452 Optimization of Agricultural Water Demand Using a Hybrid Model of Dynamic Programming and Neural Networks: A Case Study of Algeria

Abstract:
In Algeria agricultural irrigation is the primary water consuming sector followed by the domestic and industrial sectors. Economic development in the last decade has weighed heavily on water resources which are relatively limited and gradually decreasing to the detriment of agriculture. The research presented in this paper focuses on the optimization of irrigation water demand. Dynamic Programming-Neural Network (DPNN) method is applied to investigate reservoir optimization. The optimal operation rule is formulated to minimize the gap between water release and water irrigation demand. As a case study, Foum El-Gherza dam’s reservoir system in south of Algeria has been selected to examine our proposed optimization model. The application of DPNN method allowed increasing the satisfaction rate (SR) from 12.32% to 55%. Abstract:
As transition to widespread use of IPv6 addresses has gained momentum, it has been shown to be vulnerable to certain security attacks such as those targeting Neighbor Discovery Protocol (NDP) which provides the address resolution functionality in IPv6. To protect this protocol, Secure Neighbor Discovery (SEND) is introduced. This protocol uses Cryptographically Generated Address (CGA) and asymmetric cryptography as a defense against threats on integrity and identity of NDP. Although SEND protects NDP against attacks, it is computationally intensive due to Hash2 condition in CGA. To improve the CGA computation speed, we parallelized CGA generation process and used the available resources in a trusted network. Furthermore, we focused on the influence of the existence of malicious nodes on the overall load of un-malicious ones in the network. According to the evaluation results, malicious nodes have adverse impacts on the average CGA generation time and on the average number of tries. We utilized a Trust Management that is capable of detecting and isolating the malicious node to remove possible incentives for malicious behavior. We have demonstrated the effectiveness of the Trust Management System in detecting the malicious nodes and hence improving the overall system performance.

Abstract:
detecting the deadlock is one of the important problems in distributed systems and different solutions have been proposed for it. Among the many deadlock detection algorithms, Edge-chasing has been the most widely used. In Edge-chasing algorithm, a special message called probe is made and sent along dependency edges. When the initiator of a probe receives the probe back the existence of a deadlock is revealed. But these algorithms are not problem-free. One of the problems associated with them is that they cannot detect some deadlocks and they even identify false deadlocks. A key point not mentioned in the literature is that when the process is waiting to obtain the required resources and its execution has been blocked, how it can actually respond to probe messages in the system. Also the question of 'which process should be victimized in order to achieve a better performance when multiple cycles exist within one single process in the system' has received little attention. In this paper, one of the basic concepts of the operating system - daemon - will be used to solve the problems mentioned. The proposed Algorithm becomes engaged in sending probe messages to the mandatory daemons and collects enough information to effectively identify and resolve multi-cycle deadlocks in distributed systems.Keywords: Distributed system, distributed deadlock detectionand resolution, daemon, false deadlock.

Abstract:
Foreign Direct Investment (FDI) is an integral part of an open and effective international economic system and a major catalyst to development. Developing countries, emerging economies and countries in transition have come increasingly to see FDI as a source of economic development modernization, income growth and employment. FDI is an important vehicle for the transfer of technology, contributing relatively more to growth than domestic investment. Exploratory research is being conducted here. The data for the study is collected from secondary sources like research papers, journals, websites and reports. This paper aim was to generate knowledge on Iran’s situation through these factors after lifting sanction in comparison to Turkey. Although the most important factors that influence foreign investor decisions vary depending on the countries, sectors, years, and the objective of investor, nowadays governments should pay more attention to human resources education, marketing, infrastructure and administrative process in order to attracting foreign investors. A proper understanding of these findings will help governments to create appropriate policies in order to encourage more foreign investors

Abstract:
The need for national space legislation is pivotal, particularly in light of the fact that in recent years space activities have grown immensely both in volume and diversity. Countries are progressively developing capabilities in space exploration and scientific discoveries, market their capabilities to manufacture satellites, provide launch services from their facilities and are looking to privatize and commercialize their space resources. Today, nations are also seeking to comprehend the technological and financial potential of the private sector and are considering to share their financial burdens with them and to limit their exposures to risks, but they are lagging behind in legal framework in this regard. In the perspective of these emerging developments, it is therefore, felt that national space legislation should be enacted with the goal of building and implementing a vibrant and transparent legal framework at the national level to hasten investments and to ensure growth in this capital intensive - highly yield strategic sector. This study looks at (I) the international legal framework that governs space activities; (II) motivation behind making national space laws; and (III) the need for national space legislation. The paper concludes with some recommendations with regards to the conceivable future direction for national space legislation, in particular space empowered sub-areas for countries.

Abstract:
In order to achieve better road utilization and traffic efficiency, there is an urgent need for a travel information delivery mechanism to assist the drivers in making better decisions in the emerging intelligent transportation system applications. In this paper, we propose a relayed multicast scheme under heterogeneous networks for this purpose. In the proposed system, travel information consisting of summarized traffic conditions, important events, real-time traffic videos, and local information service contents is formed into layers and multicasted through an integration of WiMAX infrastructure and Vehicular Ad hoc Networks (VANET). By the support of adaptive modulation and coding in WiMAX, the radio resources can be optimally allocated when performing multicast so as to dynamically adjust the number of data layers received by the users. In addition to multicast supported by WiMAX, a knowledge propagation and information relay scheme by VANET is designed. Abstract:
Semantic Web Technologies enable machines to interpret data published in a machine-interpretable form on the web. At the present time, only human beings are able to understand the product information published online. The emerging semantic Web technologies have the potential to deeply influence the further development of the Internet Economy. In this paper we propose a scenario based research approach to predict the effects of these new technologies on electronic markets and business models of traders and intermediaries and customers. Over 300 million searches are conducted everyday on the Internet by people trying to find what they need. A majority of these searches are in the domain of consumer ecommerce, where a web user is looking for something to buy. This represents a huge cost in terms of people hours and an enormous drain of resources. Agent enabled semantic search will have a dramatic impact on the precision of these searches. It will reduce and possibly eliminate information asymmetry where a better informed buyer gets the best value. By impacting this key determinant of market prices semantic web will foster the evolution of different business and economic models. We submit that there is a need for developing these futuristic models based on our current understanding of e-commerce models and nascent semantic web technologies. Abstract:
Improved resource efficiency of production is a key requirement for sustainable growth, worldwide. In this regards, by considering the energy and tourism as the extra inputs to the classical Coub-Douglas production function, this study aims at investigating the efficiency changes in the North African countries. To this end, the study uses panel data for the period 1995-2010 and adopts the Malmquist index based on the data envelopment analysis. Results show that tourism increases technical and scale efficiencies, while it decreases technological and total factor productivity changes. On the other hand, when the production function is augmented by the energy input; technical efficiency change decreases, while the technological change, scale efficiency change and total factor productivity change increase. Thus, in order to satisfy the needs for sustainable growth, North African governments should take some measures for increasing the contribution that the tourism makes to economic growth and some others for efficient use of resources in the energy sector.

Abstract:
European telecommunication distribution center performance is measured by service lead time and quality. Operation model is CTO (customized to order) namely, a high mix customization of telecommunication network equipment and parts. CTO operation contains material receiving, warehousing, network and server assembly to order and configure based on customer specifications. Variety of the product and orders does not support mass production structure. One of the success factors to satisfy customer is to have a proper aggregated planning method for the operation in order to have optimized human resources and highly efficient asset utilization. Research will investigate several methods and find proper way to have an order book simulation where practical optimization problem may contain thousands of variables and the simulation running times of developed algorithms were taken into account with high importance. There are two operation research models that were developed, customer demand is given in orders, no change over time, customer demands are given for product types, and changeover time is constant.

Abstract:
The research reported herein presents a conceptual model that explores the relationship between social media factors and entrepreneurial intention, with a focus on the Greek startup ecosystem. The significance of the study is that social media gained importance in explaining the entrepreneurial process, and through them, nascent and potential entrepreneurs seem to get inspired and motivated to initiate their businesses. The research methodology employed in this study included a qualitative research approach, utilizing in-depth interviews with a sample of 15 startup entrepreneurs providing valuable retrospective information. The data collected were analyzed using the content analysis method. The major findings of the study are that social media factors such as usefulness, influence, and credibility have a significant impact on entrepreneurial intention. We also found that social media can be a powerful tool for entrepreneurs to access resources, knowledge and networks that can help them in their venture creation. Overall, this research contributes to the entrepreneurship literature by uncovering the relationship between social media factors and entrepreneurial intention and has implications for entrepreneurial education, policymakers, and official partners, highlighting the potential of social media to enhance the startup ecosystem.

Abstract:
The progress of technology and producing new machinery have made a big change in excavation operations and construction of underground structures. The limitations of space and some other economic, politic and military considerations gained the attention of most developed and developing countries towards the construction of these structures for mine, military, and development objectives. Underground highways, tunnels, subways, oil reservoir resources, fuels, nuclear wastes burying reservoir and underground stores are increasingly developing and being used in these countries. The existence and habitability of the cities depend on these underground installations or in other words these vital arteries. Stopping the flow of water, gas leakage and explosion, collapsing of sewage paths, etc., resulting from the earthquake are among the factors that can severely harm the environment and increase the casualty. Lack of sewage network and complete stoppage of the flow of water in Bam (Iran) is a good example of this kind. In this paper, we investigate the effect of wave orientation on structures and deformation of them and the effect of faulting on underground structures, and then, we study resistance of reinforced concrete against earthquake, simulate two different samples, analyze the result and point out the importance of paying attention to underground installations.

Abstract:
Hydrogen is regarded to play an important role in future energy systems because it can be produced from abundant resources and its combustion only generates water. The disposal of waste tyres is a major problem in environmental management throughout the world. The use of waste materials as a source of hydrogen is particularly of interest in that it would also solve a waste treatment problem. There is much interest in the use of alternative feedstocks for the production of hydrogen since more than 95% of current production is from fossil fuels. The pyrolysis of waste tyres for the production of liquid fuels, activated carbons and gases has been extensively researched. However, combining pyrolysis with gasification is a novel process that can gasify the gaseous products from pyrolysis. In this paper, an experimental investigation into the production of hydrogen and other gases from the bench scale pyrolysis-gasification of tyres has been investigated. Experiments were carried using a two stage system consisting of pyrolysis of the waste tyres followed by catalytic steam gasification of the evolved gases and vapours in a second reactor. Experiments were conducted at a pyrolysis temperature of 500 °C using Ni/Al2O3 as a catalyst. The results showed that there was a dramatic increase in gas yield and the potential H2 production when the gasification temperature was increased from 600 to 900 oC. Abstract:
Despite many success stories of manufacturing safety, many organizations are still reluctant, perceiving it as cost increasing and time consuming. The clear contributor may be due to the use of lagging indicators rather than leading indicator measures. The study therefore proposes a combinatorial model for determining the best safety strategy. A combination theory and cost benefit analysis was employed to develop a monetary saving / loss function in terms value of preventions and cost of prevention strategy. Documentations, interviews and structured questionnaire were employed to collect information on Before-And-After safety programme records from a Tobacco company between periods of 1993-2001(for pre-safety) and 2002-2008 (safety period) for the model application. Three combinatorial alternatives A, B, C were obtained resulting into 4, 6 and 4 strategies respectively with PPE and Training being predominant. A total of 728 accidents were recorded for a 9 year period of pre-safety programme and 163 accidents were recorded for 7 years period of safety programme. Six preventions activities (alternative B) yielded the best results. However, all the years of operation experienced except year 2004. The study provides a leading resources for planning successful safety programme

Abstract:
This study examined the digital preservation in Nigeria university libraries. A comparison between the university of Nigeria Nsukka (UNN) and Ahmadu Bello University Zaria (ABU, Zaria). The study utilized primary source of data obtained from two selected institution librarians. Finding revealed varying results in terms of skills acquired by librarians before and after digitization of the two institutions. The study reports that journals publication, text book, CD-ROMS, conference papers and proceedings, theses, dissertations and seminar papers are among the information resources available for digitization. The study further documents that copyright issue, power failure, and unavailability of needed materials are among the challenges facing the digitization of library of the institution. On the basis of the finding, the study concluded that digitization of library enhances efficiency in organization and retrieval of information services. The study therefore recommended that software should be upgraded with backup, training of the librarians on digital process, installation of antivirus and enhancement of technical collaboration between the library and MIS.Keywords: Digitalization, preservation, libraries, comparison.

Abstract:
The restrained construction zoning, an important part in the urban master plan, is a necessary planning tool to control the city sprawl, to guarantee the reservation implementation of the various types of protective elements, and to realize the storage of the essential urban spatial resources. Simultaneously, owing to the diverse constitutes of restrained construction area and the various stakeholders involved in, its planning requires an overall consideration of all elements from the perspective of coordination+, balance and practicability to deal with the problems and conflicts in this process. Taking Yangzijin Ecological Restrained Construction Area in Yangzhou as an example, this study analyzes all the potential actors, agencies and stakeholders in this restrained construction area, as well as the relevant conflicts between each other. Besides, this study tries to build up a planning procedure based on the framework of governance theory, and proposes a possible planning method that combines "rigidity" and "flexibility" to protect the ecological limitation boundary, to take every interest into account, and to promote economic development in a harmonious society.

The mean cumulative function (MCF)analyze the number of outages and the unavailabthe forced outage rate (FOR) concept has been uoutage rates. The study shows that the outagesfailure occur at a constant rate by calendar timconverter stations, while very few stations havedecreasing rate. It has also been found that the stata higher number of outages and a higher outage ratcompared to the rotary converter types. The resultsthat combining the number of outages and the fgives a better view of the converters performasupport for the maintenance decision. In fact, usingdoes not reflect reality. Cloud computing is a business model which provides an easier management of computing resources. Cloud users can request virtual machine and install additional softwares and configure them if needed. However, user can also request virtual appliance which provides a better solution to deploy application in much faster time, as it is ready-built image of operating system with necessary softwares installed and configured. Large numbers of virtual appliances are available in different image format. User can download available appliances from public marketplace and start using it. However, information published about the virtual appliance differs from each providers leading to the difficulty in choosing required virtual appliance as it is composed of specific OS with standard software version. However, even if user choses the appliance from respective providers, user doesn’t have any flexibility to choose their own set of softwares with required OS and application. In this paper, we propose a referenced architecture for dynamically customizing virtual appliance and provision them in an easier manner. Hospital staff and managers are under pressure and concerned for effective use and management of scarce resources. The hospital admissions require many decisions that have complex and uncertain consequences for hospital resource utilization and patient flow. It is challenging to predict risk of admissions and length of stay of a patient due to their vague nature. There is no method to capture the vague definition of admission of a patient. Also, current methods and tools used to predict patients at risk of admission fail to deal with uncertainty in unplanned admission, LOS, patients- characteristics. The main objective of this paper is to deal with uncertainty in health system variables, and handles uncertain relationship among variables. An introduction of machine learning techniques along with statistical methods like Regression methods can be a proposed solution approach to handle uncertainty in health system variables. A model that adapts fuzzy methods to handle uncertain data and uncertain relationships can be an efficient solution to capture the vague definition of admission of a patient.Keywords: Admission, Fuzzy, Regression, Uncertainty

The reservoir of Kowsar dam supply water for different usages such as aquaculture farms , drinking, agricultural and industrial usages for some provinces in south of Iran. The Kowsar dam is located next to the city of Dehdashat in Kohgiluye and Boyerahmad province in southern Iran. There are some towns and villages on the Kowsar dam watersheds, which Dehdasht and Choram are the most important and populated twons in this area, which can to be sources of pollution for water reservoir of the Kowsar dam . This study was done to determine of water pollution of the Kowsar dam reservoir which is one of the most important water resources of Kohkiloye and Boyerahmad and Bushehr provinces in south-west Iran. In this study , water samples during 12 months were collected to examine Biochemical Oxygen Demand (BOD) and Dissolved Oxygen(DO) as a criterion for evaluation of water pollution of the reservoir. In summary ,the study has shown Maximum, average and minimum levels of BOD have observed 25.9 ,9.15 and 2.3 mg/L respectively and statistical parameters of data such as standard deviation , variance and skewness have calculated 7.88, 62 and 1.54 respectively. Finally the results were compared with Iranian national standards. Among the analyzed samples, as the maximum value of BOD (25.9 mg/L) was observed at the May 2010 , was within the maximum admissible limits by the Iranian standards.Keywords: Kowsar dam, Biochemical Oxygen Demand, water pollution

Abstract:
According to recent tendencies, progress on resource efficiency is possible and it will lead to economic, environmental, and social benefits. The passage to a circular economy system, in which all the materials and energy will maintain their value for as long as possible, waste is reduced and only a few resources are used, is one of the most relevant parts of the European Union's environmental policy to develop a sustainable, competitive and low-carbon economy. The concept of circular economy is to be found in Decision 1386/2013/EU of the European Parliament and of the Council on a General Union Environment Action Programme to 2020 named “Living well, within the limits of our planet”. To modernise waste management systems in the Union and to consolidate the European model as one of the most effective in the world, a revised waste legislative framework entered into force in July 2018. Regarding the Italian legislation, the laws to be modified are the Legislative Decree 3 April 2006, n. 152 and the laws ruling waste management, end-of-waste, by-products and, the regulatory principles regarding circular economy. European rules on end-of-waste are not fully harmonised and so there are legal challenges. The target to be achieved is full consistency between the laws implementing waste and chemicals policies. Only in this way, materials will be safe, fit-for-purpose and designed for durability; additionally, they will have a low environmental impact.

Abstract:
A method of modelling topography used in the simulation of riverbeds is proposed in this paper which removes the need for datapoints and measurements of a physical terrain. While complex scans of the contours of a surface can be achieved with other methods, this requires specialised tools which the proposed method overcomes by using fractional Brownian motion (FBM) as a basis to estimate the real surface within a 15% margin of error while attempting to optimise algorithmic efficiency. This removes the need for complex, expensive equipment and reduces resources spent modelling bed topography. This method also accounts for the change in topography over time due to erosion, sediment transport, and other external factors which could affect the topography of the ground by updating its parameters and generating a new bed. The lattice Boltzmann method (LBM) is used to simulate both stationary and steady flow cases in a side-by-side comparison over the generated bed topography using the proposed method, and a test case taken from an external source. The method, if successful, will be incorporated into the current LBM program used in the testing phase, which will allow an automatic generation of topography for the given situation in future research, removing the need for bed data to be specified.

Abstract:
In recent years demolished concrete waste handling and management is the new primary challenging issue faced by the countries all over the world. It is very challenging and hectic problem that has to be tackled in an indigenous manner, it is desirable to completely recycle demolished concrete waste in order to protect natural resources and reduce environmental pollution. In this research paper an experimental study is carried out to investigate the feasibility and recycling of demolished waste concrete for new construction. The present investigation to be focused on recycling demolished waste materials in order to reduce construction cost and resolving housing problems faced by the low income communities of the world. The crushed demolished concrete wastes is segregated by sieving to obtain required sizes of aggregate, several tests were conducted to determine the aggregate properties before recycling it into new concrete. This research shows that the recycled aggregate that are obtained from site make good quality concrete. The compressive strength test results of partial replacement and full recycled aggregate concrete and are found to be higher than the compressive strength of normal concrete with new aggregate.

Abstract:
Gender as a social construct is a term now widely studied. Within the social sciences it has become very important. In this sense, psychology tries to make some contributions from your area. The intention is to promote equal opportunities for men and women. Social, employment and educational inequities perpetuate sexism, violence and other important social problems in Mexico. The gender perspective is conceptualized as a tool to promote laws, policies, plans, programs and procedures where women are made visible and empowered. The aim of this is the pursuit of equality. Thus, gender mainstreaming is one of the main challenges of education in Mexico. Only a few universities have programs, research or subjects related to the topic. Human resources, and time allocated to teachers are identified as obstacles to the institutionalization of gender. The objective was to make a diagnosis on course offerings and policies on gender. A documentary study and interviews with managers of at least 20 higher education institutions (IES's) were performed. The results indicate the need for greater gender courses, research projects and intervention. The need to promote policies that seek equal opportunities between men and women is also noted.

Abstract:
The air transport impact on environment is more than ever a limitative obstacle to the aeronautical industry continuous growth. Over the last decades, considerable effort has been carried out in order to obtain quieter aircraft solutions, whether by changing the original design or investigating more silent maneuvers. The noise propagated by rotating surfaces is one of the most important sources of annoyance, being present in most aerial vehicles. Bearing this is mind, CEIIA developed a new computational chain for noise prediction with in-house software tools to obtain solutions in relatively short time without using excessive computer resources. This work is based on the new acoustic tool, which aims to predict the rotor noise generated during steady and maneuvering flight, making use of the flexibility of the C language and the advantages of GPU programming in terms of velocity. The acoustic tool is based in the Formulation 1A of Farassat, capable of predicting two important types of noise: the loading and thickness noise. The present work describes the most important features of the acoustic tool, presenting its most relevant results and framework analyses for helicopters and UAV quadrotors.

Abstract:
Problem solving has traditionally been one of the principal research areas for artificial intelligence. Yet, although artificial intelligence reasoning techniques have been employed in several product support systems, the benefit of integrating product support, knowledge engineering, and problem solving, is still unclear. This paper studies the synergy of these areas and proposes a knowledge engineering framework that integrates product support systems and artificial intelligence techniques. The framework includes four spaces; the data, problem, hypothesis, and solution ones. The data space incorporates the knowledge needed for structured reasoning to take place, the problem space contains representations of problems, and the hypothesis space utilizes a multimodal reasoning approach to produce appropriate solutions in the form of virtual documents. The solution space is used as the gateway between the system and the user. The proposed framework enables the development of product support systems in terms of smaller, more manageable steps while the combination of different reasoning techniques provides a way to overcome the lack of documentation resources.Keywords: Knowledge engineering framework, product support, case-based reasoning, model-based reasoning, multimodal reasoning.

Abstract:
The wireless link can be unreliable in realistic wireless sensor networks (WSNs). Energy efficient and reliable data forwarding is important because each node has limited resources. Therefore, we must suggest an optimal solution that considers using the information of the node-s characteristics. Previous routing protocols were unsuited to realistic asymmetric WSNs. In this paper, we propose a Protocol that considers Both sides of Link-quality and Energy (PBLE), an optimal routing protocol that balances modified link-quality, distance and energy. Additionally, we propose a node scheduling method. PBLE achieves a longer lifetime than previous routing protocols and is more energy-efficient. PBLE uses energy, local information and both sides of PRR in a 1-hop distance. We explain how to send data packets to the destination node using the node's information. Simulation shows PBLE improves delivery rate and network lifetime compared to previous schemes. This research contribution propels the idea of collaborating environment for the execution of student satellite projects in the backdrop of project management principles. The recent past has witnessed a technological shift in the aerospace industry from the big satellite projects to the small spacecrafts especially for the earth observation and communication purposes. This vibrant shift has vitalized the academia and industry to share their resources and to create a win-win paradigm of mutual success and technological development along with the human resource development in the field of aerospace. Small student satellites are the latest jargon of academia and more than 100 CUBESAT projects have been executed successfully all over the globe and many new student satellite projects are in the development phase. The small satellite project management requires the application of specific knowledge, skills, tools and techniques to achieve the defined mission requirements. The Authors have presented the detailed outline for the project management of student satellites and presented the role of industry to collaborate with the academia to get the optimized results in academic environment.

Abstract:
The Automatic Speech Recognition (ASR) applied to Arabic language is a challenging task. This is mainly related to the language specificities which make the researchers facing multiple difficulties such as the insufficient linguistic resources and the very limited number of available transcribed Arabic speech corpora. In this paper, we are interested in the development of a HMM-based ASR system for Standard Arabic (SA) language. Our fundamental research goal is to select the most appropriate acoustic parameters describing each audio frame, acoustic models and speech recognition unit. To achieve this purpose, we analyze the effect of varying frame windowing (size and period), acoustic parameter number resulting from features extraction methods traditionally used in ASR, speech recognition unit, Gaussian number per HMM state and number of embedded re-estimations of the Baum-Welch Algorithm. To evaluate the proposed ASR system, a multi-speaker SA connected-digits corpus is collected, transcribed and used throughout all experiments. A further evaluation is conducted on a speaker-independent continue SA speech corpus. The phonemes recognition rate is 94.02% which is relatively high when comparing it with another ASR system evaluated on the same corpus.Keywords: ASR, HMM, acoustical analysis, acoustic modeling, Standard Arabic language

Abstract:
The evaluation of non-conventional water resources on seed germination and seedling growth performance at early growth stages is still in progress especially in forage crops. This study was designed to test the effect of four types of water qualities (treated wastewater (TWW), industrial water (IW), grey water (GW), and Distilled water (DW)) on germination and early seedling vigor of Leucaena leucocephala. The results showed that the germination was not significantly affected by the different water qualities. Seed germination reached maximum after 17, 14, 14, and 21 days under GW, IW, TWW, and DW treatments, respectively. The highest mean of shoot length was scored under the GW treatment. And, the highest mean of root length was scored under DW which was not significant from GW treatment. The means of shoot fresh was the highest under the TWW. The means of root fresh weight was not significantly different from each other's under different treatments. The growth performance was in progress with no mortality during 21 days of growth. Thus, the best non-conventional water qualities alternatives based on the cleanness, nutrients, and toxicity are the GW, TWW and IW, respectively.Keywords: Seed germination, Growth performance, Leucaena, Multipurpose forest trees, Waste water, Grey water

Abstract:
This study is posed to explore the practice of Public Access Computers (PACs) in academic libraries in Kaduna State, Nigeria. The study aimed to determine the computers and other tools available, their services and challenges of the practices. Three questions were framed to identify number of public computers and tools available, their services and problems faced during the practice. The study used qualitative research design along with semi-constructed interview and observation as tools for data collection. Descriptive analysis was employed to analyze the data. The sample size of the study comprises 52 librarian and IT staff from the seven academic institutions in Kaduna State. The findings revealed that, PACs were provided for access to the Internet, digital resources, library catalogue and training services. The study further explored that, despite the limit number of the computers, users were not allowed to enjoy many services. The study recommends that libraries in Kaduna state should provide more public computers to be able to cover the population of their users; libraries should allow users to use the computers without limitations and restrictions.
