452 The Role of the State towards Employability of Malaysian PWDs – Myth or Reality?

Abstract:
In this era of globalization, the role of the State in all aspects of development is widely debated. Some scholars contend the 'demise' and diminishing role of the State whilst others claim that the State is still “de facto developmental". Clearly, it is vital to ascertain which of these two contentions are reflective of the role of the State as nations ascend their development trajectories. Based on the findings of this paper, the perception that the Malaysian State plays an active and committed role towards distributing equitable educational opportunities and enhancing employability of Malaysian PWDs is actually a myth and not reality. Thus, in order to fulfill the promise of Vision 2020 to transform Malaysia into a caring and socially-inclusive society; this paper calls for a more interventionist and committed role by the Malaysian State to translate the universal rights of education and employment opportunities for PWDs from mere policy rhetoric into inclusive realities.

Abstract:
We introduce, a new interactive 3D simulation system of ocular motion and expressions suitable for: (1) character animation applications to game design, film production, HCI (Human Computer Interface), conversational animated agents, and virtual reality; (2) medical applications (ophthalmic neurological and muscular pathologies: research and education); and (3) real time simulation of unconscious cognitive and emotional responses (for use, e.g., in psychological research). The system is comprised of: (1) a physiologically accurate parameterized 3D model of the eyes, eyelids, and eyebrow regions; and (2) a prototype device for realtime control of eye motions and expressions, including unconsciously produced expressions, for application as in (1), (2), and (3) above. The 3D eye simulation system, created using state-of-the-art computer animation technology and 'optimized' for use with an interactive and web deliverable platform, is, to our knowledge, the most advanced/realistic available so far for applications to character animation and medical pedagogy.

Abstract:
Tutoring in the Algerian university has been an issue of great controversy and debate. Henceforth, the current paper is an attempt to shed light on the issue of tutoring at the Algerian university. It aims to set a plan for tutoring that might meet the students’ needs and challenges. It endeavors to explore the viability of tutoring in the Algerian university between “The Can Do” and “The Have to Do”. To equate with the addressed research question, an exploratory small-scale study has been carried out at Batna 2 University using questionnaires and interviews with 50 teachers. Results indicate that the Algerian university is still lagging behind because of the huge lack of infrastructure means, human resources, and even pedagogical resources. In addition, the majority of our teachers are reluctant to adhere to the tutorial policy due to the lack of incentives; next to that the yearly increasing number of students and students’ high ratio would hardly permit any tutoring sessions. Finally, this paper is an attempt towards raising the awareness of our institution, staff members, teachers and students towards the importance of tutoring and how to adopt it.

In addition, we have realized a prototype device for realtime control of eye motions and expressions, including unconsciously produced expressions, for application as in (1), (2), and (3) above. The 3D simulator of eye motion and ocular expression is, to our knowledge, the most advanced/realistic available so far for applications in character animation and medical pedagogy.

This paper discusses about the findings of preliminary survey on MATLAB software learning among power electronics students. One of the main focuses of power electronics course is on DC to DC boost convertors, because boost convertors are generally used in different industrial and non industrial applications. Population samples of this study were randomly selected final year bachelor of electronics and electrical engineering students from University Tun Hussein Onn Malaysia (UTHM).As per the results from the survey questioner analysis, almost eighty percent students are facing problem and difficulties in Dc to Dc boost convertors experimental understanding without using MATLAB simulink package. As per finding of this study it is clear that MATLAB play an effective and efficient function for better understanding of boost convertors experimental work among power electronics learners.

Abstract:
The purpose of this paper is to deepen the understanding of the product cues that influence purchase decision for a specific product category – chocolate, and to identify demographic differences in the buying behavior. ANOVA was employed for analyzing the significance level for nine product cues, and the survey showed statistically significant differences among different age and gender groups, and between respondents with different levels of education. From the theoretical perspective, the study adds to the existing knowledge by contributing with the research results from the new environment (Southeast Europe, Macedonia), which has been neglected so far. Establishing the level of significance for the product cues that affect buying behavior in the chocolate consumption context might help managers to improve marketing decision-making, and better meet consumer needs through identifying opportunities for packaging innovations and/or personalization toward different target groups.

Abstract:
The aim of this study is to examine the reading comprehension scores of Turkish 5th grade students according to the variables given in the student questionnaire. In this descriptive survey study research participated 279 5th grade students, who studied at 10 different primary schools in four provinces of Ankara in 2008-2009 academic year. Two different data collection tools were made use of in the study: “Reading Comprehension Test" and “Student Information Questionnaire". Independent sample t-test, oneway Anova and two-way Anova tests were used in the analyses of the gathered data. The results of the study indicate that the reading comprehension scores of the students differ significantly according to sex of the students, the number of books in their houses, the frequency of summarizing activities on the reading text of free and the frequency reading hours provided by their teachers; but, differ not significantly according to educational level of their mothers and fathers.Keywords: Primary School Education, Reading, ReadingComprehension.

The burst of Web 2.0 technology and social networking tools manifest different styles of learning and managing knowledge among both knowledge workers and adult learners. In the Western countries, open-learning concept has been made popular due to the ease of use and the reach that the technology provides. In Malaysia, there are still some gaps between the learners- acceptance of technology and the full implementation of the technology in the education system. There is a need to understand how adult learners, who are knowledge workers, manage their personal knowledge via social networking tools, especially in their learning process. Four processes of personal knowledge management (PKM) and four cognitive enablers are proposed supported by analysed data on adult learners in a university. Abstract:
The objective this study was to characterize and develop anthropomorphic liver phantoms in tomography hepatic procedures for quality control and improvement professionals in nuclear medicine. For the conformation of the anthropomorphic phantom was used in plaster and acrylic. We constructed three phantoms representing processes with liver cirrhosis. The phantoms were filled with 99mTc diluted with water to obtain the scintigraphic images. Tomography images were analyzed anterior and posterior phantom representing a body with a greater degree cirrhotic. It was noted that the phantoms allow the acquisition of images similar to real liver with cirrhosis. Simulations of hemangiomas may contribute to continued professional education of nuclear medicine, on the question of image acquisition, allowing of the study parameters such of the matrix, energy window and count statistics.Keywords: Nuclear medicine, liver phantom, control quality

However, the original model cannot easyly apply in inorganic chemistry field because of the knowledge specific problems. So, the aim of this article is to introduce how we extend the Computional Object (Com-Object) in KBCO model, kinds of fact, problems model, and inference algorithms to develop a program for solving problems in inorganic chemistry. Our purpose is to develop the application that can help students in their study inorganic chemistry at schools. This application was built successful by using Maple, C# and WPF technology. This article stands in the context of rural communities in Brazil, where, like many others emerging countries, the overwhelming increasing markets and the overcrowded cities are leaving behind informal settlements based on obsolete agricultural economies and techniques. The pilot project for the community of Goiabeira reflects the attempt to imagine a development model that privileges the actual improvement of living conditions, the education and training, the social inclusion and participation of the dwellers of rural communities. Through the inclusion of operative public space, the aim is for them to become self-sustaining, encouraging the use of local resources for appropriate architectural, ecological and energy technologies and devices, that are efficient, affordable and foster community participation, in the respect of the surrounding environment.

Abstract:
Increase in using internet makes some problems that one of them is "internet anxiety". Internet anxiety is a type of anxious that people may feel during surfing internet or using internet for their educational purpose, blogging or streaming to digital libraries. The goal of this study is evaluating of internet anxiety among the management students. In this research Ealy's internet anxiety questionnaire, consists of positive and negative items, is completed by 310 participants. According to the findings, about 64.7% of them were equal or below to mean anxiety score (50). The distribution of internet anxiety scores was normal and there was no meaningful difference between men-s and women's anxiety level in this sample. Results also showed that there is no meaningful difference of internet anxiety level between different fields of study in Management. This evaluation will help managers to perform gap analysis between the existent level and the desired one. Abstract:
The human palm has been identified as one of the richest habitats for human microbial accommodation making hand hygiene essential to primary prevention of infection. Since the hand is in constant contact with fomites which have been proven to be mostly contaminated, building hand hygiene habits is essential for the prevention of infection. This research was conducted to assess the hand hygiene habits of Ghanaian youths in Accra. This study used a survey as a quantitative method of research. The findings of the study revealed that out of the 254 participants who fully answered the questionnaire, 22% had the habit of washing their hands after outings while only 51.6% had the habit of washing their hands after using the bathroom. However, about 60% of the participants said they sometimes ate with their hands while 28.9% had the habit of eating with the hand very often, a situation that put them at risk of infection from their hands since some participants had poor handwashing habits; prompting the need for continuous education on hand hygiene.

This is seen by the act of joining the United Nations in 1957, just a month after gaining their independence. The United Nations is an international organization that aims to unite the nations worldwide based on justice, human dignity and human well-being. Malaysia has established a local body called the United Nations Malaysia which collaborates with the government to accomplish the aim of supporting sustainable development in Malaysia. Agenda 21 is an international document produced from the Earth Summit providing guidelines of implementing sustainable development globally, nationally and locally. Abstract:
Shared governance is an important element in higher education decision making. Through the joint decision making process, faculty members are provided an opportunity to help shape the future of an institution while increasing support for decisions that are made. Presidents, those leaders who are legally bound to guide their institutions, must find ways to collaborate effectively with faculty members in making decisions, and the first step in this process is understanding when and how presidents and faculty leaders interact. In the current study, a national sample of college presidents reported their preparation for the presidency, their perceptions of the functions of a faculty senate, and ultimately, the locations for important interactions between presidents and faculty senates. Results indicated that presidents, regardless of their preparation, found official functions to be the most important for communicating, although, those presidents with academic backgrounds were more likely to perceive faculty senates as having a role in all aspects of an institutions management.

Professional development is the focus of this study. It reports on questionnaire data that examined the perceived effectiveness of the Train the Trainer model of technology professional development for elementary teachers. Eighty-three selected teachers called Information Technology Coaches received four half-day and one after-school in-service sessions. Subsequently, coaches shared the information and skills acquired during training with colleagues. Results indicated that participants felt comfortable as Information Technology Coaches and felt well prepared because of their technological professional development. Overall, participants perceived the Train the Trainer model to be effective. The outcomes of this study suggest that the use of the Train the Trainer model, a known professional development model, can be an integral and interdependent component of the newer more comprehensive learning community professional development model.Keywords: change, education, learning community, professional development, school improvement, technology coach, Train the Trainer.

This study is conducted with the objective to prove how the distorted distribution of welfare affects the quality of school-age children lives differently in the case ofan urban community in Bangkok. 334 samples are households from Suan Oi and Ratchapatubtim communities. The study of sample communities found the difference between two communityareasthatare close. The people of Suan Oi community are economically better off people than the people of the Ratchapatubtim community. They share the benefits of using most services except the welfare of a child’s education.The resulting analysis of the variability in quality of life of the school age children indicate that heads of the households are women looking for quality of life benefits when the compulsory school age is less.A study of the two communities suggests that the inequality in incomedistribution currently affects the quality of life of school-age children.

Abstract:
The current study was conducted during the coronavirus pandemic (COVID-19) period, soon after the lifting of the lockdown measures and schools had just re-opened. It investigated the sociodemographic correlates of Post-Traumatic Stress Disorder (PTSD) among adolescents (13-18 years) who had undergone domestic violence (DV) in Kajiado County, Kenya. The adolescents were administered a sociodemographic questionnaire to ascertain the forms of DV experienced, and those who met the criteria were assessed for the presence of PTSD using the Harvard Trauma Questionnaire (HTQ). Overall, 93 (90.3%) had experienced DV, and 57 (61.3%) had PTSD; where the severity and prevalence of PTSD increased with increased age, and it also increased significantly among those in higher academic levels, indicating that PTSD prevalence was chronic and additionally influenced by increased academic pressure. Social connections seemed to mitigate PTSD prevalence, whereas, regarding the family background, those living with guardians seemed to have more severe PTSD.

Managing the emergency situations at the Emergency Staff requires a high co-operation between its members and their fast decision making. For these purpose it is necessary to prepare Emergency Staff members adequately. The aim of this paper is to describe the development of information support that focuses to emergency staff processes and effective decisions. The information support is based on the principles of process management, and Process Framework for Emergency Management was used during the development. The output is the information system that allows users to simulate an emergency situation, including effective decision making. The system also evaluates the progress of the emergency processes solving by quantitative and qualitative indicators. By using the simulator, a higher quality education of specialists can be achieved. This paper reports on a pilot project to develop a collaborative partnership between a community college in rural northern Ontario, Canada, and an urban university in the greater Toronto area in Oshawa, Canada. Partner institutions will collaborate to address learning needs of university applicants whose goals are to attain an undergraduate university BA in Educational Studies and Digital Technology degree, but who may not live in a geographical location that would facilitate this pathways process. The UOIT BA degree is attained through a 2+2 program, where students with a 2 year college diploma or equivalent can attain a four year undergraduate degree. The goals reported on the project are as: 1. Our aim is to expand the BA program to include an additional stream which includes serious educational games, simulations and virtual environments, 2. Develop fully (using both synchronous and asynchronous technologies) online learning modules for use by university applicants who otherwise are not geographically located close to a physical university site, 3. Assess the digital competencies of all students, including members of local, distance and Indigenous communities using a validated tool developed and tested by UOIT across numerous populations. This tool, the General Technical Competency Use and Scale (GTCU) will provide the collaborating institutions with data that will allow for analyzing how well students are prepared to succeed in fully online learning communities. Philosophically, the UOIT BA program is based on a fully online learning communities model (FOLC) that can be accessed from anywhere in the world through digital learning environments via audio video conferencing tools such as Adobe Connect. It also follows models of adult learning and mobile learning, and makes a university degree accessible to the increasing demographic of adult learners who may use mobile devices to learn anywhere anytime. The program is based on key principles of Problem Based Learning, allowing students to build their own understandings through the co-design of the learning environment in collaboration with the instructors and their peers. In this way, this degree allows students to personalize and individualize the learning based on their own culture, background and professional/personal experiences. Using modified flipped classroom strategies, students are able to interrogate video modules on their own time in preparation for one hour discussions occurring in video conferencing sessions. As a consequence of the program flexibility, students may continue to work full or part time. All of the partner institutions will co-develop four new modules, administer the GTCU and share data, while creating a new stream of the UOIT BA degree. This will increase accessibility for students to bridge from community colleges to university through a fully digital environment. We aim to work collaboratively with Indigenous elders, community members and distance education instructors to increase opportunities for more students to attain a university education.

The factor which developing countries are in need is capital. Such countries make an effort to increase their income in order to meet their expenses for employment, infrastructure, superstructure investments, education, health and defense. The sole income of the countries is taxes collected from businesses. The businesses should drive profit and return in order to be able to toll. In a world where competition exists, different strategies may be followed by business in developing countries and they must specify their target markets. İn order to minimize cost and maximize profit, SMEs have to concentrate on target markets and select cost oriented strategy. In this study, a theoretical model is suggested that SME firms have to act as cluster between each other, and also must be optimal provider for large scale firms. SMEs’ policy must be supported by public. This relationship can benefit large scale firms to have brand over the world, and this organization increases value added for developing countries.

Abstract:
In the last decades, increasing in human and natural disaster occurrence had very irreparable effects on human life. Hence, one of the important issues in humanitarian supply chain management is identifying and prioritizing the different risks and finding suitable solutions for encountering them at the time of disaster occurrence. This study is an attempt to provide a comprehensive review of humanitarian supply chain risks in a case study of Tehran Red Crescent Societies. For this purpose, Best-Worst method (BWM) has been used for analyzing the risks of the humanitarian supply chain. 22 risks of the humanitarian supply chain were identified based on the literature and interviews with four experts. According to BWM method, the importance of each risk was calculated. The findings showed that culture contexts, little awareness of people, and poor education system are the most important humanitarian supply chain risks. This research provides a useful guideline for managers so that they can benefit from the results to prioritize their solutions.Keywords: Best worst method, humanitarian logistics, humanitarian supply chain, risk management.

Abstract:
As a multicultural country, Indonesia has many subcultures with unique performing arts. Some of them are well-known to international tourists, such as music ensemble (known as gamelan) in Bali and Java, shadow puppet play (wayang) in Java, and martial arts (known as pencak silat) in Sumatra. Some examples of famous traditional dances in Indonesia are Srimpi from Yogyakarta and Solo, Legong from Bali, and Gong dance from Kalimantan. Performing arts show the identity of a nation. However, they are a complex subject, especially when they are addressed to children. The performing arts, e.g. music, dance theatre, and opera are experiential, experimental, and emotionally charged. Therefore, the right strategy and promotion need to be developed to engage children to appreciate and preserve traditional dances. This study aims to explore and identify possibilities of internet usage as a medium to promote traditional dances, especially to children in Indonesia.Keywords: children education, culture preservation in Indonesia, national identity, online promotion

Abstract:
Retinoblastoma is a rare type of childhood genetic cancer that affects children worldwide. The diagnosis is often missed due to lack of education and difficulty in presentation of the tumor. Frequently, the tumor on the retina is noticed by photography when the red-eye flash, commonly seen in normal eyes, is not produced. Instead, a yellow or white colored patch is seen or the child has a noticeable strabismus. Early detection can be life-saving though often results in removal of the affected eye. Remaining functioning in the healthy eye when the child is young has resulted in super-vision and high or above-average intelligence. Technological advancement of cameras has helped in early detection. Brain imaging has also made possible early detection of neurological diseases and, together with the monitoring of cortisol levels and yawning frequency, promises to be the next new early diagnostic tool for the detection of neurological diseases where cortisol insufficiency is particularly salient, such as multiple sclerosis and Cushing’s disease.Keywords: Cortisol, Neurological Disease, Retinoblastoma, Thompson Cortisol Hypothesis, Yawning.

Abstract:
The research aimed at investigating the factors affecting consumers’ willingness to pay for chicken meat from biosecure farms. The research was conducted in Makassar City, South Sulawesi Province, Indonesia. Samples were taken using random sampling technique in two supermarkets namely Lotte Mart and Gelael. Total samples were 50 respondents which comprised the chicken meat consumers. To find out the consumers’ willingness to pay for chicken meat from the biosecure farms, the contingent valuation method was utilized. Data were collected through interviews and questionnaires. Probit Logistic was estimated to examine the factors affecting the consumers’ willingness to pay for at the premium price for chicken meat from the biosecure farms. The research indicates that the education and income affect significantly the consumers’ willingness to pay for chicken meat from the biosecure farms (P < 0.05). The results of the study will be beneficial for the policy makers, producers, consumers and those conducting research.

Abstract:
Reviewers are the gatekeepers of knowledge dissemination and promote the scientific validity of the research. However, authors often receive questionable feedback on qualitative manuscripts. Thus, this qualitative descriptive study sought to explore the qualitative knowledge and experiences of reviewers of psychology journals. A purposive and snowball sample (n = 27) of psychology journal reviewers completed an online questionnaire, and data were analysed using thematic analysis. Reviewers felt their postgraduate education, reading, and the process of reviewing qualitative articles equipped them to review qualitative manuscripts. Less than half of the reviewer’s published articles were qualitative and male reviewers published more than females. Despite not expecting authors to have the same level of research skills, reviewers still experienced authors as unskilled and biased, creating difficulty in accepting and reviewing qualitative articles. The applicability of the qualitative method and recommendations in preparing qualitative manuscripts for reviewing are reported.

Abstract:
This study investigated the relationship between music aptitude and school readiness in Indonesian children. Music aptitude is described as children’s music potential, whereas school readiness is defined as a condition in which a child is deemed ready to enter the formal education system. This study presents a hypothesis that music aptitude is correlated with school readiness. This is a correlational research study of 17 children aged 5-6 years old (M = 6.10, SD = 0.33) who were enrolled in a kindergarten school in Jakarta, Indonesia. Music aptitude scores were obtained from Primary Measures of Music Audiation, whereas School readiness scores were obtained from Bracken School Readiness Assessment Third Edition. The analysis of the data was performed using Pearson Correlation. The result found no correlation between music aptitude and school readiness (r = 0.196, p = 0.452). Discussions regarding the results, perspective from the measures and cultures are presented. Further study is recommended to establish links between music aptitude and school readiness.

Abstract:
Recently, Thai education system is engaged in serious and promising reforms. One of the crucial elements in most of these educational reforms is the teacher professional development. Teachers today are under growing pressure to perform. However, most new teachers are not adequately prepared to meet the expectation. Consequently, this paper seeks to investigate the opinion of mentor teachers and university supervisors about professional development in the aspect of learning management skill of the preservice teachers in Rajabhat Universities, then compare the opinion between the mentor teachers and university supervisors about professional development in the aspect of learning management skill of the pre-service teachers. The study involved a cohort of 40 university supervisors and 77 mentor teachers. The research concludes by showing that mentor teachers viewed pre-service teacher as a professional teacher with an effective learning management skill. However, in the perspective of the university supervisor, pre-service teachers still have inadequate learning management skill.

Abstract:
Augmented reality (AR) technology has the capability to provide many benefits in the field of education as a modern technology which aided learning and improved the learning experience. This paper evaluates AR based application with multiple markers interaction technique (touch-to-print) which is designed for analyzing the kinematics of 4BL mechanism in mechanical engineering. The application is termed as AR-4BL-MAST and it allows the users to touch the symbols on a paper in natural way of interaction. The evaluation of this application was performed with mechanical engineering students and human–computer interaction (HCI) experts to test its effectiveness as a tangible user interface application where the statistical results show its ability as an interaction technique, and it gives the users more freedom in interaction with the virtual mechanical objects.Keywords: Augmented reality, engineering, four-bar linkage, Multimedia, user interface, visualization.
