723 An Assessment of Food Control System and Development Perspective: The Case of Myanmar

Abstract:
Food control measures are critical in fostering food safety management of a nation. However, no academic study has been undertaken to assess the food control system of Myanmar up to now. The objective of this research paper was to assess the food control system with in depth examination of five key components using desktop analysis and short survey from related food safety program organizations including regulators and inspectors. Study showed that the existing food control system is conventional, mainly focusing on primary health care approach while relying on reactive measures. The achievements of food control work have been limited to a certain extent due to insufficienttechnical capacity that is needed to upgrade staffs, laboratory equipment and technical assistance etc. associated with various sectors. Assessing food control measures is the first step in the integration of food safety management, this paper could assist policy makers in providing information for enhancing the safety and quality of food produced and consumed in Myanmar.

Abstract:
Cavities are frequently found beneath conduits on pile foundations in old embankments. Cavity reduces seepage length significantly and consequently causes piping failure of embankments. Case studies of embankment failures indicate that the relative settlement between ground and pile supported-concrete conduit was the main reason of the cavity. In this paper, an attempt to simulate the cavity-induced piping failure mechanism was made using finite element numerical method. Piping potential is examined by carrying out parametric study for influencing factors such as cavity length, water level, and flow conditions. The concentration of hydraulic gradient adjacent to cavity was found. It is found that the hydraulic gradient close to the cavity exceeds considerably the critical hydraulic gradient causing piping. Piping failure potential due to the existence of cavity is evaluated and contour map for the potential risk of an embankment for piping failure is proposed.Keywords: Cavity, Embankment, Hydraulic gradient, Piping.

Abstract:
Skip cycle is a working strategy for spark ignition engines, which allows changing the effective stroke of an engine through skipping some of the four stroke cycles. This study proposes a new mechanism to achieve the desired skip-cycle strategy for internal combustion engines. The air and fuel leakage, which occurs through the gas exchange, negatively affects the efficiency of the engine at high speeds and loads. An absolute sealing is assured by direct use of poppet valves, which are kept in fully closed position during the skipped mode. All the components of the mechanism were designed according to the real dimensions of the Anadolu Motor's gasoline engine and modeled in 3D by means of CAD software. Abstract:
The purpose of this paper is to propose a text mining approach to evaluate companies- practices on affective management. Affective management argues that it is critical to take stakeholders- affects into consideration during decision-making process, along with the traditional numerical and rational indices. CSR reports published by companies were collected as source information. Indices were proposed based on the frequency and collocation of words relevant to affective management concept using text mining approach to analyze the text information of CSR reports. In addition, the relationships between the results obtained using proposed indices and traditional indicators of business performance were investigated using correlation analysis. Those correlations were also compared between manufacturing and non-manufacturing companies. The results of this study revealed the possibility to evaluate affective management practices of companies based on publicly available text documents.Keywords: Affective management, Affect, Stakeholder, Text mining.

Double heterogeneity of randomly located pebbles in the core and Coated Fuel Particles (CFPs) in the pebbles are specific features in pebble bed reactors and usually, because of difficulty to model with MCNP code capabilities, are neglected. In this study, characteristics of HTR-10, Tsinghua University research reactor, are used and not only double heterogeneous but also truncated CFPs and Pebbles are considered.Firstly, 8335 CFPs are distributed randomly in a pebble and then the core of reactor is filled with those pebbles and graphite pebbles as moderator such that 57:43 ratio of fuel and moderator pebbles is established.Finally, four different core configurations are modeled. They are Simple Cubic (SC) structure with truncated pebbles,SC structure without truncated pebble, and Simple Hexagonal(SH) structure without truncated pebbles and SH structure with truncated pebbles. Currently, resource sharing and system security are critical issues. This paper proposes a POL module composed of PRIV ILEGE attribute (PA), obligation and log which improves attribute based access control (ABAC) model in dynamically granting authorizations and revoking authorizations. The following describes the new model termed PABAC in terms of the POL module structure, attribute definitions, policy formulation and authorization architecture, which demonstrate the advantages of it. The POL module addresses the problems which are not predicted before and not described by access control policy. It can be one of the subject attributes or resource attributes according to the practical application, which enhances the flexibility of the model compared with ABAC. Abstract:
In this paper we investigate how wide-ranging organizational support and the more specific form of support, namely management support, may influence on tourism workers satisfaction with a cash transaction system. The IS continuance theory, proposed by Bhattacherjee in 2001, is utilized as a theoretical framework. This implies that both perceived usefulness and ease of use is included in the research model, in addition to organizational and management support. The sample consists of 500 workers from 10 cruise and tourist ferries in Scandinavia that use a cash transaction system to perform their work tasks. Using structural equation modelling, results indicate that organizational support and ease of use perceptions is critical for the users- level of satisfaction with the cash transaction system.The findings have implications for business managers and IS practitioners that want to increase the quality of IT-based business processes within the tourism industry.Keywords: ease of use, IS continuance, organizational support, tourism industry, user satisfaction.

This research focuses on the optimization of glazed surfaces and the assessment of possible solar gains in industrial buildings. Existing window rating methods for single windows were evaluated and a new method for a simple analysis of energy gains and losses by single windows was introduced. Furthermore extensive transient building simulations were carried out to appraise the performance of low cost polycarbonate multi-cell sheets in interaction with typical buildings for industrial applications. Mainly energy saving potential was determined by optimizing the orientation and area of such glazing systems in dependency on their thermal qualities. Moreover the impact on critical aspects such as summer overheating and daylight illumination was considered to ensure the user comfort and avoid additional energy demand for lighting or cooling. Hereby the simulated heating demand could be reduced by up to 1/3 compared to traditional architecture of industrial halls using mainly skylights.

Abstract:
I/O workload is a critical and important factor to analyze I/O pattern and file system performance. However tracing I/O operations on the fly distributed parallel file system is non-trivial due to collection overhead and a large volume of data. In this paper, we design and implement a parallel file system logging method for high performance computing using shared memory-based multi-layer scheme. It minimizes the overhead with reduced logging operation response time and provides efficient post-processing scheme through shared memory. Separated logging server can collect sequential logs from multiple clients in a cluster through packet communication. Implementation and evaluation result shows low overhead and high scalability of this architecture for high performance parallel logging analysis.Keywords: I/O workload, PVFS, I/O Trace.

This paper reports the fatigue crack growth behaviour of gas tungsten arc, electron beam and laser beam welded Ti-6Al-4V titanium alloy. Centre cracked tensile specimens were prepared to evaluate the fatigue crack growth behaviour. A 100kN servo hydraulic controlled fatigue testing machine was used under constant amplitude uniaxial tensile load (stress ratio of 0.1 and frequency of 10 Hz). Crack growth curves were plotted and crack growth parameters (exponent and intercept) were evaluated. Critical and threshold stress intensity factor ranges were also evaluated. Fatigue crack growth behaviour of welds was correlated with mechanical properties and microstructural characteristics of welds. Of the three joints, the joint fabricated by laser beam welding exhibited higher fatigue crack growth resistance due to the presence of fine lamellar microstructure in the weld metal.Keywords: Fatigue, Non ferrous metals and alloys, welding

Peer review is an activity where students review their classmates- writing and then evaluate the content, development, unity and organization. Studies have shown that peer review activities benefit both the reviewer and the writer in developing their reading and writing skills. Furthermore, peer review activities may also enhance students- soft skills. This study was conducted to find out the benefits of peer review activity in a technical writing class based on engineering students- perceptions. The study also highlights how these benefits could improve the students- soft skills. A set of questionnaire was given to 200 undergraduate students of a technical writing course. The results of the study indicate that the activity could help improve their critical thinking skills, written and oral communication skills, as well as team work. As the majority of faults are found in a few of its modules so there is a need to investigate the modules that are affected severely as compared to other modules and proper maintenance need to be done on time especially for the critical applications. In this paper, we have explored the different predictor models to NASA-s public domain defect dataset coded in Perl programming language. Different machine learning algorithms belonging to the different learner categories of the WEKA project including Mamdani Based Fuzzy Inference System and Neuro-fuzzy based system have been evaluated for the modeling of maintenance severity or impact of fault severity. The results are recorded in terms of Accuracy, Mean Absolute Error (MAE) and Root Mean Squared Error (RMSE). The results show that Neuro-fuzzy based model provides relatively better prediction accuracy as compared to other models and hence, can be used for the maintenance severity prediction of the software.Keywords: Software Metrics, Fuzzy, Neuro-Fuzzy, SoftwareFaults, Accuracy, MAE, RMSE.

Abstract:
The process of human resources management in the structures of corporate groups demonstrates certain specificity, resulting from the division of decision-making and executive competencies, which occurs within these structures between a parent company and its subsidiaries. The subprocess of employee assessment is considered crucial, since it provides information for the implementation of personnel function. The empirical studies conducted in corporate groups, within which at least one company is located in Poland, confirmed the critical significance of employee assessment systems in the process of human resources management in corporate groups. Parent companies, most often, retain their decision-making authority within the framework of the discussed process and introduce uniform employee assessment and personnel controlling systems to subsidiary companies. However, the instruments for employee assessment applied in corporate groups do not present such specificity.

Students with high level skills are in demand, especially in scare skill environments. If universities wish to be successful and competitive, its students need to be adequately equipped with the necessary tools. Work Integrated Learning (WIL) is an essential component of the education of a student. The relevance of higher education should be assessed in terms of how it meets the needs of society and the world of work in a global economy. This paper demonstrates how to use Habermas's theory of communicative action to reflect on students- perceptions on their integration in the work environment to achieve social integration and financial justification. Interpretive questionnaires are used to determine the students- view of how they are integrated into society, and contributing to the economy. This paper explores the use of Habermas-s theory of communicative action to give theoretical and methodological guidance for the practice of social findings obtained in this inquiry.

Abstract:
The three-dimensional incompressible flow past a rectangular open cavity is investigated, where the aspect ratio of the cavity is considered as 4. The principle objective is to use large-eddy simulation to resolve and control the large-scale structures, which are largely responsible for flow oscillations in a cavity. The flow past an open cavity is very common in aerospace applications and can be a cause of acoustic source due to hydrodynamic instability of the shear layer and its interactions with the downstream edge. The unsteady Navier-stokes equations have been solved on a staggered mesh using a symmetry-preserving central difference scheme. Synthetic jet has been used as an active control to suppress the cavity oscillations in wake mode for a Reynolds number of ReD = 3360. The effect of synthetic jet has been studied by varying the jet amplitude and frequency, which is placed at the upstream wall of the cavity. The study indicates that there exits a frequency band, which is larger than a critical value, is effective in attenuating cavity oscillations when blowing ratio is more than 1.0.Keywords: Cavity oscillation, Large Eddy Simulation, Synthetic Jet, Flow Control, Turbulence

As globalization continues, earth's natural processes transform local problems into international issues. The aim of this study is to provide a broad overview of the pollution from urban wastes and emissions in Turkey which is a developing country. The "quality" of such kind of education systems is critical. 131 questionnaires were prepared and distributed among university student in Toba University. So the research has followed factors that affect the quality of learning from the perspective of staff, students, professors and this type of university. It is concluded that the important factors in virtual training are the quality of professors, the quality of staff, and the quality of the university. Abstract:
On November 15th, 2017, a catastrophic flash flood devastated the city of Mandra in Central Greece, resulting in 24 fatalities and extensive damages to the built environment and infrastructure. It was Greece’s deadliest and most destructive flood event for the past 40 years. In this paper, we examine the consequences of this event to small and medium-sized enterprises (SMEs) operating in Mandra during the flood event, which were affected by the floodwaters to varying extents. In this context, we conducted semi-structured interviews with business owners-managers of 45 SMEs located in flood inundated areas and are still active nowadays, based on an interview guide that spanned 27 topics. The topics pertained to the disaster experience of the business and business owners-managers, knowledge and attitudes towards climate change and extreme weather, aspects of disaster preparedness and related assistance needs. Our findings reveal that the vast majority of the affected businesses experienced heavy damages in equipment and infrastructure or total destruction, which resulted in business interruption from several weeks up to several months. Assistance from relatives or friends helped for the damage repairs and business recovery, while state compensations were deemed insufficient compared to the extent of the damages. Most interviewees pinpoint flooding as one of the most critical risks, and many connect it with the climate crisis. However, they are either not willing or unable to apply property-level prevention measures in their businesses due to cost considerations or complex and cumbersome bureaucratic processes. In all cases, the business owners are fully aware of the flood hazard implications, and since the recovery from the event, they have engaged in basic mitigation measures and contingency plans in case of future flood events. Such plans include insurance contracts whenever possible (as the vast majority of the affected SMEs were uninsured at the time of the 2017 event) as well as simple relocations of critical equipment within their property. The study offers fruitful insights on latent drivers and barriers of SMEs’ resilience capacity to flash flooding. In this respect, findings such as ours, highlighting tensions that underpin behavioural responses and experiences, can feed into: a) bottom-up approaches for devising actionable and practical guidelines, manuals and/or standards on business preparedness to flooding, and, ultimately, b) policy-making for an enabling environment towards a flood-resilient SME sector.

Abstract:
Requirements are critical to system validation as they guide all subsequent stages of systems development. Inadequately specified requirements generate systems that require major revisions or cause system failure entirely. Use Cases have become the main vehicle for requirements capture in many current Object Oriented (OO) development methodologies, and a means for developers to communicate with different stakeholders. In this paper we present the results of a laboratory experiment that explored whether different types of use case format are equally effective in facilitating high knowledge user-s understanding. Results showed that the provision of diagrams along with the textual use case descriptions significantly improved user comprehension of system requirements in both familiar and unfamiliar application domains. However, when comparing groups that received models of textual description accompanied with diagrams of different level of details (simple and detailed) we found no significant difference in performance.

Abstract:
The Internet of Things (IoT) is developed to ensure monitoring and connectivity within different applications. Thus, it is critical to study the channel propagation characteristics in Low Power Wide Area Network (LPWAN), especially LoRaWAN. In this paper, an in-depth investigation of the reciprocity between the uplink and downlink Channel State Information (CSI) is done by performing an outdoor measurement campaign in the area of Campus Beaulieu in Rennes. At each different location, the CSI reciprocity is quantified using the Pearson Correlation Coefficient (PCC) which shows a very high linear correlation between the uplink and downlink CSI. This reciprocity feature could be utilized for the physical layer security between the node and the gateway. On the other hand, most of the CSI shapes from different locations are highly uncorrelated with each other. Hence, it can be anticipated that this could achieve significant localization gain by utilizing the frequency hopping in the LoRa systems to get access to a wider band.

This article provides a systematic review of existing research related to the Service-oriented Enterprise Architecture (SoEA) adoption and maturity measurement model. The review’s main goals are to support research; to facilitate other researchers’ search for relevant studies; and to propose areas for future studies within this area. In addition, this article provides useful information on SoEA adoption issues and its related maturity model, based on research-based knowledge. The review results suggest that motives, critical success factors (CSFs), implementation status, and benefits are the most frequently studied areas, and that each of these areas would benefit from further exposure.

One of the major focus areas in this paper is studying and examining the pathways explored, that are state-of-the-art ecological infrastructure solutions and sector-led measures derived from expert analyses and reviews. Additionally, the paper analyses critical factors involving cost-effective route planning, and the development of green telecommunications infrastructure that adds qualitative reasoning to the research idea. Furthermore, the study discusses in detail a potential green roadmap towards sustainability by exploring green routing software, eco-friendly infrastructure and other eco-focused initiatives. The paper is also directed at the special linguistic needs of the telecommunications sector by focusing on targeted select range of telecom environment.

One of the most critical primary structural parts of a typical aerospace structure is T-joint. This structural element is loaded mainly in shear, bending, peel and tension. The paper is focused on the shear loading simulations. The aim of the work is to obtain a representative uniform distribution of shear loads along T-joint during the mechanical testing. A new design of T-joint test procedure, numerical simulation and optimization of representative boundary conditions are presented. The different conditions and inaccuracies both in simulations and experiments are discussed. The influence of different parameters on stress and strain distributions is demonstrated on T-joint made of CFRP (carbon fibre reinforced plastic). A special test rig designed by VZLU (Aerospace Research and Test Establishment) for T-shear test procedure is presented.

Abstract:
Since the 1980s, banks and financial service institutions have been running in an endless race of innovation to cope with the advancing technology, the fierce competition, and the more sophisticated and demanding customers. In order to guide their innovation efforts, several researches were conducted to identify the success and failure factors of new financial services. These mainly included organizational factors, marketplace factors and new service development process factors. They almost all emphasized the importance of customer and market orientation as a response to the highly perceptual and intangible characteristics of financial services. However, they deemphasized the critical characteristics of high involvement of risk and close correlation with the economic conditions, a factor that heavily contributed to the Global financial Crisis of 2008. This paper reviews the success and failure factors of new financial services. It then adds new perspectives emerging from the analysis of the role of innovation in the global financial crisis.

Abstract:
During welding or flame cutting of metals, the prediction of heat affected zone (HAZ) is critical. There is need to develop a simple mathematical model to calculate the temperature variation in HAZ and derivative analysis can be used for this purpose. This study presents analytical solution for heat transfer through conduction in mild steel plate. The homogeneous and nonhomogeneous boundary conditions are single variables. The full field analytical solutions of temperature measurement, subjected to local heating source, are derived first by method of separation of variables followed with the experimental visualization using infrared imaging. Contact centres have been exemplars of scientific management in the discipline of operations management for more than a decade now. With the movement of industries from a resource based economy to knowledge based economy businesses have started to realize the customer eccentricity being the key to sustainability amidst high velocity of the market. However, as technologies have converged and advanced, so have the contact centres. Contact Centres have redirected the supply chains and the concept of retailing is highly diminished due to over exaggeration of cost reduction strategies. In conditions of high environmental velocity together with services featuring considerable information intensity contact centres will require up to date and enlightened agents to satisfy the demands placed upon them by those requesting their services. In this paper we examine salient factors such as Power Distance, Knowledge structures and the dynamics of job specialisation and enlargement to suggest critical success factors in the domain of contact centres.

Abstract:
The 9/11 suicide attacks in New York, Washington, D.C., and Pennsylvania, triggered a number of security responses both in the United States of America and other Countries in the World. Kenya, which is an ally and a close partner to North America and Europe, was not left behind. While many states had been parties to numerous terrorism conventions, their response in implementing them had been slow and needed this catalyst. This special case offered a window of opportunity for many “security conscious" regimes in cementing their legal-criminological and political security apparatus. At the international level, the 9/11 case led to the hasty adoption of Security Council resolution 1373 in 2001, which called upon states to adopt wide-ranging and comprehensive steps and strategies to combat international terrorism and to become parties to the relevant international conventions and protocols relating to terrorism. Since then, Kenya has responded with speed in devising social-legal-criminological-political actions.

Abstract:
A numerical investigation of surface heat transfer characteristics of turbulent air flows in different parallel plate grooved channels is performed using CFD code. The results are obtained for Reynolds number ranging from 10,000 to 30,000 and for arc-shaped and rectangular grooved channels. The influence of different geometric parameters of dimples as well as the number of them and the geometric and thermophysical properties of channel walls are studied. It is found that there exists an optimum value for depth of dimples in which the largest wall heat flux can be achieved. Also, the results show a critical value for the ratio of wall thermal conductivity to the one of fluid in which the dependence of wall heat flux to this ratio almost vanishes. In most cases examined, heat transfer enhancement is larger for arc-shaped grooved channels than rectangular ones.Keywords: dimple, heat transfer enhancement, Numerical, optimum value, turbulent air flow.

Abstract:
Boiler is one of the critical unit in a petrochemical plant. Steam produced by the boiler is used for various processes in the plant such as urea and ammonia plant. An alternative method to optimize the boiler combustion system is presented in this paper. Adaptive Neuro-Fuzzy Inference System (ANFIS) approach is applied to model the boiler using real-time operational data collected from a boiler unit of the petrochemical plant. Nonlinear equation obtained is then used to optimize the air to fuel ratio using Genetic Algorithm, resulting an optimal ratio of 15.85. This optimal ratio is then maintained constant by ratio controller designed using inverse dynamics based on ANFIS. As a result, constant value of oxygen content in the flue gas is obtained which indicates more efficient combustion process.

Abstract:
One of the major, difficult tasks in automated video surveillance is the segmentation of relevant objects in the scene. Current implementations often yield inconsistent results on average from frame to frame when trying to differentiate partly occluding objects. This paper presents an efficient block-based segmentation algorithm which is capable of separating partly occluding objects and detecting shadows. It has been proven to perform in real time with a maximum duration of 47.48 ms per frame (for 8x8 blocks on a 720x576 image) with a true positive rate of 89.2%. The flexible structure of the algorithm enables adaptations and improvements with little effort. Most of the parameters correspond to relative differences between quantities extracted from the image and should therefore not depend on scene and lighting conditions.
