4957 The Participation of Refugee Children with Disabilities in Educational Options in Turkey: A Systematic Review

Authors: Robert L. Williamson, Baris Çetin

Abstract:

Turkey, due to its geographic location, finds itself the world’s largest host to refugees worldwide, and this nation has done much to educate their refugee population. Turkey’s considerable experience can inform other nations educating refugee children. This systematic review of the literature examined the context, barriers, and responses to successfully educating refugee children in Turkey. Additionally, because some refugee children may have an identified or unidentified disability, the educational experiences of refugee children with disabilities in Turkey were an ancillary focus. Results indicated that while some educational challenges have been successfully met within Turkey, others remain. Additionally, the education of children with disabilities in Turkey is largely unexamined.

4955 A Review of Genetic Algorithm Optimization: Operations and Applications to Water Pipeline Systems

Authors: I. Abuiziah, N. Shakarneh

Abstract:

Genetic Algorithm (GA) is a powerful technique for solving optimization problems. It follows the idea of survival of the fittest - Better and better solutions evolve from previous generations until a near optimal solution is obtained. GA uses the main three operations, the selection, crossover and mutation to produce new generations from the old ones. GA has been widely used to solve optimization problems in many applications such as traveling salesman problem, airport traffic control, information retrieval (IR), reactive power optimization, job shop scheduling, and hydraulics systems such as water pipeline systems. In water pipeline systems we need to achieve some goals optimally such as minimum cost of construction, minimum length of pipes and diameters, and the place of protection devices. GA shows high performance over the other optimization techniques, moreover, it is easy to implement and use. Also, it searches a limited number of solutions.

Authors: Mehdi Shami Zanjani, Shohreh Mehrasa, Mandana Modiri

Abstract:

In the current economy of increasing global competition, many organizations are attempting to use knowledge as one of the means to gain sustainable competitive advantage. Besides large organizations, the success of SMEs can be linked to how well they manage their knowledge. Despite the profusion of research about knowledge management within large organizations, fewer studies tried to analyze KM in SMEs. This research proposes a new framework showing the determinant role of organizational dimensions onto KM approaches. The paper and its propositions are based on a literature review and analysis. In this research, personalization versus codification, individualization versus institutionalization and IT-based versus non IT-based are highlighted as three distinct dimensions of knowledge management approaches. The study contributes to research by providing a more nuanced classification of KM approaches and provides guidance to managers about the types of KM approaches that should be adopted based on the size, geographical dispersion and task nature of SMEs. To the author-s knowledge, the paper is the first of its kind to examine if there are suitable configurations of KM approaches for SMEs with different dimensions. It gives valuable information, which hopefully will help SME sector to accomplish KM.

4952 Coalescing Data Marts

Authors: N. Parimala, P. Pahwa

Abstract:

OLAP uses multidimensional structures, to provide access to data for analysis. Traditionally, OLAP operations are more focused on retrieving data from a single data mart. An exception is the drill across operator. This, however, is restricted to retrieving facts on common dimensions of the multiple data marts. Our concern is to define further operations while retrieving data from multiple data marts. Towards this, we have defined six operations which coalesce data marts. While doing so we consider the common as well as the non-common dimensions of the data marts.

Authors: Morgan Cheng, Wilson Ho, Max Yiu, Dragon Tsui, Wylog Wong, Yasir A. Naveed, C. S. Loong, Richard Kwan, K. C. Lam, Hannah Lo, C. L. Wong

Abstract:

Hong Kong is known worldwide for high density living and the ability to thrive under trying circumstances. The 7.5 million residents of this busy metropolis live primarily in high-rise buildings which are built and demolished incessantly. Hong Kong residents are therefore affected continuously by numerous construction activities. In 2020, the Hong Kong Environmental Protection Department (EPD) commissioned a feasibility study on the management of construction noise, including those associated with renovation of domestic premises. A key component of the study focused on the review of practices concerning the management and control of construction noise in metropolitans in other parts of the world. To benefit from international best practices, this extensive review aimed at identifying possible areas of improvement in Hong Kong. The study first referred to the United Nations “The World’s Cities in 2016” Report and examined the top 100 cities therein. The 20 most suitable cities were then chosen for further review. Upon further screening, 12 cities with more relevant management practices were selected for further scrutiny. These 12 cities include: Asia – Tokyo, Seoul, Taipei, Guangzhou, Singapore; Europe – City of Westminster (London), Berlin; North America – Toronto, New York City, San Francisco; Oceania – Sydney, Melbourne. Subsequently, three cities, namely Sydney, City of Westminster, and New York City, were selected for in-depth review. These three were chosen primarily because of the maturity, success, and effectiveness of their construction noise management and control measures, as well as their similarity to Hong Kong in certain key aspects. One of the more important findings of the review is the importance of early focus on potential noise issues, with the objective of designing the noise away wherever practicable. The study examined the similar yet different construction noise early focus mechanisms of these three cities. This paper describes this landmark, worldwide and extensive review on international best construction noise management and control practices at the source, along the noise transmission path and at the receiver end. The methodology, approach, and key findings are presented succinctly in this paper. By sharing the findings with the acoustics professionals worldwide, it is hoped that more advanced and mature construction noise management practices can be developed to attain urban sustainability.

4946 Paradigm and Paradox: Knowledge Management and Business Ethics

Authors: A. Evans, M. McKinley

Abstract:

Knowledge management (KM) is generally considered to be a positive process in an organisation, facilitating opportunities to achieve competitive advantage via better quality information handling, compilation of expert know-how and rapid response to fluctuations in the business environment. The KM paradigm as portrayed in the literature informs the processes that can increase intangible assets so that corporate knowledge is preserved. However, in some instances, knowledge management exists in a universe of dynamic tension among the conflicting needs to respect privacy and intellectual property (IP), to guard against data theft, to protect national security and to stay within the laws. While the Knowledge Management literature focuses on the bright side of the paradigm, there is also a different side in which knowledge is distorted, suppressed or misappropriated due to personal or organisational motives (the paradox). This paper describes the ethical paradoxes that occur within the taxonomy and deontology of knowledge management and suggests that recognising both the promises and pitfalls of KM requires wisdom.

4945 Assessing the Adaptive Re-Use Potential of Buildings as Part of the Disaster Management Process

Authors: A. Esra İdemen, Sinan M. Şener, Emrah Acar

Abstract:

The technological paradigm of the disaster management field, especially in the case of governmental intervention strategies, is generally based on rapid and flexible accommodation solutions. From various technical solution patterns used to address the immediate housing needs of disaster victims, the adaptive re-use of existing buildings can be considered to be both low-cost and practical. However, there is a scarcity of analytical methods to screen, select and adapt buildings to help decision makers in cases of emergency. Following an extensive literature review, this paper aims to highlight key points and problem areas associated with the adaptive re-use of buildings within the disaster management context. In other disciplines such as real estate management, the adaptive re-use potential (ARP) of existing buildings is typically based on the prioritization of a set of technical and non-technical criteria which are then weighted to arrive at an economically viable investment decision. After a disaster, however, the assessment of the ARP of buildings requires consideration of different/additional layers of analysis which stem from general disaster management principles and the peculiarities of different types of disasters, as well as of their victims. In this paper, a discussion of the development of an adaptive re-use potential (ARP) assessment model is presented. It is thought that governmental and non-governmental decision makers who are required to take quick decisions to accommodate displaced masses following disasters are likely to benefit from the implementation of such a model.

Authors: Cindy Wang-Cowham, Judy Ningyu Tang

Abstract:

The paper contributes towards the development of scarce literature on HR knowledge management. Drawing literature from knowledge management, the authors define the meaning of HR knowledge and propose that there are social mechanisms in organizations that facilitate the management and sharing of HR knowledge. Instead of investigating the subject in large multinational corporations, the present paper examines it in a large Chinese privately owned enterprise, which has an international standing. The main finding of the case analysis is that communication and feedback plays a pivotal role when managing HR knowledge. Social mechanisms can stimulate the communication and feedback between employees, thus facilitate knowledge exchange.

4940 The Development of Decision Support System for Waste Management; a Review

Authors: M. S. Bani, Z. A. Rashid, K. H. K. Hamid, M. E. Harbawi, A.B.Alias, M. J. Aris

Abstract:

Most Decision Support Systems (DSS) for waste management (WM) constructed are not widely marketed and lack practical applications. This is due to the number of variables and complexity of the mathematical models which include the assumptions and constraints required in decision making. The approach made by many researchers in DSS modelling is to isolate a few key factors that have a significant influence to the DSS. This segmented approach does not provide a thorough understanding of the complex relationships of the many elements involved. The various elements in constructing the DSS must be integrated and optimized in order to produce a viable model that is marketable and has practical application. The DSS model used in assisting decision makers should be integrated with GIS, able to give robust prediction despite the inherent uncertainties of waste generation and the plethora of waste characteristics, and gives optimal allocation of waste stream for recycling, incineration, landfill and composting.

4937 A Systematic Literature Review on Changing Customer Requirements for Sustainable Design over Time

Authors: Lara F. Horani

Abstract:

Design is one of the most important stages in the process of product development. Product design has experienced significant changes over the years ranging from concentrating on cost and performance to combining economic, environmental and social considerations in customer requirements. Its evolution is in accordance with rapidly changing technology, economic situations, and climate change and environmental issues, as well as social context. Within product design, sustainability is a concept that balances economic, social and environmental aspects. This research aims to express changes in customer requirements over time from the viewpoint of sustainable design. It does so by systematically reviewing a broad scope of sustainable design literature. There is a need for a model to consider the changes that take place in customer requirements over time to build a successful relationship with customers which has been presented. Today’s literature does very little to even mention it, let alone present any progress in it. Systematic literature reviews are conducted primarily to: summarize the existing literature around a subject, highlight commonalities to build consensus, illuminate differences, identify gaps that can be filled, provide a background to position future research, and build a framework that can help designers meet the challenges of sustainable design.

Abstract:

Negation is useful in the majority of the real world applications. However, its introduction leads to semantic and canonical problems. SEPN nets are well adapted extension of predicate nets for the definition and manipulation of stratified programs. This formalism is characterized by two main contributions. The first concerns the management of the whole class of stratified programs. The second contribution is related to usual operations optimization (maximal stratification, incremental updates ...). We propose, in this paper, useful algorithms for manipulating stratified programs using SEPN. These algorithms were implemented and validated with STRPRO tool.

4933 Review and Experiments on SDMSCue

Authors: Ashraf Anwar

Abstract:

In this work, I present a review on Sparse Distributed Memory for Small Cues (SDMSCue), a variant of Sparse Distributed Memory (SDM) that is capable of handling small cues. I then conduct and show some cognitive experiments on SDMSCue to test its cognitive soundness compared to SDM. Small cues refer to input cues that are presented to memory for reading associations; but have many missing parts or fields from them. The original SDM failed to handle such a problem. SDMSCue handles and overcomes this pitfall. The main idea in SDMSCue; is the repeated projection of the semantic space on smaller subspaces; that are selected based on the input cue length and pattern. This process allows for Read/Write operations using an input cue that is missing a large portion. SDMSCue is augmented with the use of genetic algorithms for memory allocation and initialization. I claim that SDM functionality is a subset of SDMSCue functionality.

4929 Disparities versus Similarities: WHO GPPQCL and ISO/IEC 17025:2017 International Standards for Quality Management Systems in Pharmaceutical Laboratories

Authors: M. A. Okezue, K. L. Clase, S. R. Byrn, P. Shivanand

Abstract:

Medicines regulatory authorities expect pharmaceutical companies and contract research organizations to seek ways to certify that their laboratory control measurements are reliable. Establishing and maintaining laboratory quality standards are essential in ensuring the accuracy of test results. ‘ISO/IEC 17025:2017’ and ‘WHO Good Practices for Pharmaceutical Quality Control Laboratories (GPPQCL)’ are two quality standards commonly employed in developing laboratory quality systems. A review was conducted on the two standards to elaborate on areas on convergence and divergence. The goal was to understand how differences in each standard's requirements may influence laboratories' choices as to which document is easier to adopt for quality systems. A qualitative review method compared similar items in the two standards while mapping out areas where there were specific differences in the requirements of the two documents. The review also provided a detailed description of the clauses and parts covering management and technical requirements in these laboratory standards. The review showed that both documents share requirements for over ten critical areas covering objectives, infrastructure, management systems, and laboratory processes. There were, however, differences in standard expectations where GPPQCL emphasizes system procedures for planning and future budgets that will ensure continuity. Conversely, ISO 17025 was more focused on the risk management approach to establish laboratory quality systems. Elements in the two documents form common standard requirements to assure the validity of laboratory test results that promote mutual recognition.
