1609 Mapping the Poor in Ghana: A Geospatial Multidimensional Poverty Index Approach
Authors: Bernard Kumi-Boateng, Joseph Edem Vigbedor, Irene Asante Sakyi
Abstract:
Globally, especially in developing nations, governments persistently prioritize poverty alleviation and eradication as key objectives. Numerous international organizations also acknowledge the urgent need to reduce poverty levels over the next decade, making poverty reduction a critical global issue. During the past three decades, the government of Ghana has developed and subsequently implemented several development policy frameworks as part of its poverty reduction programmes. In order to reduce and alleviate poverty, one of the parameters that play a key role is statistics on poverty. However, in many developing countries such as Ghana such statistics do not exist thus it makes poverty alleviation intervention a bit scattered and untargeted. Due to this, there exist a major problem presently; that is reaching the poor to address their specific needs. In response to this challenge, there is therefore the need to produce poverty map to assist policy makers. This research therefore sought to use GIS to map out poverty endemic areas by displaying the spatial dimensions of poverty and identify the poverty pockets across the country adopting a Multidimensional (Non-Monetary) Poverty Index approach. Ten indicators which were categories under three dimensions were used. Results of the study showed that across Ghana, a considerable percentage of household are deprived in several non-monetary poverty indicators. Analysis of these indicators revealed wide disparities by region. Generally, wide disparities exist between the proportion of households deprived in the three northern regions and their counterparts in southern Ghana. Keywords: GIS, multidimensional poverty index, indicator, dimension, poverty

Abstract:
Gender equality and women empowerment is the third of eight Millennium Development Goals. Understanding corruption’s linkages to gender equality issues and how it impacts women’s empowerment is part of the broader process of advancing women’s rights and understanding the gender dimensions of democratic governance. Taking a long view of political (corruption index) and the social (women empowerment) dimension — a view from 2015 to 2030, a context based forecast was conducted to forecast the ASEAN corruption index in the next 15 years, answering the question: “Does women political involvement decrease corruption rate index of ASEAN countries in the next 15 years?” The study have established that there will be an increase women political involvement in the ASEAN countries in the next 15 years that will cause a drop on corruption rate index. There will be a significant decline on corruption rate index in 2030. This change entails reform not only in the political aspect of progress, but to the social aspect as well. Finally, the political aspect is increasing at a constant rate however a double or triple increase of the social aspect is seen to be the key solution for corruption. Keywords: women, women political involvement, corruption, gender equity index, economic participation, educational attainment, political empowerment, control of corruption, regulatory quality, rule of law, voice and accountability government effectiveness, political stability and corruption perception index

Authors: Ahmad Sharif Ahmadi, Yoshitaka Kajita
Abstract:
Kabul, the capital and largest city in Afghanistan has been experiencing a massive population expansion and fast economic development in last decade, in which urban land has increasingly expanded and formed a high informal development territory in the city. This paper investigates the urban land development direction based on the integrated urbanization trends in Kabul city since the last and the fastest ever urban land growth period (1999-2008), which is parallel with the establishment of the new government in Afghanistan. Considering the existing challenges in terms of informal settlements, squatter settlements, the population expansion of the city, and fast economic development, as well as the huge influx of returning refugees from neighboring countries, and the sprawl direction of urbanization of the Kabul city urban fringes, this research focuses on the possible urban land development direction and trends for the city. The paper studies the feasible future land development direction of Kabul city in the northern part called Shamali basin, in which district 17 is the gateway for future development. The area has much developable area including eight districts of Kabul province, and the vast area of Parwan and Kapisa provinces. The northern area of the Kabul city generally has favorable conditions for further urbanization from the city. It is a large and relatively flat area of area in the northern part of Kabul city, with ample water resources available from the Panjshir basin as a base principle of land development direction in the area. Keywords: Kabul city, land development trends, urban land development, urbanization

Authors: Andrew Enaifoghe
Abstract:
Municipalities are the most fundamental units of governance, and they are responsible for providing basic services and supporting growth in the areas they rule. South African local government is primarily understood in terms of service delivery, and the South African constitution provides municipalities with the responsibility of mobilizing economic resources, to better the lives of all people. Essential public services are the primary pillars of enhanced quality of life, and appropriate supplies of safe water and sanitation are required for life, well-being, and human dignity. Therefore, having access to basic services is directly tied to social inclusion and social capital, and towns' inability to offer services can have a negative influence on social and economic growth. The problem of service delivery is seen as one of the biggest challenges facing South African municipalities today. This study attempts to assess South African municipal service delivery. Focusing on the main causes of service delivery challenges, the study also looks at the impact of these challenges to identify ways to minimize such challenges by introducing legal instruments such as municipal budgeting and annual reports. A qualitative design was adopted, and data were collected using a desktop technique and analyzed based on content. While public engagement in municipal affairs is required by law, considerable work has to be done to ensure successful participation. Finally, municipalities were deemed to need to do more to improve human capacity to offer services. Keywords: municipalities, service delivery, corruption, monitoring, South Africa

Authors: Yi Yin Chen, Changsoo Hur
Abstract:
This study explores the role of totems and decorative texts on an indigenous primary school campus in Taiwan, as well as how they affect the building of the cultural identity of indigenous students. By employing Roland Barthes' semiotic theory, this research aims to uncover the cultural meanings and social functions contained in these visual symbols, as well as their significance for building a cultural identity among indigenous students. The study uses a qualitative method, combining observations, interviews, and document analysis to explore how these symbols perform as carriers of hidden meaning and contribute to educational and cultural settings. The findings show that totems on the indigenous school campus reflect the ethnic group's cultural background knowledge, allowing students to study their cultural heritage and providing a sense of belonging. However, certain textual decorations also reflect the historical influence of the hegemonic government attempting to establish moral norms in the ethnic group. This coexistence of traditional ethnic totems and hegemonic textual admonitions in the school environment creates a complex identity landscape for students, leading to a multiplicity of cultural identities. It underlines the importance of culturally relevant symbols in enhancing students' cultural heritage and identity and presents the challenges posed by conflicting cultural messages within the educational context. Keywords: Roland Barthes, semiotic, Indigenous, Bunun

Abstract:
Introduction: In most hospitals, pediatric residents are part of the frontline team who interacts with medically underserved patients. Despite of these daily encounters, little is known regarding their attitudes and behaviors towards caring for these underserved patients. Objectives: This study measured the pediatric resident physicians’ attitudes and behaviors towards underserved patients and determine its association. Methodology: The study utilized a cross-sectional mixed methodology, combining the use of a self-administered questionnaire survey using the Learner’s Needs Assessment tool, measuring both attitudes and behaviors towards the underserved. This is followed by a focus group discussion (FGD) involving a sample of residents at the Philippine General Hospital. Results: The response rate was 100% among 62 residents. Overall, 78% of pediatric residents acknowledged the issues of medically underserved to be very important. Volunteerism (behaviors) was only 27% during residency, and was projected to be 90% in future practice. No significant association was noted between their attitudes and behaviors. The FGD revealed that factors (i.e. burnout) causes strains in residents towards the underserved. Frustration from genuine concern for the underserved children was apparent. Conclusion: Among PGH pediatric residents, their attitudes and behaviors are noted to be positive towards the underserved. There was no significant correlation noted between having positive attitudes and volunteerism (behaviors) of the residents towards the underserved. Despite this, residents pointed out certain factors (i.e. burnout) that affect their attitudes and behaviors. The study results may serve as the basis for curriculum enhancements tailored to promote resident well-being, molding them to become the ‘5-star pediatricians’ who will genuinely be ready to serve the underserved. Keywords: pediatric residents, attitudes, behaviors, underserved children

Authors: Oshienemen Albert, Dilanthi Amaratunga, Richard Haigh
Abstract:
Globally, disasters of any form can affect the environment, built environment, the waterways, societies, nations and communities in diverse areas. The such impacts could cut across, economic loss, social setting, cultural and livelihood structures of affected population. Thus, the raise of disaster impacts across developing nations are alarming with decades impact due to the lack of hard and soft infrastructural development across communities, inconsistency in the governmental policy and implementation, making it difficult for disaster affected communities to bounce back when necessary, especially in Nigeria. The Nigeria disasters, especially oil spillages have affected diverse communities across the Niger Delta region for decades with little or nothing as external support for the broken livelihood structure, cultural and economic damages of the people. Though, in the spirit of contribution to the communities affected by oil spill and negative consequence of petroleum production, the federal government at different times established some impressionistic bodies and agencies to oversee the affairs of the region as with regards to oil spillages and development. Thus, the agencies contributions are yet to manifest in practice. This amplifies the quest for the structural clarities of the management systems and the resilience’s of the communities, to better equip the communities for any such disaster. Therefore, the study sets to explore the Nigerian disaster management systems and resilience concept at local community level. Thus, desk-based approach and interviews are employed for the synthesis while, drawing conclusion and recommendations. Keywords: disaster, community, management, resilience

Authors: Roslina Kamaruddin
Abstract:
The paddy farmer’s performance and ability to improve productivity for increased incomes is driven by their level of farm management practices. Knowledge on the nature and level of sustainable farm management (SFM) practice provides opportunities for supporting the competitive advantages of paddy farmers to sustainably break away from the poverty cycle. Little attention has been given to measuring the performance and impact of SFM for the improvement of paddy farmer's livelihood in Malaysia. Without understanding SFM, it is difficult to make policies and provide targeted, impactful support to paddy farmers. The objective of this study is to assess the level of SFM among paddy farmers by calculating the Sustainable Farm Management Index (SFMI) using the Rice Check (RC) guideline established by the Department of Agriculture. The structured questionnaire was designed to capture the nine elements of farming practices based on the RC and was then distributed to 788 paddy farmers in Malaysia's main granary areas, namely MADA, KADA, and BLS. Each practice was given a score to determine whether the guidelines were followed. The index ranges from 0 to 100, with 0 being unsustainable and 100 being highly sustainable. A multiple regression analysis was employed as well to estimate the effects of SFM adoption on farmer livelihoods. The findings show that adopting SFM has a positive and significant effect on farmers' livelihoods. The paper, therefore, recommends that farmers should be educated on the importance of sustainable farming practices as this is essential for the sustainable livelihood development of poor farmers who rely on government subsidies. Keywords: sustainable farm management, paddy farming, rice check, granary areas, farmers livelihood

Authors: Beatrice Eyram Afi Ziorklui, Norihisa Shima
Abstract:
Community Driven Development (CDD) is now a widely recommended and accepted development strategy for informal communities across the continent. Centered on the utilization of social capital through community structures, different informal settlements have different structures and different levels of social capital, which affect the implementation and ability to overcome CDD challenges. Although known to be very successful, there are few perspectives on the implementation of CDD initiatives in different informal settlements. This study assesses the implementation of CDD initiatives in migrant and indigenous informal settlements and their ability to navigate challenges. The case study research design was adopted in this research, and respondents were chosen through simple random sampling. Using the Statistical Package for social scientists (SPSS) for data analysis, the study found that migrant informal settlements implement CDD projects through the network of hierarchical structures based on government systems, whereas indigenous informal settlements implement through the hierarchical social structure based on traditions and culture. The study also found that, with the exception of the challenge of land accessibility in migrant informal settlements, all other challenges, such as participation, resource mobilization, and maintenance, have a significant relationship with social capital, although indigenous informal settlements have higher levels of social capital than migrant informal settlements. The study recommends a framework that incorporates community characteristics and the underlying social capital to facilitate upgrading strategies in informal in Ghana. Keywords: community driven development, informal settlements, social capital, upgrading
Procedia PDF Downloads 1021595 Entrepreneurship, Institutional Quality, and Macroeconomic Performance: Evidence from Nigeria
Authors: Cleopatra Oluseye Ibukun
Abstract:
Following the endogenous growth theory, entrepreneurship has been considered pivotal to economic growth and development, particularly in developing countries like Nigeria. Meanwhile, efforts to reduce unemployment has yielded minimal result with over 36% of youth unemployment and a dwindling economic growth despite the country’s natural and human resource endowment. This study, therefore, investigates the effects of entrepreneurship and institutional quality on economic growth and unemployment in Nigeria over the period 1996 to 2018. The data is obtained from the National Bureau of Statistics (NBS), World Bank’s World Development Indicators (WDI), and the World Bank’s World Governance Indicators (WGI). The study period is guided by the availability of data, and the study employs both descriptive and econometric techniques of analysis (specifically, the Auto-regressive Distributed Lag Approach). This approach is preferable given that the variables are stationary at the first difference, while the bounds test suggests the existence of co-integration among the variables. By implication, an increase in entrepreneurship significantly improves economic growth, and it reduces unemployment in both the short-run and the long-run. Besides, institutional quality proxied by the control of corruption, political stability, and government effectiveness significantly mediates the interaction between entrepreneurship and macroeconomic performance. This study concludes that improved institutional quality enhances the effect of entrepreneurship on economic growth and unemployment in Nigeria, and it recommends an improvement in Nigeria’s institutional quality because it can jeopardise or augment the effect of entrepreneurship on macroeconomic performance. Keywords: entrepreneurship, institutional quality, unemployment, gross domestic product, Nigeria

Abstract:
In today’s dynamic business environment, the competition is no longer between firms, but between supply chains to gain competitive advantages. The global manufacturing sector, especially the textile and apparel industry are essentially known for its supply chain dependency. The delicate nature of its business leads to emphasis on the smooth movement of upstream and downstream supply chain. The nature of this industry, however, result in huge dynamic flow of physical, information, and financial. The dynamic management of these flows requires adoption of supply chain technologies. Even though technology is widely implemented and studied in many industries by researchers, adoption of supply chain technologies in Malaysian textile and apparel industry is limited. There is relatively a handful academic study conducted on recent developments in Malaysian textile and apparel industry and supply chain technology adoption indicate a major gap in supply chain performance studies. Considering the importance given to Third Industrial Master Plan by the government Malaysia, it is necessary to understand the power of supply chain technology adoptions. This study aims to investigate supply chain technology adoption by textile and apparel companies in Malaysia. The result highlighted the benefits perceived by textile and apparel companies from supply chain technologies. The indifference of small and medium enterprises to operation management acts as a major inhibitor to the adoption of supply chain technologies, since they have resource limitations. This study could be used as a precursor for further detailed studies on this issue. Keywords: supply chain technology adoption, supply chain performance, textile, apparel industry

Authors: Sanjaya N. Munasinghe, R. Gnanasekeram, Dimuthu Tennakoon
Abstract:
During the last few years there has been a dramatic increase in the number of motorcyclists in Sri Lankan roads and thus an increase of motorcycle accidents (MCAs) with a heavy death and casualty toll. Extremity injuries due to MCAs cause a heavy burden on government hospitals. However, data on MCA injuries are limited. This study tries to determine the relationship between extremity injuries with protective gears and clothing motorcycle riders were wearing at the time of the accident. Data were collected from 410 motorcycle riders and passengers involved with MCAs and admitted to orthopedic and emergency observation wards in Teaching Hospital Kurunegala with extremity injuries between 1st February 2015 and 31st July 2015 using an interviewer administered questioner. Data were analyzed using SPSS version 17.0. Distal radial fracture is the most common upper extremity injury (12%), and Tibial fracture is the most common and severe lower extremity injury (23%). Very few participants were wearing safety gloves (2%) and jackets (10%). Most of the participants were wearing slippers (66%), short sleeved upper clothing (96%) and light cloth trousers (49%). According to Chi-square test associations were found between footwear and foot injuries (p-value - 0.001, Cramer's v-value - 0.203) and safety jacket and upper extremity injuries (p-value - 0.002, Cramer's v-value - 0.177). The results indicate that using safety gear can minimize the number of injuries in MCA victims. Thus it is necessary to ensure that motorcycle riders and pillion riders use proper safety gear. Keywords: extremity injuries, fractures, motorcycle accidents, safety gear

Authors: Chako G. Chako
Abstract:
This study reports on an ongoing research that explores pre-school mathematics. Participants in the study includes three pre-school teachers and their pre-school learners from one school in Gaborone. The school was purposefully selected based on its performance in Botswana’s 2019 national examinations. Specifically, the study is interested on teachers’ explanations of mathematics concepts embedded in pre-school mathematics tasks. The interest on explanations was informed by the view that suggests that, the mathematics learners get to learn, resides in teachers’ explanations. Recently, Botswana’s basic education has integrated pre-school education into the mainstream public primary school education. This move is part of the government’s drive to elevate Botswana to a knowledge-based-economy. It is believed that provision of pre-school education to all Batswana children will contribute immensely towards a knowledge-based-economy. Since pre-school is now a new phenomenon in our education, there is limited research at this level of education in Botswana. In particular, there is limited knowledge about what and how the teaching is conducted in Pre-Schools in Botswana. Hence, the study seeks to gain insight into what constitutes mathematics in tasks that learners are given, and how concepts are made accessible to Pre-school learners. The research question of interest for this study is stated as: What is the nature Pre-school teachers’ explanations of mathematics concepts embedded in tasks given to learners. Casting some light into what and how pre-school mathematics tasks are enacted is critical for policy and Pre-school teacher professional development. The sociocultural perspective framed the research. Adler and Rhonda’s (2014) notion of exemplification and explanatory communication are used to analyze tasks given to learners and teachers’ explanations respectively. Keywords: classroom, explanation, mathematics, pre-school, tasks

As Saudi Arabia is one of the countries moving toward more inclusive schools, there are few researchers who have examined the new model of inclusive practice; that is, a model introduced by the Tatweer project. Tatweer is an initiative supported by the Saudi government to develop education with a particular focus on inclusion. This on-going doctoral work aims to find out the nature of inclusive practice that Taweer introduced to create effective practice to include students with different abilities. While stakeholders are important elements to the implementation of inclusive education practice, the study’s goal is to find out and explore their understandings and perspectives. This study considers the perspectives of stakeholders, who are involved and influential on the implementation of the practice, from different dimensions. Tatweer project’s managers, head teachers, teachers and teaching assistants will be interviewed to find out how do they understand inclusive education concept and what perspective do they hold. Reliant on this material, this work seeks to inquire into what meaning inclusion and inclusive practice holds in Tatweer and to what extent this educational models let students with different abilities be more included. Four primary schools in Riyadh were purposively selected and data will be collected through semi-structured interviews. Semi-structured interview was selected as a study tool because it is a relevant and helpful method in understanding the thoughts, views, and beliefs of the stakeholders individually, and investigating issues more thoroughly in the context of Saudi Arabia. Keywords: inclusive education, perspective, understanding, definition, inclusion

Abstract:
The current study aimed to reveal the extent to which evidence-based practices are applied in programs to integrate students with intellectual disabilities from the point of view of their teachers in Yanbu Governorate, and to reveal statistically significant differences in their application of evidence-based practices according to the following variables: gender, educational qualification, experience and training courses. The researcher used the descriptive approach, and accordingly; she designed a questionnaire consisting of 22 phrases applied it to a random sample of (97) teachers of intellectual disability in the integration programs of the Ministry of Education in the government sector in Yanbu Governorate, with (49) male teachers and (48) female teachers. The study showed that teachers of students with intellectual disabilities apply evidence-based practices in programs to integrate students with intellectual disabilities to a large extent. Among the most prominent of these practices came reinforcement in the first place, followed by using visual stimuli/aids, and in the third-place came starting with less complex or challenging skills then moving to more difficult skills. The results also showed no statistically significant differences over the extent of the application attributed to the variables of experience, qualification or training. On the other hand, there were statistically significant differences over the extent of the application attributed to gender in favor of females. Keywords: evidence-based practices, intellectual disability, inclusion programs, teachers of students with intellectual disabilities

Authors: Chia-Feng Yen, Shyang-Woei Lin
Abstract:
Background: In Taiwan, people with disability can obtain national social welfare services after evaluation. All subsidies and services in- kind are pronounced in People with Disabilities Rights Protection Act. The new disability eligibility determination system base on ICF has carried out five years in Taiwan. There were no systematic outcomes to discuss the relationships between the evaluation results of activity and participation functioning (AP functioning) and ratification of social services for people with disability. The decision-making of welfare resources allocation is in local government, so the ratification could be affected by resource variations in every area (local governments). The purposes of this study are to compare the ratification rate between different areas (the equity of allocation), and to understand the ratification of social services for people with disability after needs assessment stage that can help to predict the resources allocation for local governments in the further. Methods: A cross-sectional study was used, and the data came from Disability Eligibility Determination System in Taiwan between 2013/11/04-2015/01/12. All samples were evaluated by FUNDES-adult version 7th and they all above 18 years old. The samples were collected face to face by physicians and AP evaluators. Result: In the needs assessment stage, the welfare ratification rates are significant differences between these local governments for the samples with the similar impairment and AP functioning. Keywords: allocation, activity and participation, people with disability, justice

Authors: Mohammed Abubakar Mawoli
Abstract:
Theory of Planned Behavior (TPB) is a useful tool for predicting entrepreneurial intentions among individuals or groups of people. In view of the Nigerian government’s renewed educational policies and programs to prepare Nigerian undergraduates towards self-reliance and employers of labor after graduation, it becomes pertinent to empirically examine and predict the undergraduate’s entrepreneurial intentions at graduation. Thus, this study primarily examines the undergraduates entrepreneurial intentions using TPB, which includes perceived desirability, perceived social norm, and perceived feasibility factors. In so doing, a questionnaire research method was adopted in which 219 copies of a questionnaire distributed to final year undergraduates were belonging to five departments with a total population of 487 students. A combination of relative frequency, mean standard deviation and multiple regression statistical tools were employed for data analysis. The study found that TPB components exert a significant composite effect on undergraduate’s entrepreneurial intentions. Based on individual contribution of the independent variables, Perceived Desirability is the strongest predictor of the undergraduate’s entrepreneurial intentions, while Perceived Social Norm is a strong predictor of the undergraduate’s entrepreneurial intentions. However, Perceived Feasibility is not a strong predictor of student’s entrepreneurial intentions. The study therefore, recommends that the Perceived desirability, which is formed and shaped by ones level of education and skills acquisition, be improved upon to create the expected positive impact on graduates entrepreneurial intentions and possible venture creation. Keywords: entrepreneurship, entrepreneurship education, entrepreneurial intentions, planned behaviour, prediction, Nigeria

Abstract:
Gedangsari is located in Gunungkidul, Yogyakarta Province, which has several criteria to be used as a new geosite object. The research area is located in the southern mountain zone of Java, composed of 5 rock formations with Oligocene up to Middle Miocene age. The purpose of this study is to reveal the potential of geotourism and the geoheritage to be proposed as a new geosite and to make a geosite map of Gedangsari. The research method used is descriptive data collection and which includes quantitative geological data collection, geotourism, and heritage sites, then supported by petrographic analysis, geological structure, geological mapping, and SWOT analysis. The geological data proved that Gedangsari consists of igneous rock (intrusion), pyroclastic rock, and sediment rock. This condition caused many varieties and particular geomorphological platform. Geotourism that include in Gedangsari are Luweng Sampang Canyon, Gedangsari Bouma Sequence, Watugajah Columnar Joint, Gedangsari Marine Fan Sediment, and Tegalrejo Waterfall. There is also Tegalrejo Village, which can be considered as geoheritage site because of its culture and batik traditional cloth. The results of the SWOT analysis, Gedangsari geosite must be developed and appropriately promoted in order to improve the existence. The development of geosite area will have a significant impact that improve the economic growth of the surrounding community and can be used by the government as base information for sustainable development. In addition, the making of an educational map about the geological conditions and geotourism location of the Gedangsari geosite can increase the people's knowledge about Gedangsari. Keywords: Gedangsari, geoheritage, geotourism, geosite

Authors: Alexander Rincón Ruiz
Abstract:
This article is based on an exhaustive review and interdisciplinary effort spanning three years. It involved interviews, dialogues, discussion panels, and collective work on various visions of bio-economy in Colombia. The dialogue included government institutions, universities, local communities, activist groups, research institutes, the productive sector, and politicians, integrating perspectives such as Latin American environmental thought, complexity theory, modern visions, local worldviews (Afro-Colombian, indigenous, peasant), decoloniality, political ecology, ecological economics, and environmental economies. This work highlighted the need to redefine the traditional bio-economy concept, typically focused on markets and biotechnology, and to revisit the original idea of a bio-economy as an ‘economy for life’. In a country as diverse as Colombia—both biophysically and in its varied relationships with the territory—this redefinition is crucial. It emphasizes alternative logics of well-being related to resilience, care, and cooperation, reflecting Indigenous, Afro-Colombian, and peasant worldviews. This article is significant for proposing, for the first time, a viable approach to diverse and alternative economies for life tailored to the Colombian context. It represents not only academic work but also a political commitment to inclusion and plurality, aligning with the Colombian context and potentially extendable to other regions. Keywords: ecological economics, decoloniality, complexity, Biodiversity

Authors: Bishwa Nath Oli
Abstract:
Nepal is highly impacted by climate change and adaptation has been a major focus. This paper investigates the gaps and coherence in national policies across water, forestry, local development and agriculture sectors, identifies their links to climate change adaptation and national development plans and analyzes the effectiveness of climate change policy on adaptation. The study was based on a content analysis of relevant policy documents on the level of attention given to adaptation and key informant interviews. Findings show that sectoral policies have differing degrees of cross thematic coherence, often with mismatched priorities and differing the paths towards achieving climate change goal. They are somewhat coherent in addressing immediate disaster management issues rather than in climate adaptation. In some cases, they are too broad and complicated and the implementation suffers from barriers and limits due to lack of capacity, investment, research and knowledge needed for evidence-based policy process. They do not adequately provide operational guidance in supporting communities in adapting to climate change. The study recommends to a) embrace longer-term cross-sectoral planning within government structures to foster greater policy coherence and integrated adaptation planning, b) increase awareness and flow of information on the potential role of communities in climate change, c) review the existing development sectors from the climate change perspectives, and d) formulate a comprehensive climate change legislation based on the need to implement the new Constitution. Keywords: agriculture, climate change adaptation, forestry, policies
