113 Role of Environmental Focus in Legal Protection and Efficient Management of Wetlands in the Republic of Kazakhstan

Abstract:
The article discusses the legal framework of the government’s environmental function and analyzes the role of the national policy in protection of wetlands. The problem is of interest for it deals with the most important branch of economy – utilization of Kazakhstan’s natural resources, protection of health and environmental wellbeing of the population. Development of a longterm environmental program addressing the protection of wetlands represents the final stage of the government’s environmental policy, and is a relatively new function for the public administration system. It appeared due to the environmental measures that require immediate decisions to be taken. It is an integral part of the effort in the field of management of state-owned natural resource, as well as of the measures aimed at efficient management of natural resources to avoid their early depletion or contamination.

Abstract:
This work presents the results of a study the incidence of metabolic syndrome (MetS) in women with impaired reproductive function (IRF) according to the data of Astana, Kazakhstan. The anthropometric, biochemical and instrumental studies were conducted among 515 women, of which 53 patients with MetS according to IDF criteria, 2006, were selected. The frequency of occurrence of the IRF, due to MetS is 10.3% of cases according to the data of Astana. In women of childbearing age with IRF and the MetS, blood pressure (BP), indicators of carbohydrate and lipid metabolism were significantly higher and the level of high density lipoprotein (HDL) significantly lower compared to the same in women with the IRF without MetS. The hyperandrogenism, the hyperestrogenemia, the hyperprolactinemia and the hypoprogesteronemia were found in the patients with MetS and IRF, indicating the impact of MetS on the development of the polycystic ovary syndrome in 28% of cases and hyperplastic processes of the myometrium in 20% of cases.

Abstract:
Abai Kunanbayev is famous for being enlightener, composer, interpreter, social agent, philosopher, reformer, who wanted to enrich Kazakh literature by emergence with Russian and European culture, and also as a founder of Kazakh written literary language. Abai Kunanbayev was born in 1845 in East Kazakhstan area and passed away in 1904 in his hometown. His oeuvre absorbed and reflected all changes in the life of Kazakh society of the second half of XIX century. Because ХІХ century, especially its second half, was an important transition period for Kazakhstan, which radically changed traditional way of Kazakh society and predetermined further development in consequence of activation of Russian colonial policy and approval of commodity-money relations in Steppe Land.Abai Kunanbayev, besides Arabic and Persian common words and loanwords from Quran in his words of edification, had used a lot of words of Arabic, Persian, Latin, Russian, Nogai, Shaghatai, Polish, Greek, Turkish, which are used in the Kazakh language.Keywords: Abai Kunanbayev, the Kazakh, Russian languages, literature

Abstract:
This paper addresses the problem of blind source separation (BSS). To recover original signals, from linear instantaneous mixtures, we propose a new contrast function based on the use of a double referenced system. Our approach assumes statistical independence sources. The reference vectors will be incrusted in the cumulant to evaluate the independence. The estimation of the separating matrix will be performed in two steps: whitening observations and joint diagonalization of a set of referenced cumulant matrices. Abstract:
The comparative analysis of different taxonomic groups of microorganisms isolated from dark chernozem soils under different agricultures (alfalfa, melilot, sainfoin, soybean, rapeseed) at Almaty region of Kazakhstan was conducted. It was shown that the greatest number of micromycetes was typical to the soil planted with alfalfa and canola. Species diversity of micromycetes markedly decreases as it approaches the surface of the root, so that the species composition in the rhizosphere is much more uniform than in the virgin soil. Promising strains of microscopic fungi and yeast with plant growth-promoting activity to agricultures were selected. Among the selected fungi there are representatives of Penicillium bilaiae, Trichoderma koningii, Fusarium equiseti, Aspergillus ustus. The highest rates of growth and development of seedlings of plants observed under the influence of yeasts Aureobasidium pullulans, Rhodotorula mucilaginosa, Metschnikovia pulcherrima. Using molecular - genetic techniques confirmation of the identification results of selected micromycetes was conducted.

Abstract:
The role of corporate governance is to reduce the divergence of interests between shareholders and managers. The role of corporate governance is more useful when managers have an incentive to deviate from shareholders- interests. One example of management-s deviation from shareholders- interests is the management of earnings through the use of accounting accruals. This paper examines the association between corporate governance internal mechanisms ownership concentration, board independence, the existence of CEO-Chairman duality and earnings management. Firm size and leverage are control variables. The population used in this study comprises firms listed on the Tehran Stock Exchange (TSE) between 2004 and 2008, the sample comprises 196 firms. Panel Data method is employed as technique to estimate the model. We find that there is negative significant association between ownership concentration and board independence manage earnings with earnings management, there is negative significant association between the existence of CEO-Chairman duality and earnings management. This study also found a positive significant association between control variable (firm size and leverage) and earnings management.Keywords: Earnings management, board independence, ownership concentration, corporate governance.

Abstract:
Most of the academics connect a theory of multiculturalism with globalization and limit it by last decades of 20th century. However, Kazakh society encountered with this problem when the Soviet-s rule emerged. As a result of repression, the Second World War, development of virgin lands representatives of more than 100 nationalities lives in Kazakhstan. Communist ideology propagandized internationalism, which would defined principles of multicultural community but a common ideology demands a single culture. As a result multicultural society in the USSR developed under control of Russian culture. Education in the USSR was conducted in two departments: autochthonous and Russian. Autochthonous education narrowed student capabilities. Also because of soviet ideology science was conducted in Russian Universities provided education in Russian and all science literature were in Russian. Exceptions were humanitarian fields where Kazakh departments were admitted. Naturally non-Kazakhs studied in Russian departments, moreover Kazakhs preferred to study in Russian as most do nowadays preferring English. As a result Kazakh society consisted of Kazakhs, Kazakhs who recognized Russian as a mother tongue and other nationalities who were also Russian speakers. This aspect continues to distinguish particular qualities of multicultural community in Kazakhstan.Keywords: Ideology, internationalism, multicultural society, Russian society.

Abstract:
Multi-dimensional principal component analysis (PCA) is the extension of the PCA, which is used widely as the dimensionality reduction technique in multivariate data analysis, to handle multi-dimensional data. To calculate the PCA the singular value decomposition (SVD) is commonly employed by the reason of its numerical stability. The multi-dimensional PCA can be calculated by using the higher-order SVD (HOSVD), which is proposed by Lathauwer et al., similarly with the case of ordinary PCA. Abstract:
After independence, the popular belief that Gandhian will not indulge in corruption got a setback, post-independence setup paved the way for heavy corruption. The menace which would have dealt with strong legal provisions has become a way of life of Indian society. Corruption is recognized as the single biggest problem facing the country today. It undermines democracy and rule of law, violates human rights, distorts market and corrodes the moral fibre of people. The paper discusses the causes and possible remedial measures of corruption and response of people in Indian society. It emphasizes the factors which provide fertile ground for growth of corruption like, degradation of moral values, absence of a strong anti-corruption law and its effective enforcement, accountability, consistency and a defective system of fighting elections. The paper also highlights the reforms necessary for fighting corruption in India.

Abstract:
In many states around the world, actions to improve judicial ethics are developing significantly through the production of professional standards for judges. The quest to improve the ethics of judges is legitimate. However, as this development tends to be very important at the moment, some risks it presents must be highlighted. Indeed, if the objective of improving Judges’ Ethics is legitimate, it can also lead to banalization of justice, reinforcement of criticism against the judiciary and to broach incidentally the question of the limits of judgment, which is most perilous for the independence of the judiciary. This research, based on case studies, interviews with judges and an analysis of the literature on this topic (mainly from the United States of America and European Union Member States), tends to draw attention to the fact that the result of the development of these professional standards is that the ethical requirements of judges become ethical requirements of justice, which is an undesirable effect of which we must be aware, in order to prevent it.Keywords: Judicial Ethics, Codes of conduct, Independence, Limits of Judgment.

Developing a nation geared by the principle of sustainable development has been one of the piers in moulding a greater nation for Malaysia since its independence. This is seen by the act of joining the United Nations in 1957, just a month after gaining their independence. The United Nations is an international organization that aims to unite the nations worldwide based on justice, human dignity and human well-being. Malaysia has established a local body called the United Nations Malaysia which collaborates with the government to accomplish the aim of supporting sustainable development in Malaysia. Agenda 21 is an international document produced from the Earth Summit providing guidelines of implementing sustainable development globally, nationally and locally. Abstract:
The stakeholders’ pressure on corporate managers to maintain firm’s profitability has created economic incentives for management to engage in earnings management practices. Therefore, this study examines the effects of audit quality and corporate governance on earnings management of quoted deposit money banks (DMBs) in Nigeria. This study specifically investigates the influence of audit tenure, audit fee, board independence, and board size on earnings management of DMBs. Explanatory research design was employed in carrying out the study while secondary data were sourced from the annual reports and accounts of all the 15 quoted DMBs in Nigerian Stock Exchange as at December 31, 2015 for a period of 10 years covering from 2006 to 2015. The data obtained for the study were analyzed using panel regression analysis approach. The findings reveal that board independence has a negative significant effect on earnings management at a 5% level of significance (p=0.002), while audit fee has a positive significant effect on earnings management at a 5% level of significance (p=0.013) and audit tenure has a negative significant effect on earnings management of DMBs at a 5% level of significance (p=0.003). Surprisingly, board size was statistically not significant at a 5% level of significance (p=0.086). The study concludes that high audit quality and sound corporate governance could improve the earnings quality of DMBs. Hence, the study recommends that the authorities saddled with the responsibility of banking supervision in Nigeria such the Securities and Exchange Commission (SEC) and CBN to advise the National Assembly in Nigeria to pass into law the three years professional requirement for audit tenure.

Audit quality is a popular topic in accounting and auditing research because recent decades’ financial crises reduce the reliability of financial reports to public investors and cause significant doubt about the audit profession. Therefore, doing research to identify effective factors in improving audit quality is necessary for bringing back public investors’ trust to financial statements as well as audit reports. In this study, we explore the relationship between audit rotation and audit quality. For this purpose, we employ the Duff (2009) model of audit quality to measure audit quality and use a questionnaire survey of 27 audit service quality attributes. Our results show that there is a negative relationship between auditor’s rotation and audit quality as we consider the auditor’s reputation, capability, assurance, experience, and responsiveness as surrogates for audit quality. 36 strains of sulfur-oxidizing bacteria were isolated in Southern Kazakhstan soda-saline soils and identified. Screening of strains according bio-oxidation (destruction thiosulfate to sulfate) and enzymatic (Thiosulfate dehydrogenises and thiosulfate reductase) activity was conducted. There were selected modes of aeration and culture conditions (pH, temperature), which provide optimum harvest cells. Abstract:
Numerical calculations of flow around a square cylinder are presented using the multi-relaxation-time lattice Boltzmann method at Reynolds number 150. The effects of upstream locations, downstream locations and blockage are investigated systematically. A detail analysis are given in terms of time-trace analysis of drag and lift coefficients, power spectra analysis of lift coefficient, vorticity contours visualizations and phase diagrams. A number of physical quantities mean drag coefficient, drag coefficient, Strouhal number and root-mean-square values of drag and lift coefficients are calculated and compared with the well resolved experimental data and numerical results available in open literature. The results had shown that the upstream, downstream and height of the computational domain are at least 7.5, 37.5 and 12 diameters of the cylinder, respectively.

Abstract:
In the article the remains of the base of the minaret, found in 2009 at the medieval fortress shakhristan Aktobe, which is located along the courses of the rivers Balta and Aksu. The minaret, which consists of two parts: the stylobate in the pit and base part refers to the XI-XII centuries. The preserved height of the building is 3.6 meters. Volume stylobat quadrangular minaret, the corners of which are aimed at the four corners of the world amounts to 8,65 x8, 5 m, height – 2.6 m. Diameter octagonal upper cap of 7.85 m and a height of preserved – 1 m. This minaret is of particular importance among the historical and architectural monuments of Kazakhstan, as it is so far the only minaret belonging to Karakhanid epoch in which Islam was the state religion.Keywords: Aktobe, medieval, minaret, stylobate.

An experiment was performed with a 24.5 MeV 14N beam on a 12C target in the cyclotron DC-60 located in Astana, Kazakhstan, to study the elastic scattering of 14N on 12C; the scattering was also analyzed at different energies for tracking the phenomenon of remarkable structure at large angles. Its aims were to extend the measurements to very large angles, and attempt to uniquely identify the elastic scattering potential. Good agreement between the theoretical and experimental data has been obtained with suitable optical potential parameters. In this paper, the regression dependence of dancing intensity from wind speed and length of span was established due to the statistic data obtained from multi-year observations on line wires dancing accumulated by power systems of Kazakhstan and the Russian Federation. The lower and upper limitations of the equations parameters were estimated, as well as the adequacy of the regression model. Moreover, the objects associated with the cult of the burial of the dead are the most informative, and often the only source of knowledge about past eras. The present study is devoted to some results of the excavations carried out on the mound "Baygetobe" of Shilikti burial ground. The purpose of the work is associated with certain categories of grave goods and reading "Fine Text" of Shilikti graves, whose structure is the same for burials of nobles and ordinary graves. The safety of a royal burial mounds, the integrity and completeness of the source are of particular value for studying.Keywords: Animal style, barrow, Baygetobe, dromos, Shilikty.

Abstract:
This article explores the self-identity of the Kazakh people by way of identifying the roots of self-understanding in Kazakh culture. Unfortunately, Western methods of ethno psychology cannot fully capture what is unique about identity in Kazakh culture. Although Kazakhstan is the ninth largest country in terms of geographical space, Kazakh cultural identity is not wellknown in the West. In this article we offer an account of the national psychological features of the Kazakh people, in order to reveal the spiritual, mental, ethical dimensions of modern Kazakhs. Abstract:
The article represents the results of research of antitumor activity of different structural types of plant flavonoids extracted by authors from Polygonum L. plants in commercial reserves at the territory of the Republic of Kazakhstan. For the first time ever the results comparative research of antitumor activity of plant flavonoids of different structural groups and their synthetic derivatives have been represented. The results of determination of toxicity of flavonoids in single parenteral infusion conditions have been represented. Experimental substantiation of possible mechanisms of antiproliferative and cytotoxic action of flavonoids has been suggested. The perspectives of usage of plant flavonoids as medications and creation of effective dosage forms of antitumor medicines on their basis have been substantiated.Keywords: Antitumor activity, cytotoxicity, flavonoids, Polygonum L., secondary metabolites.

Abstract:
Practices of food sharing as part of the brotherhood and hospitality interpretation have been essential part of the Kazakh ethnic culture since early times. Dialogue in time and space between Kazakhs through differences in food interpretation among the ethnic repatriates may become a link connecting them and platform for stable relations with the host society or serious barrier on the way of their integration in the Kazakhstani society. The article elucidates by the field materials how some aspects of food culture differences among ethnic Kazakhs living abroad (XUAR of China) and ethnic repatriates in Kazakhstan may influence their integration path.

The assets of this platform are summarised in (i) the efficient representation of the curriculum flow that will permit efficient training; (ii) efficient tagging of multimodal content appropriate for the completion of realistic cases and (iii) ubiquitous accessibility and platform independence via a web-based approach.

Abstract:
Microorganisms isolated from water and soil of Kazakhstan to identify potential high-effective producers of the arachidonic acid, exhibiting a wide range of physiological activity and having practical applications were screened. Based on the results of two independent tests (the test on the sensitivity of the growth processes of microorganisms to acetylsalicylic acid - an irreversible inhibitor of PGH-synthase involved in the metabolism of arachidonic acid and its derivatives, the test for inhibition of peroxidase activity of membrane-bounding fraction of PGH - synthase by acetylsalicylic acid) were selected microbial cultures which are potential highproducer of arachidonic acid. They are characterized by a stable strong growth in the laboratory conditions. Identification of microorganism cultures based on morphological, physiological, biochemical and molecular genetic characteristics was performed.
