779 Globalization and Public Policy Analysis: A Case Study of Foreign Policy of ASEAN Member States
Authors: Nattapol Pourprasert
Abstract:
This study has an objective to analyze foreign policy of member states in globalization current, aiming to answer that the foreign policy of member states have been changed or remained the same and there are any factors affecting changing of foreign policy of the member states. From the study results, it is found that the foreign policy of Thailand is a friendly foreign policy with all states. The policy of Indonesia is more opened because of a change in leader, allowing more democratic development in the country; the government has proceeded with friendly foreign policy with the states in order to bring funds into the state. The foreign policy of Malaysia is not much changed as there is no changing in the leader; the policy of Malaysia has reconciled relations with main city of Indian and Chinese residing in the country in order to bring investments into the country and to relieve tensions in the country. The foreign policy of the Philippines has proceeded with policy under the ASEAN framework and emphasized on international Islam communities. The foreign policy of Singapore has the least changed as the Singapore's policy focuses on internal trade since the state was found. As for the foreign policy of Brunei Darussalam, Brunei has a little role in the international stage; the state having closest relationship as from the view of history is Singapore as the Singaporean has invested in retailing business in Brunei. The foreign policy of Vietnam has emphasized on an omnidirectional foreign policy in order to compete with several states in global stage. The foreign policy of Myanmar has proceeded with a friendly foreign policy with all ASEAN member states, the East-west Corridor transportation line from Myanmar through Thailand and Lao to Vietnam has been developed. As for the foreign policy of Lao, In 2001, the Thai government and Lao government held a discussion which Thailand reaffirmed the position not to support the anti-Lao group. The foreign policy of Cambodia has proceeded with more openness, having good relation with China, Russia and USA as these states has invested in the state, especially the US company. Keywords: Globalization, Public Policy Analysis, Foreign Policy, ASEAN Member States.

Abstract:
Endowed of renewable energy sources (RES) are the advantages of ASEAN, but they are using a low amount of RES only to generate electricity because their primary energy sources are fossil and coal. The cost of purchasing fossil and coal is cheaper now, but it might be expensive soon, as it will be depleted sooner and after. ASEAN showed that the RES are convenient to be implemented. Some country in ASEAN has huge renewable energy sources potential and use. The primary aim of this project is to assist ASEAN countries in preparing the renewable energy and to guide the policies for RES in the more upright direction. The Green-Y model will help ASEAN government to study and forecast the economic concept, including feed-in tariff.

Authors: Kankesu Jayanthakumaran, Shao-Wei Lee
Abstract:
This paper proposes the hypothesis that multilateralism and regionalism are complementary, and that regional income convergence is likely with a like minded and committed regionalism that often has links geographically and culturally. The association between international trade, income per capita, and regional income convergence in founder members of ASEAN and SAARC, is explored by applying the Lumsdaine, and Papell approach. The causal relationships between the above variables are also studied in respective trade blocs by using Granger causality tests. The conclusion is that global reforms have had a greater impact on increasing trade for both trade blocs and induced convergence only in ASEAN-5 countries. The experience of ASEAN countries shows a two-way causal relationship between the flow from trade to regional income convergence, and vice versa. There is no evidence in SAARC countries for income convergence and causality.

Authors: T. Pavic Kramaric, M. Kitic
Abstract:
The purpose of this article is to analyze the market structure as well as the degree of concentration in insurance markets in new EU member states. The analysis was conducted using several most commonly used concentration indicators such as concentration ratio, Herfindahl-Hirschman index and entropy index. These indicators were calculated for the 2000-2010 period on the basis of total gross written premium as the most relevant indicator of market power in insurance markets. The results of the analysis showed that in all observed countries the level of concentration decreased, though with significantly different intensity. Yet, in some countries, the level of concentration remains very high.

Authors: Apirada Chinprateep
Abstract:
The ASEAN Economic Community (AEC) is the goal of regional economic integration by 2015. In the region, tourism is an activity that is important, especially as a source of foreign currency, a source of employment creation and a source of income bringing to the region. Given the complexity of the issues entailing the concept of sustainable tourism, this paper tries to assess tourism sustainability with the ASEAN, based on a number of quantitative indicators for all the ten economies, Thailand, Myanmar, Laos, Vietnam, Malaysia, Singapore, Indonesia, Philippines, Cambodia, and Brunei. The methodological framework will provide a number of benchmarks of tourism activities in these countries. They include identification of the dimensions; for example, economic, socio-ecologic, infrastructure and indicators, method of scaling, chart representation and evaluation on Asian countries. This specification shows that a similar level of tourism activity might introduce different implementation in the tourism activity and might have different consequences for the socioecological environment and sustainability. The heterogeneity of developing countries exposed briefly here would be useful to detect and prepare for coping with the main problems of each country in their tourism activities, as well as competitiveness and value creation of tourism for ASEAN economic community, and will compare with other parts of the world. Keywords: AEC, ASEAN, sustainable, tourism, competitiveness.

Abstract:
This paper applies recursive cointegration analysis to examine the dynamic changes in Feldstein-Horioka saving-investment (S-I) coefficients across China and the ASEAN-5 countries over time. To the extent that the S-I coefficients measure international capital mobility, the main empirical results are as follows. The recursive trace statistics show that the investment- savings nexus varies in these six countries. There is no cointegration between investment and savings in three countries (China, Malaysia, and Singapore), which means that the mobility of the capital markets in the three is high and that domestic investment in them will be financed by the global pool of capital. As to the other three countries (Indonesia, Thailand, and Philippines), there is cointegration between investment and savings for part of the sample period in the three, including before 2002 for Thailand, before 2001 for Indonesia, and before 2002 for Philippines. This shows these three countries achieved highly mobile and open capital markets later. Keywords: Investment, savings, recursive cointegration test, ASEAN, China.

Abstract:
In this paper, the deformation modes of a compact impact absorption member subjected to axial compression are investigated using finite element method and experiments. A multiple combination compact impact absorption member, referred to as a 'compress-expand member', is proposed to substitute the conventional thin-walled circular tube. This study found that the proposed compact impact absorption member has stable load increase characteristics and a wider range of high load efficiency (Pave/Pmax) than the thin-walled circular tube. Moreover, the proposed compact impact absorption member can absorb larger loads in a smaller radius than the thin-walled cylindrical tube, as it can maintain its stable deformation in increased wall thicknesses.

Authors: Nataliya Hitsevich
Abstract:
Article 5(3) of the Brussels I Regulation provides that a person domiciled in a Member State may be sued in another Member State in matters relating to tort, delict or quasi-delict, in the courts for the place where the harmful events occurred or may occur. For a number of years Article 5 (3) of the Brussels I Regulation has been at the centre of the debate regarding the intellectual property rights infringement over the Internet. Nothing has been done to adapt the provisions relating to non-internet cases of infringement of intellectual property rights to the context of the Internet. The author’s findings indicate that in the case of intellectual property rights infringement on the Internet, the plaintiff has the option to sue either: the court of the Member State of the event giving rise to the damage: where the publisher of the newspaper is established; the court of the Member State where the damage occurred: where defamatory article is distributed. However, it must be admitted that whilst infringement over the Internet has some similarity to multi-State defamation by means of newspapers, the position is not entirely analogous due to the cross-border nature of the Internet. A simple example which may appropriately illustrate its contentious nature is a defamatory statement published on a website accessible in different Member States, and available in different languages. Therefore, we need to answer the question: how these traditional jurisdictional rules apply in the case of intellectual property rights infringement over the Internet? Should these traditional jurisdictional rules be modified?

Abstract:
The product development process has undergone many changes concomitant with world progress in order to produce products that meet customer needs quickly and inexpensively. Analysis-Led Design (ALD) is one of the latest methods in the product development process. It focuses more on up-front engineering, a product quality optimization process that starts early in the conceptual design stage. Product development and manufacturing through ALD utilizes digital tools extensively for design, analysis and product optimization. This study uses computer-aided design (CAD) and finite element method (FEM) simulation to examine the modes of deformation of tubular members under axial loading. A multiple-combination impact absorption tubular member, referred to as a compress–expand member, is proposed as a substitute for the conventional thin-walled cylindrical tube to be used as a vehicle’s crash box. The study of deformation modes is crucial for evaluating the geometrical dimension limits by which a member can absorb energy efficiently.

Abstract:
The cellular network is one of the emerging areas of communication, in which the mobile nodes act as member for one base station. The cluster based communication is now an emerging area of wireless cellular multimedia networks. The cluster renders fast communication and also a convenient way to work with connectivity. In our scheme we have proposed an optimization technique for the fuzzy cluster nodes, by categorizing the group members into three categories like long refreshable member, medium refreshable member and short refreshable member. By considering long refreshable nodes as static nodes, we compute the new membership values for the other nodes in the cluster. We compare their previous and present membership value with the threshold value to categorize them into three different members. By which, we optimize the nodes in the fuzzy clusters. The simulation results show that there is reduction in the cluster computational time and iterational time after optimization. Keywords: Clusters, fuzzy and optimization.

Abstract:
Undoubtedly, chassis is one of the most important parts of a vehicle. Chassis that today are produced for vehicles are made up of four parts. These parts are jointed together by screwing. Transverse parts are called cross member. This study reviews the stress generated by cyclic laboratory loads in front cross member of Peugeot 405. In this paper the finite element method is used to simulate the welding process and to determine the physical response of the spot-welded joints. Analysis is done by the Abaqus software. The Stresses generated in cross member structure are generally classified into two groups: The stresses remained in form of residual stresses after welding process and the mechanical stress generated by cyclic load. Accordingly the total stress must be obtained by determining residual stress and mechanical stress separately and then sum them according to the superposition principle. In order to improve accuracy, material properties including physical, thermal and mechanical properties were supposed to be temperature-dependent. Simulation shows that maximum Von Misses stresses are located at special points. The model results are then compared to the experimental results which are reported by producing factory and good agreement is observed. Keywords: Chassis, cross member, residual stress, resistancespot weld.

Authors: Robert Grzeszczak, Magdalena Gniadzik
Abstract:
The article deals with one of the most significant issues concerning the functioning of the internal market of the European Union – the free movement of workers and free movement of persons. The purpose is to identify the political and legal effects of the “renationalisation process” on the EU and its Member States. The concept of renationalisation is expressed through Member States’ aim to verify the relationship with the EU. The tendency is more visible in the public opinion of several MS’s of the ‘EU core’ and may be confirmed by the changes applied by the regulatory body. The thesis for the article is the return of renationalisation tendencies in the area of the Single Market, which is supported by, among others, an open criticism of the foundations of EU integration or considerations on withdrawal from the EU by some MS. This analysis will focus primarily on the effects that renationalisation may have on the free movement of persons. The free movement of persons is one of the key issues for the development of the European integration. It is still subject to theoretical reflections, new doubts and practical issues. The latest developments in politics, law and jurisprudence demonstrate the need to reflect on the attempts to redefine certain principles regarding migrant EU workers and their protection against nationality-based discrimination.

Abstract:
Terrorism and radicalization have become a common threat to every nation in this world. As a part of the asymmetric warfare threat, terrorism and radicalization need a complex strategy as the problem solver. One such way is by collaborating with the international community. The Our Eyes Initiative (OEI), for example, is a cooperation pact in the field of intelligence information exchanges related to terrorism and radicalization initiated by the Indonesian Ministry of Defence. The pact has been signed by Indonesia, Philippines, Malaysia, Brunei Darussalam, Thailand, and Singapore. This cooperation mostly engages military acts as a central role, but it still requires the involvement of various parties such as the police, intelligence agencies and other government institutions. This paper will use a qualitative content analysis method to address the opportunity and enhance the optimization of OEI. As the result, it will explain how OEI takes the opportunities as the strategy for counter-terrorism by building it up as the regional cooperation, building the legitimacy of government and creating the legal framework of the information sharing system.
