceptual weights for all wavelet subbands are computed based on 1) foveation masking to remove or reduce considerable high frequencies from peripheral regions 2) luminance and Contrast masking, 3) the contrast sensitivity function CSF to achieve the perceptual decomposition weighting. The new perceptually optimized codec has the same complexity as the original SPIHT techniques. However, the experiments results show that our coder demonstrates very good performance in terms of quality measurement.

Abstract:
Internet is without any doubt the fastest and effective mean of communication making it possible to reach a great number of people in the world. It draws its base from exchange points. Indeed exchange points are used to inter-connect various Internet suppliers and operators in order to allow them to exchange traffic and it is with these interconnections that Internet made its great strides. They thus make it possible to limit the traffic delivered via the operators of transits. This limitation allows a significant improvement of the quality of service, a reduction in the latency time just as a reduction of the cost of connection for the final subscriber. Through this article we will show how the installation of an IXP allows an improvement and a diversification of the services just as a reduction of the Internet connection costs.

Abstract:
The Bangalore City is facing the acute problem of pollution in the atmosphere due to the heavy increase in the traffic and developmental activities in recent years. The present study is an attempt in the direction to assess trend of the ambient air quality status of three stations, viz., AMCO Batteries Factory, Mysore Road, GRAPHITE INDIA FACTORY, KHB Industrial Area, Whitefield and Ananda Rao Circle, Gandhinagar with respect to some of the major criteria pollutants such as Total Suspended particular matter (SPM), Oxides of nitrogen (NOx), and Oxides of sulphur (SO2). The sites are representative of various kinds of growths viz., commercial, residential and industrial, prevailing in Bangalore, which are contributing to air pollution. The concentration of Sulphur Dioxide (SO2) at all locations showed a falling trend due to use of refined petrol and diesel in the recent years. The concentration of Oxides of nitrogen (NOx) showed an increasing trend but was within the permissible limits. The concentration of the Suspended particular matter (SPM) showed the mixed trend. The correlation between model and observed values is found to vary from 0.4 to 0.7 for SO2, 0.45 to 0.65 for NOx and 0.4 to 0.6 for SPM. About 80% of data is observed to fall within the error band of ±50%. Forecast test for the best fit models showed the same trend as actual values in most of the cases. However, the deviation observed in few cases could be attributed to change in quality of petro products, increase in the volume of traffic, introduction of LPG as fuel in many types of automobiles, poor condition of roads, prevailing meteorological conditions, etc. Keywords: Bangalore, urban air pollution, time series analysis.

Medication use self-efficacy had a direct effect on psychotic symptoms (-0.25, p<0.01), and social support had direct effect on medication use self efficacy (0.36, p <0.01). Conclusions: Psychotic symptoms and stressful life events were the significance factors that influenced direct on social dysfunctioning. Therefore, interventions that are designed to manage these factors are crucial in order to enhance social functioning in this population.

Authors: H. M. Behairy, M. S. Khorsheed
Abstract:
Among other factors that characterize satellite communication channels is their high bit error rate. We present a system for still image transmission over noisy satellite channels. The system couples image compression together with error control codes to improve the received image quality while maintaining its bandwidth requirements. The proposed system is tested using a high resolution satellite imagery simulated over the Rician fading channel. Evaluation results show improvement in overall system including image quality and bandwidth requirements compared to similar systems with different coding schemes. Keywords: Image Transmission, Image Compression, Channel Coding, Error-Control Coding, DCT, Convolution Codes, Viterbi Algorithm, PCGC.

Authors: H. Hussain, N. H. Mohamad
Abstract:
Practical experiences have been one of the successful criteria for the Project Management course for the art and design students. There are series of events that the students have to undergo as part of their practical exercises in the learning context for Project Management courses. These series have been divided into few mini programs that involved the whole individual in each group. Therefore, the events have been one of the bench marks for these students. Through the practical experience, the task that has been given to individual has been performed according to the needs of professional practice and ethics. Keywords: Practical experiences, project management, art and design students, events, programs.

Authors: Veni.S , K.A.Narayanankutty
Abstract:
For about two decades scientists have been developing techniques for enhancing the quality of medical images using Fourier transform, DWT (Discrete wavelet transform),PDE model etc., Gabor wavelet on hexagonal sampled grid of the images is proposed in this work. This method has optimal approximation theoretic performances, for a good quality image. The computational cost is considerably low when compared to similar processing in the rectangular domain. As X-ray images contain light scattered pixels, instead of unique sigma, the parameter sigma of 0.5 to 3 is found to satisfy most of the image interpolation requirements in terms of high Peak Signal-to-Noise Ratio (PSNR) , lower Mean Squared Error (MSE) and better image quality by adopting windowing technique. Keywords: Hexagonal lattices, Gabor filter, Interpolation, imageprocessing.

Authors: N. Sefiani, L. Chraibi, K. Reklaoui, Y. Sefiani
Abstract:
Currently, business environment is characterized by pressure caused by stiff competition, constant changes (e.g., product/ technological innovations, decreasing product lifecycles, and product proliferation), and a high level of market uncertainty band unpredictability. The agility of the Supply Chain Management (SCM) is clearly identified as a key factor for success and a strategic essential lever. This paper explores the impact of deploying competence management and Supply Chain Operations Reference (SCOR) model on firm performance. Our approach is based on a systemic view by considering the SCOR reference model as the heart of competence management system.
Keywords: Competence, competence management, performance, SCOR model and agility.
